the
signal
post

it's
to
be
situated
at
79,
Rowlands,
Road,
Worthing,.

The
application
has
been
the
subject
of
formal
representation
by
a
responsible,
Authority
and
four
members
of
the
public,
and
it
therefore
Falls
to
this
subcommittee
to
determine
turning
to
the
report
section
three
of
this
report
in
it
I've
outlined
as
best
I,
can,
the
area
where
the
premises
is
situated
and
I've,
given
a
brief
description
of
Roland
Road
and
the
immediate
surrounding
area
and
I've
attached
the
appendix
a
of
the
report,
a
plan
and
photos
of
the
area.

The
premises
is
located
right
on
the
the
corner
of
Roland,
Road
and
Milton
Road,
and
was
previously
trading
as
a
licensed
betting
shop,
but
has
remained
empty
since
that
business
closed
in
2020
as
I'm
sure
members
are
well
aware.
Roland
Road
is
a
busy
mixed
commercial
residential
street
containing
a
large
and
varied
selection
of
small
independent
shops,
salons
cafes,
restaurants,
bars
and
offices.
It
also
contains
quite
a
large
number
of
Residential
Properties
situated
above
these
commercial
units,
and
the
northern
side
of
Roland
Road
at
this
point
is,
is
mainly
residential.

The
application
is
attached
at
appendix
C.
However.
In
summary,
the
application
is
seeking
authorization
for
the
sale
of
alcohol
for
consumption
off
the
premises
on
and
off
the
premises
between
midday
and
2300
hours,
Monday
to
Sunday
inclusive.

It's
also
seeking
authorization
for
recorded
music
within
the
premises
between
12
midday
and
2300
hours,
Monday
to
Sunday,
inclusive
and
they're,
proposing
opening
to
the
public
midday
till
2300
Monday
to
Sunday
inclusive.

Whilst
the
applicant
has
included
recorded
music
in
the
application,
it
should
be
noted
that
the
deregulation
of
the
lysing
ACT
means
that
the
provision
of
recorded
music
in
a
premises
license
for
the
sale
of
alcohol
for
consumption
on
the
premises.
It
doesn't
require
licensing
if
the
audience
is
less
than
500
persons.
So
the
the
this
application
between
12,
midday
and
2300
hours
strictly
doesn't
need
authorizing
section.

Five
of
the
report
briefly
reaffirms
our
role
here
today
and
what
members
need
to
have
regard
to
when
making
their
decision,
and
it
highlights
the
licensing
objectives
and
sections
of
the
council's
licensing
policy
that
may
be
considered
considered
particularly
relevant.
But
I
must
point
out
that
the
whole
of
the
policy
needs
to
be
considered.

Consultation,
as
already
indicated,
the
standard
consultation
process
attracted
four
representations
from
members
of
the
public
and
one
from
a
responsible
Authority
which
in
this
case
was
Sussex
police
and
all
the
representations
are
included
in
full.
With
the
report,
the
relevant
representation
received
is
considered
to
relate
to
the
statutory
licensing
objectives,
the
prevention
of
crime
disorder,
the
prevention
of
public
nuisance
and
the
protection
of
children
from
harm
and
Sussex
police
made
a
representation
listing
a
number
of
conditions
that
they
considered
are
required
to
enable
this
premises
to
meet
the
licensing
objectives.

accordingly,
members
will
need
to
be
careful
in
exercising
their
judgment
with
regard
to
how
much
how
much
weight
that
they
give.

Some
of
the
points
made
and

should
have
emphasize
that
we're
looking
at
the
authority

provide
licenseable
activity
at
this
new
premise

accordance
with
the
licensing
objectives

members
should
be
careful
not

consider
issues

in
the

and

applicant

police
has
been
successful

applicant
volunteered

comprehensive
list
of
conditions
that
have
been
requested
by
Sussex
police
and
you'll
find
these
reproduced
in
Fuller
8.2
of
the
report.

conditions
of
any
licensed
members.

result
of
these
conditions,
Sussex
police
have
withdrawn
their
objections
regarding
further
mediation,

local
residents
and

businesses.

that
Mrs
Lawrence
or
sometimes
knows
Mrs

the
mediation

the

in
section
9

the
report.

is
directed
to
the
aspects
of
the
act
and
this
application
that
members
should
consider
when
coming
to
a
decision,
and
it
includes
the
four
licensing
objectives.
The
council
statement
of
Licensing
policy,
the
guidance
issued

Home
Secretary
and
the
relevant
representations
from
all
the
parties
and
the
mediated
agreements
that
have
been
reached
and
listed
at
9.3
of
the
report
are
the
options
that
are
open
to
the
committee
when
making
their
decision
and
section
9.
Also
emphasis
emphasizes
members
obligation
to
give
reasons
for
their
decision.

this
application
and
hearing,

the
rights

appeal

it's
an

going
to
be
food
focused
with

drink

serving
high-end
quality
wines,
beers
and

we've

mainly
made
this
application
in
order
to
ensure
that
our
customers
are
able
to
have
a
drink
without
having
to
purchase
food.

create
something

a
part
of
town
that
we've
noticed
doesn't
really

an
offering
of
that
sort
of
standard.

that's
kind
of
what
we're
trying
to
do
we're
both
born
and
bred
in
Worthing.

town

we
know
the
area
that
we'll
be
moving
into
and
we
understand
the
challenges
that
come
with
that,
but
we
we
hope
to
be
good
neighbors
and
to
be
able
to
sort
of
positively
affect
that
part
of
town
and
become
part
of
that
local
community.
