A
B
Tuesday
January,
the
3rd
time
is
10
or
5..
The
board
is
in
session
to
conduct
its
weekly
open
business
meeting
now
clerk.
Are
there
any
changes
to
the
agenda?
No.
B
Okay,
if
not,
we
have
some
unfinished
business.
I'll
accept
a
motion
to
remove
the
entertainment's
business
from
the
table.
Mr.
D
Chair
I
moved
to
ref,
remove
the
unfinished
business
from
the
table
for
consideration.
B
B
P
public
hearing
is
closed
on
this
application
and
based
on
the
prior
testimony
and
record
in
this
matter,
we
are
inclined
to
approve
the
comprehensive
plan,
Amendment
zone
change,
development
agreement,
conditional
use
and
master
site
plan,
but
want
Griffin
marketing
to
provide
a
sign
plan,
a
landscape
and
screening
plan
and
a
lighting
plan
for
the
project
at
the
second
public
hearing
for
review,
because
there
will
be
another
public
hearing
on
this
project
and
I
suppose.
Is
there
any
further
discussion.
D
From
Gordon
sure
are
we
hearing
from
the
public
today
or
no.
E
8Th
at
6
p.m
is
the
next
scheduled
hearing
okay
and
there
will
be
public
hearing
and
they'll
be
in
the
regular
public
hearing.
Okay.
D
Then
well
before
that,
I'll
just
say
we
we've
already
had
a
public
hearing
and
it
was
very
well
attended.
One
of
the
probably
more
highly
tended
public
hearings
we've
had
in
a
while,
and
we
we
heard
from
both
sides
on
the
issue
we
heard
from
the
neighbors
we
heard
from
the
developers
I
think
we
had
a
very
productive
discussion.
A
lot
of
questions
were
asked.
D
A
lot
of
testimony
was
taken
and
we've
had
some
I
think
good
conversations
with
staff
to
kind
of
work
through
all
of
the
issues,
and
so
I
think
that
we
are
heading
into
this
second
public
hearing
that
we're
scheduling
being
being
fully
informed
and
having
discussed
all
the
issues.
This
is
something
we
just
decided.
That
I
think
would
be
a
good
idea
before
we
get
to.
The
second
public
hearing
is
to
you
know,
require
the
the
landscape
screening
plan
lighting
plan
for
the
project.
D
D
And
I
think
this
is
potentially
going
to
be
a
big,
a
good
project
for
the
community.
B
All
right,
yes,
and
as
previously
indicated,
we
did
have
a
fairly
substantial
public
hearing
on
this.
On
this
issue
and
and
the
public
hearing.
B
B
I'll
second,
the
motion
I
think
we've
had
sufficient
discussion
right
now
for
this
motion,
but
we
will.
This
will
be
open
for
public
hearing
on
the
8th
of
February.
So
I'll
ask
a
call
from
vote
all
in
favor.
The
motion
say:
aye
aye
aye
motion
carries.
Thank
you
all.
B
F
B
Yeah
where's
that
well
yeah,
okay,
we'll
move
on
to
licenses
I'll
accept
a
motion.
D
B
A
See
you
I'll
keep
it
pretty
brief.
We
have
an
elections
conference
this
week.
Daisy
and
Phil
have
been
working
really
hard
on
the
agenda
for
that.
So
that's
going
to
be
exciting.
To
see
kind
of
Phil
take
kick
his
time
off
at
the
Secretary
of
State's
office
there
this
week
and
then
Trent
gets
sworn
in
next
week
and
we
are
off
to
the
races
so
yeah.
B
Because
technically
Phil's
already
sworn
in
for
the
Secretary
of
State,
that's.
B
Yeah,
because
that's
the
way
they
do
it,
they're
having
an
official
public
signing
or
a
public
swearing
in
on
Saturday
is.
B
B
And
that's
going
to
be
at
the
steps
of
the
capital
but
Phil's
officially
sworn
in
over
there
this
morning
and
we
have
to
wait
till
the
ninth
here.
That's
right!
That's
fine!.
A
B
Actually,
go
through.
B
D
B
E
B
B
So
yeah
so
how's
everything
going
yeah
because
Bob
is
was,
is
officially
off
apparel.
As
of
31st.
E
That
is
correct,
so
yeah,
it's
what
I
call
neutral
week,
so
Bob's
out
Rebecca's,
not
in
so
it's
she's
gonna
get
things
cleaned
up
this
week
and
our
appraisal
staff.
They
just
got
done.
Wrapping
up
45
000
appraisals,
that
they've
done
physical
inspections,
so
they've
been
really
busy
and
they
just
getting
that
wrapped
up.
So
that's
the
20,
correct
yep.
So
we've
done
our
physical
inspections.
E
We
haven't
dialed
in
on
the
value
yet
because
you
know
we
saw
a
few
months,
but
as
far
as
the
drive-by
and
validating
characteristics
and
stuff,
and
then
we
also
got
property
tax
reduction,
otherwise
known
as
the
circuit
breaker.
So
that's
kicking
off
today
so
we'll
be.
We
can
start
accepting
applications
in
that
for
I.
Think
we
had
about
a
little
over
4
000
last
year,
so
that'll
keep
us
busy
these
coming
months.
E
Yeah,
so
it's
based
on
income,
so
okay
but
yeah
they'll
start
getting
busy
in
our
office
and
obviously
lots
of
changes
coming
up
so
yeah
those
have
to
be
done
by
the
15th.
They
started
correct
yeah.
They
have
to
apply
by
the
15th.
So
assuming
it
doesn't
I
don't
know
if
April
15th
falls
on
a
weekend
or
what,
but
then
they'd
have
that
following
a
Monday
right
well,.
B
Good
all
right
did
I
read
the
city
of
Boise
is
doing
something
additional
with
circuit
breaker
or
with.
E
E
Yeah
we've
been
in
contact
with
the
city
boys,
it's
actually
a
great
program
because
it
was
passed
by
the
legislators
last
year
right
and
it
gives
them
the
ability
to
basically
have
a
kicker.
So
with
a
dad
I
know,
they've
sent
out
letters
so
those
that
applied
and
were
qualified
in
city
of
Boise
basically
can
get
an
additional
tax
amount
and
that's
at
the
time
it
was
yet
to
be
determined
how
much.
But
it
would
definitely
help
out
those
people
that
didn't
where
the
circuit
breaker
didn't
pay
for
all
their
taxes.
E
They
could
get
possibly
the
remaining
amount
of
their
taxes,
paid
I.
Think
it's
a
great
program,
I
think
it's
neat
the
Boise
City's
jumping
in
and
they're
the
only
city.
So
far
that's
dropped
on
that
program.
But
but
you
do
have
to
respond
to
the
letter,
and
hopefully
people
don't
assume
it's
some
kind
of
scam
or
something
and
don't
respond,
because
there
could
be
some
tax
savings
in
there
and.
B
Kansas
tax
cancellations,
which
are
not
cancellations
but
they're
adjustments,
but
we
call
them
cancellations.
B
Okay
out,
second,
the
motion,
if
they
ever
say,
I
I.
D
C
Morning,
Mr
chairman,
how
are
you
doing
good
thanks,
good
updates
for
the
treasurer's
office,
we're
tackling
the
tax
cancellations?
The
just
give
you
a
few
more
yeah
thanks.
They,
they
do
become
a
little
more
time
consuming
after
the
payments
come
in
after
the
due
date
and
so
forth.
Simply
because
at
that
time,
when
we
make
the
adjustment
we
have
to
back
off,
any
payments
that
have
come
in
first
apply
the
adjustment
through
the
system
and
reapply
the
payment
send
out
a
letter.
C
C
So
we
send
out
letters
to
them
a
delinquent
notices
that
could
trigger
calls
to
Euro's
office
and
if
you
get
those
feel
free
to
forward
those
down
we're
also
working
month
and
December
month
and
investment
report
will
be
done
this
week
for
next
week's
open
business
meeting
and
we're
also
preparing
to
bill
for
the
2020
sub
subsequent
role.
Sub-Roll
we're
prepping
that
this
week
and
it'll
it'll
happen
next
week
and
that's
about
it.
As
far
as
updates
for
the
treasurer's
office.
B
B
D
B
Oh
second,
the
motion,
I,
don't
ever
say
I
I
motion
carries
now.
We
have
three
agreements,
I
read
through
the
agreements
and
they
are
acceptable.
Is
there
any
questions
or
discussion
or
emotion,.
E
B
A
B
Well,
good
morning,
the
board,
commissioner,
is
sitting
as
a
board
of
Emergency
Medical
Services
district
is
in
session
to
conduct
its
weekly
open
business
meeting
both
Commissioners
are
present.
We
also
have
with
us
a
commute
identify
yourself
for
director
Tom
Daly
County
Commissioner,
elect
Elizabeth.
B
B
I
will
second
the
motion
all
in
favor,
say:
aye,
all
right.
All
right,
I'll
accept
a
motion
on
the
minutes.
F
Mr
Jason
good
morning,
this
is
an
agreement
with
one
of
our
employees
with
our
new
schedule
being
rotating
in
nature.
We
had
to
have
something
in
place
for
them
for
EMTs
to
be
able
to
attend
paramedic
school,
it's
our
a
big
pipeline
for
us
to
get
paramedics.
We've
done
this
in
the
past,
where
an
employee
is
actually
on
their
shift,
while
they're
going
to
class,
and
so
the
contract
is
actually
guaranteeing
that
they
stay
with
the
agency
for
a
period
of
time
and
if
they
don't
stay
for
a
period
of
time.
F
They
owe
us
that
money
back
for
the
time
that
they
were
actually
paid
while
they
were
in
class.
So
we
used
to
do
this
when
we
taught
our
own
Paramedic
program.
So
it's
nothing
new.
Just
new
to
these
employees,
So
Courtney,
was
the
first
that
okay.
D
F
Mr
chair,
commissioner
Davidson
start
off
with
covid
or
the
ili.
You
know
the
influenza
like
illness
I
give
you
this
report
every
week.
It's
it
peaked
out
on
December
15th
at
about
7.3,
it's
now
down
to
6.5
and
it's
sort
of
leveled
out
so
we'll
just
have
to
see
if
there's
an
impact
from
the
Christmas
and
New
Year's
holiday,
to
see
if
that
goes
up
again.
F
Rsv
all
the
other
stuff
combined
colds.
It
could
be
a
lot
of
different
things,
so
the
outside
of
that
you
know
made
it
through
the
holidays,
as
I
mentioned.
Commissioner
Davidson.
Just
before
the
meeting
the
ice
on
Christmas
Eve
caused
quite
a
Ruckus,
you
know
with
driving
and
slide-offs,
and
that
kind
of
thing
we
did
have
an
ambulance
pulling
into
a
station.
Just
with
that
lack
of
traction
they
pulled
in
and
the
ambulance
wouldn't
turn
they
slid
into.
Our
dumpster
enclosure
did
a
little
bit.
F
F
B
Can
do
well,
it
came
on
real,
fast,
real
fast
because
because
it
rained
a
little
bit
during
the
day
and
then
it
just
got
real
cold
yeah.
That's
where
there's
cars
off
the
road
it
was
devastating,
it
was
yeah
all
right
got
anything
else
for
us.
That
was
it.
That
was
it.
That
was
it
well
hey
any
questions
for
those.
D
Are
Community
Paramedic
program
doing
is
that
up
and
running
it's.
F
So
right
after
the
first
of
the
year,
the
plan
is
to
get
that
program,
identify
that
we
have
a
few
vacancies
in
the
community
Paramedic
program.
Get
those
folks
hired
we're
actually
going
to
pull
them
out
of
the
field
sometime
in
March
when
the
the
schedule
stabilizes
with
the
the
schedule,
change
and
then
they'll
be
planning
with
a
goal
of
May
1st
of
going
live
at
the
program.
Again,
we've
kind
of
retooled
things
to
address
what
we
knew
was
working
here.
F
You
know
do
they
need
some
resources
that
can
help
them
not
call
9-1-1
so
often
so
those
those
programs
where
we
have
a
goal
right
now
at
a
suspense
date
of
May
1st,
for
that
to
get
kicked
off,
but
they'll
be
doing
work
between
now
and
May
1st
to
really
get
the
program
up
and
running
and
identify
exactly
what
we're
going
to
be
doing
because
they're
going
to
be
running
on
a
24-hour
shift
with
the
new
schedule,
so
we'll
have
a
community
paramedic
available,
24
hours
a
day,
seven
days
a
week
where
in
the
past,
even
the
mental
hold
program
was
really
just
a
Monday
through
Friday.
F
Okay,
yeah,
the
only
other
thing
Mr
chair
that
we
have
representative
Sauder
is
going
to
be
doing
a
ride
along
next
week.
We
actually
had
commissioner
elect
daily
wrote
Along
on
December
13th
I
think
it
was
so.
We've
had
some
people
that
have
had
interest
I,
think.
F
To
ride
around
and
run
you
know,
code
three
and
and
I
know,
commissioner,
elect
was
on
a
pretty
significant
call
and
and
went
into
the
hospital
with
the
crew
and.
F
D
F
Probably
East
Idaho
I
think
it
is
Eastern
Idaho
but
coming
over
and
it's
all
part
of
that
EMS
sustainability
task
force
that
we're
working
on
with
the
state
and
so
I
think
we'll
also
I,
don't
know
if
we're
going
to
get
her
before
session
starts.
But
I
know.
Representative
blanksma
was
very
interested
in
doing
it
too,
but
just
you
know,
holidays
and
everything
before
the
session
starts,
she
wasn't
able
to
get
in.
F
Have
a
meeting
on
the
13th
we
met
with
with
Juliet
Sharon
as
the
Medicaid
director
a
couple
weeks
ago,
and
there
seemed
to
be
a
misunderstanding.
She
thought
that
this
program
would
be
fully
up
and
running
by
June
30th
of
2023,
but
they
don't
have
their
their
full-time
employee,
yet
it
hasn't
been.
F
They
haven't
allocated
the
funds
for
it,
it's
in
the
governor's
budget
for
this
year,
but
the
program
wouldn't
actually
start
until
2024
and
so
I
think
once
they
understood
that
they
they
kind
of
put
their
guard
down
and
and
things
are
moving
forward.
So
the
goal
now
is
to
submit
the
state
plan
Amendment
before
March
30th
and
that
actually
gets
things
backdated
to
January
1st,
so
we're
back
on
track.
So
it
took.
B
F
Well
and
I
think
as
we
move
forward,
even
with
the
sustainability
task
force,
you
know,
I,
don't
think
that
we're
going
to
find
a
Magic
Bullet
funding
source
to
fund
EMS
properly
in
Idaho
I.
Think
it's
going
to
be
a
patchwork
of
things
and
even
you
know,
as
I
was
meeting
with
commissioner
elect
Daly
a
few
weeks
ago,
he
had
some
some
ideas,
so
I
think
it's
going
to
be
a
number
of
different
Revenue
sources
that
properly
fund
EMS
in
Idaho.
Instead
of
just
relying
on
property
taxes.
F
We'll
have
you
know
these
different
pieces
in
in
the
state
share,
and
all
that
also.
But
that's
the
work
that
that
we're
really
going
to
do
this
legislative
session
is
education.
We
do
have
the
EMS
day
at
the
Capitol
on
the
23rd.
So
if,
if
you
guys
have
time,
it's
I
believe
from
nine
to
one
that
day
will
be
down
on
the
second
floor
of
rotunda
meeting
with
legislators
and
just
informing
them
the
issues
EMS,
the.
F
No
we've
got,
we've
got
representatives
from
all
over
the
state,
you
know
Kootenai
County,
all
over
the
place
volunteer,
you
know
paid
departments
and,
and
we've
done
our
best
to.
