councils
have
directed
195
000
pounds
of

the
container
outbreak
management
fund
directly
to
food
groups,
to
address
food
and
those
broader
issues,

used

mobilized
resources
to
help
ensure
early
help.
Prevention
work
is
provided
and
mostly
through
the
proactive
project
which
I
am
a
great
supporter
of,
and
in
fact
only
yesterday
I
had
to
direct
somebody
towards
the
proactive
project.

that,

we
work
on
the
council
officers

the
proactive

front
line
councillors

that

The
decision
to
grant
the
traffic
regulation
order
was
agreed
by

valley's
county
council

disabled
community

this
tro

the
bays
that
they
use,
regularly
of
which
were
at
100
percent
capacity.

the
traffic
regulation
order
was
made
by
west
assets,
county
council
and
these
bays
have
been
relocated
to
marine
parade
and
additional
provision

livable

addition,
there
are
a
number
of
disabled
bays
that
provide
this
same
facility
at
the
buckingham
multi-story
car
park,
the
grafton
and
the
high
street,
and
indeed,
in
addition
to
those
four
days
bays
that
we
put
in
at
liverpool
gardens.
There
are
to
the
best
of
my
knowledge
of
further
eight
or
ten
bays
that
are
accessible
for
for
the
use
of
wheelchair
accessible
vehicles.

aware
to
my
own
knowledge
that
miss
watts
was
involved
in
conversations
in
august
of
2021
with
west
sussex
county
council
on
this
very
matter
in
relation
to
the
publication
and
the
regulations.
That
is
something
that
west
sussex
county
council
have
complied
with
in
their
own
way
and
if
miss
watts
feels
that
they
fail
to
comply.
Clearly,
I
think
it's
a
matter
that
she
would
need
to
take
up
with
them
as
the
highways
authority.

reiterate,
as
I've
already
said
this
evening,
this
council
is
committed
to
providing
alternative
and
new
disabled
bay
provision
as
a
result
of
this
traffic
regulation
order,
some
of
which
is
on
road
at
marine
parade.

liverpool
gardens

park
and
indeed
are
happy
to
work
with
the
disability
groups
and
the
like
across
the
town,
to
make
sure
that
adequate
provision
is
available,
whether
that's
on
street
or
off
street,
to
meet
demand.

the

director

communities
presented
a
detailed
update
to
our
joint
strategic
committee,

highlighted
it.

march
and
december
2021,
a
cross-service
team
of
officers
had
identified
500,
low-income
households
and
that
it
approached

offer
support
in
how

increase
household
income
and

reduce
household
debt.

the

on
a
long-term

as
we

we
are
looking
to
make
this

light
touch

the
community
to
lead
on

own
celebrations
and
that's
what
we're
very
much
seeking
to
do,
and
we've
already
made
provision
for
people
to
waive
the
fees
for
street
parties.

again
we
make
the
plea
to
people.

think
the
cutoff
date
of
the
top
of
my
memory
is
something
like
the
14th
or
15th
of
april
for
people
to
be
able
to
make
applications
for
a
road
closure
using
the
street
play
schemes
that
we've
already
got
and
the
facilities
that
are
there,
where
the
council
will,
it
will
indemnify
the
insurance
that
goes
with
that
as
well.
So
we'd
really
encourage
people
to
do
that,
and
I
know
that
we've
got
a
large
numbers
coming
forward.

We've
also
got
tree
planting
that
is
being
prepared
for
that,
and
that
was
included
in
the
report.
That
was
at
that
jsc
event
meeting
in
relation
to
you
speak
around
the
plastics,
and
all
of
that
I
know
you've
had
conversations
and-
and
we
continue
to
have
those
conversations
with
those
who
hold
events
in
our
town.
Clearly,
you
know
we
welcome
the
events
and
clearly
we
need
to
move
to
that
point
where
events
become
sustainable,
but
also
the
events
need
to
be
viable
for
them
as
well.

Otherwise,
we'll
find
we'll
have
a
dearth
within
the
town,
so
we
are
moving
to
that
direction.
Part
of
that
will
be
encouraging
for
simple
things.
As
an
example,
within
our
concessions,
we're
looking
to
make
them
away
from
diesel
generators
to
electric,
where
we
can
make
provision
where
we've
got
hubs
on
our
sea
front
of
concessions
and
actually
put
that
electrical
connection,
point
in
huge
amounts
of
work
that's
been
doing,
but
I
think
there
is
finding
that
balance
between
getting
there
in
one
leap
and
taking
those
progressive
steps
that
we
don't
stop.

events
happening,

I
think
the
classic
example
that
I
would
give
to
you
just

to
take
away

think
about
is
this
town
and
there's
members
here
who
are
part
of
those
groups,
have
a
very
strong
tradition
of
both
the
lions

rotary

events

our
town

important
charitable
events,

nonetheless,

ask
them
to
step
to
that
level
in
a
quick
method
would
probably
risk
closing
some
of
those
events
down.

we
need
to
find
that
fine
balance
between
the
two

true
that
the
current
environmental
pressures

regeneration

strategies

be

ago
we
published

car
park
strategy
which
is
seeing
the
refurbishment
of
buckingham
road

bring
it

a
modern
standard,
to
make
it
a
pleasant
arrival
and
departure
point,
but
actually
being
the
standard
that
our
residents
would
expect.

Indeed,
then,
with
the
new
multi-story
car
park
being
built
behind
us
here
on
the
civic
center
site,
that
will
provide
some
capacity
and
it
is
very
likely
that,
as
the
grafton
site
comes
forward
over
the
next
years,
where
there
is
a
substantial
car
park
there,
the
footprint
of
that
may
well
reduce
and
we
will
naturally
need
to
reduce
the
over
reliance
on
car
parking
that
can
be
done
either
by
the
facility
or
provision
that's
available,
which
means
that
people
will
have
to
make
choices
between
sustainable
transport
by
bus
or
by
cycle
or
walking
or
going
more
towards
ev
charging
points.

So,
yes,
there
is
a
plan
towards
that.
Clearly,
we
need
to
work
with
our
local
groups
around
cycling,
walking
and
in
particular,
we
need
to
work
with
west
sussex
county
council
to
understand
what
their
strategies
are
for
the
pub

bus
infrastructure
and
indeed
it's
a
chicken
and
egg.
The
more
people
are
reliant
on
cars,
the
less
they're
going
to
use
buses.
If
we
can
move
people
from
cars
and
more
buses,
and
then
the
bus
networks
in
the
town
will
be
improved
and
will
be
more
available.

we

to
reduce
it
at
the
moment?

because
clearly,
that's
a
collaboration
between
west
sussex
and
worthingborough
council
parking,

you
are
well
aware,
is
always
regularly
reviewed

people

our

marshall
scheme

funded

the
end
of
march
2022
and
we're
hoping

it
will
continue,

until

was
funded
by
late
night
premises
in

town
centre

trade

drivers
in
particular,
and
it
was
underwritten
by
the
safer
communities
partnership
and,
of
course,
we
then
had
covid
and
lockdowns
hit

grant
contributions
to
the
safer
communities
reduced
considerably.
So
the
partnership
is
no
longer
the
position
to
underwrite
the
scheme.

contributions

taxi
trade
and
from
the
late
night,
businesses

suspended
or
paused,
and
but
as
restrictions
were
lifted,
we

able
to
fund
the
taxi
marshals
for
the
last
10
months,

fund
and,
as
the
funding
of
that
is
coming
to
end,

safer

the

listing

unusual

us
all

yet
able
to
be
back
in
the
council
chamber
since
that

Last
year
there
have
been
139
million
vaccinations,
given

48.5
million
people

fully
vaccinated
and
37
billion
booster
vaccines
a
remarkable
achievement
by
any
standard.

would
like
again
to
pay
tribute
to
all
those
who've
led
on
these
vaccination
schemes
from
the
scientists,
the
nhs
staff
and
the
army
of
volunteers
up
and
down
the
country,
and
especially
here
in
worthing,
who
have
stepped
up

helped
out
without

of

journey
we've
been
through,
our
planned
work
has
continued
and
the
vast
majority
of
our
projects
are
on
track
and
many
have
accelerated
proof
if
proof
is
needed,
that
home
working
can
be
just
as
or
even
more
productive,
but
we
are
not
out
of
the
woods
yet.
The
pandemic
has
left
its
pressures
on
our
fees
and
charges
incomes,
particularly
in
relation
to
car
parks,
and
it
is
reduced,
whilst
throughout
2021
and
into
the
first
quarter
of
2122,
the
government
committed
to
providing
75
funding
for
any
lost
income.
That
support
is
no
longer
available.

The
affordable
homes
working
group
leads
on
improving
the
supply
of
affordable
homes
and
on
reducing
the
cost
and
emergency
accommodation,
and
our
corporate
landlord
program
seeks
to
rationalize
our
own
council
accommodation,
generating
capital
receipts
from
the
sale
of
surplus
assets
alongside
the
strategic
programs.
This
budget
identifies
saving
proposals
that
makes
amount
to
1
million
136
000
pounds.

Savings
managed
through
prudent
fiscal
management,
digitalization,
successful
investment
and
commercial
management
nationally
and
local
economic
recovery
is
happening
with
signs
of
strong
growth.
The
number
of
people
in
work
continues
to
grow
rates
of
pay

rising

the
number
of
people

out

signs

In

it
identified
the
creation
of
new
sustainable
homes
that
our
residents
need
on
brownfield
sites
such
as
teville
gate
union
place
where
our
large
open
spaces,
such
as
brooklyn's
park,
goring
gap
and
jacksonville
farm
will
be
preserved
and
enhanced
for
generations
to
come
going
into
2223.

We
will
continue
to
invest
in
our
town
to
support
residents,
businesses
and
create
jobs
and
much
needed
homes.
We
will
invest
430,
80
000
pounds
on
economic
development
and
tourism.
Investing
this
year,
nearly
300
000
pounds
to
secure
a
long-term
plan
for
the
lido
that
we
all
love
and
invest.
In
the
pier
and
southern
pavilion,
we
have
made
a
mountain
multi-million
pound
intervention
at
devil
gate,
to
deliver
a
scheme
fit
for
worthy.
It's
residents,
visitors
and
businesses,
driven
by
a
need
to
provide
affordable
homes
with
nomination
rights
worth
in
residence.

Our
plans
for
an
extended
creative
and
digital
hub
at
colonnade
house
have
been
approved,
worthiness,
changing
it's
changing
fast
and
changing
for
the
better.
Under
this
conservative
administration,
a
view
that
is
reflected
in
a
plethora
of
surveys
and
media
articles
are
concerning
worthing
over
the
last
12
months.

are
delivering
the
book
lock
scheme
at
fulbrook
with

deliver

high
quality
modular
homes,
and
it
has
started
in
phase
one

of
those
purchases
were
first-time
buyers,

help
scheme.
We
are
delivering
our
pioneering
investment
in
gigabit.
Ultra
fast
infrastructure
is
progressing
well
now,
reaching

homes
in
our
town
and
is
making
this
area
one
of
the
most
digitally
connected
places
in
the
southeast.

are
delivering
a
10
increase
in
street
cleaning,
including
graffiti
removal
to
a
budget
of
800
000
pounds
and
we're
delivering
a
budget
that
includes
investment
and
support
in
leisure,
in
support
of
leisure
provision,

1.3
million
pounds
across
our
leisure
centres
and
local
parks.
So
important
as
we
all
learn
to
live,
work
and
play
locally.

Let
us
not
forget
only
recently
the
clean
cities
index
it
found.
Worthing
is
the
second
cleanest
town
in
the
country.
According
to
its
in-depth
environmental
study,
were
they
also
ranked
high
on
climate?
In
the
study
and
according
to
the
data,
the
town
has
the
highest
volume
of
installed
renewable
electricity
capacity
per
hundred
thousand
hundred
thousand
households
of
any
of
england's
primary
urban
areas
and
the
second
lowest
co2
emissions
per
capita.

cannot
fail
to
mention
our
work
to
create
a
local
marine
and
estranged
reservoir
called
sussex
bay,
restoring
kelp
habitats
and
improving
local
fish
stocks.
This
goes
from
strength
to
strength,
supported
by
another
defra
grant
fund.
Our
project
is
the
only
marine
project
funded
by
the
scheme
in
the
uk.
I
This
budget
enables
us
to
go
further
and
kickstart
worthy
in
what
is
fast
becoming
a
post-pandemic
world.
The
budget
enables
worthing
to
grow.
It
gives
capacity
and
enables
this
council
to
support
those
in
our
community
who
are
most
of
risk
of
economic,
health
or
financial
exclusion,
whilst
at
the
same
time
supporting
businesses
nurturing
the
creation
of
jobs
and
life
opportunities.

So
looking
at
our
budget,
our
plan
spending
in
our
reserves
and
getting
the
relatively
low
level
reserves
with
no
guarantee
of
future
government
support
for
loss
of
income
now
or
in
the
future.
It
is
now
important
that
these
reserves
be
used
only
as
a
funding
resource
of
last
resort
until
till
such
time
as
the
reserve
level
has
recovered.

the
council's
budget
is
challenging
in
normal
times,
but
when
considering
that
the
best
part
of
the
last
two
years
has
been
responding
to
a
global
pandemic,
the
challenge
really
couldn't
have
been
greater.

financial
implications
of
a
council
tax
increase
for
the
coming
year
and
the
following
years
to
2026-27
an
increase
of

allow
us
to
meet
our
statutory
duty
to
achieve
a
balanced
budget.

effects
of
steady
increases
will
give
the
council
significant
additional
income
over
the
long
term.

propose

figure

as
the
council
is
able
to

tax

if
that's

so
the
first
amendment
to
be
voted
on
will
be
the
community
hardship
fund
increase
of
a
hundred
thousand
pounds.

labour
group
budget
presentation

year

a
game
of
two
halves
as
outlined

We
have
put
forward
a
number
of
amendments
to
the
current
administration's
proposed
budget
for
2022-23

labour

will
provide
more
details
about
what
these
amendments
will
deliver
for
the
residents

worthing.

important
that
these
amendments
are
seen
in
the
much
broader
context
of
a
significant
change
in
direction

the
last
five
years
in
opposition,
we
have
been
engaging
with
and
listening
to,
our
local
communities.
Our
group
of
17
councillors,
working
alongside
a
team
of
passionate
and
engaged
labor
activists,
have
come
to
a
clear
understanding
on
the
key
changes
we
need
to
make
to
ensure
this
council
can
serve
our
residents
and
communities
better.

First
and
foremost,
we
need
a
new
social
contract
between
our
communities
and
the
council.
There
is
enormous
enthusiasm
and
capacity
across
our
communities
to
get
involved
with
the
council
and
the
services
it
provides,
and
this
was
seen
at
its
best
during
the
pandemic,
but
all
too
often
residents
have
told
us
just
how
hard
this
is
in
practice.

can't
put
a
bench
in
their
local
park,
run
a
campaign
to
encourage
children
to
walk
to
their
local
school
or
green,
their
local
high
street.
It's
just
so
much
hard
work
and
not
surprisingly,
their
enthusiasm
wanes
in

face
of
convoluted
processes
and
timelines
that
stretch
into
the
distant
future.

labour-led
council
will
transfer
responsibility
for
community-specific
decisions
to
the
communities
that
live
every
day.
With
the
results
of
these
decisions,
we
will
review
our
council
budget
to
identify
the
funding
that
communities
can
spend
directly
in
their
neighborhoods

that
their
decisions
can
become
a
reality
and
at
a
pace
that
matches
the
need.

areas

best
assets
are
located,
including
the

the
lido
building
and
the
dome,

this
area

epitomizes

described

the
managed
decline

our
beautiful
coastal

We
too
often
find
concrete
and
dirty
walls.

celebrate

town

work

our
residents
to
deliver

We're
ready
to
write
a
new
narrative

town
centre

seafront.
Regenerating
our
towns
should
be
holistic,
developed
in
partnership
with
our
local
residents,
rather
than
the
piecemeal
approach
we've
seen
for
so
many
years.

urban
design
budget
amendment
will
allow
us
to
create
a
cohesive
visual
plan
jointly
with
our
communities,
devil
gate
union
place,
montague
square
and
the
seafront
all
need
to
reflect
the
beauty,
creativity
and
heritage

worthing,

well
as
providing
the
housing
and
amenities
that
town
requires.
This
doesn't
have
to
be
an
either
or
choice.

residents
spend
most
of
their
time
living
and
working
in
our
built
up
areas
and
as
the
council,
it
is
our
responsibility
and
our
privilege
to
lead
the
charge
in
repainting,
the
grey.
With
the
blues
and
greens

surround
us

our
labour
team,
we
have
created
a
new
councillor
post
solely
responsible
for
responding
to
the
climate
emergency
council.
Silman
will
work
across
all
directorates
to
make
sure
that
we
are
greening
our
town
in
a
sustainable,
responsible
manner.
At
the
quickest
pace
we
are
able
to.

Currently,
health
and
wellbeing
is
unevenly
spread
across
our
town,
with
an
average
of
eight
years
difference
in
life
expectancy
between
those
living
in
our
most
and
least
affluent
wards.
We
are
all
aware
of
the
cost
of
living
crisis,
with
increasing
numbers
of
people
having
to
make
the
unacceptable
heat
or
eat
choice.

Our
budget
amendments
make
clear
that
a
five
pounds
minimum
council
tax
charge
remains
as
unacceptable.

as
it

When
we
first
came
into
the
chamber
and
asked
the
conservative
administration
to
scrap
it,

allocated

thousand
pounds.
The
hardship
funding
already
proposed
to
make
sure
that
as
many
people

possible

not
have
to
pay
this
potentially
crippling
charge.

the

will
give
the
council

good
financial

do
this,

labour
administration
will

be
complacent
about

seriously
depleted
and
the
need
remains
high,
we
will
replenish
the
fund
from
our
reserves.

spoken
to
many
councils
across

country

are
delivering
sustainable,
beautiful
council
housing,

complements
and
works
with
a
natural
environment.
There's
no
reason

all
why
worthing
can't
learn
from
these
models

adapt

benefit
of
our
residents
in
our
green
coastal
town.
We
just
need
new
ideas
and
a
willingness
to
do
things
differently.

issue

food
waste

identification
and
planning
to
ensure
that
our
valued
waste
disposal
workforce

fully
supported
to
be

to
deliver

were
to
prevent
propose
an

liberal
democrats
would
include
a
further

support
towards
the
sky
rocketing
energy
bills
and
help
to
prevent
homelessness,

stress

poor
mental
health

spectrum,
and
we
would
propose
that
some
of
that

pounds
hardship
fund
was
used
for
energy
poverty
situations.

afford

expensive

built
in
worthing.

as
being
in
the
ten
percent
most
deprived
in
the
nation,

significant
barriers
to
employment,
health
and
well-being,
skills
and
training.

wards
are
also
amongst

percent,
most
deprived
in
the
nation.
Around
measures
such
as
child
poverty,
well-being
and
income
deprivation
affecting
older
people.
We
need
change.
We
want
to
see
the
appointment
of
a
dedicated
equality
and
diversity
officer
who
would
deliver
expert
advice
and
guidance,
develop
and
implement
strategic
policies,
practices
and
action
plans
alongside
officers.

refocus

these
spaces

make
good
the
managed

evolving

to

running

town
in
may
and
guess
what
happened
they
weren't.

families
feel
they
are
never
near
to
moving
off
the
housing
register
into
a
long-term
local
council
home.
We
need
to
always
aim
to
reduce
homelessness,
including
the
hidden
homeless,
and
we
need
to
reduce

temporary
and
emergency
accommodation
for
our
families,
who
need
to
be
local
to
their
schools,
their
jobs
and
their
community.

As
councillor
cooper
said,
we,
we
can't
that
10
million
pounds
that
was
transferred
from
the
stock
that
was
ours
to
worthing
homes
we
need
to
be.
We
need
to
have
a
lot
more
in-depth,
look
at
what

actually
happening
with
those
residences
for
our
for
other
people
that
we
live
in
worthy.

will
review
all
residencies
all
residents
on
the
housing
register
to
ensure
that
all
people
are
in
the
correct,
banding,
fully
understanding
how
to
bid
and
have
a
realistic
understanding
of
how
long
they
are
likely
to
be
on

register.

example,
band

properties
are
recommended.
They
are
there
for
12
to
18
months.
Many
many
families
are
currently
waiting
at
least
five
years.

will
strive
to
have
homes
that
are
environmentally
sustainable
and
fit
for
our
residents

borough.

light
of
this,
council's
commitment
to
the
climate
emergency
council,
sealman
will
assist
greatly
on
this.
Should
we

office

we
have
spoken
with
many
other
local
authorities,
housing
departments
and
have
seen
evidence
of
ambitious
council
housing
being
created.

years,
our
most
vulnerable
residents
have
been
made
to
pay
five
pounds
per
week,
no
matter
how
dire
their
financial
circumstances
councillor
cooper
referred
to
declaring
a
poverty
emergency
for
some
of
their
residents.
The
reason
why
they're
in
such
extreme
poverty
is
to
do
with
the
fact
they're
being
charged
council
tax
that
they
cannot
afford
it's,
not
just
a
choice
between
heating
and
eating,
it's
being
made
to
pay
towards
a
council
tax
that
they
simply
cannot
afford.

hardship
is
called
is
the
and
sorry
they
are.
They
ask
for
this
five
pounds
as
a
matter
of
personal
responsibility,
everybody
should
chip
in
well.
We
over
here
understand
that
five
pounds
a
week
can
really
be
such

big
difference
to
a
family,
and
we
would
never
ever
have
charged
this
councillor
howard
since
she's,
been
in
since
she's,
been
a
councillor
for
the
last
four
years
has
always
always
stood
up
firmly
for
this.

To
be
removed,
we
are
glad
it's
being
removed,
but
we
are
aware
that
over
the
next
year
there
will
be
greater
hardship
because
it
can't
be
implemented
soon
enough
in
our
in.
In
our
amendment
to
the
budget,
we
propose
to
double
the
increase
to
the
hardship
fund
by
an
extra
100
000
pounds
to
remove
costs
to
more
residents.

residents
to
be
represented
more
fairly,

have
access
to
services
more
fairly

be
treated
more

urge

support
our
amendments

role
of

members

role

officers

merger

executive

county
council

administration

vanity

cost

more

community

asked

that
there
isn't
the
money
because
miraculously
it's
found
when
the
will
is
there
now
last
year
in
our
budget
proposals,
we
actually
asked
for
money
to
be
diverted.

was
being
put
forward
to
provide
cladding
for
a
car
park
and
we
asked
that
actually
that
money
be
routed
towards
insulating
people's
homes.

would
obviously
have
been
better
for
residents
reducing
their
fuel
bills
and
cutting
carbon
emissions,
which
are
exceptionally
high
from
dwellings.
This
was
voted
down
so
seemingly
we're
more
concerned
about
what
our
car
park
looks
like
to
visitors
than
the
fact
that
people
actually
have
to
sleep
in
that
car
park.

the
comments

councillor
smitherman
about
his
king,

capabilities,

sorry,

Whilst

see
you
as
a
extremely
charismatic
and
likable
character
at
a
national
level,

dem
coalition
that
won't
be
forgotten
by
myself
and
and
people
younger
than
I
who
saw
actually
that
the
introduction
of
student
fees,
despite
promises
to
the
country
and
the
enabling
of
the
willful
imposition
of
austerity
measures
that
we
are
not
recovering
from
even
now
so
sorry,
but
no
personally
wouldn't
be
my
decision
to
make,
but
but
no
way
so
there's
two
particular
issues
or
aspects.

need
to
be
providing
homes
based
on
the
need

not
the
demand,
and

think
actually
that's
something

divides
us

labor
actually
want

consider

residents

they
can
afford

wages

key
workers
can
stay
here.

there
are
young
people

I'm
sure
we're
all
in

position

we
can
think
of
our
youngsters
that
we've
brought
into
this
town
can
actually
afford
to
stay
here.

not
sure
that
mine
will
be
able
to.

to
speak
very
firmly
and
strongly
to
the
need
for
a
dedicated
equality
and
diversity
officer
we're
asking
for
30
000
pounds
towards
this.
We
do
not
all
get
the
same
opportunities
in
life.
It
is
not
a
level
playing
field
out
there
and
too
many
are
getting
left
behind
now,
I'm
afraid
to
say.
As
a
mother
of
a
biracial
daughter,
I
have
very
very
real
concerns
about
the
level
of
racism
in
this
town
and
I've
seen
the
contrast
moving
here
from
crawley
and
I've
seen
what
it's
done
to
our
family.

This
racism
is
over,
it's
convert
and
it's
institutional.
She
attends
a
high
school
of
nearly
2
000
pupils
without
a
single
black
member
of
staff.
She
is
unrepresented,
and
this
is
just
one
example
of
what
goes
on.
You
could
say
the
same
about
this
council.
We
need
to
address
the
lack
of
diversity
on
this
council.

quite
pleasantly
by
saying

face

The
labor
amendments
are
not
wholly
unreasonable.

the

dangerous
rhetoric
from
the
other
side
this
evening
is,
is,
I
think,
a
genuine
cause
for
concern
for
liberal-minded
conservatives
like
myself,

particularly
dangerous
is
a
fundamental
misunderstanding
of
core
partnership
organizations
such
as
worthing
homes,
and
I
would
urge
members
opposite
to
maybe
read
and
understand
the
nature
of
the
relationship,
because
some
of
your
plans
are
not
only
unusual.
They
would
almost
certainly
be
illegal.

labour
talk
a
very
good
game.
They
tick
a
lot
of
the
boxes
in
terms
of
hitting
those.
You
know
marker
points
that
we've
come
to
expect,
but
when
it
comes
to
the
detail
as
the
reality
checker
in
chief
councillor
waite
points
out,
there
ain't
no
detail,
it
is
just
a
wish
list
of
of
items
that
have
no
basis,
and
actually,
when
you
look
at
the
the
eight
relatively
modest,
I
take
the
members
opposite
their
points
about
the
relative
modesty
of
it.

Anyway,
there
are
some
lines
which
are
clearly
a
pet
project,
and
you
know
we
can
talk
about
those
in
more
detail.
What

find
deeply
concerning
is
the
imposition
of
posts
by
stealth.
Now
we
have
an
excellent
chief
executive
and
head
of
paid
service
who
is
responsible
for
service
design
and
recruitment,
and
it's
right
and
proper
that
she
should
be.
You
know,
involved
in
setting
those
positions
and
creating
posts
and
talking
about
the
budget
and
strategies
that
you
have
not
published,
it's
very
confusing,
not
only
for
us
but
for
the
electorate.

isn't
a
party
political
broadcast
for
you
guys.
It
should
be
talking
on
your
amendments
and
we've
been
here
for
over
an
hour,
and
we've
had
very
little
on
your
amendments,
an
awful
lot
of
jam
tomorrow.

the
labour
party
come
to
the
table
with
a
set
of
amendments
that
were
funded,
as
I
said,
from
new
income
lines,
generate
new
income
lines
reduction
service
in
other
areas,
efficiency
from
new
technology
and
so
on.

a
reasonable
debate
about
the
merits
and
disparates
of
those
proposals
set
against
the
other
known
priorities
of
our
residents
set
out
in
this
conservative
administration's
published
plans.
They
have
not
done
this.

Notwithstanding

narrative

those
opposite,
this
conservative
council
has
and
will
continue
to
look
out
for
the
most
vulnerable
in
our
community
and
should

pressing
need
a
rise
in
year
for
us
to
review

position

hardship

course
we
would
look
to
do
that,
which
is,
in
my
view,
appropriate,
necessary
and
a
proportionate
use
of
reserves.

administration's

understand

importance

balanced

raiding

worthing,
twelve
thousand

them
at
best
guess,
and
he
did
it

to
because
those
people
had
been
abandoned
by
the
tories
around
the
country
centrally

locally.

was

paul's
job
to
do
this.

building
development

incomes

needlessly
vicious

We
are
making
the
promise
today
that
we
will
not
stop
until
our
town
is
once
again
the
thriving,
attractive,
fair
town
that
it
can
obviously
be.
I
understand
it
won't
be
easy.
I
understand
there's
reality
out
there
and
we're
going
to
hit
it
quite
fast,
not
least
because
central
conservative
government
has
slashed
funding
to
local
authorities
since
2010.

But
what
our
amendments
represent
is
what
residents
keep
telling
us
they
want
and
it's
the
same
reason
you
keep
losing
seats.
They
want
a
council
that
listens
and
puts
power
in
the
hands
of
people.
They
want
a
council
that
doesn't
turn
its
back
on
the
most
vulnerable
people
when
they
need
them
the
most
they
want.

council
who'll
give
them
some
pride
back
in
their
town
center.
