Almost
eight
months
ago,
the
district
administration
chose
to
place
me
on
administrative
leave
without
pay.
I
was
given
a
statement
of
charges
of
the
alleged
as
various
accusations,
though
extremely
upset
and
confused
of
the
allegations.
I
provided
a
response
with
the
evidence
and
explanation
as
to
their
statement
of
charges,
and
yet
they
decided
to
move
forward.

Unfortunately,
district
administration
has
not
followed
their
board
policy
board
policy.

part
a
reads
when
a
timely
request
for
a
hearing
has
been
served
upon
the
board
in
accordance
with
section
4,
the
board
and
or
its
designee
shall
within
14
calendar
days
after
reviewing
the
request
schedule,
a
hearing
within
30
calendar
days

that
date,
my
request
for
hearing
was
made
on
october
22
2021.

After
reading
the
full
report
without
redactions,
I
can
see
why
they
wanted
it
left
out
with
two
days
of
hearing
left.
We
are
waiting
on
mr
krauss
and
mr
moran
to
provide
their
testimony,
but
the
problem
is,
we
are
having
we
keep
having
issues
of
postponing
and
lack
of
them
of
a
new
dates
of
availability.

This
hearing
started
five
months
ago
and
after
I'm
sorry
this
hearing
that
started
five
months
after
the
request
is
still
going
on
with
no
one's
in
sight.
Eight
months
later,
the
delay
has
caused
a
tremendous
amount
of
stress
on
my
family,
with
the
lack
of
pace
since
october
of
21.

Last
week
I
received
a
letter
from
calpers
of
my
options
of
separation.
Calpers
has
been
notified
of
my
permanent
separation
from
aesd.
The
board
of
trustees
has
yet
to
vote
on
any
type
of
recommendation
made
by
the
district
administration.
Their
actions
are
again
a
violation
of
board
policy
once
upon
a
time.
I
would
agree
with
you
that
this
district
did
feel
like
a
big
family,
but
I
can
definitely
tell
you
over
the
last
two
years
that
that
feeling
is
completely
gone,
and
I
wonder
if
you
were
to
ask
other
employees
that
same
question.

I've
been
following
along
how
the
technology
department
has
been
holding
over
for
the
last
two
year,
and
I
want
to
give
my
team
encouragement.
I'm
hopeful
that
this,
these
false
allegations
and
distractions
will
be
held,
will
be
behind
us
soon
and
we
can
get
back
to
providing
technology
services
to
the
students
and
staff
of
aesd.
After
all,
that
is
the
reason
why
we're
all

past
president

the
victor
valley,
naacp.
I
am
currently
speaking
for
a
president
who
couldn't
be
here
tonight,
but
I'm
talking
on
behalf
of

naacp
and
I'm
here
to
lend
my
support
our
support
to
dr
mitchell.
I
met
dr
mitchell
when
he
first
came
here.
I
read
his
bio
and
I
was
so
impressed
and
I
still
am
one
of
the
things
that
that
came
to
mind
and
I
think
I
said
it
to
him
was
boy.
I
hope
you
can.

I've
talked
to
him
several
times
and
any
conversation
he
and
I
have
had
the
first
thing
that
came
to
the
forefront
was
the
fact
that
he
was
looking
for
ways
to
improve
the
educational
opportunities
for
our
children
here.
So
I
have
a
deep
respect
for
him.
I
found
him
to
be
a
man
of
integrity
anytime.
He
said
he
was
going
to
do
something
he
followed
up
and
sometimes
in
fact
I
dropped
the
ball,
but
he
was
always
there
picking
it
up.
So
I
think
that
he's
a
very,
very
valuable
addition
to
this.
This
district.

One
thing
that
was
impressive
to
me
is
the
fact
that
he
had
a
he
has
a
vision
for
atlanta
and
I
believe
that,
given
the
time
to
continue
working
to
work,
his
program
with
support
that
he'll
meet
that
vision
and
I
think
that
we'll
all
benefit
from
it.
The
many
positions
that
he's
held
in
in
places
before
coming
here
we're
not
easy
or
not
easy
places
to
work.

fact,
I
had
several
opportunities
to
go
over
to
the
school
on
career
days,
to
speak,
just
to
observe-
and
I
was
just
amazed
at
the
things
that
he
was
able
to
accomplish
there
with
the
respect
of
the
young
people
there,

teachers,

staff,
everybody
there
was
working
together
with
him
and
those
students
were
really
doing
well,
and
I
can
see
that
in
this
man
and
I
think
that,
given
a
chance
to
continue,
I
think
he'll
he'll
do
very
well
he'll,
make
us
all
proud.

is
not
a
short
trip.

a
journey

takes
time

a
lot

programs

know
he
wants

we
work

first
personal
journey

him
was
at
the
back
to
school
event.
Right
after
he
came
on
board
with
the
district,
we
had
an
excellent
back-to-school
event.
He
was
out
in
the
community
socializing
getting
to
know
the
youth
getting
to
know
the
parents
making
itself
known
within
the
district
working
with
the
parents.

But
I
want
to
say
that
every
time
that
we
have
reached
out
to
him
for
any
resources
that
we
needed
to
continue
what
we
do
for
the
community
for
the
youth
in
the
unified
school
district
for
the
parents
that
are
parenting.
These
youth,
he
has
always
made
himself
available,
and
he
has
always
provided
the
resources
like
stated
by
linda
titus.

sentiments

already

about

first
heard

rave
reviews

moving
and
motivational,
and
I
had
true
hope
that
we
would
move
our
school
district

a
positive
light

sitting
on
the
city
council
and

knowing
the
fight
from
that
side
of
it.

excited

know
that
we
would
have
somebody
that
would
have
our
children's
best
interests
at
heart
fast
forward
to
see
the
changes
that
he's
been
able
to
make
in
these
different
schools
and
the
programs
that
he's
implemented.

one

children

atalanta
school.
But
because
of
the
changes
and
the
progress
and
the
benefits
that
I'm
seeing
with
the
students
that
are
currently
under
his
guard
at
the
mercy
of
you,
trustees,

now
going

enroll

soon-to-be
kindergartner
into
an
atlanta
school.

want

thank

trustees

trusting
him
with
our
students.

want
to
thank
dr
mitchell
for
bringing
his
amazing
programs
and
ideas
and
thoughts
and
abilities
to
the
high
desert
and
specifically
to
the
city
of
atlanta,

linda
titus
said,
these
are
the
things
that
we
need
here
in

high
desert
and
to
have
this
momentum,
and
this
positivity
and
the
accolades
and
the
superintendent
of
the
gear
here
in
our
district
is
something
we've
never
been
able
to
say.

had
before,

so

excited

see
the

a
high
desert
resident
of
12
years.

worked
with
many
leaders
here
in

high
desert
to
find
ways
to
bring
resources
to
bring
up
our
cities
to
bring
up
our
children
really
see
equitable
development
for
everyone
here
and
just
working
with
dr
mitchell
over
the
last
a
year
or
so
during
a
pandemic
during
what
was
the
scariest
time
in
our
lives
being
able
to
work
with
him
and
having
him
meet
us
where
we
are
at,
as
as
as
community
members
meet
our
kids,
where
they're
at
meet
our
families,
where
they're
at
bringing
the
resources
that
our
kids
need
in
order
to
see
more
than
the
dirt
that
we
love.

We
love
our
dirt
here,
but
our
kids
need
to
be
able
to
be
exposed
to
more
being
able
to
see
dr
mitchell
bringing
steam
resources
opportunities
for
our
kids
to
understand
what
it's
like
to
to
to
see
a
robot
just

start
thinking
about
coding.
Those
are
things
that
I'm
I'm
super
excited
to
work
on
with
dr
mitchell
as
well
as
working
with
the
community
at
large.

think
we
forget
that
these
are
all
of
our
kids,
we're
all
invested
and
and
having
dr
mitchell
recognize
that
and
meet
us
with
our,
where
we're
at,
in
a
culturally
sensitive
way
with
our
latino
parents,
with
our
african-american
parents,
making
sure
that
all
of
his
team
is
available
to
work
with
with
the
families
exactly
where
they're
at
is.
This
is
what
we
need
to
see.
I'm
very
excited
that
he's
he's
he's
here
with
us.

excited
for
the
opportunity

continue
to
work
with
him
and
really
create
space
for
for
our

families
that
have
not
actively
been
these
strong
leaders

grow
into
leaders

be
pillars

our

know

happy

happy
children,
we

children

willing

step

their
potential,

know

team

mitchell
has
developed
is

need

esteemed

I
would
like
to
speak
this
evening
about
consistency.
I
would
like
to
talk
about
my
sister
and
her
weight
loss
journey.
She
gained
some
covered
weight,
as
a
lot
of
us
did
and
now
wants
to
lose
it.
She
knows
that
she
gained
the
weight
and
she's
aware
of
what
it
takes
to
lose
it
weight
gain,
did
not
happen
overnight
and
neither
will
weight
loss.

Therefore,
she
must
stick
to
a
plan
of
action
and
be
consistent
in
order
for
the
plan
to
actually
work.
She
must
look
at
each
and
every
small
victory
as
a
step
closer
to
her
goal.
She
must
stick
to
her
plan,
no
matter
the
highs
or
the
lows.
She
understands
that
it
will
take
longer
to
lose
the
weight
than
it
did
to
gain
the
weight.
She
understands
that
every
time
she
deviates
from
her
plan
that
her
success
is
delayed.
She
must
make
a
plan
and
stick
to
it
until
she
sees
results.
She
must
be
patient.

Adelanto
elementary
school
district
has
a
goal
like
every
school
district
in
the
nation.
Aesd
wants
their
students
to
be
safe
and
successful,
and
their
employees
to
be
happy
in
2020
aesd
had
a
plan.
The
board
replaced
dr
nguyen
and
hired
dr
mitchell
to
execute
the
plan
so
that
they
could
reach
their
goal
and
just
like
weight
loss.
Reaching
their
goal
will
take
time
just
like
weight
loss.
Their
goals
cannot
be
realized
overnight.
You
must
be
patient,
we
must
be
patient.
We
must
stick
to
the
plan
celebrate
every
single
success
along
the
way.

We
must
not
let
failure
discourage
us.
We
must
fail
early
fail,
often
and
fail
forward,
but
we
must
stick
to
the
plan.
Dr
mitchell
was
hired
to
execute
that
plan,
but
we
have
not
celebrated
the
small
victories.
We
have
not
given
the
plan
the
time
to
succeed,
just
like
weight
loss.
Success
does
not
happen
overnight.
Changing
our
plan
now
after
our
aesd
families
have
gone
through
a
global
pandemic
and
suffered
immeasurable
losses
would
be
ludicrous.

It
is
as
if
we
worked
out
for
two
months
to
lose
some
weight
and
then
simply
started
binging
on
oreo
cookies
and
dr
pepper
doing
things.
This
way
we
will
not
be
successful
in
weight
loss
and
we
will
not
be
a
successful
district
either.
History
has
a
way
of
repeating
itself
when
those
involved
don't
correct
the
mistakes
of
the
past.

In
a
2016
edsource
article
becca,
bracey,
knight,
executive
director
of
the
broad
center
for
the
management
of
school
systems,
in
los
angeles,
stated,
smart
people
say
reforms
need
time
to
take
effect
four
to
six
years
or
five
to
seven
years.
The
length
of
time
that
superintendents
are
in
office
doesn't
come
close
to
the
length
of
time
it
takes
for
these
reforms
to
take
root.
Marshall
smith,
the
former
dean
of
the
stamford
graduate
school
of
education,
said.

Unless
you
are
there
for
eight
to
nine
years,
you
can't
expect
to
make
big
changes
and
to
make
sure
the
reforms
stick.
We
have
had
close
to
10
superintendents
in
my
20
years
at
aesd,
zero
consistency,
so
my
advice
to
the
board,
just
like
my
advice
to
my
sister-
go
ahead
and
eat
that
cookie.
Just
don't
ask
me
to
fix
your
problem
and
don't
complain
when
you
don't
reach
your
goals,
because
you
weren't
consistent
with
your
plan
nor
patient
enough
for
the
plan
to
work.

they

all

they

they
feel
like
they're
not
being
heard,

I
have
yet
to
hear
even
one
cross
word
regarding
dr
mitchell.

praises

mitchell
has
demonstrated
his
commitment
to
the
district
on
several
occasions.
On
his
birthday.
He
took
time
to
attend
a
reimaginer
community
meeting
on
his
day
off.
He
attended
a
vaccine
town
hall
meeting.

goals
a
set.
There
were
goals
that
were
set
by
the
intersections
education
committee
and
after
years
of
surveying
parents
that
dr
mitchell
has
already
begun
to
address
with
our
without
our
agency.

can
only
echo
all

comments
I've
heard
before
my
meager
comments
to
have
a
superintendent
being
recognized
by
our
state
and
national
government
as
being
superb
and
for
his
excellence
is
unherald
in
any
district
in
our
tiny
little
desert
community

adelanto
city
and
california,
which
many
have
never
even
heard
of.
We
have
a
chance
the
opportunity
we
have
been
granted
through
dr
mitchell's
work
to
have
that
kind
of
recognition.

to
have
a
team,
and
that
means
all
of
us
working
together
and
it's
okay
to
disagree,
but
we
agree
to
a
goal
and
that
a
goal
is
achievement

everyone.

his

children
attended
atlanta
school
district,

personal
dedication

adelaide
school
district

would
like
every
child
there

own
children
have
been.
But
in
order
for
that
to
happen,
you
need
to
have
someone
in
place.
That's
going
to
have
the
dedication,
the
knowledge
wisdom
experience

perseverance
to
make
that
happen.

take

consideration

know
that
keeping
dr
mitchell
in
place
for
several
more
years
to

him

chance

implement
the
plan

show
that
it's
successful
would
be
the
right

personal

mitchell

passion

he

our
babies
as
he
calls
them
and
the
community.

he
first
came

board.
He
wanted
to
know
how
he
could
connect
with

community
and
the
involvement
that
he
had
with
the
community
and
his
vision
would
play
a
lead
role,
because
I
was
just
getting
off
of
the
atlanta
elementary
school
board

I
knew
the
things
that
were
needed
here
in
our
community.

he
asked
me
if
I
would
make
that
connection
with
the
community
and
of
course
everybody
welcomed
him
and
his
ideas
and
how
he
can
best
be
successful
with
his
vision
that
he
did
have
for
the
atlanta
elementary
school
board.

doing
that,
he
has
taken
his
time
on
weekends
and
come
to
all
of
the
meetings
that
we've
had
on.
And
now
I'm
a
part
of
several
organizations
in
the
community
and
he
reached
out
to
the
community,
and
everybody
was
on
board
to
support
him
in
carrying
out
that
vision
for
our
district.

know
that
our
scores
are
low,
but
that
did
not
happen
just
overnight
and
it's
going
to
take
some
time
and
I
believe
that,
with
his
vision,
he'll
be
able
to
bring
forth
a
positive
feel
for
the
city
of
atlanto

atlanta
elementary
school
board.
So
please
take
those
things
and
all
the
other
comments
into
consideration
to
keep
out
atlanta
or
make
out
atlanta
once
again
a
top
school
in
the
whole
county.

kennen
mitchell

terms

addressing

challenges
placed

atlanta

elementary

a
leader
of

organization

also
faced

former
public
defender
for
san
bernardino
county.
I
recognize
that
it
takes
an
individual
to
have
courage
to
review
its
policies
and
procedures,
courage
to
embrace
technology,
courage

introduce
new
programs
courage
to
embrace
technology.

believe

said
that
courage
to
change
policies

practices,
and
I
believe
that
dr
kennedy
mitchell
is
that
leader,

previous

culture
doesn't
change
overnight.

takes

five

years

important
that

commit

that

negativity

loving

program
than

during
the
school
year
and
the
kids
really
seemed

enjoy
themselves

to
get
a
lot
from

experience
of
getting
time

I
really
really
appreciate
that
this
program

been
made
available
to
our
community
to
our
kids.

think
this
does
a
great
service
to
our
families
as
well.
So
thank

But
what
I
want
to
talk
about
is
open
agenda
item.

believe

The
approval
of
sros
or
nsro,
and
according
to
the
document
or
the
resolution,
it
is
for
mesa
linda
middle
school,
which,
if
I
understand
correctly,
they
already
have
an
sro.
So
is
this
the
question
I
guess
is:
if
this
is
a
renewal
or
not,
however,
I
want
to
voice
firm
opposition
to
having
and
investing
300
dollars
almost
in
cops
on
campus
when
our
kids
are
struggling.
Yes,
absolutely
we
have
a
discipline
problem
on
campuses,
that's
happening
in
our
classrooms.
It's
one
sro,
it's
dozens
of
classrooms.
I
There
is
not
data
that
helps
us
determine
that
sros
on
campus
actually
help
end
these
disciplinary
problems,
campuses
with
sros
experience,
higher
rates
of
expulsions
and
suspensions.
In
fact,
and
a
washington
study
showed
arrest
rates
three
and
a
half
times
higher
than
campuses
that
don't
have
sros
with
some
states
having
eight
times
the
campus
arrests
as
campuses
without
sros.
I
Furthermore,
once
kids
have
been
arrested,
they're
likely
to
be
pushed
into
the
juvenile
justice
system
and
out
of
school
permanently,
they
get
pushed
into
the
school-to-prison
pipeline
in
a
district
that
already
disproportionately
suspends
black
students.
We
can't
afford
to
do
this
to
our
black
students.

our

then
the
proposed
budget
summary

so

part

the
process
that
we're
doing

this
evening

the
first
step
in
the
budget
adoption.

the
first
meeting
in
june,
we
present
the
proposed
budget
to
the
community
and
the
board
and
everyone,
and
then
on
the
next
board
meeting
is
when
it's
up
for
potential
approval,
and
so
tonight
again
it's
just
the
presentation.

So
here
are
some
highlights
of
the
budget
this
evening.
It
is
a
positive
certification
and
I'm
always
pleased
to
be
able
to
announce
that
it's
a
positive
certification,
which
means
the
district,
can
meet
its
obligations
in
the
current
year
and
then
for
the
out
years,
and
so
that's
what
you
want
to
see
as
a
positive
certification.

Every
time
you
certify
your
budget
as
a
district,
and
then
we
have
all
the
revenues
and
expenditures
and
they're
updated
with
all
the
assumptions
provided
by
the
san
bernardino
county
office
of
education,
school
services
of
california.
Now
you
might
have
read
in
the
news
today
that
there
was
a
the
legislature
approved.
A
budget
is
not
the
final
budget.

But
there
are
a
lot
of
trailer
bills
so
to
speak,
that
need
to
be
adjusted
in
there
and
we
anticipate
potentially
bringing
back
some
budget
adjustments
in
july
after
we
know
exactly
what
the
governor
is
going
to
sign
as
the
final
budget,
the
great
news
again
on
number
three:
the
district
was
able
to
meet
the
state
required
reserve
of
three
percent
in
all
three
years
and
then
again
just
talking
about
after
june
15th,
the
governor
and
the
legislature
will
begin
again
negotiations
to
see
what's
next.

So
here's
some
of
the
projected
budget
assumptions
and
again
this
information
is
based
on
what
the
county
office
of
education
as
well
as
school
services,
tells
us
to
use,
and
so
you
can
see
the
cola
for
next
year
is
projected
right
now
at
six
point:
five,
six
percent
that
could
change
again
depending
on
the
final
budget.
But
these
are
the
assumptions.
We've
used
six
point:
five
six
next
year,
five
point
three:
eight
percent
in
the
year
after
that,
and
then
a
4.02
percent
cola.

that,
and
then
again
just
some
of
the
other
assumptions
we
normally
see
our
stirs
retirement
is
at
flat
right
now
at
19.1
percent
our
purse
for
our
classified
members,
you
see
there
it's
about

percent
that
goes
down
in
that
third
year

enrollment
currently
is
now
and
until
we
know
in
the
fall
we'll
make
those
adjustments

interim
in
december

we
know
what

enrollment

we're

flat

until
we
know
what
that
will
look
like
and
then
for
our
ada,
we
took
the
current
ada
that
we
have
at

there
all
the
way

recall

We
had
to
do
a
third
interim
about
a
year
ago,
with
the
county
office
of
ed
requested

ensure

staffing
so
this
past
year
we
reduced
through
retirements
and
resignations.

amount

needed
to

then
we're
very
hopeful

next
year,
we'll

able

the
same
thing
if
need
be,

so
that's
why
we
have
it
on
here.

the
county
can
see
we
are
living
up
to
what
we
said.
We
would
do
as
a
district,
and
so
that's
why
you
have
that
on
there

well,
and
then
here's
just
a
snapshot

our
enrollment
historical
and
then
our
current
trends

we're
seeing
again
this
will
change
depending
on
what
happens.
The
reason
I

excited

look
at

why
that
number

impact

students
and
their
attendance
this
last
couple
years,
and
so
we're
excited

hopefully
be
reversing

trend

we
move

is
the
largest
that
this
district
has
ever
seen

the
reason
being
again
is
that
very
large
cola

governor

our
average
budget
is

was

increase
in

revenues

our

that

makes

fund

What

it,

it
involve?
Well
we're
involving
cash.

assignments,

instance,
we

have
applied
for
electric
buses

they

cost
us

little
bit
more

fit

with
some
kind

money
each
year

There

still
upcoming
textbook
adoptions
that
we
just
did

districts

the

to
be

the
better.

there
probably

more
money
that
the
governor
and
the
legislature
agree
to
for
school
districts.

that's
exciting.

back

cycle
