A
A
A
H
Right
this
is
for
Michelle
Moyer.
Thank
you
for
being
here
today
in
2003,
Michelle
started
her
career
with
the
county
out
at
the
Barrister
location.
When
Motor
Vehicles
was
still
there,
she
worked
there
for
a
year
and
then
moved
to
the
new
Meridian
office
in
2004..
She
then
spent
four
years
learning
all
she
could
about
rules,
codes,
processes
and
statutes
and
in
2008
all
that
hard
work
paid
off
when
she
was
promoted
to
lead
Clerk
of
the
meridian
Branch.
She
spent
the
next
seven
years.
H
In
that
role
growing
her
skill
set
in
2015,
she
was
promoted
to
the
Assistant
Branch
Manager.
She
spent
most
most
of
her
time
at
Meridian,
with
a
short
stint
at
the
chinam
ranch
in
2019..
Shortly
after
that,
she
made
her
way
back
to
Meridian
in
December
of
2019,
where
she
was
promoted
to
branch
manager.
H
Little
did
she
know
her.
First
Year's
manager
would
come
with
so
many
challenges,
including
covid,
and
the
new
itd
gem
system.
Presently
Michelle
oversees
a
very
efficient
smooth,
running
and
customer
focused
motor
vehicle
branch
that
all
Ada
County
residents
can
be
proud
of.
Michelle.
Thank
you
for
setting
a
great
example
for
your
clerks
every
day
and
for
your
20
years
of
service
to
Ada
County.
Thank
you.
D
Michelle
I
know
I've
only
been
a
part
about
two
years
or
your
20
years.
It's
been
a
pleasure
to
get
to
know
you
work
with
you
every
day.
Thank
you
and
I
can't.
Thank
you
enough
for
what
you
do
for
your
staff
and
setting
the
example
coming
in
day
in
and
day
out,
so
I
appreciate
everything
you
did
thank.
A
H
A
Yes,
thank
you
20
years,
okay,
yes,
we
don't.
We
don't
get
the
complaints
that
we
had.
We
appreciate
all
the
work
you've
done.
I
will
thank
you
and
all
your
dedicated
Service.
We
have
a
proclamation,
we're
going
to
pass
and
then
we'll
take.
Some
pictures.
Is
that?
Okay,
yes,
okay,
let's
do
we'll
do
that.
A
A
Okay,
you've
heard
the
the
motion.
All
in
favor,
say:
aye
aye
aye
motion
carries
thank
you.
We
are.
We
should
never
forget.
A
The
attack
on
9,
11.
and-
and
we
want
to
encourage
remembrance
by
passing
this,
this
Proclamation
and
I-
hope
we
do
it
annually.
Let's
go
take
a
picture.
Okay,.
E
B
E
E
Take
a
few
smiles
very
good.
Thank
you.
Okay
Michelle!
You
have
a
Citizens
County,
give
you
this
award
for
your
20
20
years.
A
G
A
Up,
we
have
about
reappointment
of
four
volunteer
boards
to
the
Idaho
Expo
Idaho
Advisory
Board,
all
terms
expire
on
the
on
the
30th
of
September.
In
26..
The
names
are
Tiana
Branch.
A
A
D
A
Have
four
resolutions
which
require
public
hearing
so
I
will
open
the
public
hearing
on
resolution
number
2909
resolution
to
modifier
rates
at
the
Ada
County
Landfill,
okay,
hearing
public
hearing
is
open.
Would
you
like
to
fill
us
in
on
the
new
rates?
Yes,
Mr
chairman.
C
Commissioners
some
listening
may
not
know
that
the
landfill
is
an
Enterprise
fund,
funded
Department.
This
means
we
yeah.
We
get
no
revenue
from
tax
dollars
and
all
of
our
operations
are
dependent
upon
user
fees
that
come
across
the
scales.
The
landfill
is
not
adjusted
rate
since
2019
much
has
changed
in
the
economy.
Since
then,
an
incremental
rate
increases
are
required.
C
Hyperinflation
has
placed
significant
pressure
on
all
operational
expenses.
Heavy
equipment,
fuel,
labor,
To,
Nuts
and
Bolts
needed
for
operations
have
all
increased
in
price
and
can
no
longer
be
absorbed
by
our
current
tipping
fee
structure.
With
explosive
growth
related
Municipal
Solid
Waste
streams
have
increased
future
landfill
cell
development
needs
to
be
accelerated.
C
This
These
funds
must
be
captured
now
for
future
construction
to
stay
ahead
of
the
waste
stream.
We
are
currently
working
on
our
scene,
four
and
our
supply
will
be
needed
in
five
years
to
approximately
cost
of
20
million
dollars.
C
Lastly,
physical
infrastructure
and
software
need
to
be
upgraded
to
remain
in
Environmental
Compliance
and
to
effectively
track
and
accept
our
waste
stream.
With
that
I
stand
for
questions,
that's
50,
000
foot
view,
but
that's
what
we're
facing.
A
H
Chair,
yes,
so
Bruce,
do
you
feel
that
this
is
sort
of
a
partial
increase
of
where
we
actually
need
to
be
or
is
this?
Does
this
get
us
where
we
need
to
be
for
the
next
five
years?
That
is
the
question.
C
Already
hired
the
farm
and
we'll
be
starting
that
after
October
one
to
see
where
we
need
to
land,
these
current
rate
increase
to
your
point
is
the
first
part
of
an
incremental
rate
increase
structure
and
how
much
more
is
going
to
be
required
to
be
determined
by
this
cost
of
service
study
that
should
be
completed
somewhere
around
the
end
of
the
calendar
year.
H
And
do
you
want
to
maybe
summarize
the
efforts,
the
County's
taken
to
communicate
with
the
our
partner
cities
and
trash
hauling
companies,
and
what
kind
of
collaboration
has
been
done
on
these
proposed.
C
Rates
collaboration
is
being
done
currently
through
swac.
We've
made
our
arguments
with
them.
Some
understand
some
don't
but
we're
continuing
on
with
our
educational
efforts
to
show
them
exactly
why
the
where
and
how
what
our
rate
structure
should
be,
and
that
will
continue
our
next
meetings
in
October.
Yes,
yes,
squat.
We're
also
looking
at
a
diversion
schedule
to
prolong
the
life
of
the
landfill
to
keep
as
much
out
of
the
landfill
as
we
possibly
can.
C
It's
all
dependent
on
getting
the
software
up
and
going,
and
so
we
can
create
a
rate
structure
that
will
incentivize
the
public
from
just
taking
everything
and
throwing
it
down
into
the
NRC
and
diverting
it
before
it
gets
there,
and
we
have
a
plan
for
that
too,
with
a
future
C
Vault
we're
going
to
be
starting
design
on
that
after
October,
one
with
construction
scheduled
for
next
fiscal
year,
and
that
will
give
an
all-surface
area
for
the
public
to
use
we'll
keep
the
public
out
of
the
NRC.
C
E
This
is
how
much
does
this
translate
for
a
monthly
amount
per.
C
E
D
A
It's
it's
we're
raising
the
fees
three
dollars
a
ton
correct!
Yes,
right!
What's
the
average
household
tonnage
on
average?
Oh
boy,
that's
about.
A
If,
if
the
passenger,
just
for
this,
it
would
be
three
dollars
per
year,
increase
to
the
average
household.
C
A
There's
different,
there's
different
causes
of
each
city
has
and
and
even
our
trash
collar,
which
calls
for
the
the
unincorporated
areas
there's
different
different
structures.
We
get
that,
but
just
this
portion
of
the
cost
is
going
to
be
three
dollars
a
year.
Just
this
portion
right.
A
Household
per
household:
okay,
okay!
Well,
thank
you!
I!
Don't
have
any
more
questions
any
other,
any
other
discussions
on
the
board.
With
that
I'll
close
the
public
hearing
on
resolution
number
two
909
and
accept
the
motion.
Mr.
A
C
Done
years
ago,
they
purchased
these
dump
trucks
and
it
was
a
good
intent,
but
he
quickly
came
to
foolish
and
why
the
dump
trucks
were
sold
by
the
government
to
begin
with,
and
there's
no
longer
Parts
made
for
these
trucks
that
you
can't
even
buy
tires
to
fit
these
trucks.
They
don't
make
that
size
tire
anymore,
so
they're
a
nice
yard
art
for
us
and
we
would
like
to
get
them
off
of
our
facility
and
on
to
others
that
may
be
able
to
utilize
them.
A
C
H
A
Yes
well,
thank
you.
Is
there
any
any
further
discussion
amongst
the
board
on
on
resolution
number
2910
if.
D
A
Second,
the
motion:
okay,
you've
heard
the
motion
all
in
favor,
say
I
I
motion
carries
thank
you.
Okay,
I
will
now
open
the
public
hearing
on
resolution
number
2911
resolution
approving
80
County
membership,
the
National
Association
of
counties,
public
promise,
procurement,
okay,
is
there?
Anyone
here
wish
to
speak
to
that:
oh
procurement.
Okay,
is
there
a
trophy
involved
in
this?
Thank.
J
You
chairman,
we
have
two
resolutions
before
you
this
morning,
whether
it's
2
9
11,
for
approval
to
join
the
National
Association
of
counties
have
public
promise
procurement,
and
then
we
have
resolution
number
2912
resolution
approving
Ada
County
membership
into
the
purchasing
Cooperative
America,
and
these
are
two
cooperatives
that
will
allow
us
to
be
able
to
use
their
contracts
that
are
nationally
competitively
bid
and
allows
us
to
get
the
economies
a
scale
because
they're
such
big
contracts,
and
so
those
are
the
two
resolutions
before.
E
You
this
morning,
and
if
you
have
any
questions
after
you
can
answer
them
any
questions
from
the
board.
Yes,
John,
yes,
just
under
the
duration
for
the
public.
This
will
translate
in
significant
savings
to
the
county
directly
Mr
chairman
commissioner
Bailey.
Yes,
it
does
overall
about
a
30
percent.
Reduction
in
costs
is
what
we
benefit
from
using
cooperatives.
E
H
E
A
I'll
second,
that
okay,
you've
heard
the
motion
all
in
favor,
say:
aye
aye
aye
motion
carries
all
right.
Next
up,
we
have
resolution
number
2912
resolution
approving
Ada
County
membership
and
purchasing
Cooperative
of
America
and
you've
heard
the
I'll
open.
The
resolution
I'll
open
the
public
hearing
on
resolution.
2912.
A
is
there
for
the
discussion.
You
want
to
give
us
your
explanation.
It's
similar
to
the
membership
in
the
Naco
public
promise
procurement
benefits
the
the
county
and
lower
procurement
costs
and
makes
it
a
little
simpler
for
you
to
procure
things.
Yeah.
Okay!
Is
there
any
any
more
discussion?
J
A
So
resolution
2912
and
agreement
number
15
354
has
been
approved.
Thank
you
thanks.
Yeah
we've
already
done
the
proclamation
so
we're
moving
on
next
up.
We
have
operations,
change
order,
number
one
Human
Resources
procurement
in
the
wall.
Your
walls
done
and
you
were
able
to
do
it
for
12
000
less
than
what
was
originally
agreed
upon.
I've
been
down,
checking
on
it.
It's
actually
there
there's
a
wall,
but
the
door's,
not
in
right
the
door's,
not
there.
A
B
Order,
yeah
Mr,
chairman
Fisher:
this
is
just
a
deductive
change
order,
so
this
is
the
contingency
that
we
didn't.
A
E
A
Hey
you've
heard
the
motion
all
in
favor,
say:
aye
aye
aye
motion
carries
all
right.
Next
up
we
have
licenses,
we
have
seven
catering
permits
and
one
new
license.
I
will
accept
a
motion.
H
A
F
It's
gonna
be
back
grateful
for
Idaho
and
we
don't
have
hurricanes
normally.
But,
yes,
we
were
Saul
and
I
were
at
a
an
elections
conference
in
Orlando.
We
graduated
from
the
Sarah
course
National
Certified
elections,
registrar
administrator,
where
two
of
maybe
seven
in
the
entire
state
that
are
certified
did.
F
Had
to
take
12
classes
over
a
period
of
two
years,
varying
from
administration
of
Elections,
to
Communications
to
all
kinds
of
different
things
and
great
networking
opportunities
throughout
the
class
and
courses
to
talk
with
multiple
jurisdictions
and
to
really
gain
an
appreciation
for
one.
We
do
things
very
well
here
in
Idaho
and
a
lot
of
people
are
jealous
of
us,
but
also
we
can
always
learn
and
improve
so
there's
some
things
that
we're
doing
in
terms
of
security
at
our
own
facilities
and
processes.
F
That
I
think
will
benefit
citizens
of
Idaho
in
the
years
to
come.
So
we
hope
that
trust
will
continue
to
improve
in
our
elections
here
in
Idaho,
as
we
especially
go
through
this
next
Presidential
year.
We
also
have
the
go,
live
Financial
system
coming
up
here
in
three
and
a
half
weeks
kind
of
excited.
F
We're
in
the
midst
of
training
right
now
so
training
kicks
off
this
weekend
will
be
next
week
as
well
to
train
a
lot
of
the
folks
that
are
being
used
using
this
system
once
it
does
go,
live
one
October
and
I.
Think
the
board
has
an
update
tomorrow
on
the
where
we're
at
on
that
contract
and
then
obviously
the
November
election
is
coming
up.
The
Parson
Municipal
elections
filing
deadline
is
this
Friday,
and
so
one
thing
you'll
notice
on
our
website.
That's
unique!
F
We
we've
worked
really
hard
to
to
get
all
the
filing
information
from
all
the
different
jurisdictions
and
the
districts
and
the
cities
to
keep
one
place
updated
for
everyone
to
kind
of
view
and
see
who's
filing
and
and
what.
F
F
I'm
hoping
so
so
we're
working
through
that
this
week,
I'm
trying
to
get
with
them
to
say,
hey,
look!
If
you
have
information
just
please
provide
it,
because
everybody's
asking
us
anyways
sure
so.
F
To
current,
if
you
go
online
to
the
filing
website
that
we
have
and
it's
We've
reorganized
it
in
a
way
that
should
be
pretty
easy
for
people
to
follow
and
see
who's
filing
out
their
first
various
offices.
So
those
are
the
big
things
that
are
happening
with
us
for
the
next
little.
While
do.
F
Think,
there's
a
lot
a
lot
of
attention
again.
It
depends
on
who
files
right
now,
we've
got
three
candidates
that
filed
for
Eagle
City,
not
including
the
incumbent
Eagle.
A
F
Mayor
mayor,
the
incumba
hasn't
filed,
yet
the
comment
has
not
filed
yet
that
could
be
as
many
as
four
for
them
could
be.
It
could
be
as
many
as
four
right
now
there's
only
one
in
in
Meridian
and
that's
the
incumbent
mayor
Simmons.
F
Yeah,
so
it
just
depends
I
think
on
on
who
turns
out,
and
obviously
there
could
be
other
things
in
the
ballot,
as
you
well
know,
that
might
turn
drive
out
as
well,
so
we're
expecting
it
could
be
a
full
full
deployment
for
our
entire
Precinct
in
the
county,
depending
on
what
happens
in
different
jurisdictions.
Obviously,
also
one
thing
that's
odd
and
we're
dealing
with
this.
F
If
there's
one
candidate
that's
filed
even
for
a
mayor,
the
statute
doesn't
put
them
on
the
ballot,
and
so
it
would
be
a
strange
thing
to
have
a
mayoral
election
with
zero
candidates
on
the
ballot.
So
that's
one
thing
that
we're
working
through
right
now,
so.
F
A
F
A
Okay,
thanks,
thank
you
and
I
think
we
we
do
have
a
well-run
system
and
congratulations
to
you
and
your
office,
because
we
not
only
have
well-run
Sitting
umbrella,
well-run
electrical
system
that
is
noted
nationally,
but
we
sort
of
leave
the
effort
in
the
in
the
state
as
well
yeah
and
that's
that's
because
of
the
wrong
diligent
efforts
of
our
campaign
staff
and
you
there
are
election
staff
anyway.
Thank
you.
Thank
you
for
your
report.
All
right.
We
have
a
claims
Journal.
E
A
H
A
Second,
the
motion:
okay,
you've
heard
the
the
motion
all
in
favor
say:
aye
aye,
all
right.
Okay,
we
are
fortunate
to
have
with
us
today,
our
distinguished
successor.
We
have
a
report
for
us.
I
do
good
good
morning.
I
Good
morning
good
morning,
well
Boe
went
smoothly
this
year,
but
the
board
of
tax
appeals
may
be
a
little
busy.
We
have
114,
which
is
a
bit
high
but
yeah.
So
the
staff's
working
hard
to
prepare
for
those
did.
I
I
I
Yes,
I
attended
the
International
Association
of
assessing
officers
this
past
week
and
took
along
a
couple
of
my
staff
members
staff
had
made
a
proposal
to
the
organization
to
make
a
presentation
and
they
were
chosen
to
make
the
presentation
to
13..
There
were
13
000
attendees
or
thirteen
hundred
attendees
there
from
all
over
the
country
and
internationally,
so
Aaron,
Brady,
Mark,
Southard
and
Kelly
deserve
a
shout
out
for
a
great
job
on
the
presentation
at
the
iaao
in
Salt
Lake
City.
E
I
I
The
topic
was
tools
for
assessing
in
a
fast-growing
County,
so
we
had
some
spreadsheets
and
things
that
were
available
for
attendees
if
they
wanted
them,
and
we
had
quite
a
few
people
who
ask
for
the
materials,
so
I
thought
it
went
very.
Very
well.
I
was
very
proud
of
our
team.
Great.
E
A
G
Good
morning,
Mr
chairman
good
morning,
Commissioners
our
priority
and
focus
this
week
is,
is
month
end
here
we
are
again
so
reconciling
and
balancing
the
prior
month,
but
then
also
making
sure
to
keep
everything
really
tidy
as
we
enter
the
final
month
of
FY
23
and
as
the
clerk
mentioned
three
and
a
half
weeks
to
go
live.
So
a
lot
of
our
staff
will
be
focused
on
training
in
preparation
of
that,
a
plan
to
be
here
on
the
first,
which
is
the
Sunday
and
then
ready
to
hit
it
on
Monday.
The
2nd.
E
Okay
and
everything
yeah
there
are
no
glitches
that
you're
finding
that
haven't
already
been
addressed.
E
A
E
A
Thank
you.
All
in
favor
of
the
motion.
Aye
motion
carries
okay.
Next
up
we
have
Expo.
Idaho
has
two
interim
events
except
emotion:
I'll.
A
Okay,
you've
heard
the
motion
all
in
favor
say
all
right
all
right.
All
right!
Please
make
note
of
the
dairy,
goat,
Association
and
next
next
May
all
right.
Next
up
we
have
the
Barber
Park
and
education
Event
Center,
with
an.
A
B
You
bet
so
Mr
chairman.
B
We're
receiving
about
one
and
a
half
million
in
financial
assistance
from
the
state
this
year
that
allows
us
to
bring
on
seven
attorneys,
one
investigator
and
two
legal
assistants.
We
use
it
to
upgrade
our
computers.
Our
laptops
also
assist
us
with
our
expert
witness
fees,
travel
and
training
for
our
CLE
requirements
for
our
attorneys,
and
so
that
is
what
that.
A
Items
for
thank
you,
yes,
and
that
comes
from
the
the
soon
to
be
disbanded.
Idaho.
A
D
A
Do
we
have
any
other
discussion
on
any
of
the
any
of
the
agreements,
the
renewal
of
any
of
the
agreements.
J
A
Carriage
we
just
approved
35
agreements
renewal
again.
Okay,
next
up
is
the
Indigent
items.
I'll
accept
a
motion
on
the
Indigent
items.
D
H
A
A
We're
on
the
record
well
good
morning
today
is
the
fifth
day
of
September.
The
time
is
10
44.
A
E
H
A
H
A
Have
on
the
agenda
an
executive
session,
I,
don't
know
what
that's
about,
but
I
guess,
so
we
won't
have
that.
Okay!
Is
there
any
other
issues
that
we
should
take
up
as
the
sitting
as
a
board
of
County
Emergency
Medical,
Services,
Bureau
District?
A
Hearing
that
we're
we're
in
German?
We
are
in
German.
