A
B
Well,
good
morning,
today
is
the
25th
day
of
July.
B
C
County
operations,
Carney
operations,
Tim.
A
B
B
Okay,
we've
first
item
on
the
on
the
agenda
is
a
ratification
of
Boise's
appointment
to
the
Boise
City
Ada
County
Housing
Authority,
the
name
that
the
city
is
putting
forth
is
Buffy
Jones
to
fill
an
unexpired
term
expiring,
10
3126.
F
G
B
G
B
You've
heard
the
motion
all
in
favor,
say:
aye
aye
aye
motion
carry
so
we
have
with
us
some
some
revised
findings
and
facts
and
conclusions
of
law,
variance
or
application.
Two
zero:
two:
three:
zero:
zero:
nine
five,
seven
b,
Robert
and
Laurie
Steele.
H
Yeah
Mr,
chairman
and
Commissioners,
this
was
the
last
public
hearing
item
at
the
July
12th
public
hearing
that
this
room
is
still
wanted
to
add
on
to
their
home.
They
needed
to
encroach
into
the
setbacks.
After
hearing
the
evidence
and
testimony
presented,
you
moved
to
approve
their
requests
and
staff
has
drafted
revised
findings
of
factors,
support
your
approval
and
present
those
for
your
consideration.
This
morning,
all.
B
Right
is
there
any
we've
already
closed
the
public
hearing
on
this?
Is
there
any
discussion
from
the
from
the
board
very
Nano,
except
in
motion.
F
Mr
chair
I'll,
move
to
approve
the
revised
findings
of
fact
and
conclusions
of
law
granting
the
variants
for
application
number.
B
Stay
on
a
new
business,
we
have
a
several
resolutions:
I'll
open
the
public
hearing
on
resolution
number
286,
the
joint
resolution,
City
Vehicle
regarding
transfer
of
avamor
community
infrastructure,
District
number
one
governance.
I
Digest
version
Mr,
chairman
Commissioners.
As
you
know,
the
city
of
eagle
has
made
the
decision
to
Annex
portions
of
Ada
County
that
include
avamor
development
and
the
CID
that
U.S
Commissioners
have
been
governing
as
part
of
that
annexation
process.
The
governance
of
that
CID
is
transferred
from
County
Commissioners
to
members
of
city
council
and
so
that
resolution
to
well.
I
Actually,
the
ordinance
for
annexation
is
on
the
agenda
this
evening
on
City
council's
meeting
at
5
30
in
Eagle,
and
so
this
resolution
is
going
to
be
entered
into
both
by
the
county
and
the
city
to
affect
transfer
of
the
CID
as
part
of
that
annexation.
It's
drafted
to
be
approved
today
and
then
be
the
annexation.
Ordinance
will
be
published
on
the
first,
so
the
transfer
will
be
effective
as
of
the
first
of
August.
So
and
this
will
pass
all
governance.
I
I
B
B
I
F
B
B
G
Mr
chairman
I,
moved
to
approved
resolution
2887
as
listed
on
the
agenda
I'll.
B
Second,
that
okay,
you've
heard
the
afraid
of
motion
I,
don't
ever
say:
hi
hi,
okay,
I'll,
open
a
public
hearing
on
resolution,
288
a
resolution
adjusting
the
Ada
County
budget
to
reflect
the
receipt
of
unscheduled
Revenue
to
the
Ada
County
juvenile
court
services
budget.
B
B
C
B
Old
pickups,
so
we
hope
to
get
these
sold
so
we
can
lessen
the
footprint
of
these
vehicles
at
the
sheriff's
office
parking
lot.
Okay,
any
other
discussion
or
questions
hearing.
J
B
I'll
close
the
of
the
carrying
on
resolution
2889
for
a
motion.
E
B
K
Source
procurement,
with
heart
inner
Civic,
as
you
likely
know,
they
are
the
internal
software
and
Hardware
provider
that
we
utilize
for
ballot
creation,
tabulation
and
accounting
of
ballots.
So
this
is
not
something
that
we
can
go
out
in
the
market
in
there's
no
other
provider
that
can
offer
this
sort
of
equipment
this
equipment.
What
it
does
is.
K
It
provides
redundancies
for
us
and
some
security
backups
within
our
platforms,
and
one
of
the
reasons
that's
important
for
us
to
procure
it
now
is
we
want
to
have
a
full
election
cycle
before
we
go
into
the
2024
calendar
year
and
so
timeliness
was
an
issue
with
this,
but
we
were
able
to
work
with
heart,
so
they
can
start
the
programming
to
get
this
stuff
ready
for
us.
So
we
can
actually
deploy.
B
F
Mr
chair
I'll,
move
to
approve
resolution.
2890
is
listed
on
Egypt.
B
C
Go
ahead:
let's
have
Mr
chairman
commissioners
before
you
this
morning
is
bid
23070,
the
Morris
field,
generator
automatic
transfer,
switch
replacement
2023,
and
we
received
three
bids
for
this
project
and
we
would
like
to
submit
this
letter
with
the
evaluation
team's
recommendation
for
your
consideration.
C
The
letter
yeah
I'd
be
happy
to
letter
dated
July
25th
2023
to
the
board
of
Eddie
County
Commissioners
for
I
made
accounting
procurement
regarding
bid
23070.
dear
members
of
the
board.
After
reviewing
the
three
bits
submitted,
it
is
the
recommendation
of
the
evaluation
group
to
reject
all
bids
submitted
for
bid
23070.
The
bid
submitted
were
in
excess
of
the
budget
for
this
project,
so
in
accordance
with
Idaho
code
67
2805,
subsection,
1
subsection
e
the
operations
Department
would
like
to
discuss
with
the
board
options
going
forward
for
maintaining
costs
within
a
budget.
C
So
the
operations
Department
would
like
to
come
back
and
and
present
some
options
for
you.
It
might
be
rebid,
it
could
be
going
out
on
the
open
market,
but
they
have
ability
to
do
one
or
two
of
those
things.
Okay,.
H
F
C
From
what
I
understand
this,
this
switch
replacement
is
needed,
because
the
current
generator
is.
Is
it
tripping
out
there
yeah?
It's
a
manual
transfer
switch
right
now,
so
when
it
trips,
you
have
to
go
in
manually
and
reset
it,
and
so
it's
causing
issues
the
generator
just
continues
to
run
until
you
go
on
a
manually
shut
off
instead
of
not
like
switching
back
over,
we
do
have
to.
B
C
Get
in
motion
or
yes,
Mr
chair
a
motion
to
reject
all.
G
Based
on
the
recognition
of
the
evaluation,
I
moved
to
reject
all
bids
and
accept
the
recommendation.
The
elevation
committee
for
the
Boris
Hill
generator
automatic
transfer
switch
replacement.
Do
you
need.
G
F
B
That,
okay,
all
right,
you
were
the
motion
all
in
favor,
say
aye,
all
right.
All
right
motion
carries
now.
We
have
the
ratification
and
purchase
request
for
the
2023
Ford
Transit
van.
C
Yes,
Mr,
chair
Commissioners
before
you
is
the
ratification
of
the
purchase
request
for
the
trans
band.
C
Last
week
we
were
able
to
find
our
fleet
manager
was
able
to
find
a
a
van
for
the
operations
Department,
coincidentally
who's
out
looking
for
other
stuff
in
other
vehicles,
and
this
one
popped
up
and
so
Transit
Vans
are
extremely
hard
to
find
right
now,
this
one
is
in
transit
and
we
were
able
to
for
lack
of
a
better
word,
stag
it
in
transit
and
from
a
dealer,
and
so
last
week
we
issued
a
purchase
order
on
your
New
Path
for
the
purchase
of
this
Transit
van
and
today
we're
just
looking
for
the
ratification
of
that
purchase.
B
Right
next
up,
we
have
licensing
some
catering
permits
new
license
and
license
transfers
any
questions
or
issues.
B
E
E
Next
I
wanted
to
flag
August
7th
I
know.
Katie
Reed
has
recently
updated
you
on
the
Oracle
Financial
implementation.
Now
that
we're
post-sit
August
7th
is
the
next
critical
juncture.
That's
when
we
kick
off
our
uat
testing.
As
we
all
know,
that's
the
Make,
It
or
Break
It.
It
seems
very
eager
to
move
forward
with
that
again.
E
Starting
August
7th
I
also
owe
the
Commissioners
a
quick
update
on
the
Indigent
Services
application
that
was
created
back
in
1989,
as
opposed
to
going
straight
to
vendors
and
looking
at
Products
off
the
shelf
for
the
high
priced
high
price
tag.
What
we've
done
is
we've
actually
approached
our
own
I.T
team
and
we've
mapped
out
all
of
our
workflow
needs
within
the
application
and
we're
about
80
percent
convinced
that
in-house
we
have
on
base.
E
That
could
be
our
viable
solution,
moving
forward
more
to
come
on
that,
but
I
wanted
to
give
kudos
to
Tim
and
Beth
they're,
actually
using
report
functionality
within
there
that
our
team
will
do
some
cross
shadowing
on
this
week
and
determine
if
they
can
suffice.
The
reporting
needs
for
Indigent
services,
so
we'll
know
a
lot
more
in
the
next
update,
but
things
are
looking
somewhat
promising
to
to
move
over
to
onbase,
and
that
is
all
the
updates
for
now.
B
G
I
moved
to
authorized
payment
of
the
claims
Journal
dated
July
21st
to
2023..
Second.
B
F
B
You
have
some
business
that
looks
like
we
have
80
tax
cancellations,
80
decks
cancellation,
which
are
not
cancellations
at
all,
but
rather
reductions
but
correct.
We
see
cancellations
that.
G
B
Any
any
any
discussion
hearing
that
I
don't
ever
say
all
right.
All
right
all
right
motion
carries
I
would
like,
on
the
record
this.
G
B
L
Yes,
good
morning,
Mr,
chair
and
Commissioners
good
morning,
the
first
hello,
the
first
item
before
you
is
a
quit
claim
deed.
So
this
is
for
a
parcel
that
the
county
acquired
by
tax
seed
we
offered
it
for
sale
at
public
auction.
We
have
received
the
funds
for
this.
So
at
this
point
the
matter
before
you
is
signing
that
quit
claim
deeds.
We
will
transfer
ownership
to
the
buyer
and
then,
at
that
point
we
will
initiate
the
claims
process
where
parties
and
interest
can
submit
claims
to
the
excess
proceeds.
L
B
Okay,
any
questions
not
I'll,
accept
emotion
on
the
tax
deed,
auction,
I.
L
That
is
correct,
so
these
are
partial
tax
adjustments.
These
are
the
result
of
a
settlement
between
the
tax
commission
and
the
taxpayer,
so
just
to
clarify
these
are
operating
properties
that
are
assessed
by
the
state.
They
are
not
assessed
by
the
county,
assessor,
the
taxpayer
challenged
the
assessment
and
the
parties
reached
a
settled
or
a
stipulated
amount
as
to
the
value
and
based
on
that
settlement
agreement.
The
court
has
ordered
these
partial
tax
cancellations.
G
H
A
B
F
B
G
H
G
B
From
the
Wheaton
Fest
I'll
accept
emotion,.
G
B
Yeah
you've
been
emotional,
favorites,
yeah,
all
right
all
right.
Okay,
now
we
have
three
events
at
the
park:
Barber
Park,
Education
and
Event
Center
any
question
or
discussion
all
right,
I'll
accept
emotion,
I,.
G
B
That
okay,
you've
heard
the
motion
all
in
favor,
say:
aye
aye,
aye,
aye
motion
carries.
We
now
have
14
agreements,
any
questions
or
discussion
on
any
of
the
agreements.
D
H
G
L
H
A
Just
wasn't
brought
up,
and
it
was
something
that.
J
B
B
F
Wondering
about
the
one
for
human
resources,
the
the
benefit
one.
Maybe
Bethany
could
talk
about
that.
One
sure.
A
B
B
Okay,
you've
heard
the
motion
all
in
favor,
say:
aye
aye
motion
carries
thank
you.
Unless
there's
any
other
business,
the
board
will
be
in
recess.
B
F
J
J
D
They
were
used
to
purchase
layered
off
Sim
man
Junior,
which
is
a
simulation
mannequin
that
we
use
for
training,
provides
us
the
opportunity
to
train
for
the
care
of
pediatric
adolescent
population
in
a
low
risk
situation,
can't
do
any
harm
to
a
mannequin,
so
they
were
generous,
generous
enough
to
award
us
these
funds
for
that
purchase.
B
Okay,
any
questions
or
issues
on
the
resolution.
B
Second,
okay:
you've
earned
a
motion
all
in
favor
say
all
right:
aye,
okay,
motion.
G
H
B
We
have
Personnel
actions,
One
Step
increase
and
20
Market
adjustments.
I'll
accept
the
motion.
G
B
G
B
D
Mr,
chair
Commissioners,
so
I
will
focus
on
the
areas
of
training
and
safety.
Since
that's
my
role
in
the
department,
probably
the
biggest
thing
that
we
are
just
in
the
middle
of
is
our
hiring
process.
We
had
applications
open
for
EMTs,
Advanced,
EMTs
and
paramedics.
I
received
a
large
number
of
applicants.
Those
that
have
scored
well
enough
on
the
online
written
test
will
move
forward
to
our
practical
exams
and
interviews
and
that'll
occur.
I
think
it's
August
7th
through
11th
and
we'll
test
a
total
of
35
individuals
for
approximately
10
positions.
D
So
that's
really
exciting,
where
you
had
good
numbers
of
Ada,
County,
HR,
Ada,
County's
Pio,
and
putting
the
word
out
to
make
sure
that
we
had
as
many
applicants
as
we
could.
We're
really
excited
about
that.
As
far
as
training
goes
this
month,
we
focus
with
our
access
Partners
on
pediatric
focused
block
training.
D
That's
where
we
bring
all
the
agent
students
together
over
a
period
of
four
weeks,
three
sessions
per
week,
rotating
cruise
through
on
duty
to
train
on
the
topic
of
Pediatrics,
and
so
it
includes
everything
from
Airway
management
to
medication,
administration
to
safely
securing
the
the
Pediatric
patients
to
our
Gurney
and
those
type
of
things.
Additionally,
this
week
our
department
is
doing
a
emergency
vehicle
operator,
safety
driving
course
down
at
the
fairgrounds.
D
So
we're
really
Blaster
I'm
grateful
for
the
opportunity
that
Bob
provides
us
and
the
fairgrounds
provides
us
to
use
those
parking
lots
to
train
and
drive
in
the
animals.
We
try
to
do
that
annually.
So
the
course
is
has
some
challenging
there's
an
area
where
you
go
down
a
narrowing
alley
and
they
pull
back
a
serpentine
course.
You
drive
through
forward
and
backwards
some
cornering
some
decision
makers.
So
it's
good
training
for
our
for
our
Personnel
to
be
to
experience
a
simulated,
low
frequency,
high
risk
environment
safely.
B
B
B
Are
there
any
changes
to
the
agenda?
I'm
Claire.
B
Okay
for
the
motion-
all
if
they
ever
say
I
I
motion
carries
next
up.
We
have
the
approval
of
the
minutes
of
the
CID
meeting
on
the
11th
of
July.
F
J
Other
business
you
brought
before
the
board,
I
was
just
going
to
let
you
know
you
will
see
two
more
vouchers
coming
through
they'll
come
through
as
out
of
turns
in
the
next
couple
of
days,
either
this
afternoon
or
tomorrow.
That
will
pay
the
special
assessment
debt.
That's
due
and
the
Geo
Bond
debt,
that's
due
so
we'll
get
that
all
paid
up
and
done
so
when
it
transfers
over.
They
won't
have
any
outstanding
bills
that
they
need
to
pay
for
this
year
and
we
will
come
to
a
zero
balance
in
cash.
J
I
F
There's
no
property
property
to
be
transferred,
I'm
sure.
I
I
J
J
Wanted
this
I
was
hoping
that
this
would
get
taken
care
of
before
I
left,
because
I
didn't
want
to
leave
it
for
people
who
weren't
as
involved
and
so
I'm
glad
that
we're
being
able
to
get
it
taken
care
of-
and
nobody
here
should
have
to
worry
about
it,
going
forward
transferring
all
our
files,
all
our
financial
stuff
to
them.
So.
J
Going
to
a
contract
with
launch,
it
was
going
to
do
the
administration
of
it.
So
I've
been
working
with
her
she's
coming
in
August
1st
I'll
transfer
the
files
and
get
all
the
signatures.
So
you
will
have
authorization
to
the
accounts
anymore,
but
we
won't
have
authorization
to
the
accounts
at
Zions.
All
that
will
be
transferred
on
eight
one.
J
J
B
J
L
F
Right
so
now,
eagle
has
to
deal
with
the
other
two
counties
as
far
as
all
the
memorandums
of
understanding
for
law
enforcement
and
emergency
services,
and
or
are
we
still
I
mean
as
far
as
the
sheriff
goes,
I
guess
or
well,
since
it's
Eagle
police,
but
also
the
sheriff.
A
L
F
No,
what
if
the
plaintiffs
win
their
case
on
that
don't
know.
G
B
I
Yeah
and
I
had
I,
haven't
researched
or
looked
at
the
stuff,
even
to
know
whether
there's
any
Merit
there
so
who
filed
that
one,
the
attorney
is
Terry
Pickens
manweiler,
there's
a
group,
SOS
Eagle
I.
Think
it's
a
number
of
residents
like
Stan
Ridgeway
is
former
mayors
yeah
ending
it.
H
B
Anyway,
is
there
anything
else
needs
to
be
brought
for
the
before
us
as
a
final
meeting
of
the
Board
of
Commissioners
sitting
as
the
board
of
have
more
infrastructure,
CID
number
one,
nothing.
J
B
F
Be
you
need
to
dust
off
the
gavel
for
this
one?
This
is
a
gamble
worthy
meeting,
yeah.
