A
B
A
B
Oh
yeah,
we
do
have
some
on
the
bridge.
Excuse
me
robin
sweeney.
We
have
stephanie
johnson,
noah
hill
and
bethany
kelly,
all
right
they're
on
the
bridge,
so
they're
officially
with
us
man
clark.
Are
there
any
changes
to
the
agenda.
B
May
I
have
a
motion
to
remove
the
unfinished
business
from
the
from
the
table.
F
Yes,
mr
chair,
make
a
motion
to
remove
the
unfinished
business
from
the
table
for
consideration.
G
B
We're
gonna
discuss
an
award
of
bid
number
two:
two
zero
five:
four,
eighty
counting
wheat
pests
and
mosquito
abatement
facility,
backup
generator
good.
D
Mr
chair
commissioners,
the
evaluation
team
for
bid
2205
for
the
ada
county,
wheat
pest
mosquito
abatement
facility,
backup
generate
generator
replacement
2022,
has
reviewed
the
two
bid
submitted
and
would
like
to
submit
this
letter
with
the
evaluation
team's
recommendation.
If
you
can
read
for
the
record,
I'd
be
happy
to
thank
you
a
letter
dated
april
26
2022
to
the
board
of
ada
county
commissioners
from
ada
county
procurement
regarding
bid22054
members
of
the
board.
After
reviewing
the
two
bid
submitted,
both
bidders
were
subs
substantially
over
budget.
D
B
I
What
are
our
options?
We'd
like
to
possibly
go
to
open
market
on
this
one
to
see
and
feel
out
the
fitting
community
to
see
what
is
going
on
because
we
felt
we're
pretty
healthy
in
that
bid
and
we
are
missed
it
by
a
factor
of
two.
So.
F
So
this
isn't
the
first
backup
generator
in
the
last
few
months
that
have
come
before
us
right.
There's
like
three
that
we
have
other
backup
generators
for
other
facilities.
I
We
have
projects
for
generators,
but
they're
all
going.
This
is
the
only
one
that's
stumped
us
so
far,
but.
F
B
Okay,
you've
heard
the
motion
on
favor,
say:
hi
hi
hi
hi
motion
carries
thanks
christopher's.
Yes,
thank.
H
B
We
now
have
two
resolutions
before
us
I'll
open
the
public
hearing
on
resolution
number
2747
resolution
adjusting
the
ada
county
budget
to
reflect
the
receipt
of
unscheduled
revenue
to
the
county
emergency
rental
assistance,
consolidated
appropriation
act
budget.
F
Mr
chair,
the
amount
is
5
million
thousand
six
hundred
and
eighteen
dollars.
B
Yes,
all
right.
Do
we
have
a
any
discussion
or
a
motion?
Oh
I'll,
wait,
a
minute
I'll
close
the
the
public
hearing
on
resolution,
two,
seven,
four,
seven.
B
I'll
second,
the
motion.
Thank
you.
You've
heard
the
the
motion
all
in
favor,
say:
aye
aye
aye
motion
carries
I'll
open
the
public
hearing
on
resolution
2748
a
resolution
to
auction
10
vehicles
from
the
sheriff's
office.
B
D
A
chair
there
yeah
a
few
of
the
old
crown
vics
that
the
sheriff's
office
no
longer
needs
and
a
few
other
used
vehicles
that
are
not
even
anymore,
so
they'll
be
going
to
auctioneers.
Okay,
okay,.
B
F
B
Hey
you've
heard
the
the
motion,
favor
say:
aye
aye
all
right
motion
carries
we're
now.
Moving
to
a
proclamation,
I'm
gonna
ask
commissioner
davidson
to
read
the
proclamation
for
the
record.
G
With
respect
to
issues
of
assault
and
forcible
rape
and
whereas
wearing
denim
on
april,
27th
underscores
the
message
that
the
clothing
of
a
manner
woman
wears
can
never
be
an
excuse
to
be
physically
assaulted.
Whereas
with
proper
education
on
the
matter.
There
is
compelling
evidence
that
we
can
successfully
reduce
incidents
of
this
alarming
and
psychologically
damaging
crime,
and
whereas
the
county
of
ada
is
an
important
partner
in
the
women
and
children's
alliance.
Efforts
to
educate
our
community
about
the
true
impact
of
rape
and
sexual
assault.
G
Now,
therefore,
be
it
resolved
that
the
board
of
ada
county
commissioners
do
hereby
proclaim
april
27
2022
as
denim
day
for
sexual
assault
awareness
month
in
the
county
of
ada,
and
encourage
all
citizens
to
speak
out
against
sexual
assault
and
support
local
efforts
to
provide
help
and
healing
to
victims
of
these
crimes.
Thank
you.
Okay.
F
Mr
chair
just
wanted
to
make
mention
that
women
and
children's
alliance
have
been
around
about
110
years
right
in
our
community.
Doing
some
really
great
work.
They've
got
a
24-hour
hotline,
provide
really
valuable
services,
and
so
I
was
just
going
to
check
in
to
see
if
dan
andrew
wanted
to
maybe
tell
us
a
little
bit
about
any
events
or
anything
you
have
going
on
and
just
educate
us
right
here.
A
A
We're
here
we're
trying
to
be
more
out
in
the
community,
so
we're
very
appreciative,
and
we
have
two
hotlines,
a
sexual
assault
hotline
and
a
domestic
violence
hotline
that
can
be
called
at
any
time
and
is
all
over
any
marketing
materials.
We
have
so
that's
the
first
step
so
come
to
us
before
you
meet
us.
F
F
A
G
B
Well,
second,
battle:
okay,
thank
you.
You've
heard
the
motion,
I
don't
ever
say
all
right.
All
right
motion
carries
all
right.
We're
now
going
to
open
a
few
bids.
The
first
bit
is
a
bid
number
two,
two
zero
four
nine
eighty
kind
of
landfill
liner
drain.
D
Chairman
commissioners,
before
you
this
morning,
we
do
have
three
openings,
first
of
which
is
bid
two
two
zero
four,
nine,
the
ada
county,
landfill,
nrc4,
liner
drain
gravel
and
our
bonfire
camera
system
is
queued
up
there
and,
if
you'd
like
we'll
see
what
the
opening
let's
go
ahead,.
D
Trucking
company,
all
right,
so
we
have
the
four
bidders
up
there
and
the
bid
amounts
if
you
like
it,
go
ahead
and
read
them
into
the
record.
Okay
go
ahead!
All
right!
We
have
the
first
bidder
is
kelly,
pomeroy
trucking
llc,
and
they
have
a
total
bid,
amount
of
one
million
six
hundred
and
seventy
three
thousand
five
hundred
dollars.
D
D
Third,
is
lyle,
reed
farms
llc,
and
they
have
a
bid
amount
of
one
million,
seven
hundred
thirty
sev,
one
million
seven
hundred
thirty,
seven
thousand
eight
hundred
forty
five
dollars
and
fourth
graders
sunrock
corporation
with
a
total
bid
amount
of
one
million
four
hundred
and
twelve
dollars.
Five
hundred
dollars.
J
J
J
Where
they
get
that
rock
it
has
to
well
any
grab
it,
they
can
do
it,
but
they
have
to
specifically
wash
it
around
it,
so
it
won't
catch
material.
So
that's
that's
the
reason
it
takes.
F
D
Be
a
good
date,
mr
chair
commissioner
kenyon.
If
we
could
table
this
for
award
to
the
may
2nd
2022
open
business
meeting,
sure.
B
You've
heard
the
motion,
don't
ever
say:
aye
all
right,
hi
motion
carries.
Thank
you.
It's
good.
We've
got
four
next
one.
We
have
rfp22057
katy
county
ground
maintenance
for
courthouse
and
civic
plaza.
D
Mr
chairman,
commissioners,
we
received
one
repos
proposal
for
rfp2057
and
we
have
our
bonfire
camera
system
ready
to
go
you're
ready,
first
off
sure.
Let's
go.
D
So
today
we're
just
looking
for
the
name
of
the
proposer
and
that
is
procare
landscape
services.
So
there
are
a
sole
proposal
for
this
project.
F
D
Actually,
we'll
need
a
little
more
time
on
this
one
to
evaluate
the
proposal
and
we'd
like
to
request
that
this
be
tabled
for
final
ranking
and
award
consideration
to
the
may
10th
2022
open
business
meeting.
G
B
F
B
Okay,
next
one,
where
we'll
get
the
opening
for
rfp22058
underground
maintenance
for
select
eight
accounting
facilities,
clay
bob.
D
Yes,
mr
chairman,
we
received
one
proposal
for
our
p2205a
and
go
ahead
and
proceed
with
the
opening
of
that.
D
And
like
the
last
rfp,
we're
just
looking
for
the
name
of
the
proposer
and
should
be
popping
up
here
in
just
a
second
and
there.
It
is
so
the
the
one.
D
For
this
project
is
all
site
and
we'll
need
a
little
time
to
evaluate
this
proposal
as
well,
and
we
would
like
to
request
this
be
a
table
for
final
ranking
and
award
consideration
to
the
may
10
2022
open
business
meeting.
Okay.
G
G
B
B
We
now
have
a
change
order.
Change
order,
number
four
coroner's
office
replacement
facility
agreement
number
one:
four:
five:
seven:
zero
increased
686.
B
7621.91
cents
is
there
any
discussion
on
this
change
order?
The
mr
chairman,
commissioners,
this
is
for
the
help
hepa
filtration
system
on
the
new
coroner's
project.
We.
I
Originally
were
going
to
funding
for
this,
but
due
to
the
fact
that
we'd
have
to
bid
it
as
a
separate
project
to
bring
in
a
other
contractor
to
interact
with
the
current
contractor,
our
warranties
for
plumbing
electrical
and
hvac
would
be
in
jeopardy
through
the
fact
that
they
have
to
hook
on
and
connect
to
all
all
of
those
systems.
So
we
did
this
change
order
first
and
foremost,
is
currently
funded
with
value
engineering
that
we
did
during
the
redesign
and
rebid
of
the
project.
I
B
I
It
doesn't
seem
like
it
could
be.
Our
legal
department's
interpretation
of
arpa
does
not
allow
for
the
payment
of
generations.
B
That
all
right
and
for
the
discussion
here,
I
don't
ever
say,
hi
all
right,
hey
hi,
welcome,
carrick!
Thank
you.
Now
we
have
licenses
and
we'll
begin
with
a
peddler's
license.
Is
there
any
discussion.
K
Mr
chairman,
yes,
just
to
add
a
little
information
since
last
week
we
had
a
couple
of
licenses
on
daisy's
here
as
well
in
case
there's
any
questions.
These
are
same
company
just
couple
more.
These
ones
have
been
reviewed
and
these
ones
are
good
to
go.
We
have
a
couple,
others
that
are
being
kind
of
held
up.
Commissioner,
you
asked
about.
There
was
an
infraction
issued
to
one
of
the
individuals,
so
we've
ran
that
to
legal
I
mean
it
was
just
an
infraction.
J
B
K
B
Okay,
okay,
you've
heard
the
motion:
is
there
a
discussion
hearing?
None
all
in
favor,
say:
aye
all
right,
hey,
hi,
where's
carries,
and
now
we
have
with
us
our
distinguished
clerk.
K
Good
morning
mr
sherman
seems
like
a
broken
record.
Obviously
there's
an
election
coming
up
quickly.
The
postcards
that
I
mentioned
last
week
did
go
out.
So
hopefully
you
got
yours
in
the
mail
it
kind
of
hit
saturday
monday
ish,
so
we've
gotten
a
really
positive
reception
to
those
going
out.
So
hopefully
that
helps
inform
people
of
where
to
go
vote
with
all
the
changes
coming
up.
Early
voting
is
set
to
begin
next
monday,
so
we
are
today
we're
three
exactly
three
weeks
away.
K
So
things
are
well
underway
saul
and
the
team
have
done
doing
a
great
job
and
things
have
been
going
very
smoothly.
So
trent
is
now
out
there
at
least
two
days
a
week,
just
full
time
out.
There
probably
gonna
be
about
three
times
so
he's
handling
a
lot,
I'm
trying
to
just
make
sure
things
go
smoothly,
I'm
helping
a
little
bit
with
some
of
the
anomalies
that
are
coming
up.
K
By
that
I
mean
we've
got
some
unique
requests
for
poll
watchers
and
things
that
we've
never
seen
before.
So
we're
working
closely
with
the
secretary
of
state's
office
just
to
navigate
those
issues
as
we
get
ready
for
reelection
coming
up.
Those
are
one
of
the
anomaly
yep
so
like
what
are
those
we've
always
had
some
poll
watchers,
you
know
we'll
have
a
handful
here
or
there
I
think.
Back
in
november
we
had
a
larger
request
for
poll
watchers
this
election.
K
So
far
we
have
but
we've
had
someone
actually
request
poll
watchers
at
all
of
the
early
voting
locations,
which
won't
be
a
problem
but
also
request
watchers
in
the
office,
while
we're
processing
the
absentee
ballots.
We've
had
observers,
we're
just
making
sure
that
we've
got
everything
buttoned
up
legally
and
I've
been
working
with
lorna
on
all
of
it.
K
Yes,
I
think
we're
in
a
good
place
from
what
I'm
told
in
terms
of
poll.
Workers
mitch
and
cruz
seem
pretty
good
in
terms
of
watchers.
They
have
to
be
requested
12
days
in
advance
by
either
candidate
or
political
party,
most
of
the
time
that
comes
like
day
12
before
the
election,
but
it
has
to
so
for
early
voting.
K
K
So
anyone
who
wants
to
vote
or
wants
to
watch
that
is
noted,
we
do
provide
identification
for
all
the
poll
watchers,
because
law
enforcement
wants
to
know.
Like
I
mean
people
are
always
curious.
You
know
if
someone's
there
other
than
just
voting
purposes,.
K
But
we
will
have
the
mobile
voting
unit
specifically
serving
star
q.
You
know
the
outlying
areas,
I
think
it
does
one
day
in
southeast
boise
and
near
micron
yeah.
I,
like
I
said,
really
things
are
going
smoothly
in
terms
of
the
election,
so
I
hope
it
just
continues,
and
hopefully
we
get
good
turnout
for
the
election.
B
Next
up,
we'll
we'll
I'll
entertain
a
motion
in
the
claims
journal.
B
Okay,
you've
heard
of
motion
all
in
favor
say
aye.
G
B
H
Let's
find
out
okay,
mr
chairman,
I
was
here
a
lot
a
week
ago
yesterday,
with
my
assessment
briefing,
telling
you
what's
going
on
the
values
and
whatnot,
and
you
had
three
questions
and
we've
got
that
information.
If
you
want
to
take
a
minute,
brad
smith
could
respond
to
those
three
questions
that
you
had
and
give
you
the
information.
Okay,.
C
Good
morning,
commissioners,
one
of
the
questions
was
how
much
property
does
the
federal
government
own
within
unincorporated
ada
county?
And
I
don't
know
if
I'll
think
you
got
email
but
basically
there's
53.4
percent
of
the
county
and
most
of
that's
responsible
because
of
that
blm
property
on
sales
property.
So
it
was
interesting
and
I
don't
I
didn't
apologize.
C
I
didn't
make
copies
but
I'll
pass
that
through,
but
a
little
ada
county
actually
owns
and
how
much
the
federal
government
owns
and
then
even
some
of
the
cities,
own
properties
within
nato
county
like
the
waste
treatment
facility
out
south
of
town.
But
I
can
email
you
copies
of
this
and
then
additionally
there's
another
screenshot
on
there,
which
shows
of
graphs.
The
second
question
was
how
many
I
believe
was
you
came
here
to
ask
about
homeowners,
exemptions
and
what
percentage.
H
In
this
trending
years
ago,.
C
We
used
to
be
about
75
and
we're
at
78,
now
of
total
total
properties
have
the
homestead
exemption.
Oh
so,
what's
yes
to
what
you're
saying
right
with
all
yeah
up
the
investors
and
stuff
I
mean
it's.
F
C
Right
right,
so
it
is,
it
is
trending
up
just
slightly
78,
then
yes,
and
it
shows
it
on
that
piece
of
that
was
the
only
one
I
had
I
apologize
and
then
the
third
question
was
in
regards
to
linder
one
of
the
new
urban
renewal
districts.
C
B
Okay,
thank
you.
We
have
one
tax
cancellation
to
the
emotion.
B
E
Any
report
yeah,
mr
chairman
of
commissioners,
pretty
much
business
as
usual
in
our
office
right
now.
You've
heard
plenty
about
investments
from
us
the
last
few
weeks,
so
really
nothing
to
add
on
that.
So
no
real
report.
B
Okay,
good
all
right!
Well,
thank
you!
Okay,
we
shara
is
here
for
a
discussion
on
the
republic
services
trash
billing.
L
L
We
certify
unpaid
residential
trash
service
to
property
taxes,
and,
as
a
result
of
that,
we
are
continuing
to
collect
money
owed
to
republic
services
and
we
cut
them
a
small
monthly
check.
After
best
offices
collected
that
and
distributed
to
our
office,
we
ran
the
reports
last
night
and
it's
actually
down
a
little
bit
more
as
of
right.
Now
we
owe
1
735.61.
L
Certified
commercial
services
to
property
taxes
with
the
collection
agency
to
receive
those
funds.
But
we
would
like
to
suggest
doing
a
final
payment
to
republic
services
as
a
one-time
check
from
our
enterprise
fund,
as
opposed
to
collecting
these
small
portions
for
several
more
years,
because
we're
still
collecting
back
to
2019.
F
L
L
B
We
have
the
minutes
I'll,
entertain
a
motion
on
the
minutes,
move.
B
We
have
the
interim
events,
agreements
and
concessionaire
agreements
for
expo
idaho,
I'll,
entertain
a
motion
on
those
grants.
B
Okay,
you've
heard
the
motion
in
favor,
say:
aye
aye,
aye
aye
motion
carries
thank
you.
We
have
the
parks
and
water
race
barber
park,
education
and
event
center
agreement.
We
have
five
of
them.
Do
I
have
a
motion
for
those
fives.
B
Second,
you've
heard
a
motion
all
in
favor,
say:
aye
motion
carries
all
right.
Now
we
have
a
number
of
agreements.
Do
we
have
any
discussion
on
any
of
these
agreements
that
we're
going
to
be
talking
about.
F
Well,
mr
chair,
this
has
come
before
at
least
me
three
times
now
for
approval
of
agreement
with
eddie,
county
and
dottie
the
clown,
and
I
just
wanted
to
clarify
that.
That's
not
our
corner.
F
B
Glad
for
that
clarification
I
did.
B
I'll
second,
that
okay,
you've
heard
the
motion
all
in
favor,
say
aye
all
right
motion
carriage
a
note.
F
B
Okay,
we
we
had
a
request
this
week
from
the
governor's
office,
the
governor
is
going
to
declare
a
drought
declaration
and
he's
asked
each
county
in
the
area.
The
affected
area
and
the.
I
B
G
B
F
So,
mr
chair,
just
for
the
record,
so
we'll
go
into
executive
session
for
legal
advice.
F
However,
then
the
board
will
go
back
into
open
session
to
either
make
a
decision
or
we
might
table
it
until
after
the
call
with
the
governor
and
his
staff
on
wednesday,
and
so
I
think
we
want
to
just
make
sure
that
we've
talked
to
all
the
appropriate
people
before
this
board
makes
a
decision
to
opt-in
or
opt-out.
K
J
B
Good
morning
today
is
tuesday
april
26th.
The
time
is
9
of
40.
the
board
of
commissioners
sitting
as
a
board
of
emergency
medical
services.
District
is
in
session
to
conduct
this
weekly
open
business
meeting.
All
three
commissioners
are
present
also.
K
M
B
G
F
Second
thought:
demotion
in
favor
say.
M
Aye
hi
hi,
okay,
mr
sean,
mr
chair
commissioners.
Good
morning,
I
wanted
to
first
start
off
on
the
agenda,
bring
back
our
access
awards
that
we
gave
to
folks
at
the
last
executive
board
meeting
commissioner
kenyon
asked
that
I
bring
that
back
to
the
board,
and
so
I've
got
the
first
set
of
awards
that
I'd
like
to
read
in
the
record.
M
If
I
may
sure,
okay,
the
first
award
was
an
excellence
award,
so
there
are
three
types
of
awards:
an
excellence
award,
a
life
saving
award
and
a
humanity
award
that
that
people
can
get
in
the
access
system.
So
this
first
one
was
an
excellence
award.
The
incident
date
was
actually
december
1st
of
2020.
This
one
goes
way
back
to
the
vaccine,
clinic
that
we
did
so.
M
These
folks
worked
extremely
hard
on
the
coveted
vaccination
clinic.
These
individuals
went
above
and
beyond
for
the
colleague
for
their
colleagues
and
community,
but
also
represent
the
values
of
aydah,
county
paramedics
and
access,
and
so,
if
we
didn't
have
these
these
four
individuals,
we
could
not
have
put
that
vaccine
clinic
together
and
if
you
can
remember,
we
vaccinated
not
only
all
the
access
providers
but
law
enforcement.
We
vaccinated
some
judges.
We
did
a
lot
of
work
out
there,
so
that
was
a
great
award.
The
next
one
was.
H
M
Life
saving
award
this
incident
date
was
august
24th
of
2021
the
cruz.
Our
the
ada
county
crew
specifically
was
cliff
fine
and
john
fujina.
On
this
one
ada
county,
paramedicine
eagle
phi
responded
to
a
72
year
old
patient
with
chest
pain,
a
stemi
or
an
st
elevation.
Mi
was
called
in
the
field
and
a
cat.
The
cath
lab
was
notified,
the
patient
did
a
code
and
it
was
a
solid
code
save
so
this
person
had
a
good
outcome.
M
M
Award
from
october
15th
of
2021
this,
this
was
actually
a
boise
firefighter
that
went
into
cardiac
arrest
while
responding
to
a
structure
fire.
The
the
folks
from
ada
county
were
cameron
augustine
and
our
italian
chief
brandon
leroy
also
had
matthew
coda,
who
is
now
with
the
eagle
fire
department,
but
they
they
worked
this
firefighter
and
he's
actually
back
on
duty.
He
was
in
cardiac
arrest,
so
that
was
a
great
outcome.
Oh
golf
fighting
a
fire
well
yeah.
M
He
and
it
was
on
the
way
to
the
fire
when
they
they
arrived
to
the
fire.
From
what
I
understand,
he
was
unconscious
in
the
back
of
the
fire
truck
and
they
just
pulled
him
out
and
he
was
a
cardiac
arrest
so
but
he's
back
on
the
job
now,
so
that's
a
great
outcome.
M
Then
we
also
have
a
life
saving
award.
This
one
was
back
in
december
of
21
don
ray
and
michael
meffem
were
dispatched
to
an
ob
gyn
call.
They
had
a
breach
presentation
on
a
delivery,
so
the
baby
was
coming
out
backwards
and
that's
a
pretty
scary
thing,
certainly
for
paramedics
in
the
field
that
the
crew
is
calm,
competent
and
work
together,
extremely
well
to
produce
a
good
outcome
for
that
patient,
which
is
that's
pretty
awesome.
H
M
Saving
award-
this
is
from
february
of
2022
jake
oven,
which
is
he's
one
of
our
battalion
chiefs,
samantha
butterfield
and
an
employee
who's
no
longer
with
ada
county
paramedics.
Sheree
steider
responded
to
the
port
of
a
coat
blue
in
a
vehicle
on
on
the
side
of
the
road
they
had.
The
fire
department
had
to
locate
the
car
and
identify
the
patient
and
started
treatment.
M
Dr
cornett,
actually,
on
this
one
said
excellent
overall
care.
I
do
believe
it
was
the
swift
response
and
early
cpr
that
saved
this
man's
life,
so
another
good
outcome
and
then
the
final
one
from
that
set
of
awards
that
were
delivered
a
life-saving
award
from
march
of
this
year,
mike
zinn
and
dan
quintero,
dispatched
to
a
96
year
old
female,
with
chest
pain,
she
went
into
cardiac
arrest
two
and
a
half
minutes
from
the
hospital,
and
they
got
return
of
spontaneous
circulation.
So
they
got
her
heart
going
again
prior
to
moving
into
the
hospital.
M
M
F
That's
good
yeah.
Maybe
it
would
be
appropriate
for
the
board
to
send
out
a
letter
with
our
thanks
and
gratitude
and
signature
on
it
to
these
recipients.
I
think
that
would
be
it
yeah.
We
can
certainly
get
the
list
of
names
too.
That's
right.
I
think
yeah.
Just
listening
to
us
we'll
see.
M
The
only
other
update
is
we
announced
on
thursday
of
last
week
that
we
are
likely
going
to
be
moving
our
schedule
to
a
rotating
schedule,
starting
january
1st,
really
matching
the
number
of
hours
that
the
fire
department
works,
the
conundrum
that
we
face
and-
and
I
think
the
board
is
well
aware
of
this-
is
the
way
that
we're
funded
we
can
give
raises,
or
we
can
increase
the
level
of
service,
but
we
can't
do
both
of
them
at
the
same
time,
so
we
really
have
spent
the
last
seven
months
trying
to
figure
out
how
we
can
do
more
with
what
we
have
today,
because
it's
pretty
obvious
with
the
work
that
myself,
the
deputy
chiefs
and
even
the
attorneys
have
done
for
us.
M
But
you
know
the
only
option
we
have
at
this
point
is
going
out
for
a
full
super
majority
bill
of
to
get
people
raising
the
taxes.
M
That's
a
long
shot
for
certain,
not
saying
that
that
couldn't
happen
in
the
future.
But
this
does
a
number
of
things.
It's
caused
a
fair
amount
of
banks,
because
we've
been
on
the
schedule
that
we're
on
today
for
the
last
35
years
prior
to
that
we
run
at
what's
called
a
2448,
so
you
work
24
hours,
you're
off
for
48
repeat
this
schedule
is
24
on
24
off
24
on
24
off
24
on
four
days
off.
It's
the
same
number
of
hours
as
that
previous
schedule,
I
mentioned
same
number
of
hours.
M
The
fire
department
works.
Most
of
the
fire
departments
in
the
valley
were
on
the
schedule
that
we're
proposing,
which
is
called
a
modified
kelly
schedule,
and
they
all
moved
to
a
48-96,
and
we
did
take
a
look
at
that,
but
48
hours
in
one
setting
is
too
much
for
for
certainly
for
ambulance
crews.
To
do
it's
one
of
the
riskier
shift
schedules
we
could
do.
This
does
do
a
number
of
things.
M
M
This
is
also
moving
emts
to
15
an
hour
and
then
reflecting
that,
through
our
pay
scale
of
that
82
an
hour
raise
for
emts,
advanced
cmts
paramedics,
ftos
captains,
the
only
group
that
we
weren't
able
to
do
that
for
were
our
battalion
chiefs,
but
it
put
them
really
too
far
on
the
the
higher
side
of
the
pay
range
and
so,
but
we
we've
been
out
myself
and
the
deputy
chiefs
have
been
out
meeting
with
crews
and
talking
to
crews
trying
to
to
settle
down
some
of
the
hangs.
M
I
I
I
know
that
we're
gonna
have
some
people
that
the
schedule's
just
not
going
to
work
for
them,
they're,
probably
going
to
leave
the
county,
but
at
this
point
in
time-
and
I've
said
this
to
to
my
command
staff
and
I've
said
it
to
a
number
of
people.
I
look
in
the
future.
If
we
don't
do
something
now,
three
to
five
years,
this
department
will
go
away.
M
We
already
have
meridian
this
year
proposing
putting
on
two
ambulances
because
we're
not
providing
a
level
of
service
that
is
adequate
out
there,
and
I
I
don't
frankly,
don't
blame
them
for
being
upset
with
the
level
of
service
out
there.
So
it
came
down
to
we
looked
at
a
lot
of
different
options.
M
We
spent,
like
you,
said
the
last
seven
months,
looking
at
all
the
different
schedules
available
to
us
in
the
ems
field,
and
this
is
the
one
that
that
will
be
able
to
provide
service
in
the
future
and
you
know,
pay
people
an
annual
salary
that
is
more
commensurate
with
certainly
the
industry,
but
also
the
local
fire
department.
So
this
year
we
we've
lost
a
number
of
people
to
the
fire
departments.
M
M
F
M
B
M
Go
yeah.
We
have
our
first
meeting
week
after
next
with
the
department
of
medicaid
and
actually
it's
gonna,
be
director
jepsen,
the
medicaid
director.
So
the
wheels
are
moving
on
good
yep.
M
That'll,
be
retroactive
retroactive
once
a
year
yeah
if
they
can
get
the
work
done
by
the
end
of
june.
That'll
go
retroactive
back
to
april.
First,
if
it's
after
july
first,
it
would
be
set
on
july
1st
retroact
back
to
that
date.
So
we're
really
going
to
push
to
get
this
done
before
june
30th.
The
consultant
the
fire
chiefs
association
has
hired,
has
done
this
before.
So
I
don't
think
it's
going
to
be
a
tremendous
amount
of
work,
but
having
not.
M
We're
looking
at
for
the
system,
seven
to
eight
million
dollars,
and
just
you
know
what
we're
talking
about
it.
The
and
obviously
this
will
be
up
to
the
elected
officials
on
the
executive
board
to
approve
it,
but
as
the
chiefs
we've
been
talking
about
first
taking
that
money
and
paying
for
the
things
that
we
all
pay
for
and
access
which
will
be
the
biggest
benefit
beneficiary,
will
be
our
department
for
that,
because
we
pay
the
most
and
access
now.
M
That
would
be
the
first
step.
The
second
thing
would
be
identifying
system-wide
projects
that
we
could
do,
whether
that
would
be
innovations
in
alternate
response.
Instead
of
sending
a
fire
truck
and
an
ambulance
to
everything,
maybe
we
send
a
sedan
or
a
pickup
truck
to
these
calls
where
we
don't
need,
you
know
a
full
response,
thereby
you
know
leaving
our
response
network
in
place
so
that
we
can
respond
better
equipment.
M
You
name
it
with
you
know
different
projects
and
then,
when
we're
done
with
that,
we'll
we'll
give
you
that
money
up
to
the
departments
and
that'll
be
the
next
exercise
is
really
figure
out
how
we're
going
to
distribute
that
money
equitably
to
the
different
departments.
I
personally
feel
like
we
should
get
half
the
money
because
we
do
each
one
of
those
patients
we're
seeing
you
know,
but
the
fire
department's.
All
I'm
sharing
a
piece
of
that.
So
we'll
just
we'll
have
that
discussion
as
we
move
forward.
