councils.
We
met
right
at
the
beginning
of
the
process,
so
I
suppose
I
want
to
say
firstly
thank
you
very
much
for
all
the
work
that
you're
doing
I've
been
following
it
online
and
checking
in
with
the
team,
and
it
looks
like
you're
doing
some
incredible
stuff,
and
I
can't
wait
to
see
what
you
come
up
with.

The
strategy
for
the
council
is
very
much
about
working
out
the
areas
of
focus
that
we
have
and
then
figuring
out
how
to
create
the
right
environment
for
those
things
to
succeed.
So
you
already
know
about
the
sustainable,
the
sustainability
platform
and
others.
Thrive
is
really
where
we're
talking
about.
How
do
we
sustain
people
in
the
context
of
planet?
A
So
it's
really
about
looking
at
people's
lives,
their
homes
and
the
communities
that
they
live
in
and
thinking
about
what
it
is
that
we,
as
the
councils,
can
do
in
order
to
create
the
best
possible
conditions
for
people,
and
that
will
be
looking
at.
How
do
we
help
people
be
safe?
How
do
we
help
them
to
be
well?

This
point
about
sustainability
is
really
important,
and
I
think
I
talked
about
it
right
at
the
beginning,
which
is
that
you
know
clearly.
The
climate
emergency
is
a
massive
crisis
for
all
of
us,
but
there
are
a
lot
of
smaller
and
more
immediate
crises
for
a
lot
of
individuals
and
families
in
terms
of
whether
or
not
they've
got
access
to
food,
whether
or
not
they've
got
access
to
heating,
whether
or
not
they've
got
a
home
that
they
feel
secure
in
and
in
thrive.
A
What
we're
trying
to
do
is
to
get
the
balance
right
in
terms
of
the
sustainability
for
individuals
with
the
sustainability
for
the
wider
system,
and
this
is
so.
This
will
be
where
we
will
focus
on.
How
do
we
get
that
balance
right
and
that's
why?
One
of
the
other
shifts
that
we're
trying
to
bring
about
is
to
move
from
having
to
address
people
or
communities
in
crisis,
and
instead,
how
do
we
get
to
a
place
of
prevention?

I
think
there's
some
really
interesting
questions
in
the
thrive
agenda
about
some
of
those
tensions
between
sort
of
like
what
do
you
do
for
the
individual
versus?
What
do
you
do
for
the
community?
How
do
you
help
people
to
solve
problems
together?
When
does
the
council
need
to
step
in
versus?
When
does
the
council
need
to
step
back
and
in
the
context
of
the
climate
assembly?

I
think
there's
some
really
interesting
stuff
to
be
talked
about,
which
is
how
do
we
use
the
thrive
platform
to
think
about
how
we
help
support
the
behavior
change,
which
is
needed
around
the
climate
agenda?
Because
it's
you
can't
do
things
to
people,
you
can't
just
tell
them
to
be
different.
You
need
to
work
with
them
and
you
need
to
make
those
changes
happen
with
them.
A
So
for
me,
the
more
that
we
can
embed
the
ideas
that
you're
coming
up
with
and
the
changes
that
you
want
to
make
into
that
community
context,
the
closer
we
are
to
bringing
the
sustainability
and
the
thrive
agendas
closer
together,
because
I
think
there
are
some
really
regenerative
opportunities
that
speak
to
a
lot
of
other
agendas
in
thrive.
That
can
connect
in
really
strongly.
A
More
local
food
growing
gives
people
opportunities
to
get
involved
in
the
food
and
in
the
food
cycle
and
in
the
food
system
and
have
a
different
relationship
with
food,
which
is
really
brilliant
for
people
and
a
closer
affinity
with
our
green
spaces
is,
is
a
really
great
benefit
to
mental
health.

Things
are
very
much
about
how
we,
how
can
you
think
about
how
we
frame
them
in
a
way
that
makes
it
easier
for
us
to
show
the
benefit
for
the
individual
as
well,
because
lots
of
people
will
act
just
in
the
interest
of
the
planet,
but
a
lot
of
other
people
have
got
other
more
immediate
concerns
in
their
minds,
and
I
think
if
we
can
help
show
that
immediate
benefit
for
the
individual.
I
think
we
can
do
really
great
stuff
together.

So
so
that's
introduction
to
thrive.
It's
it's!
It's
about
people,
it's
about
homes,
it's
about
communities
and
it's
about
creating
an
environment
where
all
of
those
are
are
sustainable
and
doing
well
together
in
a
connected
system.
So
I'm
really
happy
to
