attention

Why
do
we
need
the
plan?
Question
is
something
that
well,
the
staff
are
always
asking
me:
why
do
I
need
a
plan
and
there's
a
there's?

degree
to
which,

was

a

new
chief
executive
and
new

love
new
plans,
there's
something
very
much
about
us
needing
something
as
a
framework
that
helps
us
organize
ourselves

council

there's
something

the
fact
that
we're
now
in
a
situation
with
two
different
administrations
that
we
need,
something
which
will
allow
us
to
synthesize
both
sets
of
priorities
and
make
sure
that
we're
able

deliver

both
of
the
councils
that
we're
responsible
for

plan
is
something
which
is
there
to
help
us
with
that.
To
that
delivery
of
priorities
and
to
help
us
make
sense
of
the
work,

you
like
I'm,
really
proud
of
the
fact
that
this
has
been
sub,
something
that
we've
developed
very
much
with
staff,
the
organizational
leadership
team
have
been
deeply
involved
in
creating
this,
but
we've
tested
it
with
staff
along
the
whole
journey.

when
we
look
beyond
the
core

Universal,
which
often

single
day
seems
pretty
ambitious,
given
sort
of
like
current
circumstances

the
naming

the
missions

deliberate,
because
we
know
that
both

ambitious
and
that
none
others
want
to
rest
at
the
boundaries
of
what
we
control.
We
want
to
influence
and
shape
and

make
things
better
for
both
of
our
places,
and
so
there

a
deliberate.
There

a
deliberate
stretch
in
those
missions
that
says
we
can't.

has
been
joyful
in
developing
with
people
that
the
staff
feel
very
much
the
same
and
they
want
they

that
ambition
in
there

also
really
proud
that
there
is
a
parity
of
esteem
in
there
between
delivery
and
strategy

often
gets
the
attention

stuff
that
actually
does
make
Places
work.

want
our

Service
to
see
feel
visible.

bereavement,
Services
I
want
those
core
services
like
legal,
like
Finance.

people
who
we

run

want
them

feel
visible
in
this

just
to
make
this

priorities
which,

feel
externally
focused

that

about
sort

it's

the
point
about
the
principles
that
we've
put
very
much

a
Cornerstone

here

that
those
are
things
that
we
want
to
be
true
within
the
organization

true

our
relationship

the
communities

adaptability
and

participation
are,
you
know
they
are
local
government
at
its
best

represent

modern
local
government
is
delivered

will

from

practically

way

we

organizational
design

way
we
organize

will
enable
us
to
manage
the

twin
sets
of
priorities
from
the
two
councils,

daily
trade-offs
that
we
have
to
make
with
very
finite
resources,
and
so
it
will
become
a
tool
for
us

use
and
not
just
something
that
we
make
as
a
sort
of
something
that
we
do
and
then
we
leave

words
do

far
to
communicate
something,
but
we
need
to
have
sort

visual

multimedia

make
it
truly
accessible

everybody

result
report
sets
out

proposed
framework
for
developing
the
capital
budget
from
2023

26
and
that's
reviewed
annually.
So
at
this
stage
of
the
cycle,
what
we
don't
do
is
to
present
the
prioritized
program.
This
is
developed
in
consultation
with
cabinets
between
now
and
the
January
Capital
program
report
that
is
set
out
in
in
pages
6667,
but
I
recognize
that
that
would
have
been
helpful
to
present
up
front
in
terms
of
what
this
paper
is
doing
and
what
the
January
paper
is
doing.
I
So
moving
on
to
a
key
issue
in
the
report
is
that
the
pressures
on
the
council's
finances
are
significant,
and
so
therefore,
the
capital
budgets
proposed
here
have
been
reduced
to
ease
the
burden
on
the
repayment
of
debt,
which
is
a
key
part
of
our
overall
approach
to
the
budget
challenge.
That's
been
mentioned
already.
The
proposed
allocations
at
4.5
reflect
the
keystones,
the
foundations
as
as
Dr
Howe
mentioned,
around
asset
maintenance,
the
fleet
and
digital.
These
are
the
core
foundations
that
we
must
invest
in
continuously.

There
are
some
out-of-date
references
I
wanted
to
point
out,
for
example,
the
sustainable
Community
strategy
and
some
of
the
plans
referenced
at
page
70
do
need
to
be
updated,
so
I
recognize
those
errors
and
apologies
as
part
of
the
consultation
with
cabinets
through
to
January,
we'll
discuss
prioritization
as
I
say
in
each
of
the
multiple
programs.
So
there's
a
number
so
there's
digital,
there's
housing,
there's
Fleet!
There's
the
plan
maintenance,
there's
the
car
Parks,
the
public,
toilets
the
parks
facilities.

To
to
add
a
couple
of
thoughts,
firstly,
this
is
quite
late
to
be
approving
a
capital
strategy
and
we
have
deliberately
delayed
it
to
allow
the
new
priorities
coming
forth
from
the
new
administrations
and
then
the
development
of
our
corporate
plan,
so
that
that
is
going
to
be
properly
reflected
as
we
develop
our
Capital
program,
because
we
cannot
develop
our
Capital
program
without
that
overarching
strategic
context,
as
my
colleague
has
picked
up.

Quite
rightly,
we
are
in
difficult
Financial
Times
and
consequently
we
are
recommending
to
you
to
constrain
our
Capital
programs
for
the
next
financial
year,
but
that
isn't
just
in
light
of
our
financial
difficulties.
It
also
reflects
the
fact
that
we
have
considerable
backlog
within
our
system
for
the
delivery
of
our
Capital
program
and
that's
laid
out
for
you
within
the
report.
There's
two
factors
sitting
behind
that:
there's
a
legacy
quite
a
long
Legacy
of
both
the
pandemic
and
more
laterally.

The
difficult
economic
conditions
within
which
we're
operating,
which
means
lead-in
times
for
some
materials,
is
delayed
and
the
capital
program
is
affected
because
of
that,
and
so
we
think
this
is
a
sensible
measure
both
in
terms
of
our
finances,
but
also
in
the
successful
delivery
of
our
future
program.
As
my
colleague
rightly
puts
out,
this
isn't
the
program
itself
that
won't
be
coming
forward
to
members
until
January,
at
which
point
members
should
have
been
consulted
fully
on
the
schemes
that
are
proposed
within
it.

been

the
basis

do

see
no
reason
why
we
should
enforce
that
by
changing
the
Constitution.

seems

bit
big
brother
to

happy

offering

opposition

an

open
up
the
debate.
The
debate
will
take
place
at
four
councils
arising
from
the
recommendations
of
the
joint
governance
committee.

really

report

to
as
a
courtesy
to
inform
the
members

the
committee
where
we
are
in
relation
to
the
updated
constitutions.

understand
the
point
that
you're
making
councilor

it
is
something
that
can
be
debated
by
by
the
full
council
at
committee
on
that
evening.

understand
the
potential
tension
that's
outlined.
The
only
thing
I'd
say
is
the
way
that
it

presented.

presented
very
much
as
we

ourselves
in
a
position
where
labor
marked
their
own
homework.
It's
perfectly
feasible
that
it
could
be
offered
in
Worthing
to
a
member
of
the
opposition,
who
does
take
it
up
and
offered
to
member
opposition
in
Ada
who
does
not
take
it
up
in
those
circumstances,
the
conservatives
would
be
marking
their
own
homework.

in
the
presentation
of
this
we
have
to
understand.
This
is
a

a
potential
issue
that
affects
both
administrations
rather
than
just
the

labor
Administration
in
terms
of
the

kind
of
substance
of
this

it
may

of

in
the

Constitution

unusual

the

suggest
a

for
both

dilemma

goes

that

appropriate

is
separate
to
how
we
want
to
treat
individual
scrutiny.
