Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
We
have
some
guests
on
on
the
bridge
here
and
we
have
a
room
full
of
guests
in
the
room.
So
we're
not
gonna
introduce
everybody
that'll.
Take
us
a
long
time
and
it's
it's
it's
valuable.
I'm
glad
I'm
glad
you're
all
here
to
to
support
your
colleagues.
Madam
clerk.
Are
there
any
changes
to
the
agenda.
B
A
Okay,
we
have
the
arm
this
morning
of
opening
a
meeting
with
four
employee
recognitions.
A
Now
the
way
we're
going
to
do
that
this
morning
is
because
we
have
four
we're
going
to
read
the
the
name
in
the
record
and
then
each
individually
and
then
we're
going
to
make
the
award
in
a
row.
So
you
can
come
up
here
and
we'll
take
a
picture.
Give
you
the
award.
A
That
makes
sense
all
right.
I
will
start
off
with
quincy
harris
and
commissioner
kane
will
read
the
the
quincy
harris.
B
Where's
quincy,
I
just
wanted
to
just
wanted
everybody
to
be
staring
at
you
when
we
talked
about
it
all
right.
Congratulations!
Quincy!
On
your
20
years
of
service
at
80
county
public
defenders
office
for
the
last
20
years,
quincy
has
been
a
valued
team
member,
providing
assistance
to
the
attorneys
in
the
daily
fight
for
justice
and
bringing
a
sense
of
style
and
pizzazz
for
head
to
everyone's
life.
As
you
can
see,
he
started
with
the
office
back
in
2002
as
a
receptionist
answering
phones.
B
C
Please
cute
dog.
E
Yeah
there
is
a
little
skin.
He
needs
to
get
to
the
workout.
He
is
a
consummate
professional
he's,
a
steady
member
of
our
office.
He
does
his
best
to
get
his
boss
to
be
a
bit
more
slow
and
to
dress
better
he's
just
a
great
guy.
Everybody
can
count
on
him
all
the
time
and.
A
Anyone
else
would
like
to
say
anything
about
quincy.
Thank
you,
okay,
we
will
move
on
and
then
we'll
and
then
we'll
give
the
individual
awards
out
as
we
when
we're
in
in
order
okay.
Next,
we
have
stephen
jensen,
commissioner
davidson
if
you'd
read
stephen
jensen
with
expo
idaho.
D
All
right,
it's
where's
stephen
at
there
he
is
all
right.
Steve
jensen
has
worked
at
expo
idaho
longer
than
any
other
current
employee
first
as
a
seasonal
employee
before
becoming
a
full-time,
ada
county
employee.
Three
years
later,
in
2002.
D
during
steve's
time
at
ada
county,
he
has
worn
many
hats,
including
the
vent
attendant
lawnmower
sprinkler,
repairman
snowman
operator
backhoe
operator,
forklift
operator,
painter
and
resident
historian.
Steve
possesses
remarkable
skill
in
assembling
portable
bleachers
with
a
forklift
and
has
an
almost
infallible
memory
of
where
underground
infrastructures
are
located.
D
Steve
is
very
punctual,
dependable
and
when
he
has
something
to
say,
you
know
that
it's
important
during
his
free
time
he
enjoys
riding
his
harley-davidson
motorcycles
and
scratching
lottery
tickets
being
the
biggest
and
most
frequent
winner.
That
most
of
us
know,
steve
is
a
pleasure
to
work
with
and
we
hope
that
he
sticks
around
for
many
more
years.
Congratulations,
steve.
F
I
sure
would
steve
has
seems
longer
been
here
longer
than
I
am.
He
was
one
of
the
first
employees
I
hired
steve
is
steadying
steve
all
the
time
he
makes
sure
these
his
other
employees
are
knowing
what's
going
on
around
them,
he's
kind
of
a
lead
foreman
for
our
crew
and
steve.
It's
been
a
pleasure
working
with
you.
Let's
see
if
we
can
go
a
few
more
years,
all
right.
A
Okay,
next
up,
we
have
lynn
gardner
I'll,
read
this
one
and
for
the
record,
lynn
started
at
ada
county
as
a
probation
officer
in
1997
and
as
if
that
position
wasn't
fraught
with
enough
challenges
to
take
on
an
even
bigger
challenge
and
joined
the
I.t
department
in
2000,
he
became
a
support
specialist
supporting
juvenile
services
and
coroner
early
in
this
new
position.
Lynn
had
an
office
mate.
A
Maybe
this
was
how
it
works.
He
wondered
for
the
record.
This
is
not
how
it
works,
it
never
sleeps.
It
was
during
the
dark
time
that
lynn
grew
to
become
an
excellent
support.
Specialist
earning
the
deep
respect
of
his
users
lin
was
tenacious
in
growing
his
knowledge
in
I.t,
and
it
was
these
skills
coupled
with
his
high
customer
service
attitude
that
brought
him
great
success.
His
legendary
success
opened
up
yet
another
opportunity
for
lynn.
A
In
I.t,
in
in
2007,
lin
became
the
I.t
customer
operations
manager
overseeing
the
very
team
he
was
part
of
for
so
many
years.
In
this
capacity,
lin
pushed
his
team
to
become
the
best
customer
support
team
possible
by
instilling
in
them
with
pride
of
ownership
in
work
well
done
as
well
as
creating
and
preaching
their
team.
Axiom
humble
and
gracious
customer
support.
A
A
E
G
All
he
is
very
humble
and
very
gracious
and
that's,
like
I
said,
that's
the
axiom
of
his
of
his
team,
humble
and
gracious
service,
and
the
concept
behind
that
is
and
really
what
lin
embodies
is
the
fact
that
you
should
be
able
to
say
roll
into
a
courtroom
because
nothing's
working,
calm,
everything
down,
get
it
fixed,
very
quietly
and
then
sneak
out
the
back
door
and
everything
just
keeps
going.
That's
really
the
role
of
it.
So
that
stuff
works,
and
you
don't
think
about
us
and
really
that
embodies
that.
A
B
Absolutely
thank
you
so
did.
Where
is
debbie
deborah's
there
in
the
back
there?
She
is
okay,
debbie
started
in
2002
on
her
small
claims
unit
and
was
with
them
for
a
bit
before
moving
up
to
the
front
counter
she
promoted
to
the
in-court
clerk
position
in
2006,
where
she
has
gone
to
set
for
seven
judges.
She
has
covered
every
type
of
court
on
the
civil
child
protection,
domestic
violence,
small
claims,
civil
suits,
family
law
and
child
support.
B
Debbie
is
currently
with
judge
beader
and
has
been
for
the
past
seven
years,
doing
the
most
unique
docket
of
guardianship
and
probate.
She
is
someone
who
will
do
whatever
is
needed
to
get
the
job
done
and
always
goes
above
and
beyond
to
serve
our
community
in
her
role.
You
can
catch
her
on
any
day,
either
in
the
courtroom
or
talking
to
parties
on
speakerphone
at
full
volume.
Much
to
this
you're
going
to
reverse
sweetness
whoops,
although
she
does
this
to
be
able
to
multitask,
like
the
master
that
she
is.
B
I
Many
of
you
may
not
know
in-court
clerks
have
sometimes
a
really
difficult
job,
and
the
essence
of
a
great
in-court
clerk
is
one
that
pulls
it
off
with
a
smile
and
every
time
I
see
debbie
she's
smiling,
and
I
know
that
she's
had
some
hard
times,
both
in
and
out
of
the
courthouse,
but
she's
always
smiling,
and
I
think
that.
I
Her
heart,
her
heart's
in
the
right
place,
she's
always
willing
to
help
people,
and
I
wish
I
had
150
more
people
like
you
work
for
us.
So
thank
you
for
your
20
years.
B
A
Right:
hey
all
right
if
you'd
like
to
come
up
in
that
order,
quincy
anybody!
That's
do
you
want
to
come
with
you
to
have
a
picture
taken
with
you.
Can
you
do
that
as
well.
B
B
H
H
B
H
H
A
Okay,
we
have.
H
A
Unfinished
business
I'll
accept
a
motion
to
remove
the
infinity's
business
from
the
table.
A
Okay,
it's
been
moved
and
seconded
all
those
in
favor,
say:
aye
aye
aye,
mike
the
first
I'm
up
for
unfinished
business
agreement
number
one,
four,
six,
one,
six
professional
design
services
do
we
have
do
you
wanna
talk
about
that.
B
Yes,
I
would
go
ahead
and
move
to
approve
agreement.
One
four,
six
one
six
is
listed
on
the
agenda
and
authorize
the
chair
to
sign
the
appropriate
documents.
Let
me
have
the
board.
F
A
Okay,
okay,
all
in
favor,
say
aye
aye
motion
carries
okay.
Next
up,
we
have
the
word
of
a
bit
number
two:
two
zero
four
six
80k
landfill
and
our
c3
lift
c
horizontal
materials
purpose.
C
Good
morning,
mr
chairman
commissioners,
before
you
this
morning,
we
have
a
couple
of
awards
for
your
consideration.
The
first
is
award
of
bid,
22046,
the
80
county,
landfill
nrc,
3,
lift
c
horizontals
material
purchase,
and
the
evaluation
team
has
reviewed
the
bids
received
and
would
like
to
submit
this
recommendation
for
award
letter
for
your
consideration.
C
After
reviewing
the
bid
submitted,
it
is
a
recommendation
of
the
evaluation
group
to
award
the
purchase
order
for
bid
22046
to
core
in
maine
as
the
lowest
response
of
bidder
in
the
following
divisions
and
amounts
the
geotextile
division
in
the
amount
of
thirty
three
thousand
six
hundred
sixty
dollars
the
hdpe
pipe
division
in
the
amount
of
ninety
four
thousand
two
hundred
the
hdpe
butt
fusion
division
in
the
total
amount
of
509.88
and
the
hdpe
electro
thermal
division
in
the
amount
of
220
dollars
and
two
cents.
A
Okay,
any
any
discussion
hearing
on
I'll
accept
the
motion.
A
You've
heard
the
motion
all
in
favor,
say:
aye
aye
aye
motion
carries
next
up.
We
have
the
award
of
bid
number
two
two
zero
five
one.
I
re-bid
the
eddy
county
electrical
supplies
2022..
Yes,.
C
Mr
chairman,
commissioners,
the
evaluation
team
has
reviewed
the
bids
received
for
bid22051
and
would
like
to
submit
this
recommendation
award
letter
for
your
consideration:
okay,
all
right
letter
dated
april
5th
to
the
board
of
ed
economic
commissioners
from
haiti
county
procurement
regarding
bid22051,
dear
members
of
the
board.
After
reviewing
the
bid
submitted,
it
is
the
recommendation
of
the
evaluation
group
to
award
the
contract
for
bid
22051
to
electrical
wholesale
supply
as
the
lowest
responsive
bidder
in
the
following
categories
and
percentage
discounts.
C
So
these
are
the
electrical
categories
and
discount
percentages,
backup
power,
40
off
conduit,
20,
off
electrical
devices,
30
off
fasteners,
20,
off
fittings,
30
off
fuses,
25
off
generators,
30
hand,
tools,
60
off
lighting,
40
percent,
off
miscellaneous
20
off
power
sources,
forty
percent
off
power
tools,
forty
percent
off
safety,
lockout
tag
out
arc,
flash
ten
percent
off
service
gear,
forty
percent
off
struts
and
forty
percent
off
transformers,
40
off
ups
systems,
40
off
weatherproofing,
40
off
and
finally
wire
at
40
off.
D
C
That
work,
yes,
mr
chairman
and
commissioner
davidson,
the
discount
is
applied
at
the
time
we
we
procure
the
items,
so
it's
a
it's
a
discount
off
of
manufacturer
retail,
so
whatever
it's
retails
for
in
the
store.
This
is
the
percentage
discount
that
we
get
out.
C
A
Okay,
I
will
accept
a
motion.
D
Well,
mr
chair
I'll
move
to
accept
the
recommendation
of
the
evaluation
committee
in
award
bid.
22051
rebid
ada
county
electrical
supplies
2022
to
electrical
wholesale
supply
in
the
amounts
that
were
read
into
the
record
by
director
perkins.
A
Okay,
you've
heard
the
motion
all
in
favor
say
all
hi
motion
carries
all
right.
Thanks.
A
A
A
B
The
resolution
2744
to
rescind
it
as
listed
on
the
agenda.
A
A
D
A
D
County
government
shoulders
the
responsibilities
in
an
open
and
fiscally
responsible
manner.
Manner.
Now,
therefore,
be
it
result
that
the
board
of
ada
county
commissioners
in
recognition
of
county
government
hereby
joins
the
national
and
local
officials
in
proclaiming
april
as
county
government
month
and
encourages
everyone
who
lives,
works
or
visits.
Ada
county
to
observe
this
month
by
celebrating
acknowledging
and
thanking
public
services
who
work
hard
each
day
to
carry
out
the
duties
mandated
by
the
idaho
legislature
to
keep
our
community
safe,
healthy
and
grounded
in
integrity
and
openness.
A
Thank
you.
Do
we
have
a
motion
on
the
on
the
resolution.
B
Yes,
mr
chair
I'll
move
to
approve
the
proclamations
listed
on
the
agenda
designate
april.
2022
is
county
government
month
and
note
that
we
will
be
celebrating
that
openly
down
here
in
the
public
hearing
room
at
one
o'clock
today.
B
A
The
motion
been
moving
seconded
to
approve
the
proclamation
designating.
A
Of
2022.,
all
in
favor,
say
aye
aye
aye
aye
motion
carries
thank
you.
Okay.
Moving
on
to
procurement,
we
have
two
bids
to
open
and
we'll
open,
mid
rfq2036,
arpa
design
and
construction
services
for
green
belt.
Riverbank
stabilization
and
erosion
control.
C
Mr
chairman,
commissioners,
we
received
four
proposals
for
rfp22036
and
our
bonfire
procurement
system
is
all
cued
up
there
on
the
screen
and,
if
you're
ready
for
us
to
open,
we'll
proceed,
we're.
A
C
All
right,
let's
open
them
up.
C
All
right
so
evan's
got
our
four
proposers
up
there
on
the
screen
and
if
you'd
like
to
go
ahead
and
read
them
into
the
record,
go
ahead,
so
our
first
design
professional
is
breckenland
design.
Second,
one
is
keller
associates
and
incorporated.
C
And
we
will
need
a
little
time
to
review
these.
We
requested
this
table
for
final
ranking
and
request
to
go
into
fee
negotiations
on
april
19,
2022.,
okay,
okay,.
E
A
Getting
there
okay,
we
have
opening
of
rfq2050
opera
design
services
for
expo
building
and
turf
club
roof
replacement.
C
Mr
chairman,
commissioners,
we
received
one
proposal
for
rfq-22050
and
our
bonfire
camera
system's
up
our.
C
C
All
right,
so
the
the
sole
proposal
proposer
for
this
project
is
hutchinson
smith,
architects
and
our
evaluation
team
will
need
just
a
little
bit
of
time
to
make
sure
that
they've
complied
with
our
administrative
requirements,
and
we
would
request
that
this
be
a
table
for
final
ranking
and
fee
negotiation
or
request
going
to
negotiations
on
april
19
2022.
B
Mr
chair,
yes,
question:
so,
do
we
usually
have
a
design
firm,
do
a
roof
replacement?
Yes,.
B
Well,
yes,
we
got
one
yes
I'll,
go
ahead,
then,
and
move
you're
ready
to
approve
or
to
table
the
final
ranking
and
request
in
a
few
negotiations
for
our
excuse.
Two:
two:
zero:
five:
zero
harper
design
services
for
expo,
idaho,
building
and
church
club
roof
replacement
to
april
19,
2022.
A
Okay,
you've
heard
the
motion
all
in
favor,
say:
aye
aye,
aye,
aye,
motion
carriage
defense.
Commissioner,
thank
you.
Thank
you.
A
Okay,
you've
heard
the
motion,
don't
ever
say:
aye
aye
aye,.
B
A
Motion
carries
next
up.
We
have
our
distinguished
soon
to
be
burke.
I
Thank
you,
mr
chair.
Just
two
quick
updates.
We've
made
it
through
what
I
think
is
a
herculean
effort
to
get
the
redistricting
done
with
the
new
precincts.
Get
all
the
voter
lists
appropriately
placed
we're
looking
forward
to
putting
that
in
front
of
the
board
next
week
for
our
polling
place
approvals
and
then
we'll
be
off
to
the
races
developing
the
rest
of
the.
I
I
They've
been
calling
frantically
asking
for
help
and
because
we
were
in
a
good
spot,
we
were
able
to
provide
that
to
them,
so
we've
represented
county
well
also
personnel
budgets
next
week
are
coming
in
from
all
the
different
departments,
so
we
will
be
working
through
that
as
the
budget
season
starts
to
ramp
up
significantly
so
that'll
be,
what's
on
our
mind
for
the
next
several
weeks,
yeah.
A
It
is
my
understanding
that
the
law
provides
for
election
judges
in
each
precinct.
How
are
those
judges
selected.
I
We
go
through
a
screening
process,
we
look
for
applications
for
poll
workers
and
generally
we
reach
out
to
people
who
have
applied
to
be
a
poll
worker
and
have
been
poll
workers
for
some
time.
Ask
them
if
they're
interested
in
being
an
election
judge
or
what
we
call
a
chief
judge.
We
have
a
chief
judge
in
every
precinct.
We
have
an
assistant
chief
judge
in
every
precinct
and
those
are
the
the
judges
for
that
precinct.
I
Election
workers
are
also
considered
on
a
general
level
judges,
but
they
don't
have
that
title
necessarily
they
just
work
in
the
in
the
precinct.
We
we
have
send
out
notices
for
interest
and
people
applying
and
through
that
we
kind
of
sift
through
and
figure
out,
chief
judges
for
each
precinct.
I
There
is
a
thing
in
this
to
the
statue
that
allows
a
precinct
committeeman
to
recommend
a
chief
judge
for
their
precinct,
and
we
have
come
across
that
occasionally,
but
that
doesn't
happen
very
often
and
that
chief
judge
goes
through
extensive
training
more
so
than
a
poll
worker
would
and
then,
of
course,
we
have
district
judges
as
well
that
handle
several
precincts
and
they
would
be
on
election
day
roaming,
making
sure
that
all
of
their
precinct
chief
judges
have
what
they
need.
A
Well,
it
just
occurred
to
me
that
there
is
an
increased
looking
at
elections
for
election
integrity
and
yeah.
I
just
didn't
know
how
that
worked,
how
that
was
done.
I
appreciate
that
so.
I
A
precinct
committee
men,
many
people-
can
recommend
if
they
would
so
desire
five
weeks
prior
to
the
election,
particular
individuals
to
work
in
that
precinct
in.
D
A
Okay,
next
up,
we
have
the
claims
journal
I'll,
entertain
a
motion
on
the
claims
journal.
D
A
Okay,
you've
heard
the
motion
all
in
favor,
say
aye
aye
motion
carries.
May
I
have
a
motion
on
the
personnel
actions.
B
A
You've
heard
the
motion
in
favor
say:
aye
aye,
aye,
aye
welcome,
carries
and
we
have
with
us
now
our
distinguished
assessor.
K
Bob
mcquaid
good
morning,
mr
chairman
and
commissioners,
I'm
just
going
to
briefly
talk
about
two
things
number
one.
A
piece
of
legislation
that
I
had
talked
brought
up
to
the
board
before
that
came
out
of
the
senate,
voted
by
the
senate,
voted
by
the
by
the
house,
and
that
was
granting
favorable
treatment
in
how
self-storage
units
are
assessed.
It
certainly
would
have
very
bad
public
policy.
Is
all
I'm
going
to
say
about
that
again
until
it
passed
with
large
majorities
in
both
the
senate
and
house,
but
the
governor
vetoed
that
bill.
K
The
assessors.
We
all
sent
letters-
and
I
know
the
tax
commission
weighed
in
on
it,
and
so
it's
to
me
I'm
just
that
tells
me
that
our
governor
is
really
a
man
of
principle,
and
I
really
appreciate
that.
The
second
thing
I'm
going
to
mention
is
at
this
time
of
year.
I
was
about
to
do
my
assessment
briefings
we're
getting
one
lined
up
with
you.
K
It
has
been
scheduled
by
mid
month
of
this
month,
while
going
out
the
different
taxing
authorities
and
telling
them
what's
going
on
with
the
values,
any
new
legislation
that
might
be
affecting
them
and
giving
them
some
numbers,
so
they
can
get
started
on
their
budgets
again.
I'm
scheduled,
I
think,
for
mid
april
to
be
given
that
information
to
you,
but
that's
everything
from
the
assessor's
office.
K
Mr
chairman,
if
you
can
tell
by
the
look
on
my
face,
no
I'm
very
disappointed.
I
that
was
ada
county
was
worked
very
hard
in
identifying
the
the
problems
with
that
particular
bill.
The
assessors
all
signed
on
to
that
this
would
be
the
remedy.
Senator
rice
was.
We
had
drafted
the
language.
E
K
The
bill
sent
that
to
senator
rice.
He
was
going
to
carry
that
for
us,
probably
mid-february.
I
contacted
ic
director
seth
grigg
to
see
how
that
was
coming
along,
because
I
hadn't
heard
anything
at
all
on
that,
and
he
told
me
that
that
was
going
to
take
a
back
seat
to
senator
rice's
bill
to
replace
property
tax
on
a
single-plan
residential
with
an
increase
in
sales
tax.
K
Now
that
bill
didn't
go
anywhere,
as
well
as
the
bill
to
correct
the
the
deficiencies
of
that
bill
that
had
passed
before
so
is
where
we
are,
but
certain
parts
of
that
bill
that
are
being
implemented
in
two
different
ways,
primarily
in
the
most
significant
way
is:
do
you
prorate
the
bill
or
do
you
give
it
to
the
applicant
for
the
entire
year?
K
Ada
county
gives
it
for
the
entire
year
some
counties
prorating
at
the
state
tax
commission,
is
issued
a
letter
telling
the
assessors
that
there
was
an
ahg's
opinion
that
you
are
not
to
prorate
it
and
that
they
were
going
to
be
visiting
with
those
counties
that,
in
fact
were
were
prorated
and
telling
them.
They
were
not
to
do
that.
K
How
that
plays
out
in
the
next
year
or
so
remains
to
be
seen,
but
we
are
exactly
where
we
were
a
year
ago,
different
assessors
or
influence
law
in
different
different
ways,
and
the
tax
commission
cannot
pass
a
rule
to
to
ameliorate
these
deficiencies,
so
I'm
sure
you're.
Sorry,
you
asked
about
that.
No.
K
K
It
should
be
trouble.
I
went
ahead
well,
I've
got
a
good
story:
yeah,
okay.
I
went
ahead
and
followed
the
ag's
opinion
because
I
don't
want
to
get
in
a
fight
with
the
attorney
general's
office,
sure
and
especially
in
in
the
tax
commission,
but
it
was
laytown
county.
Yes,
laketown
county,
their
attorney
wrote
it
really
their
the
assessor
wrote
a
letter
to
the
tax
commission
when
they
sent
this
letter
out
we're
going
to
be
visiting
you,
and
that
is
that
this
ag's
opinion
is
not
an
opinion
that
needs
to
be
followed.
K
It
is
just
an
advisory
piece
and
we
are
not
going
to
follow
it.
We
are
going
to
continue
probating
and
we
could
have
done
the
same
thing
I
just
didn't
want
to
get
into
a
fight
with
with
aeg's
office
and
the
tax
commission,
but
you're
right
it
is.
It
is
just
an
advisory
letter,
not
an
opinion.
A
A
There's
nothing
wrong
with
an
opinion,
but
but
it's
not
law,
that's
right,
and
it
would
seem
to
me
that
if,
if
that
isn't
correct,
then
some
county
or
counties
should
should
seek
legal
remedy
which
would
be
have
a
judge
make
that
determination,
because
that's
what
judges
do
not
the
attorney
general.
K
Mr
chairman,
commissioner
kenyon:
no,
we
believe
it
should
be
prohibited.
In
fact,
the
suggested
language
that
we
had
to
remedy
this
was
that
we
pro
rate
on
a
quarterly
basis
and
statute.
If
there's
ever
a
change
of
status,
it
is
to
be
pro
rate
on
for
the
basis,
and
so
this
would
just
make
sense
that
there
is
a
change
of
status,
and
so
this
would
fit
63
602.
Why,
I
believe,
is
what
it
is
about,
pro-reading
it,
so
it
should
be
promoted.
So,
mr
chair.
B
I'd
recommend
that
we
put
this
on
the
agenda
have
an
epic.
We.
H
A
Should
have
our
because
what
that's
doing
is
it's
giving
people
an
advantage?
Actually?
Because
if
you
buy
a
home
in
november-
and
it
was
a
not
subject
to
the
homeowner's
exemption-
and
you.
A
A
And
that
affects,
and
that
affects
different.
A
F
A
A
But
star
eagle,
all
these
smaller
communities
and
little
little
taxing
districts.
It
can
affect
their
budget
substantially
and
we
should
check
on
that
and
we
should
have-
and
we
will
do
that-
we'll
we'll
check
and
get
our
get.
A
B
So,
mr
chair,
just
for
clarity
for
our
clerk,
just
you
have
got
two
to
go
ahead
with
an
epic
on
this.
K
Yeah
yeah
all
right,
mr
chairman,
if
I
could
just
make
two
remarks
to
follow
what
you
have
just
said.
First
of
all,
moisture
city,
it's
about
400,
000
of
lost
taxes
is
what
they
because
of
the
bill.
Now
it's
certainly
not
going
to
be
four
it'll
be
less
than
four
hundred
thousand
because
probation,
but
when
you
do
it
for
the
entire
year,
it's
four
hundred
thousand
dollars
so
boyce.
A
City
lost
four
hundred
thousand
dollars
because
of
this
by
not
by
not
doing
probation,
right,
they're,
probably.
B
K
K
D
Question
yes,
so
we
just
started
having
a
discussion
about
installing
electric
vehicle
charging
stations
on
different
locations,
and
I
was
curious:
do
we
have
authority
to
assess
or
add
fees
to
electric
vehicle
registrations
differently
than
other
vehicles
that
could
be
maybe
set
aside?
For
you
know
the
public
infrastructure
of
installing
those.
K
Mr
chairman,
I
I
got
that
memo
and
I
had
the
supervisor
check
with
the
transportation
department
and
he
has
responded.
I
haven't
had
a
chance
to
take
a
look
at
that
yet,
but
there
should
be
an
answer
in
that.
Typically,
these
motor
vehicle
fees
are
all
set
up
by
statute,
I
believe
for
motor
vehicles,
but
whether
we
have
the
ability
to
add
something
onto
that
that
I
don't
know,
but
perhaps
I
can
forward
them.
Perhaps
I
will
forward
that
on
the
information
that
the
supervisor
found
out
with
his
inquiry
to
the
transportation
department.
K
A
A
Is
state
law?
Yes,.
A
J
Good
morning
to
you,
chair
and
commissioners,
I'll
just
pick
up
on
the
note
of
the
homestead
exemption,
we're
relieved
to
not
see
any
on
today's
agenda.
I
would
just
note
that,
regardless
of
whether
the
exemption
is
prorated
or
applied
for
the
full
year,
it's
still
an
adjustment
for
the
treasurer's
office.
J
J
A
And
congratulations.
You
will
be
our
next
treasure,
it's
an
honor
for
sure.
Thank
you.
Thank
you.
Thank
you.
Okay.
Next
up
we
have
trash
services.
Do
we
have
any
discussion
on
the
trash
services?
B
E
Well,
how
are
you
oh
good
good
morning
in
front
of
you
for
consideration,
is
to
continue
track
service
suspension
requests?
I
don't
have
a
whole
lot
to
add.
These
are
pretty
straightforward.
E
One
of
the
parcels
is
being
held
for
development,
but
there
is
a
residential
structure
sitting
on
it,
so
we
need
to
have
an
approval
from
you
guys
to
go
ahead
and
suspend
the
service.
The
second
request
is
a
mother-in-law
suite
situation
and
the
main
home
does
have
trash
receptacles,
they're,
just
I'm
sure
crash
properly.
So
I
feel
comfortable
submitting
these
with
the
recommendation
for
your
approval.
All
right.
Thank.
B
B
Chair
I'll,
go
ahead
and
move
to
approve
two
trash
accounts,
234
585
and
account
435
842
to
trash
service.
Suspension
requests,
as
I
said,
on
the
agenda.
A
A
Okay,
you've
heard
the
motion
all
in
favor,
say:
aye
aye
aye
aye
motion
carries,
we
have
expo.
Idaho
has
a
couple
of
interim
events.
We
have
a
spa,
sale,
the
largest
garage
sale
and
the
boise
town
boise
music
festival.
F
D
A
Okay,
you've
heard
the
motion
all
in
favor,
say:
aye
aye
all
right
motion
carries
next
up.
We
have
we'll
take
up
agreements.
Is
there
any
discussion
on
the
agreements.
D
I
guess
miss
chair.
The
only
question
I
had
was
on
the
for
the
updated
security
at
expo,
so
bob.
That
is
that
for
like
the
key
swipe
things
to
get
into
the
building.
F
No,
what
we
have
is:
we
have
a
security
system
that
has
cameras
all
throughout
the
campus
and
we
can
get
on
the
county
system.
That's
a
better
situation
to
work
on.
It's
been
a
piece
meal
kind
of
together
system
through
sponsorships
and
it's
time
now
that
we
do
that.
We're
going
to
add
some
additional
cameras
too,
as
well
up
above
in
the
grandstand.
So
we
can
watch
in
that
pin
area
for
all
the
shows
we've
got
18
shows
coming,
you
go
out
local
and
we
have
five
or
six
at
the
fair.
F
D
All
right
a
little
second
already.
A
You
haven't
now,
you
have
okay,
you've
heard
a
motion.
If
ever
say
aye
aye
aye
motion
carries
we'll
be
in
recess.
Thank
you.
A
Good
morning,
today's
tuesday
april
5th,
the
time
is
10
o'clock.
The
board
of
commissioners
sitting
at
the
board
of
emergency
medical
services
district
is
in
session
to
conduct
its
weekly
open
business
meeting.
All
three
commissioners
present
also
with
us.
A
You've
heard
the
motion,
favor
say:
aye
aye
right,
hey
motion
carries
next
up,
we
have
agreements.
Is
there
a
discussion
on
the
agreements,
not
I'll,
entertain
a
motion.
A
G
L
L
Be
staffing
this
summer,
if
it
hits
us
in
the
middle
of
summer,
that'll
be
tough
to
get
through
that.
So
you
know
with
the
omicron
variant.
We
did
at
one
point
in
time:
have
30
people
out
with
co
better
with
symptoms.
So
that's
that's!
Over
a
quarter
of
my
department.
B
L
A
L
B
L
Changed
much
for
healthcare
workers,
so
I
expect
that
it'll
still
be
seven
to
ten
days
and
what
we
were
seeing
is
the
people
really
weren't
getting
a
negative
antibody
test
until
around
8
10
anyways.
So
we
had
a
few
that
we
were
able
to
get
back
to
work
at
seven
days,
but
many
of
them
had
to
wait
the
ten
days
so
we'll
just
take
a
stream
yeah
and.
L
Through
that,
the
omicron
variant
with
the
incentive
really
helped
us.
So
I
appreciate
the
board
taking
a
look
at
renewing
that
for
us
yesterday
we
actually
participated
in
a
yearly
event
called
ems
on
the
hill
and
because
the
u.s
capitol
building
is
still
closed
down
to
the
public
we
weren't
able
to
go
in
person.
L
This
is
usually
something
we
would
travel
to
dc
and
meet
with
our
two
representatives
and
two
senators,
but
we
met
with
staff
from
representative
simpson's
office
staff
from
senator
crapo's
office
and
then
senator
risch
actually
attended
in
person
for
a
few
minutes.
He
had
another
meeting
he
had
to
get
to,
but
there.
F
L
Really
four
things
the
national
association
of
emts
has
been
pushing
this
year.
One
is
a
extension
of
what
they
call
the
medicare
extenders
and
it's
an
additional
2
percent
bump
on
rural
services
provided
rural
areas
and
a
three
percent
bump
to
what
they
call
super
rural
areas,
and
we
have
a
lot
of
that
both
of
those
in
ada
county
really
important
that
they
pass
that
for
us
and
we'd
like
them
to
fix
it
permanently.
You
know
we
medicare
pays
us
believe
it
or
not
about
the
same
as
they
did
back
in
1998.
L
So
you
can
imagine
we
don't
do
anything
like
we
used
to
do
in
1998,
but
so
we've
been
pushing
for
that.
Another
piece
of
legislation
is
what's
called,
ems
counts,
which
just
counts
the
number
of
ems
providers
in
the
nation.
Up
to
this
point,
they
haven't
counted
firefighters
that
were
cross-trained.
So
that's
one
that
the
national
association
is
pushing
the.
L
Was
the
siren
act
won't
have
a
big
impact
on
us,
but
it's
a
grant
that
allows
rural
agencies
to
apply
for
money
to
purchase
ambulances.
You
know
our
ambulances.
When
I
left
for
boise
city,
we
were
paying
about
a
hundred
fifty
six
thousand
dollars
for
an
ambulance.
This.
L
You
know
it,
it
becomes
harder
and
harder,
though
chassis
have
been
the
issues
and
if
you
can't
get
a
chassis
buying,
an
ambulance
so
that
that
was
another
piece
of
legislation,
then
really
just
informing
them
on
the
ems
workforce
shortage
that
nationally
we're
seeing,
I
mentioned
our
last
meeting,
you
know
we
had.
L
Sad
as
an
employer
to
see
that
a
lot
of
my
folks
can't
live
in
the
place
that
they
work,
you
know
because
it's
so
expensive
to
live
in
ada
county
now,
but
certainly
things
that
we'll
work
on
progressing
as
we
move
forward.
I
have
great.

K
L
An
epic
request
in
with
heather-
and
I
think
we'll
be
going
probably
in
front
of
the
board
in
executive
session
at
some
point
in
time
to
talk
about
some
of
the
options
that
we
have
to
personnel-wise.
E
L
It
sounds
like
mr
chair
that
representative
simpson
and
I
think
all
of
them
are
interested
in
august
at
some
point
in
time
in
august,
when
it's
really
hot
coming
out
and
doing
that.
