A
B
Good
morning,
everyone
today
is
March
the
7th.
The
time
is
nine
o'clock.
The
Board
of
Commissioners
is
in
session
to
conduct
our
weekly
open
business
meeting.
All
three
Commissioners
are
present
and
we
have
a
number
of
guests
in
the
audience.
So
we
won't,
we
won't
go
through
all
those,
but
anyway
is
there.
Are
there
changes
to
the
agenda?
No.
B
No
change
to
the
agenda.
The
county
department
heads
had
an
offline
off-site
conference,
this
past
Friday
the
board
joined
them
for
lunch.
The
lunch
meeting
was
not
posted.
To
avoid
any
misconception,
we
wanted
to
cure
the
appearance
of
any
open
meeting
violation
that
may
have
resulted
in
the
failure
to
post
the
luncheon.
The
board
had
a
very
informal
discussion
with
the
Department
headset
regarding
the
upcoming
FY
24
budget
process.
We
advised
that
we
wanted
them
to
avoid
requesting
new
positions
unless
absolutely
necessary
and
that
we
will
be
reviewing
all
vacant
positions
county-wide.
B
B
You've
heard
the
motion
all
in
favor
signify
by
saying
aye
aye.
F
B
Motion
carries
so
what
we
have
before
us
now
is
application
number
202-201-404,
a
pasculi,
Johnson's,
Stone,
friends
of
Eagle,
Edinburgh,
Brown,
Etc,
multiple
appeals
and
so
forth.
We
had
a
public
hearing
on
this
application
on
the
seventh
of
March
and
we
deferred
until
today
to
make
a
decision.
The
public
hearing
was
closed,
and
so
there
the
discussion
is
amongst
the
board.
Is
there
any
discussion
on
the
board
amongst
the
board.
B
E
We
did
have
a
lengthy
hearing
on
the
topic.
One
issue
that
came
up
during
the
hearing
was
that
the
pasculi's
property
may
not
meet
the
definition
of
a
winery
under
our
ordinance
because
they
do
not
process
grapes.
Our
ordinance
defines
a
winery
as
a
facility
that
process
grapes
and
based
on
the
testimony
we
heard
it
didn't
sound
like
any
processing
of
grapes,
was
going
on
at
the
facility.
E
This
is
something
that
we
reviewed
with
our
legal
team
and
the
application
for
having
the
outdoor
Tasting
Room
seem
to
be
in
conflict
with
that
ordinance,
because
the
ordinance
says
only
a
a
Tasting
Room
has
to
be
had
a
winery
and
what
it
appeared
from
at
least
my
reading.
The
code
and
other
people
brought
up
that
it
did
not
meet
the
definition
and
that
is
kind
of
I.
Think
where
some
of
the
difficulty
lies
in
this
decision
and
I'll
toss
it
back
to
you,
Mr
chair.
D
E
E
Mr,
chair
I,
think,
as
you
say,
there
are
the
options
are
we
could
deny
it
right
now
for
simply
just
being
not
in
conformist
with
code
I.
Think,
though,
that
perhaps
the
wiser
move
would
be
to
remand
this
back
to
our
Planning
and
Zoning
committee
to
examine
whether
or
not
in
their
opinion,
the
pasculi's
property
fits
the
definition
of
Winery
or
not.
E
This
was
this
was
kind
of
a
new
issue
that
arose
during
the
hearing
and
it
may
not
have
been
fully
vetted
so
I
would
I
will
go
ahead
and
make
a
motion
to
remand
this
application
back
to
the
planning
and
zoning
department
to
examine
the
specific
issue
of
whether
or
not
this
property
constitutes
a
winery
under
the
ordinance
and
whether
the
application
should
be
granted.
G
B
There's
there's
there's
a
a
solution:
I
mean
we
don't
know
any
of
that,
but
whether
it
could
be
a
solution
and
we'd,
because
I
think
from
the
record.
It
appears
that
that
issue
wasn't
brought
up
at
the
Planning
and
Zoning.
G
G
I
think
you'll
have
just
saw
everybody's
in
the
audience,
will
just
notice
up
a
new
public
hearing
for
when
it
comes
back
to.
E
D
B
Checking
the
motion
so
all
in
favor
say
aye
aye.
D
B
Motion
carries
thank
you.
We'll
now
take
up
resolutions.
B
H
Mr
chairman
commissioners,
before
you
this
morning,
is
resolution.
2841
is
to
sell
a
personal
property
owned
by
Ada
County.
This
is
items
from
our
Marketplace
that
we're
not
able
to
get
reallocated
so
we're
looking
to
auction
these
items
off.
I
B
B
B
Let's
have,
let's
have
Ammon,
give
us
a
rundown.
J
Yes,
Mr
chairman
Commissioners:
this
is
a
resolution
approving
the
purchase
and
sale
agreement
for
the
property
at
250,
South
Beachwood.
This
is
property
owned
by
the
county
that
is
no
longer
needed
for
County
use.
As
you
may
recall,
there
was
a
public
auction
that
was
held.
We
had
a
highest
bidder,
weren't
able
to
consummate
the
transaction,
and
this
is
the
the
other
bidder
that
was
at
that
auction
and
we've
reached
an
agreement
for
the
sale
of
that
property.
So,
looking
for
your
approval,
I.
J
B
E
Well,
Mr
chair:
we're
certainly
happy
that
we're
able
to
offer
this
property
for
sale
and
the
proceeds
of
that
are
helping
to
fund
the
new
drug
court
building
on
Elder.
It
took
a
little
while
for
us
to
get
to
this
spot.
We
had
a
public
auction
that
we
thought
we
had
a
winner,
but
they
backed
out.
So
we
appreciate
everyone's
work.
E
Getting
getting
this
to
Market
and
getting
a
buyer,
so
I
will
move
to
approved
resolution
number
2842
and
agreement
number
15170
as
listed
on
the
agenda
and
authorized
the
chair
to
sign
the
documents
on
behalf
of
the
board
I.
Second,
the
motion.
B
Okay,
you've
earned
a
motion
all
in
favor,
say
aye
aye
aye
motion
carries
thank
you.
Next
up,
I'll
open
the
public
hearing
on
resolution
number
2843,
a
resolution
providing
for
the
sale.
Three
excess
County
vehicles.
H
Bob,
yes,
Mr,
chairman
Commissioners:
this
is
a
resolution
for
the
sale
of
three
vehicles.
Our
fleet
manager
for
Ada
County
recommends
selling
these
vehicles
to
start
re
right
sizing
our
Fleet.
So
the
recommendation
would
be
to
approve
this
resolution,
so
we
can
auction
them.
B
B
Any
further
discussion
hearing,
none
I,
don't
ever
say
aye
aye
aye
aye
motion
carries
now.
We
have
before
the
board
now
resolution
number
2844
I
will
open
the
public
hearing
on
resolution,
2844.
a
resolution
for
sole
source
procurement
of
Markham
group,
SharePoint
migration
and
Professional
Services
contract.
H
As
Mr
chairman
Commissioners
before
this
morning
is
a
sole
source
resolution
for
Markham
Professional
Services,
the
information
technology
group
uses
this
Markham
services
for
their
SharePoint
migration
and
they've,
been
using
Markham
for
quite
some
time
and
would
like
to
continue
that
relationship
for
this
particular
service.
B
Okay,
is
there
any
other
discussion.
E
Mr
chair
I,
moved
to
approve
resolution.
Number
2844
is
listed
on
the
agenda.
B
Okay,
you've
heard
emotion
all
in
favor,
say
aye
aye
night
motion
carries.
Thank
you
thanks.
Thank
you.
We
now
I
have
a
couple
of
proclamations
that
were
we
want
to
pass
and
the
first
one
is
a
proclamation
on.
Let's
do
procurement
month.
First,
how
about
can
you
read
the
proclamation?
Yes.
E
Mr
chair-
and
this
is
a
Proclamation
on
behalf
of
the
Board
of
Commissioners,
to
designate
the
march
of
sorry
to
designate
the
month
of
March
2023
as
procurement
month.
E
Whereas
the
public
procurement
profession
plays
a
significant
role
in
the
efficiency
and
effectiveness
of
both
government
and
business,
and
whereas
procurement
professionals,
through
their
combined
procurement
power,
spend
billions
of
dollars
every
year
and
have
a
significant
influence
upon
the
economic
conditions
throughout
the
world.
And
whereas
governmental
procurement
professionals
contribute
positively
to
public
agencies
and
services
by
improving
procurement
methods
and
practices,
and
by
utilizing
new
technologies
to
increase
efficiency
and
improve
processes.
E
And
whereas
the
staff
of
Ada
County
procurement
do
an
exemplary
job
of
evaluating
the
process
under
which
fair
and
competitive
competitive
bidding
occurs.
And
whereas
training,
networking,
certification
and
continuing
education
of
the
procurement
staff
ensure
that
the
public
is
well
served
with
the
process
of
fairness
in
all
aspects
now,
therefore,
we,
the
board
of
Ada
County,
Commissioners,
Boise
Idaho,
do
hereby
recognize
Public
public
procurement
for
its
impact
on
governmental
purchasing
in
Idaho
and
Proclaim
March
2023
in
Ada
County
as
procurement
month.
E
Well,
I
would
love
to
hear
from
Bob
in
our
procurement
Department
who
this
Proclamation
is
directed
towards.
H
Thank
you
Commissioners
for
the
proclamation
and
in
as
much
as
it's
a
recognition
of
procurement
month.
It's
really
a
recognition
of
my
outstanding
staff.
They
do
a
wonderful
job
in
making
sure
that
all
of
our
processes
are
accountable
and
and
done
so
with
the
highest
integrity
and
they're,
always
continually
trying
to
make
themselves
more
professional
by
training
by
certification
and
so
I
just
really
appreciate
everything
that
they
do
and
everything
they've
done
for
the
profession.
E
Well,
we're
really
really
proud
of
your
department
and
and
the
great
work
you
do
as
if
everybody
doesn't
know
you've
won
awards.
Your
department
has
won
awards
for
service
and
procurement,
which
is
pretty
impressive.
You.
B
You
you've
heard
the
motion
all
in
favor,
say:
aye
aye
aye
most
carries
we
have
another
Proclamation
up.
Would
would
commissioner
Daley
like
to
read
that.
D
B
E
Well,
I'll
go
ahead
and
single
out
our
office
manager,
Judy,
Morris
and
Annie
doom
and,
of
course,
our
our
Communications
person,
Elizabeth
Duncan,
who
we're
just
so
fantastic
to
work
with
and
keep
our
our
office
running
smooth
and
keep
us
in
line.
Well,
don't
forget
our
scheduler
Hannah
and.
B
Yes,
all
right
yeah,
so
so
we're
going
to
declare
Marx
as
a
woman's
History
Month.
E
And
Mr
chair
I'll
move
to
approve
the
proclamation
as
listed
on
the
agenda
and
designate
March
2023
as
women's
History
Month
a.
E
We're
gonna
do
pictures
with
procurement
with
the
proclamation
or
you.
A
A
H
Good
morning,
Ada
County
procurement
received
two
responses
for
bid:
23029
the
Ada
County
Courthouse
roof
section
182a,
4A,
4B
and
5A
replacement.
2023
Robin.
Has
those
bids
queued
up
on
our
e-procurement
system?
If
you're
ready
for
us
to
open
we'll
proceed,
all
right
go
ahead.
H
Mr
chairman
this
morning,
we'll
be
looking
for
the
name
of
the
bidder.
The
bid
amount
there
will
be
a
thirty
thousand
dollar
contingency
allowance
in
that
bid
amount
and
when
Robin
pulls
us
up,
it
should
be
an
Excel
spreadsheet,
with
both
of
the
bidders.
H
B
B
Okay.
Next
up
we
have
licenses.
We
have
three
catering
permits,
two
new
licenses,
one
one
license:
transfer
and
43
renewals
any
questions
or
a
motion.
D
B
You've
heard
the
motion
all
in
favor
say:
aye
aye,
aye,
aye,
okay,
yeah.
We
have
a
clerk's
office
with
a
germination
agreement.
K
Mr,
chair
Commissioners:
this
is
what
we've
discussed
previously
in
legal
staff
about
the
termination
of
this
agreement,
the
support
agreement
for
HCM
Oracle
software
we
have
reached
out
and
and
have
served
that
termination
to
the
the
contractor
I've
spoken
personally
with
the
CEO
we
parted
on
good
terms.
He
understood
the
conditions
that
we
needed
to
move
forward
with
a
different
contractor
to
help
us
through
the
end
of
this
fiscal
year
with
our
new
Erp
implementation,
so
I
think
all
is
in
order.
K
It'll
help
with
the
timeline.
More
importantly,
it
it
saved
us
some
money.
B
D
I
have
a
just
a
just
a
clarification,
and
you
I
think
you
stated
this,
but
just
to
make
sure
the
transition
is
going
to
be
smooth,
as
you
described,
correct,
I.
K
Believe
it
will
be
again,
the
transition
is
ahead
of
us,
so
we'll
see
how
that
happens,
but
they
will
remain
on
contract
for
the
next
30
days,
because
the
CEO
parted
I
think
on
good
terms,
I,
don't
anticipate
any
problems
with
that
transition.
Our
new
contractor
mythics
is
a
great
partner
and
they're
willing
to
work
with
us
and
and
keep
us
keep
us
afloat
until
we
can
get
the
whole
system
up
and
running
at
the
end
of
this
year,.
B
Okay,
you've
heard
the
motion
and
it's
the
county
con,
that
is,
that
is
terminating
the
contract
and
all
in
favor,
say
aye
aye
aye
aye
motion
carries.
Thank
you.
Thank.
F
B
K
Thank
you,
Mr
chair
we've
been
through
this
and
had
multiple
conversations
on
it
again.
It's
my
appeal
to
the
the
commission
to
support
this
small
Staffing
pilot
program
that
we've
come
up
with
I.
Believe
it's
going
to
address.
Many
of
the
pain
points
that
we
have,
and
the
county
I
also
think
IT
addresses
the
changes
in
the
labor
market
and
the
labor
force
that
we're
seeing.
K
We
have
to
think
outside
of
the
box
to
recruit
more
qualified
candidates,
for
our
vacancies,
of
which
you
know
we
have
a
number
of
them
in
the
county,
and
I
also
want
to
retain
our
best
employees.
The
most
experienced
employees
that
we
have
I
believe
this
small
pilot
program
will
give
us
the
data
to
show
that
this
might
be
a
viable
option
going
forward
again.
K
It
is
not
a
permanent
ask
of
the
board
to
change
any
policy
on
going
forward,
just
permission
to
start
this
pilot
program
and
see
if
the
the
data
from
it
over
a
six
month
period
proves
out
that
we
can
actually
attract
more
qualified
candidates
for
our
vacancies.
Retain
our
employees
address
some
of
the
burnout
issues
we
have
with
some
of
our
employees
and
increase
their
mental
and
physical
health.
So
that's
what
I'm
asking
for
the
board
to
support.
B
I
think
thank
you.
You've
done
an
excellent
job
in
providing
all
the
information.
What's
the
pleasure
of
the
board
Is
there
further
discussion.
D
Mr
chairman
I
would
just
like
to
thank
the
clerk
for
exploring
options
because
I
think
that's.
The
Dynamics
of
the
world
we
live
in
are
important,
exploring
those
options
so
I
I
appreciate
the
fact
that
he's
doing
that
I
would
encourage
you
to
continue
to
do.
D
B
Well,
I
I
will
Echo
that.
Thank
you
for
that.
For
that
I
do
appreciate
your
your
concerted
effort
and
I
would
ask
you
to
keep
looking
for
ways
that
we
can,
because,
as
we've
you've
used
my
language,
we
have
to
think
outside
the
box,
not
only
in
the
clerk's
office
but
throughout
the
whole,
the
whole
of
Ada
County
with
our
almost
2
000
employees,
because
we
we
live
in
a
in
a
very
competitive
world.
No
question
about
that,
and
we've
always
wanted
to.
B
It's
been
my
my
goal
and
my
objective
from
the
from
the
get-go
that
we
provide
the
best
government
possible
for
the
least
amount
of
taxpayers,
money
and
I.
Think
we've
we've
done
that,
but
I
concur
with
with
commissioner
Daley
that
I
don't
know
that
this
I
don't
think.
B
This
is
the
time
for
your
for
this
proposal,
but
I
want
you
to
keep
looking
outside
the
box,
and
you
can
rest
assured
that
that
this
commission
will
consider
every
every
every
proposal
from
not
just
from
you,
but
from
our
other
departments
and
for
our
our
other
elected
officials,
to
make
sure
that
we
can
continue
to
provide
a
service
to
to
the
community.
Is
there
any
other
discussion.
E
Well,
Mr
chair,
well,
I
I
I
did
like
the
proposal
and
I
would
say:
I'm
I'm
supportive
of
the
idea
of
a
32-hour
work
week
looked
over
the
information
and
I
think
you
know,
you've
made
a
compelling
case.
There
was
obviously
with
any
major
change.
You
know,
there's
going
to
be
issues
to
be
worked
through
and
are
legal.
You
know
brought
several
to
our
attentions.
E
Issues
came
up
with
the
board
when
we
were
discussing
after
your
initial
presentations,
but
I
am
I,
am
a
fan
of
trying
new
things
in
government
I
think
that
if
we
don't
innovate,
you
know
we're
going
to
lose
our
ability
to
recruit
new
people,
as,
as
you
say,
I
think,
though,
that
I
mean
my
preference
would
be
that
you
continue
to
research.
This
issue-
and
this
is
something
that's
being
tried
in
the
corporate
world-
haven't
seen
a
lot
of
cases
of
this
being
used
in
the
government
world.
E
Yet
but
I
know
that
over
the
next
year,
probably
the
next
couple
years,
we're
going
to
see
more
and
more
governments
experimenting
with
this,
and
maybe
we'll
have
some
more
examples
or
test
cases
of
this
being
used
in
the
government
realm.
That
will
make
it
easier
for
the
board
and
are
legal
to
be
less
nervous
about
it.
So
my
advice
would
be
to
continue
to
do.
Research
continue
to
talk
with
other
elected
officials
and
department
heads
about
their
Employment
Practices.
E
What
they
would
like
to
see
in
the
future,
because
one
of
the
issues
that
came
up
was
you
know
perhaps
treating
one
class
of
employees
different
than
than
others.
I
think
you
should
keep
looking
to
for
solutions
to
some
of
those
concerns.
It
might
even
be
you
know
one
suggestion
I
had
was.
If
we
are
going
to
do
a
pilot
program,
maybe
it
should
be
in
a
small
department
where
the
entire
department
could
do
this
all
at
the
same
time,
as
opposed
to
a
couple
from
one
Department.
E
B
Much
do
you
have
do
we
need
a
motion
on
this
I'd
ask
her?
No,
we
don't.
Okay,
do
you
have
anything
else
for
us
from
your
office.
K
Yes,
Mr
chair:
it's
kind
of
the
perfect
storm
right
now
in
our
office
we
have
an
election
going
on
next
week
with
the
Cuna
school
board
or
developing
the
budget
as
you're
well
aware,
as
well
as
the
legislature
is
in
session,
and
they
are
having
a
lot
of
different
proposals
that
will
directly
affect
the
clerk's
office.
So
we
are
engaged
significantly
with
the
legislature.
K
I
also
have
two
additions
to
our
office.
I
would
like
to
introduce
today.
Heath
ribordy
is
our
new
assistant
chief
Deputy
clerk.
We
stole
him
from
Brandon
wolf
at
the
State
controller's
office.
We
made
an
offer.
He
couldn't
confuse
or
couldn't
refuse
we're
excited
for
him
to
be
part
of
the
team.
I
also
have
a
new
HR
generalist
that
we
stole
from
Boise,
State,
Emily,
Burns
I,
think
is
in
the
back.
K
B
Didn't
have
a
question
for
you,
the
the
the
legislature
is
contemplating
removing
the
March
and
August
election
dates.
Do
you
think
that
will
work
or
have
you
heard
anything
about
that.
K
I
guess
there's
lots
of
views
on
that
Mr
chairman
it
would.
It
would
be
wonderful
not
to
have
to
carry
out
a
March
in
August
election
from
our
standpoint
it
would
save
money
but
I'm
sure
there's
other
interests
involved
with
the
March
and
August
elections.
That
I
can't
necessarily
speak
to
right.
The.
B
B
And
so
they're,
not
a
general
type
of
an
election
they're
just
strictly
for
education
purposes,
and
so
well,
we'll
have
to
we'll
have
to
dig
into
that.
There's.
K
I
know
the
legislators
weighing
different
things
of
providing
property
tax
relief
to
the
citizens
in
the
form
of
taking
up
some
of
that
pressure
from
the
school
bonds
that
are
passed
in
March
and
August,
often
and
in
return
they're
asking
for
the
reduction
of
those
elections,
given
that,
if
they're
providing
support
for
school
buildings
and
other
things
that
they
don't
necessarily
need
these
elections
to
carry
out
these
Bond
measures.
Now,
schools
can
carry
bonds
and
levies
on
other
elections.
D
E
B
Second,
that
okay,
you've
heard
the
motion
all
in
favor,
say:
aye
aye,
aye
aye.
We
have
Personnel
actions.
We
have
three
automated
grade
step.
Progressives
progressions
from
the
sheriff's
play
plan,
changes
in
7K
status,
one
conditional
pay,
increase
three
grade
or
ladder
changes,
an
internal
recruitment
position,
changes,
promotions
and
21
special
salary
adjustments.
B
F
So
nothing
there
I
would
I
would
like
to
put
some
words
out
there
for
Trent
and
his
team
I
think
what
he's
doing
for
the
county
and
looking
for
options
I,
really
support
that
and
appreciate
his
effort.
That
he's
put
in
I
haven't
heard
all
the
details
about
it,
but
I
do
think
our
employees,
her
Ada
County,
do
deserve
us
looking
outside
the
box
and
coming
from
a
different
angle
and
I.
F
Think
Ada
County
can
be
where
the
where
the
state
of
ADA
I
think
we
can
lead
the
pack
and
I
appreciate
his
his
team.
Looking
at
different
options,
we
are
the
great
state
debating
the.
B
F
In
regards
to
our
office
right
now,
we're
processing
property
tax
reductions,
which
is
a
great
program
for
the
elderly,
65
and
older
low
income
we've
processed
about
1700.
So
far
last
year
we
had
about
4
500
that
we
received
all
the
way
through
the
deadline
is
until
April
18th.
So
we
do
have
some
time
in
a
lot
of
those
do
come
in
in
the
final
weeks
and
other
than
that.
We're
gearing
up
for
assessment
notices,
we'll
be
sending
out.
F
You
know
over
220
000
notices,
so
the
trend
right
now
we're
seeing
residential
will
probably
be
going
down
and
Commercial
will
be
going
up
so
right
now
the
numbers
are
still
pretty
rough,
but
that's
kind
of
overall.
What
we're
seeing
so
that's
about
it
with
the
the
assessor's
office.
Okay,.
B
Any
questions
at
the
Assessor's
Office
here
you
know.
Thank
you
all
right.
Thank
you.
Okay.
We
have
next
Mr
Rich
riffle
the
coroner's
office.
Thank
you
Rich.
We
appreciate
you
coming
to
to
our
open,
meet
business
meeting.
You're
always
welcome.
Thank.
I
You,
sir
I
appreciate
it:
I
sent
a
a
report
to
you
of
your
offices.
Thank
you
yesterday
and
I
just
want
to
touch
on
the
highlights,
first
of
all,
sure
I'm
going
to
try
to
send
you,
the
commission.
That's
a
similar
report
like
that
every
month
in
case
I
can't
be
here,
I
want
to
make
it
abundantly
clear.
This
is
not
all
the
activity
that
we
do.
It's
just
a
merely
a
snapshot
of
some
of
the
things
that
are
important,
that
I've
heard
past
couple
of
months.
I
That
I
know
you
guys
are
interested
looking
at
the
numbers
as
I
as
I
crunched
them
here.
I
think
we're
right
in
we're
right
on
the
track
compared
to
previous
years,
with
our
activity,
levels
and
and
testing
and
those
kinds
of
things
we've
come
in
and
we've
you'll
see
a
you'll
start,
seeing
a
slight
dip
in
the
numbers
of
autopsies,
for
example,
and
case
loads.
It's
because
when
I
came
in
I
started
asking
questions
like.
Why
do
you
do
that?
And
they
said
we
don't
know
it
says?
I
Well
then
quit
doing
it.
So
it's
more
efficient,
we're
getting
more
efficient
in
the
operations
and
then,
of
course,
that
saves
money
in
the
long
run,
but
but
some
of
the
highlights
of
the
what
I
would
consider
not
to
the
business
but
just
the
the
inner
workings
of
the
office,
as
opposed
to
autopsies
and
case
investigations
and
I'm
just
going
to
highlight
just
a
few
of
these
as
because
it's
a
rather
lengthy
list.
I
You
know
our
Mass
fatality
plan
is
progressing.
It's
almost
completed.
So
that's
a
great
thing:
we're
looking
at
network
the
share
the
network,
shared
Drive,
is
being
reviewed,
I
notice,
there's
a
lot
of
stuff
in
it
and
that
that's
kind
of
old
and
needs
to
be
archived
and
moved
out,
cleaned
out
kind
of
make
it
easier
for
folks
to
find
stuff.
When
they're
going
into
the
shared
Drive
have
a
few
work
with
the
prosecutor's
office.
I
We've
got
several
outstanding
issues
that
we're
that
I'm
looking
into
one
of
them
is
the
records
retention.
We've
got
boxes
and
boxes
and
boxes
and
boxes
and
boxes
of
old
case
files
and
I'm
scratching
my
head.
So
why
the
heck
do
we?
You
know
this?
Is
this
is
the
21st
century
for
crying
out
loud,
so
I
haven't
heard
back
if
we
can
at
least
digitize
those
and
then
Purge
the
hard
copies
we're
also
looking
into
the
when
we
go
to
a
scene.
I
If
we
have
the
authority
to
seize
prescription
medications
in
the
case
of
an
investigation,
that's
one
thing,
but
then
we
also
have
our
non-jurisdictional
cases
that
we
look
at.
We
go
to
a
scene,
we
decide.
Well,
we
don't
need
an
autopsy,
so
it's
more
like
a
natural
or
another
doctor
is
going
to
sign
to
the
certificate,
but
then
we're
standing
looking
at
prescription
meds,
so
we're
looking
at.
Can
we
seize
those
for
Destruction,
takes
them
off
the
takes
them
out
of
the
market?
I
Don't
think
so:
okay,
like
I,
said
we're
gonna
right
now,
it's
in
the
process.
We
just
draft
up
a
policy
we'll
send
it
to
the
prosecutor's
office
and
they'll
say
yes
or
no.
Okay,.
I
Anything
with
a
prescription
other
than
like
ointments
and
those
kind
of
things,
but
right
now,
if
it's
got
your
name
on
it,
we're
going
to
take
it.
One
of
several
reasons
is,
although
you
need
intent
for
a
family
member
to
use
it,
someone
else's
prescriptions,
it's
my
feeling
that
in
the
state
of
Idaho
like
it
was
where
I
came
from
in
Oregon,
it's
illegal
for
anybody
to
possess
someone
else's
prescription.
So
if
I
leave
it
there,
then
I
in
my
mind,
I'm,
essentially
creating
a
crime.
I
I
know
the
prosecutor
disagrees
because
there
has
to
be
intent
behind
the
you
know,
the
the
new
possessor
of
that,
but
I
just
think
it's
a
cleaner
operation.
Just
if
we
seize
it,
it
becomes
a
non-issue.
Then
we
market
for
immediate
destruction,
okay,
other
than
that
the
our
out-of-county
agreement
audit
is
underway.
I
There
was
just
a
couple
of
questions
that
were
sent
to
us
just
yesterday,
and
I
look
forward
to
that
being
done
here,
pretty
darn
soon,
because
we
got
to
get
working
on
those
contracts
and
setting
people
up
for
you
know
if
there's
an
increase
or
decrease
whatever
it
is.
Whatever
the
outcome,
we
can
start
working
on
those
sooner
rather
than
later,.
I
So
and
like
I
say
you
get
you,
the
gentlemen:
have
the
the
complete
list
like
I
said,
I
want
to
take
up
your
time
reading
the
whole
darn
thing?
So
if
you
have
any
questions,
be
more
than
happy
to
answer
them
and
look
forward
to
sending
you
more
of
these
reports,
so
you
can
at
least
know
what
the
heck
we're
doing
over
there
and
that.
I
B
Appreciate
it
you're
always
welcome
on
our
open
business
meeting.
Just
let
us
know
and
we'll
put
Johnny
Janet
just
like
we
do
now,
and
would
you
like?
We
do
like
hearing
from
you
and
we
appreciate.
How
is
your
I
guess,
you've,
you've,
you've,
you've
got
all
the
office
figured
out.
You've
been
there
now
two
months
a
little
over
two
months
and
so
well
great
everything's
going
well
everything's.
I
Going
fantastic,
it's
going
a
lot
better
than
I
had
anticipated.
I
can't
tell
you
how
great
the
staff
is.
I
mean
their
words
can't
express
it.
You
know,
I've
got
their
back,
they've
got
mine,
we're
working
together
and
things
are
going
smoothly.
A
lot
of
the
transition
piece
is
more
of
not
what's
being
done,
but
how
it's
being
done
sure
you
know
I'm
empowering
or
our
our
management
staff
to
you
know
to
do
their
job
within
the
first
couple
of
days.
I
had
to
tell
supervisors.
I
I
I
Believe
it
when
I,
when
I'm
parking
in
the
new
spot,
but
well
we'll
we'll
we'll,
have.
A
Hi,
just
to
the
coroner's
point,
I
would
emphasize
that
from
our
perspective
the
transition
is
going
well.
We
met
the
elect
the
coroner
and
I,
and
our
staff
early
on
to
discuss
public
administration,
which
is
your
Awards,
is
a
growing
part
of
our
business
in
the
treasurer's
office.
It
was
great
so
early
on
to
get
our
staff
together
to
talk
about
best
practices
and
how
we
were
handling
some
of
these
prescription
pickups.
A
So
it's
been
great
working
with
them
other
than
that
it's
business
as
usual
in
the
treasurer's
office,
which
is
nice
no
tax
cancellations
this
week,
so
we're
able
to
focus
on
our
regular
duties
this
week,
mostly
month,
end
reconciling
all
of
the
County's
bank
accounts
and
then,
like
the
other
offices,
we're
tracking
legislation,
particularly
those
that
impact
Investments
and
tax
deferral
and
late
charging
interest
so
weighing
in
where
we
can
working
with
IAC
and
our
leverage
legislative
committee.
So
that's
it
from
our
office
this
week.
E
B
J
B
Right
this
is
a
Whedon
pass.
A
noxious
weed
notice,
I'll,
accept
emotion,.
E
Mr
chair
this
is
the
I
think
the
complete
list
of
weeds
that
have
been
determined
to
be
noxious
in
Ada,
County
and
I'll
move
to
authorize
the
chair
to
sign
the
2023
noxious
weed
notice
on
behalf
of
the
board.
B
You
were
an
emotional
in
favor,
say:
aye,
aye,
aye,
okay,
now
next
up
we
have
nine
agreements.
I've
read
through
the
agreements,
they
seem
all
acceptable
to
me.
Is
there
a
motion.
D
D
B
You've
heard
the
motion
all
in
favor,
say
aye,
all
right.
All
right
all
right
motion
carries.
We
have
a
miscellaneous
item.
It's
the
a
quick
claim,
deed,
addressing
a
gap
issue
at
the
Ada
County
Jail
site,
including
the
acquisition
from
dairy
gold
Ammon.
Would
you
like
to
explain
that
to
us
a
little
bit
more.
J
Yes,
happy
to
Mr
chairman
Commissioners.
As
you
know,
we've
recently
acquired
property
over
adjacent
to
the
jail
site
from
dairy
gold.
In
going
through
due
diligence
with
that
acquisition
and
working
with
the
title
company,
we
identified
a
gap
that
existed
between
the
two
properties,
the
one
that
we
owned
and
the
one
we
were
requiring
that
went
back
in
the
chain
of
title
quite
a
ways.
In
fact,
on
the
Ada
County
side,
there
was
a
legal
description
created
back
in
the
70s
that
missed
a
little
sliver,
so
we
explored
options
with
the
title.
J
Company
talked
a
little
bit
about
Quiet
Title,
then
also
about
the
quick
claim
option
in
discussing
with
them.
Our
recommendation
is
to
execute
this
quick
claim
and
record
it.
Essentially,
what
that'll
do
is
create
a
legal
description
and
a
deed
in
the
record
that
covers
the
entire
area,
the
the
Consolidated
parcel
and
includes
this
little
sliver.
That
wasn't
wasn't
in
the
legal
description
initially,
but
since
we
have
property
on
both
sides
of
it,
it's
the
use
has
been
open
and
notorious.
There's
no
other
claimant
to
this
piece
or
taxes
that
have
been
paid.
J
B
All
right
well,
thank
you.
I'll,
accept
emotion,.
B
B
Okay,
good
morning,
the
Board
of
Commissioners
sitting
as
a
board
of
Emergency
Medical
Services
district
is
in
session
to
conduct
its
weekly
open
business
meeting.
All
three
Commissioners
are
present
Madam
clerk.
Are
there
changes
to
the
agenda?
B
Okay,
first
item
on
the
business
on
the
order
is
the
claims
Journal
I'll
accept
a
motion
on
the
claims
Journal.
B
E
B
Thank
you.
You've
heard
they
heard
the
motion
on
forever
say
all
right,
all
right.
Okay,
next
up,
we
have
grants.
We
have
two
grants.
Would
you
like
to
give
us
a
brief
overview
of
the
grants
and,
yes.
C
Mr
chair
Commissioners
good
morning
as
this
board.
Well
knows:
our
budget
is
tight.
Every
year,
we've
really
focused
our
efforts
on
Personnel
and
there
were
a
few
things
that
we
were
not
able
to
put
into
the
to
this
year's
budget.
One
of
those
was
ventilators,
and
so
that's
Grant
number
2304-a.
C
This
is
a
grant
that
actually
comes
from
FEMA
through
the
assistance
to
Firefighters
grant
program,
even
though
we're
technically
not
firefighters,
but
there's
a
small
portion
of
those
funds
that
are
set
aside
for
EMS
only
agencies,
the
ventilators
that
we
have
currently
are
nearing
their
end
of
life,
and
so
we
are
looking
for
a
solution.
C
You
can
see
they're
they're
fairly
expensive
and
we
don't
know
how
big
good
of
a
shot
we're
gonna
have
at
getting
this
grant,
but
we
thought
it
was
worth
putting
in
for
that
that
one
does
have
a
match
of
thirty:
eight
thousand
nine
hundred
forty
eight
dollars
and
twenty
four
cents.
The
grant
itself
is
428
430.60.
So
that's
that
one,
the
first
grant
2303-a
is
a
grant
through
the
Idaho
Health
Care
Coalition,
to
get
us
a
pediatric
patient
simulator.
C
So
much
like
we
have
a
full
adult,
Sim
man
right
now
that
blinks
does
everything
we
can
look
at
EKGs
and
you
know
really
practice
and
we
also
have
an
infant,
but
we
don't
have
a
child.
So
we
we're
pursuing
that
Grant
to
see
if
we
can
get
a
child
to
if
you
will
complete
our
Sim
family.
C
So
those
are
the
two
grants.
Okay,.
B
Okay,
you'll
need
a
mo,
we'll
need
a
motion
on
the
grant
number
two:
three
zero:
three,
a
I'll
accept,
emotion,.
D
B
Okay,
is
there
a
second
of
the
motion?
Second
yeah
you've
heard
the
the
motion
all
in
favor
say:
aye
aye,
aye
aye.
Okay,
now
we
got
an
EMS
update.
Yes,.
C
Mr
chair
so
I'll
start
off
with
the
number
we're
at
4.5
we've
been
sitting
at
4.5
ili
patients
a
day
for
quite
a
while.
Now
it's
just
interesting
when
you
look
back
through
the
data
all
the
way
to
March
of
2020.
You
know
these.
You
see
these
spikes
and
we'll
continue
to
see
those
did
have
a
conversation
with
Bethany.
We
have
some
of
our
our
covet
testing
kits
are
are
about
to
expire.
C
I've
got
my
team
researching
because
there's
likely
an
extension
on
those,
so
we
can
keep
those
and
use
those
for
for
some
time.
Yesterday
morning
we
had
12
brand
new
employees
starting
an
academy.
I
was
happy
to
stand
in
front
of
them
and
tell
them
about
the
department
really
happy
to
have
those
folks
with
us.
C
We
previously
that
we
did
hire
five
of
our
Reserve
employees,
our
Reserve
volunteers
as
full-time
employees,
so
that
leaves
us
with
one
vacancy
currently
so
happy
to
have
those
folks
here
with
us
beyond
that
the
scr
is
kind
of
stalled,
but
I
think
it's
because
the
the
house
is
trying
to
get
a
lot
of
house
bills
through
the
committee
right
now
to
be
able
to
transmit
them
over
to
the
Senate.
C
So
once
that
deadline
comes
up,
I
think
we'll
see
our
scr
come
up
outside
of
that
nothing
new
to
report
on
the
GMT
program
is
just
going
through
the
process.
