A
A
A
A
B
Thank
you
for
giving
us
the
ability
to
love
and
to
be
loved
for
helping
us
recognize
those
little
God
moments
in
the
beauty
and
verses
of
your
creation
and
for
working
in
the
lives
of
the
leaders
around
me
tonight.
Thank
you
for
inspiring
them
to
make
a
make
a
positive
impact.
Oh
God,
we
are
living
through
difficult
and
challenging
times.
We
ask
you
to
bless
us
with
wisdom
as
we
meet
to
improve
the
conditions
of
each
and
every
individual
of
our
tongue.
B
We
ask
you
to
Grant
peace
and
ease
to
those
who
are
suffering
and
to
those
who
are
worried
about
tomorrow.
Help
us
to
always
keep
in
mind
that
being
a
member
of
Ebola
council
is
an
honor
privilege
and
a
huge
responsibility.
Oh
God
grant
us
the
ability
to
live
up
to
the
responsibility
you
have
bestowed
upon
us
to
give
us
foresight
by
which
we
can
plan
for
the
future.
Give
us
confidence
to
discover
and
explore
new
possibilities,
give
us
wisdom
to
discern
what
is
right
and
good
and
just
hypers
to
celebrate
our
diversity.
B
A
A
A
D
You
very
much
Madame
Matt,
sorry
I've,
been
through
the
minutes
and
I
think
everyone
would
agree.
It
is
important
that
these
are
an
accurate
record
of
what
happens
in
those
meetings
and
under
the
point
about
report
by
leader
on
the
decisions
taken.
Questions
are
asked
and
those
are
minuted.
D
I
don't
expect
a
full
minute
of
every
every
council
meeting
to
tell
us
exactly
what
was
asked
and
what
was
what
was
responded
to,
but
at
the
last
meeting
there
was
an
important
bit
that
isn't
recorded
in
these
meetings,
and
that
was
when
councilor
Mercer
asked
twice
about
the
public
space
protection
orders
and
the
leader
of
the
council
admitted
I
suppose
in
the
end
that
she
hadn't
realized
what
she
as
chair
of
that
meeting,
was
voting
for
there
now
I'm
not
going
to
propose
an
amendment
to
these
minutes.
I
think.
D
Actually,
the
leader
of
the
council,
in
my
opinion,
is
really
Duty
bound
to
do
so
herself,
but
these
do
not
leave
an
accurate
record
of
what
happened
in
that
meeting
by
virtue
issue
of
a
mission.
There
was
an
important
piece
of
scrutiny
took
place
in
that
meeting.
That
is
not
recorded
in
these
minutes,
so
I
personally
cannot
accept
these
as
an
accurate,
an
accurate
reflection
of
what
happened
in
that
meeting.
A
I
just
received
some
advice,
so
who's
ever
in
favor
can
I
show
off
hands.
Please
of
this
meeting
minutes.
A
Questions
from
the
public
there
is
now
30
minutes
for
public
questions
time
the
council
has
received
so
you
pre-submitted
questions
ahead
of
this
meeting.
Any
questions
not
submitted
in
advance
may
be
answered
this
evening
or
a
written
answer
will
be
provided
in
three
working
days:
Mr
Connor
lovenberg.
Would
you
like
to
ask
your
first
questions?
Please.
F
Soldiers
and
others
fighting
on
the
British
side
were
made
to
believe
that
they
were
fighting
a
noble
cause,
but
they
were
misled.
It
was
for
commercial
gain
for
a
very
small
minority.
In
addition,
in
this
ruthless
Pursuit
for
commercial
gain,
was
the
careless
loss
of
life
of
a
people
downrightly
dismissed
as
unimportant
people
who
were
labeled
as
black
and
colored
because
of
the
color
of
their
skin.
So
unimportant,
were
they
that
many
monuments
erected
in
remembering
the
Fallen
does
not
even
mention
them?
F
F
That
is,
as
far
as
it
goes.
My
question
does:
counsel
consider
the
lives,
or
at
least
the
story
of
the
lives
of
the
people
labeled
as
black
and
colored,
who
also
fought
alongside
the
British
in
the
1899
to
1902
War
were
also
misled
and
also
died,
important
enough
to
be
visibly
and
permanently
inscribed
on
next
to
or
near
the
monument
at
Steen
Gardens,
as
a
real
and
tangible
display
of
equal
consideration
for
the
lives
of
such.
G
G
G
F
Firstly,
thank
you
for
the
response
and
with
all
due
respect,
this
sounds
to
me
pretty
much
like
the
platitudes
I've
received
earlier
on.
However,
I
hear
Within
some
commitment,
so
I
just
wish
to
hear
from
Council
whether
there
is
a
commitment
towards
actually
bringing
practical
and
tangible,
visible
display
of
the
lives
of
people
who
had
been
dismissed
in
the
past,
but
yet
also
having
fought
in
that
war.
Is
there
a
commitment
to
practical
realization
of
tangible
and
visible
display.
F
F
F
These
substances
does
not
prevent
transmission
and
the
manufacturer.
Pfizer
admitted
this
in
approximately
just
over
a
week
ago
in
the
European
Parliament
people
are
developing
serious
adverse
reactions
to
these
injections.
Many
of
these
were
foreseeable
adverse
reactions
that
the
public
had
not
been
told
about
listed
on.
The
government's
website
is
less
than
a
Pages
worth
of
information
on
possible
side
effects.
Now
the
number
of
people
having
died
subsequent
to
receiving
these
injections
is
going
up
by
the
week.
This
information
is
available
on
the
UK
mri's
website.
F
That
proves
it
now.
Freedom
of
Information
request
and
Court
action
taken
against
the
manufacturer
of
Pfizer
one
of
the
pharmaceutical
companies.
The
product
that
is
rolled
out
amongst
the
public,
also
here
in
wording,
proves
that
there
is
in
fact
over
1
290
side
effects,
which
includes
the
risk
of
death
information
that
the
manufacturer
did
not
disclose
to
the
public
information
the
government
ought
to
have
known,
given
that
it
went
into
contract
with
them
and
ought
to
have
shared
with
local
government
and
the
councils.
F
Now
the
full
contract
itself
to
my
knowledge,
remains
undisclosed.
More
people
are
suffering
from
these
injections
and
are
doing
so
in
silence,
and
the
media
won't
talk
about
it.
I
have
the
supporting
documents
pertaining
to
this
matter.
My
question
to
council
is:
is
Council
prepared
to
see
this
data
to
meet
with
experts
who
are
colleagues
of
mine
in
their
field,
who
are
being
sidelined
by
national
government
and
share
this
data
with
the
public?
F
H
The
council
recommends
that
any
data
held
should
be
shared
with
the
JC
VI
and
I'm
willing
to
give
you
the
information.
In
order
to
do
this,
you
know,
maybe
it's
really
important,
and
maybe
you
should,
but
as
a
council,
we
work
hard
to
encourage
the
public
to
continue
to
make
informed
decisions
on
the
information
based
on
the
information
that
we
have
available
from
the
jcbi.
H
Currently,
both
the
jcbi
and
the
government
encourage
the
uptake
of
vaccinations
due
to
the
wide
benefits
to
Public
Health
now.
I
know
that
you
might
I
know
that
you
might
dispute
this,
but
this
is
the
advice
that
we
take
and
advice
that
we
are
obliged
as
a
responsible
Council
to
put
across
to
our
our
residence.
H
So
the
council
encourages
everyone
who
is
eligible
to
take
up
the
offer
of
the
vaccination,
especially
vulnerable
groups,
to
improve
the
public
health
of
its
communities
and
to
reduce
the
risk
of
covid-19,
and
as
long
as
this
is
the
advice
from
public
health
England,
this
is
the
advice
that
we
will
be
offering
to
our
residents.
However,
as
I
previously
mentioned,
the
council
does
respect
the
informed
decisions
of
those
who
choose
not
to.
F
F
F
It
does
prompt
me
to
beg
the
question
as
to
whether,
by
considering
other
information,
has
the
council
drawn
the
conclusion
that
any
other
information
not
provided
by
the
jcvi
information,
which
now
is
public
knowledge
post.
The
advice
given
by
the
jcvi
to
the
councils
in
the
first
place,
which
now
proves
to
be
highly
relevant
and.
H
Mr
loganberg
I
hear
what
you're
saying
and
I've
respect
your
views
and,
as
you
have
previous
previously
just
asked
us
who
does
this
information
get
submitted
to
now?
You
are
clearly
really
passionate
on
this
issue
and
I
suggest
that
I
will
give
you
the
address
and
I
will
let
you
know
who
to
send
this
data
to
with
the
jcbi
so
that
it
can
then
be
be
assessed
and
reworked,
and
if
we
then
get
that
messaging
from
the
jcvi,
of
course,
as
a
responsible
Council,
we
will
act
accordingly.
J
You
and
thank
you
very
much
for
your
question.
It's
actually
a
question
that
was
raised
to
me
recently
by
councilor,
Rosa
and
other
committee
meeting
who
I
understand
is
one
of
the
Selden
councilors
councilors
Rosa,
Walker
and
Hermitage
have
been
communicating
with
me
about
your
concerns
and
their
valid
concerns.
So
I'm
not
about
to
stand
here
and
tell
you
that
that
they're,
not
as
a
council,
our
priority
is
the
housing
crisis.
J
It
really
is,
and
we
have
a
very
desperate
situation
of
many
many
people
trapped
in
unsuitable
emergency
accommodation.
Now
I
am
believing
wholeheartedly
that
you
sympathize
with
this
issue,
so
I
appreciate
that
what
you're
coming
today
to
talk
about
is
not
in
dispute
that
everybody
deserves
a
proper
and
decent
home,
but
the
fact
that
we
need
mixed
communities,
you
know
evidence
shows
that
mixed
communities
mean
that
everyone
does
better
and
everyone
can
thrive.
J
So
as
a
strategy,
we
want
to
start
buying
more
of
our
own
or
building
more
of
our
own
accommodation,
and
it
will
absolutely
be
our
strategy
that
that
accommodation
is
not
all
in
one
place.
We
do
need
to
keep
it
relatively
Central,
don't
want
people
who
have
needs
for
maybe
Health
Care
needs
and
family
connections
to
be
placed
on
the
outskirts
of
town,
but
they
do
not
all
need
to
be
concentrated
in
one
Ward
and
I
do
understand
that.
Currently,
that
probably,
is
very
heavily
the
case.
J
So
a
question
was
asked
about
the
spread
and
I
haven't
had
the
answer
yet,
but
I
do
expect
it
by
tomorrow
and
that
will
be
shared
with
you
openly
and
what
I
would
say
is
that
as
we
go
forward,
we
want
to
end
our
Reliance
on
private
provision
because
for
one,
it's
incredibly
expensive
to
us
as
a
council,
and
so
as
we
then
look
to
replace
that
private
provision,
I
can
assure
you
we
won't
be
looking
to
replace
it
all
within
seldom
Ward.
We
will
want
a
much
better
spread
than
what
we
currently
have.
J
There
are
some
developments
coming
up
that
are
not
at
Liberty
to
share
with
you
at
the
moment,
but
as
soon
as
I
am
I
will
make
sure
that
I'm
communicating
with
your
ward
counselors
and
that
you
understand
better
what
we're.
What
we're
planning
do
you
feel
that
that
adequately
answers
your
question,
if
not
feel
free
to
ask
for
additional
information
in
written
response
either
for
myself
or
your
local
councils?
I
Is
there
a
plan
to
ensure
that
these
forms
of
housing
are
spread
across
all
Wards
equally
equally,
to
avoid
the
current
concentrations
that
have
occurred
as
a
result
of
agreeing
private,
HMO
use
and
change
of
use
of
key
buildings
such
as
hotels
and
Care
Homes
on
an
ad
hoc
basis,
yeah
I?
Guess
it's
the
question
about
private
and
how,
when
and
how
quickly
that
can
be
turned
around
reverse
before
new
planning
applications
are
in
and
made
public.
J
Yes,
so
obviously,
what
we're
not
going
to
want
to
do
is
end
any
current
tenancies
and
disrupt
anybody
in
in
their
current
situations,
but
as
naturally
leases
and
come
to
an
end,
then
we
will
certainly
be
committed
to
looking
at
a
better
spread
across
our
town,
sustainability,
wise
as
well.
It's
really
important
that
we're
able
to
have
housing
communities
that
are
sort
of
self-serving,
not
just
in
one
area
where
all
the
resources
are
pulled
from
one
place.
So
it
is
a
part
of
our
commitment
to
be
active
across
the
whole
of
Worthy.
A
A
Could
you
please
confirm
your
your
name
and
your
residence
of
Worthing?
Please.
K
Identification
a
couple
years
ago
and
on
the
telly
we
have
nowhere
to
go
in
worthy
at
all.
Nowhere
you
can't
get
in
the
coffee
shops.
There's
a
couple
of
big
stores
you
can
get
in,
but
now
Christmas
is
coming.
You
won't
get
in
there
I'd,
like
you
to
think
of
us,
not
just
the
old
people.
The
young
ones,
I
live
in
cell
phone
Road
and
I
see
a
lot
of
teenagers
going
down
there,
there's
even
annoying
to
my
walks
down
there.
There's
the
tree,
roofs
a
lot.
K
There
must
be
somewhere,
you
can
give
us
and
the
only
place
I
can
think
of.
I
live
in
cell
phone
Road,
it's
the
Glen
Owen
center,
now
I
know
it's
the
West
Celtics
Council
and
the
school
users.
There
I
went
there
and
they've
got
everything
they
haven't
got
a
disabled
toilet,
but
you
can
get
your
scooters
to
the
door.
K
We
can
have
two
we
can
play
games.
We
can
do
anything
we
can
be
in
our
own
world
because
no
one
else
wants
to
know
you
you
get
so
much
abuse
and
ambulance
can
come
up
there
and
turn
around
and
we're
all
thinking.
There'd.
Be
some
Council
offer
to
buy
a
couple
of
hours
and
the
next
thing
it'll
be
a
house
in
the
state
there's
nowhere
in
worthy
when
I
was
on
the
television
some
bright
spot
said:
oh
we've
got
13
disabled
toilets
in
Worthing,
so
my
friend
you're
on
an
electric
bike.
K
A
K
A
Mary
I
will
ask
the
cabinet
member
to
address
this.
Please.
H
Thank
you
so
much
for
coming
here
today
to
talk
to
us.
I,
do
understand
about
I
understand
because
my
father
was
very
badly
disabled
and
he
had
a
Mobility
vehicle.
In
fact,
I
can't
bear
to
get
rid
of
it.
It's
still
in
my
garage,
my
mum
was
Wilbert
wheelchair-bound
and
I
took
her
everywhere
and
the
toilet
she
got
stuck
in
the
doors
we
couldn't
shut.
The
adventures
and
I
lose
that
term
really
Loosely
really
sad.
H
Mrs
day,
as
I
said,
I
understand
you,
I
don't
have
personal
experience,
but
I
have
experienced
with
my
my
late
parents
and
I
really
do
understand
a
lot
of
what
you're
saying.
However,
this
isn't
my
own
experience
and
I
just
really
appreciate
you
for
bringing
this
to
us
and
clearly.
This
is
something
we
really
do
need
to
address
now.
You
mentioned
wording
wording
high
and
about
the
Owen
Glenn
Owen
Center.
Well,
we
are,
we
are
going
to
be
doing
some
work
around.
A
Can
I
please
stop
here
that
we
are
run
out
of
the
time
and
I
would
suggest
like
if
the
cabinet
member
can
liaise
with
Mrs
day
after
these
meetings,
and
then
you
can
pick
up
all
the
information.
Please
can.
H
I
just
say
one
thing:
lady
mayor:
we
are
working
on
putting
together
a
a
partnership
with
other
people
with
different
disabilities.
This
is
what
we
are
going
to
be
beginning
after
Christmas,
and
we
did
wonder
if
you
might
want
to
be
part
of
that
to
represent
people
on
Mobility
Vehicles.
So
you
know.
Maybe
this
is
a
project
that
we
can
begin
that
you
can
help
us
follow
through
and
I
really
appreciate
you.
Thank
you.
A
Yes,
thank
you
for
the
questions
and
we
will
pick
up
the
rest
of
it
after
this
meeting.
Thank
you.
We
need
to
move
on
to
the
next
one.
A
The
range
of
engagements
highlights
the
human
spirit,
and
every
visit
is
all
about
our
people,
the
very
people
we
are
elected
to
serve,
seeing
their
hard
work,
their
desire,
passion
and
commitment
to
what
they
do
fills
me
with
pride
and
drives
me
to
do
more
as
the
mayor
of
wording,
I
feel
truly
blessed
as
I
see
the
smiles
The
Joy,
the
satisfaction
of
people
in
our
town.
In
addition,
I
have
also
spoken
with
many
residents
regarding
their
current
struggle,
with
the
cost
of
living
pressures.
A
On
8th
of
September
2022
Her
Majesty
Queen
Elizabeth
II,
the
longest
reigning
British
monarch,
sadly
passed
away
at
the
age
of
96..
She
was
to
become
known
as
her
sense
of
Duty
and
her
Devotion
to
a
life
of
service
and
was
an
important
figurehead
for
the
UK
and
the
Commonwealth.
During
times
of
both
crisis
and
celebration,
Her
Majesty,
valued
all
people
of
whatever
Faith
or
none
for
the
period
leading
up
to
her
funeral
I,
was
focused
on
attending
important
events,
including
Memorial
Services,
held
for
her
majesty.
A
The
reading
of
the
role
Proclamation
at
County
Hall
by
the
high
Sheriff
of
West
Sussex
I,
was
also
privileged
and
honored
to
do
the
reading
of
the
Proclamation
on
the
steps
of
wording.
Town
Hall,
all
of
the
engagements
I
have
attended,
were
unique.
They
were
a
piece
over
the
Mosaic
of
our
town.
However,
I
would
like
to
highlight
some
of
the
events.
A
A
surprise
visit
on
the
96th
birthday
of
a
lady
resident
at
a
local
care
home
working
food
and
drinks,
Festival
celebrating
our
local
food
and
drinks
industry,
visiting
France,
where
I
strengthened
our
relationship
with
our
tuning
Town,
lesser
bloodillon.
By
signing
the
renewed
training
Charter
visiting
the
various
business
in
the
Gilman
Center
and
chatting
to
people
that
use
this
building
to
run
their
business.
It
was
a
wonderful
day
where
I
made
chocolate,
took
a
tour
and
had
a
game
at
mind,
works.
A
A
full
list
of
events
can
be
found
on
the
mayor
of
Worthing
Facebook
page,
where
you
can
see
the
happy
faces
a
true
reflection
of
the
people
who
make
up
a
caring
Society
in
Worthing
Mary's
charity
event.
The
first
mayor's
charity
event
will
be
held
on
25th
October
at
Shan.
Restaurant
I'm
very
pleased
to
announce
that
this
is
a
sold
out
event.
A
L
Thank
you.
Thank
you,
Madame
I'm
delighted
to
make
the
following
three
announcements
on
behalf
of
the
environment
portfolio
team.
The
first
is
that
in
relation
to
the
recent
bathing
designation
application
at
beach
house,
members
will
be
aware
that
currently
Worthing
only
has
a
single
bathing
designation
where
water
quality
is
tested
annually
by
the
environment
agency.
L
The
beach
survey
is
needed
for
the
defra
application
for
an
additional
bathing
designation
location
have
now
been
completed.
I'd
like
to
publicly
thank
the
citizen
scientists
who
took
part
Natalie,
huckel,
Beth,
Fisher,
Bridget,
Prince,
Jean,
Riley,
Charlotte,
Betts,
Gemma,
child
and
councilor
Mike
Barrett.
L
The
second
announcement
reflects
on
the
successful
launch
of
waste
electronic
and
electrical
equipment.
Members
members
will
be
aware
that
the
new
service
to
collect
small
electrical
items
from
the
curbside
launched
across
the
borough
on
the
3rd
of
October,
the
waste
team,
has
reported
a
great
uptake
of
the
service
with
approximately
two
and
a
half
tons
of
materials
collected
in
the
first
week
alone.
L
Finally,
it's
National
recycling
week
and
to
help
raise
awareness,
the
town
hall
will
be
lit
Green
from
October
the
17th
through
to
the
23rd
as
part
of
the
national
campaign.
Members
will
be
aware
that
currently
Worthing
recycles
just
41
and
a
half
percent
of
waste.
We're
focused
on
improving
this
rate
and
services,
like
the
we
collection,
together
with
greater
education
and
awareness,
will
help
increase
our
recycling
rates
further.
Thank
you,
madam
mayor.
M
Thank
you,
madam
mayor.
This
month
we
have
launched
a
new
round
of
funding
for
small
business
and
apprenticeship
grants
across
both
Worthing
and
Ada.
These
have
been
very
successful
in
the
past
and
aimed
to
help
micro
and
small
businesses
this
time
we're
prioritizing
applications
with
a
strong,
green
or
sustainable
element
and
from
businesses
which
have
not
previously
accessed
funding.
M
G
And
Leisure
team
I'm
really
pleased
to
be
able
to
announce
today
that
we're
going
to
in
2023
have
a
Worthing
Festival
from
the
10th
to
the
18th
of
June.
This
follows
us
having
discussions
with
both
the
artists
and
the
creative
sector
within
the
town,
and
also
many
of
the
major
businesses
and
venues,
and
it's
been
unanimously
welcomed.
We've
been
really
pleased
with
the
the
response,
so
that
would
be
something
to
look
forward
to
next
summer.
Thank
you.
N
Thank
you,
madamir
and
I'm.
Looking
forward
to
your
meal
on
Tuesday,
it's
going
to
be
it's
going
to
be
a
great
night,
I
hope
to
see
many
of
you
there
just
a
quick
announcement
from
regeneration.
The
next
installment
of
the
big
clean,
it's
taking
place.
This
Sunday
so
all
are
welcome.
N
Please
feel
free
to
come
along
equipment
will
be
supplied,
we're
doing
two
different
things:
we're
doing
a
beach
clean,
so
we're
meeting
at
the
post
office
at
10
o'clock
until
12
o'clock
and
we're
also
meeting
for
a
community
litter
pick
at
Victoria
Park.
So
again
that
will
be
equipment
will
be
near
the
play
park
there.
N
So
yeah
please
come
along
take
part,
that's
part
of
our
effort
to
get
the
basics
right
and
make
sure
that
we
we
keep
our
town
clean,
and
it
follows
obviously
recent
efforts
that
we've
done
at
a
variety
of
locations,
including
the
High
Street
Montessori
car
park,
Beach
House
Park,
some
of
the
Denton
guard
parade,
shelters,
Etc,
so
lovely
to
see
you
all
there
thanks
very
much.
O
Yeah,
thank
you
very
much.
Madame
I
just
want
to
give
an
update
to
anyone
watching
at
home
and
members
here
tonight
that
the
first
phase
of
big
listen
has
come
to
an
end
and
we're
now
planning
the
second
phase
of
big,
listen
as
people
know.
By
now,
we've
committed
ourselves
to
being
a
community
for
the
council,
and
that
means
having
proper
conversations
with
people
and
developing
our
strategy
and
policy
with
in
line
with
what
they've
asked.
Some
of
our
consultations,
such
as
the
light
of
consultation,
has
had
several
thousand
responses.
O
So
it's
been
fantastic
to
see
the
public
take
part
in
this.
We
have
had
hundreds
of
responses
to
our
heat
map
where
we've
asked
people
to
to.
Let
us
know
the
key
issues
in
their
areas
and
we
have
and
I
thank
all
the
members
and
officers
who've
been
involved
in
this.
O
So
we
are
going
to
be
developing
a
second
phase
of
this,
where
we
can
look
into
specific
areas
that
members
of
the
public
have
told
us
are
really
important
to
them
going
forward,
but
just
to
say
thanks
to
everyone,
who's
Taken
part.
It's
we
as
a
council.
We,
we
really
appreciate
all
the
members
and
all
of
the
residents
who've
been
so
willing
to
open
up
and
tell
us
what
they
want
for
the
town.
A
Thank
you,
everyone,
chief
executive,
do
you
have
any
announcements?
Thank
you.
A
A
P
A
A
P
Thank
you.
Madam
mayor
The,
Joint
governance
committee
considered
conferring
the
title
of
honorary
Alderman
of
the
borough
of
Worthing
on
former
mayor's
Sean
McDonald
and
Robert
smitherman
at
its
meeting
on
the
28th
of
July
I'd
like
to
highlight
a
couple
of
typos
in
the
minute
extract
for
you.
Firstly,
The
Joint
governance
committee
approved
the
nomination,
rather
than
approve
the
granting
of
the
honorary
aldermanship
of
the
borough
of
Worthing
to
former
mayor's
Sean
McDonald
and
Robert
smitherman.
Secondly,
the
vote
on
this
item
was
five
in
favor:
none
against
and
11
abstentions.
Q
Really
more
bit
of
frivolity,
I
cannot
believe
that
it'd
be
quiet
in
this
chamber
when
previous
Council
smitherman's
name
has
been
mentioned,
and
normally
we
would
have
a
very
long
diatride
from
him
about
bits
and
pieces
and
I
know
he's
watching
at
home
on
the
video
as
his
Council.
If
councilman
McDonald
at
the
county
level,
so
can
I
just
say,
I
welcome
this
and
I'm
grateful
for
it's
going
going
forward.
R
Thank
you
madame
likewise,
Madame
I
think
it's
very
important
that
we
recognize
that
these
two
gentlemen
and
I.
They
are
gentlemen,
Sean
and
Robert
or
Bob.
As
we
know
him,
they
both
serve
their
Town
extremely
well
over
a
length
of
time
and
not
only
have
they
served
the
town
they
continue
to
serve,
albeit
in
a
different
ways.
So
I'm
very
pleased,
Madam
mayor
that
this
has
come
up
and
I
hope
that
both
of
those
gentlemen
actually
attend
lots
of
our
Civic
functions
and
we
continue
to
see
them
and
enjoy
their
company.
Thank
you.
C
I'd
just
like
to
Echo
I
suppose
what
councilor
Jenkins
said,
which
is
very
strange
to
hear
councilor
smitherman's
name
and
not
an
immediate
response
in
a
very
loud
way
very
quickly.
Councilor
smitherman
in
many
ways
has
oh
he's
not
councilman.
Is
he
Mr
Smith
medical
and
the
town
crier?
If
that's
something,
and
he
has
been
a
part
of
this
town,
we
all
know
he
has
done
a
lot
of
good
work,
particularly
around
mental
health,
and
we're
very
aware
of
that.
Mr,
Smith
and
I
have
not
always
agreed.
C
Our
politics
can
be
different,
but
I
am
very
aware
of
how
much
good
work
he
does
and
how
you
know.
He
really
does
have
the
best
interests
of
our
communities
at
heart
and
I
am
sure
that
we
will
hear
from
him
again
in
due
course.
A
A
A
P
The
Joint
governance
committee
considered
the
proposed
amendments
to
the
council's
Constitutions
at
its
meeting
on
the
27th
of
September.
I
would
like
to
propose
the
recommendations
set
out
on
page
11
on
the
agenda
pack
that
the
joint
governance
committee
recommended
the
revised
constitutions
to
both
full
councils
for
approval
at
their
meetings
on
the
18th
of
October
Worthing
and
the
20th
of
October
2022
in
Ada,
and
in
addition,
the
new
Constitution
be
implemented
from
the
1st
of
November
2022
to
allow
for
the
Constitution
to
be
checked,
formatted
and
published
on
the
council's
website.
Q
Some
here
remember
that
a
number
of
years
ago,
when
we
had
a
number
of
political
parties
in
this
group,
the
questions
were
rotated
around
those
groups
into
Shore
parity
amongst
it
all
that
situation
is
fundamentally
changed
in
this
chamber
and
that
may
not
be
an
appropriate
way
of
taking
that
forward.
So
I'd
like
to
propose
that
we
invite
the
monitoring
officer
to
go
away
and
look
at
Section
12.1
D
to
find
parity
in
it
and
bring
back
a
proposal.
Q
I
don't
want
to
make
that
proposal
in
the
form
of
words
here
today,
because
I
don't
think
that's
appropriate
to
come
from
one
side
of
the
Chamber
of
the
other.
But
I
have
spoken
to
the
monitoring
officer
and
I'd
like
to
invite
that
we
ask
him
to
come
back
and
report
on
that.
It
won't
stop
the
procedure
going
forward
because
if
we
delegate
that
Authority
he
could
make
that
Amendment
himself
in
his
powers.
That's
all
I'm
proposing
here.
Q
Q
Q
A
12.1
Part
D
to
examine
whether
the
current
procedure
in
relation
to
questions
and
rotation
is
now
appropriate.
Given
the
Dynamics
within
this
chamber,
given
that
it
was
put
into
place
a
number
of
years
ago,
around
four
groups,
and
that
he
comes
back
to
this
Council
and
reports,
his
findings
and
his
suggestions
and
if
clearly
accepted
that
we
then
delegate
the
power
to
him
to
make
those
amendments
within
the
Constitution.
A
A
Are
we
okay
good
just
before
we
move
on
just
like
to
ask
if
there's
any
debate
on
substantials
Amendment.
C
It's
just
to
say:
I
Council
Hermitage
has
actually
already
said
this,
but
we
are
very
aware
of
how
many
hours
was
put
in
by
members
across
Adrian,
Worthing,
actually
and
officers
to
get
this
work
done,
and
we
are
incredibly
grateful.
We
think
a
modern,
a
more
modern
Constitution
than
we
had
previously
is
incredibly
important
to
a
healthy
functioning
democracy,
and
we
welcome
this.
I
am
sure
that
we
will
continue
to
look
at
our
Constitution
and
find
further
ways
that
we
can
modernize,
but
there
has
been
a
huge
amount
of
work
done.
C
A
C
It's
worth
noting
that
this
is
the
corporate
plan,
so
I
think
sometimes
it
gets
a
bit
tricky
to
figure
this
out,
because
the
corporate
plan
covers
both
of
our
councils
and
as
the
administration
we
set.
The
Strategic
Direction
and
the
corporate
plan
allows
our
officers
to
deliver
against
that
strategic
Direction.
So
we
considered
the
draft
our
plan
in
the
JSC
and
we
recommended
its
approval
to
both
the
councils,
the
Ada
and
Worthing
Council
as
a
core
strategic
document
for
the
next
three
years.
Q
Thank
you,
madam,
and
thank
you
for
introducing
the
item.
Councilor
Cooper,
as
I
said
at
the
Joint
strategic
committee.
It's
really
pleasing
to
see
that
the
work
and
the
strategies
that
have
been
done
in
this
Council
over
the
last
five
years
have
been
built
upon
and
have
continued.
They
haven't
been
thrown
out
with
the
bath
water,
so
quite
khalidi.
Despite
some
of
the
things
that
we
may
have
been
told
in
the
past,
things
must
have
been
going
very
well
in
order
to
keep
them
in
that
plan,
but
I
must
admit
it
does
lack
Clarity.
Q
Think
as
a
resident
I've
been
entitled
to
understand
how
you're
intending
to
spend
my
council
tax
money
or
their
council
tax
money
and
what
you
intend
to
do
for
me
in
the
town,
and
we've
heard
that
already
from
Mary
day
who
came
and
spoke
about
her
mobility
issues
and
access
to
toilets
some
of
the
things
that
she's
been
very
passionate
about,
but
I'm
just
going
to
leave
with
the
part,
I
really
welcome
the
document.
Q
O
Welcome
councilor
Jenkins,
welcoming
the
plan
I
think
it's
a
matter
of
interpretation,
the
degree
to
which
the
plan
does
or
does
not
follow
previous
plans
from
the
administration.
I
would
suggest
that
the
previous
plans
for
the
administration
were
not
uniformly
popular
with
residents
and
hence
the
council
changed
hands
in
may.
We
have
listened
to
Residents
and
made
substantial
changes
as
a
council
and
that
will
better
reflect
the
needs
of
the
residents
in
the
town.
C
We
basically
go
out
with
a
Manifesto
and
say
what
we
will
deliver
for
them,
and
then
we
set
the
Strategic
Direction
and
our
officers
put
in
place
a
corporate
plan
so
that
they
can
deliver
that
operationally.
This
is
the
corporate
plan,
so,
whilst
I
absolutely
welcome
members
of
the
public
reading
it,
the
Strategic
Direction
in
the
manifesto
is
our
job
as
politicians
and
that's
what
the
public
will
be
looking
at
in
terms
of
the
work
that
we
deliver
and
the
corporate
plan
will
allow
our
officers
to
deliver
that
for
us.
C
A
C
C
And
the
key
thing
here
that
we
are
looking
for
is
that
the
recommendations
that
came
through
were
looking
at
the
investment
to
fund
General
schemes.
So
when
it
came
to
us
in
July,
the
recommendation
was
for
2.5
million,
and
the
revision
that
came
to
us
on
the
11th
of
October
was
to
1.5
million,
and
that
is
a
revised
level
of
capital
investment,
principally
due
to
inflation
and
interest
rates.
C
We
still
obviously
have
investment
that
we
need
to
make
essential
maintenance
Etc,
but
we
are
very
mindful
of
the
financial
issues
that
we
now
face,
so
the
joint
strategic
committee
recommended
to
both
Aid
and
Worthing
councils
Ada
have
their
own
Capital
strategy
that
the
capital
strategy
for
2023
to
20,
to
26
be
approved
by
this
full
Council
for
Worthing.
Thank
you.
C
Yeah
many
thanks
for
your
best
wishes.
I
am
truly
sorry
that
we
need
them
to
be
honest
and
the
financial
situation
that
we
find
ourselves
in
is
tumultuous,
and
local
authorities
across
this
country
are
facing
some
serious
pressures
and
our
residents,
unfortunately,
are
increasingly
dependent
on
our
services,
and
we
are
struggling
to
find
the
resources
that
we
need.
I.
Don't
think
I
need
to
point
out
why
that
is.
But
if
anybody
needs
pointing
out,
then
do
let
me
know
we
will
continue
to
do
our
absolute
best.
We
have
excellent
officers.
A
C
As
you
points
out,
this
report
came
to
the
Worthing
joint
strategic
subcommittee
on
the
11th
of
October
and
it
considered
the
public
space
protection
orders
for
dog
control
and
the
recommendations
are
set
out
on
page
six
of
the
supplementary
pack
and
they
refer
to
four
areas:
Beach
House
Park,
West,
Park,
the
northern
boundary
of
Goring
Beach
and
teen
Terrace,
and
there
was
some
debates
at
the
Worthing
joint
strategic
subcommittee
and
some
issues
raised
that
our
monitoring
officer
went
away
to
consider
and
these
have
been
considered
and
the
monitoring
officer
is
satisfied
that
the
pspo
May
lawfully
be
made
and
that
the
worthy
joint
strategic
subcommittee
has
referred.
A
L
Yes,
thank
you,
madam
mayor.
Just
the
debate
was
healthy.
I
thank
councilor
Jenkins
for
raising
the
points
at
that
meeting,
but
by
looking
to
relax
restrictions
on
dogs
in
some
areas
and
keeping
many
of
the
existing
rules
we're
trying
to
strike
that
balance.
That
means
our
shared
Open
Spaces
are
effectively
managed
and
can
be
enjoyed
by
all
residents.
L
The
issues
were
discussed
in
the
monitoring
officer
is
satisfied
that
the
psbo
can
be
lawfully
made.
So
we
are
really
happy
and
I
am
very
happy
to
support
this.
Thank
you.
T
Thank
you,
madam
mayor,
ask
how
many
pspos
have
been
issued
for
dog
fouling
in
2122.
T
Proceed
with
a
slightly
different
question,
foreign,
not
a
question,
a
reflection,
I
find
it
interesting
at
a
time
when
budgets
are
so
tight
that
we're
spending
a
lot
of
money
on
changing
signage
when
for
for
dog
failing,
it
seems
as
money
that
could
have
been
spent
somewhere
else
more
appropriately.
Q
Thank
you,
madam
man.
I
appreciate
I,
can't
answer
question,
but
I
will
pose
this
question
and
I
hope.
The
members
opposite
will
actually
give
us
a
written
answer
because
the
public
do
deserve
to
know.
If
you
go
back
and
read
the
pspo
paper
that
you
took
at
your
joint
strategic
committee
that
as
the
cabinet
members,
you
voted
on
as
being
an
accurate
paper,
it
says
that
the
financial
cost
of
this
council
is
zero.
Q
C
Thank
you
very
much
for
the
debate.
I
appreciate
that
decisions
are
made
and
it
says
zero
costs.
But
of
course,
if
there
is
signage
and
officer
time,
then
there
may
be
a
small
cost
and
we
will
of
course,
look
at
that
in
terms
of
dog
ownership
and
getting
the
balance
right,
and
it's
not
a
huge
cost
for
our
budget
to
be
able
to
do
that.
It
is
something
that
residents
of
our
communities
feel
very
strongly
about
both
people,
that
own
dogs
and
actually
people
that
don't
own
dogs.
C
It
is
part
of
people's
well-being
and
we
do
prioritize
Community
well-being.
We
also
prioritize
preserving
our
environment
and
allowing
people
who
have
dogs
to
be
able
to
exercise
them
safely
and
to
allow
people
who
don't
have
dogs
to
not
have
them
inflicted
on
them,
and
so
we
will
go
away
and
look
at
that
I
suspect
are
very
small
cost
that,
unfortunately,
is
not
going
to
balance
our
books.
But
the
point
is
Julie
noted
it
is
an
important
part
of
many
people's
lives
to
be
able
to
walk
their
dogs.
C
A
A
C
Q
Jenkins,
thank
you
just
referring
to
the
papers
on
page
22,
the
signature
to
this
report,
albeit
Electronics
councilor
Cooper,
on
page
22,
on
item
purchase
of
a
strategic
property
investment
fund.
Q
It
says
in
the
first
paragraph
that
all
members
all
members
have
been
given
those
papers.
The
members
on
this
side
of
the
chamber
have
not
been
shared
the
information
about
what
you're
doing
with
the
Public's
money
in
this
town.
At
that
meeting
it
may
well
have
been
pressed
and
public
excluded,
but
offices
shoot
and
the
leader
should
have
ensured
that
members.
This
side
are
cited
on
what
the
papers
say.
We
have
not
seen
those
papers.
There
is
an
error.
Yet
again,
procedural
in
this
Council,
led
by
this
leader.
U
To
all
members,
as
a
matter
of
course,
but
I
think
the
point
that
Council
Jenkins
was
making
was
a
statement
that
all
members
had
received.
It
is
incorrect
if
I
heard
what
councilor
Jenkins
said
was
correct.
Q
Foreign
I
I
have
to
disagree.
The
paper
that
was
submitted
to
that
joint
strategic
committee
was
a
corporate
paper
about
how
a
considerable
sum
of
money
is
being
spent
in
this
town.
It
may
well
be
an
exempt
paper,
but
it
is
a
paper
that
should
be
provided
to
those
councilors.
How
can
we
come
here
today
and
ask
questions
of
this
Administration,
albeit
in
a
generic
term?
There
is
a
failure
of
transparency
and
integrity
in
this
chamber
in
that
those
papers
have
not
been
supplied
to
the
opposition
councilors
in
this
Council.
C
Councilor
Jenkins
the
papers
are
exempt,
but
I
acknowledge
that
counselors
are
the
council
and
therefore
I
think
they
are
entitled
to
see
the
papers.
Is
that
right,
monitoring,
officer,
foreign.
U
C
Madam
mayor,
given
that
a
member
of
the
opposition
was
there
in
that
committee,
meeting,
I
would
suggest
that
in
future,
and
rather
than
me,
taking
it
as
a
given
that
all
opposition
members
would
want
it
that
the
member
of
the
opposition,
that
was
there,
would
request
that,
for
his
group,
or
perhaps
the
the
leader
of
the
opposition
could
could
let
me
know
that
that's
something
that
he
wants
and
then
I
have
no
desire
to
not
be
transparent.
That
is
not
what
this
is
about
at
all
and
well.
C
Well,
that
is.
That
is
a
mistake
clearly
through
through
the
through
mother
mayor
that
yeah,
that
if
you
haven't
seen
them,
then
clearly
that's
not
factually
correct.
We
have
absolutely
no
problem
with
you
seeing
papers.
What
I
would
say
is
that
in
future,
perhaps
councilor
Jenkins
at
the
end
of
JSC,
where
you've
been
there
listening
to
an
exempt
paper,
does
come
up
say
to
me
great.
The
rest
of
my
group
would
like
to
see
this
absolutely
no
problem
and
there's
an
error.
There
I
see
that.
Q
Yeah
and
I
hear
councilor,
Cooper
and
I
come
back
to.
It
is
not
for
the
councilors
to
have
to
come
and
answer
the
papers
they
should
be
supplied
now.
Actually,
if
you
go
back
to
the
meeting
and
look
at
the
minutes,
the
cabinet
members
opposite
passed,
a
resolution
that
excluded
the
press
and
the
public.
So
I
hear
what
the
monitoring
officers
said.
It's
actually
I
would
suggest
incorrect
that
the
only
exclusion
was
given
to
the
press
and
the
public.
Q
The
councilors
should
have
been
supplied
and
with
all
due
respect,
councilor
Thorpe,
as
a
liberal,
Democrat
counselor
may
not
have
been
aware,
or
even
at
that
meeting.
I'm
I'm
sure
she
may
have
a
view.
She
hasn't
seen
those
papers.
You
know
you
have
spent
a
considerable
amount
of
council's
money
and
these
counselors
are
uncited.
O
V
Thank
you,
chair
could
I
just
ask
for
some
clarity
that
on
page
22,
the
paragraph
sentence
the
councilor
Jenkins
refers
to
where
it
says
papers
have
been
circulated
to
all
members
it.
My
reading
of
that
would
be
all
members
of
that
particular
joint
strategic
subcommittee.
Not
all
members
of
the
council
can
I
assure
councilman
Jenkins
is
that
neither
I
have
seen
those
papers,
but
I
am
not
on
that
subcommittee.
A
A
Can
you
please
just
bear
and
please
don't
talk
across
the
chamber?
Thank
you.
A
We
will
continue
with
this
debate,
so
if
anyone
would
like
to
ask
any
questions,
councilor
Steve
White,
please.
S
And
I:
don't
blame
the
administration,
it's
not
for
the
administration
to
be
making
sure
members
get
the
appropriate
papers.
That's
clearly
in
the
room
of
the
officers
and
the
protocol
that
we've
always
operated
in
the
past
is
that
if,
if
a
set
of
confidential
papers
are
attached
or
not
attached,
as
it
would
be
to
a
committee
meeting,
then
any
member
if
they
have
a
requirement
to
see
those
can
answer
those
papers
and
they
will
be
provided.
S
That's
how
it's
always
worked
and
in
this
sort
of
situation,
where
this
type
of
comment
is
made
in
a
set
of
papers
coming
to
full
Council,
then
clearly,
all
members
would
have
an
interest
in
that
and
I
would
have
expected
all
members
to
have
got
a
copy
of
those
confidential
papers
and
that's
not
only
how
it's
worked
in
the
past,
but
that's
just
common
sense.
Isn't
it
if
you,
if
you
don't
actually
need
them?
Why
would
you
get
them?
But
if
you
do
need
them
as
you
do
here,
you
ought
to
get
them.
T
Thank
you,
madam
I'm,
not
in
the
blame
game,
but
this
is
the
second
time
this
evening.
The
first
time
we
ended
up
voting
on
a
statement
about
PC,
pspos
and
so
and
in
fact,
a
factually
incorrect
set
of
minutes
has
now
been
signed
off.
I
feel
very
uncomfortable
about
that
I,
don't
care
which
party
it
related
to
or
whatever
I
have
never
sat
in
a
council
chamber
before
and
signed
off.
Something
which
is
factually
incorrect
and
I
feel
very,
very
uncomfortable
about
that
and
I
think.
T
This
is
another
example
of
where
I'm
not
blaming
it.
Where
a
factually
incorrect
statement
is
there
and
it
has
repercussions
for
whether
we
can
as
an
opposition
vote
on
something
and
so
I.
Would
please
ask
that
I
never
am
in
that
position
again,
where
I
have
to
see
a
set
of
minutes
signed
off
that
are
not
correct.
Thank
you.
C
C
That's
great
I
would
now
ask
that
if
you
have
questions
on
this
report,
that
you
ask
them
and
then,
if
you
see
the
papers
which
I'm
sure
you
will
now
for
this
strategic
property
investment
fund,
we
would
be
very
glad
to
receive
questions
and,
as
you
rightly
point
out,
this
is
not
currently
in
the
public
domain,
so
be
very
glad
to
receive
written
questions,
and
when
this
is
in
the
public
domain,
of
course,
we
would
be
very
glad
to
answer
publicly.
Thank
you.
W
I
think
you
know
we
we
we're
sat
here
and
we're
debating
matters
of
procedure
in
the
council,
which
I
think
is
is
perfectly
reasonable.
I
would
also
think
it'd
be
perfectly
reasonable
for
members
of
all
political
Persuasions
if
they've
got
issues
and
concerns
with
anything
in
any
of
the
papers
when
they
read
them
to
actually
come
and
raise
them
in
advance
with
either
the
administration
or
the
officers.
So
these
things
can
be
dealt
with
rather
than
having
a
10-minute
debate
on
something
that
could
have
been
dealt
with
in
advance
of
the
meeting.
Thank
you.
X
W
You
know
if
you,
if
you
read
the
papers
and
you
have
an
issue
and
you
have
an
issue
with
anything-
that's
in
the
papers,
then
you're
very,
very
welcome
to
ask
in
advance
now
I
appreciate
and-
and
my
leader
Cooper
has
said
that
you
know
in
future.
You
know:
we've
got
no
objection
or
anyone
any
objection
papers
being
shared.
But
if
members
have
these
concerns,
they
want
to
see
these
things
in
future.
They
are
welcome
to
ask
in
advance
of
the
officers
or
the
administrators
to
see
them.
It's
not
complicated
foreign.
A
Just
a
quick
reminder:
there
is
only
two
minutes
left.
So
if
there's
any
other
questions,
please
well
sorry
I
go
council
at
Hope
online.
Please
can
we
give
her
a
chance
to
talk?
Thank
you.
R
Thank
you,
madam
mayor
I,
understand,
what's
being
said,
and
to
some
extent,
I
agree
with
it.
It's
very
difficult
for
individual
counselors
to
keep
up
to
date
with
every
single
report.
R
That
said,
I'm
very
pleased
that
there
are
people
in
this
Council
chamber
that
actually
does
consider
what
I
think
is
important,
as
well
as
their
own
views.
So
a
little
bit
across
party
working
would
be
very
helpful
if
it
went
across
the
whole
of
the
council
throughout
the
years.
I've
noticed
that
the
minutes
quite
often
say
that
members
have
received
certain
documents
and
they've
it's
been
distributed,
and
it
says
to
members,
but
it
doesn't
State
clearly
that
it's
only
the
members
of
that
particular
committee.
R
R
and
talking
about
minutes,
I've,
read
I
checked
my
facts
on
the
15th
of
December
in
2020,
both
the
liberal
Democrats
and
the
labor
party
put
forward
the
proposal
to
drop
the
five
pound
weekly
restriction
for
those
who
are
in
financial
crises
on
the
14th
of
December
2021.
We
tried
again
at
this
time
the
conservative
Council
was
much
more
in
favor
of
dropping
the
tax,
because
Ada
Council
had
already
dropped
it
anyway
and
I
quote.
R
R
A
R
K
J
Like
to
yeah
yeah,
thank
you
for
raising
this.
We
see
this
as
quite
an
urgent
matter.
Actually,
Ada
never
introduced
the
Restriction
in
the
first
place.
They
didn't
remove
it
quite
interesting,
actually
that
we
had
a
situation
where
a
council
to
council
shared
officers,
same
administrations
at
the
time
took
two
different
decisions,
whether
to
prioritize
the
needs
of
our
most
vulnerable
residents
or
not.
J
The
council
tax
restriction
issue
is
currently
out
to
consultation,
and
once
that
process
has
been
completed,
then
we
we
look
to
bring
a
favorable
update.
Well,
that's
certainly
what
I'm
hoping
for
anyway.
Thank
you.
A
D
I've
got
the
constitution
in
front
of
me,
but
I
believe
it's
section.
13
of
the
council's
procedure
rules
say
that
after
the
leaders
presented,
the
report
leader
chose
not
to
this
night
when
I
was
leader,
I
regularly
chose
not
to
as
well,
but
at
that
point,
councilors
have
15
minutes
to
ask
questions
of
the
administration
that
15
minutes
has
just
started.
What
happened
before
was
a
debate
about
a
procedural
point.
U
Members,
the
the
the
procedurals
actually
say
that
the
whole
item,
including
the
leaders
report,
plus
any
questions,
will
last
no
longer
than
15
minutes
unless,
in
the
view
of
the
mayor
or
or
on
a
motion
moved
by
a
member
and
seconded
and
approved
without
debate
that
it's
appropriate
to
extend
the
time.
U
D
Thank
you
very
much
so
yeah.
So
on
the
same
item
that
cancer
thoughts
just
asked
now.
I
have
questions
cancer
Taylor
if
she'd
be
so
kind
on
the
the
consultation
for
cancer
tech
support
scheme
for
worthy
in
the
papers
under
the
financial
considerations.
Let's
talk
about
the
hardship
fund
and
that,
if
that's
removed,
that
would
give
Council
a
saving
of
33
900
pounds.
D
The
implication
there
is
that
there's
a
natural
consequence
of
moving
the
Restriction
that
the
hardship
fund
would
go
away,
and
do
you
agree
with
do
you
agree
with
that?
Or
would
you
agree
with
me
that
that
would
not
be
a
natural
consequence
that
whether
to
remove
the
hardship
fund,
keep
it
at
its
current
amount
or
even
increase?
It
would
actually
be
a
political
decision
for
this
Administration,
not
a
natural
consequence
of
removing
the
restriction.
J
Thank
you
for
that.
So
certainly
the
picture
financially
may
have
changed
somewhat
and
I
would
definitely
agree
with
you
that
the
requirement
for
additional
support
is
likely
to
be
higher
than
ever
this
year.
But
if
we're
debating
just
the
specific
issue
of
removing
the
council
tax
restriction,.
C
No
problem
so
I
think
council,
member
is
what
you're
guessing
at
is
that
we
don't
it
doesn't
automatically
go
away
and
that
we
have
to
make
that
decision.
I.
Think
there
is
there
will,
we
hope,
be
saving
in
terms
of
what
we're
able
to
demonstrate
for
our
residents
by
stopping
them
having
to
pay
five
pounds
every
week,
but
of
course
that
will
be
a
decision
that
we
will
need
to
make
and,
unfortunately,
the
hardship
fund.
C
You
know
it
hasn't
that
the
need
will
not
disappear
just
because
you
get
rid
of
that
five
pounds.
Weekly
contribution,
I
think
that's
what
you're
saying
is
that
that
will
not
naturally
get
rid
of
all
the
problems.
However,
it
is
a
contribution
to
people's
hardship.
A
D
Councilman
Humphrey
supplementary
I
think
councilor
Cooper
did
a
very
good
job
of
weaving
around
the
question
there,
which
was
very
clear.
A
very,
very
clear
question
was:
if
the
hardship
fund
is
removed.
Would
that
be
a
political
decision?
It
would
be
a
political
decision,
and
so
that
was
very
clear,
so
and
I
think
I.
D
Think
I
got
a
concession
about
that
before
she
went
on
to
talk
about
other
matters
that
I
didn't
ask
anything
about
so
I'll
move
on
to
my
my
supplementary,
which
then
goes
on
to
now
that
we've
confirmed
that
it
would
be
a
political
decision
by
the
administration
to
abolish
the
hardship
fund
if
they
did
so
I
then
go
on
to
the
consultation
itself,
the
press
release
and
the
information
from
the
council
that
you
must
go
through
before
you
get
to
or
the
vast
majority
of
people
go
through
before
they
get
to
repeats
that
assertion
that
there
could
be
or
would
be.
D
It
actually
says
at
one
point
in
the
press:
release
a
saving
of
33
900
pounds
very
much
putting
the
cart
before
the
horse,
because
you
are
yet
to
take
that
political
decision
and
what
it
doesn't
even
cover
is
the
fact
that
you
might
might
decide
to
increase
the
hardship
fund,
let
alone
remove
it
or
keep
it
as
it
is.
You
might
decide
to
increase
it
as
such.
C
Thank
you,
councilor
Humphries,
no
I,
don't
agree,
it
is
a
financial
saving.
What
we
choose
to
do
in
order
to
support
people
who
are
experiencing
hardship,
is
a
separate
question
to
the
saving
the
financial
savings
that
we
will
find
with
abolishing
that
five
pounds
council
tax.
It
absolutely
is
because
the
thing
is,
is
that
the
increasing
need
in
this
community
in
these
communities
means
that
we
need
to
make
sure
that
we're
attributing
sufficient
resources,
I
think
you
are
conflating
two
things
and
I
understand
why
you
are
doing
it,
but
the
savings
are
there.
A
Please
respect
each
other
when
people
are
talking.
O
Council
Humphrey
you're
not
chairing
this
meeting
counselor
I'm
talking
I'm
I'm
talking
through
the
chair
to
councilor
Humphries
you're,
not
chairing
this
meeting,
you
don't
get
to
give
permission
to
people
to
speak.
It
goes
through
the
chair.
So
when
a
question
is
answered,
can
we
go
back
to
the
chair
and
allow
the
chair
to
chair
the
meeting
rather
than
you
suddenly
shout
out?
If
you
don't
get
to
have
your
say,
let's
try
to
make
this
as
convivial
a
meeting
as
possible.
A
Can
we
can
we
please
have
some
respect
for
each
other
because
they
are,
this
is
live
streamed
and
the
residents
everyone
is
listening,
so
we
need
to
be
respectful
for
each
other.
Thank
you.
Thank.
D
You,
madam
I,
have
an
actual
point
of
order.
Where
is
it
so?
In
the
council?
Procedurals
13.1.4
says
that
when
we're
asking
these
questions,
every
question
should
be
put
and
answered
without
discussion.
Councilor
Cooper
is
not
answering
the
question
about
the
hardship
fund.
It's
about
the
hardship
fund.
C
So
again,
thank
you.
Councilor
Humphries
I
believe
that
I
am
answering
it
so
I
appreciate
you
might
not
like
the
response
that
I'm
giving.
What
I'm
saying
is
that
there
is
a
saving
associated
with
us
scrapping
the
five
pounds:
weekly
minimum
tax
income.
Now
that
is
separate
to
what
we
need
to
do
moving
forward
to
assist
our
communities
and,
as
you
know,
things
are
not
looking
good
for
our
communities
at
all.
The
financial
situation
is
looking
increasingly
difficult
for
people.
C
C
Y
Yes,
thank
you,
mother,
mayor
I,
hope
I've
got
time
to
ask
a
question
of
the
cabinet
member
for
resources:
councilor
John
Turley.
If
I
may,
yeah,
no
I
think
I'm
all
right.
I
am
I've
still
got
four
minutes
anyway.
Council's
heavy
B
The
Joint
strategic
committee
of
the
11th
of
October,
considered
as
one
of
its
gender
items
the
treasury
management
annual
report.
Y
We
know,
of
course,
what's
happened
to
interest
rates
over
the
past
weeks.
So
can
I
ask
you
to
advise
the
council
whether
we've
been
able
to
take
advantage
of
those
of
that
rise
in
interest
rates
in
terms
of
our
Council
Investments,
and
what
sort
of
you
know
the
short-term
Investments
that
we've
been
reinvest
and
what
sort
of
average
return
that's
bringing
to
the
council?
Thank
you.
M
I
will
respond
to
be
fairly
brief,
I'm
afraid
I'll
have
to
come
back
to
you,
councilor
Sparks,
on
that.
Yes,
undoubtedly,
there
has
been
a
an
effect,
both
ways
for
investment
rates,
with
the
The
increased
cost
of
borrowing.
But
of
course,
there's
a
flip
side
to
that
now.
The
message
I'm
getting
from
the
financial
officers
is
that
actually
the
increase
in
increase
interest
rates
is
is,
is
actually
penalizing
us
financially,
but
I
will
get
back
to
you
with
the.
If
you
like.
M
The
other
side
of
the
coin,
regarding
the
interest
rate
effect
is
that
okay.
Y
Do
you
have
a
supplementary?
Thank
you.
Well,
maybe
I
can
answer
councilors
Hurley's
question
for
him
last
year
about
it
was
something
about
0.19
percent
as
an
average
return
now
about
2.7.
Y
So
my
supplementary
question
is
again
about
that
treasury.
Management
Port
I've
always
felt
that
the
council's
investment
in
the
ccla
was
a
particularly
good
one
for
lots
of
reasons.
Y
So
do
you
agree
with
me
that
that's
the
case
and
what
would
be
the
sort
of
return
we're
getting
on
those
Investments?
Thank
you,
foreign.
M
I
did
ask
at
the
at
the
last
at
the
meeting
actually
Sarah
goby,
when
we
would
be
receiving
training
on
the
treasury
management,
and
it
seems
that
that
is
some
training
which
I
would
like
to
undergo,
so
that
I
could
answer
those
questions
more
readily.
But
I
will
get
back
to
you
on
that.
No
doubt,
you've
already
found
the
answer
in
the
report.
Q
The
resources
Council
Turley,
sorry
to
keep
you
on
your
toes
at
the
Joint
strategic
committee
meeting
in
July.
In
response
to
a
question
for
a
member
of
this
side
of
the
chamber,
you
went
on
public
record
and
committed
to
maintaining
all
Frontline
services
and
service
capacity.
That
was
documented.
M
Fine
yeah,
well
I
I,
would
say
that
every
member
of
this
Council,
all
37
of
us,
should
be
committed
to
maintaining
Frontline
Services.
That's
why
we're
here
so
yes,
I!
Do
stand
by
that
by
that
comment,
was
that
the
phone
going.
M
M
M
M
Other
savings
can
be
achieved
in
year,
but
this
depends
on
decisions
yet
to
be
discussed
and
formally
made.
In
addition,
we
are
also
currently
developing
savings
proposals
for
consideration
in
December.
Where
possible,
we
will
seek
to
implement
these
as
quickly
as
possible.
Inevitably,
we
do
expect
to
have
to
draw
on
reserves
this
year.
However,
our
median
term
plans
will
structurally
address
our
Revenue
position
to
deliver
a
balanced
budget.
This
will
gradually
allow
our
reserves
to
be
rebuilt.
Q
You
thank
you
councilman
Turley,
for
that
response.
So,
let's
just
recap:
you
stand
by
your
commitment
that
there
will
be
no
reduction
to
Frontline
services
or
service
capacity
and
so
far
you've
identified
480
000
pounds
in
six
months
towards
the
best
part
of
another
1.5
2.5
million
pounds.
So
six
months
into
this
Administration
and
given
the
financial
position
of
this
Council,
the
public
has
seen
little
strategic
thinking
in
action.
Q
The
direct
action
dealing
with
the
current
Financial
pressures
on
this
Council,
whose
policy
I
have
to
say,
seems
to
be,
let's
hope
it
goes
away
or
we'll
take
the
money
from
reserves,
and
indeed
we've
heard
that
this
evening
from
you.
So
let
me
remind
you,
you
can
only
use
other
people's
money
once
or
the
reserves
once
we
know
that
the
cabinet
member
has
been
touting
himself
around
the
county.
A
Councilor
Jenkins,
could
you
get
to
the
question?
Please.
Q
It
I
will,
but
thank
you.
We
know
that
the
cabinet
member
has
been
touting
himself
around
the
County
Council
colleagues
asking
for
advice
on
how
to
deal
with
this
problem.
So
whilst
he
wrestles
that
will
he
now
go
further
and
give
reassurance
and
commit
to
not
reducing
staff
in
numbers
at
this
Council
putting
the
jobs
and
livelihoods
of
our
hard-working
staff
at
risk.
O
Thanks
very
much
councilor
Turley
has
allowed
me
to
step
in
and
answer
that
question.
Q
O
Thank
you.
Thank
you
very
much,
councilor
Cooper
I
am
absolutely
I
mean
the
first
question
that
you
let's
take
the
supplementary
aside.
The
first
question
was
a
reasonable
question.
There's
a
fair
question
and
a
good
question
to
ask
in
councilor
Turley
did
a
good
job
in
answering
it.
I
cannot
believe
the
goal
of
the
supplementary
question.
Given
what
has
happened
to
councils
over
the
last
10
years
under
the
conservative
government,
we
have
seen
a
50
reduction
in
funding
for
local
authorities.
O
That
I
won't
even
begin
to
talk
about,
what's
happened
during
the
last
five
weeks
and
how
it's
going
to
currently
and
going
to
affect
the
lives
of
our
residents,
I
I'm,
absolutely
stunned
that
you
have
the
temerity
to
stand
up
and
make
those
points
in
the
current
context
that
we're
in
and
the
last
10
to
12
years
of
austerity.
Rest
assured,
despite
the
fact
that
local
authorities
are
being
systematically
strangled
in
terms
of
Finance
from
Central
conservative
government.
Despite
this,
we
will
continue
to
make
the
right
decisions
to
make
what
little
resource
comes.
O
S
S
Just
like
to
refer
to
the
advice
that
the
legal
officer
gave
because
it's
different
to
the
Constitution
that
I'm
reading,
he
is
correct
in
saying
the
leader
shall
prepare
a
report
of
a
business
of
the
executive
for
each
ordinary
meeting
of
the
council.
It
also
as
I'm
saying
presenting
a
report.
The
executive
will
have
15
minutes
to
make
any
statements
they
wish
to
make
relating
to
the
report
before
the
full
Council.
S
However,
paragraph
13.1.2
says
this:
following
the
presentation
of
a
report
of
a
business
of
the
executive,
any
member
may
ask
a
question
of
the
leader
or
executive
member
arising
from
the
written
report,
providing
that
the
question
is
not
one
which
is
to
be
put
under
Council
procedure.
Rule
12.,
so
councilor
Jenkins
had
the
right
to
ask
an
executive
member
for
question
and
they
had
your
duty
to
respond
unless
the
legal
officer
can
quote
from
the
Constitution
a
paragraph
that
negates
that.
U
Madame,
yes,
that's
exactly
what
the
procedural
say
that
the
ask
the
members
of
the
council
can
ask
a
question
of
the
leader
or
an
executive
member,
but
it
is
still
open
for
the
leader
to
nominate
somebody
to
reply
to
that
question.
If
it's
not
a
perhaps
addressed
to
the
correct
executive
member,
so
there
is
always
that
discretion
on
the
part
of
the
leader.
Q
A
I
think
that's
right
here:
yeah
we're
going
to
move
we're
going
to
move
on
to
item
number
nine.
A
E
R
Come
to
us
today,
I've
known
this
particular
person
for
a
length
of
time.
She's
worked
extremely
hard
for
the
council
on
the
new
constitution
and
other
legal
matters.
She
has
always
shown
herself
to
be
competent
understanding
and
has
a
sensitivity
which
I
think
will
stand
this
Council
in
good
Stead.
Q
Thank
you,
madam
mayor.
Thank
you
Council
thoughts,
your
words
I'd
like
to
Echo
them,
but
equally,
despite
our
differences
this
evening
and
our
interpretation
of
the
Constitution
I'd
also
like
to
put
on
record
my
thanks
to
Mr
Ward
for
the
services
he's
provided
in
the
interim
capacity
to
worthy
and
the
Constitution
and
the
work
it
has
taken
us
forward.
I'm
hope
and
I'm
sure
that
we
will
be
able
to
agree
with
the
monitoring
the
legal
officer
going
forward
in
in
a
constructive
way.
V
W
Thank
you,
madam
mayor.
A
lot
of
what
I
wanted
to
say
has
already
been
said
by
councilor
white
councilor,
Jenkins
Council
of
Thorpe
I
just
wanted
to
play
song
record
my
thanks
and
appreciation
for
the
the
support
and
the
efforts
of
of
Jeff
towards
us,
as
as
members
and
to
this
Council
I.
Think
without
his
understanding
his
expertise
of
procedure
and
his
experience
of
that
I
think
that
the
efforts
over
the
last
several
months
in
the
working
groups
would
have
been
far
harder.
W
So
I'd
like
tuition,
the
best
of
luck
in
in
everything
that
he
goes
on
to
do
and
wish
the
best
of
luck
to
our
new
monitoring
officer.
Thank
you.
C
Thank
you
very
much.
Madam
mayor
I
think
that
I
would
Echo
the
council's
remarks
that
we
do
have
an
excellent
new
appointment
of
a
monitoring
officer.
Many
of
us
have
worked
with
her
over
the
years
and
I
very
much
welcome
this
appointment
and
I
also
would
like
to
put
some
records.
My
thanks
to
Mr,
Wilde
I.
Think
his
and
I
can
never
say
this
word
very
well,
but
I
think
it's
persever,
Cassidy
and
tenacity
are
admirable.
Qualities
and
I.
C
Appreciate
that
being
a
monitoring
officer
is
not
always
an
easy
job
in
a
local
Authority
and
perhaps
not
always
one
that
a
lawyer
would
want
or
aspire
to
so
I.
Thank
you
very
much
for
all
that.
You've
brought
to
the
council
for
all
of
us,
and
particularly
modernizing
the
Constitution,
is
much
appreciated
and
you
will
be
missed,
but
I
know
that
you
have
a
great
successor
in
our
new
monitoring
officer.
So
many
thanks.
A
A
A
U
A
A
A
A
A
There
are
10
rotations
of
speakers
possible
questions
have
been
received
from
counselors
Barack,
laugh,
counselor,
Cochran,
councilor,
Jenkins,
councilor,
Mercer,
councilor,
Novak,
councilor,
Sparks
and
councilor
top
first
rotation
question
one
counselor
Richard
Novak.
Would
you
put
your
questions
to
the
leader?
Please.
C
Thank
you,
madam
Mary.
Thank
you,
councilor
Novak
for
the
question.
Yes,
I
can
acknowledge
that
person
home
are
pursuing
the
court
of
appeal
challenge.
The
high
court
decision
that
granted
the
successful
appeal
by
Worthy
Council
against
the
planning
inspector's
decision
to
allow
development
of
the
land
of
chatsmore
farm,
and
we
were
very
recently
informed
that
pessimen
have
been
grantedly
to
appeal.
The
high
court
decision.
Z
But
I
will
wait
to
see
what
the
outcome
of
the
high
court
ruling
is
after
the
events
of
this
week.
Well,
here
we
are
three
months
later.
Would
councilor
Cooper?
Please
advise
the
council
when
she
met
with
persimmon
homes
and
will
she
place
the
notes
and
minutes
of
that
meeting
or
meetings
in
the
public
domain
in
the
interests
of
transparent
local
government.
C
Thank
you,
councilor
Novak
and
I
have
not
met
with
persimmon
home
since
that
decision
was
made,
and
there
are
various
reasons
for
that.
I
take
legal
advice
from
our
legal
officers
and
I
work
very
closely
with
our
officers
on
this
and
and
we
are
open
to
continuing
conversations.
But
if
it's
not
appropriate
and
taking
the
advice
of
my
offices,
then
I
will
not
pursue
it.
A
A
R
J
Thank
you
for
your
question,
so
the
overall
household
support
fund
for
West
Sussex
in
round
three
is
four
point.
Eight
seven
million
we've
asked
our
County
colleagues
to
confirm
how
much
of
this
will
be
coming
to
Worthing
and
we
await
their
response
as
soon
as
I'm
aware.
I
will
happily
share
that
with
you.
Thank
you.
J
You
well
there's
many
things
I'd
like
to
urge
the
government
to
do
quite
happily
add
that
to
the
list
of
them
for
sure,
as
I'm
sure
you're
aware,
there's
particular
criteria
as
to
what
this
money
can
and
cannot
be
contributed
towards
in
terms
of
ongoing
utilities
towards
the
fund
is
generally
available
for
those
that
are
over
65,
but
could
also
include
disabled
residents
or
their
carers,
and
contributions
would
be
available
for
for
such
things
as
the
the
cost
of
heating,
potentially
electric
blankets,
slow
cookers.
J
It
makes
me
sad
to
even
say
what
we're
having
to
consider
making
these
payments
for,
but
in
terms
of
commitment
from
the
government,
I'll
be
very,
very
happy
to
to
write
a
letter
if
you
wanted
to
work
together
on
the
wording
of
that
to
send
and
ask
for
more.
Thank
you.
A
Y
Yes,
thank
you,
madam
mayor
I
shall
councilor
Hurley.
Do
you
agree
with
me
that
the
Strategic
property
investment
fund,
set
up
and
developed
by
the
previous
administration
forms
an
integral
part
of
this
council's
medium
term
Financial
strategy,
a
comprehensive
and
varied
portfolio
has
secured
the
council's
financial
future
for
the
past
five
years
and
I.
Wonder
therefore,
now
that
the
property
investment
rules
have
been
changed
by
sip,
for
whether
you're
intending
to
continue
to
expand
the
portfolio
locally
by
building
on
the
previous
administration
as
Investments
within
the
borough.
M
Thank
you.
Thank
you,
councilor
Sparks.
Firstly,
I
would
say
that,
ideally,
the
council
should
never
have
had
to
set
up
a
strategic
property.
Investment
fund
or
spiff
councils
were
forced
to
look
for
other
sources
of
income.
Due
to
the
conservative
government
squeeze
on
local
Authority
funding,
which
councilor
Walker's
already
referenced,
the
income
from
the
spiffer
certainly
played
an
important
role
in
helping
to
manage
the
council's
finances,
but
really
we
shouldn't
have
had
to
rely
on
rental
income
from
properties
in
Glasgow,
Swindon
and
elsewhere.
M
We
welcome
the
change
in
the
rules
and,
if
I
can
just
introduce
some
pedantry,
the
property
team
tell
me
that
it
was
actually
the
Public
Works
loans
board
that
changed
the
rules
rather
than
sip,
for
the
fundamental
approach
to
risk
management
in
investment
strategy
remains
prudent
and
therefore
it
seems
sensible
to
continue
developing
out
the
fund
to
the
mature
fund
size
of
125
million
pounds
as
set
out
in
the
investment
strategy.
M
M
The
portfolio,
as
you
know,
counts
the
sparse
I
know
you
were
closely
involved
with
the
portfolio
during
your
time.
The
portfolio
already
includes
properties
in
Worthing
in
Montague,
Street
and
Dominion
Way,
the
Worthing
integrated
care
center
and
decoy
Farm
are
allocated
as
future
assets.
That
will
be
added
in
time,
so
they
will
very
much
be
a
local
flavor
to
our
investment
going
forward.
Y
My
view
is
that
it's
an
integral
part
of
the
role
of
the
cabinet
member
for
resources
to
keep
a
really
close
eye
on
that
portfolio
and
obviously
flag
up
any
potential
issues
at
an
early
stage,
so
I
mean
I.
I
would
often
give
the
council
a
sort
of
update
on
where
we
were
at
meetings
like
this
in
terms
of
the
latest
quarter
day.
Y
M
You
you're
absolutely
right:
councilor,
Sparks
and
I
I
will
give
the
council
an
update.
I
don't
have
one
I,
don't
have
one
now,
just
to
and
I
know
the
the
just.
M
As
an
aside,
the
property
team
said
that
you've
made
a
point
of
visiting
the
properties
which
which
I
will
be
doing
I
happen
to
come
from
near
Swindon,
so
I
think
there's
three
so
I'll
be
I'll,
be
visiting
those
in
the
near
future,
but
you're
absolutely
right
and
thank
you
for
picking
me
up
on
that
and
I
will
do
that
in
the
future.
Thank
you.
A
L
Thank
you
so
much
for
your
question.
Council
thought,
I
know,
parks
and
Open.
Spaces
are
close
to
your
heart,
but
just
to
clarify
the
total
investment
for
Brooklyn's
amounts
to
2.387
million,
which
is
a
huge
investment
for
a
single
Park.
As
you
know,
the
development
of
the
space
is
a
legacy
issue
from
the
previous
administration,
with
the
ambition
to
deliver
a
destination
Park
and
public
open
space.
L
When
we
come
into
Administration,
the
final
scheme
and
contracts
for
The
Works
had
been
signed
off
and
as
an
excuse
me
as
a
responsible
Administration,
we
can't
break
contracts,
but
we
will
endeavor
to
make
Brooklyn's
a
successful
destination
for
local
residents
and
visitors.
R
Thank
you
for
the
answer.
Counselor
myself,
Elementary.
R
Your
Administration
is
saying
that
another
10K
is
required
from
the
capital
investment
program.
Is
there
a
cap
on
the
amount
that's
going
to
be
spent
on
this
project
and
when
and
at
what
stage
will
this
be
applied?.
A
T
J
Both
life
experience
and
Community
involvement
have
taught
me
quite
a
lot
about
what
it
is
to
exist
and
be
trapped
in
unsuitable
accommodation,
I'm,
a
servant-hearted
individual
I'm
in
this,
for
one
reason,
and
that
is
to
try
and
improve
the
lives
of
the
citizens
of
people
of
the
citizens
of
Worthing.
So
within
this
Council
also
I
recognize
we
have
a
small
but
incredibly
dedicated
and
passionate
team
of
officers
who
are,
quite
frankly
producing
Miracles
with
the
limited
resources
that
they
have
available
to
them.
J
That's
building
and
building
and
I'm
really
excited
now
that
we'll
be
able
to
to
try
and
build
on
that
further,
but
essentially
local
councils
are
being
starved
for
funding
and
being
so
starved
by
your
central
government,
although
perhaps
that
won't
be
the
case
for
much
longer,
terrill
gate
has
been
a
vacant,
I
saw
in
this
town
for
decades,
and
yet
after
six
months,
you
asked
me
why
why
the
lack
of
progress
well
I'm
happy
to
oblige
and
filling
in
some
of
the
gaps.
J
J
So
we
recognize
the
scale
of
the
crisis,
but
we're
emphasizing
emphasizing
with
the
the
human
cost
Associated
and
not
just
the
potential
for
winning
votes.
J
So
we've
come
in
and
we've
looked
at
due
diligence
and
we've
identified
quite
a
serious
potential
weakness
in
this
deal
that
the
site
had
not
been
marketed
openly
and
so
there's
a
potential
a
later
date
to
be
challenged
by
another
party
who
said
they
hadn't
had
a
seat
at
the
table.
No
opportunity
they've
been
denied.
J
Since
the
March
JSC
inflation
continuing
to
impact
significantly
on
development
leaves
us
wondering
whether
there's
actually
viability
in
the
initial
proposals
from
Hyde
anyway
and
in
The
Current
financial
context.
The
requirement
to
recover
the
council's
full
cost
of
what
was
paid
for
this
land
is
of
Greater
importance
than
ever
before.
Aside
from
the
price,
we
have
an
absolute
obligation
to
consider
other
objectives.
We
don't
just
want
to
put
people
into
concrete
boxes.
J
J
Now,
Madam
mayor
I'd
like
to
ask
you,
because
I
believe
that
the
tevelgate
development
is
of
significant
interest
to
the
public.
If
at
this
moment,
I
might
also
pass
over
to
the
cabinet
member
for
regeneration,
councilor
Martin
McCabe,
so
that
he
could
just
elaborate
on
the
plans
for
the
scheme
as
a
whole.
Q
Q
May
I
explain
to
you
my
rationale
in
that
the
question
is
put
to
a
Cabinet
member.
It
states
at
the
beginning
of
section
12
that
a
decision
can
be
made
to
passport
it
to
another
member.
It
hasn't
been
it's
been
answered.
We
cannot
just
continue
to
answer
one
person
to
another,
otherwise
we're
sitting
here
all
day
for
the
30
minutes
and
just
talk
it
out.
T
T
This
being
the
case,
can
you
advise
that
this
chamber
of
the
increasing
burden
of
costs
of
emergency
and
temporary
accommodation,
the
number
of
residents
of
Worthing
who
are
having
to
spend
another
winter
homeless,
especially
in
light
of
the
projected
increase
in
evictions
and
homelessness
as
a
result
of
the
rising
costs
of
private
rental
and
the
associated
costs,
increasing
costs
in
energy
costs,
compounded
by
your
group's
pre-varication
on
this
issue,
together
with
the
financial
costs
for
this
Council,
as
you
delay
this
important
investment?
So
can
you
tell
me
what
these
costs
really
are
going
to
be.
J
Taylor,
thank
you
very
much.
Wow
I'm,
stunned,
to
be
honest,
I'm,
absolutely
stunned.
We
have
309
households
trapped
in
temporary
accommodation
right
now.
You
think
that's
our
doing
resided
over
this
Council
for
decades.
This
problem
has
been
building
and
building,
and
the
writing
has
been
on
the
wall.
I
brought
a
motion
that
got
transferred
to
JSC
last
year
on
the
threat
of
mass
homelessness.
J
I
brought
that
motion
your
cabinet
were
polite.
Do
you
know
what
you
said?
Councilor
Taylor?
We
don't
need
to
do
any
of
the
things
that
you're
asking
us
to
do
we're
already
doing
everything.
No
I
will
never
accept
that.
As
an
answer,
I
wouldn't
accept
that
as
an
answer
from
my
own
side,
we
are
not
doing
everything.
We
see
an
increasing
number
of
people
presenting
as
homeless.
This
isn't
a
joke.
This
isn't
an
opportunity
for
political
Point
scoring
now
I'm
sorry,
but
any
development
that
starts
now
is
not
going
to
be
quick
enough.
J
It's
just
not
reasonable
and
you
speak
of
the
vision
in
the
cabinet.
Well,
perhaps
they're
all
telling
you
something
they're
not
telling
me,
but
I
can
assure
you
that
I
have
received
nothing
but
support
from
the
cabinet
and
the
wider
Council
on
what
I'm
trying
to
do,
because
they
believe
in
me
as
an
individual.
That
I
am
genuinely
committed
to
do
everything.
J
J
So
if
there's
anything
missing
from
my
response,
please
let
me
know
I'd
be
happy
to
put
facts
and
figures
in
writing
kind
of
just
welcome
the
opportunity
to
State
it
as
it
is
it's
a
terrible
Bleak
situation.
It
is
breaking
our
office's
Hearts!
It's
breaking
mine
in
our
group's
hearts
and
the
individuals
out
there
that
are
suffering
it.
They
will
not
appreciate
you
making
this
into
a
political
football.
Thank
you.
C
Many
thanks
for
your
question:
councilor
Thorpe!
This
is
actually
in
the
cabinet
member
for
regenerations
portfolio.
So
it's
all
right
with
you,
madam
mayor
council,
McCabe
is
going
to
respond.
N
Thank
you,
madam
mayor,
and
thank
you
to
council
Thorpe
for
the
question
what
a
cracking
night
I'm
having
a
great
time.
This
is
brilliant
and
I
can
speak
now.
Wonderful,
so
yeah,
I'm
I'm
grateful
I.
Just
thought:
I'd
like
to
move
I'm
grateful
Madame
for
for
the
question
from
Council
of
Thorpe
and
that
she's
uniting
behind
us
on
this,
because
absolutely
we've
we've
had
issues
raised
on
this
for
for
quite
some
time
now.
N
Obviously
we
we
inherited
this
scheme
from
the
previous
administration
and
it
was
completed
shortly
after
the
labor
Administration
took
control,
so
Portland
Road
is
now
complete,
but
the
the
council,
with
West
Sussex
County
Council,
currently
monitoring
the
usage
of
the
new
pedestrian
United
States,
which
is
in
accordance
with
the
12-month
defect
period.
So,
while
the
scheme
was
signed
off
as
safe
and
I
use,
the
inverted
commas
there,
the
the
scheme,
so
that's
done
through
traffic
regulation,
orders
Etc.
N
We
are
aware
of
issues
regarding
trips
and
falls,
and
we've
had
multiple
residents
contact
us
about
this
and,
in
addition,
we're
also
aware
actually
of
traffic
continuing
to
move
throughout
the
day
there,
despite
the
traffic
regulation
orders.
So
when
Council
thought
may
be
aware
of
that,
as
well
with
vehicular
movements
taking
place,
so
the
council
did
liaise
with
a
number
of
access
groups
as
part
of
the
early
design
process,
but
I
have
to
say
from
from
my
personal
point
of
view
and
I
think
I
speak
for
all
my
colleagues.
N
If
it
was
this
Administration,
the
design
would
have
looked
very
different.
I
think
we
do
have
an
issue
in
terms
of
in
terms
of
design
there,
and
we
are
where
we
are
that's
what
we've
inherited.
N
So
it
is
what
it
is
on
on
that
front,
we
will
manage
the
risk
as
best
we
can,
and
we
will
continue
to
to
monitor
this
and
the
council
has
been
Gathering.
Some
data
on
this
includes
observation
of
information
as
well
as
resident
feedback.
So,
of
course,
as
we
monitor
that
review
that
over
the
coming
weeks,
we
will
be
fleshing
out
a
response
to
this,
which
you
know
may
well
be
some
form
of
construction
engineering
response.
N
We
we
have
to
see
I
would
say
that
there's
a
wider
issue
as
well
relating
to
design
codes,
which
we
need
to
look
at
as
a
council
with
amendments
last
year
to
the
National
planning
policy
framework,
account
local
planning
authorities
now
being
required
to
have
design
code.
N
So
I
think
that's
something
that
we
need
to
look
at
so
that,
hopefully
we
can
learn
the
lessons
of
this
and
make
sure
that
we
can
prevent
such
instances
happening
in
the
future
and
but
I'm
happy
to
provide
any
further
information
to
council,
Thorpe
and
obviously
happy
to
take
a
supplementary
question
as
well.
Thank.
A
N
R
Yes,
thank
you.
I.
Do.
Thank
you,
councilor
for
your
answer.
I'm
just
wondering
how
many
people
are
going
to
trip
up
before
you
actually
get
around
to
making
your
decisions.
However,
the
supplementary
I
want
to
ask:
is
that
I
understand
that
Charities
and
experts,
such
as
site,
support
and
guide
dogs
for
the
blind
who
assist
those
with
visual
impairments
were
asked
for
their
advice,
so
why
is
there
no
recognizable
passageway
through
the
scheme
for
these
people
and
the
a
boards
and
other
hazards
are
still
prominent
and
I?
Think
that's
this.
R
N
Thank
you,
Vladimir,
an
absolutely
wonderful
and
I
I.
Welcome
the
the
supplementary
question
from
the
member
who,
who
does
an
outstanding
job
in
providing
scrutiny
to
this
Administration,
we're
absolutely
committed
to
sorting
out
the
issues
that
we
have
inherited
from
the
previous
administration.
N
As
I
say
these
are
these
are
issues
fundamentally
of
design.
We
take
a
risk-based
approach
to
all
our
major
project
works
here
in
this
town,
so
Absolutely
I'll
continue
to
to
update
councilor
Thorpe
as
we
progress
on
this
there
are.
There
are
lots
of
issues
here
to
resolve.
N
Absolutely
it
is
a
mess
that
we've
inherited
and
I'm
so
grateful
to
Council
of
thought
for
for
actually
for
raising
this
and
for,
as
I
say,
uniting
behind
this
progressive
labor
Administration,
as
we
continue
to
fix
the
mess
that
we've
inherited.
Thank
you.
Madame.
X
Yes,
thank
you.
Madame
in
your
Manifesto
It's
stated
that
you
would
work
with
West
Sussex
County
Council
to
develop
a
car
free
town
center
and
seafrone.
Can
you
tell
me
who
is
who's?
Who
you've
been
in
contact
with
at
the
County
Council
regarding
this
and
what
their
response
was
to
your
manufacturer,
Manifesto
pledge.
C
Thank
you
very
much
councilor
Cochran.
For
that
question.
It
is
fantastic
to
see
you
highlighting
this
part
of
the
manifesto,
so
working
with
the
County
Council
and
we
do
have
several
double
Hatters
here
is
a
journey
in
and
of
itself,
and
we
are
very
grateful
to
our
double
Hatters
here
who
are
facilitating
that
Journey
for
us
and
we
are
regularly
talking
to
our
double
Hatters
and
we
invite
the
double
Hatters
on
our
opposition
side
to
engage
in
that
conversation
as
well.
C
One
of
the
main
conversations
that
we
are
currently
having
with
the
County
Council
is
refreshing.
The
growth
deal
and
I
think
that
you
will
remember
and
the
previous
gross
deal
that
resulted
in
the
aforementioned
Portland
Place
Portland
Road.
Sorry.
So
we
are
refreshing
that
growth
deal
and
we
have
asked
that
sustainable
travel
is
put
at
the
heart
of
that
growth
deal.
We
feel
it's
very
important.
It's
essential.
C
We
don't
say:
okay,
we'd,
like
sustainable
travel
for
Worthing
Borough.
Therefore,
it's
going
to
cost
this.
Please
count
to
give
us
that
that's
not
how
it
works.
It's
very
much
a
partnership.
It's
very
much
a
development,
it's
going
to
be
led
by
ourselves
in
terms
of
the
data
that
we've
gathered
and
the
communities
we've
worked
with
and
as
you're
aware,
we've
got
a
local
cycling
and
walking
implementation
plan,
which
is
going
to
be
really
useful
for
us
as
we
move
forwards
together.
C
We've
also
revived
and
I
know
that
councilor
Humphries
will
recall
this
group,
the
sustainable
travel
Steering
group,
and
that
has
been
revived
to
ensure
that
we
are
working
very
very
closely
with
our
officers,
who
actually
have
continued
to
have
an
active
travel
working
group
with
the
county,
so
we'll
be
working
very
closely
in
parallel
with
them,
and
we
are
actually
as
well
talking
to
our
colleagues
in
India,
because
we
are
aware
that
previously,
the
sustainable
travel
agenda
was
discussed
and
worked
on
with
our
Ada
colleagues
and
we're
aware
that
the
coastal
footprint
going
over
to
Aaron
as
well,
actually
is
incredibly
important
for
our
sustainable
travel
agenda.
C
I'm
also
aware,
councilor
Cochran,
that
when
the
seafront,
which
is
what
you
specifically
asked
about
when
the
sea
front
and
in
particular
Montague
Place
when
previous
I'm
not
sure
I'll
call
it
improvements,
but
previous
developments
have
happened
in
Montague
Place,
there
have
been
issue
issues
around
accessibility.
There
have
been
issues
around
disabled
parking
spaces
and
there
have
been
ongoing
conversations
as
to
whether
we
are
actually
listening
to
the
residents
in
terms
of
what
is
needed,
particularly
in
that
group
and
as
we
heard
from
Mrs
day
earlier.
C
That
is
an
underrepresented
group
that
my
colleague,
councilor
wallow,
is
going
to
make
sure
is
a
voice
that
is
heard
so
I
very
much
look
forward
to
working
with
councilor,
Warlow
and
councilor
Smith,
and
that
disability,
Steering,
group
and
I
know
that
you
work
hard
and
very
closely
with
that
community.
So
I
welcome
your
input
on
that
as
well.
Thank
you.
X
I
do
Madame
I'm,
quite
astonished,
because
that's
a
bit
of
a
whitewash
to
the
question.
I
did
ask
who
you've
spoken
to
at
County
Council,
and
not
just
a
relative
figure
of
how
many
people,
but
who
there
is
a
Cabinet
member
that
addresses
this.
It's
not
a
an
officer
that
addresses
that
decision.
X
It's
policy
making
set
by
the
cabinet
as
it
is
in
here
the
issue
around
surrounding
the
the
disability
access
there's
an
open,
tro
right
now,
going
on
an
ongoing
consultation
as
to
moving
the
disabled
base
around
in
Worthing
Town
Center.
If
that
is
not
included,
if
you
have
not
looked
at
it,
that
would
be
very
surprised.
C
I'm
not
sure
there
was
a
question
there,
particularly
so
to
go
back
to
my
original
answer:
counselor
Cochran,
the
way
that
we
work
with
County
here,
it's
very
important
that
we
have
a
positive
partnership
and
I
have
regular
meetings
with
councilor
Marshall,
who
is
the
leader
of
the
council
and
his
advice,
and
his
Direction
was
that
we
worked
through
the
county.
Borough
growth
deal
to
ensure
that
the
priorities
of
the
borough
and
the
community
are
expressed
well
and
we're
able
to
move
forward
in
partnership
with
the
with
the
county.
C
So
in
answer
your
question
I
suppose
it
will
be
the
leader
of
the
County,
Council
and
and
therefore
we're
working
to
develop
the
growth
deal
and
councilor
wait
is
the
the
cabinet
member
that
I
will
be
working
with
moving
forward?
Okay,.
