If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
B
Well,
good
morning,
everyone
today
is
Tuesday
November
the
15th.
The
time
is
nine
o'clock.
The
board
is
in
session
to
conduct
its
weekly
open
business
meeting.
All
three
Commissioners
are
present.
If
we
could
have
you
introduce
yourself
for
the
record
and
we'll
start
over
here,
we'll.
D
B
B
A
They're
not
I
would
like
to
add
one.
We
need
to
add
miscellaneous
on
here,
so
we
can
allow
Mr
van
osik
balances
to
speak
at
the
end,
if
you
don't
mind
we're
going
to
go
through
our
agenda.
Okay,
okay,
thank
you.
B
Okay,
so
if
you
can
make
a
motion
to
that
effect,
then
we
will
do
that.
That's
my
motion
a
little
second,
that
okay
and
so
the
the
motion
is
to
allow
the
gentleman
your
name
again.
E
B
Give
us
a
little
presentation
at
the
at
the
under
miscellaneous,
which
is
at
the
end
of
our
agenda.
Okay,
you've
heard
the
motion
and
it's
been
moved
and
circuited
all
in
favor,
say:
aye
aye,
aye
aye.
Thank
you.
If
you
could
have
the
patience
to
wait
till
the
end
of
our
meeting.
Thank
you
all
right.
E
B
The
new
business
we
have
a
couple
of
rfps
we're
going
to
open
up
the
80
County
Parks
and
water
race
Master
plant
update
having
a
little
trouble
sharing
my
screen.
Okay,
uh-oh.
D
F
All
right
all
right:
well,
we
will
have
to
adjust.
I
F
F
This
morning,
before
you
enter
new
business,
we
have
the
opening
of
rfp23008
the
Ada
County
Parks
and
waterways
Master
Plan
update,
and
we
received
one
proposal
for
this
project
on
our
bonfire
e-procurement
system.
That
Noah
has
up
on
his
screen
that
one
proposer
is
and
we're
going
to
go
ahead
and
open.
If
it's
okay
with
you,
sir.
F
Done
McNiel
and
Parker
LLC
okay,
they
are
sole
proposer
on
this
project
and
we'd
like
to
request
that
this
be
tabled
for
final
ranking
and
award
recommendation
to
November
22nd
2022,
open
business
meeting.
B
A
F
B
F
At
least
we
got
one
yeah
Mr,
chair
Commissioners,
the
second
opening
we
have
reporting
this
morning
is
RFP
23010,
Expo,
Idaho
interim
event,
security,
and
we
received
three
proposals
for
this
project
and
Robin
has
our
bonfire
procurement.
They.
F
F
For
this,
if
you're
ready
for
Robin
to
open
show
go
ahead
and
open,
it.
F
F
Those
are
our
three
proposers
and
I'd
like
to
request
that
this
big
table
for
final
ranking
and
award
recommendation
to
the
November
22nd
2022,
open
business
meeting.
Okay.
B
B
You've
heard
the
motion
all
in
favor
say:
aye
aye
aye.
How
are
you
motion
carries
all.
B
Okay,
you've
heard
the
motion
all
in
favor,
say:
aye
aye
aye
aye.
Thank
you.
Motion
carries
okay,
we
have
with
us
our
soon
to
be
clerk.
Mr,
Trent
triple
and
you've
got
a
canvas
for
us
and
anything
else.
You
want
to
give
us.
H
We
were
very
grateful
for
the
success
that
we
had
during
the
last
election.
It's
our
second
biggest
election
of
the
election
cycle
outside
of
a
presidential
election
and
I.
Think
the
team
did
a
wonderful
job
pulling
together
and
and
carrying
out
an
auction.
I
think
everyone
in
Ada
County
can
be
proud
of.
I
do
have
Saul
here.
He
has
a
few
numbers
that
he
would
like
to
share
and
and
then
obviously
you
have
the
certificates
official
certificates
for
signature
for
those
that
one
in
their
contest.
That's
all!
Thank
you.
H
Trent
Commissioners.
You
know
it
was
a
very.
K
Successful
lesson:
I.
Thank
you
for
your
support
in
making
that
a
success
for
all
of
us.
We
have
approximately
60
turnout
across
the
county.
That's
right
on
par
with
the
state
which
oftentimes
the
way
daily
goes.
It
seems
that
the
state
goes
for
statistics
well,.
B
K
Are
the
great
state
of
ADA?
That's
right,
so
we
had
a
very
high
absentee
turnout,
93
return
about
48
000
ballots
cast,
so
that
was
a
very
high
number.
Our
election
day
we
have
just
under
120
000
voters
on
Election,
Day,
I'm,
very
happy
to
report.
We
had
minimal
waste
at
any
of
the
bullying
locations,
no
real
issues
there.
So
much
of
the
horror
stories
I
can
hear
just
did
not
play
out
here,
proud
of
our
team.
K
B
Many,
how
many
total
ballots
were
casts
in
Ada
County.
K
Until
the
final
results
was
around
3,
A.M
2
30
a.m,
and
so
that's
a
grand
total
of
six
and
a
half
hours
for
final
results.
We
did
have
a
few
precincts
that
required
what
we
call
Bypass.
There
was
some
issue
with
a
scanning
machine
or
something
like
that,
so
that
always
takes
a
little
bit
extra
time
on
the
back
end,
but
the
vast
majority
of
our
results
were
out
around
1am.
B
Well,
I
think
that's
that's
noteworthy
that
the
state
of
Idaho
can
can
process
that
many
ballots
in
that
short
period
of
time
and
have
a
result.
Some
states
are
still
counting
I,
don't
understand
why?
But
one.
H
Of
the
main
reasons
for
that
is
that
we
require
all
of
our
ballots
to
be
in
our
hands
by
eight
o'clock
on
Election
night.
There
are
other
states
that
allow
postmarked
ballots
to
come
in,
and
so,
if
your
ballot
is
postmarked
and
in
the
mail
it
could
take
up
to
six
seven
days.
Sometimes
the
the
legislature
does
different
deadlines
for
that,
but
it
can
be
well
beyond
election
day.
We
have
it's
a
challenge
for
us.
Don't
get
me
wrong.
H
B
That's
good!
That's
I'm
glad
we
do
that
because
I
I,
yeah
I,
don't
understand
I
mean
all
across
the
world.
They
get
the
ballots
counted
on
on
Election
Day,
but
not.
J
Us
the
United
States
receive
versus
post
bar
seems
like
the
better
process,
because,
if
there's
a
glitch
at
the
post
office-
and
you
think,
you're
done
counting
and
there's
a
tight
race-
and
maybe
some
more
ballots
show
up
two
weeks
later
and
also
it
looked
like
from
the
Secretary
of
State's
website
on
Election
night
we'd
counted
43
out
of
44
counties
were
complete
by
the
end
of
the
next
day.
There's
is
there
one
County
that
had
some
glitch
or
something
but
Kootenai
County
yeah
Trinity
County
had
an
issue.
K
B
Well,
anyway,
congratulations.
Thank
you.
We
appreciate
the
the
efficiency
of
of
our
election
I
hope
we
can
even
improve
on
that,
so
that
we
can
get
it
done,
because
there's
no
there's,
no
reason
that
we
can't
have
election
results
as
soon
as
possible.
It's
it's!
It
just
seems
weird
to
me
that
some
of
these
states
are
still
accountable.
J
I
don't
know
since
we're
here
to
certify
the
results
yeah.
You
know
we
have
no
lawsuits
filed
over
the
election,
no
complaints
that
I've
that
I've
heard
of
so
I'm
very
impressed
with
the
technology
in
the
clerk's
office
for
being
able
to
count
and
track.
You
know
on
the
same
day
as
as
people
vote,
but
yes,
I've
not
heard
any
complaints
from
from
anyone
on
our
on
our
process.
So.
B
J
Chair
I'll
all
right
make
the
motion
that,
pursuant
to
Idaho
code,
section
34-1205
and
34
1410,
which
requires
the
board
of
County
Commissioners
to
Canvas
election
returns,
a
move
to
certify
the
November
8th,
2022
General,
Ada,
County,
Highway,
District,
College
of
Western
Idaho
and
Cuna
rural
fire,
Bond
and
Levy
election
results,
as
presented
by
the
clerk
I'll.
B
H
Let's
chair
just
for
your
awareness
there,
there
is
the
Secretary
of
State's
audit
that
they
will
be
proceeding
with
I.
Believe
Friday
will
know.
If
we
are
going
to
be
one
of
the
counties
that
gets
audited.
We
have
the
pleasure
of
probably
doing
that
audit
this
Saturday
so
no
rest
for
the
weary.
H
H
H
B
Right
all
good
enough.
Well,
good
luck!
Thank
you!
Okay!
Well,
good
enough!
Thank
you.
We
now
have
the
claims.
Journal
I'll
accept
a
motion
on
the
claims.
Journal.
B
Okay,
you
break
the
motion.
All
in
favor,
say
hi
hi
motion
carries
thank
you.
We
have
Personnel
actions.
I'll
accept
a
motion
on
the
Personnel
actions,
I.
B
F
Chairman
all
we
have
from
the
assessor's
office
today
is
50
tax
cancellations
for
the
treasurer's
office.
B
Yeah
there
you
go
all
right,
okay,
so
for
clarification,
these
are
not
that
cancellations
effects.
Is
there
just
a
an
adjustment,
and
these
are
primarily
for
the
homeowners,
but.
B
Is
there
is
there
a
motion,
this
Mr
chairman.
B
Oh,
there
were
the
motion:
you've
heard
it
taking
five
is
saying
all
right
all
right.
All
right.
All
right
motion
carries
now
we're
fortunate
to
have
our
distinguished
treasure
as
best
mom.
G
Good
morning,
Mr
chairman
Commissioners
I'll,
start
with
the
tax
cancellations
just
approved
just
to
clarify
that
these
cancellations
or
adjustments
will
not
be
reflected
on
the
tax
bills,
we're
in
the
process
of
generating
those
bills.
So
these
will
be
an
adjustment
that
will
start
probably
next
week,
and
then
we
will
send
a
letter
to
the
taxpayer,
notifying
them
that
we've
processed
The
Adjustment
and
then
here
is
the
updated
taxes
due
so
just
wanted
to
clarify
that
just
based
on
timing,
gotta
cut
it
off.
G
So
speaking
of
tax
bills,
we're
in
the
final
stages
of
finalizing
those
bills,
tremendous
thanks
to
our
staff
and
throughout
the
county.
This
is
an
aggregation
of
so
much
data
coming
from
The
Tax
Commission
from
the
clerk's
office.
All
of
the
work
on
the
levees
all
of
the
works
on
the
tax
cancellation,
homeowners,
recoveries
assessed
values,
exemptions,
all
of
that
is
culminating
in
this
bill
and.
G
A
G
She
works
every
Saturday
this
time
of
year.
It's
it's
true.
We
work
very
hard
to
have
these
accurate,
so
we're
also
thankful
for
your
it's
Department
they've
been
fantastic.
So
thank
you
for
that.
We're
hoping
that
these
tax
bills
should
start
heating
the
mailbox
as
soon
as
Friday,
so
they
must
be
mailed
by
the
fourth
Monday
of
November,
which
is
November
28th,
we're
doing
great
ahead
of
schedule,
so
hopefully,
by
Thursday
or
Friday,
we
will
have
those
out
and
ready
to
serve
taxpayers.
G
We
are
opening
the
Cloverdale
facility
on
Monday
and
it's
very
popular
location,
especially
for
the
taxpayers
who
like
to
pay
in
person
like
to
write
a
check
hand.
The
check
to
a
person
receive
a
receipt.
That
facility
is
available
and
it's
hard
to
believe.
It's
true,
but
they're,
very
happy
taxpayers
that.
A
G
That
facility
so
we're
happy.
We
can
do
that
so
and
also
unlike
ballots,
that
have
to
be
received
for
us.
It's
a
postmark
date,
so
we'll
have
the
postmark
date
of
December
20th
and
then
for
a
week
or
two
later.
If
that
payment
is
postmarked,
December,
20th
or
early
we'll
apply
it
as
timeline,
so
a
difference
there
and
always
try
to
encourage
taxpayers
to
understand
that
rule,
because
a
Pitney
Bose
stamp
any
of
those
metered
mails
they'll
come
out
of
an
office
that
does
not
count.
B
B
C
Happy
to
move
to
the
table,
if
you
need
me
too,
but
this
is
a
pretty
simple
one.
It's
a
final
plot
in
avimore
for
Village
Center
number
one.
It's
24
lot
subdivision,
consisting
of
16
residential
lots
and
eight
common
Lots.
It's
generally
located
north
side
of
Atmore,
Drive
and
east
of
North
McLeod
way.
The
pulmonary
plat
was
approved
in
2020,
and
the
final
plan
is
in
substantial
conformance
and
I'm
ready
to
have
you
sign
if
you
feel
like
you're,
ready
to
sign
so,
okay.
B
B
You've
heard
the
motion
all
in
favor,
say:
aye
aye
aye
aye
motion
carries
okay.
Thank
you.
Are
we
now
I
have
four
interim
events
at
Expo
Idaho,
any
questions
or
emotion.
A
J
H
A
B
All
in
favor
signify
by
saying
all
right,
all
right,
all
right,
hey
motion
carries.
We
now
have
13
agreements
for
discussion
or
proof
any
question
on
any
of
the
agreements.
J
B
You've
heard
the
the
motion,
all
those
in
favor
yeah,
all
right.
All
right
motion
carries
okay,
now
under
miscellaneous
business.
If
you'd
like
to
come
up
here
and
give
us
your
information
sure
if.
B
E
You
and
thank
you,
Commissioners
sure,
sure,
a
trivial
trivial
item
in
the
scope
of
these
meetings,
but,
as
you
know,
the
policy
was
changed
recently
for
hardened
trash
to
not
pick
up
trash
bags
or
extra
trash
bags.
It
was
also
a
requirement
that
you
use
only
their
trash
cans
during
I,
guess
the
month
of
November.
You
could
use
a
special
recyclable
leaf
bags
for
a
small
period
for
those
of
us
that
live
in
larger
Lots,
Faker
or
an
acre.
E
This
becomes
impossible
for
summer
times,
Etc
to
get
rid
of
our
trash
unless
we
buy
extra
trash
cans,
which
we
really
don't
need
most
of
the
time.
So
our
bill
didn't
go
down,
but
we
have
less
service
available
to
us
in
my
mind,
so
the
suggestion
was
one
or
I
guess
also.
The
reason
this
was
in
part
is
because
people
are
using
this
as
a
commercial,
a
commercial
trash
event,
so
they
were
throwing
way
too
much
in
the
personal
trash.
According
to
what
you
told
me,
commissioner,
so.
E
E
A
Let
me
ask
you
this
so
so,
instead
of
getting
trash
bags
like
you're
saying,
have
trash
bags
extra
trash
bags,
the
recyclable
ones,
maybe
during
the
summer
a
month
or
so
during
the
summer.
Why
not
just
go
ahead
and
rent
a
couple
of
extra
cans
for
that
month
or
two
instead.
E
Of
using
the
trash
bags
yeah,
that's
that's
a
great,
a
great
thought.
However,
in
the
summer
I
have
branches,
I
have
other
trashes
that
come
up
through
the
summer
in
a
large
lot,
so
randomly
renting
a
trash
can
for
a
week
or
two
throughout
the
year,
really
is
not
the
best
solution.
Okay,
at
least
my
opinion.
Okay,.
B
It's
all
the
same
size
can
and
I
know
the
you.
You
feel
that
you're
getting
less
service
for
for
the
same
prize,
but
there
is
inflation,
and
if
we
didn't
do
something
we'd
had
to
raise
prize
right
that
that's
why
we
that's
one
of
the
reasons
we
did.
This
is
to
keep
the.
I
B
Down
because
because
the
the
cost
was
going
are
the
the
hardens
employees
were
sometimes
they
would
have
to
lift
real
heavy
items.
Putting
chunks
of
cements
and
everything
else
put
them
in
there
put
them
in,
because
what
they
would
have
to
do
is
pick
them
up
off
the
ground
and
put
them
in
the
bag
themselves.
Put
them
in
the
in
the
cart
themselves,
and
so
yeah.
E
Well,
certainly
sure
you
guys
investigated
this
well
as
a
contrast
with
another
state
and
I
grew
up
in
Idaho,
just
just
to
underline
that
my
daughter
gets
trash
service
a
couple
times
a
week
where
she
lives
and
they
have
competing
trash
services
that
they
don't
just
give
a
bid
out
to
one
and
they
have
like
six
to
choose
from
the
costs
are
cheaper
and
the
services
are
better
I,
don't
know
if
this
can
be
competitive
in
Idaho
or
a
small
state.
I,
don't
know.

E
A
B
B
We
are,
we
are
in
recess.
B
Well,
good
morning
today
is
Tuesday
November
15th.
The
time
is
9
30..
The
board
is
in
session
sitting
as
the
board
of
Emergency
Medical
Services
District,
to
conduct
its
weekly
open
business
meeting.
B
All
three
Commissioners
are
present.
If
you
can
introduce
yourself
for
the
record,
we'll
start
over
here.
G
D
Jackie
Chabot
spouse.
F
D
B
A
B
J
So
Jeremy
comes
from
as
he
puts
it.
The
sprawling
Metropolis
of
Buell
Idaho
following
High
School
Jeremy,
attended
Cornell
University
in
New
York,
where
here,
in
his
bachelor's
degree,
with
an
intention
of
continuing
on
to
medical
school
Jeremy,
worked
as
a
phlebotomist
for
a
short
time
in
Twin
Falls
and
decided
to
enroll
in
an
EMT
class
in
Jerome.
Like
many
of
us,
he
was
bitten
by
the
EMS
bug
and
never
looked
back.
J
Jeremy
attended,
Ada,
County's
Paramedic
program
worked
at
Jerome
County
EMS
for
a
year
and
then
came
to
Ada
County
paramedics
Jeremy
has
served
as
a
field.
Paramedic
field,
training,
officer
field,
Captain,
Battalion
Chief
and
in
his
current
role
of
Deputy
Chief
of
training
and
safety.
Jeremy
is
well
respected
by
his
peers
and
continues
to
be
a
mentor
for
many
of
the
people
he
has
trained
over
the
years.
Congratulations
and
thank
you
on
25
years
of
service.
L
Anyone
that
would
like
to
speak,
yes,
Mr,
chair,
I've,
known
Jeremy,
since
he
started
with
the
county,
and
you
know
he
is
literally
fulfilled,
I-
think
every
role,
except
for
EMT,
with
Ada
County
paramedics,
as
as
it
was
said
in
his
recognition,
you
know,
Jeremy
is
probably
one
of
the
most
respected
people
in
our
department
and
I
was
super
excited
when
I
grabbed
him
as
a
deputy
chief
and
was
glad
that
he
was
willing
to
come
on
the
team
with
us
and
in
his
current
role
of
training
and
safety.
L
He
leads
our
our
team
of
training,
folks
that
literally
train
the
entire
access
system.
So
that's
quite
a
quite
a
thing
that
they
do
throughout
the
course
of
the
year
and
then
he
also
as
he's
our
safety
guy
and
keeps
us
safe.
You
know
he
recently
with
one
of
our
our
training
captains,
Stephen
Sione,
brought
in
a
new
evos
course
on
an
emergency
vehicle
operations.
That's
probably
one
of
the
most
dangerous
things
that
we
do
is
drive
lights
of
siren
around
the
county,
and
so
Jeremy
was
instrumental
in
bringing
that
in.
L
But
you
know
I
know
that
he
doesn't
have
intentions
to
stand
for
like
10
more
years,
but
we're
glad
to
have
had
him
for
25
and.
A
D
I
think
Jeremy's
an
amazing
human
and
he's
very
come
and
is
mastered.
Pausing
and
you
know,
he's
it's
he's
an
easy
person
to
be
married
to
yeah.
Well,.
D
L
B
B
B
All
right
we're
gonna
do
get
into
new
business.
We
have
the
claims.
Journal
I'll,
accept
emotion
on
the
claims
Journal.
J
B
Carries
we
have
Personnel
actions?
I
will
accept
a
motion
on
personal
actions.
J
B
Even
motion
all
in
favor
say
the
Bible
saying
aye
aye
aye
aye
motion
carries.
We
have
approval
of
the
minutes.
J
L
Is
my
favorite
parts
of
the
game?
Thank
you.
Mr,
chair
Commissioners
good
morning,
not
a
lot
to
update
on
this
week.
We
have
seen
a
little
bit
of
an
uptick
in
covet
cases.
Race,
water
data
is
identified
a
1.1
variant,
we're
going
to
see
new
variants
come
through.
We
are
meeting
with
Dr
hilvers
with
the
GPA
committee
tomorrow
afternoon
to
discuss
our
PPE
that
we're
wearing
on
calls.
L
These
new
variants
aren't
covered
well
by
the
booster,
and
so
we
want
to
make
sure
that
we
keep
people
safe.
We
have
had
a
few
people
out
with
covet
here
in
the
last
few
weeks
with
Cobin
and
vacancies
and
people
out
on
work
comp.
You
know
all
that
put
together
makes
it
pretty
tough.
So
you
know
I'd
like
to
thank
John
and
Jeremy
I
know
all
of
us
have
pulled
shifts
out
in
the
field
here
recently
just
trying
to
keep
things
moving
along
and
to
try
to
help
people
from
being
mandated
into
work.
L
But
outside
of
that
one
thing
that
I
wanted
to
mention
coming
up
here
in
December
here
in
about
three
weeks,
we
have
an
Asher
training,
active
shooter,
Hospital
event,
response
training
that
we're
going
to
be
doing
through
the
access
system,
in
conjunction
with
law
enforcement,
so
that'll
be
a
good
training
to
have.
You
know
we're
a
little
bit
past
the
year
since
that
event
at
the
mall
I,
don't
know
if
you
have
anything
else,
you
want
to
say
about
that.
Jeremy.
I
No
but
it'll
be
multi-agency.
Multi-Jurisdictional
training
we're
going
to
be
holding
it
out
at
post
is
we'll
be
host
hosted
for
a
three-day
period.
I
believe
so
it'll
be
a
good
opportunity
to
get
our
people
through
actual
as
realistic
as
possible
simulation
for
those
type
of
events
to
prepare
providers
to
respond.
Commissioner.
I
If
you
were
looking
for
some
volunteers,
though,
we
are
yeah
yeah
how
many
agencies
involved
in
that
Mr
chair
Commissioners,
so
it
will
be
all
of
access
to
the
seven
agencies
in
Access
and
all
of
our
area,
law
enforcement
and
well
as
well
and
I
believe
that
ISP
is
also
participating.
B
There
you
go
all
right
well.
Well,
thank
thank
you.
Thank
you
for
getting
their
business
hearing
now,
we'll
be
in
recess
all
right.
Thank
you.
Thank
you.
