allocated

regeneration
and
improvement
of
milford
estate
in
north
cocom.
This
was
welcomed
by
council
all
at
the
time,
and
my
my
first
question
is
why
why
was
this
money
then,
reallocated
to,
I
think,
easter
gate
or
fisher's
gaze,
and
the
supplementary
question
would
be
what
plans
are
now
in
place
to
carry
out
the
deferred
norfolk
improvement.

There

earmark
funding
on
the
capital,
improvement
works
for
mill
field,
and
that
was
in
the
captain.
Improvement
works
program
for
2017-19
and

clarity.

got

question
it
said
to
me,
why
was
the
money
allocated
to
east
the
gate
and
I
must
admit
I
had
to
ask
the
officers
if
we
had
an
east
the
gate
which
we
don't
have,
because
I
didn't
remember
an
easter
gate,
so
I
think
you've
corrected
yourself.
Now
it
is
fish
escaped.

I
think
that
is
the
misconception
that,
because
the
work
was
not
done
at
millfield,
that
the
money
was
allocated
to
another
estate,
that
is
not
correct
following
the
tragic
grenfell
fire,
what
happened
was
that
the
all
the
councils
were
told
as
social
landlords
that
we
had
to
reorganize
our
fire
obligations.

capital
improvement
plan
was
refocused
on
fire
safety
measures
that
was
in
rooms,
fire
alarms
and
fire
doors.
That's
where
the
money
went.
It
did
not
go
to
any
other
estate.

number
of
projects
were
put
on
hold
for
that
purpose,
including
the
milfield
estate.

are
the
plans
for
the
a
revised
program
for
works
on
the
milfield
estate
is
in
the
capital
investment
works
program
for
this
financial
year
and
if
the
councilor
would
just
look
at
the
joint
overview
and
scrutiny
committee
meeting
on
the
14th
of
july
22nd
on
page
129,
he
will
see
that
the
works
planned
for
the
millfield
estate
is
back
on
the
agenda
again
and
let
us
hope
that
we
have
no
other
further
catastrophes
that
takes
it
away,
because
milfield
is
in
need
of
this
work
and
we
will
get
it
done
as
soon
as
possible.

imperial
college
london,
the
air
quality
throughout
shore
and
by
sea
exceeds
world
health
authority
levels,
meaning
all
residents,
including
children,
are
exposed
to
dangerous
air
pollution.
What
is
the
council's
plan
to
bring
air
quality
within
internationally
recognized
safe
levels?

the
council
made
shawaram
town
centre,
an
air
quality
management
area
in
2005,
and
this
is
currently
under
review
and
the
findings
will
be
published
shortly.

matter
is
a
partnership
one
and
includes
west
sussex,

air

other
agencies.

schemes

keen

the
verge
outside

mannings
as
a
starting
point,
which
is

and

say

aida's
work
to
green
up
and
enhance
the
environmental
habitats
of
the
district
is
well
received
by
the
community.
However,
we
bring
to
your
attention
a
six
acre
site
which
is
located
north
west
of
the
new
monks
farm
known
locally
as
the
horsey
fields,
it
lies
behind
ben's
car
wash
and
the
run
of
housing
along
the
lancing
stretch
of
the
westbound
a27
and
its
southern
boundary
is
shared
with
carla
homes.
First
phase
development.

Now
this
six
acre
site
is
an
existing
brilliant
natural
habitat
for
wildlife
and
multiple
species
of
birds,
bats
badger
foxes
and
foraging
deer.
The
current
local
plan
has
clearly
designated
the
site
as
a
biodiversity
action
plan
area
resulting
from
shields
flynn
evidence
and
their
recommendations
for
the
plan.

The
question
we
ask
is
there
has
been
no
move
by
the
council
to
put
into
action
that
biodiversity
action
plan
the
whole
site
vitally
needs
protection,
it's
a
pathway
to
particularly
wildlife
corridors
which
link
to
the
national
park
and
whatever
habitat
is
left
in
new
monks
farm.
This
is
a
quick
win
for
improving
the
natural
green
spaces
to
comply
with
the
local
plan.

planning
isn't
part
of
my
portfolio,
but
I'm
advised
that
the
horsey
fields,
which
I
know
quite
well
to
be
honest-
I
think
they're
adjacent
to
your
property.

they

do
form
part
of
the
wider
new
monks
farm
in
the
local
plan.
The
local
plan
is
currently
being
reviewed
and
any
planning
application
on
that
site
would
need
to
address
the
ecological
and
drainage
constraints
identified
in
that
local
plan.

It's
obviously
noted
in
the
council's
list
for
sites
for
the
update
local
plan
that
35
homes
have
been
set
in
that
list
for
that
site,
which
is
obviously
contrary
to

does
the
council
take
so
long
for
a
void
to
be
reallocated
a
property
in
fisher's
gate
was
handed
back
to
the
council
on
the
6th
of
june
after
the
resident
had
died.
His
body
was
not
found
for
two
or
three
days.
Nobody
has
been
in
since
to
check
the
state
of
the
property,
which
seems
very
unhygienic.

Sometimes
it's
a
major
refurbishment
or
the
age
of
the
property
requires
major
works,
or
the
previous
tenant,
as
often
happens,
leaves
the
property
in
such
poor
condition.
You
wouldn't
want
to
put
someone
else
in

that
property
without
doing
a
major
works
on
it.

So
you
can't
blame
ada
for
that
one.
The
energy
company
often
wants
the
council
to
clear
this.
Before
power
is
restored.

An
arrangement
we've
managed
now
make
an
arrangement
with
the
power
companies,
so
this,
as
of
recently,
is
no
longer
an
issue.
We
also
have
know
that
the
additional
capacity
for
we
have
another
company
coming
in
to
do
external
repairs
now
to
help
us
with
the
voids.
So
once
this
is
all
in
place,
they
turn
around
time
for
long-term
voids
will
improve.
I
This
particular
void
was
cleared
and
it
was
empty.
There
is
no
money
on
the
meters
to
be
paid.
It's
just
a
complete
void,
there's
no
furniture
in
it
at
all
and
nobody
has
been
in
there.
We
have
a
sheltered
housing
officer
who
was
given
the
keys
and
no
one's
been
in
there
just
to
check
it.
I
mean
with
this
heat
and
but
and
bodily
fluid
there.
I
thought
someone
would
have
gone
in
inject.

to
thank

because
that

was
not
my
understanding
that
I
was
given
by
the
officers
and
if
that's
the
case,
if
you

relocation

really
can't
see
it

that
necessary?

not
only

it
reduce
the
flat
size,

particular
flat
is
self-facing
and
it's
hot

take
a
meter
off
it
and
put
an
insulated
wall
in
it's
even
hotter.

buildings
has
not
got
cladding,

just
wonder
why
it's
done

late

thinking
of
other
people
who
live
there,
and
it
just
relates
to

first

the
allocation
of
the
funds
you're
funding
this,
and
yet
there
is
a
proposal
to
knock
all
the
flats
down
and
start
again.

know
where
this
has
come
from,
but-

the
second
point
is
this:
inner
rooms
work
that
we're
doing
is
not
something
that
aid
has
done
of
its
own
back.
It's
a
government
requirement
now,
if
I'm

ada
is,
wants

stay
within
the
law
and
do
what
we
have
to
do
and
if
I
I
don't
know
why
I've
looked
at
several
of
these
flats
that
have
had
the
inner
rooms
put
in.

must
admit
I
haven't
seen
yours.

of
these
places
and
as
far
as
I
could
see,
they
look
perfectly
good
to
me,
but
I
have
to
say
that
if
there's
any
problem
with
it
at
any
time,
the
thing
to
do
really
is
get
hold
of
the
officers.

to
the
officers
about
this
yeah
and
also,
as
I
say,
this
is
a
government

also
I

that

are

be

far
as
I
am
aware,
this
meetings
that
have
been
going
on
have
been
a
consultation,
and
if
you
would
listen
closely
to
what
the
officers
had
said,
they
said
it
is
up
to
the
tenants
to
decide
what
they
want

do.
They
put
several
options
to
you
and
in
the
end,
it
will
be
what
the
tenants
want,
not
what
ada
wants.

remember,
too,
that
some
of
the
some
of
our
buildings
were
put
up
in
the
late
50s
and
that
some
of
them
are
past
their
cell
by
date,

you
could
easily
chuck
five
million
pounds
into
it
and
five
years
time
we'll

ourselves
back

our
current
position.

in
the
end
it
will
be
up
to
the
tenants
to
decide
what
they
want

do.

biggest
event

the
queen's
platinum
jubilee.
As
someone
who
is
from
lansing,
I
was
honoured
to
be
part
of
ada's
beacon,
lighting
on
lansing
beach,
even
better
with
ada's
own
town,
crier,
bob
smitherman
and
our
mp
tim
lorton.
I
made
a
tour,
some
might
say:
gate
crashed
many
of
the
street
parties
across
ada.

welcomed
everywhere.
As
we
arrived
with
ice
creams,
ice,
lollies
and
sweets,
it
was
a
very
hot
day
and
everyone
joined
him
with.
I
would
like
to
say
I
was
singing,
but
those
who
heard
me
may
question
that
the
singing
of
god
save
the
queen
and
I
have
continued
with
the
theme
of
the
queen's
platinum
jubilee,
cutting
ribbons
on
trees
planted
as
part
of
the
queen's
green
canopy,
as
well
as
inviting
the
planting
of
new
trees.

queen's
green
canopy
has
highlighted
70,
unique
and
irreplaceable
eight
ancient
woodlands
across
the
united
kingdom
and
identified
70
ancient
trees
to
celebrate
her
majesty's
70
years
in
service.

tree
planting
season
starts
again

october.

everyone

plant
a
tree
for
the
jubilee
leader.

lox
court,
and
this
was
for
refurbishments
at
that

club

the

piling

going
to
take

of
all,
in
relation
to
business
rates,
I
I
notice
in
the
supporting
papers.
Worthing
is
expecting
an
increa,
an
increase
in
business
rate
income
as
a
result
of
bayside
deals,
various
developments
coming
on
stream.

Now
I
know
we
support
the
creation
of
new
employment
space
in
ada,
but
I
do
have
a
concern
that
we
do
have
a
buildup
of
unused
commercial
space
at
the
bottom
of
flat
blocks
and
a
continuing
non-arrival
of
business
on
to
the
ikea
site.
So
I
would
just
be
hoping
that,
in
the
words
of
the
report,
we're
monitoring
the
situation
around
ikea,
I
would
just
hope
that
we
would
be
a
little
bit
more
energetic
than
as
far
as
we
can
in
terms
of
encouraging
business
onto
that
site.

Council
tax,
because,
obviously
it
is
taking
money
from
residents
for
the
services
that
are
required,
but
I'm
also
conscious
that
at
the
highest
levels
in
this
country
there
is
a
hugely
ideological
discussion
for
one
for
better
word
going
on
about
taxation,
I
would
just
like
to
express
a
hope
that
a
decision
on
the
council
tax
here
be
taken
in
the
light
of
the
need
to
maintain
vital
services
to
people
in
aider
and
not
simply
well,
I'm
not
at
all
on
ideological
grounds.

the
report
makes
the
comment
that
the
war
in
europe
in
the
ukraine
is
affecting
global
economies,
and
obviously
that
is
true,

work
with

designated
by
natural
english,
75
percent,
degraded
and
deteriorating.

serious.

main
heart
of
our
town
between
the
toll
bridge
and
the
norfolk
bridge.
There's

lot

illegal
activity
on
the
ssi,
including
industrial
and
commercial
bait
digging,
and
some
cockle
picking
for
information,

you're
permitted
100
worms
or
one
liter
or
one
kilogram
of
bait
for
personal
use.
So
people
with
four
large
buckets
and
an
enormous
shovel
are
clearly
not
collecting
for
personal
use,

they're
damaging
salt
marsh
by
recreational
users,
and
they
are
unaware
that
they're
harming
ground
nesting
and
roosting
birds
and
this
precious
environment.

forum,

partnership
of
local
authorities
who
work
really
closely
together

prepare
respond

emerging
situations

warnings,
not
just
heat
but
cold
weather
gales,
all
sorts
of
things
that
can
be
thrown
at
us.
So
we
have
an
adverse
weather
plan
that
includes
heatwave.

A
heatwave
plan
for
england
was
also
in
place
and
issued
by
the
uk
government
and
the
nhs
with
the
very
recent
very
high
temperatures
with
the
head
red
heat
wave
warning.
A
tactical
coordination
group
met
daily
with
partners
of
the
srf
present.
The
council's
safety
and
resilience
team
attended
these
meetings
and
following
these
meetings,
various
different
advice
was
given
to
managers
and
staff
of
ada
district
council
to
make
sure
that
those
in
the
front
line
and
working
outdoors
could
do
their
work
safely.

So
further
advice
was
provided
on
the
hottest
days
saturday
16th
to
tuesday
the
19th
and
the
managers
should
consider
making
adjustments
to
working
arrangements
to
ensure
staff
were
safe.
This
was
done,
and
some
of
us
were
woken
up
quite
early
in
the
morning,
as
certainly
the
refuge
collectors
started
very
early
in
order
to
to
miss
the
heat
and
their
flexibility
and
help
is
really
appreciated
in
very,
very
difficult
situations,
and
our
outreach
teams
also
made
checks
on
their
vulnerable
people
as
well
for
west
sussex.

As
you
probably
saw
on
the
news,
there
was
very
close
working
relationship
between
all
the
fire
brigades
to
share
resources
to
make
sure
there
was
cover
right
the
way
across
the
uk
when
major
instances
were
happening.

also
did
our
own

but

it
was
also
much
in
the
news
and
everywhere
else
lessons
learned

I
think
the
key
lesson
level
is
not
really
a
lesson

are

000
excess
deaths
annually
in
the
uk,
which
are
attributed
to
poor
air
quality,
a
lot
of
them
from
uncontrolled
asthma

asthmatic,
and
I'm
also
recovering
from
long
covid.
So
I
really
do
experience
significant
harm
from
bad
air
and
you
can
tell
that
there
is
bad
air
in
parts
of
our
community,
so

want

know
what
adc

planning
to
do
to
reduce
the
causes
of
poor
air,
such
as
congestion,
idling,
excess
traffic
and
to
help
improve
equality
locally.

trust
recently
said
we're
seeing
more
people
in
crisis
against

backdrop

government
in
action
and
rising
costs
which
are
pushing
more
people
to
food
banks.

you
turn

your
first
suggestion
to
resolve
the
issue
of
cost
of
living
crisis,
you're
talking
here
about
the
leveling
up
initiative,
well,
I'm
happy
to
say
that
the
labour
government
would
of
course,
scrap
this
as
it's
quoted
this
week
and
the
unfortunateness
of
the
leveling
up
is
it
does
nothing
to
tackle
the
cost
of
living
crisis.

Previous
grants
from
the
first
round
have
gone
towards
improving
town
centres,
boosting
local

links

supporting
culture

historical
assets,
all
very
valid
and
very
good
investments,
but
nothing
to
do
with
tackling
the
cost

when
we

at
the

round
of
the
leveling
up.

asked

keep

pound
uplift

universal
credit.
Now

know
that
we
can't

that

council,
but
we
asked
you
to
lobby
the
government
to
keep

immeasurably
more
pressure
on
the
cost
of
living
for
these,
for
the
people
that
we
deal
with
now.

hand
over
to
some
of

colleagues

know
that
they
want
to
chat

what
I
want

say
is
that
you
must
not
take
the
criticism
of
this
as
a
precursor
that
we
are
critical

not
want

hear
that
we
voted
down
the
cost

living
a
cost
of
living
crisis
motion.

bring
this
motion
back
with
a
deeper
understanding
of
the
issues
and
how

solutions
can
be

relieved
to
see
this
motion.
It
shows
some
some
recognition
from
our
conservative
administration
of

cost
of
living
crisis
and
the
disastrous
effects
it's
having
in
our
residence,
but
my
relief
turns
to
anger
when
it
becomes
apparent
that,
rather
than
a
range
of
measures
to
help
our
residents,
we
have
three
meaningless
resolutions,
none
of
which
will
heat
our
homes
or
put
food
on
plates
resolution
number
one
hard
to
think
of
anything
more
pointless
than
ineffectual
reports
by
leading
economic
economists
such
as
the
lse
show
that
brexit
is
worsening
the
cost
of
living.

It
should
be
evidentiary
by
now
that
brexit
is
in
part
responsible
for
the
cost
of
living
crisis
and
b
our
lame
duck.
Prime
minister
has
no
more
idea
how
to
deliver
a
successful
brexit
than
he
does
how
to
tell
the
truth.
If
councillors
opposites
still
have
faith
in
the
brexit
promises,
I
suggest
they
do
some
wider
reading
resolution

entirely
grandiose
claim
that
the
executive
now
cabinet
will
work
closely
with
her
majesty's
government

think,
be
dismissed
out
of
hand.

them

work
closely

with

council

failed
hub
experiment,
their
track
record
of
relationships

west
sussex

council
does
not
inspire

relies
on

quaintly
old-fashioned
notion

promise

compete

can
levelling
up
be
for
everybody
if
it
is
a
competition.

certain
that
leveling
up
is
going
to
impact
the
cost
of
living

all
the

second
suggestion

simply
asking

prime
minister
to
do
what

He'll

hope

simply
deliver
what
they've
promised
without
us

for

been
really
pleased
to
hear
about
the
proactive

principle

excellent
work
that
happens

that,

valuable

funding
for

services

get
an
appointment
at

citizens
advice
bureau,

services

have
been
underfunded
for

many
years
or
local
community
groups
that
are
reliant
on
private
or
charitable
funding,
which
again
will
reduce
as
the
cost
of
living
bites
and
people
cannot
afford
to
be.

referring
people
to
services
like
mental
health,
support
that
are
already
creaking
and
struggling
and
failing
our
communities
as

result

chronic
financial
deprivation
over
many

another
way
of
passing

nothing
to
acknowledge
that
these
issues
have
been
exacerbated
by
the
same
underfunding.

the
issues
from
being
adequately
addressed.

pockets

heating

businesses

welcome
this
motion
before
I
became
a
counsellor.
I
was
a
member
of
various
pro
cycling
groups,
some
of
whom
were
sitting
behind
me.
Also
organized
community
bike
rides
on
behalf
of
extinction.
Rebellion
it's
out
there
now
sorry,
so
I've
been
a
active
travel
fan
for
my
entire
life.
I'm
very
strange
I
used
to
support
transport
2000
when
I
was
15
and
give
them
money
to
build
better
transport
in
my
hometown.

We
need
in
ada
to
be
bold
on
this.
The
lack
of
boldness
is
the
problem
we
need
to
follow
through
on
the
lc.
Now,
obviously,
we
understand
there's
been
a
covered
pandemic
and
there's
been
lots
of
reasons
why
there
might
have
been
a
delay.
We
all
know
the
disastrous
use
of
the
eta
funding
emergency
act
of
travel
funding
from
by
west
sussex
and
how
that
has
put
back
the
arguments
in
favor
of
operon
road
by
some
residents
who
then
think
well
horrible
orange
cones
narrow
dangerous
route.

don't
want
that,
so
we
need
to
go
back
to
what
was
originally
proposed.
This
is
a
priority
route.
It's
one
of
the
two
priority
routes,
which
should
be
the
upfront
road
and
the
coast
road.
The
other
suggestions
that
council
obama
is
making
are
secondary
routes,
which
I
strongly
welcome.
Indeed,
there's
lots
of
things
we
can
do
about
those,
but
this
motion
is
about
the
upshot
road.
This
is
the
primary
route
through
our
town.
It
joins
all
of
our
bits
of
I
keep
saying
our
tablets.

joins
ada
together,
it
links,
you
know
something:
lansing,
shorum
southwick
and
over
to
the
borders
of
port
slate.
This
is
an
important
route
and
we
mustn't
net
it
be
diluted.

what
I
want
to
say.

I
just
suggest
that
this
is
probably
one
of
the
most
effective
ways
to
actually
address
the
cost
of
living
that
I've
heard
tonight
myself
alone,
that
would
save
me
200
pounds
a
month
just
being
able
to
cycle
that
route
safely
with
my
disabled
child
to
heronsdale,
rather
than
having
to
drive
him
there
every
day.
That
would
be
a
significant
support
to
the
cost
of
living
for
a
lot
of
people
to
be
able
to
remove
that
journey.
Just
down
that
road.

going
to
keep
my
comments
short
and
let
us
all
move

the

motion

say,
though,
is
I'm
very
proud
to
be
addressing
you
all
for
the
first
time
and
I'm
proud
to
be
here
representing
the
residents
of
saint
nicholas
and
I'm
very
proud
that
we've
got
fantastic
policy
here
on
cycling
and
walking
in
this
district.

about
making
the
arguments
informing
education,
correcting
misunderstandings,
helping
people
understand
the
data,
helping
people
see
the
big
picture,
and
I
made
those
arguments
and
I'm
standing
here
with
a
400
vote
majority
against
that
opponent.
That
shows
what
the
people
certainly
of
my
ward,
want.
They
heard
the
arguments
they
know
knew
if
they
were
opposed
to
the
upper
shore
and
road
cycling
infrastructure
vote
for
the
other
guy.
If

support
cycling
infrastructure,
I'm
your
man
and
I'm
here
now.
