A
B
Good
morning
today
is
Tuesday.
The
20th
day
of
December
time
is
nine
o'clock.
The
board
is
in
session
to
conduct
its
weekly
open
business
meeting
I'll
three
Commissioners
are
here,
commissioner
Davidson
is
here,
and
commissioner
Kenyon
is
on
the
bridge.
So
if
we
could
get
introduce
yourself
for
the
record
we'll
do
that,
go
ahead.
Deborah.
B
Thank
you
and
we
have
with
us
on
the
bridge
we
have
commissioner
Canyon
Richard
Beck,
Thomas,
Ott
and
Scott
Coburg
welcome
Madam
clerk.
Are
there
any
changes
to
the
agenda.
B
A
B
Is
there
any
discussion
or
motion.
B
You've
heard
the
motion
all
in
favor,
say
aye,
all
right,
all
right,
hey
my
motion
carries.
We
now
have
some
unfinished
business.
I'll
accept
a
motion
to
remove
the
unfinished
business
from
the
table.
B
A
A
You
read
the
letter
yes,
I'd,
be
happy
to,
for
the
evaluation
committee
has
evaluated
the
responses
for
rfp23005.
A
final
ranking
of
qualified
candidates
was
determined
by
evaluation
scoring
the
final
rankings
in
order
of
evaluation
scoring
are
as
follows:
one
Knife
River
Corporation
Mountain
West,
with
a
score
of
92.61
to
madly
Construction
Inc
with
a
score
of
88.50,
and
then
three
was
Western,
Construction
Inc
and
they
were
found
non-responsive.
It's
the
recommendation
of
the
evaluation
group
to
award
the
contract
for
rfp-23005
to
Knife
River
Corporation
Mountain
West.
As
the
number
one
ranked
proposer.
B
Okay,
any
discussion
I
hear
no,
no,
if
ever
say
hi
hi
hi
motion
carries.
Thank
you.
Next
up,
we
I
will
open
the
public
hearing
on
resolution
number
2827
a
resolution
for
destruction
of
Records.
B
Any
discussion
anybody
here
from
juvenile
court
services:
okay,
is
there
any
more
more
discussion
before
I
close
the
public
hearing,
I'll
close,
probably
carrying
a
resolution?
Two
eight
two
seven
I'll
accept
a.
G
Motion
Mr
chair
I,
moved
to
approve
resolution
number
2827
as
listed
on
the
agenda.
B
All
in
favor,
say:
aye
aye,
aye
aye
motion
carries
all
right,
we're
moving
on.
We
have
a
change
order:
number
one
Expo,
Idaho
lard
and
small
animal
Barn
lighting
upgrades
agreement
number
one:
four,
six,
nine
seven,
a
decreased
of
five
thousand
and
twenty
two
dollars
is
there
any
discussion
on
this
I
mean
I.
Can
okay
good?
No,
we
just
get
a
credit.
H
For
the
contingency
that
was
on
there,
it
was
a
pretty
straightforward
project,
and
so
we
saved
some
money
on
it.
You
didn't
have
to
use
that
contingency
I
thought
a
positive
note.
There
was
a
thirteen
thousand
dollar
credit
from.
G
A
B
B
Okay,
you've
heard
the
motion
all
in
favor,
say:
aye
aye
aye
aye
motion
carries
thank
you.
Now
we
have
some
catering
permits
new
licensing
license
transfers.
Do
we
have
a
motion.
B
All
right,
hi
motion
carries
now.
We
have,
we
have
our
distinguished
clerk
and
our
sanity
clerk
I,
don't
know
which
one
to
call
them
for
a
report
from
the
third
job.
Now,
as
you
may
know,
we've
got
a
new
circle.
Come
on
board.
Mr,
chairman
yep
I,
know
I
said
soon
to
be
clerk.
We
are
both
very
active
in
kind
of
transition
mode
me
transitioning
out
trying
to
transitioning
in
one
of
the
big
things
that
we
have
coming
up
and
it
overlaps
in
the
transition.
I
Is
we've
got
the
Idaho
elections
conference
Daisy
and
I
are
a
huge
part
of
organizing
that
so
we've
got
that
coming
up
the
very
first
week
of
January,
Trent
and
I
will
both
be
there
along
with
the
election
votes,
love
offices,
but
a
lot
of
the
Focus
right
now
is
change
right,
Bob.
Yes,
a
lot
of
change
going
around
here
in
the
courthouse.
So
yes,
that's
what
I
got
to
report?
I'm
gonna,
try
I'm
gonna,
add
anything
to
that.
Just.
H
So
we're
again
wrapping
up
that
Financial
audit,
hopefully
in
the
next
couple
days,
we'll
have
something.
That's
definitive
they've
been
working
very
hard
to
to
wrap
all
that
up.
Also,
all
indications,
unless
you
know
otherwise
is
it,
doesn't
look
like
we'll
have
a
March
election,
which
is
good
news
for
us.
We
don't
have
the
signatures,
I,
don't
think
they're
going
to
have
the
signatures
for
it,
so
they
turn
in
any
signatures.
They
have
turned.
There's
two
initiatives
going
on.
We
have
received
signatures
for
one
which
one
the
reclaim
yeah.
B
C
G
You
have
to
verify
the
signatures
before
you
know.
A
petition
has
got
the
required
amount.
Yes,
so
if
they
need
10
000
signatures
and
they
submit
five
thousand,
you
still
have
to
verify
them
before
you
wait
see
if
they
get.
Ten
thousand
I
didn't
say
that,
so,
if
it's,
if
it
takes
10
000
signatures
to
get
something
on
the
ballot,
they
handed
five
thousand,
you
don't
wait
till
they've
handed
in
10
to
count
the
test.
C
G
C
It
as
they
go
so,
which
is
it
actually
is
a
benefit
to
us
to
have
them
not
turn
it
in
and
I.
Think
Saul
has
been
talking
about,
it's
like
if
you
know,
you're
not
going
to
need
it
and
we
usually
reject
about
40
years.
It
kind
of
varies
depending
on
the
petition
but
40
to
60
percent
of
signatures
get
rejected
and
usually
that's
just
because
people
have
moved
and
other
things.
B
B
A
B
F
Understand
no
Mr
chairman,
yes,
Rebecca
Arnold,
the
accessible
like
we've
been
in
touch
with
her
she's,
been
meeting
with
the
managers
and
she's
going
to
be
joining
us
for
our
staff
meetings
for
the
next
couple
of
weeks.
So
we
want
to
make
this
transition
as
smooth
as
possible,
easy
for
her
and
for
the
employees,
sure
I'm
sure
that's
just
going
to
be
seamless.
F
As
far
as
the
line
employees
are
concerned
and
the
public
is
concerned,
it's
I
said:
if
it's
going
to
be
in
great
hands,
we
have
a
hundred
and
almost
150
tax
cancellations
and
90
over
90
percent
of
these
have
to
do
with
the
homeless
homestead
exemption
received
after
after
the
roll
closed
I
was
told.
Then
this
makes
sense.
We
would
be
going
through
this
in
April
had
the
date
been
stayed
April
15th,
but
it
certainly
would
not
have
been
the
magnitude
that
it
is
of
this.
So
this
is
to
be
expected.
F
B
J
Treasure
come
on
good
morning,
Mr
chairman
Commissioners
I'll
start
with
the
tax
cancellations.
We
have
an
incredible
staff
who
works
so
hard
on.
These
I
will
just
note
that
at
this
point
on
the
calendar
they
are
time
consuming,
because
today
is
the
property
tax
due
date.
So
a
lot
of
payments
have
been
applied,
so
it
just
takes
a
little
bit
more
time
to
process
the
cancellations
at
this
point,
but
we'll
do
them
just
as
quickly
as
we
can
and
then,
as
I
know,
today's
property
tax
due
date.
So
it's
hopping
down
there.
J
Yesterday
was
our
busiest
day
of
the
entire
calendar
year.
We
had
over
nine
bins
of
mail,
probably
6
000,
mail
checks
and
I
will
just
note.
Since
OBM,
a
week
ago,
we
have
collected
in
just
five
business
days,
203
million
just
in
five
days,
booked
that
and
we're
in
balance,
so
really
proud
of
the
team
working
so
hard.
I
also
want
to
thank
you,
as
I
noted
yesterday,
was
our
busiest
day
ever
and
our
coffee
maker
broke.
J
So
thanks
to
your
staff
for
supplying
us
some
coffee,
so
we
could
get
through
that
day.
J
J
Working
hard
yesterday,
yes,
it
was
Full
Throttle,
oh
okay,.
J
Big
mortgage
company,
that
is
correct,
our
largest
wire
paid,
64
000
parcels,
so
it's
a
single
payment
and
then
we're
just
slicing
and
dicing
to
parse
it
out
to
the
individual
parcels.
B
B
Very
much
all
right.
Moving
on
Human
Resources,
we
have
temporary
a
temporary
employee
referral
and
recruitments
any
program
discussion.
E
You
asked
me
to
come
back
this
month.
This
is
the
second
quarter
of
the
employee
referral
bonus
being
in
in
active
status.
Seven
one
is
when
that
started.
H
E
Have
seen
a
lot
of
activity
out
of
that?
We
so
far
have
42
referrals
that
were
submitted
to
us
for
payment.
Most
of
those
were
eligible.
There
were
a
few
that
weren't,
but
so
far
of
those
the
eligible
ones
were
31
as
far
as
a
percentage
of
our
new
hires
in
that
same
period,
That's
27
of
our
new
hires
coming
from
that
pool,
we
do
have
seven
that
are
pending
just
a
time
frame
being
here
and
if
those
fall
through
we'll
be
looking
at
33
percent.
E
As
you
know,
at
the
very
beginning,
they
were
very
anxious
for
this
very
interested
in
how
long
it
would
last,
as
our
process
definitely
goes
longer,
they
are
on
a
volume,
wise
10
people
they've
received
through
the
referral
bonus
program,
but
I
can
tell
you
this
entire
list
is
pretty
much
across
the
whole
County
and
it's
been
everywhere
from
very
entry
level.
Positions
to
you
know
attorneys
and
you
know
obviously
deputies
at
the
Sheriff's
Office.
This
has
really
been
a
big
thing
for
them.
I
did
speak
with
them.
E
They
obviously
want
to
see
this
program
continue
as
far
as
those
payouts
so
for
sheriff's
office
in
the
first
six
months.
So
far
of
this,
it's
9
000,
that's
been
paid
out
for
the
rest
of
the
county.
That's
22
000.
that
was
this
year
funded
utilizing
vacancies
to
give
you
an
idea
about
how
much
that
costs
for
a
entry
Deputy
at
the
Sheriff's
Office.
It
would
be
literally
40
hours
of
work
in
which
that
referral
bonus
has
paid
off
30
hours
for
the
average
entry
attorney
67
hours
for
a
15
per
hour
job.
E
G
E
You
chairman,
commissioner,
Davidson
great
question,
so
this
did
happen
very
quickly,
so
a
question
was
added
in
our
application
system
that
greatly
helps
us,
but
there
was
a
period
of
time
any
applications
that
were
in
process.
They
did
not
have
that
specific
question.
They
now
have
those,
and
so
it
keeps
it
nice
and
clean
when
we're
having
to
process
those
referrals
when
it
comes
in
the
person
literally
has
to
do
that.
B
All
right,
good
enough:
okay,
now
we
have
trash
billing.
We
have
a
couple
of
items
up,
exactly
explain
that
to
us.
K
Good
morning,
Mr
and
Commissioners
in
front
of
you
for
your
consideration,
we
have
two
continued
Services.
The
first
one
is
account
number
three,
two,
eight
zero,
eight
zero.
This
applicant
has
narrative
the
property
on
this
parents
have
recently
passed.
We
have
previously
issued
two
Temporary
Service
suspensions
on
this
account.
K
Nobody
policy
requires
us
and
the
applicant
to
seek
the
formal
approval
from
the
board
once
the
account
has
it
that
year
marked
property
continues
to
remain
vacant
and
we
have
verified
with
hard
services
that
there
are.
Their
services
are
not
being
utilized.
There's
a
Homer's
exemption
in
place.
That
is
on
there,
where
the
parents
owned
it
that
we
have
advised
the
applicant
to
contact
the
Assessor's
Office
to
verify
whether
or
not
they
have
ongoing.
For
that.
K
We
are
submitting
this
one
with
a
recommendation
for
your
approval.
Okay,.
I
K
Then
we
also
have
account
number
203687.
We
have
previously
issued
two
Temporary
Service
suspensions
on
this
account,
as
it
has
been
under.
An
extensive
remodel
policy
requires
the
applicant
to
see
the
formal
approval
from
the
board
once
the
account
has
hit
a
year.
Mark
property
continues
to
remain
vacant
and
is
listed
for
sale.
There's
no
homeless
exemption
in
the
place
on
this
one,
and
we
are
submitting
this
with
a
recommendation
for
your
approval.
A
B
Promotion,
all
in
favor,
say
aye
aye
aye
aye
motion
carries
thank
you.
Okay,
we
have
the
approval
of
the
minutes
for
a
public
hearing
on
16th
of
November
and
Indigent
General
and
executive
session
I.
G
B
Okay,
you
were
an
emotional
in
favor,
say
aye
aye
aye
aye
motion
carries
thank
you.
We
have
next
up
an
interim
event
at
Expo
Idaho.
B
B
Yeah
excuse
me:
we
skipped
the
ground
we'll
do
that.
Next,
I'm.
Sorry,
Grant
number,
two,
two
one:
zero:
a
grand
application
for
the
Idaho
State
historic
preservation,
office
for
preservation,
plan
for
cultural
and
historic
resources,
County
match
ten
thousand
dollars
or
anyone
here
to
speak
to
it.
D
Have
any
questions?
I
can
speak
to
that?
Okay,
so
this
grants
for
the
historic
Preservation
Council,
and
so
this
may
carries
certified
local
government.
D
So
we
have
the
ability
to
apply
for
what's
called
CLG
Grant
and
basically,
the
grant
helps
with
historic
preservation,
council's
preservation
efforts,
and
so
this
grant
is
to
update
our
current
historic
preservation
plan,
which
was
done
in
2006
to
make
it
more
up
to
date
and
so
with
the
CLG
grants,
a
matching
Grant,
and
so
we
receive
equal
funds
from
the
Idaho
State
historic
preservation
office,
and
so
with
that
ten
thousand
dollars,
that's
the
coming
match.
Five
thousand
dollar
rich
is
in
cash
and
five
thousand
dollar
rate.
A
B
G
B
Thank
you
all
in
favor,
say:
aye
aye,
aye,
aye
motion
carries.
We
have
nine
agreements,
I've
reviewed
these
agreements
and
find
them
acceptable.
Is
there
any
questions
or
discussions
on
any
of
the
agreements.
G
A
B
B
Have
a
lot
of
dust
issues
and
they
start
Monday
right
Tuesday,
so
next
week
we're
starting
a
holiday
yeah,
okay,
we're
asking
yeah
any
other
questions
or
issues
on
any
of
the
agreements
here
and
then
I
will
accept
a
motion.
B
Thank
you.
You've
heard
the
the
motion.
All
in
favor
say:
aye
aye,
aye,
aye
motion
carries.
We
have
finally,
a
miscellaneous
stipulation
agreement
for
a
lump
sum
settlement
in
case
number,
I
see
2020
102
7708.
Is
there
any
discussion
or
not
I'll
accept
emotion,.
G
B
B
Well,
good
morning,
today
is
Tuesday
December
the
20th.
The
time
is
9
30.
I
B
Board
of
Commissioners
sitting
as
a
board
of
Emergency
Medical
Services
district
is
in
session
to
conduct
its
weekly
open
business
meeting.
All
three
Commissioners
are
present,
commissioner
Kenyon
is
on
the
bridge.
Can
you
introduce
yourself
for
the
record
John
Blake
nit
guy?
Okay,
all
right
Matt
clerk?
Are
there
any
changes
to
the
agenda?
No.
B
Okay,
new
business,
we'll
take
up
the
claims.
Journal
I'll
accept
the
motion
on
the
claims.
Journal.
B
Okay,
you've
heard
emotional,
if
ever
say
hi
hi.
A
B
Have
Personnel
actions
one
rehire,
any
discussion
or
I'll
accept
the
motion.
G
I
moved
to
approve
the
Personnel
action
as
listed
on
the
agenda.
That's
a
summary
sheet
remain
on
file
in
the
commissioner's
office.
A
B
B
L
Oh
I
only
have
a
couple
of
things
for
you
this
morning,
just
I,
I,
I'm
sure,
as
Sean
has
told
you
that
only
a
small
uptick
in
influenza-like
illnesses
that
began
that
began
at
the
beginning
of
November
or
December.
Rather,
we
are
also
in
the
middle
of
a
an
active
shooter
hostile
response,
training
that
that
might
have
been
mentioned
as
part
of
previous
first
day
was
yesterday.
It
continues
on
through
Thursday,
three
events
or
three
training
sessions.
L
Each
day
involves
all
law
enforcement
in
the
in
Ada
County,
as
well
as
all
the
fire
services
in
Ada
County
paramedics.
It
took
a
lot
of
planning
coordination.
A
lot
of
details
to
put
this
together,
an
outside
firm,
has
come
in
and
it's
facilitating
the
training
so
we're
trying
to
get
through
as
many
folks
in
these
four
days
as
we
can
my
understanding
from
our
emergency
preparedness
coordinator
that
yesterday's
first
training
went
very
well
I'm.
L
That
it's
going
to
be
well
several
hundred
I
think
by
the
time
we're
done
they're
going
to
be
lots
and
lots
of
folks.
L
L
Victims
and
everything
is
as
real
world
as
it
can
be
right
down
to
actual
treatments.
They
can't
just
verbalize
what
they're
going
to
do.
They
have
to
do
it.
So
it's
a
it
is
a
it's.
A
fully
involved,
training
that
that
comes
on
the
heels
of
the
mall
shooting.
That's
called
mulage
yeah.
That's
right!
I've,
never
heard
that
term
movement,
that's
right
and.
L
Back
and
forth,
I
assume
that
it's
outside
I
haven't
seen
it
so
I,
don't
know
whether
this
is
a
combination
of
the
outside
and
and
in
I'm
I'm.
Not
sure
I
assume
that
there
is
a
good
portion
of
inside
that
facility.
G
G
L
B
All
right,
if
there's
nothing
else,
we'll
be
in.
