thousands
of

faiths

ramadan

this
very
moment

the
forthcoming

tonight,
I'm
a
resident
of
regis
court
and
I'm
a
representative
for
residents
who
live
in
regis
court,
capilla
house,
normandy,
court,
caversham
court,
quinton,
carmen
balcombe
court,
seabright
all
apartment
buildings
along
west
parade
worthy
who
are
asking
for
the
introduction
of
parking
restrictions
along
west
parade.

So
clearly,
at
the
time
no
thought
was
given
to
these
vehicles,
where
they
would
migrate
to.
In
fact,
all
the
order
did
was
to
kick
the
vans
and
the
problem
eastwards
along
west
parade
where
there
were
no
active
parking
restrictions.
So
that's
great
planning
so
from
early
2000
west
parade
between
grand
avenue
and
heat
road
saw
a
significant
increase
in
the
parking
of
caravans,
motorhomes,
converted
lorries,
seafront
vendors
trailers
and
commercial
vehicles.

During
the
autumn
of
2020,
I
began
engaging
with
councillors.
They
were
not
really
interested
in
getting
involved.
I
then
contacted
sir
peter
bottomley,
who
did
agree
that
the
issue
needs
addressing.
He
made
contact
with
the
director
of
highways
at
west,
sussex,
county
council
and
senior
worthing
council
executives,
so
things
started
to
move,
albeit
slowly,
but
unfortunately,
no
positive
outcome.

I
was
then
advised
to
speak
to
county
councillor
paul
high,
who
had
a
reputation
for
getting
things
done,
and
he
did.
He
advised
me
that
it
would
be
a
waste
of
time
applying
for
a
tro
along
west
parade
and
that
there
was
an
alternative
option
which
he
was
confident
could
be
implemented
fairly
quickly,
which
was
reintroduced
parking
restrictions
along
the
southern
carriageway
additional
cars.
Only
signage
and
vigorously
enforce.
The
restrictions
then
simultaneously
replicate
the
restrictions
on
the
northern
carriageway
with
appropriate
signage
and
line
parking,
bays
and
enforce
parking
restrictions.

The
southern
carriageway
restrictions
were
introduced
quickly
and
offending
vehicles
are
being
ticketed.
Unfortunately,
the
enforcement
was
not
carried
out
on
a
regular
basis,
and
this
is
still
the
case
today.
Disappointingly
paul
high
was
not
re-elected
in
may
2021
local
elections
as
a
consequence,
everything
stalled.
The
situation
in
fact
became
worse.
Instead
of
prohibited
vehicles
parking
on
the
southern
carriageway.
They
just
switched
to
parking
on
the
northern
carriageway
where
there
are
no
restrictions
in
may
2021.

I
organized
a
meeting
at
regis
court,
attended
by
two
ward
councillors:
a
west
sussex
county
council
cabinet
member
west,
sussex
county
council
highways
representative
representative
from
parking
enforcement
and
representatives
from
neighbouring
apartment
blocks,
apart
from
being
rejected
for
a
tro
which
we
fully
expected
to
date.
Nothing
has
materialized,
so
that
was
a
complete
waste
of
time.

Why
do
we
want
to
see
parking
restrictions
along
west
parade,
I'm
getting
to
the
end
now,
one
west
parade
leading
onto
marine
parade
was
once
an
attractive
main
highway
into
worthing.
It's
not
anymore.
These
parked
vehicles
are
an
eyesore
three
because
of
the
size
of
these
vehicles.
They
cause
an
obstruction,
restricting
visibility
to
drivers,
excellent
apartment
buildings
to
join
the
traffic
stream
along
this
parade
and
having
to
contend
with
speeding
traffic.
This
can
be
extremely
dangerous.

think
we're
all
aware
of
the
history
of
the
issue
of
west
parade
there
and
the
movement
of
the
vehicles
and
how
the
parking
impacts
on
the
residents
and,
as
you
rightly
say,
over
a
number
of
years,
considerable
effort
has
been
put
into
resolving
it
and
that
resolution
hasn't
always
come
forward
as
you're
well
aware,
and
indeed
you
identified
in
your
address.
The
responsibility
does
rest
with
west
sussex
county
council
as
the
statutory
highway
authority.

need
to
go
to
your
county
councillor
and
it
is
a
matter
for
your
county
councillor
to
champion
your
cause,
irrespective
of
their
political
party.
It
is
for
them
to
champion
it
for
you
and
it
is
for
them
to
deliver
it
for
you.
If

what

want,
that
is
what
they
must
do,
and
I
can
give
you
clear
examples
in
this
chamber:
councillor
smitherman
there
in
the
work
that
he
did
in
tarrin
as
a
county
councillor
with
all
the
double
yellow,
with
all
the
double
yellow
lines
around
saint
elmo's
and
saint
anthems.

did
that
against
great
resistance.
He
delivered
it.
Councillor
sparks
here
as
a
county
councillor
for
offington
have
achieved
what
you're
seeking
for
the
broadwater
green
area.
It
is
doable.
It
just
purely
depends
on
the
tenacity
of
the
county
council
that
you
need
to
engage
with.
I
think
you
know
where
that
avenue
is,
and
I
wish
you
good
luck.

content
can
have
a
significant
impact
with

degree
of
permanence.
It's
been
increasingly
common
for
standards,
complaints
to
be
made
on
the
basis
of
comments.
Counsellors
are
made
on
social
media
and
that's
covered

localism
act

2011.

suspended
from
the
conservative
order.

to
comment
on
what
exactly

opposition
to
the

ongoing
investigation
within
this
authority
in
relation
to

individual
member

prejudice

we
don't
know
yet
until
the
question
supplementary
question
has
been
put
as
to
whether
or
not
it
is
acceptable.

refugee
cycle
in
the
cleansing
teams
have
done
a
fantastic
service
to
the
borough

their
efforts

pandemic

many
other
council
staff
and
also
key
workers
across
a
number
of
key
industries,
whether
that's
teachers,
nhs
care
workers,
police,
fire
ambulance
and
shop
workers,
and
many
more

stand

recognized
as
key
workers
and
for
the
way
that
they
continued
to
work.
During
that
time.

The
striking
the
refuge
and
recycling
service
has
caused
significant
disruption
to
residents
and
businesses
just
as
we're
starting
to
emerge
from
this
pandemic.
So
I
remain
grateful
to
the
cleansing
crews.
Who've
worked
throughout
and
have
done
a
great
job
in
keeping
our
environment
as
clean
as
possible
in
very
difficult
circumstances,
and
all
mines
should
be
focused
on
bringing
the
strike
to
an
end.

town

for

in

mayor,

the
first

in
sussex,

worthy

the

the
queen's

the
latter
group,

council
owns

properties
in
montague
street
for
retail
tenants
members
will
recall

demise

arcadia
group,

included
the
dorothy
perkins
premises
in
worthing.

charity
focusing
on
working
with
young
people
through
the
medium
of
music.
The
patron
of
this
charity
is
rory,
graham,

will

as

successful
recording
artist

scheme

worthing
and
we're
delighted
to
welcome

strategic
committee
agreed
to
receive
the
annual
funding
allocation
from
west
sussex
county
council
for
the
next
five
years
of
the
partnership
agreement
and
recommend
to
the
councils
to
amend
the
revenue
budget.
Accordingly,
the
indicative
amount
for
2022-23
was
513
hundred
and
seventy
three
pounds.

renewal
of
the
ada
and
worthing
well-being.
Partnership
I'll
certainly
support
this,
because
some
of
the
work
that's
happening
is
really
important.
If
you
look
at

smoking
cessation,
alcohol
reduction
falls
prevention,
healthy
weight
tips,
the
the
work
on
how
people
are
thinking
about
their
life
and
how
they're
thinking
about
their
health
is
all
very
important.
These
are
useful
interventions,
but
they
are
still
mainly
interventions
rather
than
prevention.
Q
The
concern
I
have
with
it-
and
so
I
vote
for
it,
but
with
a
caveat-
and
it's
an
important
caveat,
which
is
that
we
are
this
partnership
and
I
think
our
strategy
as
a
council
is
strong
on
intervention.
I
still
think
we're
quite
some
way
behind
when
it
comes
to
tackling
health
inequalities.
We
use
the
right
language,
but
we're
not
doing
the
right
things.

If
you
look
at
marmot's
drivers
of
health
inequalities,
there
are
things
that
can
be
done
nationally
and
things
that
could
be
done
locally,
which
actually
are
truly
preventative
and
are
the
drivers
of
the
health
inequalities
we
see
in
our
town.
You
probably
know
that
the
discrepancy
in
life
expectancy
between
the
richest
and
poorest
parts
of
the
country
is
18
years
in
worthing,
it's
8.3
years
for
men.

So
if
eight
you,
you
will,
you
will
live
eight
years
less
if
you
live
in
one
of
the
poorer
parts
of
worthing
than
one
of
the
the
wealthier
parts
of
worthy.
This
hasn't
changed
since
2010.
This
is
one
of
the
things
that
marmot
said
in
his
report.
In
2020,
it
hasn't
changed.
Look
at
the
drivers,
the
king's
fund,
which
is
a
think
tank
focused
on
health
folk.
They
say
the
key.
The
four
key
drivers
of
health
inequalities
are
income,
housing,
education
and
well-paid
work.

are
more
things
that
we
could
have
done
to
address
health
inequalities
rather
than
just
talking
about
addressing
health
inequalities
in
terms
of
income,
a
nice
easy
move
we
could
have
made,
and
it
looks
like
political
point
scoring,
but
it's
not
it
matters
is
the
council
tax
restriction.
We've
had
it
for
far
too
long
and
it's
affected
those
on
the
lowest
incomes
and
it
drives
health
inequalities.

This
is
a
decision
that
you
could
have
made,
but
you
didn't
make
housing,
we
know
we've
got
1200
and
the
housing
register.
We
know
that
the
difference
between
median
earnings
and
house
prices
is
something
like
11
times
in
worthing,
which
is
well
over
the
national
average,
which
means
affordability,
is
a
problem.
We
know
nationally
and
locally.
The
lha
often
doesn't
cover
the
costs
of
rent
for
those
even
trying
to
rent
some
of
the
cheaper
accommodation
in
the
town
housing's
a
real
problem
we
need
to
do.
We
need
to
develop
radical
solutions
for
housing.

We
need
council
housing
full,
stop
we're
not
going
to
address
this
without
council
housing,
and
we
haven't
done
that
over
the
years
and
if
there
is
a
change
of
administration
in
may,
this
is
something
we
have
to
tackle
as
a
priority.
If
we
are
serious
now,
I
know
education
falls
within
the
remit
of
the
county
council,
but
this
is
a
partnership
between
the
county
council
and
the
borough.

So
it's
important
to
mention
this
one
of
the
things
that
marmot
talks
about
explicitly
as
one
of
the
drivers
of
health
inequalities
is
making
sure
we
have
an
infrastructure
that
supports
children
and
young
people
at
the
beginning
of
their
lives.
We
saw
the
closure
of
a
whole
raft
of
children's
and
family
centers
across
the
county.
If
you
want
to
increase
health
inequalities,
that
is
the
quickest
way.
You
can
do
it
it's
it's
that
simple.

It
was
a
mistake
that
was
made
by
county
council
and
it
has
increased
health
inequalities
in
our
town
and,
lastly,
well
paid
work.
We
know
that
the
cost
of
living
is
going
up.
We
know
that
the
cost
of
fuel
cost
of
food
cost
of
energy
are
going
through
the
roof,
but
real
ter
real
earnings
are
not
going
up
and
they're
not
matching
it,
and
so
people
are
struggling
more
and
more.

These
four
areas-
yes
they're
national,
but
then
again,
if
you
go
out
in
canvas
for
a
national
government,
you
take
responsibility
for
this,
but
they're
also
local.
There
are
things
we
could
have
done
that
we
didn't
do
so
as
much
as
I
will
vote
for
this,
because
I,
I
think
the
work
that
the
officers
doing
are
doing
is
really
really
important.

the

plans

part

the

strategy

You
know,

just
wanted
to
make
a
couple
of
comments
on
this
section.
Firstly,
I
welcome
the
fact
that
we
are
becoming
a
social
registered
registered
landlord.
That's
a
really
positive
step,
and
I
I
support
that
element
of
it,
but
I
will
be
abstaining
on
the
actual
item
in
completion
because
there's
some
points.
I
just
feel
that
we
aren't
addressing
well
enough.

When
I
was
reading
the
report-
and
I
read
that
the
national
housing
federation
highlights
that
over
8
million
people
in
this
country
are
living
in
unaffordable,
insecure
or
unsuitable
accommodation.
I'm
obviously
well
aware
that
we
have
those
many
of
those
people
living
in
worthy.

We
have
1200
people
or
families
on
the
housing
list
and
we
seem
to
take
forever
to
get
people
into
these
homes.
We
have
lots
of
need
for
emergency
and
temporary
accommodation,
and
rightly
so
that
we
are
extending
that
because
we
want
to
keep
people
as
close
to
their
schools
to
their
jobs
wherever
their
needs
are.
We
want
them
in
worthing,
but
we
need
them
in
long-term
accommodation.
They
need
secure
accommodation.

The
amount
of
people
that
are
struggling
in
terms
of
affordable,
affordable
is
what
80
percent
of
the
full
price
in
worthy
new
developments.
That
is
second
homes
that
is
buy
to
let
that
is
not
people
being
able
to
get
a
house
to
raise
their
family
and
to
stay
in
the
town
where
they
are
growing
and
wanting
to
extend
their
family.

So
I
can't
there's
so
much
reference
to
affordable
housing
in
this
in
this
report,
and
it's
just
a
government
line,
it
is
not
affordable
if
you
are
desperately
facing
massive
bills,
your
rent,
going
up
every
month
in
your
private
accommodation.
You
can't
save
for
that
deposit
to
buy
your
home
and
we're
not
addressing
that.
We
need
council
housing.
We
need
lots
of
council
housing
we're
going
to
struggle
in
this
town.

We
know
that
we're
trapped
between
the
downs
and
the
sea,
but
we
really
do
need
to
audit
all
of
our
brownfield
sites
and
find
places
for
people
to
live,
because
we
have
got
far
too
many
families
that
are
facing,
or
fearing
section
21s
and
I'm
happy
to
say
not
happy
to
say.
But
I've
been
through
that
I've
lived
that
experience.
There
is
nothing
worse
than
uprooting
your
children
and
having
to
move
within
a
few
weeks.
It
absolutely
destroys
you,
you
have
to
move
schools,
you
possibly
have
to
change
jobs
and
your
rent
always
increases
rents.

think
that
actually,
the
officers
have
clearly
again
done
a
blinder
with
this
report.

So
I'm
really
excited
about

landlord
that
we're
going
to
be
able
to
apply
for
the
funding
that
we
need.
I'm
really
hopeful,
because
with
a
message
as
important
as
housing,
it
does
affect
every
one
of
us
in
this
chamber
and
every
one
of
our
families.
So
I'm
hopeful
that
this
is
actually
a
sign
that
we're
going
to
continue
to
all
work
together,
regardless
of
the
result
in
may
to
solve
what
is
potentially
the
most
serious
issue
to
affect
our
town.

I
say
the
most
serious
issue
alongside
climate
change,
so
as
well
as
us
actually
calling
for
council
housing.
We
need
that
because
we
need
it
to
be
affordable
in
line
with
key
worker
wages,
but
we
also
need
it
to
be
well
insulated
recently.
My
case
work
has
spiked
and
I'm
sure
this
is
true
for
everybody
again
on
both
sides:
the
amount
of
people
that
are
concerned
about
their
fuel
bills
and
it's
really
causing
harm
to
them
in
terms
of
their
physical
and
mental
health.
It's
causing
them
to
evaluate
whether
they
can
afford
their
properties.

The
words
been
tarnished
by
by
government
spin,
the
tory
government
have
turned
that
word
into
something
to
make
them
sound
like
they're,
doing
something
right
for
the
people
but
they're,
not.
Eighty
percent
is
still
just
servicing
their
friends.
Working
people
can't
buy
houses
at
80
percent
market
rent.
They
can't
rent
at
80
percent
of
private
market
value.
So
for
those
reasons,
unfortunately,
I'm
going
to
abstain,
but
I
do
want
to
iterate
that
I
welcome
what
I
sense
is
a
directional
change.

There
are
some
huge
challenges
ahead,
but
I
think
I
am
slightly
confused
by
my
colleagues
opposite
who
have
blocked
on
two
occasions
a
development
for
affordable
and
well
not
affordable,
sorry,
temporary
and
emergency
accommodation
once
on
grounds
of
heritage
and
once
on
grounds
of
not
having
electric
charging
points
in
the
car
park.
I
think
we
n,
we
all
need
to
have
a
consistent
message
and
I
don't
always
hear
it
coming.

affordable

colleague

already
spoken

the
labour
councillors
here
blocking
colonnade
house.
We
have
labour
councillors
here,
who've
blocked
much
needed
homes
on
the
gas
works,
fight
and
voted
again
on
the
gas
worksite
and
voted
against
it.

find
it
puzzling
when
my
colleagues
opposite
those
against
much-needed
houses
and
we're
being
told
that
local
residents
can't
afford
to
buy
the
homes
that
are
built
that
are
affordable
and
it
was
this
administration
that
brought
book
lock
into

town
with
their
left
to
live
model.
So
their
phase
that
was
built
over
at
fullback
avenue
91
went
to
local
residents.
91
went
on
a
government
support
scheme
to
buy
at
affordable
house
prices.
That's
local
residents,
not
as
we
keep
hearing
from
that
side
of
the
chamber.

People
moving
into
this
town
coming
down
for
their
second
homes
91,
so
you
can
play
in
the
number
game.
You're
wrong,
go
and
ask
book
club.
They
have
the
public
details
for
you
and
that's
why
it's
important
when
we
talk
later

we've
talked
talks
previously
about
sites
and
again
a
colleague
spoke
about
maximizing,
maximizing
the
use
of
our
brown
filled
sites.

maximize
the
use
of
our
browns
at
field
sites.
It's
right
that
we
secure
people
like
hyde
housing
coming
in
and
investing
28
million
pound
in
this
town
to
build
over
340
homes,
much-needed
homes
for
the
residents
in
worthing,
with
ability
to
take
nomination
rights
from
our
housing
register
so
that
worthing
residents
can
get
homes
in
worthing
and,
what's
really
interesting,
is
that,
whilst
we're
going
through
an
appeal
in
relation
to
chatsmore
farm,
our
local
plan
is
just
going
out
for
its
consultation
on
its
modifications.

when
I
go
through
that
local
plan
and
I
look
at
the
sites
that
are
identified
for
development
all
the
sites
that
have
been
brought
forward,
in
fact,
we
remember-
rightly,
the
inspector
turned
one
away
at
titna
woods.
He
said
no.
It
was
too
close
to
the
ancient
woodlander,
but
every
other
site
that
we've
proposed
he's
agreed
with.
He
has
not
come
back
and
said:
worthingborough
council,
you
have
failed
to
look.
He
actually
acknowledges
that
we've
maximized
the
most.

a
few

it's

been
a
pleasure
to
serve
the
people
of
tarring
for

last
20
years,
but
on
the
issue
of
scrutiny,
I
have
huge
sympathy
having
been
here
for
all
that
time.

That's
not
a
new
issue
and
it
really
is
important
under
what
we
have
the
exec
executive
system.
We
can
argue
the
rights
of
wrongs
that
executive
system.
Personally,
I
prefer
a
metro
mayor
system.
I
put
that
on

record.

appreciate
it's
probably
not
libbed
in
party
policy
and
probably
not
very
popular
in
this
chamber,
but
I
think
we
need
to
have
a
metro
mayor
for
sussex,
so
I
will
leave
that
there,
but,
given
that
we
have
got
what

got,
the
scrutiny
function
of
the
executive,
regardless
who
the
administration
is
in
may
is
a
really
really
important
function,
and
I
would
hope
that
all
the
parties
in
this
chamber
will
commit
tonight

election,

whoever
is
the
administration,
they
will
appoint
a
member
of
the
opposition
for
the
chair
and
that
election
should
take
place
by
secret
ballot.

They
are
hugely

get
a
huge
amount

press

doing

administration
will

bystander

forward

it
from
my
neutral

forward,

just
leave
that
there
for
the

parties
in

chamber
currently

forms

council
need

forward
somebody

could

good

there

people
who
will

uncomfortable

and

be
lobbying
in

the
scenes

themselves
forward

current
chairman

may
well
be
in
opposition
and
be
chairing
the
scripture
committee
who
knows,

I

just
think
as
a
principal-

know
other
members
have
talked
about
this
in
this
chamber
in
the
past.

evidence
suggests
that
good
scrutiny
is
done
when
they
are
chaired
by
an
opposition
member,
our
credit
to
our
friends
in

They
have
an
opposition
member
that
they
have
chosen.

administration
and
ada
have
chosen

member
to
chair
the
scripture
committee,
and
I
would
urge
the
three
parts
of
this
chamber
to
commit
to
do
the
same.

is
the
politicization
of
josk.

is
meant
to
be

political

responsible

disappointed

forward
by

opposition,
and
somebody
actually
asked
two

order
to
do
scrutiny,
you
need
to
leave

politics
at
the
door,
no
matter

party

in
and

need

sure

interrogate
whoever's

front

you
and
she's
pointing
out
quite
rightly
that
only
one
party
has
done
that
consistently.

there

to
ask

governance

scrutiny
stipulate
routinely

they've
said

for
a
number
of
years

like
to
make

invite

look
falling

to

that
the

affordable
homes

within

already

it

this

gate
and
the
hyde
housing
project,

ability

enter
at
pace

them

homes,

social
rent,

shared
owners
ownership,
that's
28
million
of
investment

we
committed

we
would
get
out
within
three
years
of

gate
having
unlocked
it
from
the
private
sector.

very
much
cherishing

worthy
