thousand
pound
overspend
against
the
budget
as
a
way

update.

suggest
stress
that
this
includes
three
hundred
and
ten
thousand
pounds
worth
of
cost
pressures
related
to
energy
and,
as
a
result
of
the
announcement
made
today
by
the
prime
minister,
we
would
expect
that
position
to
be
better
than
predicted
in
this
report,
but
at
the
moment
we're
not
quite
sure
what
that
will
be.
We
were
waiting
for
an
update
from
our
energy
provider,
which
we
should
be
getting
hopefully
sometime
next
week.

we
do
the
quarter
two
update
report,
it
will,
it
will
obviously
be
updated
for
that
information
and
that's
about
as
much
as
I
wanted
to
really
stress.
But
if
there's
any

anybody
would

I
just
find
it
odd.
I
think
I
read
somewhere
in
the
report
we
had
72
voids.
It
may
well
be
that
that
number
has
gone
up
since
this
was
published
at
obviously
quite
a
cost
to
us
per
week,
and
it
just
seems
to
me
if
we
have
such
a
high
number
of
voids,
that
we
don't
seem
to
have
a
method
of
annual
inspections,
for
example
on
our
tenancies,
which
I
think
would
significantly
cut
down
the
number
of
voids
that
we
have.

suspect
the
reason
we
have
so
many
voids
is
because
of
the
state
we
find
these
properties
in
when
they
are
found
to
be
vacant,
whether
that's
because
the
tenant's
given
us
proper
notice
or
we've
just
found
out
subsequently
that
they've
they've
gone
and
I'd
like
to
know
whether
there
is
a
way
that
we
can
put
in
an
annual
inspection.

voids
naturally
occur
when
tenancies
are
come
to
an
end,
either
through
the
choice
of
the
tenant
or
for
another
reason
we
always
budget
for
a
level
of
voids
and-
and
there
is
a
sort
of
turnaround
procedure
where
we
go
in
inspect-
ensure
that
essential
certificate
support
back
up
today
in
compliance
with
the
relevant
legislation
in
any
normal
time,
we
would
expect
30
of
our
voids
to
be
in
need
of
significant
maintenance
and
70
to
be
a
wanted
better
word,
a
fairly
quick
turnaround.

has
happened
is
the
the
properties
that
are
currently
void.
Some
of
them
are
require
extensive
repairs.
We
have
now
have
contractors
in
place
to
to
undertake
those
repairs,
but
it's
a
far
higher
level
of
property
requiring
major
intervention
and
those
properties
take
some
time
to
bring
back
up
to
standard,
and
we
have
reviewed
our
procedures.
We
have
an
use
of
our
who's
on
the
case,
so
we
are
now
clearing
those
voids,
but
because
of
the
condition
of
some
of
them,
it
will
take
some
time
any
further
details.

expect

south
lansward
there's
a
couple
of
garage
compounds
there
that
everybody's
got
to
clear
out
of

that
hasn't
even
been
to
planning.

the

voids
because
they're
not

I
would
say
is
that
the
hra
is
subject
to
inflationary
pressures,
like
our
general
fund
budget
is
some
of
those,
obviously
around
staff
and
and
salaries.
Some
of
those
around
our
contractors
who
are
passing
on
their
supply
chain
cost
pressures
on
to
us
and
therefore
we
we
are
experiencing
within
the
hra
quite
significant
future
inflationary
pressures,
along
with
the
issues
of
the
void.

that's
to
do
with
putting
up
a
new
fence,
because
that's
where
the
locals
are
busy
cutting
holes
in
the
fence,
as
we
put
it
up,
so
they
can

out

on
our

our
land,
which
I've
sent
the
director
wonderful
pictures
of
so
yeah.

know
our
team

bit
we're
up

first
thing
I'm
going
to
do
this
evening
is,
is
apologize
for
the
length
of
the
recommendation
recommendations.

I

it

be,
that
a
creative
way
of
dealing
with
those
to
the
satisfaction
of
mr
terry
is
found.
The
reason
it's
so
long
is
because
effectively
the
recommendation
is
the
written
response
to
transport
for
the
southeast
on
their
strategic
investment
plan,
or
the
draft
of
that
document,
which
is
the
subject
of
the
report.

So
having
put
that
marker
down
and
got
my
defense
in
early
transport
for
the
southeast
comprises
the
16
constituent,
local
transport
authorities
across
the
the
southeast
region
and
importantly,
from
our
perspective,
the
46
district
and
borough
councils,
together
with
a
wide
range
of
other
stakeholders
who
have
an
interest,
or
indeed
an
involvement
in
the
provision
of
transport.

So
it's
that
rare
thing,
a
strategic,
long-term
plan,
and
I
think
in
that
sense
it's
the
fact
that
it
is
taking
that
sort
of
long-term
future
look,
but
that
is
also
joining
some
of
those
very
local
initiatives,
as
evidenced
in
ada
through
our
local
cycling,
walking
and
improvement,
walking
improvement
plan
and
tying
those
in
with
some
much
bigger
ticket
items
like
what
to
do
about
the
strategic
trunk.

Road
network
is
its
real
strength,
because
you
know
we
haven't
done
this
for
some
time
as
you
know,
and
when
we
do
do
it,
it
tends
to
be
by
single
mode,
and
what
I
mean
by
that
is
that
you
know
we
look
at
a
consultation
from
national
highways
around
the
a27
and
it's
all
about
the
road
or
we
enter
a
debate
around.
You
know
national
rail
improvements
and
it's
all
about
the
railway.
This
takes
a
holistic
and
strategic
look
and
therefore,
I
think
is
well
worthy
of
our
attention.

see
from
the
report
that
we've
we've
attempted
to
pick
out.
You
know
those
aspects
of
a
particular
note.
Perhaps
unsurprisingly,
but
very
welcome-
is
the
strategic
investment
plan's
focus
on
transforming
east
west
connectivity
across
the
southeast.
I
think
in
the
region
as
a
whole.
The
emphasis
has
in
the
past
been
all
about.
You
know
how
you
get
in
and
out
of
london
and
east
west
connectivity
is
absolutely
key
and
there
is
a
very
strong
relationship.

It
includes
a
series
of
packages
of
measures
and
you'll
see
from
the
recommendations
that
you
know
particularly
welcome
are
those
that
look
at
the
improving
the
rail
links
and
it's
it's
badged
up
under
the
solan
and
the
sussex
coast
package
of
interventions,
which
of
course
includes
what
we
we
still
know,
I
think,
is
coast
wave
west
and
it
talks
about
the
prospect
of
a
bus,
mass
transit
improvement
that
could
serve
the
sussex
coast,
as
defined
in
the
strategic
investment
plan
and
a
series
of
active
travel
packages
to
complement
those
initiatives.

Now
this
is
in
the
form
of
a
theoretical
case
study,
but
I
think
what
is
very
useful
is
it
doesn't
duck
the
issue
and
the
lancing,
and
perhaps
in
particular
worthing
stretch,
which
causes
so
many
challenges
is
case,
studied
in
in
the
form
of
a
tunnel,
a
very,
very
expensive
tunnel,
in
theory,
a
tunnel
which
wouldn't
even
commence
until
2045
in
theory,
but
at
least
it's
there
and
is
a
discussion
piece
which
takes
us
beyond.
Perhaps
you
know
some
of
that
tinkering
with
junction
improvements
that
we're
more
familiar
with.

The
reference
in
the
strategic
investment
plan
at
the
moment
is
pretty
much
about
brighton
hove
and
I
think,
with
the
levels
of
growth
that
we
have
seen
in
ada
and
that
we
are
to
an
extent
anticipating
we,
we
should
be
referred
to
ada
that
it
should
be
referred
to
as
well.

I
said
that
it's
an
advisory
body
and
that
it
is
invited
to
offer
its
thoughts
to
the
department
for
transport
transport,
for
the
southeast,
of
course,
and
the
proposals
set
out
in
the
strategic
investment
plan
would
be
that
much
more
meaningful
if
they
went
beyond
advice
into
statutory
planning
and
so
transport
for
the
southeast,
like
many
shadow
bodies
would
very
much
seek
to
achieve
statutory
status,
and
if
some
of
the
packages
and
measures
which
deliver
transport
infrastructure
on
a
holistic
level
to
see
the
light
of
day,
then
statutory
status
is
well
worth
support.

think
that's

think
it's
an
a
laudable
document.
I
think
that
districts
and
boroughs
who
are
paying
attention,
shall,
I
say
you
know,
will
comment
on
this
and
that
should
be
welcomed
by
those
authorities
that
have
the
formal
responsibility
for
highways,
notably,
of
course,
the
the
county
councils.

sort

things

so
to
have
a
bigger
picture,
even
though
I
know
that
I
will
be

years
old
when
some
of
these
come

fruition.

might
be
worried
about
other
things
by
then
probably

transport
rather
than
road.

value

as

really
good
discussion
document
for
that
that
strategic
planning
and
impact
it
could
happen

ada.
