If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
B
Good
morning,
everyone
today
is
the
seventh
of
February.
Time
is
nine
o'clock
the
board's
in
session
Board
of
Commissioners
in
session
to
conduct
its
weekly
open
business
meeting.
All
three
Commissioners
are
present.
B
B
Changes
to
the
agenda
all
right.
Our
first
item
of
business
today
is
an
employee
recognition.
We're
going
to
ask
Mr
Davidson.
Would
you
read
the
recognition
in
the
record
all.
H
Right
I'd
be
happy
to,
and
this
is
for,
Mark
perfect,
25-year
recognition
of
service
all
right.
After
dedicating
six
years
at
the
Idaho
Department
of
Labor,
the
Idaho
Transportation
Department
and
the
Bureau
of
Land
Management,
we
should
clarify
that.
That's
not
the
same.
Blm
Mark
perfect
came
to
Ada
County
at
the
very
end
of
the
late
1900s.
H
His
first
position
was
with
the
Ada
County
assessor's
office,
where
he
worked
for
six
months
as
a
land
records
technician
in
1998
Mark
was
then
hired
by
development
services
as
a
planner
one
in
late
1998
and
living
up
to
his
last
name.
He
was
quickly
promoted
to
planner
two,
eight
months
later
on
April
Fool's
Day
of
1999..
H
H
Countless
planning
applications
during
the
extremely
busy
years
of
the
early
2000s
Mark
volunteered
in
late
2005
to
fill
in
at
the
to
fill
in
at
the
planning
area
of
the
Department's
front
desk
after
both
front
desk
planners
left.
At
the
same
time,
this
initiative
and
practical
demonstration
of
his
ability
to
coordinate
with
other
divisions
led
to
Mark's
promotion
to
mid-level
supervisor
in
October
of
2006..
H
He
was
then
promoted
to
planner
3
supervisor.
One
year
later,
following
the
recession
of
2008,
Mark
was
selected
out
of
the
three
planning
supervisors
employed
at
the
time
to
continue
to
serve
as
the
planning
supervisor
following
the
restructuring
of
the
department.
Mark
was
then
promoted
in
2010
to
Planning
and
Zoning
administrator,
which
is
his
current
position.
H
He
has
had
many
unique
Adventures
like
the
time
he
and
the
County's
Code
Enforcement
Officers
investigated
a
foul
smell
plaguing
the
city
of
cuno.
After
discovering
that
a
facility
accommodating
septic
tank
pumping
trucks
was
the
culprit.
He,
along
with
the
professionally
trained
DEQ
smell
testers,
investigated
the
facility
and
were
able
to
work
with
the
owner
for
multiple
years
to
resolve
the
issue
when
encountering
troubled
or
hostile
Waters
Mark,
typically
counsels
his
colleagues
to
stick
to
the
code
planners
quickly,
learn
that
they
will
have
better
results
if
they
thoroughly
search
the
zoning
code.
H
First
before
seeking
Mark's
Counsel
on
questions
and
concerns,
his
black
and
white
approach
to
interpreting
and
enforcing
the
County's
zoning
laws
over
the
years
has
fostered
stability.
That
elected
leaders
and
the
development
Community
have
come
to
rely
on.
Mark
is
an
Idaho
native
and
BSU
graduate
who
appreciates
Sports
camping
fishing,
the
outdoors
and
music,
those
who
have
frequented
CWI
yotes
sporting
events
have
mostly
seen
Mark
cheering
them
on
Mark,
doesn't
mind
planning
parties
and
is
known
or
Mark,
doesn't
mind
planning
parties
and
is
known
for
preparing
excellent
food.
H
Following
the
exceptional
example
of
his
father,
Mark
has
been
a
driving
force
behind
the
organization
of
the
annual
development
services.
Campout
Mark's
contribution
to
the
office,
culture
and
professionalism
will
continue
to
influence
and
benefit
employees
in
development
services
for
years
to
come.
It
is
our
privilege
to
recognize
Mark
perfect
for
25
years
of
excellent
Service
as
an
Ada
County
employee.
Thank
you.
G
Mr
chairman
Commissioners
appreciate
this
this
opportunity
to
recognize
Mark.
It's
definitely
a
an
oppressive
accomplishment.
The
25
years
is
a
significant
amount
of
time
and
I
was
one
of
those
pliners
that
went
to
Mark
and
asked
questions.
I
remember
the
very
first
time
I
went
without
even
cracking
open
the
zoning
code
and
asked
my
question
and
he
turned
me
right
around
and
said
you
go
open.
The
book
I'll
give
you
a
hint
the
answer's
in
there.
G
You
know
I,
think
that's
why
I
wanted
at
the
time,
but
appreciate
that
that
message
and
lesson
to
to
develop
my
own
knowledge
of
that
code
and
I
think
he's
our
second
yeah
he's
our
second
longest
working
employee
in
development
services
right
now,
so
essentially
for
all
the
development
services.
Family
he's
been
our
our
constant
and
just
really
Mark
appreciate
your
your
contribution
to
our
professionalism
and
and
to
your
institutional
knowledge
and
the
difference
you've
made
for
development
services.
H
We
appreciate
you
and
I.
You
know
I've
always
thought
knowing
the
rules
thoroughly
is
always
the
key
to
success
and
you're
right.
You
know
crack
the
book
open
and
you'll
find
find
your
answer.
I
appreciate
everything
you
do
and
I
never
thought
when
I
got
elected,
that
I'd
hear
compliments
about
our
development
services
department,
because
it's
people
always
seem
to
be
frustrated
when
they
talk
about
Big
City
development
services
department
had
nothing
but
High
Praise
for
all
the
service
and
professionalism
from
your
department.
So
I
really
appreciate
it.
B
Do
that
for
a
certainly
well,
if
you'd
like
to
come
over
here
step
over
here,
we'll
we'll
take
a
picture.
B
Okay,
come
on
up,
we'll
have
a
give
this
one
then
we'll
have
one.
We
can
put
the
switch
that
Mark
sense
of
beta
County
and
present
this
award
to
April
25.
H
B
B
B
D
It's
all
yours
good
morning,
Mr
chairman
Commissioners,
before
you
this
morning
under
unfinished
business,
we
have
the
final
ranking
and
award
recommendation
for
RFP
23011,
the
Ada
County
employee
assistance
program.
The
evaluation
team
has
completed
the
initial
evaluation
of
these
proposals,
but
would
like
to
request
to
re-table
the
final
ranking
and
award
recommend
recommendation
to
the
February
21st
2023,
open
business
meeting
to
allow
time
for
interviews
of
the
top
three
candidates.
D
B
J
B
Thank
you
all
right.
Thank
you
all
right.
Moving
on
on
to
new
business,
we
have
a
resolution
so
I'll
open
the
public
hearing
on
resolution
2836
a
resolution
for
procurement
of
public
work,
construction
for
a
replacement
of
Ada
County
public
safety
building
windows
on
open
market.
Do
we
have
anybody
to
speak
to
this?
Go.
D
Mr,
chairman
Commissioners,
as
you
may
recall,
we
went
out
for
bid
for
bid
23019
the
Ada
County
public
safety
building
window
replacement,
FY
23.
We
received
one
bid
and
that
bid
was
over
budget
and
it
also
came
with
condition
terms
so
that
bidder
attached
to
their
bid
some
terms
for
escalation
clause
and
for
a
waiver
of
liability
and
so
because
they
did
that
made
them
non-responsive.
B
Okay,
any
other
discussion
on
this
resolution.
Hearing
that
I'll
close
the
the
public
hearing
on
resolution
number
2836
I'll
accept
a
motion.
B
I'll
second,
that
you've
heard
the
motion
all
in
favor,
say
aye,
all
right,
all
right
motion
carries.
Thank
you.
Thanks
moving
on,
we
now
have
some
more
Bob
work.
More
procurement,
yeah
we've
got
some
bid.
Openings,
the
first
one's
opening
a
bit
number
two:
three
zero
two:
oh
eighty,
County
Sheriff's
Office
vehicle
equipment.
D
Purchase
yeah
so
Mr,
chairman
Commissioners.
We
received
six
responses
for
bid
two
three
two
three
zero:
two,
zero
and
Robin
has
our
bonfire
e
procurement
system
up
there
queued
up
if
you're,
ready
for
us
to
open
I,
think
we're
ready
all
righty,
let's
open
them
up
Robin.
D
So
when
this
opens
up,
there
will
be
an
Excel,
spreadsheet
and
it'll
show
the
six
bidders
up
there.
The
sheriff's
office
has
six
divisions
for
each
of
these
bidders
to
bid
them
on,
so
the
bidder
can
bid
on
one
or
all
of
these
are
on
just
specific
items
along
specific
divisions.
Excuse
me:
okay,.
J
D
D
D
This
is
going
to
take
just
a
second,
so
bear
with
me
here
so
we'll
start
with
Dana's
Safety
Supply.
First
for
the
backflip
division.
D
They
bid
seven
thousand
two
hundred
three
dollars:
The

our
next

and
they've
been
the

83
467.20
and
the
sound

division,
222
875.80.
Just
to
note
on
that
magnetic
mic
division;
we'll
take
a
look
at
that;
that's
obviously
a
little
less
than
the
other
bidders
there.
D
Moving
on
to
Premier
vehicle
installation,
Incorporated,
a
backflip
division;
no

166
thousand
four

thirty

Mike

one
thousand

hundred
seventy

Phoenix

five

seventy

and
sixty

so
Tina
division;
seventy
eight
thousand
two
hundred
eighty
dollars
and
forty
eight
cents
and
sound
off
signal
division.
A
D
All
right,
that
is
all
our
bidders
all
the
divisions
bid,
and
we
would
like
to
request
that
this
be
tabled
for
award
to
the
February
14th
2023,
open
business
meeting.
H
This
is
our
new
fleet
manager
play
any
kind
of
role
in
these
kind
of
auto
equipment
purchases,
so.
D
He
will,
on
he
said,
he's
been
involved
with
this.
One
he's
seen
how
the
bid
process
works
and
and
kind
of
the
needs
of
what
the
Sheriff's
Office
department
has.
But
yes,
he
does
play
a
role
in
that.
So,
okay,
all
right.
H
J
B
D
We
proved
a
long
long
time
ago
now
here
we
are
here.
We
are
so
Mr
chairman
Commissioners.
Any
County
procurement
received
three
responses
for
bid
23023,
our
bonfire
procurement
system
is
queued
up
if
you're
ready
for
us
to
open.
D
So
today,
Mr
chairman,
we're
going
to
be
looking
for
the
name
of
the
bidder.
The
bid
amount,
which
will
have
a
hundred
thousand
dollar
owner's
contingency
in
that
bit
amount.
D
And
should
be
seeing
a
Excel
spreadsheet
opening
up
here
shortly.
D
We
have
our
three
bidders
up
there.
Our
first
bidder
is
AAA
Roofing
by
Gene
Incorporated
and
they
have
a
total
bid
amount
of
three
million
495
648
dollars.
Our
second
bidder
is
Nations
roof
Mountain
LLC
they
have
a
total
bid,
amount
of
2
million
one
hundred
fifty
thousand
dollars
and
our
final
bidder
is
Upson
company
and
they
have
a
total
bit
amount
of
2
million
169
370
dollars.
D
Those
are
three
bidders,
it's
a
big
spread,
and
it
is
that
first
one,
there
yeah
sure
the
other
two
seem
like
they're
in
line
there
with
what
we
would
be
estimated.
Okay,
all
right
so
Mr
chairman.
The
evaluation
team
will
need
time
to
review
those
three
bids
and
we
would
like
to
request
this
be
table
for
award
to
the
February
14th
2023,
open
business
meeting.
B
I'll,
second,
that
okay
for
the
motion,
all
in
favor,
say
that
all
right
all
right
motion
carries.
Thank
you
thanks
for
you.
Next
up
is
the
review
of
bids
received
and
award
recommendation
for
goods
and
services.
Fifty
thousand
two
hundred
thousand
bid
number
two
three
zero.
Three
three
eighty
County
landfill,
solid,
loader.
D
Tire
purchase
yes,
Mr,
chairman
Commissioners
Ada
County
procurement
received
three
responses
for
bid
23033,
but
the
landfill
would
like
to
have
additional
time
to
review
these
bids
that
were
submitted
and
would
like
to
request
that
this
be
tabled
to
the
February
21st
2023,
open
business
meeting.
H
B
I
second,
the
most
okay,
you've
heard
the
motion.
Well,
if
every
single
five
is
saying
all
right,
all
right
all
right
motion
carries
all
right.
Thank
you.
Thank
you.
Okay.
Next
up
we
have
license
stories.
It
appears
we
we
have
one
new
license
and
we
have
one
three
transfers
is
there?
Emotions.
J
B
I
Thank
you,
Mr,
chair
Commissioners.
Good
morning,
you
have
the
polling
places
in
front
of
you
for
consideration.
You'll
notice,
it's
a
smaller
election.
You
already
knew
that,
but
we've
got
14
precincts
contained
within
12
locations.
So
we
appreciate
you
designating
those
for
us.
I
I
B
B
Little
second,
that
you've
heard
the
motion.
If
you
ever
say,
aye
aye
aye
aye
motion
carries
thank
you.
You
have
your
following
places.
Appreciate
that
all
right,
thanks
a
lot
okay,
we
now
have
a
claims
journal
for
February
3rd
2023.
I'll
accept
a
motion.
H
B
B
All
in
favor
say
aye
all
right.
All
right
all
right
motion
carries
thank
you.
We
can
pay
our
bills
this
week,
but
Personnel
actions.
We
have
one
step,
increase
a
couple
of
career
progressions,
a
few
other
latter
progressions
I'll
accept
a
motion
on
the
on
the
Personnel
actions.
J
B
Okay,
you've
heard
the
motion,
favor
say:
aye,
aye,
aye
aye
motion
carries
and
now
we
have
with
us
our
distinguished
assessor.
We
have.
A
A
B
B
A
B
Good
good
now
our
I
see
a
legislative
committee
will
be
looking
at
these.
Do
you
keep
track
of
that
and
go
to
that
legislative
committee
meeting.
A
E
Name
is
chair,
Commissioners
speaking
of
IEC
as
you're
well
aware,
they
met
last
week,
so
I
participated
in
that
and
then
after
that
meeting,
the
treasurers
had
their
meeting
and
I
had
the
opportunity,
along
with
my
staff,
to
facilitate
a
two-hour
discussion
on
public
administration.
E
It's
becoming
a
bigger
thing
for
Ada
County,
so
an
FY
21.
We
had
22
case
referrals
to
our
office
and
then
FY
22.
We
had
32
referrals
to
our
office,
so
the
number
of
referrals
to
her
office
continues
to
grow.
So
we
just
shared
with
the
other
County
treasurers,
how
we
administer
these
Estates,
how
we
are
taking
efforts
to
prevent
waste,
secure
the
assets
and
then
liquidate
them,
pay
ourselves
pay
creditor
claims.
So
that
was
a
big
part
of
what
our
office
was
participating
in
last
week
and.
E
B
And-
and
they
don't
have
anybody
any
family
members
to
administer
the
estate,
that
is
correct.
H
E
Mr
Davidson,
so
they
they
struggle.
Some
of
them
have
never
even
had
one
so
I'm
sure
there
might
have
been
one,
but
none
was
referred
to
that
County
treasure
it
was
administered
I've,
not
administered
or
perhaps
taken
care
of
by
the
coroner
Indigent
services,
but
yeah
a
lot
of
them
haven't
had
any
or
they're
unlike
Ada
County.
H
H
B
You've
heard
the
motion
all
in
favor,
say:
aye
aye,
aye
aye
motion
carries
thank
you.
We
have
Expo
Idaho.
We
have
a
number
of
six
events,
including
girls
day
out
that
have
been
interesting
event.
H
B
Okay
for
demotion
all
in
favor
signify
by
saying
aye
aye
aye
aye
motion
carries
okay.
Next
up,
we
have
parks
and
water
raids.
We
have
two
agreements
for
the
Barbara,
Park,
Education
and
events
center
would
accept
the
motion
on
those
two.
B
H
B
B
Thank
you.
You've
heard
the
motion
all
in
favor,
so
you
decide
by
saying
aye,
aye,
aye
aye
and
next
up.
We
up.
We
have
a
little
unusual
item
here.
The
county
has
just
purchased
a
property
on
Elder
Street.
If
we
could
have
Mr
Rutherford
up,
give
us
a
little
update
on
what
we're
going
to
be
doing
that,
how
we're
going
to
be
paying
for
some
expenses
coming
up,
because
just
like
any
property,
there's
utilities
that
have
to
be
paid
that
sort
of
thing.
C
Yes,
sir,
thank
you
Mr
chairman
Commissioners,
good
morning,
operations
has
requested
that
we
keep
the
lights
on
and
the
power
going
and
keep
some
money
set
aside
for
snow
removal.
In
the
event
we
get
more
snow
until
they
get
this
operational
and
and
get
the
drug
court
facility
in
there
tca's
office
is
currently
paying
those
fees
for
Beachwood,
and
so.
C
That
properties
periodically
yes,
they're
meeting
there
in
the
evenings,
so
the
path
forward
and
I
spoke
with
Judy
about
this.
So
it's
okay,
we're
going
to
ask
the
board
in
out
of
our
general
fund
to
to
pay
these
expenses.
C
It
looks
like
it's
going
to
be
from
February
to
September
until
the
end
of
the
fiscal
year
about
57
000
is
the
approximate
and
again
there's
some
sizable
amounts
for
snow
removal
and
we
might
not
need
those,
so
it
might
not
end
up
costing
that
that
money
Judy
assures
me
that
you
all
have
funds
in
that
general
fund
that
could
cover
these
for
this
year.
So
we'd
ask
you
to
just
allow
us
to
do
that.
So
operations
can
get
to
rehabbing
and
upfitting
that
building
for
drug
court.
C
The
city
of
Boise
right,
Mr,
chairman
yes,
so
we've
set
aside
or
you
all
have
set
aside
300
000
for
impact
fees
so
that
the
city
of
Boise
for
those
developments
in
the
city
of
Boise
that
get
an
impact
fee
waiver
because
they're
for
affordable
housing.
We
have
to
set
that
that
money
aside,
because
we
have
to
repay
the
fund
out
of
County
funds
city,
does
the
same
thing
when
they
waive
their
impact
fees.
C
So
we've
set
that
money
aside
on
in
theory,
to
be
able
to
fill
that
that
that
bucket,
it
doesn't
look
like
impact
fees
are
probably
going
to
be
live
by
the
end
of
this
fiscal
year.
So
you've
got
that
money
will
ultimately
go
back
into
the
budget.
C
Owner
Mr,
chair
Commissioners,
we
just
you
know,
we
just
took
ownership
of
this
place,
and
so
the
bills
are
in
fact
Mike's
nervous
he's.
He
wanted
this
to
get
done
a
week
ago,
because
the
bills
are
going
to
start
coming
in
now
we
own
it
now
so
it's
ours.
Please.
B
G
B
Well,
good
morning,
today
is
the
seventh
day
of
February.
The
time
is
9
40.,
the
Board
of
Commissioners
sitting
as
the
board
of
the
Emergency
Medical
Services
district
is
in
session
to
conduct
this
weekly
open
business
meeting
map
clerk.
Are
there
any
changes
to
the
agenda?
No.
B
H
B
Okay,
you've
heard
the
the
motion-
I
don't
ever
say,
I
I
motion
carries
next
up.
We
have
Personnel
actions.
Is
there
a
motion
on
our
Personnel
actions.
B
Office,
you
were
the
motion
all
in
favor
signify
by
saying
all
right.
All
right.
All
right
motion
carries
now.
We
have
three
agreements
of
the
EMS:
an
agreement
between
80
County,
EMS
and
Fisher's
document
system
for
lease
of
copier
agreement
between
Ada
County,
EMS
and
Fisher's
document
systems
for
lease
of
another
copier.
B
There's
one
downstairs
agreement
number
one:
five,
one:
four:
seven
agreement
between
eight
County
bricks,
record
services
and
the
Iowa
State
Police
for
American
Heart
Association
training.
F
The
first
two
are
pretty
simple:
just
copiers
in
the
building
the
last
one
with
ISP,
so
Ada,
County,
paramedics
or
Ada
County
EMS
is
kind
of
the
mother
site
for
the
American
Heart
Association
for
training,
and
then
ISP
is
a
training
site
underneath
us,
so
just
the
way
that
aha
structures
their
things
they
make
the
training
sites
have
kind
of
a
the
mothership
and
we're
the
mothership
for
this
area.
F
Well
glad
we
have
another
membership
dude.
Do
you
like
that
ring
right?
Well,
it
works.
It
works.
It
works
well
and
it
keeps
us
involved
with
all
the
people
that
are,
you
know,
doing:
CPR
training
and
the
different
area.
F
Actually
do
it
on
their
own,
but
they
they
have
to
run
all
of
their
documentation
through
us
to
ensure
that
everything's
done
properly.
G
F
F
F
Ems
up
the
EMS
update,
yes,
Mr,
chair
Commissioners
good
morning,
I'll
start
off
with
the
number
it's
3.4,
so
we're
holding.
F
We're
probably
going
to
be
for
a
while
outside
of
that
we
I
was
actually
going
to
be
down
at
the
State
House
at
11
o'clock.
This
morning,
Senator
Harris
had
well
things
changed.
Oh
the
thing
as
it
always
right
yeah,
so
scr
101
was
that
Memorial
resolution
to
you
know
to
designate
EMS
as
an
essential
service,
and
yesterday
iff
came
out
with
a
negative
three
rating
on
that
scr.
So
Senator
Harris
wanted
to
send
it
through
Health
and
Welfare
committee
to
get
some
testimony
behind
it.
F
So
we'll
be
watching
the
agenda
to
see
when
that
actually
comes
to
fruition.
But
but
myself
and
and
several
you
know,
representatives
from
around
the
state
for
EMS
will
be
down
to
testify.
F
Haven't
had
a
chance
to
look
at
the
website
to
to
see
what
their
reasons
are
behind
I
I
can't
unless
it's
just
because
it
may
seem
like
more
government
I,
just
can't
wrap
my
mind
around
why
that
would
be
if
there
aren't
federal
funds
attached
to
it.
No
Medicaid
dollars
attached
to
this
one,
so
I'm
not
real
sure
what
the
snag
was
there,
but
it's.
J
F
Statement
so
I'm
not
sure
what
what
happened
there,
but
you
know
I'm
going
to
be
working
with
the
fire
chiefs
Association
to
stay
on
top
three
this
year
and
even
if
we,
you
know
the
GMT
Bill
last
year,
didn't
have
the
support
of
iff.
F
B
There
so
and
I
don't
need
100,
you
see
the
majority,
that's
the
majority
majority,
plus
one
plus
one
on
this
on
the
second
floor
yeah,
but.
F
B
F
F
So
the
the
designation
would
make
EMS
well
the.
F
Service
an
essential
service
or
that
idea
that
that
the
legislature
understands
that
the
part
of
the
goal
is
to
make
EMS
an
essential
service,
but
it
also
tasks
the
stadium
s
Bureau
and
the
sustainability
task
force
with
coming
up
with
Solutions.
You
know
one
of
those
being
some
funds
coming
from
the
state
to
sustaining
EMS
in
the
state.
You
know.
Currently
we
get
sales
tax,
but
the
state
we
don't
get
anything
out
of
general
fund
so
just
finding
those
different.
F
Just
the
state
shared
is
what
we're
getting
yeah,
but
not
designated
so
just
trying
to
work
on
on
what
ideas
will
be
palatable
for
next
legislative
session
for
24.
F
F
Been
watching
there,
there
are
three
bills
right
now
dealing
at
least
three,
maybe
a
fourth
now
dealing
with
property
tax
and,
as
you
know,
our
Levy
for
FY
22
had
gone
down.
It
was
point:
zero,
zero,
zero,
zero,
nine!
Now
it's
point:
zero,
zero,
zero,
zero,
seven
six,
so
just
property
values
go
up
and
our
Levy
just
goes
into
the
the
tank,
but
it
doesn't
necessarily
mean
that
we're
bringing
in
fewer
property
taxes,
but
the
levy
goes
down
like
that.
So.
B
B
B
Again,
it's
February
the
7th.
The
time
is:
9
48.,
the
Board
of
Commissioners
sitting
as
a
board
of
avalmore
community
infrastructure.
District
number
one
is
in
session
to
conduct
its
weekly
open
business
meeting.
B
All
three
Commissioners
are
present.
We
also
still
have
with
us
the
IT
guy
do.
B
Okay,
no.
