D
B
All
right,
We're,
Not,
Gonna,
okay,
you've
heard
the
motion.
Is
there
any
any
other
discussion.
B
All
right
carries
not
my
favorite
thing
to
have
you
do
but
yeah.
It
is
all
right.
That's
fine!
Okay,
all
right,
we
have
some
unfinished
business
to
take
up.
I'll,
accept
emotions
and
remove
unfinished
business
from
the
table.
G
Good
morning,
Mr,
chairman
Commissioners,
we
have
a
procurement,
has.
H
G
For
your
consideration,
if
you
can
read
a
letter,
I'd
be
happy
to
thank
you.
It's
a
letter
dated
August
8
2023
to
the
board
of
Eddie
County
Commissioners
from
Ada
County
procurement.
Regarding
rfp23050,
dear
members
of
the
board,
the
evaluation
committee
has
evaluated
the
responses
for
RFP
23050.
A
final
ranking
of

qualified
candidates
was
determined
by
evaluation
scoring
the
final
rankings
in
order
of
evaluation
scoring
are
as
follows:
number
one:
Timber

recycling,
LLC
with
a
score
of
133.
G
E
G
F
B
For
coming
all
right,
well,
you've
heard
the
motion:
is
there
any
further
discussion?
Hearing?
No,
no
in
favor,
say:
aye
aye
all
right
motion
carries.
G
All
right,
our
second
item
under
unfinished
business
is
the
review
of
a
protest
from
automated
maintenance
services
regarding
RFP
23062,
yeah
County
custodial
services
for
Ada
County

Hope

Center
juvenile
services
and

at
the
August
first
2023
open
business
meeting
I
brought
before
you
a
protest
from
automated
Services
regarding
the
award
of
rfp23062
you've
had
the
opportunity
to
review
the
protest
from
automated
maintenance
services
and
to
whether
that
protest
has
Merit
or
not
So.
B
Okay,
it
is,
is
my
my
recommendation
that
we
reject
the
protest.
We
we
heard
this
last
week
and
we've
gone
through
it
and
I
think
brought.
This
is
without
Merit
and
therefore
I
think
we
should
just
replace
rejected.
F
And
I'll
just
Echo
your
statements.
We
we
gave
this
a
serious
consideration
with
our
legal
counsel.
We
did
read
and
review
and
look
at
all
the
reasons
for
the
protest
and
after
review
We
to
my
satisfaction,
I,
don't
think
it
had
Merit
or
warranted
restarting
the
procurement
process.
B
G
Our
next
item
under
unfinished
business
is
the
final
ranking
and
award
Recreation
for
rfp23062
the
Ada

Ada
County,
Courthouse,
Civic,

of
Hope

services
and
select
landfilled
buildings.
The
evaluation
team
for
this
project
has
completed
the
evaluations
of
the
four
proposals
and
would
like
to
submit
an
award
award
recommendation
letter
for
your
consideration.
G
We
have
a
letter
dated
August

2023

from

Regarding
rfp23062,

the

has
evaluated
the
responses
for
rfp23062.

G
B
B
Okay,
next
on
the
unfinished
business,
we
have
Graham
at
number
one
five,
two
seven
seven,
which
was
table
from
7-Eleven
discussion
on
this
agreement.
F
Mr,
chair
I'm,
going
to
move
to
table
agreement,
one
five,
two:
seven
seven,
since
we
just
heard
a
presentation
on
this
just
yesterday
from
the
Ada
County,
Sheriff's,
Office
and
now
we're
discussing
implementing
policy
and
making
sure
that
the
policy
is
tight
and
protects
data
security.
Before
we
get
to
the
to
the
agreement,
so
I
gotta
move
that
we
table
that
say
for
maybe
another
month.
Do
we
have
a
date
on
that.
H
B
Okay,
even
the
motion
agreement,
one
five,
two:
seven
seven
to
be
tabled
until
August,
the
22nd
to
review
policy
regarding
the
cameras
and
so
you've
heard
the
motion.
Is
there
any
further
discussion?
E
B
The
new
business
we
have
some
procurement
issues
again
go.
G
Ahead
good
morning,
Mr
chairman
Commissioners,
the
evaluation
team
for
rfp23066,
the
Emergency
Operations
software,
has
completed
the
evaluations
of
this
project
and
they
evaluated
seven
proposals
and
would
like
to
submit
an
award
recommendation
letter
for
your
consideration.
G
Okay,
can
you
show
me
the
letter
yeah
happy

A
G
D
B
B
Apparently
they
didn't
need
all
the
money
we
gave
them.
C
Mr
chairman,
yes,
I,
can
speak
to
that
sure.
Yes,
sir,
we
had
a
contingency
five
thousand
dollars
in
this
project
that
we
didn't
need
to
use.
Detective
change,
ordered
change,
contract.
B
Okay,
any
any
questions
or
issues
all
right,
I'll
accept
the
motion.
F
Mr,
chair
I,
moved
to
approve
change
order.

the

to
sign
the
documents
on
behalf
of
the
board.
I'm.
D
B
Aye
motion
carries
all
right
now
we
have
licenses
I'll,
accept
the
motion
on
the
license:
ratifications
and
New
Life
new
permits.
B
A
Morning,
Mr
chair,
nothing
much
to
report
other
than
the
budget
was
officially
published
today
in
the
paper,
so
out
of
Statesmen
and
others
very
nice,
big
layouts.
So
everybody
should
be
aware
of
what's
in
our
budget
if
they
read
the
newspaper,
so
we're
on
track
for
again
the
15th
of
August
next
week
to
adopt
the
final
budget.
We're
excited
for
that
of.
D
A
B
B
F
B
D
E
G
E
B
B
H
This
past
month
of
July,
we
didn't
have
any
purchases.
We
did
have
an
increase
in
the
total.
If
you
looked
at
last
months
and
compared
we're
about
42
million
dollars
higher
this
month,
and
that
is
a
result
of
the
tax
collections
were
distributed
to
the
taxing
districts
into
Ada,
County,
so
you'll
see
a
big
influx
there.
The.
C
H
We
did
as
far
as
a
money
movement
as
I
said
there
was
no
purchases
or
maturities,
but
we
did
move
from
our
LGB
account
an
additional
20
million
into
our
Vanguard
money
market,
and
so
there
was
a
big
bump
up
there
from
slightly
over
50
to
72
million
the
yield
to
maturity
on
that
showing,
as
I
mentioned
in
the
past,
it's
sort
of
a
lag
there.
We
by
the
time
we
get
our
statements.
You
know
we're
already
reporting
this
and
so
on
the
front
page
on
the
money
markets
down
at
the
bottom.
H
H
That
there
haven't
been
any
big
changes.
The
you
may
have
heard
of
Fitch
downgrade
that
caused
a
little
bit
of
turbulence
on
the
market,
and
this
morning
there
was
an
additional
Moody's
downgrade
on
10
Regional
Banks,
and
they
have
under
watch
six
larger
Regional
Banks,
including
U.S
Bank
Corp,
which
is
our
bank.
We
use
U.S
Bank
of
the
County.
H
I
H
Negative
way,
I
mean
it'd,
be
negative,
of
course,
it'd
be
a
negative
thing,
but
our
assets
are
protected
so
other
than
that
we've
got
a
big
influx
of
money
because
of
the
tax
collections.
We
did
do
a
bit
of
a
move
to
take
advantages
of
higher,
yielding
Investments
and
just
look
forward
to
kind
of
keeping
our
eye
on
the
next
fed
meeting
in
September.
H
You
know
it's
a
mixed
bag,
there's
there's
some
that
think
the
the
fed's
going
to
pause
again
and
but
there's
other
data
that
it
looks
like
they
still
need
to
do
a
little
bit
more.
So
it's
a
little
over
a
month
away.
I
think
it's
on
the
19th
and
the
20th
of
September
when
they
meet
and
it's
sort
of
I
guess
kind
of
depends
on
on
the
data
as
it
comes
in
between
now
and
then
what
they'll
do.
B
B
Right
here
in
Investments
by
issuers,
91
is
in
U.S
treasury.
D
B
H
Makes
more
sense
because
we
actually,
we
actually
only
hold
one
treasury
yeah
and
on
the
front
page
you'll
see
it
that
particular
treasury
at
the
time
we
bought
it.
It's
the
fourth
line
item
down
on
the
front
page.
It's
got
a
par
value
of
3.1
million.
We
it's
got
to
yield
to
maturity
of
0.552,
actually,
the
coupon
on
that
is
0.375.
So,
at
that
time,
when
we
purchased
it,
that
was
the
best
available
investment
and
it
just
shows
you.
H
It
really
illustrates
how
much
the
the
yields
have
moved
and
how
much
how
much
change
there's
been,
and
we
we
to.
H
At
a
discount,
the
book
value
is
three
point:
083
million,
so
just
around
seventeen
thousand
dollars
less
and
that's
why
our
yield
is
higher
than
the
coupon
that
particular
treasury's
pay
their
coupons
every
six
months,
we'll
see
that
in
September
and
next
year
and
2024
that
matures
so
you
won't
have
a
treasure
anymore
unless
it
makes
sense
to
buy
treasuries.
At
that
time
it
was
paying
better
than
our
agency
bonds.
That
was
probably
three
years
ago.
Approximately
all
right.
B
Okay,
hearing
no
questions:
do
you
have
anything
else
you'd
like
to
report
from
the
treasurer's
office?
Well,.
H
As
far
as
tax
collections
go,
we
just
wrapped
up
our
second
half
tax
collections.
We're
I
can't
remember
the
exact
percent,
but
we're
well
over
99
for
the
first
and
second
half
I.
Don't
know
if
Rob
happens
to
remember
that
particular
fraction,
but
our
collections
are
going
well
and
we're
on
par
with
our
typical
historical
collections.
B
Okay,
thank
you.
Thank
you.
Thank
you.
Okay.
We
next
up
have
the
approval
minutes.
I'll
accept
a
motion.
D
B
Second,
that
okay
for
demotion
all
in
favor,
say
aye
aye
aye
all
right
now
we
have
Expo
Idaho
with
a
couple
of
interim
agreements
and
several
commercial
exhibits.
F
B
D
F
B
C
C
When
the
building
was
put
in
and
we've
been
working
with,
Viola
the
water
department,
the
current
meter
is
approximately
eight
feet
in
the
ground.
So
it's
a
confined
space
to
access
working
with
them
to
get
it
raised
up
and
at
the
same
time
as
we're
getting
this
replaced
and
they'll
be
paying
for
that.
F
The
lawmakers,
that's
the
the
falconers,
if
I
recall,
yeah
yeah.
E
B
F
B
F
Mr,
chair
I,
moved
to
prove
the
one
two
four
agreements
as
listed
on
the
agenda
and
authorize
the
chair
to
sign
the
appropriate
documents
on
behalf
of
the
board
I.
B
E
D
B
B
A
B
E
B
Is
the
Eighth
Day
of
August?
The
time
is?
Was
it
9
30.,
9
33.?
The
board
is
in
session
as
a
board
of
Emergency
Medical.
D
A
A
B
D
B
Okay,
you've
heard
the
motion
all
in
favor,
say
aye
all
right.
All
right.
All
right
motion
carries
next
up.
Personnel
actions
accept
the
motion
in
the
Personnel
Acts.
F
B
F
E
B
Now
we
have
a
agreement
agreement
number
one:
five,
two,
nine
four
you're
going
to
be
out
at
the
air
guard.
I
For
a
while,
yes
Mr,
commissioner
Mr
chair
Commissioners,
we're
actually
participating
in
the
air,
show
out
there,
providing
some
support
for
them,
they're
going
to
be
providing
the
bulk
of
the
first
date,
but
we're
doing
a
little
bit
of
supervision
in
case
something
big
happens
out.
There,
we've
got
somebody
on
the
ground
immediately.
I
You
know
Mr
chair,
commissioner
Davidson
I'm,
not
sure
how
big,
but
it's
a
big
air
show
for
sure.
I
haven't
been
personally
to
this.
One
I've
only
been
to
the
one
out
in
Mountain
Home
I
was
amazed
at
how
many
people
would
drive
all
the
way
out
the
mountain
home
to
watch
it
and
you
can
go
to
air
show
in
Boise.
E
B
There
any
discussion
on
the
agreement
then
I'll
accept
the
motion.
The
chairman.
F
B
B
I
Good
morning,
just
a
segue
off
the
air
show
that
is
going
to
be
a
really
busy
weekend
for
us.
We
have
the
fair.
You
know
we
have
a
number
of
personnel
that
we
have
down
at
the
fair
every
day
the
air
show
and
the
the
Boise
open
all
gone
at
the
same
time
and
we
provide
standby
services
to
all
of
them
and
as
we
progress.
I
We
start
covering
the
football
games
and
just
a
busy
time
of
year
for
us
from
a
standby
perspective,
and
we
try
to
turn
as
many
of
the
smaller
standbys
to
some
of
the
private
Services.
You
know
the
little
5K
runs
that
require
an
ambulance
to
stand
by
for
two
or
three
hours.
We
try
to
turn
that
away
to
other
people,
but
these
big
events
were
really
the
only
game
in
town
that
can
that
can
do
it.
So,
just
an
update
on
I
I
contact
the
commissioner
back
on
Friday.
I
When
the
bus
rollover
occurred,
we
did
send
three
ambulances
up
to
the
the
bus
rack
up
on
Highway
55..
We
also
sent
two
supervisors
up
there.
It
was
a
very
challenging.
I
You
can
imagine
you
know
just
north
of
banks
here
in
that
Canyon
and
the
radio
communications
are
very
limited
up
there.
There's
no
cell
service,
the
handheld
radios
on
a
on
a
portable
radio.
It's
only
five
Watts,
so
you
can't
get
out
to
a
repeater.
So
once
once
we
got
some
rigs
up
there.
With
the
100
watt
VHF
radio,
we
were
able
to
start
communicating
back
to
the
valley
with
stay
calm
and
starting
to
get
some
details.
But
we
end
up
transporting.
I
In
our
three
ambulances
we
sent
up
11
patients,
acute
rescue,
which
is
a
private
service
and
up
two
rigs.
They
transported
eight
or
nine
patients,
Garden
Valley
transported,
I,
believe
to
up
to
McCall
Cascade
transported
for
air
St,
Luke's
transported
to
I
believe
so
a
number
of
patients.
It
could
have
been
a
lot
worse,
I'm
still
a
terrible
thing
that
happened,
but
you
know
just
shows
part
of
the
work
that
we're
doing
with
the
EMS
sustainability
task
forces
that
portion
of
that
highway
is
kind
of
No
Man's
Land.
I
You
know
in
Garden
Valley's
first
into
it,
but
I
don't
know
that
it's
actually
part
of
their
District
and
when
we
got
the
initial
call
on
Friday,
the
call
was
asking
us
to
send
as
many
rigs
as
we
possibly
could.
And
you
know
we
had
that
at
least
the
three
that
we
could
send.
But
I
will
say
that
much
like
the
the
mall
shooting
when
we
put
a
page
out
or
a
text
out
to
our
staff
members
that
are
off
duty
after
even
working
there.
I
72
hours
of
those
three
shifts
that
week,
I'm
always
amazed
at
how
many
people
and
just
super
proud
of
my
my
folks
of
how
many
people
it
will
drop
whatever
they're
doing
and
be
willing
to
come
in,
because
we
had
four
more
ambulances
staffed
up
and
ready
to
go
up
there
if
needed,
and
we
were
able
to
turn
them
around.
We
had
they
were
in
a
stage
at
the
Home
Depot
parking
lot
at
55
and
and
State
Street,
and
luckily
we
didn't
need
all
of
those
units
to
go
up
there
but
same.
I
With
the
mall
shooting
you
know,
we
put
a
page
out
and
I
think
within
five
to
ten
minutes.
We
had
40
some
odd
Personnel
ready
to
come
into
Benjamin
and
get
on
the
ambulance
and
go
to
work
so
always
proud
when
that
kind
of
thing
happens.
I
Fatalities,
most
of
the
kids
are
out
of
the
hospital.
Yeah
I
heard
a
report
this
morning
that
that
all
the
children
have
been
released
a
home
with
their
parents.
You.
I
That
and
and
Jill
Lombardo
and
I
were
talking
just
before
the
meeting
started.
You
know
it's
complex,
because
you've
got
an
an
accident
that
occurs
where
it
occurred
and
the
parents
were
coming
into
the
YMCA
saying
you
know
which
hospital
did
my
child
go
to
and
Jacob
and
one
of
our
Battalion
Chiefs
was
up
there
and
he.
I
On
what
the
patient's
name
and
what
hospital
they
were
going
to,
and
it.
G
I
Jake
went
to
a
critical
incident
stress
debriefing
on
Sunday
night,
and
the
agencies
around
us
were
very
thankful
that
we
were
able
to
send
the
three
rigs
up
there,
that
we
did
Eagle
fire
brought
up
their
heavy
rescue,
which
is
looks
kind
of
like
a
big
fire
truck.
That
has
a
lot
of
extrication
equipment
because
we
didn't
really
know
what
we
were
going
on.
I
know,
commissioner
Beck
was
asking
me:
is
it
a
school
bus
or
what
kind
of
buses?
And
we.
I
Knew
a
bus
at
that
point
in
time,
but
41
Rob
shoplock
from
Eagle
fire
assumed
command
when
he
got
up
there.
Garden
Valley
left
one
of
their
volunteers.
They
transported
patients
that
needed
to
get
to
the
hospital
and
left
that
one
person
there.
So
he
was
glad
to
see
kind
of
the
Cavalry
show
up
and
help
him
manage
that
scene
and
kind
of
take
over
at
the
incident
command
operations.
But
at
all
for
what
we
had
it
worked
out
pretty
well
and
where
it
was
at
so
I
figure.
I
Haven't
heard
officially
what
caused
it?
You
know,
that's
a
that
part
of
the
road
doesn't
have
much
of
a
shoulder
on
it
and
it's
soft
and
really
steep.
I
But
from
what
I
understand,
the
bus
didn't
actually
grow
completely
over
that
it
actually
just
ended
up
on
its
side
but
then
slammed
into
the
embankment
which
I
guess
in
some
ways
is
fortunate,
because
if
it
had
gone
the
other
direction,
it
would
have
gone
under
the
river
and
that
would
have
been
on
other
situation.
But
in.
C
I
Didn't
happen,
but
I
was
really
pleased
with
with
how
we
responded
and
it's
one
thing:
I
have
my
team
and
we've
been
working
with
Joe
on
a
proposal
and
just
nothing
efficient.
We
haven't
submitted
anything
yet,
but
on
purchasing
an
ambus
for
exactly
this
type
of
of
incident
that
you
can
actually
transport,
21,
non-ambulatory
litter
patients
on
it
that
we
would
deploy
to
the
fair
and
to
football
games,
so
you've
got
that
that
resource
right
there.
But
it's
also
available
for
this
thing,
but
I've
also
talked
to
the
state
about
the
idea
of
Texas.
I
I
A
nursing
home
if
we
had
to
evacuate
one
of
these
really
big
assisted
living
facilities
like
they
have
out
in
East
Boise
you're
talking
hundreds
of
people
and
it's
a
challenge
to
to
do
that
quickly,
but
I'm
not
saying
we
couldn't
do
it.
We'd
probably
have
to
use
a
valley
ride
and
some
of
those
different
resources
to
do
it.
But
it's
difficult
to
transport
patients
that
are
on
a
litter.
You
know
on
a
city
bus
so
but
that's
we've
been
working
on
that
for
probably
a
year
and
a
half
now
and
they're.
E
A
I
But
Joe
was
looking
at
what
grants
were
available
and
for
this
year
I
there
were
some
other
things
that
were
already
on
the
the
priority
list.
So
it
would
be
something
we'd
have
to
look
at
down
the
road
and
funding.
Something
like
that.
I
Yeah
we
we
had
Crews
at
several
of
the
events.
You
know
our
crews
like
going
out
and
meeting
with
the
public
and
with
the
the
schedule
that
we're
on
right
now
that
the
folks
go
to
the
same
station,
every
time,
they're
on
shift
or
most
of
our
Personnel
do
so
it's
good
for
them
to
get
out
and
meet
the
community
and
typically.
I
With
the
engine
area
too,
that
they're
familiar
with
those
people
and
I've
been
to
many
of
those,
and
we
don't
have
a
fire
hose
that
we
can
hook
up
to
a
hydrant.
Because,
usually
you
know
the
engine
shows
up
and
they
hook
up
the
one
inch
and
let
the
kids
squirt
water
on
everything
around.
But
we
don't
do
that
in
any
ambulance.
But
we
didn't
let
them
go
up
and
down
in
the
gurney
and
it's
not
quite
as
fun.
But
kids.
