A
B
Morning
today
is
November
1st.
The
time
is
nine
o'clock.
The
board
of
semester
is
in
session
to
conduct
its
open
business
meeting
clerk.
Are
there
changes
to
the
gender?
Yes.
D
Yes,
Mr
chair
I'm,
going
to
make
a
motion
to
remove
agreement
number
14208-1-22
from
the
agenda.
This
is
the
geological
testing
that
I
think
we
need
to
get
a
couple
of
extra
things.
Signatures
on
it
Josh
is
that
right?
Okay,
do
we
need
to
take
it
to
a
different
date
or
just
remove
it?
Okay,
that's
the
motion.
B
All
second
minute:
okay,
you've
heard
a
motion
all
in
favor,
say:
yeah
aye
aye
motion
carries
all
right.
Next
up,
we
have
an
employee
recognition
from
Glenn
Smallwood
I'd.
Ask
commissioner
Davidson
to
read
a
little
thing
and
then
we'll
give
you
a.
E
Right,
this
is
for
Glenn
Smallwood
from
development
services
for
20
years
recognition,
Glenn
Smallwood
came
to
Ada
County
on
November
18
2002.
After
working
as
a
surveying,
engineer
technician
for
22
years
with
BNA
engineering,
he
has
served
as
a
surveying
engineering
technician
in
development
services
for
20
years.
E
outside
of
the
office
Glenn
Love's
adventure
and
in
the
past
enjoyed
activities
such
as
rock
climbing
and
exploring
the
mountains
with
a
backpack
strapped
to
his
back.
In
recent
times.
He
has
invested
personal
time
in
exploring
the
highways
and
back
roads
in
Idaho
in
the
Northwest
on
his
motorcycle.
He
is
currently
using
his
exceptional
attention
to
detail
in
planning
out
how
to
custom
build
an
adventure
van.
He
and
his
wife
said
he
can
use
when
he
retires
in
January.
E
B
F
F
I
wonder
how
many
Property
Owners
homeowners
will
never
know
that
the
diligence
and
the
professionalism
attention
to
detail
of
employees
like
Glenn
will
make
sure
they
never
have
any
surprises
or
run
into
any
issues
with
the
properties
that
they
own
and
I.
Think
Glenn
and
our
surveyed
crew
have
done
an
exceptional
job
over
the
years.
Streamlining
processes
and
kind
of
balancing
that
that
pressure
that
we
feel
from
the
outside
development
Community
to
be
timely,
but
still
maintain
that
just
high
level
of
professionalism
and
accuracy
and
quality
that
I
think
our
citizens
deserve.
So
Glenn.
D
E
F
D
G
D
F
B
Thank
you.
Is
there
a
second
of
the
motion,
we'll
second,
that
yeah
you've
heard
the
motion
now
in
favor
say
all
right.
All
right,
hey
almost
carries
all
right.
First
up
we
have
the
Kimberly
horn
and
Associates
preliminary
flat
and
Mr.
D
D
Move
to
reappoint
Steve
O'mara
as
the
chairperson
of
the
emergency
communications
planning
committee
ecpc
for
the
fiscal
year
2023.,
you
might
note
that
Steve
Romero
has
been
in
that
position,
cheering
for
quite
a
while,
and
everyone
is
very
pleased
with
the
work
he's
doing
so
highly
recommend
we
keep
him
there.
B
All
right,
you
made
a
motion
I'll,
second,
that
okay,
you've
heard
emotional
in
favor
of
the
reappointment
of
Stephen
O'mara.
As
a
chairperson
of
emergency
communication
planning
committee,
say,
hi
hi
motion
carries
and
now
we've
already
moved,
move
and
put
unfinished
business
on
the
table
and
it's
been
the
most
carried,
and
so
the
first
one
up
is
Kimberly
horn
and
Associates.
Findings
of
facts
and
conclusions.
B
F
Yes,
Mr
chairman
Commissioners,
we've
drafted
the
revised
findings
and
conditions
for
your
consideration
at
the
hearing.
You'd
ask
that
we
add
that
what
is
showing
up
as
condition
eight
that
talks
about
right-of-way
dedication
to
make
sure
that
the
East-West
flow
of
public
traffic
will
be
maintained
with
the
project.
Eight.
F
And
then
we
actually
ended
up
adding
two
two
conditions:
nine
and
ten-
to
cover
the
emergency.
Access
way
that
you
requests
would
be
put
on
the
put
on
the
plat
to
make
sure
if
the
tree
fell
over
there
was
flooding
there'd
be
a
way
for
folks
to
get
out
to
the
area
and.
H
B
Yep,
okay,
perfect
I'll,
accept
a
motion
on
this
too.
D
B
You
burn
a
motion.
Is
there
any
further
discussion?
Hearing,
I,
don't
favor
to
say,
I
I
motion
carries.
B
D
Chair,
we
need
to
table
this
and
so
I'm,
just
looking
at
Annie
for
a
table
date.
This
is
the
one
that
animal
Ordnance
that
we
decided
to
go
out
30
days
for
continuous
public
input
before
we
change
it.
So
you
had
talked
about
tabling
it
to
November
29th,
open
business
meeting.
Okay,
so
Mr
chair
go
ahead
and
move
to
table
of
ordinance.
945
is
listed
on
the
agenda
to
November
29th
at
the
OBM,
which
is
nine
o'clock
in
the
morning.
E
I
mean
at
the
six
o'clock
meeting
the
regular
public
hearing
on.
D
D
D
B
All
right
is
there
a
second
for
the
table
in
motion.
Second,
okay,
over
the
motion,
I,
don't
ever
say
all
right,
all
right,
awesome,
Carrie!
Thank
you.
We
have
another
one
that
trash
billing
we're
going
to
get
some
additional
information
is
Chara
here,
apparently,
we
didn't
get
any
of
the.
D
B
Second
motion,
they
ever
say
all
right,
all
right
right,
most
carrot.
Thank
you.
Now
we
have
procurement.
C
Yes,
Mr
Commissioners
before
you
this
morning
is
a
recommendation
from
our
evaluation
team
for
bid
23002,
and
they
have
reviewed
the
syllabid
submitted
for
this
project
and
would
like
to
submit
this
letter
with
the
team's
evaluation
recommendation.
C
Okay,
just
read
the
letter
happy
to
so
it's
a
letter
dated
November
1st
2022
to
the
board
of
Ada
County
Commissioners
from
Ada
County
procurement
regarding
bid
23002,
and
this
is
for
the
Ada
County
Juvenile
Services
youth,
Resource
Center,
dear
members
of
the
board.
After
reviewing
the
so
bid
submitted
corporate
23002
from
Pacific
mobile
Structures
Incorporated,
the
bid
submitted
in
the
amount
of
628
384.56
was
in
excess
of
the
budget
for
this
project.
C
So
in
accordance
with
Idaho
code,
672805,
subsection,
2,
subsection,
a
Roman
at
eight
juvenile
services
and
the
operations,
Department
would
like
to
request
that
the
board
reject
the
soap
it's
submitted
for
this
project
and
to
procure
the
modular
building
out
on
the
open
market.
To
maintain
costs
within
budget
sounds
good.
Okay,.
B
You've
heard
emotional
in
favor
say
all
right.
All
right
all
right
motion
carry.
Thank
you.
Next
up
is
work
bid
number
two:
three:
zero
zero!
Seven
arfa
exploit
our
horse;
stables,
removal,
protection
of
the
Boise
River.
C
Yes,
Mr
chairman
Commissioners,
the
the
evaluation
team
has
reviewed
the
bids
receipt
for
bid
23007
and
we
received
six
bids
for
this
project
and
we
do
have
a
recommendation
for
reward
for
your
consideration.
Okay,
yeah
happy
to
so
it's
a
Latter
Day
November
1st
2022
to
the
board
of
Eddie
County
Commissioners
from
Miami
County
procurement
regarding
bid
23007,
the
arpa
Expo
Idaho
horse,
stables,
removal
for
protection
of
Boise
River
and
after
reviewing
the
bid
submitted.
C
That
was
diamond
yes,
Diamond
contractors,
okay,.
H
A
D
A
D
D
B
You've
heard
the
motion
all
in
favor
say:
hi
hi
Carrie.
Thank
you
thanks
Commissioners.
Thank
you.
Okay.
Next
up
is
resolution.
Number
two,
eight
one
one
I
will
open
the
public
hearing
on
resolution
number
two:
eight
one
one:
adjusting
the
80
County
budget
to
reflect
the
receipt
of
unscheduled
Revenue
to
the
Union
County
juvenile
court
services
budget.
B
E
K
That
no
things
are
usual
just
a
lot
of
things
going
on.
As
you
know,
elections
underway
the
deadline
to
request
absentee
ballots
was
last
Friday,
so
we
mailed
out
just
over
fifty
four
thousand
thousand
T
ballots,
which
is
up
considerably
so
to
put
it
in
perspective
in
2018,
we
issue
29
000,
so
not
quite
double,
but
not
far
off.
K
K
Yeah
and
we've
also
early
voting
is
going
really
well
early
about
voting
has
been
great,
it's
pretty
much
on
par
for
where
it
should
and
has
been.
We've
voted
just
over
10
000
people
this
last
week.
So
a
last
day
for
early
voting
will
be
this
Friday.
Today
is
it's
officially
one
week
to
election
day,
so
I'm
sure
you're
feeling
it
Mr
Beck
we're
getting
close
so,
but
things
all
seem
to
be
in
place.
We're
doing
some
of
our
last
poll.
K
Worker,
trainings
and
everything
else,
but
gearing
up
I
will
say
one
thing,
that'll
be
unique.
I
know,
Trent
has
a
meeting
tomorrow
with
the
Sheriff's
Office
and
BPD
just
planning
for
all
election
day.
We
have
a
significant
increase
in
poll
Watchers
and
some
of
the
activity
there
so,
for
example,
amen.
Bundy's
campaign
has
46
poll,
Watchers
that'll
be
out
along
with
the
Republican
party
and
some
of
the
other
candidates.
K
K
Each
other,
just
things
are
worth
noting
in
case
you
guys
I,
know
I,
don't
think
compared
to
some
other
commissions.
You
guys
get
nearly
as
many
questions.
I
think
we,
you
know
we
handle
a
lot
of
it
on,
but
there
are
a
lot
of
questions
about
the
voting
equipment
and
other
things
on
Thursday
at
two
o'clock,
we'll
be
conducting
our
logic
and
accuracy
test.
K
They
won't
start
that
early
I
want
to
say
where
I
think
the
goal
is
to
start
by
seven
or
eight
in
terms
of
actual
accounting.
So
the
one
of
our
main
goals
is
to
try
and
get
all
the
absentees
processed
before
any
of
the
precedes
come
in
because
it's
difficult
for
us
to
have
both
both
worlds
happening
simultaneously
and
so
we're
trying
to
get
one
done,
and
then
that
way
we
can
transition
to
the
other.
You
know
by
about
eight
o'clock,
you
know
eight
three
ish
when
that
polls
close.
K
I'm
curious,
you
know
absentees
would
indicate
that
turnout
should
be
high.
This
election
I
think
I
was
quoted
in
the
paper
this
morning
that
it's
National
issues
seem
to
be
driving
a
lot
of
attention
more
so
than
local
races,
and
so
that's
gonna
be
an
interesting.
You
know
play
in
terms
of
what
overall
turnout
is.
B
I
did
have
one
question
as
I'm
driving
around
the
community
I'm,
seeing
some
great
big
signs
that
say:
don't
vote
with
a
QR
code.
What
is
that
about?
It.
K
Is
yeah
I
think
we
got
an
inquiry
yesterday
about
it?
I
had
heard
about
it
last
yeah
last
week
it
is
Ammon
Bundy's
campaign.
If
I
understand
right,
if
you
scan
the
QR
code,
it
will
take
you
to
a
series
of
pages.
It
doesn't
initially
but
basically
saying
the
worst
type
of
voter
is
an
uninformed
voter
vote.
Yeah.
F
A
K
Informed
you
know,
vote
for
him
and
Bundy
I
think
is
the
conclusion
of
the
series
of
pages
the,
but
we
did
get
a
I
haven't
looked
into.
We
got
a
campaign
Finance
inquiry
on
whether
it
has
the
proper
Insignia
and
all
that
stuff
on
those
signs.
I
did
learn
myself.
I
tried
to
scan
the
barcode
and
as
long
as
you're
driving
it's
very,
very
difficult.
F
K
K
May
be
threading
a
needle
in
terms
of
what.
D
K
Yeah
well,
well
anything
else.
No
I
will
say
just
because
I
mean
just
because
one
of
the
most
interesting
things
in
terms
of
the
poll
Watchers,
aim
and
Bundy's
campaigns.
The
most
organized
professional
we've
ever
experienced,
organizing.
K
F
K
Know
what
yeah
it's
really
difficult
right
now,
so
we
do.
We
do
I
mean
there's
so
much.
We
have
to
train
on
at
this
point.
It's
one
of
the
big
challenges
we
do
bring
it
up
and
talk
to
everybody
about
it.
In
some
people
have
fears,
I
think,
like
anybody,
the
hardest
thing
and
there's
just
being
seen
nationally
is
when
you
have
someone
standing
over
your
shoulder
watching
you
work,
it
doesn't
matter
what
context.
That
is
that
that
just
is
like.
K
If
someone
was
standing
behind
you
throughout
this
meeting,
you
guys
would
feel
it
just
the
same
as
poll
workers
working
at
the
polls
right
and
so
that
it's
personality
driven,
you
know,
like
some
people,
don't
care
that
much
and
other
people
are
sensitive
to
it
and
we
try
to
manage
that
as
best
we
can.
What's.
K
No,
we
typically
end
up
placing
them.
We
do
provide
guidelines
to
the
poll
Watchers,
as
well
as
the
co-workers
about
the
process
and
we
they
have
to
have
identification
issued
by
our
office
to
be
present.
K
Typically
they're
standing
near
the
person
where
The
Ballot
Box
is
like
where
people
are
dropping
on
their
in
their
balance,
so
that
they
can
both
see
that
and
also
they
can
hear
you
know,
Ryan
Davidson
has
voted
or,
commissioner,
you
know,
Kendra
Canyon
has
voted
so
that
kind
of
thing
and
we
will
be
I,
don't
I
think
you
might
be
aware,
but
we
started
this
in
2020
throughout
the
day
on
Election
Day,
we
will
be
posting
updates
to
the
candidate
portal
as
to
who
voted
every
two
hours
so
that
way,
I'm
going
to
actually
alleviate
some
of
the
need
for
the
Watchers
campaigns
can
get
that
information
without
being
there.
K
Yeah
I
don't
know
that
we've
got
we're,
not
I,
think
we're
really
close
to
100
we're
Courtney,
who
oversees
that
feels
pretty
comfortable
where
we're
at
the
area.
Actually
that
we've
struggled
a
little
bit
is
election
night
help.
If
you
know
anybody
who
wants
to
help
out
on
Election
night,
we
could
still
okay,
all
right.
I'll
talk
to
him
he's
hopped
out
before
so.
B
B
B
E
D
B
You've
heard
emotion,
all
in
favor
say:
I
I
carries
we
have
with
us.
Also
our
distinguished
Assessor.
G
Mr
chairman
Commissioners
last
week,
you
had
asked
me
about
the
status
of
the
appeal
that
had
been
filed
in
the
district
court
by
Layton
County
in
Lincoln,
County
I
talked
to
the
assessor
in
Lincoln
County,
and
she
had
sent
me
the
brief
that
was
filed
in
the
district
court
up
in
Layton
County
and
to
me
is
a
Layman.
It's
just
a
very
compelling
argument
that
it
needs
to
be
prorated
and
they
make
two
points
in
this
brief
that
really
caught
my
attention
number
one:
the
State
Tax
Commission.
G
G
Another
point
that
they
make
in
this
brief
is
that
there
wasn't
a
lot
of
research
performed
by
the
Attorney
General's
office
on
that
they
had
they
being
the
Layton
County
and
Lincoln
County
had
done
it
reached
out
to
legislators
and
chairman
of
the
committee
committees
and
testimony
that
was
given
and
to
me.
It
is
very
clear
that
the
legislature
intended
this
to
be
prorated,
so
I
really
do
believe
that
they're
going
to
Prevail
in
this.
They
think
it's
going
to
be
December.
By
the
time
it
has
heard.
G
A
decision
is
made
The,
Tax
Commission,
as
well
as
as
the
Layton
Lincoln
County
say
that
they're
going
to
to
appeal
if
they
don't
get
the
decision
that
they're
looking
for,
but
I
really
do
think
that
at
this
step,
the
Court's
going
to
rule
that
it
was
supposed
to
be
prorated
and
the
Tax
Commission
not
only
overstepped
their
their
Authority,
but
also
aired
in
their
interpretation
of
this.
This
law.
G
The
way
they
behave
because
the
the
statute
says
that
the
the
tax
of
Michigan
enforce
laws
and
rules,
and
so
they
were
in
essence
taking
this
opinion
and
treating.
That
is
that,
if
that
were
a
law
or
rule
saying
you
have
to
follow
what
we,
what
is
being
said
here,
except.
G
Reading
you
know
from
a
Layman's
standpoint
that
I
really
need
to
see
what
happens
in
a
think.
It's
you
know
that
the
assessors
have
a
bill
that
they're
going
to
work
with
IEC
on
to
to
pass
legislation
that
will
say
that
this
homestead
exemption
is
to
be
prorated.
G
K
Yeah
I'm
just
going
to
add
the
IAC
legislative
committee
voter
this
week
to
make
that
bill
one
of
the
top
five
priorities,
because
they
anticipate
that
it's
going
to
go,
that's
going
to
be
appealed
and
drag
out
in
the
court
system
and
so
to
and
to
just
get
clarity
because
I
think
the
assessors
are
very
clear.
This
was
the
intention
and
so
just
trying
to
figure
out
how.
K
D
G
B
Okay,
thank
you.
Do
you
have
do
you
want
to?
We
have
some
tax
cancellations
which
are
not
really
cancellations,
but
rather
adjustments.
G
E
B
Okay,
ever
demotion,
all
in
favor,
say
aye
aye
aye.
Thank
you.
Marsha
carries
now
we
have
with
this
artist
Stevens
treasure.
H
Do
you
have
a
good
report
for
us
good
morning,
Mr
chairman
Commissioners.
The
good
report
is
that
the
tax
cancellations
that
you've
approved
thus
far
are
in
Balance,
so
they're
ready
to
be
accounted
for
on
the
tax
bills,
excluding
the
ones
that
you
just
now
approved.
So
it's
a
race
against
the
clock,
but
we
will
get
those
processed
because
we
will
start
generating
tax
bills
for
2022
next
year,
I
mean
I,
say
tax
year
2022
because
as
you're
well
aware,
we
bill
in
arrears.
H
So
we'll
start
that
next
week
and
as
part
of
that
preparation,
it
includes
a
matter
before
you
today
and
that's
the
certification
of
some
delinquent
personal
property,
Parcels
taxes
and
it's
really
it's
a
two-part
process.
Essentially
it's
where
there's
an
owner
or
a
taxpayer
who
owns
both
personal
property
and
a
real
property.
There's
a
process
in
which,
if
the
personal
property
is
delinquent,
you
have
the
authority
to
cancel
the
delinquent
taxes
on
the
personal
property
and
find
that
that's
a
lien
on
a
real
property.
So
that's
the
matter
before
you
today.
B
Okay,
well,
thank
you.
We'll
take
we'll
take
that
up
right
now,
I'll
take
I'll,
accept
a
motion
on
the
certification,
I'm
doing
personal
property.
E
All
right
I'll
do
it:
I
moved
pursuant
to
Idaho
code,
section
63-504
that
the
2021
delinquent
taxes,
late
charges
and
interest
on
the
following
personal
property,
personals
Parcels,
be.
D
B
D
B
B
Thank
you.
You've
heard
a
motion
all
in
favor,
say
aye,
all
right.
All
right
motion
carries.
We
have
a
couple
of
events
at
Expo,
Idaho,
truck
storage
and
kitchenera.
Yes,.
D

originally

have

B
We
have
some
unfinished
business
to
I'll,
accept
a
motion
to
remove
the
unfinished
bins
from
the
table.
E
B
Okay,
you've
written
motion
all
in
favor,
say
aye
aye,
hey
motion
carries
the
infinix
business
final
ranking
and
award
recommendation
for
rfp23004.
C
B
C

has
completed
the

for
this

would
like
to
submit
an
award
recommendation
letter
for
your
consideration.
The
agreed
letter
I'd
be
happy
to
it's
a
letter
dated
November
1st
2022
to
the
board
of
Eddie

from

C
D
Yes,
excellent,
okay,
yeah
I'll
make
that
motion
all
right.
Yeah
Mr,
chair
I'll,
move
to
accept
the
final
rankings
for
rfp2300480
County

collection
services
and

B
B
All

some
Personnel

no

Journal
I'll,

emotional
claims,
Journal
I.
B
Heard
the
motion-
oh,
if
they
ever
say
I
I
I'll,
accept
the
motion
under
Personnel
actions.
E
B
B
Thank
you
very
say:
aye
aye
aye
motion
carries.
We
have
five
agreements,
any
discussion
or
issues
with
any
of
the
agreements.
D
I
Yes,
Mr
chairman
Commissioners
good
morning,
nothing
huge
to
update
this
week.
We
coveted
numbers
are
staying
right
around
three
Wastewater
data
still
trending
the
same
way
watching
there
are
some
variants
that
have
become
the
dominant
variants
in
the
US
that,
unfortunately,
even
the
the
most
recent
boosters
don't
cover
completely.
I
But
you
know
currently,
we
we
don't
have
any
of
our
staff
out
with
covet
and
it's
been
a
little
while,
since
we
we've
had
that
be
the
case.
So
that's
really
the
only
thing
I
had
to
update
you
on
today.
D
Mr
chair,
yes,
so
Sean
I'm
hearing
that
people
that
get
covered
get
the
monoclonal
then
they'll
test
positive,
then
they'll,
test
negative,
but
then
they'll
get
that
and
test
positive
again.
If
you
heard
like
President
Biden.
D
I
Well,
I
think
from
what
I've
read
it
seems
to
really
be
a
function
of
the
monoclonal
antibody
or
Pax
lobe.
It
does
its
job,
but
the
virus
is
still
there,
and
so
you
get
a
Resurgence
where
you
test
positive
after
testing
negative.
So.
I
It
was
great
we
we
were
down
at
right
in
front
of
our
station.
We
actually
because
there's
so
much
activity
on
Harrison
Boulevard
Halloween.
We
actually
move
that
ambulance
to
a
different
location,
as
you
can
imagine,
trying
to
get
an
ambulance
out
on
an
emergency
call
through
the
North
End
on
Halloween.
We
don't
want
to
run
anybody
over.
So
we
we
position
that
in
another
place,
but
we
go
down
there
and
hand
out
candy,
so
we
had
55
pounds.
Oh,
you
did
a
candy
that
we
handed
out
along
the
stickers.
I
So
a
lot
of
kids
out
there.
Yesterday
they
started
early
too
I
mean
there
were
kids
out
there
at
four
o'clock
in
the
afternoon
yeah
and
when
do
they
close
the
road
yeah
they
closed,
Harrison
Boulevard
is
completely
shut
down.
I
I,
don't
know
it
was
closed
when
I
got
down
there.
Just
before
four
PE
was
down
there,
we
actually
back
in
ambulance
right
up
to
the
crosswalk
there
at
seven
or
at
Harrison
and
reidenbach
open
the
back
doors,
pull
out
the
gurney
that
becomes
kind
of
our
table.
