A
Good
morning
today
is
the
second
day
of
May.
Imagine
that
time
is
nine
o'clock,
and
the
board
of
commissioner
is
in
session
to
conduct
its
open
business
meeting
the
commissioner
Davidson
and
I
are
president
Mr
Daley
is,
is.
B
F
A
A
Okay,
the
first
item
on
the
agenda
is
appointment
of
Kenneth
Shedden
to
the
parks
and
open
space
and
trailers
advisory
committee.
A
term
expires
9
30
23..
A
It's
your
recommendation.
Do
you
have
anything
you
want
to
say
about
Kenneth.
G
I
I
interviewed
Kenneth,
along
with
Scott
Coburg,
and
we
talked
to
a
few
different
applicants
and
he
stood
out
as
having
some
very
good
relevant
experience.
And
so
we
both
agree
to
recommend
Kenneth
Shedden
for
appointment
to
this
vacancy.
A
All
right,
then
I,
then
I
I
will
accept
emotion,
I'll.
G
Move
to
a
point:
Kenneth
Shedden
to
the
parks,
open
space
and
trails,
Advisory
Board
turned
to
expire,
9,
30
2023.
A
A
A
E
E
A
A
All
right
moving
on
the
new
business,
we
have
a
couple
of
resolutions:
I'll
open
the
public
hearing
on
resolution
number
two,
eight
six:
two:
the
resolution
for
receive
the
personal
property
by
Ada
County
Emergency
Management
from
Meridian
Medical,
Arts,
Charter,
High,
School.
Okay,
we
have
a
discussion
on
this
one,
no
all
right
if.
A
Second
emotion,
all
in
favor
say
aye
aye
all
right
motion
carries
next.
I
will
open
the
public
hearing
on
resolution
number
2863
Alpha
resolution
number
29
for
approval
of
allowable
expenditures
related
to
the
American
Rescue
plan
neck
fund
budget.
Is
this
not
just
to
extend
the
those
nurses
and
that's
all
that
doesn't
increase
any
or
decrease
in
any
it?
A
Oh
second
of
motion,
all
in
favor,
say
aye
aye
aye
motion
carries
okay.
Moving
along,
we
have
a
couple
of
bids
to
open,
go
ahead.
E
Bob,
yes,
Mr
chairman
commissioner,
before
you
this
morning,
there's
a
couple
of
items
under
new
business,
the
first
first
of
which
is
Bid
23039,
the
Ada
County
Hsu
done
and
Bush
Chiller,
2023
and
and
the
89
procurement
received
four
responses
for
this
bid
and
would
like
to
submit
this
letter
of
the
bench
received
and
a
recommendation
for
award
for
your
consideration.
E
H
G
I
move
to
accept
the
recommendations
of
the
evaluation
Committee
in
award
bid,
23039
Ada
County
BSU
denim,
it's
Hsu,
well,
Hsu,
Dunham,
Bush,
Chiller,
2023
to
American
Chiller
service
in
the
amount
of
120
926
dollars.
G
A
E
You
all
righty
our
second
item,
Mr
chairman,
is
kid:
23049
that
Barbara
Park
office,
remodeled,
2023
and
any
kind
of
procurement
received
four
responses
for
bid.
23049
I
would
like
to
submit
this
letter
the
bids
received
and
their
Recreation
for
award
for
your
consideration.
Okay,
you
can
read
the
letter
be
happy
to
read
the
letter.
Thank
you.
David
May,
2nd
2023
to
the
board
of
Eddie
County
Commissioners
from
Miami
County
procurement.
E
G
A
A
I've
looked
at
all
of
them,
I
don't
see
any
reason
to
not
approve
them.
Do
we
have
a
motion.
G
A
F
Mr,
chair
is
evidenced
by
what's
on
the
agenda.
It's
busy
season
for
us,
weddings
are
kicking
off,
we
have
catering
permits
and
alcohol
license
are
being
renewed.
We
have
a
lot
of
people
doing
a
lot
of
hard
work,
as
well
as
keeping
the
courts
flowing
appropriately
we're.
Also
in
the
midst
of
election
we
started
early
voting
yesterday.
Everything
kicked
off
without
a
hitch
at
the
voting
sites
that
we
had.
There
isn't
a
high
turnout
on
the
first
day,
but
we
expect
over
the
coming
weeks
that
turnout
will
continue
to
ramp
up.
F
It
is
notable
we
were
looking
at
some
campaign
Finance
data
yesterday.
The
second
highest
campaign
collector
this
year
in
the
state
so
far,
is
a
Library
District
member
from
northern
Idaho
and
they're
out
outpacing
candidates
for
mayor
in
Boise
city,
and
so
you
can
see
what's
the
temperature,
it
is
very
bizarre
I'm
getting
mailers
in
the
mail
for
Library
District
trustees
I've
never
seen
that
before
in
my
life.
So
this
this
could
be
a
very
abnormal
election
based
off
the
trends
that
we're
seeing
in
the
past.
So.
F
F
Were
number
two
overall
yeah
we
were
hoping
for
number
one,
but
we're
not
giving
up
until
we
hit
number
one.
That's
a
great
reflection
upon
the
employees
in
the
office
and
our
supervisors
that
are
working
really
hard
to
create
an
atmosphere
in
which
people
love
to
work.
We
have
some
tough
things
that
we
deal
with
all
the
way
from
elections
to
courts,
and
sometimes
the
workplace
is
not
the
funnest
place
to
be
at
based
off
of
what
we're
dealing
with.
F
F
A
F
Thank
you.
That's
all
I
have
Mr
chair,
we'll
beat
you,
there
was
a
titling
company,
I
believe
that's
who
it
was.
Wasn't
it
yeah?
F
F
A
major
sponsor
for
the
the
program
too,
so
we're.
F
A
You
next
up,
we
have
the
claims.
Journal
I'll,
accept
a
motion.
A
Okay
I'll.
Second,
the
motion
on
whoever
say:
aye
aye,
all.
G
A
Second
Motion
in
favor,
say:
aye.
All
right
motion
carries
now.
We
have
assessor's
office,
we
have
the
deputy
successor.
D
You
yeah
all
we
have
on
the
calendar
this
morning.
It's
just
a
casualty
loss,
it's
like
a
house
burned
down
in
2022
and
not
too
exciting,
and
but
we're
just
preparing
the
role
of
working
really
hard
over
there.
All
the
heavy
pushing
is
done
as
far
as
our
values,
so
we're
just
kind
of
right
now
doing
reviews
and
just
combing
the
data
that
I
mean
overall
residential
single
families
going
down
about
10
to
20
on
average.
So.
H
D
So
well
he'll
be
and
when,
when
do
you
mail,
those
out
Sophie
at
the
end
of
the
month,
right
before
Memorial
Day,
Weekend,
yep
yep?
So
the
the
market
currently
is
kind
of?
It
was
going
down
at
a
pretty
steady
pace
and
it's
kind
of
flattened
out.
A
A
D
I
think
it
is
flattening
out
yeah,
who
knows
a
little
stronger,
yeah
and
I
heard
that
this
morning
one
of
our
analysts
was
saying
seeing
a
little
bit
of
uptick
in
certain
areas.
Multiple
Whopper.
H
A
Right
well
now,
when
you
send
out
your
the
the
assessment
notices,
do
you
send
out
any
other
any.
D
D
A
H
You
got
all
your
circuit.
D
H
B
A
We
have
this
tax
cancellation
that
you
mentioned.
Yes,
casually
loss
yeah
casually
loss,
it's
because
of
the
fire
crap
all
right,
so
I'll
accept
a
motion.
I.
I
Good
morning,
Mr
chair,
how
are
you
good?
How
are
you
all
right,
so
in
our
office,
it's
it's
month
end.
Well,
it's
not
method.
It's
the
beginning
of
the.
I
Means
our
priority
is
reconciling
all
the
accounts
for
the
prior
month.
So
something
like
that,
so
that's
our
priority
is
doing
all
of
our
financial
reporting
for
the
prior
month
and
then
also
the
Federal
Reserve
is
meeting
right
now,
so
we're
keeping
an
eye
on
that.
They
expect
to
make
their
interest
rate
announcement
tomorrow
and
many
project
that'll
be
a
quarter
point
great
hike,
so
we're
keeping
an
eye
on
that
and
for
how
much
longer
they
continue
to
increase
and
then
at
what
point
they
pause
and
start
decreasing.
A
I
Index
bill
Sharon.
That
is
correct,
so
there's
a
lot
of
data
that
we
have
to
wait
for
and
also
related
to
the
schools,
the
Ada,
the
average
daily
attendance.
So
a
lot
of
those
numbers
we're
going
to
have
to
wait.
So
we
know
there's
going
to
be
savings,
reflected
on
the
bill,
we're
just
not
able
at
this
time
to
give
a
good
estimate
of
what
it
might
look
like.
That's.
I
A
Thank
you.
Thank
you.
Thank
you.
Okay,
next,
on
the
agenda
is
the
approval
of
minutes.
I'll
accept
emotion,.
A
I'll
second,
the
motion-
I,
don't
ever
say
I
I
motion
carries
okay.
Now
we
get
to
some
fun
stuff,
Expo
Idaho
yeah.
We
have
lots
of
commercial,
commercial,
exhibitor
agreements,
19
of
them,
and
we.
A
Five,
any
discussion
or
issues
we
need
to
know
about.
B
We
give
first
right
of
refusal
to
those
that
were
there
last
year
and
then
those
that
did
not
return
with
within
a
certain
period
of
time
that
we
opened
up
and
start
taking
new
applicants
and
then,
after
a
certain
period
of
time,
we'll
take
people
on
a
waiting
list
of
those,
because
a
lot
of
people
would
just
assume
the
inside
then
outside.
So
we
take
a
waiting,
listen
at
some
point.
They
either
get
a
choice
of
going
outside
or
not
being
part
of
the
fair
a
little
while
ago
and
we're
right
in
the.
G
A
You've
heard
the
motion
all
in
favor,
say:
aye
aye
aye
motion
carries.
Thank
you.
Thank
you
all
right.
We
now
have
parks
and
water,
AIDS
parks
and
waterways
Barbara
Park,
Event
Center.
We
have
nine
events.
G
Eight
yeah
there's,
there's
eight
yeah,
no
I'll
move
to
approve
there.
I'll.
A
Second,
the
motion-
I,
don't
favor,
say
I
I
motion
carries
next
up.
We
have
six
agreements,
I
read
through
the
agreements
and
they
they
all
look
reasonable
to
me
and
I'll
accept
emotion,.
A
A
And
finally,
we
have
a
miscellaneous
document.
Polytroxyl
is
our
Bond
lawyer
and
they
do
some
legal
work
for
us
and
they
have
a
a
client
that
that
wanted
them
to
represent
them
and
that
we
had
to
have
a
waiver
of
a
conflict.
And
that's
what
we're
doing
here,
because
it's.
A
A
Well,
good
morning,
today
is
the
second
day
of
May,
the
Board
of
Commissioners
sitting
as
a
board
of
Emergency
Medical
Services
district
is
in
session
to
conduct
its
weekly
open
business
meeting.
Both
Commissioners
are
present.
We
also
have
with
us
go
ahead:
Sean
rain
paramedics
solution,
number
2864,
a
resolution
providing
for
the
sale
of
two
Ford
ambulances
by
the
Ada
County
Emergency
Medical,
Services,
District,
okay,
I'll
open
it
public
here
very
well
used.
C
So
as
we
ship
them
to
South,
America
really
do
some
Reverb
on
them,
I
guess
and
get
some
more
miles
out
of
them
down
yeah
good
for
them.
We.
A
Do
have
a
few
that
local
agencies
bought
at
auction,
but
these
have
seen
better
days.
Okay,
I'll
close
if
I'll
be
carrying
on
resolution
2864
and
ask
for
a
motion.
A
A
A
second
the
motion,
I,
don't
ever
say
all
right.
All
right
motion
carries
when
there
are
Personnel
actions.
Two-Step
increases
I'll
accept
the
motion
on
that
I.
A
G
A
Oh,
if
they
ever
say,
I
I
now,
I
have
one
agreement,
and
this
agreement
is
number
15
225,
a
joint
Powers
agreement
between
Ada
County
at
all.
What's
the
gist
of
this
of
this
change
in
the
in
the
total
power
yeah.
C
Mr
chair,
commissioner
Davidson.
The
idea
behind
this
joint
Powers
agreement
is
for
years.
If
we
go
back
about
13
years,
we
started
training
all
of
the
agencies
in
Ada,
County
and
kind
of
in
the
valley
on
the
active,
shooter,
Hospital
event
response
topic,
and
what
we've
seen
is
we'll
we'll
culminate
that
that
training
and
experience
and
kind
of
get
that
thing
done,
and
then
we've
seen
agencies
just
kind
of
separate
and
forget
about
it.
So
what
this
GPA
does
is.
C
It
gets
us
to
lock
arms
and
agreement
to
say
we're
going
to
keep
coming
back
to
the
table,
we're
going
to
keep
training,
keep
refining
our
plan
and
knowing
that
that
we
need
to
be
able
to
do
this
very
well
together
in
the
training
we
had
last
December
has
really
got
us
to
that
point,
but
now
we
need
to
to
keep
that
momentum
going.
H
G
A
A
A
C
Wastewater
data
is
per
primarily
the
xbb
1.1.5
variant.
It's
not
the
one
that
causes
pink
eye.
We
haven't
really
seen
that
one
pop
up
in
Wastewater
data
yet,
but
it's
obviously
here,
commissioner
Davidson
knew
somebody
that
that
had
that
variant.
So
beyond
that
I
want
to
say
congratulations
to
commissioner
Beck
for
accepting
the
role
and
being
voted
in
is
the
chair
of
the
Ada
County
City
Emergency,
Services
System.
So
thank
you
for
doing
that.
A
C
We
appreciate
that
the
city
of
Boise
did
appoint
their
new
member
to
the
board.
She
wasn't
at
the
last
meeting,
but
it's
Latonia
Haney's
Keith
is
that
the
new
member
from
the
city
of
Boise?
So
we
did
that
and
then
the
vice
chair
is
is
mayor
Simpson
again,
so,
oh
okay,
but
in
the
last
meeting
we
we
approved
the
budget
for
Access.
C
There
was
quite
a
bit
of
discussion
from
mainly
mayor
Simpson
about
some
of
the
increases
we
had,
but
a
lot
of
it
had
to
do
with
our
move
to
a
56,
Hour
Work
Week.
A
couple
of
those
cap
and
positions
became
more
expensive
than
they
have
been
in
previous
year
and
then
the
addition
of
the
trauma,
Intervention
Program.
G
But
the
the
motion
was
made
and
that
the
budget
was
was
improved,
so
that
was
a
good
thing.
Okay,
so
on
the
Tiff
program,
the
trauma
trauma
informed
trauma,
intervention
intervention,
so
every
city
in
the
in
the
joint
Powers
have
contribute
to
that,
and
is
that
was
that
a
proportional
share?
What
was
the
formula.
C
That
that
the
way
that
we
break
everything
down
in
Access
is
it's
a
share
based
on
the
number
of
stations
that
that
agency
owns
So
in
this
coming
Year's
budget
we
have
17
stations,
Boise
fire
has
17,
Meridian
will
have.
Eight
eagle
has
four
and
Cuna
has
one
star
has
three
so
a
mid
star
that.
C
Note
in
that
meeting
is
the
the
board
voted
to
bring
Middleton
Fire
into
the
access
system.
Chief
tominski
out
there
is
working
to
combine
those
two
departments
they're
still
separated.
They
still
have
two
boards
but
they're.
It's
a
functional
consolidation
right
now
he's
working
to
do
an
actual
consolidation
of
those
two
districts,
so
we're
working
with
the
state
to
get
those
Personnel
in
the
that
were
listed
as
Middleton
providers
onto
the.
C
Years
for
a
long
time,
yeah
for
at
least
three
or
four
years
formally
and
that's
when
Chief
tominsky
started
kind
of
mixing
those
Personnel.
So
you
had
a
lot
of
people
that
were
Middleton
employees
that
were
working
in
Star
and
vice
versa,
and
so
it's
caused
the
the
state
a
little
bit
of
a
pause
to
figure
out
how
they
do
it.
But
Stars
station
two
had
been
in
Canyon
County
for
the
last
50
years,
so
that
that
District
straddled
into
County
or
into
