A
I'll
second,
that
okay,
you've
heard
the
motion
all
in
favor,
say:
aye
aye,
aye
aye
motion
carries
all
right.
We're
going
to
start
the
meeting
off
today
with
an
employee
recognition.
I'm
going
to
ask
commissioner
Davidson.
If
you
could
read
the
recognition
all.
F
Right,
this
is
for
my
kick
off
for
20
years
service,
state
accounting.
So
after
graduating,
with
the
computer
science
degree
from
the
University
of
Idaho
in
2002.
Mike
accepted
a
programmer
position
with
Ada
County's
I.T
Department
nit
Mike
worked
on
improving
applications
for
various
County
offices
and
departments
in
2006,
Mike
moved
to
the
assessor's
office
to
take
a
position
as
a
GIS
analyst.
When
Mike
started,
he
focused
on
adding
functionality
to
the
office's
GIS
website
and
building
GIS
tools
for
the
land
records
department.
F
Over
the
years
his
duties
have
grown
too
numerous
to
list.
It
is
not
an
overstatement
to
say
his
work
is
integral
to
the
success
of
the
Ada
County
Assessor's
Office,
Mike's,
technical
knowledge
and
commitment
to
Innovation,
led
to
his
recent
promotion
to
the
assessor's
office.
Gis
development
supervisor,
Mike's
greatest
contribution
to
the
assessor's
office
may
be
the
mobile
appraisal
application.
F
The
application
allows
appraisal,
Personnel
to
gather
property
characteristic
data
remotely
and
upload
the
data
directly
into
the
property
tax
system.
Software
by
estimate,
the
functionality
of
this
application
has
saved
the
county.
A
cost
of
three
additional
positions
away
from
the
office.
Mike
enjoys
fishing
hunting,
Woodworking
and
spending
time
with
his
wife
and
two
daughters.
Congratulations
Mike
20-year
service.
N
I
would
like
to
just
add
a
couple
of
things:
Mike
is
just
an
absolutely
amazing
person
and
the
assessor's
office.
We
are
really
known
for
our
advanced
technology
in
the
appraisal
area
and
the
gis,
and
that
really
is
all
because
of
Mike's
dedication
and
expertise.
Mike's
job
literally,
is
at
24
7
job.
He
was
on
vacation
last
week
and
he
was
getting
phone
calls
about.
How
can
we
do
this?
N
Can
you
do
that
for
us,
so
it's
just
so
committed
to
the
office
and
it's
just
really
a
pleasure
to
to
work
with
Mike,
but
I.
Also
look
at
Mike
as
a
friend
and
we've
had
so
much
fun
visiting
about
his
hunting
and
fishing
Adventures
that
I'm
certainly
going
to
miss
those
after
I
have
left
office
so
Mike.
Thank
you.
So
much
I
really
appreciate
everything
that
you've
done
for
us
and
for
the
county
here
for
the
citizens
of
Ada
County.
A
A
A
A
Okay,
moving
along
first
up
quarter
of
business
is
I
need
to
open
the
public
hearing
on
ordinance
number
nine
four:
five,
an
ordinance
repealing,
80
County
codes,
I'll
be
doing
unfinished
business.
A
Okay,
is
there
a
second
to
that
motion?
Oh
second,
that,
okay,
all
in
favor,
say
hi
hi,
hi,.
A
P
Yes,
so
good
morning,
Mr,
chairman
and
Commissioners,
so
this
is
a
this
morning
under
unfinished
business,
we're
looking
at
final
rankings
and
award
recommendation
for
rfq22077,
so
we've
went
through
a
pretty
extensive
process.
To
get
to
this
point,
we
went
out
for
a
request
for
qualifications.
We
had
six
proposers
or
six
firms
submit
statements
of
qualifications
based
on
those
statements
of
qualifications.
P
Our
evaluation
team
went
ahead
and
did
a
short
list,
a
ranking,
ranking
them
in
order
from
one
to
six,
we
took
the
top
three
of
those
and
invited
them
to
come
to
a
competition
phase,
a
design,
competition
phase,
and
they
did
that
on
October
4th
and
then
we
went
into
final
evaluations
based
on
those
design,
competition
and
we've.
Gotten
final
writing
for
you
this
morning,
I'd.
I
Just
also
like
to
add
that,
just
for
the
the
public
certification
that
we're
not
picking
choosing
the
the
top-ranked
group
or
firm,
based
specifically
on
what
they
presented,
we're
not
buying
a
product
or
buying
a
design
concept
that
this
was
a
competition
and
the
opportunity
for
us
to
see
and
follow
you
to
see
what
it
would
feel
like
to
work
with
each
of
the
groups
and
and
see
what
they
would
come
up
with.
I
I
K
Absolutely
we
are
just
is
this?
Isn't
that
right,
Josh
we
are
yeah
Mr,
chairman
Commissioners,
we
once
the
recommendation
is
made
and
if
you
approve
the
recommendations,
we
go
into
a
programming
phase
where
we
sit
down
and
for
what
could
be
months
of
really
fine-tuning
and
understanding.
You
know
how
the
park
best
fits
the
community
and,
and
maybe
they've
overlooked,
some
things
that
we
didn't
exactly.
A
Different
so
we'll
see
well,
one
point
is
we're
still
open
to
public
recommendations,
as
is
what
I
would
suggest
that
the
public
needs
to
know
the
programming
for
the
programming
portion?
If
somebody
has
better
idea,
these
were
just
design
firms
that
we
wanted
to
see
how
we
fit
with
them,
how
they
fit
with
us?
How
how
if
we
thought
we
could,
we
could
do
something
with
one
of
them
and
by
the
way,
as
I
understand
our
contracts,
we
own
all
the
plans
we
can
use.
K
There's
language
in
the
contract:
that's
as
we
own
the
information
that
was
provided
to.
A
Us
yeah
so
anyway,
this
one
probably
knows
whichever
firm
that
is
selected,
that's
just
to
start
the
process,
we're
still
going
to
take
public
input,
we're
still
going
to
to
hopefully
move
forward
in
in
moving
ladybird
Park
and
developing
a
plan
that
the
community
will
benefit
from
any
other
comments.
Before
we
proceed
with
the
recommendation,
I.
I
Just
want
to
thank
all
three
firms,
I
think
all
three
did
a
fantastic
job,
really
impressive.
I
think
that
all
of
us
were
were
impressed
and
motivated
by
the
work
that
they
put
in
their
ideas,
and
they
were
inspiring
so
I
just
wanted
to
thank
all
three
of
them.
F
Yet
Bill:
well,
do
you
want
to
talk
about
the
the
committee
process
that
happened
after
we
heard
the
three
presentations
and
what
happened
after
that?.
P
Yes,
Mr
chairman
commissioner
Davidson,
so
right
after
the
presentations
we
gathered
all
the
evaluators.
Together,
they
had
a
really
good
discussion
about
things
that
they
liked
same
things:
the
visions
that
they
liked
and
some
things
that
maybe
they
they
thought,
would
it
work.
But.
P
It
was
really
good
discussion
about
all
three
of
those
presentations
and
after
after
talking
about
that,
we
went
through
a
scoring
process
and
where
we
scored
each
of
those
up
to
50
points.
So
each
of
those
proposers
had
50
points
to
add
on
to
their
initial
evaluation
score,
and
so
after
going
through
and
having
the
evaluated
score,
we
added
those
to
their
initial
score
and
that's
how
we
got
to
the
final
ranking
here
today.
P
Okay,
so
with
that
Mr
chairman,
the
evaluation
team
would
like
to
submit
this
letter
of
final
ranking
and
request
to
interview
negotiations.
P
You
read
the
letter
for
the
record,
be
happy
to
so
letter
dated
October
18
2022
to
the
board
of
Ada
County
Commissioners
from
Union
County
procurement.
Regarding
rfq22077,
dear
members
of
the
board,
the
evaluation
committee
has
evaluated
the
responses
for
rfq22077.
A
short
list
of
qualified
candidates
was
determined
by
evaluation
scoring
and
then
a
design
competition
phase
for
the
top
three
firms
was
completed
on
October
4th
2022..
P
The
evaluation
committee
would
like
to
request
the
board's
approval
of
the
final
rankings
and
permission
to
enter
feeding
negotiations,
beginning
with
the
number
one
ranked
firm.
If
negotiations
are
successful,
the
operations
Department
would
like
to
put
back
on
the
board's
agenda
for
contract
award
consideration.
P
A
A
Do
you
need
a
motion
for
that?
Yes,
okay,
I'll,
accept
the
motion.
F
Oh
second,
that
okay,
well
before
we
vote
any
discussion,
yeah
sure
any
discussions
well
just
wanted
to
say
it
obviously
looks
like
the
number
one
and
the
number
two
ranked
choice,
we're
pretty
close
together.
Do
you
want
to
talk
about
anything
that
maybe
differentiated
the
two.
P
I,
well,
you
know
both
of
court
and
Rios
came
into
the
competition
tied,
so
they
were
one
and
two,
and
so
we
knew
it
was
going
to
be
really
close
between
these
two.
You
know
it
was
the
evaluation
team
that
made
made
their
recommendation
and
we
do
have
some
of
the
evaluation
folks
here,
but
you
know
it's,
it
was
very
close.
Both
of
them
did
very
well.
All
three
of
them
did
very
well
so.
I
For
me,
it
was
kind
of
the
realities
of
the
programming.
The
public
engagement,
piece,
I,
think
is
critical
in
this
process.
They
I
know
I
remember
they
talked
a
lot
about
that
and
then
also
the
realities
of
costs
and
operations
and
potential
need
for
Revenue.
This
is
going
to
be
a
long
process
and
we're
going
to
have
to
figure
out
who
our
Partnerships
are
going
to
be
in
order
to
make
sure
that
we
are
able
to
financially
phase
this
out.
K
Well,
it's
it's
chairman,
commissioners,
being
part
of
an
evaluation
committee.
You
don't
go
into
it
alone.
It's
it's!
The
term
committee
means
that
there's
a
lot
of
pushback
those
behind
those
closed
doors.
K
Sorry,
it's
just
been
a
long
process.
We
we've
thought
about
this
right.
I
mean
we.
We,
the
points
were
raised
on
the
pros
and
cons
of
everyone
and
I
just
want
to
reiterate
incredible
presentations,
incredible
just
ideas,
and
it
was
not
an
easy
process.
It
was.
It
was
a
lot
of
back
and
forth
and
it
wasn't
with
with
we
didn't
just
agree.
I
just
couldn't
say
it
that
way.
So.
K
Process
is
designed
in
such
a
way
that,
through
that
back
and
forth,
the
numbers
just
have
to
add
up
right
and
hearing
the
input
from
everyone
on
the
committee
and
seriously
evaluating
everything
that
we
heard
not
just
the
design.
But
you
know
the
feelings
we
get
about
how
we
would
feel
working
with
that
group,
because
it's
a
long-term
relationship.
K
We
are
just
getting
started
and
we
have
to
reiterate
to
everyone
that
this
is
a
phased
approach
and
this
phase
could
last
several
years
but
I
just
want
to
I
just
want
to
reiterate.
It
was
extremely
close
and
the
numbers
don't
reflect
the
feelings
and
the
attitudes
that
you
get
inside
of
that
room,
because
it
was
a
tough,
a
very
tough
decision,
and
we
cannot
thank
those
presenters,
incredible
presentations
and
they
did
help
make
it
easy
for
us
at
all.
So
we
appreciate
it.
A
Well,
thank
you
appreciate
the
hard
work
of
the
the
committee
and,
again
to
reiterate
for
public
consumption
that
that,
just
because
this
is
the
firm,
we're
choosing
does
not
mean
that's
the
actual
plan
that
we'll
be
implemented.
That's
it
is
something
a
lot
more
public
input
and
a
lot
more
consideration.
I
I
There
was
an
abundance
of
information
that
we
carried
forward
for
almost
four
years
to
get
through
this
process
and
to
sit
down
and
kick
this
around
in
the
a
room
with
the
other
fellow
members
was
a
very.
A
It
was
a
group
discussion
and
what
ifs
and
whatnots
and
who's
all
the
players
how
they
interact
with
everybody
and,
at
the
end
of
the
day,
I
think
we
all
concluded
that
Ford
gave
us
the
best
portfolio
that
there
was
and
I
have
to
stand
by
our
decision,
because
I
think
it
was
a
good
one
and
I
think
it
was
well
vetted
out
that
this
probably
was
a
team
that
probably
fit
with
our
multi-dimensional
multi-generational
product
that
we're
going
to
put
out
for
this.
This
treasure
map.
F
I
could
say
you
know
as
well.
One
of
the
three
of
us
who
heard
the
presentations
of
he
was
impressed
with
all
three.
It
was
I,
didn't
walk
away
from
that
saying.
There's
a
clear
winner
or
a
clear
design,
so
I
knew
that
you
guys
would
probably
have
a
a
tough
decision.
I
think
there
was
parts
of
the
design
that
I
appreciated
from
all
three.
F
There
was
parts
of
the
presentation,
I
appreciated
from
all
three
and
I
left
that
room,
not
knowing,
which
way
it
was
going
to
go
so
I
I
appreciate
the
hard
work
you
did
and
appreciate
the
three
companies
who
presented,
because
obviously
they
put
a
lot
of
effort
into
it
and
again
everyone
had
strengths
and
weaknesses,
but
I
think
that's
why
we
wanted
to
have
this
committee
and
have
a
deliberative
process
to
sort
of
suss
it
all
out
so
I'm
glad
to
know
that
it
was
not
not
an
easy
task,
because
I
don't
think
it
should
be
an
easy
task
that
you
guys
put
the
you
know
the
effort
into
having
a
you
know,
vigorous
debate,
discussion
to
to
reach
the
conclusion
that
you
did
I
don't
know
if
the
public
realized
that
it's
not
it's,
not
the
three
Commissioners
that
are
just
the
sole
decision
making
on
this
that
we
had.
F
A
committee
of
you
know
we're
let's
say.
F
Make
this
decision
to
bring
the
recommendation
to
us
so
we're
just
not
acting
unilaterally.
So
thank
you.
Thank
you
for
the
work
you
did
on
that,
because
this
is
such
an
important
project
for
I.
Think
the
future
of
Ada
County.
H
A
Thank
you
for
that
clarification,
because
that
is
that
is
where
this
is
just
one
step
in
the
process
and
go
on
go
on
from
here
and
I.
I
am
again
congratulations
to
the
committee.
Congratulations
to
all
the
presenters,
all
the
three
organizations
that
did
present
because
I'm
with
everybody
else.
It
was
a
fantastic
presentation
that
was
a
difficult
thing
to
do.
Okay,
with
that
I'll
ask
I'll
call
the
question:
is
there
any
further
discussion,
if
not
all,
if
not
all
in
favor,
say
aye
aye,
all.
A
Y
nope
I
guess
not.
Okay!
Congratulations!
Thank
you.
Thank
you.
Thank
you.
Okay.
Now,
on
to
new
business,
I'll
open
the
public
hearing
on
ordinance
number
945,
an
ordinance
repealing
Ada
County
code,
title
five
chapter:
seven
and
enacting
a
new
80
county
code,
title
five
chapter:
seven
entitled
The,
Ada,
County
animal
animal
ordinance.
A
Is
there
a
discussion
on
the
on
the
ordinance?
Yes,.
I
Mr
chairman,
we
have
the
ordinance
here
in
front
of
us,
but
it's
not.
It
was
never
redlined
and
I
did
not
have
a
meeting
and
I
think
I
requested
him
last
week
that
we
have
a
meeting
with
us,
the
animal
shelter
and
whoever
else
we
need
to
talk
to
about
this
so
I
think
Andrew.
Here
you
wrote
this
up
yeah.
We
can't
tell
what's
changed
really
but
I've
read
this
summary,
but.
G
The
substance
that's
changed.
We
cleaned
up
some
of
the
definitions.
There
were
some
aspects
to
it
that
were
unclear.
Particularly
there
were.
There
was
a
section
where
it
talked
about
an
animal
that
needed
to
go
to
the
shelter.
While
it
was
awaited
adoption,
it
wasn't
clear
whether
that
included
only
shelters
or
if
it
included
foster
homes,
where
you
know
they
go
to
private
homes
as
well.
When
an
animal
is
awaiting
adoption,
the
licensing
fees
are
waived.
G
I
To
enforce,
or
you
know
subsequently,
our
prosecutor's
office
to
then
enforce
either.
O
O
This
is,
this
is
Steve
from
from
the
Sky
Box.
This
is
a
complete
strike
and
replace,
and
so
it
wasn't,
it
wasn't
really
amended
it
was.
It
was
amended
in
whole,
like
it
was
completely
redrafted
and
Spencer
lay
is
just
to
commissioner
kenyon's
left
he's
the
drafter
of
this
hey
Spencer
right
there.
Okay.
I
I
guess
the
questions
then
I
would
have,
for
you
is
I.
Don't
remember
in
the
other,
the
original
ordinance
that
we
had
any
list
of
animals
that
citizens
are
prohibited
from
owning.
Did
we
add
animals.
O
B
Would
need
to
look
I
believe,
we've
added
that
entire
section.
That
was
something
that
was
added
in
it
at
least
dramatically
included
extended
either,
and
that
was
out
at
the
request
of
the
Idaho
Humane
Society,
but.
I
Again,
I
don't
think
we've
ever
prohibited
any
and
so
now
we're
adding
some
I.
Think
Mr,
chair
I
think
it's
appropriate
to
table
this
until
we
can
have
a
discussion
with
animal
control
and
and
kind
of
go
through
criminalizing
cruelty
to
animals
which
constitutes
a
misdemeanor.
We'll
talk
about
that
and
then
the
list
of
animals
that
apparently
you've
listed
that
are
prohibited
from
people
owning
so
yeah
I.
Just
think
of
Lawrence
conversation,
I'm
interested.
I
Yeah,
okay,
yeah:
let's
do
that?
Okay,
what's
the
table
date,
let's,
let's
give
it
two
weeks,
yeah
again
time
to
get
used.
Yeah.
F
Mr
chair,
yes,
I,
really
thought
we
were
gonna,
hear
from
more
sort
of
people
in
the
animal
control
industry
or
the
just
the
animal
world
in
general.
To
give
comment
on
this
I'm
kind
of
surprised.
You
haven't
heard
more
from
the
public,
so
we
could
make
sure
that
we
maybe
put
it
out
on
social
media.
Just
any
requests
for.
A
I
Yes,
Mr
Trump
make
a
motion
to
table
ordinance
9452.
What
was
it
November
November
1st
November
November
1st
at
the
OBM
meeting
I'll.
A
Okay,
you've.
A
A
We
have
two
catering
permits
that
are
not
recommended
by
the
Sheriff's
Office.
We
have
three
catering
permits
that
are
recommended
and
one
we
just
added.
Is
there
any.
F
Discussion
Mr
chair
is
anyone
here
from
any
of
the
catering
companies
or
venues.
A
Okay,
all
right
and
the
Sheriff's
Office
recommended
to
not
approve
the
two
Stone
Crossing
permits.
Could
you
give
us
a
little
detail
on
that?
First
before
you
proceed.
Yes,.
B
B
H
Q
F
A
F
Clerk's
requesting
that
individual
from
Stone
Crossing
sit
at
the
table
just
to
make
sure
or
whoever's
speaking
to
sit
at
the
table,
because
the
sound
isn't
picking
up
I'm.
B
B
All
right
go
ahead
again,
thank
you
chairman.
So,
as
I
said,
we
just
make
a
recommendation
at
the
Sheriff's
Office
we've
been
getting.
We
take
that
as
to
mean
kind
of
a
global
process,
not
just
one
piece
of
it.
We
look
at
the
entire
or
any
issues
that
we're
seeing
come
up.
B
We
take
recommendations
or
understandings
of
how
many
people
are
being
gonna,
be
at
the
event
and
if
that
meets
the
conditional
use
permit,
and
then
we
look
at
any
reports
that
we've
had
of
anything
going
on
either
at
an
issue
with
maybe
I'm
not
saying
this
is
what
came
up
I'm
just
giving
you
examples
at
this
point:
juvenile
drinking
or
licensing
or
issues
with
maybe
a
license
being
not
issued
a
catering
permit
not
being
recommended
by
the
board
or
being
denied
by
the
board
and
then
an
event
still
happening
and
liquor
being
at
the
event
or
beer
and
wine
being
at
the
event.
B
Currently,
the
Stone
Crossing
does
not
have
a
liquor
license
and
does
not
have
a
beer
wine
license
as
they're,
not
in
a
incorporated
city.
They
can't
have
a
liquor
license
and
so
they're
operating
with.
Only
these
catering
permits
coming
in
Caterers
coming
in
and
over
the
last
short
amount
of
time,
and
that's
why
this
is
coming
up
kind
of
a
last
minute.
You'll
notice
that
the
two
catering
permits
that
we're
recommending
a
negative
recommendation
or,
however,
the
board,
would
like
to
put
that
or
coming
up
very
quickly.
I
believe
this
weekend.
B
B
Or
four
possible
I,
don't
want
to
say
violations
at
this
point.
That's
not
reports.
Okay,
okay,
credible
reports,
one
being
a
bartender
that
came
forward
and
said
I
was
serving
at
this
event.
Under
the
understanding
there
was
an
event
or
there
was
a
permit.
There
was
not,
and
she
reported
that
there
was
a
report
of-
and
this
has
been
cleared
up,
but
violations
of
the
CPU
where
it
was
a
smaller
event,
was
reported
and
then
much
larger
ended
up
showing
up.
B
So
it
was
150
until
150
was
the
a
loud
person
right,
I'm,
not
sure
the
limit
at
that
point,
reports
of
them
being
well
into
the
200s
that
was
cleared
up
at
this
point.
So
that
wouldn't
be
an
issue
now,
but
that's
something
that
would
gives
us
pause.
F
Chair,
so
does
the
caterer
request
the
permit,
or
does
the
venue
request
the
permit?
The
caterer
does
your
own,
and
so
it's
the
infractions
you've
cited
are
those
more
that
the
venue
committed
the
infractions.
It's
sounding
like
the
venue
did
not
the
caterer
specifically.
B
It
would
be
a
two-part,
so
if
there
was
a
permit
granted
and
there
are
violations,
then
it
would
be
the
permit
holder.
So
it
would
be
the
caterer
at
that
point.
So
at
one
point
there
was
an
permit
given
and
there
was
a
report
that
there's
an
additional
bar
open
and
that
bar
had
beer
and
wine
that
was
being
taken
and
being
used,
and
so
that
would
be
a
two-part.
C
In
regards
to
the
catering
permits
for
the
two
particular
Caterers
that
applied
for
the
two
permits,
Connecticut
I,
always
say
their
name
wrong
and
loose
grew.
We
have
not
had
any
reported
issues
with
the
caterer
themself
and
that's
who
my
office
has
the
contact
with.
Is
they
caterer
themselves?
So
in
terms
of
these
two
particular
vendors,
they
have
submitted
the
paperwork
within
the
required
timeline
and
they
had
been
in
good
communication
with
our
office
and
we
had
not
had
any
further
issues
reported
with
either
of
those.
C
Two
vendors
I
can't
speak
to
the
venue
themselves,
since
I
only
work
with
the
caterer
that
is
applying
for
the
permit,
but
those
two
particular
vendors.
We
have
not
had
issues
reported
with.
F
B
Would
at
least
we're
using
this
at
this
point
as
a
flag
commissioner,
because
we
have
had
so
many
a
number
that
kind
of
tipped
the
scales
at
this
point
that
we
had.
It
needs
to
be
something
that
we
wanted
to
bring
up.
We
didn't
want
to
have
a
situation
where
something
happened,
and
then
we
had
recommended
it
and
not
called
it
to
the
board's
attention.
That's
not
where
we
wanted
to
sit.
May.
Q
I
add
something
as
well
regarding
the.
Q
Se
50
people
according
to
their
conditional
use,
permit
the
applications
that
came
in
on
here.
The
reason
originally
why
they
were
not
recommended.
On
top
of
all
these
other
things
is
they
had
asked
for
a
200
person,
so
they
were
denied
originally
based
on
that
Thursday.
They
did
get
approved
for
their
septic
system
to
allow
200
people,
so
that
was
just
last
week
that
came
in
just
after
noon,
so
they
are
now
allotted
for
200
people,
but
originally
the
denials
it
kind
of
red
flag
us
because
of
denials
or
the
application
said
200..
So.
J
J
Q
Okay,
but
if
I
may
continue
part
of
part
of
the
flag,
I
guess
the
red
flag
that
was
raised
for
us
was
when
we
denied
this
canac
attack
catering
permit.
It
came
back
as
information
to
us
that
they
were
told
well
just
just
amend
it
to
150
they'll
get
it
approved
and
you
can
still
cater
for
200.,
so
that
was
before
the
septic
was
approved.
So
there
was
some
bad
acting
going
on
that
we
felt
like
we
needed
to
bring
attention
to.
J
My
name
is
Mark
Fitzpatrick
I
purchased.
With
my
wife.
We
purchased
the
venue.
A
year
ago,
I'm
a
retired
police
officer,
I
spent.
J
And
responding
to
alcohol-related
crimes-
and
it's
very
very
important
to
me
to
follow
the
law
so
I'm
a
little
bit
nervous.
So.
J
J
It
foreign
I'm
not
aware
of
any
violations
so
I.
This
could
be
a
learning
experience.
I
I
will
tell
you
the
industry
regarding
some
specific
laws
is
very
confused
and
there
is
misinformation
out
there,
and
most
of
it
people
are
saying
is
because
of
information
they're
getting
from
Idaho
State
Police
regarding
I
think
some
of
the
specific
laws
that
are
in
concern.
J
Less
than
a
year
ago,
I
invited
then
Lieutenant
Rocky
gripton
to
come
out
and
he
came
out
to
the
facility
we
walked
around
and
I
asked
him
about
all
the
laws.
I
was
going
to
try
to
do
a
poker
night
and
after
talking
with
him
about
all
the
obstacles
there
and
everything
decide
not
to
do
it.
I
did
talk
to
him
about
the
other
alcohol
laws.
J
After
meeting
with
him,
it
was
very
clear
to
me
that
I
could
have
guests
there
on
a
non-permitted
event
and
as
long
as
there's
no
sales
of
alcohol
happening
in
any
way
shape
or
form,
there's
no
problem
as
long
as
it's
not
a
public
event
and
even
on
the
phone
with
him
last
night,
he
says
that
it's
a
gray
area,
but
it's
kind
of
it's
gonna,
something
that
would
eventually
someday
be
determined
by
the
court,
but
he
couldn't
tell
me
100
for
sure
that
that
is
something
that
is
illegal.
J
J
We
don't
need
to
do
this,
but
as
far
as
the
law
and
what
I
was
concerned
or
was
I,
what
I
was
informed
and
led
to
believe
is
that,
on
a
private
event
on
private
property,
as
long
as
there's
no
alcohol
being
sold,
there's
not
it's
not
illegal
to
do
for
people
to
consume
alcohol.
In
that
situation,
you.
C
Distinction
is
that
Stone
Crossing
is
marketed
as
a
venue,
and
so
therefore
it's
not
a
private
residence.
We're
considered
private
property,
it's
marketed
as
a
venue
and
marketing.
For
you
know
deposits.
There
are
things
in
advance.
We
actually
are
working
as
a
team
with
all
the
different
branches
involved
in
both
cup
processes
and
Catering
permits
to
actually
hold
a
Roundtable,
because
I
think
there
is
a
lot
of
misunderstandings
going
on
so
I'm
working
on
getting
that
together
for
November.
C
We
all
just
kind
of
sat
down
last
week
after
the
long
weekend
to
really
kind
of
hash,
some
of
that
out
to
to
bring
the
public
together,
because
I
think
there
is
a
lot
of
misunderstandings
with
the
venue
marketing
itself
as
something
that
you
could
go
ahead
and
and
utilize
as
an
event
center.
It
doesn't
meet
that
private
residence
ability.
C
You
can
have
a
drink
in
your
home
with
your
your
friends
and
that's
not
an
issue,
you
can
host
a
backyard
barbecue
and
that's
not
an
issue
when
it's
an
actual
Event
Center
hosting
something-
and
someone
has
now
entered
into
contract
to
you
utilize
that
Center.
That's
where
the
issue
is
at
this
point.
J
I
J
J
I
I
What
I'm
willing
to
do
and
again
I
appreciate
you
being
here
and
understanding
that
you've
only
owned
the
venue
for
one
year,
knowing
that
you're
willing
to
work
closely
with
our
people
and
I?
Think
your
your
efforts
here
today
show
that
I'd
be
willing
to
to
make
a
motion
to
go
ahead
and
approve
these,
but
to
go
ahead
and
file.
Do
an
epic
for
us
to
get
a
legal
opinion
on
this
and
then
have
Heather
go
ahead
with
your
meetings
and
then
Circle
back.
I
So
we
don't
continue
to.
You
know,
have
situations
like
this
come
before
us
before.
We
have
all
this
gray
area
of
this
ambiguity,
because
it's
not
fair
for
anyone
right
for
staff
as
well.
Everybody's
you
know
thinks
they
have
part
of
the
answer
to
the
puzzle,
but
we
need
to
see
the
whole.
The
whole
puzzle
see
what
it
looks
like
so
I'm
going
to
go
ahead
and
make
a
motion
then
to
go
ahead
and
approve
the
licenses.
I
The
two
catering
permits
for
events
located
at
Stone
Crossing
and
authorized
chair
to
send
documents
on
behalf
of
the
board,
with
the
caveat
that
we're
going
to
have
a
legal
opinion
on
this
and
work
with
the
Sheriff's
Office
to
make
sure
that
those
two
legal
pains
are
aligned
and
then
work
with
Heather
Luther
on
some
education.
Outreach.
A
F
I'll
second,
then,
you
know
just
makes
me
wonder
if
we
have
clear
enough
materials,
you
know
that
people
get
from
the
permitting
office,
maybe
just
a
very
clear
bullet
point
checklist
just
to
further
drive
home.
The
point
of
this
is
illegal.
This
isn't
just
so.
We
it'll
run
into
this
again
because
and
I
don't
know
if
you
know,
but
there
is
a
bit
of
a
history
with
with
your
company
even
under
the
previous
name.
F
There
was
several
issues
as
well,
so
you're
not
coming
from
a
great
place
when
there's
already
been
the
history
of
this
one
particular
thing
but
I
think
you've
demonstrated
a
good
intent
to
want
to
follow
the
process,
and
hopefully
we
can
get
this.
You
know
get
out
clearer
instructions
to
the
Caterers
and
venues
of
Ada
County,
because
we
want
these
events
to
to
go
on
and
be
successful.
So.
I
A
The
one
we
added
in
the
beginning,
oh
yeah,.
F
A
I
Thank
you
and
I
think
this
is
important,
because
it's
not
just
this
venue
we're
seeing
wine.
You
know
Vineyards
wanting
to
do
tasting
rooms
and
this
and
that
and
they're
coming
and
saying.
Well
that
was
our
own
private
home.
You
know,
and
so
there's
a
whole
gray
area
that
we're
gonna
start
to
I
think
see
some
more
of
this
come
before
us.
If
we
don't
kind
of
get
it
clarified,
so
I
appreciate
your
efforts
on
clarification
and
education.
I
J
You
can
I
plant
a
tiny
little
seed,
there's
an
exception
for
golf
courses
and
ski
areas
and
certain
places
to
have
liquor
licenses
and
I
think
maybe
someday.
It
should
be
considered
that
event
centers
could
I
would
love
to
have
better
control
over
the
alcohol
situation
at
the
beginning,
I
think
it
would
make
it
safer.
A
A
L
Mr,
chair
Commissioners
there's
one
thing
on
the
brain
right
now
in
the
clerk's
office,
and
that
is
elections.
L
Eight
November
is
coming
up
fairly
quickly:
We're
In,
the
Heat
of
absentees
right
now,
which
We'll
be
asking
for
some
help
with
legal
staff
meeting
but
they're
working
hard
and
we're
overcoming
small
little
things
here
and
there,
but
overall
I
think
we're
ahead
of
the
game,
which
has
been
very
good
for
us.
L
Given
some
of
the
The
increased
interest
in
this
election.
So
with.
F
L
Won't
name
names,
but
there
are
several
candidates
that
are
sending
out
absentee
requests
as.
L
F
L
It
fills
out
all
week
on
he's
on
vacation
he's
not
on
vacation.
A
I
I
A
F
A
N
Mr
chairman
good
morning,
Commissioners
just
a
few
things
here:
the
appraisal
division
they're
not
doing
their
physical
inspections,
they're
still
required
to
do
by
Statute.
N
The
latest
from
MLS
single-family
residential,
all
single
family
residential
is
up
about
six
percent.
This
year
is
a
far
cry
from
last
year,
where
we
had
30
percent,
so
things
have
really
slowed
down
in
existence.
You
know
if
I'm
residential
is
actually
lost,
value,
I,
don't
remember
what
the
number
is,
but
it's
it's
in
negative
territory.
Oh
boy,
I'm,
a
single
fact:
residential
we're
getting
border
tax
appeals
wrapped
up.
N
We
just
have
we're
trying
to
sell
as
many
as
we
possibly
can,
and
it's
really
important
when
we
send
those
out
if
you
can
get
back
as
quickly
to
us,
so
we
can
get
a
hold
of
the
accountant
and
board
of
tax
appeals
that
we're
going
to
we're
going
to
settle
on
this.
So
we
can
take
that
hearing
out
then
just
lastly,
we've
got
so
tax
cancellations
coming
up.
Almost
all
of
these
have
to
do
with
homeowners
exemption
being
received
after
the
role
is
closed.
I
A
Second,
that
okay,
you've
heard
the
motion
all
in
favor,
say
aye
all
right,
right
motion
carries.
You
know
anyone
here
from
the
treasurer's
office.
R
Yeah
go
ahead
good
morning,
Mr
chairman
Commissioners.
We
just
have
a
couple
items
on
the
agenda
for
your
approval,
some
bankruptcies
and
then
property
that
sold
at
tax
deed
other
than
that
we're
working
closely
with
the
Assessor's
Office
to
make
sure
that
these
tax
cancellations
or
adjustments
that
we've
been
doing
for
2022
for
homeowners
exemptions.
R
We
have
we're
thinking,
we
may
get
close
to
about
a
thousand
that
we've
had
approved
and
we're
cross-checking,
double
checking
with
the
assessors
and
then
comparing
to
the
approvals
that
have
been
granted
by
the
board
and
verifying
that
information,
so
that
we're
ready
to
do
a
pre-tax
cancellation
of
these
on
what
we
call
the
grid
before
the
tax
charge.
So
we're
preparing
for
our
tax
charts,
which
will
be
coming
up
in
early
November.
Okay,.
F
R
Q
I
A
A
I
C
R
D
D
You
know
we
go
through
a
process
of
making
sure
that
we're
looking
at
these
fairly,
and
so
we
look
at.
Is
there
a
homeowner's
exemption
in
place?
We
pull
up
all
of
the
history
on
the
account
we
we
reach
out
to
harden,
to
ask
about
verifying
last
date
of
service
and
in
looking
at
this
particular
account.
I
printed
off
about
10
pages
of
Historical
Notes
lasting
over
12
years
of
this
particular
particular
applicant
being
very
vocal
about
not
agreeing
with
the
mandatory
trash
ordinance.
D
Not
wanting
to
pay
for
the
trash
ordinance
or
for
the
trash
service
has
submitted
requests
that
he
does
not
live
at
this
home,
but
yet
going
into
the
treasurer's
office
to
pay
property
taxes
so
I
and
there's
a
homeowner's
exemption
in
place.
So
I
do
not
feel
that
there
is
evidence
that
this
home
is
not
occupied
and
therefore
I
will
be
submitting
it
with
a
recommendation
for
denial.
This.
D
This
is
a
situation
where
there's
two
residential
structures
on
one
parcel
they're
using
the
second
structure
for
emergency
housing
for
family
they've
requested
an
additional
trash
cart
at
their
main
account,
so
they're
disposing
of
their
trash
properly.
I
don't
have
any
concerns
and
we'll
submit
with
recommendation
for
approval.
F
Okay,
let's
share
yes,
so
on
the
first
one,
did
the
individual
present
any
evidence
that
he
was
not
living
at
that
property.
D
On
the
application
I
think
in
history,
the
individual
states
that
he
is
on
missions
but
he's
dropping
coming
into
our
office
has.
When
trash
billing
used
to
be
under
the
treasurer's
office.
He
would
go
in
there
to
have
conversations
with
the
staff
about
not
agreeing
with
having
to
pay
for
trash
services,
but
paying
for
property
taxes
and
he's
coming
into
our
office
to
drop
off
applications.
So
it
leads
me
to
believe
that
what
he's
filling
out
on
the
application
is
that
the
home
is
occupied
but
he's
presenting
false
information.
D
D
He's
been
educated
about
prior
elect
from
prior
elected
officials
about
what
the
mandatory
trash
ordinance
consists
of
he's
been
given
information
on
how
to
apply
through
Indigent
services
for
financial
hardship,
I
feel
like
this.
Can
this
is
a
continuous
issue
and
we've
tried
to
work
with
this
applicant
and
at
the
end
of
the
day,
it
is
your
decision,
but
that
is
the
information
I'm
presenting
to.
D
And
I
I
have
not
in
history.
It
looks
like
the
previous
manager
had
asked
for
copy
copies
of
mission
papers,
but
those
were
not
provided
as
far
as
I
can
tell.
N
Be
an
issue,
wouldn't
it
Mr
chairman
if
I
can
just
say
something
here:
I'm
going
to
I've
already
made
enough
to
have
my
staff
check
into
the
qualifications
for
the
homestead
exemption
at
that
residence
and
see
what
information
we
would
have.
That
might
be
helpful.
F
Well,
I'd
move
to
table
this
one
with
the
instructions
for
you
to
ask
for
actual
evidence
that
he's
not
living
there
for
whatever
period
of
time,
because
the
fact
that
we've,
you
know
granted
this
on
a
temporary
basis
for
people
who
would
have
the
homeowner's
exemption,
but
aren't
going
to
be
home
for
a
year
or
two
I
think
at
least
Warren's
asking
for
some
more
information.
It
sounds
like
he
may
not
have
it
that
maybe
he
went
on
a
mission
before
and
he's
just
saying
just
using
that
as
a
grounds
but
I
think
it's.
D
F
I'd
move
to
move
to
table
this
till
October,
25th,
okay
and
that's
Richard
Miller
or
count
three,
seven,
nine
one,
two
four
second.
I
F
A
I
A
You've
heard
the
motion,
all
favor
say:
aye
aye
aye
carries
next
up.
We
have
four
inter
interim
agreements
at
exploited.
F
I
A
You
all
in
favor,
say
aye
aye,
aye
aye
Harris.
Next
up
we
have
17
agreements.
I
I
I
A
A
E
A
Bridge,
okay,
man
clerk:
are
there
any
changes
to
the
agenda.
P
Mr,
chairman
Commissioners,
any
County
procurement
received
eight
proposals
for
rfp23004
and
NOAA.
Has
our
bonfire
e
procurement
system
queued
up
and
if
you're
ready
for
us
to
open
we'll
proceed?
That's.
I
The
collection
firms
out
there
there
are
quite
a
few
all
right-
go
ahead,
all
right,
we're
opening
it
up
now.
P
We
had
a
really
good,
showing
okay,
so
Noah's
got
those
up
on
the
screen
if
you'd,
like
I,
can
read
them
into
the
record.
Okay,
okay,
so
number
one
is
air
methods
doing
business
as
Siberian
Healthcare
Solutions
number
two
is
automated
accounts
number
three
Bonneville
collections
number
four
collection,
Services
of
Nevada,
doing
business
as
Sierra
Outsourcing,
Solutions
number,
five
Evergreen,
Professional
recoveries,
number,
six
Nationwide
credit
and
collection,
incorporated;
number,
seven,
Ray,
Klein,
incorporating
doing
business
ads,
Professional,
Credit
and
rounding
out.
A
F
Commissioners
appreciate
you
most
of
those
Idaho
firms.
P
M
Central
America
air
methods,
I
think,
is
Nevada,
but
I
couldn't
tell
you
for
sure.
Okay.
Thank
you
all
right.
Thank.
F
I
A
Okay,
you've
heard
the
motion
say
all
right.
All
right
all
right
motion
carries.
We
have
Personnel
actions,
I'll,
accept
emotion
on
personal
actions,.
A
You
for
the
motion,
all
if
they
ever
say
I
I
motion,
carries
next
up.
Is
approval
of
the
minutes?
I'll
accept
a
motion
on
that.
A
E
Mr,
chairman
Commissioners,
where
you
have
this
continued
discussion
about
the
ambulance
purchases
and
and
how
many
and
when.
E
M
Mr,
chair
Commissioners,
some
updated
information,
so
our
current
pricing
agreement
is
valid
until
October
29th,
so
we
need
to
move
on
this
pretty
quickly.
Otherwise,
it's
going
to
cost
us
about
another
half
million
dollars.
So
if
you
remember,
the
original
proposal
was
for
15
ambulances
and
four
EMS
supervisor
SUVs
that
totals
7.2
million
dollars.
We've
have
learned
that
we
have
some
price
increases
that
are
coming,
one
that
would
take
effect
because
we
we
got
this
price
guarantee
before
October
1st.
M
That
would
be
a
seven
percent
add-on
from
Ford
and
14
or
seven
percent
from
Horton,
so
we're
looking
at
14
more
per
ambulance.
If,
if
we,
if
we
chose
to
go
with
10,
you
know
it's
going
to
cost
us
significantly
more
to
buy
these
ambulances.
I
know.
The
original
idea
was
to
give
the
new
commissioner
a
chance
to
weigh
in
after
the
first
of
the
year
and.
M
That's
something
I
think
we
could.
We
could
certainly
deal
with
you
know
the
the
cost
of
each
ambulance
is
going
to
go
up.
Fifty
thousand
dollars,
starting
in
January.
The
other
issue
we
face
after
the
first
of
the
year
is
orders
placed
after
the
first
of
the
year,
we're
looking
at
an
18
to
24
month,
build
time
per
ambulance.
So
and
what
do
we
have.
I
M
To
bring
that
down
a
little
bit,
there
are
some
things
we
could
do.
If
you
know
I
could
trim
out
360
one
thousand
fifty
dollars
if
we
chose
not
to
get
the
EMS
battalion
chief
SUVs.
Those
would.
Those
are
four
Ford.
M
The
battalion
chief,
well,
all
the
vehicles,
are
going
to
go
up
in
price
Bob.
Do
you
have
any
idea
on
what
price
increases
we're
looking
at?
We
haven't
seen
anything
from
the
manufacturers,
yet.
P
But
all
indications
are
that
yeah
we're
going
to
see
some
prices
increased
anywhere
between
six
to
fifteen
percent.
That's
if
they
build
them,
we're
not
sure
they're
going
to
build
them
this
year.
So
some
of
the
manufacturers
choose
not
to
build
certain
lines
or
models,
for
example
the
Tahoes.
P
I
M
Commissioner
Canyon,
what
we
plan
on
doing,
because
we
we're
looking
to
with
the
Meridian
stations
that
we
have
the
lease
agreement,
we're
going
to
need
a
few
more
reserves,
and
so,
with
this
purchase,
we'll
we'll
get
rid
of
the
old
stuff,
but
we're
going
to
keep
some
of
the
newer
stuff
as
reserves.
You
know,
anytime,
we
do
a
standby.
We
end
up
sending
a
unit
or
two
down
there,
so
we're
still
going
to
need
the
reserve
so
the
stuff
that
is
still
valuable,
we're
going
to
keep.
I
I'd
circled
three
or
four
in
there
that
I
might
question
whether
we
need
to
really
replace
those
or
not
but
I'd
like
to
look
at
that
again
and
then
were
we
looking
at
spending
money
out
of
that
10
million?
Wasn't
there
the
chunk
of
money
coming
out
of
there
for
the
drug
court
building,
or
was
that
just
all
general
fund?
Do
you
remember
Trump.
I
R
I
A
time
well,
that's
that's
really
the.
M
If
you
remember
at
that
last
meeting,
we
were
talking
about
10
ambulances
and
one
Expedition,
and
really
the
ask
today
is:
would
you
prefer
that
that
I
go
up
to
the
15
ambulances,
knowing
that
we
have
a
pretty
steep
price
increase
coming
in
the
future,
and
you
know
I
think
I'm
fine
with
either
one,
but
you
certainly
need
to
to
do
this
before
October
29th
or
the
price
goes
up.
What.
M
They
are
but
Mr,
chair,
I
have
Jacob
and
my
battalion
chief,
he
oversees
the
the
fleet,
and
he
can
certainly
tell
you
the
age
I
can
tell
you.
None
of
them
have
fewer
than
100
000
miles
on
them.
In
probably
10.
