A
E
A
A
No
changes
to
the
agenda
we'll
start
off
with
a
with
an
employee
recognition.
Could
you
read
that.
E
I
He
was
quickly
offered
a
mechanic
position
with
Ada
County,
weed,
Pest
and
abatement
that
utilized
his
background
in
maintenance
from
the
military
David
performed
maintenance
on
the
vehicles
and
helped
as
a
weed
control
applicator.
When
the
80
County
Mosquito
Abatement
District
joined
the
agency
in
2005,
David's
role
changed
to
reflect
his
current
position
as
the
facility
facility
inventory,
specialist,
focusing
on
keeping
inventory
bordering
products
and
handling
product
dispersal
David
greatly
appreciates
all
the
people
he
has
gotten
to
work
with
over
the
years,
though,
the
technology
is
always
changing.
I
He's
impressed
by
his
colleagues
willingness
to
go
out
and
do
the
work
to
minimize
problems
from
noxious
weeds
pests
and
mosquitoes
all
throughout
Ada
County.
The
accomplishment
David
is
most
proud
of
reaching
in
30
years
of
service,
with
Ada
County,
weed
Pest
and
Mosquito.
Abatement
is
because,
as
he
explains,
I
believe
in
loyalty,
the
people
that
I
have
worked
with
have
been
loyal
to
me
and
I've
tried
my
best
to
be
loyal
in
return.
The
county
has
been
very
good
to
me.
Congratulations,
David,
Hayward
for
30
years.
J
I
would
Mr
chairman.
Thank
you
yes,
so
David
is
the
guy
that
we
all
go
to
for
all
the
stuff
around
the
facility
he's
the
one
that's
been
there
for
the
longest,
obviously,
and
he
is
always
the
best
guy
to
get
along
with.
J
He
keeps
the
mood
in
the
office
very
light,
very
fun
guy
to
be
around
it's
not
only
knowledgeable
and
talented
in
the
in
the
facility
management
and
the
inventory
management
also
he's
got
the
best
efficient
spots
and
he's
also
one
of
the
best
golfing
Buddies
the
guy
could
ever
ask
for.
So
that's
a
very
quick,
so
I
would
just
like
to
say.
Congratulations.
A
Anyone
else
like
to
say
anything:
okay.
Well,
if
you
step
up
here,
we'll
take
a
picture,
give
you
your
award.
A
A
A
B
A
H
So
yes,
regarding
rfp23026
Ada,
County,
Landfill
diversion
services
for
fibrous
materials,
processing,
Mr,
chairman
members
of
the
board,
the
evaluation
team
for
rfp23026
is
still
in
the
evaluation
process
and
we'd
like
to
request
to
re-table
the
final
ranking
and
award
recommendation
to
the
August
1st
2023
open
business
meeting.
A
H
Right
and
then
on
rfp23050
diversion
services
for
concrete
and
Rubble
Mr
chairman
members
of
the
board.
The
evaluation
team
for
RP
23050
is
still
in
the
evaluation
process
as
well
and
would
like
to
request
to
re-table
the
final
ranking
and
award
recommendation
to
the
August
1st
2023
open
business
meeting.
Thank.
I
A
Thank
you.
Okay.
Now
we're
getting
into
a
couple
of
public
hearings,
I'm
going
to
do
something.
A
little
unusual
I'm
going
to
open
the
public
hearing,
ordinance,
number
956
and
resolution
number
2882.
A
The
public
hearing
is
open.
Is
there
a
discussion?
Maybe
we
could
have
somebody
from
the
assessor's
office
give
us
a
brief.
K
C
Administer
a
title
admin
fee:
okay
for
titles,
so
the
ordinance
to
change
that
to
allow
that,
because
I
think
currently
it
only
States
the
registration
admin
fee.
C
We
need
to
amend
that
and
then
we
want
to
add
on
our
title
admin
fee
to
cover
our
costs
for
doing
title
transactions
so
you'll
see
in
the
first
stage.
We
got
the
bill
that
the
legislature
passed
this
year
to
enact
a
title
admin
fee
by
the
counties
and
then
on
the
second
page,
we've
got
our
estimated
cost
of
doing
title
transactions
breaks
it
down
as
far
as
the
cost
of
employee
benefits
and
our
overhead,
which
comes
out
to
about
a
seven
dollar
title
admin
fee
to
throw
on
top
of
the
title
fees.
C
Commissioner
Daley,
you
asked
for
a
list
of
the
history
of
the
title
fees
down
on
the
bottom
of
that
page.
You
will
see
that
there's
only
been
two
increases
since
1991..
C
Each
of
those
increases
have
been
to
the
state.
Our
County
cost
has
stayed
at
three
dollars
since
1991.,
so
these
fees
have
not
covered
themselves
for
a
long
time.
C
C
C
Cover
our
expenses
and
that
way
we're
not
running
the
red,
and
this
is
a
new
feed.
This
is
a
new
fee,
correct
the
legislature
had
the
ability
to
increase
the
fee
on
their
own,
they
were
able
to,
they
could
have
done.
The
original
legislation
that
was
proposed
was
a
20
title
fee,
with
a
six
dollar
nine
dollar
cut
for
the
counties.
They
rejected
that
and
decided
to
go
instead
with
passing
it
off
onto
the
counties
to
make
their
own
fee
so,
which
brings
us
to
the
next
thing.
C
C
B
The
this
is,
as
the
legislature
required
only
to
recover
costs,
correct.
C
Yeah,
if
you
see
the
breakdown
on
the
second
page,
there
you'll
see
what
our
estimated
you
know.
I
had
to
kind
of
take
some
guesses
as
far
as
what
our
final
budget
would
be
for
employees,
but
it
should
be
pretty
close.
B
And
just
the
reason
I
asked
for
that.
History
is
because
the
legislature
required
increases
in
91
and
2010,
but
only
to
go
to
the
state
correct.
It
didn't
give
us
the
ability,
at
the
county
level
to
recover
our
costs.
Correct.
C
I
believe,
prior
to
that,
I
couldn't
get
anyone
with
any
solid
knowledge
as
far
as
their
old
fee
through
somewhere
through
the
80s
there's
a
three
dollar
title
fee
and
I
believe
the
split
was
two
to
the
state
one
to
the
county.
But
I
was
not
able
to
get
anybody
at
the
state
to
give
any
clerk.
They
don't
have
any
proof
of
that,
so
they
they're
like
to
the
best
of
their
knowledge,
that's
what
it
was.
But
since
91
the
split
has
been
three
dollars
for
the
county.
C
Or
the
tax,
the
general,
the
general
taxpayer,
has
been
putting
the
bill
on
that
one
for
a
while.
So.
C
C
A
C
The
third
party
inventor
you're,
talking
about
the
last
I
checked,
was
the
end
of
May.
There
are
no
third
party
vendors
in
the
valley.
Currently
they
upset
pretty
much
all
the
dealers
with
the
issues
they
had,
which
is
great
time
for
us.
We
just
rolled
our
dealer
service
back
out
and
my
plan
is
to
go
and
try
to
figure
out
the
best
way
we
can
help
them
do
their
business
So.
Currently,
we've
got
about
a
week.
C
C
B
A
A
B
A
Now
we'll
take
the
the
resolution
resolution
number
2882.
B
C
And
that
was
where
we
were
last
year.
I
was
on
a
working
group
with
itd
and
a
bunch
of
other
counties
trying
to
work
some
legislation
that
we
could
present
to
the
legislature
to
cover
our
costs
on
this,
because
otherwise
we
were
going
to
have
to
try
to
recover
that
with
either
running
a
deficit
where
attack
property
tax
will
not
would
pay
for
that
or
raise
our
registration
admin
fee
to
a
rate
that
would
be
astronomical
at
that
point.
C
A
K
G
C
A
H
Yes,
Mr
chairman
Commissioners
Ada
County
procurement
received
four
proposals
for
RFP
23062
Ada
County
custodial
services
for
Ada,
County,
Courthouse,
Civic
class
offices
and
parking
garage
to
faces
of
Hope
victim,
Center
juvenile
services
and
select
landfill
buildings.
Our
bonfire
e
procurement
systems
queued
up
on
the
screen
if
you'd
like
Evan,
will
get
those
open.
A
H
H
I
A
H
J
A
Thank
you
now,
we'll
open
rfq23064.
H
H
And
would
you
like
me
to
read
these
into
the
record
as
well?
Yes,
all
right,
so
we've
got
kataruma
and
Associates
cshqa,
CTA
and
Musgrove
engineering
and
again
on
this
one.
The
evaluation
team
will
need
time
to
evaluate
these
qualification
statements
and
we
request
that
this
be
tabled
for
final
ranking
and
request
to
enter
fee
negotiations
to
the
July
18th
2023,
open
business
meeting.
A
B
I
A
I
I'll
move
to
approve
and
ratify
the
catering
permit
signed
by
commissioner
back
on
July
6
2023,
as
identified
on
the
agenda
approve,
the
remaining
alcohol
licenses
is
listed
on
the
agenda,
including
four
catering
permits
and
one
new
license
and
authorized
the
chair
to
sign
the
documents
on
behalf
of
the
board.
I.
A
E
E
There's
been
a
lot
of
Blood
Sweat
and
Tears
on
systems.
Integration,
testing,
you'll
notice,
our
mythics
contractors
are
in
the
building
throughout
this
Friday
testing
will
end
this
Friday
there's
been
some
cuss
words
along
the
way,
but
all
in
all,
we
poke
holes
where
we
needed
to
and
now
we're
ready
to
move
forward
with
u18
in
a
couple
of
weeks,
that'll
be
critical
for
that
go,
live
on.
October
1.
talked
to
Katie
Reed
on
her
next
monthly
update
she'll.
E
A
E
B
A
E
Quick
update
on
the
elections,
they
continue
to
really
push
forward
and
be
the
shining
example
for
the
state.
So
continuous
Improvement
is
always
on.
The
mindset
for
working
groups
are
working
on
the
following,
so
they've
got
a
ballot
on
demand
inventory
on
day
of
Elections,
also
candidate
filing
and
last
but
not
least,
is
electronic
poll
books.
There's
a
Sandbox.
We
can
push
some
functionality
within
there
and
continue
to
just
really
grow.
E
So
we
have
an
update
today
from
those
team
members
really
excited
to
see
where
those
efforts
will
go
and
how
we
can
make
our
election
team
even
stronger
and
then
last
but
not
least,
wanted
to
flag
a
date,
July
25th
at
6
PM,
that's
when
clerk
Trent
triple
and
you
all
will
present
the
tentative
budget
to
the
public.
A
E
E
I
B
The
budget
on
or
the
ballot
on
demand
is
that
is
that
going
to
be
expanded
again?
What's
what's
the
evolution
of
that
and
same-day
registration.
E
Good
question:
the
idea:
is
we
tested
out
four
locations
on
the
last
election
to
do
ballots
on
demand?
Incredibly
successful,
our
long-term
vision
is
to
evolve
in
that
direction.
A
lot
of
work
and
efforts
need
to
go
that
way
for
the
printers
to
have
the
equipment
on
site.
Part
of
that
was
the
cage
design
that
we
talked
about
where
we
can
deploy
a
secure
cage
to
all
of
our
polling
locations.
E
Hundreds
of
these
large
items
that
will
be
in
inventory
year
round,
but
that
will
leverage
us
to
be
a
little
bit
more
capable
of
ballots
on
demand,
but
the
four
was.
It
was
a
good
starting
point.
We've
got
a
lot
of
work
to
do
and.
B
A
I
A
B
A
Second,
that
all
right
well
you've
heard
the
motion
all
in
favor,
say:
aye
aye,
aye,
aye,
okay,
we've
already
done
some
assessors
business,
so
I
don't
see
anybody.
Anybody
from
assessor's
office
or
anyone
nope
treasurer's
office,
I
see
there.
We
go
up
on
the
bridge
good
morning,
hi
there.
How
are.
K
You
I'm
good.
How
are
you
all
right
just
wanted
to
give
a
brief
update
on
the
tax
deed
auction
before
we
dive
into
the
monthly
report,
so
you
may
recall
that
there
were
four
Parcels
scheduled
for
auction
last
week.
Yes,
however,
two
of
those
Parcels
were
redeemed,
meaning
that
a
party
in
interest
or
owner
came
in
and
paid
the
delinquency
on
the
third
parcel.
K
There
was
an
action
to
determine
whether
a
family
member
could
redeem
we're
awaiting
that.
So
that
left
just
one
parcel
that
went
to
the
auction
last
week.
That
auction
has
closed
the
winning
bid
with
just
over
ninety
thousand
dollars.
K
So
we're
waiting
for
that
to
fund-
and
you
know
one
thing
I
want
to
mention
on
this-
is
this:
this
process
is
to
recover
taxes
on
behalf
of
the
districts
in
any
cost.
So
once
we
receive
those
funds,
we
will
be
paying
that
delinquency
and
then
there's
a
process
that
any
excess
proceeds
goes
to
parties
and
interests
or
the
owners,
so
in
other
words,
the
county
does
not
profit
in
any
way
on
this
process.
K
K
So
Mr
chairman
commissioner
Davidson,
what
we
will
do
is
we
will
follow
the
litigation
guarantee
that
we
ordered
at
the
beginning
of
the
process
that
identifies
the
parties
and
interests
and
owners.
So
we
would
provide
notice
to
all
of
them
of
the
amount
of
the
excess
proceeds
and
their
right
to
submit
a
claim.
So
we
we
do
have
a
process
to
try
to
determine
who
is
entitled
those
funds.
I
And
then,
on
the
the
the
other
parcel,
that's
I,
guess
being
contested
in
court,
so
the
the
state
law
is
that
only
a
family
member
cannot
redeem
if
they're
not
on
the
title
or
how
does
that
work.
I
K
Correct
whoever
meets
that
that
statutory
definition
to
redeem
if
they
fulfill
that
requirement,
then
we'll
accept
those
funds
and
they
will
become,
will
re
retain
their
ownership
of
the
property.
If
it's
determined,
they
don't
have
the
right
to
redeem,
then
the
county
would
just
re-offer
the
property
for
sale.
F
F
The
yields
on
those
are
are
shown
in
here,
a
few
pages
in
under
new
purchases
they're
generating
about
4.5
percent
yield,
so
we're
taking
advantage
at
the
moment
of
the
higher
yields
that
we're
we're
seeing
additionally,
this
month
for
for
July,
which
you'll
see
next
month,
we
just
wrapped
up
our
primary
tax
collections,
which
ended
June
20th,
we're
still
collecting
taxes
every
day.
People
come
in
every
day
and
pay
right
now
we're
getting
people
that
are
a
little
angry
about
the
late
charging
interest
because
they
missed
that
deadline.
I
know
we're
getting
calls.
F
We
try
to
head
them
off
initially
before
they.
If
they
insist,
then
maybe
they
contact
you,
oh
yeah,
so
we
just
now
in
July.
We
just
did
the
distribution
that'll
go
out
in
July,
and
so
the
county
will
receive.
I
did
a
quick
calculation,
probably
about
50
million
dollars
from
those
Collections
and
that'll
appear
in
our
LGB
account,
which
is
on
the
front
page
at
the
very
top.
F
I
think
right
now,
our
market
value
is
just
over
107
million
in
Elgin,
so
that'll
that'll
jump
up
quite
a
bit,
so
we'll
be
looking
at
our
overall
portfolio,
along
with
our
investment
advisor
and
considering
how
we
want
to
position
those
funds.
However,
the
LG
right
now
is
is
a
pretty
attractive
yield
on
the
June
report.
It
shows
a
yield
to
maturity
of
4.683
and
I.
F
We
just
got
those
statements
yesterday,
so
it's
ticked
up
a
little
bit
from
there,
so
there's
always
on
the
dbf,
the
Diversified
bond
fund,
the
second
one
down
and
the
LGB
on
top
there's
always
a
one
month
lag
because
we
submit
these
reports
to
the
board
on
the
third
by
Thursday
at
noon
prior
to
today's
meeting.
So
things
are
moving
along
pretty
good
we're
seeing
a
lot
higher
yield
than
we
have
in
in
recent
years,
but
they're
a
little
bit
more
normal
right
now
we
see
mortgage
rates
much
higher.
F
They
have
been
in
the
past
few
years,
but
historically
speaking,
you
know
how
would
you
recall,
five
percent
used
to
be
considered
pretty
pretty
good
rate,
and
so
we
just
have
a
recency
bias,
I
think,
with
the
low
rates
that
we
were
seeing,
3.5
percent
and
so
forth
on
on
mortgages
yeah.
So
the
CPI
numbers
are
coming
out
tomorrow:
Consumer
Price
Index,
the
PPI,
the
producer
price
indexes
on
Thursday
that'll,
help
determine
which
way
the
FED
goes.
F
I
did
look
at
the
yield
curve,
the
consensus
among
economists
recently
and
that
does
change
from
week
to
week.
It
seems
and
I
recall,
noticing
that
the
consensus
is
that
the
yields
will
Peak
a
little
bit
later
this
year
and
then
they'll
start
to
go
down
somewhat
slowly
and
by
the
end
of
2024
will
be
right
around
four
percent
if
that
plays
out.
So
there's
still
time
to
capture
some
of
this
yield.
F
You
know
I
wasn't
here
at
that
time
and
and
I
don't
know
if
they
necessarily
lost,
because
if
you
purchase
one
of
the
Investments
initially
and
you
hold
it
to
maturity,
then
it'll
eventually
go
to
par,
so
you're
going
to
get
your
par
value
back.
If
the
county
had
to
pay
off
some
expenses
and
they
had
to
sell,
then
they
probably
did
lose.
Some
money
actually
realize
losses.
So
we
currently
are
carrying
some
unrealized
losses.
B
F
The
the
two
purchases
we
made
were
in
in
June.
The
2.2
million
is
money
that
we've
received
in
principal
pay,
Downs
on
mortgage-backed
Securities,
as
well
as
the
interest
earned.
So
if
that
was
invested
at
the
time
and
lower,
yielding
Investments
we're
kind
of
re-upping
in
the
higher
yielding
ones
now.
So
our
strategy
is
pretty
conservative
and
it's
gonna
the
yield's
going
to
change
over
time,
but
we're
positioned
in
a
way
we
have
enough
cash
available.
We
won't
have
to
sell
Investments
so
counties
in
good
shape
in
that
regard.
F
B
F
Does
yeah
and
in
fact,
on
the
front
page
under
the
money
markets
you
can
see,
we've
got.
We
actually
have
two
money
markets
and
the
total
between
the
two
is
just
under
51
million.
And
if
you
look
at
the
percentage,
the
portfolio
of
19.97
or
16.97,
sorry,
which
is
close
to
that
17
it
rounds
for
the
pie
chart
and
then
you
could
even
add
LGB
into
that.
Even
though
it's
not
specifically
cash.
We
regard
it
as
cash
because
it's
liquid.
B
A
Securities
and
kind
of
in
response
to
commissioner
Davidson's
question
they're
all
guaranteed.
They.
F
And
credit
of
the
U.S
government
we
only
invest
in
agencies
like
and
so.
A
A
J
A
A
Yeah,
but
even
then,
the
the
if
they
were
they
had
the
either
the
FHA
or
the
one
of
the
guarantees
they
got
their
money
back
all
right,
any
other
questions.
Thank
you
for
your
work.
Thank
you.
Thank
you
appreciate
it.
Yeah,
okay,.
A
Moving
on,
we
have
the
approval
of
the
minutes,
accept
the
motion
for
the
yes.
I
A
B
A
Second,
that
okay,
you've
heard
the
motion
all
in
favor,
say:
aye
aye
aye.
Next
up
we
have
Park
Barber
Park
Education,
Event
Center.
We
have
four
events
to
authorize.
I
would
accept
emotion
on
that.
One.
I
A
I
Sure
I
had
a
question
on
F
license
between
Ada
County
and
the
highway
district
for
installation
of
cameras
by
Ada
County
on
Ada,
County,
Highway,
District
property.
So
I
guess
just
my
concerns.
Are
you
know
if
we're
writing
a
blank
check
to
the
Sheriff's
Office
to
put
up
cameras
everywhere
without
really
knowing
what
the
policy
is?
What
they're
going
to
be
used
for?
Is
this
going.
D
Chairman
Christopher
Davidson
I
actually
have
a
draft
policy
here.
This
is
these
are
the
same
cameras
that
you've
probably
seen
in
the
news
recently,
it's
all
from
the
same
company
recore
is
the
parent
company.
If
you
will
we're
asking
data
County
Highway
District,
if
we
can
use
their
power
and
perch,
if
you
will,
because
it
gives
us
the
most
visibility
instead
of
using
poles
or
something
else
of
that
nature,
that's
on
a
diagonal.
It
doesn't
give
as
good
of
a
of
a
picture.
Our.
B
D
Is
pretty
specific,
this
is
criminal
oriented.
This
is
an
investigative
tool.
This
is
not
a
traffic
enforcement.
Actually,
my
the
Trump.
This
is
a
draft,
because,
if
it's
a
no,
then
there's
been
met,
no
yeah,
so
the
draft
that
I'd
have
is
pretty
specific
and
even
the
last
the
last
piece
I
know.
One
of
the
biggest
concerns
is
the
traffic
enforcement
side
of
things
and
giving
red
light
tickets,
speeding,
tickets,
whatever
that
may
be-
and
it's
very
basically
states.
C
D
D
Generally
speaking,
it
wants
to
capture
the
license
plate
and
it
goes
into
a
database
right.
We
hold
the
database
for
60
days
is
what
I
have
in
here,
but
it
could
go
down,
go
up
depending
on
retention
schedules
and
what
we
want
to
do
for
data,
but
that
is
only
searchable
by
law
enforcement.
D
States
I
mean
there's
many
states
that
have
not
done
this
correctly.
If
you
will,
but
we
I
don't
know
how.
Long
ago
it's
been
at
least
a
year
year
and
a
half
when
we
had
and
I'll
call
it
an
assisted
suicide
and
star
AKA
manslaughter
homicide.
The
suspect
in
that.
Actually
it
was
up
at
one
of
the
parks
in
Star
and
he
took
off
from
said
Park,
and
we
were
actually
able
to
locate
him
that
day
because
of
a
licensed,
Plate
Reader,
and
it
took
us
basically
directly
to
his
his
apartment.
D
When
then
one
thing
led
to
another
and
we
had
him
in
custody,
I
have
a
other
examples.
Nampa
has
been
using.
Nampa
PD
has
been
using
this
for
a
couple
years
now
and
they're
kind
of
what
I
would
say,
the
pilot
program
and
between
stolen
vehicles,
property
crimes,
major
violent
crimes,
custodial
interference,
kidnapping.
D
It
gives
us
one
more
tool
to
be
able
to
research
it.
It
doesn't
mean
that,
just
because
we
look
into
this
that
we
can
we,
we
have
to
verify
that
once
we
have
the
information,
we
still
have
to
go,
look
and
do
some
more
investigation.
Is
not
a
a
One-Stop
shop
if
you
will
when
it
comes
to
investigative
tool,
it's
just
one
more
thing
to
add.
I
D
Absolutely
I
only
brought
one
copy:
I
had
a
I
can
go
through
a
PowerPoint
that
I
did
for
achd
back
in
February.
If
that
would
be
of
any
help,
it
gives
you
a
bit
more
of
what
I've
just
talked
about,
but
it
gives
you
a
kind
of
a
visual
as
well
I.
Don't
know,
didn't
hook
it
up
and
have
it
on
a
flash
drive.
I
It
makes
you
interesting
after
I
mean
I'd
like
to
review
that
too.
But
obviously
my
concerns
are
you
know
these.
These
things
always
start
off
innocuous,
but
with
technology,
there's
always
going
to
be
the
incentive
to
just
put
more
and
more
cameras,
more
and
more
surveillance,
and
then
you
have
to
go
okay.
What
are
the
safeguards
for
access
to
the
information?
B
I
Just
have
to
wonder
in
10
years
you
know
just
eventually
lead
to
it
so
I
think.
If
we
don't
have
good
policies
in
place,
then
things
could
get
out
of
out
of
control
over
the
years.
So
I
would
definitely
like
to
review
the
policy.
You
know
just
see
where
we're
going
in
the
future.
With
this
before
I
vote
on
it.
D
German
Christian
Davidson
I
I,
hear
you
on
on
both
of
those
points
and
I
could
say.
As
long
I've
been
doing
law
enforcement
for
17
years
now,
I've,
we
all
have
access
to
databases
that
have
a
lot
of
personal
details
now
of
people
right,
I
I.
D
D
We
as
a
profession
are
very
protective
of
that
information,
and,
personally,
at
in
my
position
here
is
that
if
my
stance
and
I
I
don't
want
to
speak
for
the
sheriff,
but
I'm
sure
he
would
probably
agree
with
me,
is
that
anyone
that
abuses,
that
power
has
no
business
being
in
this
job
and
I'm,
just
I'm
saying
that
I
realize
that
you
want
to
see
the
policy,
but
I
just
want
to
tell
you
that.
That's
the
stance
that
that
I
have
just.
I
Sure
sure
that's
that's
good,
but
obviously
you
know
you
can't
you're
not
you're,
not
looking
over
the
shoulder
of
every
employee,
24
7
and
then,
when
you
see
all
the
excesses
of
the
you
know,
the
CIA
and
the
National
Security
State
that
we're
documented
abusing
the
intelligence
gathering
software.
It's
like
it
just
tells
you,
okay,
we
got
to
make
sure
we
have
policies
in
place
to
especially
when
something's
brand
new.
You
know
regarding
new
technology,
I.
C
I
A
Your
first
that
these
would
not
would
not
it
would
not
be
primarily
used
for
motor
vehicle.
D
That
could
you
yes,
so
I
need
to
leave
the
door
open
in
the
sense
that
so
just
the
way
these
function
and
talk
about
the
red
light.
It's
not
designed
it
doesn't
activate
on
a
red
light.
Actually,
the
only
way
that
I
could
even
fathom
getting
a
red
lighter
speeding
is
not
not
a
function.
I
would
have
to
tilt
the
camera
where
it's
hitting
an
intersection
and
getting
a
red
light.
At
the
same
time,
it
doesn't
hook
together,
they're
completely
separate,
but
for
traffic
I
have
to
I
have
to
keep
that
in
mind.
D
10
seconds
of
movement,
so
if
there's
more
movement
after
the
10
seconds,
it's
going
to
keep,
keep
recording
well
for
a
traffic
crash,
the
results
in
even
minor
in
injury
or
fatality,
we're
going
to
end
up
having
to
investigate
that,
and
we
could
pull
that
to
see
if
we
actually
see
who's
at
fault.
What
happened
of
that
nature,
but
in
the
sense
of
traffic
enforcement
as
in
speeding
infractions
that
types?
No,
that's,
not
something!
That's
not
designed
that
way!.
C
D
Doesn't
work
that
way
the
company
doesn't
it
has
never
had
that
design
for
this
camera?
It
is
specifically
for
investigative
tools.
There
is
a
separate
module
that
achd
should
they
want,
could
do
for
traffic
studies,
but
still
that
gets
away
from
speed
and
red
lights
and
traffic
infractions
and
stuff
like
that.
A
D
Would
we
pick
where
we
want
to
put
them
based
on
basically
traffic
flow,
and
where
would
the
Ingress
egress
for
I
would
say
points
of
cities
and
where
most
people
may
go
so
that
we
can
kind
of
see
what
direction
of
travel
should
we
have
a
crime
that
occurs,
for
example,
go
back
to
our
our
star
homicide
in
that
there
was
a
traffic
camera
caught
in
Nampa,
while
it
just
happened
to
be
there,
because
that's
where
a
lot
of
their
traffic
ends
up
going,
they
put
them
in
multiple
places.
D
C
I
D
No,
they
are
their
cameras,
don't
record
whatsoever,
at
least
that's
what
I've
been
told
and
had
in
my
discussions
with
director
Wong,
they
don't
record
and
we
are
keeping
it
complete
completely
and
utterly
separate
we're
not
tapping
into
their
cameras.
They
are
not
tapping
into
these
cameras
completely
and
utterly
separate.
So
there's
like
these
are
entirely
just
law
enforcement.
So
there
is
no
more
of
the
well
no
extra
concerns
for
who
can
access
these
that
shouldn't
have
access
to
them.
B
A
Us
I
think
would
I
think
it
would
I
think
I
think
it'd
be
good.
We
could
dig
in
dig
into
them.
It's
a
good.
That's
it's
a
pretty
good
idea,
but
we
still
need
to
have
more
knowledge
and
we
need
to
add
anime,
particularly
on
the
on
the
policy
and
how,
as.
B
I
Available
it's
available
thanks
for
the
question
yeah,
it's
one
of
those
things
where
you
know
I'm
not
concerned
about
this
border,
the
sheriff's
department.
It's
you
I'm,
trying
to
think
you
know
five
ten
years
now
in
the
future
different
boards,
different
sheriffs,
who
you
know,
wants
a
massive
infrastructure
is
in
place.
You
know,
how
do
you
have
a
discussion
now
when
it's
just
getting
set
up
is
probably
the
time
to
have
these
talks.
A
That
would
be
F
right,
so
would.
A
With
our
with
our
staff
for
a
time
to
do
that,
okay.
A
Next
remember
well:
well,
let's
give
it
enough
time
so
that
we
can
have
make
sure
we
get
scheduled
with
the
presentation
so
Mom,
let's
table
it
for
one
month,
that'd
be
fine
with
me
sure,
because
then
we'd
have
plenty
of
time
to
get
together.
So
that
would
be
an
August.
What.
A
Okay,
all
right
I'll
accept
the
motion
to
table
this
agreement
to
August
8th.
I
A
You've
heard
the
motion
all
in
favor
say:
aye
aye.
Thank
you.
Okay,
we
have
seven
additional
agreements.
Is
there
any
question
or
discussion
on
any
of
the
other
agreements?
B
Mr
chairman
I
moved
to
approve
the
remaining
seven
agreements
listed
on
the
agenda
as
a
b
c
d
e
g
and
H,
and
authorized
the
chair
to
sign
the
documents
on
behalf
of
the
board.
A
A
Good
morning
today's
Tuesday
July
11th,
the
time
is
10.
E
A
G
A
We
have
claims
Journal
dated
July
7th
I'll,
accept
a
motion
for
that.
B
A
Okay,
I'll
get.
C
G
Ems
update
yes,
Mr,
chair
Commissioners
good
morning,
I
I
have
three
things
for
you.
First
is
we
have
the
lieutenant
governor
do
a
ride
along
yesterday?
He
said
that
went
well.
I
think
he
really
enjoyed
going
around
talking
to
our
crews
and
learning
about
EMS
and
Mark.
Doesn't
Mark
Babson
does
a
really
good
job
with
those
and
he
spells
out
the
the
different
EMS
agencies
that
are
in
the
district.
G
You
know
where
that
that
person
comes
from,
and
so
you
know
hopefully
he'll
try
to
do
something
similar
over
there
in
that
part
of
the
state
so
that
he
can
learn
a
little
bit
more
about
his
his
own
local
EMS
system.
But
you
know
they
get
to
go
to
the
hospitals.
They
get
to
go
to
dispatch
and
run
on
some
calls
and
speak
with
Cruz,
and
did
you
light
them
up?
Oh
yeah
yeah.
So
a
couple
weeks
ago,
representative
blank
Smith.
She
really
enjoyed
that
running
with
the
lights.
G
It
is
kind
of
fun
when
you
first
started,
but
you
know
he
one
of
the
things
that
came
up
was
he
really
thought
that
that
we
could
use
Ada,
County
paramedics
as
a
model
for
around
the
state
for
how
we
do
things
and,
and
luckily,
Mark
and
and
John
Blake
were
there
to
kind
of
say.
Well,
you
know
it's
working
right
now,
because
we're
making
our
people
work
an
additional
416
hours
a
year
to
make
it
work
so
it,
but
that's
probably
not
a
sustainable
thing
to
do
so.
It's.
G
These
these
legislators-
and
you
know,
certainly
the
lieutenant
governor
about
you-
know
the.
F
G
A
productive
day
for
for
him
and
for
for
our
staff-
yes,
yes,
that
was
very
good
second
is
we
did
see
while
I
was
out
on
vacation
and
uptick
in
covet
cases,
you
may
have
seen
an
email
come
out
from
Bethany
Dr
hilvers,
with
the
emergency
responders
Health
Center
they're
off
of
emerald,
we're
seeing
in
uptick
in
cases.
Last
week
we
had
three
people
out,
but
luckily
it
seems
like
it
just
kind
of
stopped.
G
We
haven't
seen
any
additional
names
come
across,
so
I
did
have
a
neighbor
that
called
on
the
4th
of
July
and
said:
hey
I
got
covered.
Can
you
come
and
check
on
me
and
so
I
had
an
n95
and
went
over
and
did
that,
and
that
was
seven
days
ago.
I
didn't
get
it
so,
but
that
uptick
was
occurring.
I
looked
at
the
Wastewater
data,
it
it
isn't
trending
upward
here
it
is
over
in
Bear
Lake
in
that
area,
they've
had
a
sustained
increase.
G
Payette
County
I
think
it
was
either
paid
or
Washington
County
had
a
sustained
decrease.
We've
been
just
kind
of
level
for
quite
a
while.
That
was
that
for
for
covid.
The
third
thing
is
our
our
BLS
unit,
Squad
from
Boise
fire
project
started
on
Friday
and
we
may
need
to
pause
or
tweak
a
few
things.
We
ran
the
the
cred
out
of
those
folks
over
the
weekend.
G
G
That
ran
up
over
the
weekend.
The
dispatch
software
was
recommending
that
BLS
unit
as
a
qre
or
like
a
fire
engine.
So
we
were
sending
two
ambulances
to
one
call.
We
don't
want
to
do
that
that
that's
ridiculous
and.
G
A
A
G
B
Okay,
good
question:
obviously
you
said
it's
useful
lieutenant
governor
and
the
majority
leader
of
the
house.
Do
you
have
anybody
from
the
senate
in.
G
Terms
of
yes,
Mr,
chair,
commissioner
daily,
we
we
are
going
to
be
asking
some
Senators
to
come
and
do
a
ride
along.
We
haven't
figured
out
who
exactly
to
ask
yet.
G
So
if
you
have
any
recommendations,
certainly
let
me
know
and
and
we'll
put
out
an
invitation,
we're
certainly
trying
to
capture
them
before
things
get
busy
here
in
the
fall,
because
it
seems
like
they've
got
time
to
do
that
now,
it'd
be
great
if
we
could
get
like
Senator
Harris
to
come
and
do
a
ride
along
because
he's
kind
of
been
the
champion
behind
the
sustainability
project.
But
I
don't
know
if
he
has
time
to
come
over
from
Soda
Springs
and
for
a
day
in
Boise
or
not,
but
we
could.
B
G
Mr
chair,
commissioner
Daley,
that's
a
good
question,
so
we
have
at
this
point.
There
are
three
pieces
of
draft
language,
one
that
would
designate.
G
The
the
issue
that
we're
working
on
at
least
I
I'm
a
co-chair
and
the
funding
committee
is
if
we
say
that
it's
going
to
be
the
county
commissioner's
responsibility
and
authority
to
do
this,
we
also
have
to
give
you
all
the
ability
to
fund
it
appropriately,
because
if
we
say
yeah
it's
your
problem,
you
have
to
deal
with
it,
but
there's
no
money
available.
Well,
they
know
how
to.
G
And
that's
what
we
want
to
avoid
is
putting
something
in
place
that
puts
the
onus
on
the
board
without
any
way
of
actually
taking
any
action
on
it.
So
you
know
in
in
the
conversations
I
had
with
representative
blanksman
when
she
did
her
ride-along.
She
was
going
to
actually
ask
Lieutenant
governor's
office
to
do
some
research
into
looking
at
the
streams
that
are
available
now
for
EMS
and
make
sure
that
those
funds
are
still
going
to
where
they're
supposed
to
go.
G
Taking
that
first
step
just
to
make
sure
there
isn't
some
low-hanging
fruit
of
you
know,
dhw
taking
a
portion
of
the
funds
that
they
should
be
today
and
then
that
didn't
come
up
I'm
just
on
that
up
as
a
person
making
sure
the
money's
going
where
it
should
go.
But
when
you
start
talking
about
things
levees,
they
get
nervous
about
it.
G
G
One
good
thing,
though,
that
they
are
looking
at
very
closely
right
now
is
if
somebody
comes
here
with
a
cell
phone
and
they
don't
change
their
cell
phone
number,
that
dollar
that
they're
paying
has
gone
to
their
their
call
center
in
the
state
where
they
lived,
that's
happening
more
and
more
people
yeah
they
just
keep
their
instead
of
just
you're,
seeing
a
lot
of
those
Excel
numbers,
they
are
looking.
G
Apparently,
the
the
cell
phone
carriers
know
where
you
live,
because
your
Bill's
not
going
back
to
your
address
and
California,
is
going
to
your
address
here
of
creating
legislation
that
would
say
that
money
has
to
stay
at
the
peace
app
where
you
reside.
So
even
if
you've
got
a
an
area
code,
that's
from
Tennessee.
It's.
C
I
G
A
B
Idea,
obviously,
spills
what
am
I
yeah
federal
government
when
we
do
things
on
Federal
Land
built,
but
under
the
safe
rural
schools
act,
title
III,
which
we
usually
don't
get
meat
threshold.
It
has
to
be
over
a
hundred
thousand.
B
J
B
G
Yeah
Mr
chair
commissioner
daily.
We
have
talked
about
the
the
safer
staff
or
for
that
the
rural
school
districts
and
that
funding
and
some
of
the
rural
districts
I,
guess
that
there's
a
lot
of
contention
over
those
those
funds
and
where
it
goes,
but
we
have
had
that
discussion.
We've
even
talked
about
creating
a
pill
that
is
specific
just
to
EMS
of
saying
here's
another
a
form
of
pill,
that's
not
coming
from
the
original
pile
of
funds
that
was
designated
by
pilt.
That
would
be
specific
to
EMS.
G
So
a
lot
of
that
is
in
play
a
lot
of
those
things
are
kind
of
longer
term
games,
oh
yeah,
but
at
least
we're
having
those
conversations.
One
thing
that
we
did
learn
is
currently
each
Ranger
for
a
forest
or
a
BLM
district
has
the
ability
to
kind
of
run
their
budget
within
their
District.
So
an
EMS
agency
could
contact
a
forest
and
say:
hey:
can
we
get
a
contract
because
a
high
percentage
of
our
calls
are
happening
on
your
land
and
that
could
occur
today
and
so
that.
G
I
Yeah
any
action
with
the
float
season
I
haven't
commissioner
Davidson
I
haven't
heard
of
any
action
we'd
get.
It
seems
like
once
you
put
tubes
in
the
river
we'll
get
a
lot
of
rescue
calls
about.
G
Daily
but
I
haven't
heard
of
anything
at
least
tragic
happening.
Of
course,
I've
been
off
for
the
last.
G
It
is
mostly
fire
will
deploy
ambulances
too,
and
and
we'll
send
crews
out
they
put
on
their
pfds
and
they've
got
a
throw
bag
and
they've
received
training
on.
You
know
how
to
how
to
go
about
doing
that,
but
we
just
kind
of
deploy
people
depending
on
where
the
person
is
I,
think
they
they're
trying
to
do
a
better
job
this
year
of
giving
the
people
the
knowledge
of
describing
where
they're
at,
because
you'll
get
well
they're
at
such
and
such
bridge
and
they're.
G
Not
you
know,
so
you
get
a
bunch
of
people
that
go
here
and
they
don't
find
anybody
and
they
start
working
your
way.
Downstream
and
Upstream
until
you
finally
find
somebody
so
I
think
Scott
and
Steve
might
know,
but
Scott
in
the
city
I
think
we're
working
on
giving
people
a
better
idea
of
being
able
to
say
where
they're
at
on
the.
A
A
They're,
the
mild
post
along
the
river
they
do
have
them.
I
floated
it
last
year,
right
all
right,
how's
that
Statewide
plan
was
approved.
Wasn't
it
yes,
it
will
well
the
the
spa
hasn't
been
approved.
It's
been.
G
A
G
The
consultant
thinks
that
we'll
probably
see
our
first
payment
in
November
of
2024.
yeah,
which.
K
G
The
only
other
thing
I've
mentioned
and
I
think
I
mentioned
this
a
couple
times
the
strategy
of
using
that
billing
service
out
so
Outsource
half
of
our
bills,
we're
seeing
some
pretty
amazing
days,
the
folks
in
our
billing
office
and
the
company
of
we.
We
had
our
largest
day
two
weeks
ago
at
199
000.
In
one
day
they
Wrestled
a
really.
A
A
You
all
right
unless
there's
any
other
business
we'll
be
adjourned.
Thank
you.
A
The
time
is:
10
15.,
the
Board
of
Commissioners
sitting
as
a
board
of
the
avalor
community
infrastructure.
District
number
one
is
in
session
to
conduct
this
weekly
open
business
meeting.
All
three
Commissioners
are
present.
Do
we
have
any
change
to
the
agenda?
Madam
clerk.
