A
Good
morning
today
is
tuesday
july
19th,
and
the
time
is
nine
o'clock.
The
board
is
in
session
to
conduct
its
weekly
open
business
meeting.
All
three
commissioners
are
present
also
with
us.
A
If
you
could
introduce
yourself
for
the
record,
starting
with
mr
batista
bob
batissa
of
idaho
bonnie
over

A
Good,
we
have
a
number
of
unfinished
business
items.
May
I
have
a
motion
to
remove
unfinished
business
from
the
table.
E
Mr
chair,
I
move
to
remove
the
unfinished
business
from
the
table
for
consideration
I'll.
A
Good
you've
heard
the
motion
all
in
favor,
say:
aye
aye
aye
motion
carries
first,
we
have
final
ranking
and
award
recommendation
of
rfp
22065
county
sheriff's
office
collection
services.
B
Good
morning,
commissioners,
the
evaluate
the
evaluation
team
for
rfp22065
has
completed
the
evaluation
of
the
six
proposals
for
this
project
and
would
like
to
submit
an
award
recommendation
letter
for
your
consideration.
Okay,.
B
Thank
you
no
problem.
So
to
dear
members
of
the
board,
the
evaluation
committee
has
evaluated
the
responses
for
rfp22065.
B
number;
five
atlas;
financial
services
with
a
score
of
61.33;
and
then
number
six
was
midwest
municipal
services
llc
and
they
were
found
non-responsive.
It's
the
recommendation
of
the
evaluation
group
to
award
the
contract
for
rfp
22065
to
nra
group,
llc,
dba
national
recovery
agency.
As
the
number
one
ranked
proposer.
A
Is
there
a
second
motion?
Call
second
name:
okay,
you've
heard
the
motion
all
in
favor
say
all
right
motion
carries.
Thank
you.
We
have
next
final
ranking
and
award
recommendation
of
rfp
22066
ada
county
court
debt
collection.
B
So,
dear
members
of
the
board,
due
to
recent
information
regarding
the
court,
debt
collection,
contract
and
ada
county's
relationship
to
the
contract
for
rfp
22066,
it's
the
recommendation
of
the
evaluation
group
to
reject
the
proposals
submitted
for
rfp
22066
and
have
the
fourth
judicial
courts
handle
the
procurement
of
the
court.
Debt
collection
from
here.
A
A
You've
heard
the
motion
all
in
favor,
say:
aye
aye
all
right
motion
carries.
Thank
you.
Thank
you.
Thank
you.
We
next
have.
This
has
been
tabled
several
times
the
trash
billing
services
to
to
do
a
suspension.
A
F
Yes,
commissioners
of
the
board,
last
time
we
met,
you
had
asked
a
couple
questions
and
I
went
to
researching
our
payment
history
on
this
account
and
I
verified
the
last
time
this
account
paid
for
service
was
november
24th
of
2015..
F
I
then
follow
up
with
hardwn
sanitation
for
their
service
records
and
the
last
record
of
or
comment
on,
the
account
was
two
eight
of
21
saying
that
it
had
been
removed
from
the
route
because
the
house
had
never
been
serviced,
so
I
feel
like
they
were
able
to
align
that
they've,
never
paid
for
the
service
and
they're
not
receiving
they
don't.
G
F
Good
cause
has
been
shown,
this
could
be
approved
and
the
formal
processes
in
place
now
for
them
to.
I.
A
A
A
We
have
a
homeowner's
exemption
recovery
case,
county
error.
Theoretically,
do
we
have
a
discussion.
H
H
Typically,
the
assessor's
office
does
take
accountability.
If
we
would
have
been
able
to
determine
that
this
was
county
air
on
our
part,
we
believe
it
is.
We
would
have
been
able
to
search
by
name
to
identify
these
individuals
with
multiple
exemptions,
so
it
kind
of
fell
back
on
us
that
we
did
not
follow
through
on
our
on
our
search.
D
H
H
E
J
E
A
D
A
good
date
on
that,
let's
give
it
two
weeks.
Yes,
up
to
august
night,
okay,
I'll
make
a
motion.
Mr
chair
move
to
table
homeowner's
exemption
recovery
case,
parcel
r,
nine,
four,
three,
seven,
seven,
nine
zero
one,
nine
two,
two
august:
what
is
it
all
right,
9th
for
our
next,
that
obm
meeting
for
reconsideration?
D
A
Set
it
up
and
okay.
Okay.
Thank
you.
Thank
you
appreciate
that
we
have
three
resolutions
this
morning,
I'll
open
the
public
hearing
on
resolution
number
two:
seven,
six:
six,
a
resolution
adjusting
the
county
budget
for
american
rescue
plan
act
fund
budget.
Is
there
further
discussion
on
that
item.
I
We
received
our
second
tranche
of
our
original
award,
so
we're
receiving
forty
six
million
seven
hundred
and
seventy
one
thousand
three
hundred
fifteen
dollars
for
a
total
of
I
can't
read.
I
need
glasses,
93
million
and
change.
I
didn't
put
the
total
in
here,
so
we
have
already
received
the
funds
they're
sitting
in
our
account.
We
just
have
to
receive
them
officially.
D
A
A
Next
up,
we
have
resolution
number
two,
seven,
six,
seven
I'll
open
the
public
hearing
on
resolution
number:
two:
seven:
six:
seven:
seven
resolution
adjusting
the
aid
county
budget
to
reflect
the
receipt
of
unscheduled
revenue
to
the
ada
county
emergency
rental
assistance
consolidated
appropriation
act.
Is
there
any
discussion
on
that.
I
That's
also
mine,
I
also
do
not
have
the
entire
total,
but
we
received
what
was
considered
a
third
reallocation
of
federal
funds
in
the
amount
of
ten
million
seven
hundred
thousand.
So
that
brings
up
our
total
for
era,
one
to
approximately
21
million,
seven
hundred
thousand,
that
does
expire
in
september
thirtieth
of
this
year.
We
do
have
an
extension
through
december,
which
is
likely,
but
not
automatic.
I
So
currently
we
have
18
million
dollars
unspent
of
these
first
initial
era-
1
phones,
but
it's
it's
a
good
chance.
We
will
return
some
of
these
times.
From
being
honest,
this
is
just
another
receivable.
Okay,.
A
Okay
is
there
for
the
discussion
hearing,
none
I'll
close
the
public
hearing
on
resolution,
two,
seven:
six:
seven.
Do
we
have
a
motion.
D
A
A
We
now
have
resolution
two
seven
six,
eight,
a
resolution
for
sole
source
procurement
of
ada
county
jail,
roof
repair
is
there
for
the
I'll
open
the
res
the
the
public
hearing
on
resolution,
two:
seven:
six,
eight!
Is
there
a
discussion.
J
Yes,
mr
chairman,
commissioners,
we
have
had
some
unforeseen
issues
with
a
new
roof
system
that
was
placed
on
route
section
11
at
the
jail.
This
is
one
of
josh
brown's
project,
so
I'm
going
to
let
him
give
you
the
details
on.
What's
going
on.
K
Good
morning,
mr
chairman,
commissioners,
last
year
we
replaced
the
roof
on
route
section
11.
we
removed
an
old
ballast
roof
and
put
the
new
pvc
roof
more
energy
efficient,
and
you
know
the
time
to
replacement
and
come
once
we
replaced
that
roof.
We
discovered
shortly
thereafter
that
one
of
the
vfd's
or
one
of
the
exhaust
fans
in
the
rtu's
wasn't
working
properly
and
was
building
up
pressure
inside
the
jail
unit,
which
made
the
new
roof,
become
unadhered
and
start
to
balloon
up.
It's
quite
the
site.
We've
got
some
video.
K
If
you
want
to
see
it
so
once
the
roof
becomes
unadhered,
we
had
to
make
a
decision
to
reach
out
to
the
manufacturer
and
kind
of
discover.
You
know
what
it's
going
to
take
to
repair
this
and
still
have
warranty.
K
K
The
reason
we're
proposing
an
emergency
sole
source
is
because
the
the
roof
is
under
warranty.
We
want
to
maintain
that
warranty.
We
went
to
the
manufacturer
they're,
the
ones
that
recommended
it,
and
the
second
thing
is,
is
the
longer
we
allow
that
roof
to
balloon
up
increases
the
odds
of
wind
coming
along,
getting
underneath
the
membrane
and
literally
ripping
the
roof
off.
K
J
A
J
This
was
our
existing
air
handler
unit
on
the
roof
that
has
a
power
exhaust
system
that
motor
for
that
power.
Exhaust
failed,
and
you
know
once
we
discovered
that
you
know
the
only
way
we
discovered
it
actually
was
because
we
started
to
see
that
little
bit
of
bubbling
and.
J
We're
going
with
with
the
original
installer
nation
earping
to
maintain
the
warranty,
and
you
know.
K
A
D
Yes,
I'm
going
to
make
a
motion
to
amend
the
agenda
to
take
up
next
license
for
a
little
pearl,
oyster
bar.
I
believe
we
have
mr
elliott
here
he
probably
doesn't
need
to
set
through
all
of
our
procurement
matters
and
whatnot
right,
mr
elliott,
I
know
you
find
this
exciting
right,
so
I
can't
make.
A
Okay,
you've
heard
the
motion
to
reorder
the
agenda,
all
in
favor
say:
hi,
hi,
hi,
okay,.
D
Here
we
are
yep,
mr
chair,
I've
read
the
the
letter
from
edie
county
sheriff
spencer.
Lay
pursuant
to
what
code
is
it
ordinance?
437
a4
looks
like
the
trans,
its
possession
or
transportation
of
alcoholic
beverages
is
what
it's
related
to,
and
I
don't
think
that
the
charge
that
we're
looking
here
relates
directly
to
that.
So
I'm
going
to
go
ahead
and
move
to
approve
the
license
transfer
for
little
pearl
oyster
bars.
That's
on
the
agenda
and
authorize
the
chair
to
sign
up
documents
on
behalf
of
the
board.
E
Second,
that,
and
I
think
maybe
we
could
request
legal.
I
think
that's
an
ordinance,
we're
looking
into
revisit
and
see
if
there's
any
changes
that
need
to
be
made
yeah,
it's
pretty.
E
Yeah
we
could,
we
can
do
that
yep.
So
I
I
don't
think
that
you
know
the
situation
is
presented
should
be
one
where
we
you
know
deny
somebody
the
right
to
run
the
business.
I
don't
think
one
really
has
to
do
with
the
other,
so
I'll.
Second,
that
motion
okay,
further.
A
B
But,
mr
chairman,
commissioners,
aydah
county
procurement
received
six
qualification
statements
for
our
queue:
two
two
zero
seven,
seven
we've
got
bonfire
queued
up
here
on
the
screen.
If
you're
ready
for
me
to
open
the
statement,
I
will
proceed.
A
B
B
Yes,
mr
chairman,
commissioners,
the
evaluation
team
will
need
time
to
evaluate
the
qualification
statements
and
we
request
that
this
be
tabled
for
a
short
list
recommendation
to
the
august
2nd,
open
business
meeting.
D
Okay,
mr
chair,
make
that
motion
okay,
I'll
move
to
table
the
phone
rankings
and
request
to
enter
a
few
negotiations.
Well,
no,
this
isn't
fee
negotiations
two
for
the
short
list
or
emotions
wrong
for
the
short
list
for
rfq2077
design
services
for
exploitative
park
development.
It's
august,
2nd
2022.
A
Second,
that
okay,
you've
heard
the
motion
all
in
favor,
say
aye
aye
aye
motion
carries.
Thank
you.
Thank
you.
Thanks,
it's
exciting.
Yes,
we
now
have
operations.
We
have
a
change
order.
Number
one
for
80
county
courthouse,
roof
sections,
2b4b
4d5c,
6,
replacement
of
agreement,
number
214751.
A
Yeah,
mr
chairman,
commissioners,
this
is
to
return.
K
Unused
contingency
funds,
we
didn't
run
into
any
problems
when
we're
placing
the
roof
here
on
the
courthouse.
We're
halfway
done,
there's
still
a
lot
more
to
go,
but
this
is
just
simply
to
return
those
unused
contingencies
to
the
funds.
No.
E
D
A
Now
we
have
a
change
order:
county
courthouse,
section,
1b,
roof
replacement.
K
Mr
chairman,
commissioners,
this
project
was
happening
simultaneously
with
the
other
roofs
and
once
again,
no
problem,
so
the
full
balance
of
contingency
is
being
returned.
D
A
A
A
All
in
favor,
say:
aye
aye
motion
carries
okay,
we've
already
done
the
oyster
thing,
a
little
little
pearl,
oyster
bar,
and
we
have
some
catering
permits
and
a
new
license
and
a
license
transfer.
May
I
have
a
motion
if
there's
not
for
any
further
discussion.
A
Okay,
you've
heard
the
motion
all
in
favor
yeah,
all
right
awesome
carries.
We
now
have
the
clerk's
office
thanks.
We
have
with
us
today
our
distinguished
soon-to-be
clerk,
trent
tripple.
K
Thank
you,
mr
chair.
Really,
the
only
thing
that's
on
the
big
horizon
for
us
is
a
budget
presentation,
the
public
budget
presentation
next
week,
so
we're
gearing
up
and
getting
ready
for
that,
although
not
everything
is
going
smoothly
within
our
office.
Okay,.
A
Okay,
we
have
claims
journal
I'll,
entertain
a
motion
on
the
claims
journal.
A
Okay,
you've
heard
the
motion
all
in
favor,
say
hi
hi
hi
motion
carries.
May
I
have
a
motion
on
personnel
actions.
Mr
cherry.
E
D
A
C
C
Individuals
will
get
their
assessment
notices
just
it's
mailed
out,
but
it's
what
we
will
do.
There
are
some
businesses,
such
as
a
mortgage
company.
We
will
bundle
all
of
the
assessment
notices
and
send
those
out
in
a
package
well
autosort,
who
does
the
mainly
for
us
they
have
to
manually
put
that
file
through
run
that
file.
They
did
not
do
that.
C
So
we've
got
54
businesses
with
about
4
400
assessment
notices
were
not
mailed.
I
talked
to
the
tax
commission
is
what
we're
going
to
do,
and
I've
been
working
with
legal
we've
got
a
letter
we're
going
to
send
out
to
those
54
taxpayers
explaining
to
them.
That
here
are
the
assessment,
the
assessment
notices
and
you
have
10
days
to
file
an
appeal.
C
D
C
C
C
I've
got
to
let
I've
worked
with
legal,
we're,
sending
something
out,
and
just
in
essence,
that
it
says
the
notices
weren't
sent,
and
you
have
a
right
to
appeal
within
10
days,
and
the
tax
commission
will
reconvene
the
aid
county
board
of
equalization.
A
C
C
A
Oh
sure
sure,
well,
that's
all
yeah
and-
and
they
have
to
reconvene
the
that
comes
from
the
tax
commission,
so
we'll
get
notice
from
then
can
we
invite
them
to
participate
if
they
do
send
us
a
notice
sure,
okay.
C
G
A
D
A
C
E
C
A
G
A
G
A
The
at
expo,
idaho,.
A
I'll
second,
that
okay,
you've
heard
the
motion
all
in
favor,
say:
aye,
aye,
aye
most
carries
all
right
now,
we're
at
barber
park,
education
and
event
center.
We
have
two
two
agreements:
do
we
have
a
motion.
E
D
A
Thank
you,
you've
heard
emotional
in
favor,
say
aye
aye
all
right.
Thank
you.
We
now
have
two
agreements.
Agreement
number
one:
four,
seven
one:
five
between
eighty
county
and
fidelis
power,
solutions
for
emergency
service
and
preventative
maintenance
of
the
sheriff's
office,
uninterruptable
power
supply
system
and
dc
power
plants.
D
Nope
I'll
go
ahead
and
move
to
approve
one
four:
seven
one:
five:
the
agreement
listed
on
the
agenda
and
authorized
the
chairman
to
sign
the
deafness
and
half
the
board.
A
I'll
second,
that
you've
heard
the
motion,
don't
favor,
say
aye
aye
aye
motion
carries.
We
now
have

Four,

four

dash

between
ada,
county
and
navics

and

department
policies.
D
A
You've
heard
the
motion,
don't
ever
say:
aye
aye
motion
carries.
We
now
have
a
request
for
reconsideration
for
project
number
202
200156a.
G
Yeah,
mr
chairman
and
members
of
the
board,
this
is
a
request
by
tracy
crane
to
reconsider
your.
Your
action
taken
on
file
number
project
number
two:
zero:
two:
two:
zero
zero
one,
four
six,
a
which
was
an
appeal
of.
A
The
approval
of
a
secondary,
detached
swelling
that
was
in
an
existing
home
and
it
looks
like
there
have
been
facts
prepared
for
your
consideration
today.
That's.
A
A
D
Unless
mr
chair,
I'm
looking
at
the
request
reconsideration
by
mr
crane
and
he
doesn't
identify
any
specific
deficiencies,
just
calls
him
out
and
then
a
couple
of
his
other
points
are
actual
legal
arguments.
And
then
he
states
that
we
fail
to
address
architectural
compatibility
and
materials
which
we
did
not.
We
considered
those,
and
then
he
also
states
that
we
did
not
determine
the
definition
of
dwelling.
D
We
did
determine
to
determine
the
definition
of
dwelling
and
then
finally
he
believes
that
the
code
needs
clarification
or
revision,
but
we
would
welcome
his
comments
as
we're
updating
our
code
right
now.
So,
based
on
what
I
see
his
points,
are
I'm
going
to
deny
the
quest
for
consideration
for
this
project.
Two
zero.
Two:
two:
zero
zero
one,
five,
six,
a.
E
Mr
chair
yeah,
so
on
point
one
it
it
says
that
it
doesn't.
E
Deficiencies,
but
it
appears
to
make
legal
arguments
regarding
the
board's
decision.
Well,
wouldn't
if
we
made
a
decision
based
on
incorrect
law,
wouldn't
that
be
a
deficiency
or
is
he
just
making
in
your
opinion,
making
legal
arguments
a
more
broadcast
yeah?
Mr
chairman,
christopher
davidson
yeah,
it
appears
he
focuses
on
the
legal
aspects
of
of
the
action
that
you
took
rather
than
focusing
on
what
the
code
calls
for
deficiencies.
G
E
A
Of
property
owners
all
right.
Thank
you
is
this
that
one
I
know
it
wouldn't
it
didn't
enter
into
our
discussion,
but
is
this
the
one
where
the
neighbors
were
suing
for
lack
of
following
their
restrictive
covenants
or
something?
Mr.
E
G
Chairman,
mr
davidson,
I
didn't
see
mr
crane's
specific
response
or
comments
to
what
was
submitted,
but
it
was
my
understanding
that
the
the
neighboring
property
owners
were
expecting
something
even
more
when
it
comes
to
the
appearance.
But
as
far
as
our
analysis,
what
was
soon
by
the
applicant
met
our
requirements
and
and
our
code
and
wasn't
true.
E
A
G
Mr
chairman,
I'm
trying
to
recall
we've
had
so
many
of
these.
I'm
sorry,
you
actually
had
a
committee.
I
don't
know
if
there
was
an
act
of
architectural.
A
A
A
Okay,
we
got
second
motion,
second
to
re,
to
reject
the
request
for
reconsideration
for
project
number
two:
zero:
two,
two:
zero
zero
one,
five
six,
a
all
in
favor,
say
aye
aye
carries
thank
you
with
that
we're
in
recess.
Thank
you
thanks.
Everybody.
A
A
Okay,
we'll
open
our
meeting
today
with
an
employee
record,
a
recognition.
Do
you
have
anybody's
going
to
read
that
into
the
record
go
ahead.
E
E
All
right,
well,
stacy
nguyen
started
with
ada
county
paramedics.
On
july
1st
1992.
She
began
her
career
with
the
department
as
a
billing
specialist.
She
left
the
county
for
a
very
short
period
but
returned
and
took
on
her
current
role
as
the
ems
office
administrator,
replacing
long-time
employee,
lois
smith
stacey
knows
everything.
Truly
everything
about
how
the
department
runs.
She
is
a
master
of
the
budget,
make
sure
all
our
folks
are
paid
correctly,
pays
the
bills
handles
the
contracts
and
too
many
other
things
to
list.
E
D
L
I
would
like
to
say
something:
you
know.
One
thing:
that's
kind
of
funny
is
stacy
likes
to
say
that
when
I
was
hired
back
in
1995
she
thought
are
we
hiring
people
from
junior
high
now,
because
I
was
only
23
and
was
fresh
out
of
the
army,
but
you
know
it's
funny.
We
we
joke
quite
often
that
if
stacy
left,
we
would
probably
all
have
to
leave
with
her,
because
she
really
does
run
the
business
side
of
things.
She
knows
everything
about
the
department.
L
L
She
just
makes
sense
makes
us
fantastic
right,
but
you
know,
stacy
is
just
always
been
super
easy
to
work
with
and-
and
she
keeps
us
on
our
toes-
you
know
every
year
when
we
go
into
budget,
she
is
the
budget
wizard
and
and
if,
if.
C
G
L
Nervous
about
what
we're
doing
with
the
budget,
then
we
all
get
nervous
and
and
back
off
and
take
another
look
at
him.
So
I
can't
say
enough
good
things
about
her
and
I'm
glad
that
her
retirement
date
is
set
to
be
after
mine.
Me
too,
thank
god!
That's
right
so,
but
I
might.
L
And
just
around
the
place,
because
she
she's
done
an
amazing
job
for
us
for
30
years
and
and
there.
A
A
D
D
D
Kendra
kendra:
do
you
mind
coming
in
front
I'm
taller
than
they
are?
It
doesn't
matter
that
you're
actually
not.
A
A
We
have
a
claims
journal.
This.
E
A
L
Yes,
mr
chair
commissioners,
good
morning
start
off
with
a
little
bit
of
code
stuff.
We
are
seeing
wastewater
numbers
in
boise
city
declining,
which
is
a
good
thing.
I
heard
that
on
radio
yeah
and
we.
L
High
of
a
right
around
five
patients
a
day
last
week
and
we're
starting
to
see
that
kind
of
tick
down
it'll
take
probably
a
week
or
two
before
we
really
know
if
that
is
truly
trending
downward.
But
I
checked
this
morning
and
we
were
down
to
right
around
four.
So
that's
a
good
sign.
Va5
has
been
spreading
like
crazy
around
the
country
and-
and
you
know-
hopefully
it's
kind
of
run
its
course
here
and
then
we'll
be
on
to
monkey
box
or
something
else.
Hopefully,
monkey
pots
donkey,
pox
yeah.
A
I
have
read
or
heard
that
the
biggest
symptom
is
a
severe
sore
throat
with
this
ba5
yeah.
That's
the
biggest
symptom.
L
The
severe
sore
throat
fatigue,
the
loss
of
taste
and
smell,
is
coming
back
for
a
second
time
with
ba5,
so
just
interesting
how
these
different
variants
you
get
a
little
bit
different
symptomology,
but
so
that's
a
that's
a
good
thing
and
hopefully
we'll
continue
to
see
that
go
downward.
As
far
as
we
had,
we
had
a
position
or
our
paramedic
advanced,
emt
and
emt
positions
closed.
We
had
them
open.
Until
last
wednesday,
we
had
10
paramedic
applicants.
There
was
one
that
didn't
make
it
through
hr's
process.
L
L
L
I
think
a
total
of
five
people
leave
that
were
due
to
the
schedule
change
already,
not
everybody's
left,
but
they've
turned
in
resignations
that
certainly
couldn't
make
that
transition,
and
so
jeremy
shabbat
is
our
division
chief
of
training
and
safety.
He
also
runs
our
hiring
process.
He's
got
a
a
pretty
good
plan
together.
L
We
have
a
hiring,
that's
occurring
now
and
we're
going
to
open
it
again
in
in
november,
and
we'll
probably
have
you
know,
four
to
five
hiring
processes
go
through
the
next
year
and
a
half
just
knowing
that.
If
we
leave
the
loose
people,
we
need
to
keep
the
recruiting
going
so,
but
those
are
good
numbers
outside
of
that.
We
had
a
good
planning
session
yesterday
with
the
access
chiefs
talked
a
lot
about
bls
ambulances
and
the
use
of
bls
ambulances.
L
In
the
system,
so
that's
something
that
we
look
forward
to
bringing
into
the
system,
probably
within
the
next
year.
Our
goal
is
kind
of
at
the
end
of
fiscal
year,
23
to
have
that
in
place
in
some
way
shape
or
form,
we'll
probably
start
it
as
a
trial
with
a
bls
ambulance
or
two
in
the
core
of
the
city.
L
L
Boise
would
like
to
house
a
bls
ambulance,
so
we'll
work
with
those
different
entities,
as
we
move
forward
with
that,
and
we
also
had
a
great
discussion
about
community
paramedicine
and
the
willingness
of
some
of
the
fire
departments
to
jump
on
board
and
make
that
more
of
an
access
function,
as
opposed
to
just
something
that
is
ada
county
paramedic
centric.
So
did
you
see
the
email.
L
I
did
okay
yeah.
I've
got
that
on
my
calendar.
In
fact,
john
and
I
there's
a
meeting
today
out
at
the
state
campus
that
used
to
be
hp
that
we'll
be
out
there
from
12
30
to
4
30.
I
believe.
L
They've
done
some
work,
they've
kind
of
put
things
into
three
different
buckets
as
far
as
governance
funding,
and
what's
the
third
one
john,
do
you
remember
I
don't
know.
I.
L
Ideas
on
each
one
of
those
things,
but
the
the
group
is
doing
work.
L
Because
in
the
state
of
idaho
ems
is
so
buried
from
here,
where
we
have
a
lot
of
population
to
somewhere,
like
you
know,
chalice
or
salmon
and
trying
to
get
everybody's
needs
met,
but
I
think
they
have
some
good
ideas
on.
Oh
the
third.
Third
one
was
was
governance,
but
as
far
as
governance
goes
like
regionalizing,
ems
districts-
or
you
know,
do
you
house
it
at
the
county
level,
which
you
would
capture
everybody
in
the
states?
L
So
so
some
of
those
concepts
are
are
being
thrown
out
there
right
now
and
we'll
just
have
to
kind
of
find.
What's
going
to
be
best
for
the
state,
I
kind
of
I
like
the
the
regionalized
approach,
but
governance
you
know
is
that
a
new
board?
You
know
those
are
the
things
that
don't
exist
in
state
law
today
to
be
able
to
do
some
of
those
things
so.
