If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
B
Well,
good
morning,
today
is
Tuesday
the
21st
day
of
February.
The

conduct
its
weekly
open
business
meeting.
B
I,
don't
know
that
we'll
be
taking
any

but
if
we
do
those
we'll
have
a
sign
up
sheet
for
you.
Are
there
any
changes
to
the
agenda?
Matt
clerk,
no.

Okay,
our
first
item
up
is

there
emotion,
Mr.
B
B
Yeah,
okay,
you've
heard
the
motion
all
in
favor
say:
aye
aye,
aye,
aye.
Okay,
we
have
some
unfinished
business
to
take
up.
I'll
accept
a
motion
to
remove
the
unfinished
business
from
the
table.
D
Mr
chairman
I
move
to
remove
the
unfinished
business
from
the
table
for
consideration
I.
Second,
the
motion.
Okay,.
B
You've
heard
the
motion
all
in

motion
carries
first
up
is
the
final

Mr
Bob?
Yes,.
E
Happy
to
read
the
letter,
it's
a
letter
dated
February

Second,
that
yeah
you've
heard
the
motion
all
in
favor,
say:
aye

hype
motion
carries.
We
next
have
up
the
award
of
bid
number

County

Mr,
chairman
Commissioners,
Ada
came
procurement,
received
three
responses
for
rfp23033
and
would
like
to
submit
this
letter.
The
bids
received
in
a
recommendation
of
award
for
your
consideration.
E
Right
letter
dated
February
21st
2023
to
the
board
of
Ada
County
Commissioners
from
Ada
County
procurement
regarding
bid
23033
dear
members
of
the
board,
Ada
County
procurement
received
three
responses
for
bid
23033
the
following
are
the
names
of
the
bidders
and
the
bid
amount
submitted
number
one
is
Commercial
Tire
and
they
had
a
bit
amount
of
63
741.40.
The
second
bidder
was
Les
Schwab
Tire
Centers,
and
they
had
a
bid
amount
of
fifty
two
thousand
six
hundred,
fifty
nine
dollars
and
eighty
four
cents.
E
E
Our
recommendation
would
be
to
award
the
purchase
order
to
Les
Schwab
in
the
amount
of
fifty
two
thousand
six
hundred
fifty
nine
dollars
and
eighty
four
cents.
Okay,.
D
B
B
F
C
Well,
first
of
all,
I
as
the
new
kid
on
the
Block
I'd
like
to
thank
all
those
who
actually
participated
in
this
and
I've
read
the
record
from
the
previous
meetings,
as
well
as
what
was
submitted
after
the
after
the
hearing
that
we
had
before
so
I
appreciate.
All
of
that
and
I
appreciate,
especially
the
staff's
help
with
me
personally,
because
I've
have
some
limitations
as
well,
but
after
I've
reviewed
all
of
that
information
and
I.
C
This
is
kind
of
what
I
I
found.
The
existing
Southeast
data.
County
land
use
map
designates
this
property
as
commercial.
The
historical
use
of
the
property
is
commercial.
The
property
currently
and
historically
has
not
been
used
as
rangeland,
and
the
proposed
commercial
use
of
this
property
is
based
upon
available
availability
of
required
resources.
Therefore,
I
moved.
D
To
a
producer,
yes,
just
clarification
for
commissioner
Daley.
Are
you
on
item
a
or
Item
B
we're.
B
Okay,
yeah
on
this
is
Scott
Campbell.
Is
there
any
questions
or
anything
about
this
application
because
we
were,
we
were
getting
a
revised
finding
effect
in
conclusions
wow
which,
which
I
have
read?
Are
there
any
discussions
on
this
application.
G
Thank
you
Mr
chairman
commissioner.
So
yes
for
this
first
item
for
Mr
Scott
Campbell.
We
have
prepared,
as
requested
to
support
your
decision
to
approve
the
variance
we've
submitted
new,
revised
findings
of
fact,
conclusions
to
law
for
your
your
consideration
today
on
that
one
and
then
for
item
five,
two
B
that
was
a
table
to
today
to
allow
the
public
hearing
was
closed
and
you
you
provided
some
additional
time,
Friday
on
2,
10,
4
pm
for
folks
to
submit
written
comments
and
a
rebuttal
by
4
P.M
on
213.
B
The
Scott
Campbell
one,
that's
that
the
height
requirement.
Yes,.
G
C
H
B
All
right,
you've
heard
emotional
in
favor,
say:
aye
aye,
aye.
Okay,
now
we'll
take
up
the
two
zero

CPA,

c
d:

c:

C
C
I'll
review
again,
the
existing
Southeast
data
land
use
plant
designates
this
property
as
commercial.
The
historic
use
of
this
property
is
commercial.
The
property
currently
and
historically
has
not
been
used
as
rangeland,
and
the
proposed
commercial
use
of
this
property
is
based
upon
available
availability
of
required
resources.
C
Therefore,
I
move
to
approve
the
comprehensive
plan
Amendment
for
2022.01
728,
CPA,

comprehensive
plan
to
show
the
land
use
change
from
rangeland
to
Commercial
and
direct
the
staff
to
prepare
the
necessary
resolution.
Consistent
with
this
decision.
B
D
B
D
So
in
Combined
we
probably
had
at
least
50
or
more
people.
Testifying
did
have
some
interesting
legal
arguments
on
both
sides,
and
so
you
know,
I
had
to
do
a
little
bit
of
deeper
dive
than
I.
D
Normally
do
and
I
I
found
that
you
know
there
was
I
some
confusion
on
some
of
the
interpretations
of
law
that
seem
to
conflict
with
with
others,
and
so
I
still
find
some
of
our
ordinances
on
what
can
be
done
outside
the
area
of
City
Impact
a
little
confusing,
but
when
I
examined
the
comprehensive
plan,
it
does
specifically
seem
to
address
that.
D
This
is
that
this
could
be
accomplished
outside
the
area
of
City
Impact
and
we've
previously
had
other
commercial
operations
outside
the
area
of
City.
Impact
I.
Think
one
issue
I
have
is
that
our
definition
of
RV
parks
as
commercial
doesn't
really
fit.
The
other
definition
of
commercial
in
in
our
code,
I
could
see
somewhere
down
the
line
us
looking
to
reclassify
RV
parks,
as
some
other
designation
other
than
solely
commercial,
but
I
think
at
the
moment
it's
appropriate
for
this
particular
motion.
D
So
that's
why
I
plan
to
support
this
amendment
of
The
comprehensive
plan.
B
Okay
and
I
might
add
that
I
think
this
is
one
of
the
cases
where
the
comprehensive
plan
is
being
adapted
for
what
we,
as
a
community
believe,
is
in
the
best
interest
of.
B
There's
a
shortage
of
RV
spaces
RV
park
spaces.
This
will
add
to
the
to
the
inventory,
which
I
think
will
be
for
the
betterment
of
the
community
and
I.
Think
the
individuals
involved
have
have
done
a
lot
to
benefit
the
whole
Community
by
putting
water
in
and
doing
the
landscaping
and
so
forth.
So
I'm
gonna,
I'm
gonna
support
this
motion.
Okay,
you've
heard
the
motion
all
in
favor
say:
aye
aye
aye.
B
C
Go
ahead
again,
based
on
my
review,
it
is
also
my
understanding
that
the
property
in
this
area
of
trans
is
a
transitioned
from
rural
to
Urban.
Property
has
been
rangeland
historically,
the
land
has
historically
been
used
as
a
gun
range
required.
Services
will
be
made
available,
inspected
and
approved
by
the
appropriate
entities
such
as
Central
District,
Health,
Whitney,
fire,
Viola,
water,
the
Q,
hazardous
materials,
mediation,
achd
and
Landscaping,
and
the
applicant
understands
that
the
terms
of
approval
must
be
complied
with
at
all
times
or
approval
may
be
revoked.
B
D
D
So
again
we
we've
heard
a
lot
of
testimony
on
this
issue,
and
you
know
one
of
one
of
the
things
that
came
up
during
previous
testimony
is
well.
Is
this
project
affordable
housing
or
is
this
project
a
Resort
destination
for
RV
owners
and
I?
Think
at
the
end
of
the
day,
I
came
to
the
conclusion.
Well,
it
can
be
both
if
it's
managed
correctly
I.
D
Think
primarily,
the
goal
of
the
applicant
is
to
have
a
successful
commercial
business,
but,
as
I
previously
stated,
when
you're
talking
about
an
RV
park,
which
we
do
classify
as
commercial,
it's
not
really
the
same
type
of
commercial
as
any
other
business.
People
are
going
to
be
living
in
RVs,
whether
for
one
year,
six
months
or
a
shorter
period
of
time.
So
in
my
mind
it
really
sort
of
falls
under
a
quasi
residential
commercial,
hybrid
and
maybe
in
the
future.
We
can
look
at
altering
that
designation.
D
But
again
we
we
had
a
lot
of
good
testimony.
I
think
we
really
sussed
out
the
issue.
We
well
I
personally
decided
that
I
want
to
leave
it
up
to
the
applicants
on
how
they
manage
this
property.
With
the
goal
that
it's
done
for
the
benefit
of
the
community
in
Ada
County,
so
in
order
to
to
Grant,
you
know
this
kind
of
zoning
change.
I
think
there
has
to
be
some.
Something
said
that
applicants
have
Community
caretaker
function
and
while
they
are
number
one
goal
should
be
to
make
a
profit.
D
They
do
need
to
look
at
the
needs
of
the
surrounding
community
and
know
that
there
are
people
of
limited
means
that
want
to
live
in
an
RV,
whether
short-term
or
long
term,
and
are
having
trouble
finding
a
spot
in
Ada,
County
and,
as
a
result,
are
getting
cited
by
our
code
enforcement.
Because
our
ordinance
says
you
can't
live
in
an
RV
park
anywhere
except
or
you
can't
live
in
an
RV
anywhere
except
area
designated
by
Ada
County.
D
So
for
that
reason,
I
decided
not
to
push
for
requirements
relating
to
length
of
stay
or
the
age
of
the
RVs
I'm,
hoping
that
the
applicants
use
their
best
discretion
again
with
the
interests
of
the
community
in
mind,
knowing
that
some
people
may
have
a
RV
that's
older
than
10
years,
but
can
still
be
a
good
tenant.
A
good
customer
of
this
project,
we
also
did
not
push
for
any
specific
micromanagement
on.
D
B
Any
other
discussion
on
the
motion-
okay,
here
I-
know
the
discussion.
I'd
call
for
the
question
on
favor
of
the
motion
signify
by
saying
aye
aye.
D
B
Aye
motion
carries
okay,
we'll
we'll
I
guess
in
the
motion.
We
direct
staff
to
create
the
the.
H
D
Right
Mr
chair
I'll
make
a
motion
to
table
the
application.

What
date
do
we
have
the
March

B
B
D
B
Moving
on,
we
have
three
resolutions:
I'll
open
the
public
hearing
on
resolution
number
two,
eight
three:
seven,
our
upper
resolution,
number
24
for
approval
of
allowable
expenditures
from
the
American
Rescue
plan,
act,
water,
main
pipe
and
air
conditioning
units.
Is
there
anyone
here
to
speak
to
it?
Josh.
F
Yeah
thanks
Mr,
chairman
Commissioners,
the
TCA
building
is
in
need
of
new
air
conditioning
units
and
the
Board
review
board
has
found
that
our
requirements
have
been
met,
we'll
be
upgrading
those
existing
units
which
are
operating
on
an
old
platform
to
the
new
mirv
13,
which
will
be
better
for
air
quality
inside
the
building.
As
you
know,
there's
a
lot
of
large
meetings
that
take
place
in
that
building
and
the
review
board
has
found
that
it
meets
requirements
and
the
cost
of
that
was
471.
F
240,
that's
an
estimation
and
with
your
approval,
we'll
go
out
to
bid
with
arpa
funds
on
that.
B
Thank
you.
Thank
you.
I
will
close
the
public
hearing
on
resolution
number
two.
Eight

accept
a
motion.

I'll

Yes,.

B
You've
heard
the
motion
all

Okay,
now
we
have
procurement

received
and
award

for

February

to
the
board
of
Ada

Commissioners
from
Ada

procurement
regarding

23030
dear
members
of
the
board,
Ada
County
procurement
received
two
responses
for
bid
23030
the
following
are
the
names
of
the
bidders
and
the
bid
amount
submitted.
The
first
bidder
is
dyllabus
Flooring
America,
with
a

of

dollars.
Bidder
number
two
is
wall-to-wall
commercial
flooring
with
a

of
fifty

Mr
Cherry
move
to

the

as
listed
on
the
agenda,
including
Five

three
new

and
five
license

and
authorized
the
chair
to
sign
the
documents
on
behalf
of
the
board
I.
Second,
the
motion.
B
J
Morning,
Mr
chair,
Commissioners,
happy
Tuesday.
We
are
well
aware
of
a
demonstration
that
might
be
taking
place
this
afternoon
on
the
the
Meridian
Idaho
library
district
here
at
the
courthouse
at
4
pm.
So
I
just
want
to
bring
that
to
the
commissioner's
attention.
It's
a
demonstration
in
favor
of
keeping
the
library
open,
so
I
didn't
want
anyone
to
be
surprised
by
that.
That's.
J
J
Then
we've
got
the
March
14th
election
coming
up,
so
we're
on
cue
for
that
and
everything
seems
to
be
rolling
along
smoothly
with
that.
So
the.
B
Okay,
all
right!
Well,
thank
you.
Thank
you.
We
have
next
on
the
agenda.
The
claims
Journal
I'll,
accept
a
motion
on
the
claims
Journal.
C
B
C
B
D
B
D
Mr,
chair
I,
moved
to
approve
the
Personnel
actions
as
listed
on
the
agenda
and
that
the
summary
sheet
remain
on
file
in
the
commissioner's
office
I.
Second,
the.
C
B
Okay,
you've
heard
the
motion
all
in
favor,
say:
I
I.
Okay,
now
we
have
the
deputy.
H
B
B
Okay,
well,
you've
heard
the
motion
all
in
favor
signify,
saying
aye
aye
aye
motion
carries.
Thank
you.
Thank
you.
Okay.
We
we
have
with
us
our
distinguished
treasurer,
I'm
sure
she'll
have
a
great
report.
I
I
But
they're
back
I
will
just
note
that
16
is
very
manageable
for
us,
especially
compared
to
the
hundreds
that
we
were
doing
closer
to
the
December
January
time
frame.
So
we'll
get
them
done
in
no
time
other
than
that.
It's
business
as
usual
for
our
office,
this
time
of
year,
tracking
some
legislation
and
otherwise
nothing
out
of
the
ordinary
to
report.
B
Okay,
all
right
well,
thank
you.
Thank
you.
Well,
next
about
the
approval
of
the
minutes.
I'll
accept
a
motion.
D
B
You
for
an
emotion
all
in
favor,
say
aye
aye,
aye
aye
most
carries
now.
We
have
some
interim
agreements
with
Expo
Idaho
five
interim
agreements.
I
would
accept
a
motion.
B
Okay,
is
there
a
second
to
the
motion
I'll?
Second,
that
you've
heard
the
motion
all
in
favor,
say:
aye
aye
aye
aye
motion
carries
now.
We
have
six
agreements,
various
natures,
I'll,
accept
emotion
or
any
discussion
on
any
of
the
agreements.
B
You've
heard
the
motion
all
in
favor
signify
by
saying
aye
aye
aye
aye
aye
motion
carries
now.
We
have
First
Responders
Wellness
pricing
agreement.
Is
that
who's
going
to
talk
about
that
anybody.
B
I
guess
not
I
guess
we'll
have
to
delay
that
until
another
that
day,
because
no
one's
here
to
speak
about
him.
Okay,
all
right!
Well
before
we
recess
I
think
we
have
another
one
of
our
lecture.
Yes,.
D
B
B
You've
heard
the
motion
all
in
favor,
say:
aye
aye
aye
most
carries.
We
ratified
the
agreement
that
we've
already
signed,
which
is
good
okay,
I'm
going
to
before
we
we
recess.
We
have
our
our
coroner
here
today
and
we'd
like
to
hear
a
few
words
from
our
coroner
he's,
not
a
listen
on
the
agenda,
so
we're
going
to
deviate
from
the
agenda.
But
thank
you
thank
you
for
coming
by
and
I'd
like
to
hear
how
everything's
going
we
haven't
heard
from
you
since
you've
been
over
there.
A
You
very
much
I
didn't
plan
on
doing
this
I
just
sure
anyway.
The
transition
has
gone
quite
well.
Things
are
moving
along
very,
very
well,
as
from
my
perspective,
we're
updating
the
policies.
Those
kind
of
those
kind
of
activities
we're
starting
this
week,
I
believe
we're
having
an
auditor
come
out
and
take
a
look
at
our
contracts
that
we
have
for
outside
counties
just
to
make
sure
that
we're
up
to
speed
on
those
that's
my
understanding,
those
haven't
been
looked
at
in
quite
a
while
is.
A
Okay,
other
than
that,
like
I,
said
it's
going
along
great
I,
have
no
complaints
and
I'm
quite
pleased
with
the
staff
we're
all
settling
in
with
the
under
my
new
Administration
everybody
at
least
I'm,
not
hearing
any
grumblings
and
nobody's
you
know
snarling,
it
means
they'll
walk
through
the
hall.
So
that's
a
good
thing.
Well,.
B
That
that's
good
yeah!
Well,
we
welcome
you
to
our
to
our
open
business
meeting.
You're
always
welcome
if
you'd,
if
you,
if
it
might
be
appropriate,
if
you're
going
to
be
here
at
an
open
meeting
to
notify
our
our
clerk.
So
we
can
put
you
on
the
agenda
and
and
not
have
to
go
deviate
from
our
agenda
because
we
we
like
to
hear
from
all
our
elected
officials
as
you
notice
in
here.
So
but
you
know,
but
most
of
them
have
business
that
they
conduct
today.
B
H
D
D
A
Think
it's
March
first
week
of
March
I
believe
yeah
yeah
good.
A
B
All
right,
thank
you.
Thank
you,
censor
all
right
unless
there's
any
further
business,
we'll
be
in
recess
we're
in
recess.
B
Heard
well
good
morning
today's
night
and
today
is
Tuesday
the
21st
day
of
February.
The
time
is
9
or
10
45.,
the
the
Board
of
Commissioners
sitting
as
a
board
of
Emergency
Medical
Services
district
is
in
session
to
conduct
its
weekly
open
business
meeting
Madam
clerk.
Are
there
any
changes
to
the
agenda.
B
C
B
B
I
second,
the
motion:
well,
she
even
motion
all
in
favor
say:
aye
aye,
aye
aye.
We
have
an
EMS
update,
but
we
have
nobody
here
to
give
us.
The
update.
I
can
tell
you
that
Sean
is
over
and
he
is
working
on
a
Senate
concurrent
resolution
to
designate
the
EMS
as
a
critical
service
are
unnecessary
service
so
anyway,
but
we
don't
have
any
other
I'll
recess.
The
meeting
meetings
recess
thanks.
B
B
Well,
good
morning,
today
is
the
21st
day
of
February,
the
Board
of
Commissioners
sitting
as
a
board
of
avamores
community
infrastructure.
District
number
one
is
in
session
to
conduct
its
weekly
open
business
meeting.
All
three
Commissioners
are
present.
Are
there
any
changes
to
the
agenda?
Madam
clerk,
no.
B
I
second,
the
motion:
okay,
you've
heard
the
motion
all
in
favor,
say:
aye
aye,
aye
aye
motion
carries.
We
have
we'll
need
a
motion
for
the
approval
of
the
minutes
from
the
2
7
23
meeting.
It's.
