A
A
F
A
Okay
may.
H
A
Secondly,
okay:
you've
heard
the
motion
all
in
favor
say:
aye
aye,
aye,
aye.
Okay,
we
have.
G
Award
of
a
bid-
yes,
I'm
mr
goddard.
Yes,
mr
chairman
commissioners,
before
you
this
morning,
we
have
the
award
of
bid2202
barber
park
pathways
and
bridges
2022,
and
the
evaluation
team
has
had
an
opportunity
to
evaluate
the
bids
received
and
would
like
to
submit
this
recommendation
or
award
letter
for
your
consideration.
If
you
could
write
it
in
the
record
yeah.
Thank
you
all
right.
G
A
letter
dated
march
15th
of
2022
to
the
board
of
ada
county
commissioners
from
the
county
procurement
regarding
bid22021,
dear
members
of
the
board,
after
reviewing
the
bid
submitted,
is
the
recommendation
of
the
evaluation
group
to
award
the
contract
for
bid
two
two
zero.
Two
one,
two
brycon
incorporated
as
the
lowest
responsibility
for
the
total
bid
amount
of
553
000.
D
H
J
Probably,
what
is
the
I
think,
we're
gonna
negotiate
contract
probably
get
started
april.
Yes,.
D
A
Yes,
mr.
G
Chairman
commissioners,
before
you
this
morning,
is
rfp2034
the
ada
county
custodial
services
for
select
aid,
accounting
facilities,
2022
and
the
evaluation
team
has
completed
the
evaluations
and
would
like
to
submit
a
letter
of
the
proposals
received
and
award
recommend
recommendation
for
your
consideration.
Okay,
if
you
read
the
letter,
I'd
be
happy
to
it's
a
letter
dated
march
15
2022
to
the
board
of
ed
county
commissioners
from
ada
county
procurement.
G
G
C
Campus
as
well
as
bob's
office
and
they're
doing
the
temporary
cleaning
for.
H
A
E
G
A
D
A
zero
yeah,
mr
chairman
commissioners,
what
this
change
order
is
for
us
is
time
extension.
As
you
know,
the
supply
chain
delays
specifically
to
get
us
out
of
the
ground.
The
structural
steel's
been
delayed
and
the
precast
concrete
panels
for
the
new
building
are
delayed
and
there
are
critical
items
to
get
us
up
and
going.
We
knew
we'd
run
into
some
of
these
problems,
but
we
just
wanted
this
formalized
out
of
the
gate.
A
A
D
A
Okay,
we're
moving
on
to
licenses
there's
a
number
of
them
on
there.
Catering
I'll,
accept
promotion
from
unless
there's
a
question.
E
I'll
go
ahead
and
make
the
motion:
okay,
we're
ready,
I'll
move
to
approve
and
ratify.
The
catering
thing
that's
previously
signed
by
commissioner
back
as
identified
on
the
agenda
approve
the
remaining
licenses
as
listed
on
the
agenda,
including
six
catering
permits,
two
licensed
transfers
and
fifty
licensed
renewals
and
authorized
a
chair
to
send
documents
on
behalf
of
the
board.
A
J
Good
morning,
mr
chairman,
as
you
can
see,
license
renewals
are
underway,
so
for
the
next
couple
months
we
will
see
hundreds
more
of
those
coming
through
so
heather
and
her
team
are
are
working
on
getting
all
the
information
out
and
just
like
we've
done
in
the
past,
as
you
can
see,
we've
reached
out
to
people
but
we'll
be
assisting
all
the
license
holders
as
best
we
can
try
and
get
those
untimely
to
avoid
some
of
the
conflicts.
J
You
know
we
always
run
into
towards
the
very
end,
so
we'll
keep
on
top
of
that.
Also,
as
I'm
sure
you
are
all
very
aware,
friday
was
the
end
of
candidate
filing
for
the
upcoming
election
cycle,
and
so
I
noticed
that.
J
I'm
guessing
you
did
the
so
election
is
underway
right.
So
over
the
weekend,
the
elections
team
was
working
saturday
and
sunday
trying
to
assemble,
get
all
the
information
on
the
ballots
doing
a
lot
of
proofing.
We
had
a
few
corrections
on
some
precinct
committee
races
over
the
weekend,
but
nothing
that
changed
somebody's
ability
to
run
and
so
we're
working
with
that
and
working
with
the
secretary
of
state's
office.
J
I'm
sure
you
may
have
seen
some
of
the
news
some
candidate
issues
that
you
know
trying
to
work
through
some
of
those
impact
us
here
so
we're
just
trying
to
work
with
them
really
getting
the
ballots
ready
april.
1St
is
the
deadline
for
absentee
ballots
to
start
going
out,
and
so
that
really
isn't
that
far
away.
J
So
just
the
turnaround
in
terms
of
making
sure
everything's
prepared
and
ready
to
go
the
election
is
you
know,
63
days
away,
so
yes,
exactly
we're
working
hard
to
get
everything
ready
and
geared
up,
so
trent
is
actually
out
there
quite
a
bit
these
days.
So
if
you're
looking
for
him
at
all
he'll
he's
spending,
probably
about
half
of
his
time
out
there,
just
keeping
tabs
on
things.
A
J
All
right
so
yeah
I'll
look
into
it,
I'm
guessing
statutorily.
Just
it's
the
world
every
year.
It's
the
law
just
to
ensure,
and
one
of
the
things
we
see
is
licenses
go
stale
because
businesses,
particularly
like
those
beer
and
wine
restaurants
coming
and
going
right.
So
there's
always
some
that
don't
renew
as
a
result,
so
that
you
know.
D
J
My
guess
is
to
make
sure
that
licenses
are
in
use.
We
did
a
couple
years
ago.
It
was
right
before
you
guys
came
on
board.
We
synced
up
some
of
our
practices.
We
met.
You
know,
heather
to
her
credit,
organized
a
meeting
with
all
the
cities
with
abc
us
to
try
and
streamline
that
licensing,
because
there's
like
a
staggered
row,
but
so
we
can
try
and
make
it
a
little
bit
smoother
for
the
participants
to
make
it
easier.
So,
okay,.
K
A
Right
well,
thank
you,
yeah.
We
have
next
up
the
claims
journal
I'll,
entertain
a
motion
on
the
claims
journal.
A
You've
heard
the
motion
all
in
favor,
say:
aye
aye
aye
motion
carries.
May
I
have
a
motion
on
the
personnel
actions.
I
Mr
chair,
I
move
to
approve
the
personnel
actions
as
listed
on
the
agenda
and
let
the
summary
she
remain
on
file
in
the
commissioner's
office.
A
H
Mr
sherman,
I
don't
know
if
it's
good
or
not,
but
it
is
some
news,
there's
a
piece
of
legislation
that
we've
been
watching
instead
of
just
a
very
interesting
history.
It
was
presented
in
the
senate,
local
government,
and
this
is
what
this
bill
does.
Is
it
restricts
the
how
self-storage
is
assessed?
We
have
three
methods,
evaluations,
you
all
know
from
board
of
equalizations
cost
and
market
and
income
approach.
We
typically
assess
the
self-storage
units
of
the
income
approach
because
it's
income-producing
property.
H
Well,
there
was
a
bill
that
was
introduced
in
the
legislature
in
the
senate
that
it
restricts
it.
The
assessment
cannot
exceed
the
cost-less
depreciation,
which
for
income
producing
property
that
is
going
to
be
the
lowest
value
and
that
the
income
would
certainly
be
higher
than
that
and
the
the
so
interesting
one
was
heard
in
the
senate,
local
government.
There
was
no
vote
on
it,
so
it
was
put
away
and
I
talked
to
one
senator
and
they
said
it's
dead.
You
don't
need
to
worry
about
it.
J
H
One
said,
oh,
who
knows
what's
going
to
happen?
Well,
I'll
tell
you
last
week
just
out
of
nowhere.
It
came
before
the
committee
again
and
passed
with
a
unanimous
vote.
It's
been
to
the
to
this
through
the
senate
with
and
that
passed
it's
now
on
to
the
house.
It's
very,
very
bad
public
tax
policy.
It
really
is
so
we've
got
we're
not
going
to
we're
not
going
to
stop
it
at
the
house,
we
being
the
assessors.
H
So
we've
got
that
we're
all
putting
letters
together
to
the
governor
asking
him
to
please
veto
this
bill.
You
know,
as
it
makes
it
out
through
the
house,
but
sponsored
that's
what
we're
talking.
H
H
Very
interesting,
it's
a
lobbying,
the
obvious
group
is
is,
is
the
contact
on
and
I
assume
that
would
be
the
sponsor,
but
typically
on
a
bill,
it
would
say
you
know
it's.
E
H
You
know
senator
kendra
or
anyone
else,
kenyan,
and
but
this
is
one
of
the
bills
of
the
whole
stack
that
I'm
watching.
That
does
not
have
a
representative
or
senator's
name
to
it.
It's
just
a
a
lobbying
group.
I
think
it's.
A
E
A
Could
it
could
result
in
a
in
a
court
thing,
because
the
supreme
court
has
already
indicated
that
all
property
properties
have
to
be
taxed?
The
same
mr.
A
A
policy
of
changing
it
to
to
a
construction
and
minus
depreciation.
Why
would
that
not
be
applied
to
other
buildings
that
that
was
this
question?
I
would
imagine.
H
A
A
Thanks
how
about
our
distinguished
treasurer
beth,
do
you
have
something
for
us.
F
Yeah
good
morning,
commissioners,
I've
also
been
tracking
some
legislation
and
joining
forces,
some
other
county
treasurers,
the
legislation
that
we've
been
tracking.
It
relates
to
the
interest
rate
and
reducing
it
monthly
from
one
percent
to
a
half
a
percent,
and
the
proposal
was
to
make
this
retroactive,
which
was
really
concerning
in
terms
of
administration.
Administering
this
because
we've
been
collecting
at
the
higher
rate,
so
this
could
potentially
have
triggered
a
lot
of
refunds
and
it
just
doesn't
make
sense
to
change
the
rate
mid
tax
year.
F
So
we've
been
working
with
the
senate
on
that
and
trying
to
make
it
should
it
pass
the
prospective
effective
at
a
future
date.
So
working
closely
on
that
and
then
also
speaking
of
delinquent
taxes,
a
top
priority
in
our
office
right
now
is
preparing
for
the
tax
deed
hearing
before
you
this
month.
So
it's
a
very
technical,
tedious
process,
we're
working
very
hard
on
that.
I'm
proud
of
our
staff.
F
They
are
going
above
and
beyond,
to
send
final
notices
to
the
taxpayers,
making
calls
to
really
help
these
taxpayers
redeem
the
delinquency
prior
to
the
hearing
to
help
them
and
then
present
fewer
parcels
to
you
this
month.
How
many
do
we
have
right
now?
Currently
we
have
20
26
or
28.
That's
that's
a
lot,
so
we're
hoping
in
the
next.
I
think
it's
about
13
days
to
cut
that
in
half.
B
A
It
thanks,
are
you
aware-
and
maybe
you
would
know
this
on-
that
homeowner's
exemption
the
deadline
to
file
that
is
that
they
they
were
going
to
change.
The
legislature
were
going
to
change
that
so
that
you
wouldn't
have
as
many
tax
adjustments
did
that
happen,
or
do
you
know,
mr.
H
Chairman
senator
rice
has
been
holding
that
it's
my
understanding
until
it
was
decided
upon
whether
the
property
tax
would
be
replaced
with
an
increase
in
sales
tax.
I've
got
to
get
in
touch
with
iac
to
see
if,
if
they've
contacted
senator
rice
to
get
that
that
thing
going,
it's
really
important.
It
should
go
through
very
quickly,
but
he
set
that
aside
until
his
other
one
was
decided
upon.
H
F
A
We
have
some.
F
E
I'll
always
make
a
motion
when
we
have
a
goat
show
my
favorite,
but
we
haven't
had
a
dog
show
yet
wow
they're
coming.
Let's
go
okay,
okay,
yeah,
so
I'll
go
ahead
and
make
the
motion
to
approve
the
seven
interim
event.
Agreements
as
listed
on
the
agenda
and
authorize
the
chair
send
documents
on
behalf
of
the
board.
A
Okay,
dude,
we
have
a
second
one.
Second,
all
right:
you've
heard
the
the
motion
in
favor
say:
aye,
aye,
aye,.
I
A
Motion
carries
thank
you.
We
have
some
events
at
the
barber
park
and
education
event
center.
Do
we
have
a
motion
on
these
events.
A
You've
heard
the
motion:
is
it
further
discussion?
Hearing
no
in
favor,
say
aye
aye
aye.
I
I
A
E
A
The
final
item
on
our
on
our
agenda
is
miscellaneous.
Just
a
discussion
of
possible
use
of
the
turf
club
for
simulcast
horse
racing.
A
B
B
Mr
chairman,
commissioners,
for
the
opportunity
to
speak
on
behalf
of
the
turf
club
and
simulcast
horse
racing,
mr
sheldon
and
I've
been
working
on
this
since
probably
before
fair
started.
Last
year
we
have
a
person
eric
nelson
that
came
to
us
and
wanted
to
do
simulcast
racing
in
in
boise,
idaho
in
particular.
The
the
facility.
B
To
that
particular
type
of
event,
as
they've
been
doing
that
in
there
for
many
many
years
when
horse
racing
went
away
and
about
six
years
ago,
I
believe
john
2016.
B
B
They
do
have
a
provision
in
the
clause
that
will
allow
us
at
fair
time
to
take
over
that
place
for
two
weeks
to
conduct
our
business
and
then
go
back
to
doing
what
they're
doing
how
this
came
about
is
a
statute
that
has
not
been
used
by
the
horse
racing
commission
and
I'm
not
a
hundred
percent
on
how
it
works.
But
mr
sheldon
can
probably
explain
that,
as
he
was
the
operator
for
the
treasure
valley
horse
racing,
that
was
there
for
six
or
seven
years,
john,
if
I'm
correct
five
five
five
years
ago.
C
All
right,
so
I
got
to
know
eric
nelson
back
in
2013..
He
operates
and
owns
evans
at
the
wyoming
downs
in
evans
and
wyoming,
and
operates
simulcast
in
multiple
locations
in
in
wyoming.
C
He's
always
had
an
interest
to
get
into
this
market
he's
a
good
operator,
and
he
saw
an
opportunity
here
and
the
statute
that
bob's
referring
to
is
542512
and
it
was
passed
in
the
mid
80s
and
it
allowed
for
a
simulcast
license
to
be
procured
by
a
live
meet
and
then
move
to
a
different
county,
and
so
what
eric's
done
is
gone
to.
C
Milad
got
them
to
apply
for
a
simulcast
flights
which
they
qualify
for
they've
gotten
the
license,
and
then
the
racing
commission
can
transfer
it
to
ada
county
and
then
you,
the
county
commissioners,
have
to
approve
that
use
in
ada
county.
So
it's
all
legal.
It's
not
expanding
gambling
that
I
mean
right
now.
You
can
gamble.
You
can
bet
on
horses
on
your
phone
on
your
tablet
on
your
computer.
C
C
I
think
it's
a
good
fit,
but
the
fair
board,
which
I
sit
on
voted
unanimously
to
pursue
this
or
at
least
recommend
it.
I
guess
we
can't
pursue
it,
but
so
that's
kind
of
where
we're
at
you
know.
It
seems
to
me
that
it's
a
good
win
because
it
it
helps
aydah
county,
provides
a
significant
amount
of
rent
freda
county.
It
helps
horse
racing
across
the
state.
It
helps
the
racing
committee
commission,
which
is
un
underfunded
at
this
point.
So
I
I
don't
see
a
downside
to
it.
C
I'd
be
happy
to
answer
any
questions
like
I
said
it
doesn't
expand
gambling,
it's
not
anything.
Different
than
went
out
went
on
out
there
for
from
84
to
when
we
shut
down
with
2016.
C
so
32
years
there
was
kind
of
a
hiatus
in
there
somewhere
sometime
when
they
got
shut
down,
but
probably
30
30
years
out
there,
and
when
we
were
out
there
there
I
mean
it's
just
something
that
people
wanted
to.
E
C
C
They
have
a
track
and
they
run
some
dates
each
year
each
summer.
What
happens
is
a
lot
of
the
utah
quarter?
Horses
come
up
to
eastern
idaho
to
that
part
of
the
state.
So
what
the?
What?
How
the
statute
reads?
Is
they
get?
One
percent
of
the
gross
goes
to
the
lad
racetrack,
so
it'd,
be
a
significant
increase
in
their
purse,
account
down
there
being
the
biggest
population
center
in
idaho.
I
imagine
you
do
a
fair
amount
of
business
here
which
generates
money
for
the
racing
commission.
C
The
purse
is
the
small
tracks,
education
and
I
think
those
are
the
big,
the
big
four
that
are
out
there
so
yeah,
but
the
the
live
race
meet
would
be
in
milad.
C
Well,
they
shut
it
down
longer
bay
in
2015..
It's
significantly
different
in
2013,
the
legislature
enabled
something
called
historic
horse
racing.
We
started
up
in
2013.
The
legislature
decided
that
wasn't
what
they
want
to
do
in
2015.
C
C
B
So
when
they
first
initially
went
out
with
the
thing
about
the
horse,
stork
racing
machines,
that
was
point
1.0
by
the
time
they
finally
got
the
machines.
It
was
like
point
3.0,
so
the
look
and
feel
for
them
was
a
lot
different
than
when
they
displayed
that
in
front
of
the
legislature
and
that's
what
turned
the
decision
to
take
them
away.
Okay,.
C
I
mean
in
kendra
and
in
2014
we
remodeled
the
building
upstairs
was
the
simulcast
area
and
we
had
probably
had
30
tvs
and
seats
and
a
bar
and
people
would
come
in
there
and
they'd
watch
the
race
and
bet
on
it.
If
they
so
chose
downstairs
was
the
200
historic
racing
machines.
This
is
just
the
upstairs
part.
There's
no
indication,
there's
no
appetite
to
build
a
casino
out
there
to
develop
a
casino.
C
All
this
is
is
put
up
a
bunch
of
tvs,
which
I
think
some
of
them
are
probably
still
there
tie
into
the
signals
across
the
country
and
allow
people
to
bet
on
the
kentucky
derby,
the
belmont,
the
preakness
breeders
cup.
You
know
different
races
around
the
country
as
they
you
know.
They
start
in
the
east
coast
and
like
10
in
the
morning
and
they'll
end
in
the
west
coast
later
in
the
day.
I
Go
ahead:
go
ahead,
go
ahead,
we'll
just
kind
of
follow
up
on
what
you're
saying
I
never
actually
went
to
the
turf
club
when
the
historic
horse
racing
was
active,
but
I
did
see
it
after
it
was
shut
down
with
all
the
terminals
there.
It
did
look
like
a
casino.
I
mean
they
were.
They
looked
like
slot
machines.
I
C
I'd
like
to
they'll
have
self-serve
kiosks
as
well,
but
yeah
you
have,
you
know
we
had
one
or
two
clerks
and
maybe
three
or
four
self-serve
kiosks
as
a
race
gets
ready
to
go.
You
go
place.
Your
wager
you
watch,
watch
it
on
tv
and
then
you
go
collect
and
you'll
have
multiple
race
tracks
running.
At
the
same
time,
historic
racing
started
in
the
early
2000s
in
arkansas,
when
oakland
park
saw
its
handle
and
attendance
start
to
drop.
C
They
came
up
with
the
concept
and
what
they
were
trying
to
do
and
what
they
ended
up
doing
was
attracting
the
people
that
are
attracted
to
slot
machines
that
you
see
in
in
nevada,
in
the
slot
pits
to
the
horse
track
and
they
were
trying
to
pull
those
people
in
and
they
did
it
and
it's
a
very
similar
experience,
but
you're
betting
on
a
horse
race
that
occurred
in
the
past.
There's
a
catalog
of
70
000
of
them,
or
something
like
that.
There's
I
don't
think
there's
any
way
to
gain
the
system.
C
You
don't
know
what
the
race
is.
You
don't
know
where
the
track
is
you
don't
know
what
the
date
is.
You
don't
know
who
the
jockeys
are
you
don't
know
the
horse's
name.
All
you
do
is
pick
numbers
and
it
has
five
or
six
data
sets
that
talk
about
past
performances,
breeding
that
kind
of
stuff.
So
it's
kind
of
like
reading
the
racing
form,
but
it's
also
like
going
out
and
picking
the
the
gray
horses
against
all
the
other
horses
or
the
red
silks
white
soaks
and
blue
silks
against
everybody.
C
I
On
the
simulcast,
when
you
make
the
wager
how
long
before
you
know,
if
you.
I
Think,
that's
a
probably
a
big
difference
between
the
gambling
experience.
I
think
those
slot
machines
are
designed
to
have
just
repetitive
money.
You
know
you
get
that
adrenaline
win
lose
every
couple
seconds.
I
think
if
you
have
to
wait
that
amount
of
time
between
wagering
that
tends
to
slow
down
the
the
impulse
to
just
continually,
you
know
for
people
who
may
have
a
problem
yeah.
C
Most
people
yeah
most
people
in
the
horse
racing
world
that
go
to
the
racetrack.
A
lot
to
bet
on
horses
would
buy
a
racing
form
they'll
bring
the
form
to
the
track.
They'll
study
between
the
races
make
their
selections,
wager
and
watch
the
race,
so
it
it's
it's
a
busy
time,
but
you're,
not
wagering
you're,
studying
there's
some
people
that
will
do
a
lot
of
studying
have
all
their
picks
before
they
come
to
the
races
and
do
it
that
way.
But
this
is
not
historic
racing.
A
You
indicated
there
was,
there
was
there's
already
simulcasting
going
on
in
the
state
of
idaho
right.
A
C
C
E
I
want
to
make
sure
that
we
reach
out
to
before
we
make
any
decisions
that
we
reach
out
to
legislators
in
and
around
80
county,
the
mayor
of
garden
city
for
sure,
and
then
I
think,
just
to
the
public,
I
think,
having
a
public
hearing
or
meeting
or
something
where
people
can
can
weigh
in,
because
if
we
don't
we'll
hear
about
it
afterwards,
because
we
went
through
this.
H
E
How
we
go
about
engaging
the
public
could
be
discussion
we
can
have
with
elizabeth
and
with
bob
on
how
we
do
that
and
then
so
the
so
the
bill
it
would
just
be
on
top
right.
It
wouldn't
be
on.
The
bottom
is
what
you're
saying.
B
Well,
they
would
rent
the
whole
building
how
they
wanted
to
configure
that
whether
they
want
to
have
some
people
be
up
at
the
top.
I
know
they
want
to
have
some
people
down
at
the
bottom.
Okay,
I
haven't,
they
haven't
really
put
a
plan
together,
how
many
spaces,
how
much
of
the
space
they're
going
to
use?
I
would
think
they'd,
probably
start
off
relatively
small.
The
upstairs
is
probably
more
conducive
until
they
get
everything
figured
out
in
the
bottom,
because
all
the
machines
are
taken
out.
B
So
I
would
imagine
that's
where
eric
would
start
was
be
up
at
the
top
gives
you
a
nice
view
and
everything
else.
It's
a
very
conducive
atmosphere,
atmosphere
to
doing
so,
and
I
think
he
may
move
then
down
to
the
basement
part
of
it
once
he
gets
the
the
business
in
operation
and
this
contract.
We're
writing
right
now
or
currently
have
is
for
three
years
one
with
two
year
renewals.
He
understands
the
cancellation
clause
that
we
have
in
there
like.
We
talked
originally
about
this
he's
prepared
to
go
forward
with
that.
E
Then
my
other,
I
don't
know
if
it's
a
concern,
but
I
just
want
to
make
sure
again
that
we
go
through
all
the
right
process
with
the
public
and
are
there
other
local
businesses
out
there
that
we
should
be
giving
an
opportunity
to
rent
this
as
well,
by
putting
an
rfp
out
on
the
street
for
a
couple
three
weeks,
because
this
is
an
out-of-state
owner
right.
And
I
think
that
we
might.
E
This
might
be
perceived
as
just
giving
this
person
special
kind
of
treatment
and
I
think,
having
an
rfp
that
allows
anybody
and
everybody
in
our
local
business
community
to
go
ahead.
And
and
I'm
that's
a
question
to
the
board
right.
Yeah.
C
B
A
A
Kind
of
ability
it
was
built
just
for
racing,
there's
no
question
about
it.
We
built
the
view
racing
live
racing.
It's
reason
all
the
big
windows
are
there
to
watch
to
watch
the
libraries.
However,
it
we're
spending
a
significant
amount
of
money
to
remodel,
to
replace
and
repair
the
roof.
That's
all
public
money,
and
I
do
think
that
it
would
be.
I
think
it
will
at
least
put
a
better
a
better
light
on
it.
A
If
we
allow
other
people
to
to
who
knows,
we
may
get
this
guy
to
bid
a
little
more
on
the
rent.
C
A
C
A
C
C
C
We
thought
we
could
make
make
la
bois
park
one
of
the
premier
tracks
in
the
west,
and
we
were
on
track
to
do
that
and
got
the
rug
yanked
out
from
under
our
feet,
and
so
when
historic
racing
went
away,
we
fought
that
battle,
and
once
we
got
to
the
initiative
and
lost
we
just
our
group
didn't
have
any
appetite
to
continue
with.
A
Well,
how
does
that
actually
excuse
me
from
my?
I
don't
I
don't
know
I'm
not
very
familiar
with,
but
how
does
that
actually
work?
Because
I
do
know
enough
about
about
the
horse
racing
saying
that
that
when
you,
when
a
person
places
a
bet
and
by
the
way
they
don't
call
it
gambling,
because
it's
they
that's
how?
A
Because
I
don't
know
how
the
statutes
are,
a
constitution
that
prohibits
gambling
and
safeguarding
they
call
it
it's
a
knowledge
thing,
because
people
people
know
about
their,
they
who
the
jockeys
are,
and
that
condition
the
track
and
all
the
horses
and
their
history
and
so
forth,
and
so
it's
you
have
to
have
a
little
bit
of
knowledge
to
do
that
now.
Obviously,
a
person
who
wants
to
wager
doesn't
pay
attention
that
much
attention
to
that,
but
that's
actually
why
why
it's
allowed
in
in
in
the
state
of
idaho,
but
there's
a
pool.
That's.
A
C
The
payoffs
and
then
whatever
they
pay
off
at
the
track.
You
pay
off
it
here
and
then
at
different
times,
sometimes
weekly,
sometimes
monthly
boise
a
law
park
in
san
anita
would
settle
up.
If
we
won
more
money
than
we
lost,
the
the
money
would
flow
one
way
or
another,
and
so
in
the
past,
bad
operators
have
have
not
paid
that
bill
and
created
some
problems
with
the
park
between
the
two
entities.
It's
a
contractual
relationship
between
each
of
those
race
tracks
and
the
simulcast
provider.
C
They
have
a
secure
link,
so
you
make
sure
it's
all
legit
nobody's
gaming.
The
system
and
then
you
pay
or
blaboa
park
would
pay
a
certain
amount
to
each
of
those
tracks
that
you
host
and
that's
how
divided
up
in
live
racing.
It's
about.
22
percent
of
this
is
the
takeout
and
on
historic
racing,
it's
about
seven
or
eight
percent.
A
Well,
in
stark
racing,
I
was
familiar
with
how
that
was
presented
the
legislature
and
it
wasn't
presented
the
legislature
accurate.
They.
A
A
What's
the
difference
in
and
I'm
not
familiar
with
this,
but
you
say:
anybody
in
the
state
of
idaho
can
already
pick
up
their
smartphone
and
make
a
bet
yeah.
Does
that
go
into
a
pool
or
is
that
hooked
up
to
it?.
C
That's
that's
run
through
what
they
call
adw,
which
is
advanced
deposit
wagering,
whereas
if
you
want
to
participate
with
one
of
those
firms,
you
have
to
put
your
money
up.
First,
you
have
to
use
a
debit
card
or
cash.
You
send
it
to
the
vendor.
They
have
your
account,
that's
the
advanced
deposit
and
then,
as
tracks
come
up
around
the
country
different
times.
You
can
sit
there
on
your
phone
and
bet
on
the
track
and
then
it'll
credit
back
to
your
account
or
debit
from
your
account,
and
it
affects.
A
C
C
A
Question
I
have
is,
is
expo:
has
a
liquor
license?
What
does
this
operator
intend
to
to
use
that
liquor
license.
B
I
B
Don't
see
that
to
be
something
out
of
the
ground
for
what
he
would
be
doing,
but
I
don't
know
the
extent
of
his
operation
of
whether
he's
going
to
get
it
john.
Can
the
test?
Do
I
do
the
typical
food
and
beverage
operation?
Isn't
that
dynamic,
when
you're
playing
with
those
folks
they're
there
to
gamble
not
necessarily
to
make
an
evening
out
of
watching
and
eating
dinner
and
then
watching
a
couple
of
races?
That's
that's
not
the
intent!
What
they
really
go
for.
B
Well,
it
depends
upon
what
kind
of
signals
he
gets.
You
know
if
you
go
back
east,
you
know
we
could
be
open
at
10
and
some
of
the
ones
that
are
happening
in
the
west.
You
could
be
open
until
11
o'clock.
It
just
depends
upon
which
signals
he
picks
up
from
what
parts
of
the
country
depend
on
will
determine
his
hours.
C
E
And
then
the
multiple
locations
in
wyoming
are
those
are
those
based
on
percentage
of
gross
receipts
or
is
that
they
pay
a
flat
fee
to
those
facilities
as
well.
How
does
that
work?
Well,
I
don't
understand.
C
E
Is
yeah
I'm
just
trying
to
figure
out?
Well,
that's
that's
probably
down
the
road
a
little
bit,
but
but
if
he
has
multiple
locations
in
wyoming,
can
you
find
out
what
how
much
they're
getting
those
locations?
Is
it
a
percentage.
B
C
I
think
you're
not
winding
down
wyoming
downs.
I
don't
know
how
he
operates
his
off
track,
simulcast,
because
that's
what
it
is
we
can
ask
him.
I
don't
know
if
he'd
be
willing
to
give
up
that
information,
but
he
in
wyoming
it's
different
law,
one.
If
you
have
the
race
track,
then
you
can
open
up
simulcast
locations
throughout
the
state
and
there's
two
two
owners
of
racetracks
in
wyoming.
E
And
then
what
was
the
amount
that
they're
looking
at
paying
again.
B
E
And
then
yeah
no
and
then
have
you
talked
to
him
about
what
his
average
liquor
sales
are.
So
you
can
give
us
a
number
on
what
you
would
anticipate
revenues
from
liquor
sales.
B
I
B
It's
kind
of
been
who
signs
last:
they
want
us
as
a
state
saying
they
need
to
sign
last.
We
tell
them.
No,
you
guys
need
to
sign
last.
So
all
of
the
particular
parts
and
pieces
are
there
and
ready
to
go.
It's
just
a
matter
of
if
you
confirm-
and
you
saw
claire's
letter
to
you
and
talked
about
that.
If,
if
all
that.
J
B
Then
we'll
just
we'll
marriage,
this
thing
together
and
we'll
go
down
the
road
until
that
happens,
we're
both
sitting
there
waiting
to
see.
If
this
is
something
that
you
guys
want
to
do
so.
I
B
A
Well,
this
person
has
that's
interested
in
this
eric
nelson.
You
say
he
operates
other
tracks,
correct.
D
C
A
Contracts
with
various.
C
B
E
E
Some
sort
of
public
engagement,
we'll
talk
about
what
that
looks
like
with
you
and
with
elizabeth,
and
then
I
think
that
we
need
to
talk
about
whether
we
feel
like
we
need
to
go
out
for
an
rfp
and
if
it's
for
a
couple
weeks,
just
to
make
sure
that
that
we're
giving
our
local
businesses
an
opportunity
to
utilize
the
same
asset
as
as
this
person
just
to
be
completely
fair
and
a
big,
zip.
B
I
appreciate
so
much
the
willingness
to
make
sure
that
other
people
have
an
opportunity.
I
really
don't
believe,
there's
going
to
be
a
lot
of
people
are
going
to
come
out
there
and
say:
oh,
this
is
what
we
got
because
the
basement
the
downstairs
is
like
in
a
cave
and
if
we
don't
put
these
folks
in
here-
or
somebody
like
that,
I
put
money
in
the
budget
to
remodel
that
and
knock
that
wall
down.
So
you
can
have
some
light
in
there.
It's
very
dark
and
dingy
somewhat.
B
Like
a
casino
I
mean,
so
that
in
itself
is
going
to
be
a
challenge.
If,
in
fact,
we
don't
get
a
tenant
that
has
some
of
the
qualities
and
experience
that
goes
along
with
doing
a
simulcast
racing,
because
that's
really
all
the
cabling
all
the
stuff.
The
satellites
are
there
to
connect
all
these
things
up.
So.
A
Well,
I
agree
with
commissioner
kenyon.
I
think
we
need
this
public
engagement
before
we
proceed
any
any
further,
but
that'll
give
us
a
better
a
better
feel
for
how.
B
B
A
Would
definitely
make
people
available
to
speak
with
and
that's
what
that
room
downstairs
is
for
cause.
B
I
C
I
If
we're
going
to
do
a
request
for
a
proposal,
do
we
want
to
put
that
in
immediately?
Well,
what's
the
timeline
or.
A
E
Yeah,
so
we
can't
box
ourselves
until
we're
sitting
here
all
together,
so
things
move
kind
of
slow
that
way,
but
I
would
like
mr
chair
and
commissioner
davidson
to
have
the
the
elected
official
and
public
engagement
first
before
we
look
at
an
rfp.
I
think
it
makes
sense
to
get
that
kind
of
input.
Okay,.
A
A
A
A
Okay,
you've
heard
the
motion
all
in
favor,
say:
aye
aye,
aye
aye
caution
carries.
Do
we
have
a
motion
on
the
personnel
actions?
There's
two
21
step
increases
and
seven
promotions.
A
You
heard
a
motion
all
in
favor,
say:
aye
aye,
aye,
aye
motion
carries.
We
have
an
agreement
between
aydah
county
emergency,
medical
services,
district
and
the
race
to
roby
for
standby
services.
So
they're
going
to
be
race
rover
this
year
they
are
yeah.
K
Mr
share
commissioners,
the
racing
creek
much
like
the
bsu
football
game
is
a
big
enough
event
that
we're
one
of
the
few
agencies
that
are
able
to
cover
that
for
them
safely.
So
we
position
people
at
the
summit.
We
have
folks
kind
of
following
the
the
runners
as
they
go
up
the
hill
and
then
we
have
a
fairly
large
contingent
at
the
finish
line.
K
E
K
Yeah,
mr
chair,
commissioner,
kenyon
it's
been
several
years
ago,
but
we
had
one
of
those
years
where
the
snow
really
lingered
up
there
and
two
weeks
prior
to
the
race,
myself
and
john
blake
went
up
there
and
I'm
actually
found
a
a
person
that
had
got
her
subaru
stuck
on
just
the
other
side
of
the
valdopi
summit
and
we
helped
her
get
out.
But
by
the
time
the
race
was
there,
they
had
the
road
clear.
It
was
a
little
muddy,
but
but
yeah
we'll
see.
A
Okay,
is
there
any
further
discussion
on
the
change
or
in
the
oh,
wait,
no
wrong
way.
The
agreement
on
the
agreement.
E
A
K
For
us,
yes,
mr
chair
commissioners,
good
morning
covet
our
numbers
are
still
sitting.
You
know
3.8
to
four,
so
really
has
leveled
out
that's
about
what.
K
That
level-
and
I
I
expect
that
we're
going
to
stay
there
for
a
while.
I
have
been
looking
at
some
data
coming
out
of
europe,
where
they're.
E
K
Pretty
hard
right
now
so
we'll
keep
an
eye
on
that
and
and
just
see
one
thing
that
is
definitely
a
trend
that
people
are
watching
is
the
wastewater
data.
So
if
we.
J
K
Start
to
see
that
ramp
up,
then
we
know
that
we've
got
a
surge,
that's
likely
coming
here,
so
we'll
keep
an
eye
on
those
things.
But
for
now
our
agency
and
all
the
other
access
agencies
have
relaxed
our
masking
standards.
So
much
like
this
building,
they
don't
have
to
wear
masks
the
entire
24-hour
shift,
while
they're
in
the
station.
So
that's
a
good
thing
for
my
crews.
K
You
know
the
we
we
had
12
vacancies
going
into
this
last,
hiring
that
we
we
did
just
back
in
january.
We
have
a
an
academy
that
started
yesterday
with
11
people
in
it.
So
we.
K
Short
yeah
yeah
and
that's
a
trend
across
the
country,
so
you
know
it's
it's
a
concern
and-
and
I
did
want
to
bring
up
because
I
know
we're
getting
close
to
the
date,
but
I
know
the
board
gave
you
guys
gave
yourselves
an
option
to
renew
our
ot
incentive
over
the
summer,
and
I
would
certainly
encourage
the
board
to
do
that.
I
think
that
if
we
don't
do
that,
we're
really
going
to
be
hurt
in
the
summer
for
staffing.
K
E
K
Mr
chair,
mr
king,
we
I've
had
conversations
with
bethany
we've
been,
unfortunately,
their
their
staffing
is
hurting
right
now,
but
we've
got
a
plan
in
place
and
and
we're
going
to
run
that
through
andrea
byrne,
okay
and
it
just
it
involves
moving
our
lowest
paid
emts,
getting
everybody
up
to
15
an
hour
and
then
adjusting
as
we
go
up
through
the
ranks
so
that
we
avoid
the
compression.
So
we've
got
a
plan
to
address
that,
and
we've
got
our
our
budget.
That
we'll
propose.
K
Okay,
so
it
just
needs
to
be
signed
yep
and
we
have
a.
We
have
a
signing
ceremony
with
governor
little
at
two
o'clock
on
thursday
down
at
the
state
house.
I'm
not
sure,
there's
probably
going
to
be
a
lot
of
people
in
uniforms
down
there.
So
I'm
not
sure
if
they're
going
to
move
it
from
his
normal.
K
Just
to
disappoint
us,
but
yeah
that
the
vote
was.
I
think
we
had
eight
no
votes
in
total
and
the
rest
were.
I
so
got
past
the
house.
K
Immediately
which
then
the
state
medicaid
office
will
start
building
the
state
plan
amendment
with
the
consulting
agency
that
the
fire
chiefs
association
hired
they're
they're
willing
to
help
them
write
the
state
plan,
amendment
they've
done
it
so
many
times
from
that
point,
we're
looking
at
nine
to
12
months,
but
if
they
get
it
submitted,
let's
say
they
submit
it
by
the
end
of
may.
The
payments
are
bit
backdated
at
the
beginning
of
that
quarter,
so
they
would
actually
be
backdated
to
march
first,
so,
hopefully,
with
a
template,
they
can
get
this
done.
E
Quickly,
okay
and
our
first
payments,
we
should
receive
in
nine
to
12
months,
okay,
so
yeah,
so
that
yeah,
so
you'll
need
to
work
really
closely
to
make
sure
that,
as
we
approve
next
year's
budget,
we
have
all
these
yeah.
K
K
E
I
Well,
just
on
the
the
incident
over
the
weekend,
there
obviously
a
lot
to
unpack,
but
as
far
as
ems
goes,
I
was
curious
about
a
couple
things:
how
do
you
guys
transport
a
baby?
Do
you
have
a
special
seat
or
is
somebody
holding
it.
K
Mr
chair,
commissioner,
davidson
we
do
have
a
special
device
that
straps
the
gurney
that
you
can
put
an
infant
in.
We
have
in
some
cases
if
an
infant
is
being
really
unruly,
as
opposed
to
kind
of
strapping
them
down.
We've
allowed
the
mother
to
sit
on
the
gurney
and
hold
the
child
too.
It's
really
dependent
on
the
situation.
We
do
have
a
seat
in
the
ambulance
that
you
can
put
an
infant
in.
K
I
K
Mr
chair,
commissioner,
davidson
we're
pretty
much
subordinate
to
what
the
police
department
wants
to
do
at
that
point
in
time.
We
certainly
do
allow
family
members
in
the
back
of
the
ambulance
with
a
very
young
child
when
it's
appropriate.
There
are
sometimes
based
on
you
know.
If
it's
a
very
critical
patient,
we
just
can't
do
that,
so
it's
really
dependent
on
the
situation.
K
I
was
able
to
speak
with
one
of
the
crew
members
that
was
on
that
call.
It
was
actually
one
of
our
battalion
chiefs
working
in
incentive
shifts
so
and
it
was,
it
was
a
very
dynamic
thing.
You
know
they
showed
up
the
scene
there.
There
were
a
number
of
patrol
cars
and
they
basically
got
in
there
talked
to
the
mother.
You
know,
got
the
the
baby
and
and
got
to
the
hospital,
so
it
sounds
like
they
kind
of
avoided.
K
That
I'm
not
sure
davidson
what
exactly
was
said,
but
that
that
may
be
the
case.
I'm
just
not
sure.
A
Okay
was
the
initial
delivery
to
the
st
luke's
on
eagle
road?
Yes,.
