A
A
No
excellent?
Second,
one
minutes.
We're
asked
to
approve
the
minutes
of
the
previous
Worthing
strategic
subcommittee,
which
was
held
on
6th
of
September
2022.
Is
everybody
okay?
With
these
minutes?
Are
they
agreed?
Thank
you
very
much.
Okay,
public
question
time.
Once
again,
I
don't
think
there
are
any
members
of
the
public
in
nope.
A
So
no
questions,
lovely
and
I
haven't
received
any
as
written
no
items
raised
under
urgency
provision
for
item
four,
so
we
can
move
on
to
the
substantive
item
of
the
evening,
which
is
agenda
item
five
public
space
protection
orders,
dog
controls,
so
councilor
Wells,
the
cabinet
member
of
the
environment.
Could
you
introduce
this
report
for
us?
Please.
B
Thank
you
very
much
chair,
so
this
is
the
Worthing
Borough
Council
pspo
number,
four
dogs,
so
just
to
re.
Just
to
recap.
What's
in
the
paper,
the
existing
public
space
protection
order
expires
on
the
18th
of
December.
The
council
run
a
six
ran
a
six-week
public
consultation
over
the
summer
to
Garner
feedback
in
order
to
renew
it.
213
responses
were
received.
B
The
psbo
covers
dog
control
and
Welfare.
It's
used
to
designate
areas
where
dogs
are
banned,
allowed
or
kept
on
a
lead.
It
bans
dog,
fouling
and
limits.
The
number
of
dogs
walked
by
a
single
person
to
six.
The
pspo
also
determines
that
dog
owners
must
keep
their
pets
on
a
lead
on
roads,
Pavements
and
grass
verges
as
well
as
cemeteries,
allotments
car
parks
and
other
areas,
including
the
pier
Denton
Gardens
Beach,
House
Park
and
Marine
Gardens
breaching
a
pspo
is
a
criminal
offense
for
which
a
fixed
penalty
notice
of
a
hundred
pounds
can
be
issued.
B
One
is
a
request
to
add
the
requirement
upon
request
from
a
police,
Constable
or
authorized
officer
for
the
person
in
breach
of
a
pspo
to
provide
their
full
legal
name
date
of
birth
and
address
the
remaining
five
focus
on
specific
locations
to
summarize
6.2
Beach
House
grounds.
This
is
a
variation
from
a
dog
exclusion
area
to
dogs
off
lead
with
within
one
location
within
the
park.
B
The
northern
Bowling
Green
at
beach
house
Park
is
now
used
informally
as
a
dog
exercise
area
with
dogs
off
lead
in
the
fenced
off
and
secured
space
following
public
consultation
and
feedback
from
the
parks
team.
We're
asked
to
consider
making
this
area
a
designated
dogs
off
lead
area,
6.3,
West,
Park,
recreation,
ground,
and
this
is
to
remove
the
existing
dog
exclusion
area.
B
For
those
of
you
aren't
familiar
with
this
space.
The
northeast
corner
of
West
Park
was
Worthing
Leisure
Center's
Hammer,
throwing
training
space
excluded
from
dogs,
since
the
hammer
cage
was
relocated
to
the
center
of
the
adjacent
running
track.
This
securely
fenced
and
gated
space
has
been
informally
used
as
a
dog
exercise
area.
B
We're
now
asked
to
remove
the
dog
exclusion
designation
from
this
space
6.4
going
Beach,
and
this
is
a
variation
again,
a
change
to
change
a
geographical
boundary
of
the
current
dog
exclusion
area.
Specifically,
we're
asked
to
consider
changing
the
northern
boundary
of
the
Goring
Beach
dog
exclusion
area
in
order
to
remove
the
beach
huts
and
finally,
6.5
hean
Terrace.
We're
asked
to
consider
changing
the
pspo
aheen
Terrace
from
dogs
excluded
to
dogs
on
a
lead,
and
that
concludes
my
recap.
Happy
to
take.
A
C
Yeah,
thank
you.
Chair
I've
got
a
question
for
Council
of
Wells,
or
maybe
the
monitoring
office
to
the
legal
officer
and
then
one
for
Mr
Shad.
If
my,
if
I
make
a
start
with
Mr,
show
Mr
shade
prior
to
the
launch
of
this
investor.
Sorry,
this
investigation
points
the
launch
of
this
consultation
in
the
preceding
three
years.
How
many
letters
or
Communications
have
you
had
in
relation
to
the
pspos
for
dogs.
D
C
Thank
you,
a
question.
If
I
may,
for
the
legal
officer,
this
consultation
when
it
was
launched
was
in
4.5,
winding
Beach
House
Park
to
remove
the
northern
Bowling
Green
from
the
dog
exclusion
area
and
change
it
to
a
dog's
on
leads
halfway
through
and
the
consultation.
It's
now
been
moved
to
a
dog's
off
leads.
Are
you
satisfied
that
the
legal
process
has
been
followed
for
the
consultation,
as
this
is
not
what
you
went
to
consultation
on.
A
C
Make
a
decision
about
what
we're
going
to
show
you.
The
question
is
that
this
was
a
joint
Adrian
worthy
consultation.
The
figures
are
provided
as
213
as
a
joint
consultation.
Therefore,
it
means
that
residents
of
ADA
have
commented
on
Worthing's
pspo.
This
should
have
been
done
as
a
worthy
in
a
loan
consultation
and
therefore
the
validity
of
it
is
to
be
could
be
challenged.
C
A
Thanks
Council
Jenkins
councilor
Walker.
B
C
B
So
Josh
Ada,
JSC
aider
have
had
theirs
and
theirs
has
gone
through
I
understand
so
does
the
same
issue
impact
on
that
historic
decision
making.
E
G
G
G
G
A
Yeah
I
think
that
works
for
everybody.
Yes,
I'm,
seeing
yes,
consensus,
excellent!
So
thank
you!
Councilor
Jenkins,
and
we
will
note
the
responses
as
soon
as
they're
available
Miss
Lee.
A
C
Yes,
I
had
it
was
one
further
question
if
I
may
and
it
was
going
to
Mr
Shad,
given
that
you
said
that
you've
had
no
Communications
to
your
knowledge
in
the
last
three
years
since
2019
with
the
pspo
was
put
in
place.
Can
you
advise
me
because
it's
not
in
the
paper?
How
were
these?
Where
was
the
framing
of
these
questions,
generated
from
because
you've
had
no
feedback
from
the
public?
What
caused
the
generation
of
these
very
closed
question
consultations,
which
was:
do
you
agree?
A
C
Repeat
the
question
yes,
I
can,
as
you've
heard
from
Mr
Shad
he's
had
no
representations
to
his
knowledge
of
any
detail,
indeed
any,
maybe
that
were
from
the
members
of
the
public
seeking
amendments
to
these
pspos
in
the
way
that
the
consultation,
whatever
the
framework
for
that,
has
been
put
out.
So
where
was
the
framing
of
the
words
for
those
questions?
What
generated
that,
and
particularly
are
we
satisfied
that
they
were
open
questions,
as
all
of
the
questions
were
framed
with
either
remove,
amend
or
change
rather
than
inviting
as
a
starting
point?
B
As
you're
probably
aware,
as
executive
member
I'm
not
involved
in
the
framework
or
design
of
the
questions,
I
would
imagine
that
the
focus
of
the
questions
is
around
the
changing
use
of
these
spaces,
which
have
been
in
evidence
and
observed
by
officers,
including
our
park
rangers
specifically
in
places
like
Beach
House
Park
in
response
to
the
pandemic,
the
uptick
in
dog
ownership
and
as
you
will
be
aware
that
these
pspos
have
a
lifespan
and
they
need
to
be
renewed.
B
D
H
Yeah
cancer
Taylor.
Thank
you
just
as
sort
of
Ward
counselor
for
Heen
just
like
to
support
the
change
suggested
for
hean
Terrace
hean's,
quite
a
unique
Ward
as
a
councilor
Silman
will
attest.
We
don't
actually
have
any
green
space
really
apart
from
Hein
Terrace.
Yes,
many
of
the
members
of
the
ward
living
at
the
north
have
access
to
Central's
Victoria
part,
but
I
think,
with
the
reasons
that
councilor
Wells
has
just
given.
I've
increased
dog
ownership
and
people
valuing
these
spaces
more
and
more.
H
I
Yes,
I
agree
with
councilor
Taylor:
it's
really
an
additional
amenity
for
people
living
in
Heen.
This
I'm
going
to
try
and
phrase
this
not
as
a
question
because
I
didn't
ask
it
in
the
question
time.
Why
do
people
need
to
give
their
date
of
birth?
I
can
understand
their
name
and
address,
but
I
have
seen
some
comments
on
social
media
asking.
Why
does
why?
Is
it
now
prescriptive
to
give
your
age
your
date
of
birth.
A
D
A
No
so
I
think
I'd,
probably
just
like
to
say,
as
a
marine
Ward
counselor
with
councilor
Wells,
that
the
West
Park
dog
walking
area
is
very
very
welcome
as
someone
with
a
dog
very
near
to
West
Park,
it's
very
welcome
and
not
just
sort
of
as
actually
a
safe
place
for
dogs,
but
also
to
make
sure
that
the
area
outside
the
dog
area
is
now
much
more
usable
for
people
who
don't
have
dogs,
because
not
everybody
has
a
dog
or
wants
to
see
my
annoying
dog.
A
So
actually
it's
much
better
for
children
who
want
to
play
football
and
people
want
to
take
quite
walks
and
families
who
want
to
have
picnics
about
being
awarded
so
I'm,
very
supportive
I'm,
very
supportive
of
all
these
pspo
findings
actually,
but
particularly
the
West
Park
one
I
think
that
is
much
welcomed
by
all
members
of
our
community.
So
that's
great.
A
E
Thank
you
chair,
so
the
proposed
amendment
would
be
to
regulation
to
recommendation
2.2,
which
will
now
read,
subject
to
the
monitoring
officer,
responding
to
the
questions
raised
during
consideration
of
this
item
and
to
the
monitoring
officer
being
satisfied
that
the
pspo
May
lawfully
be
made
to
refer
the
recommendations
to
full
Council
for
approval.
A
So
that's
to
the
the
second
recommendation.
Is
it
mostly
so
we're
still
yep?
So
the
first
recommendation
is
to
consider
the
findings
of
the
public
consultation
and
approve
the
proposed
amendments
to
the
pspo,
as
detailed
in
section
6.1
through
to
6.6
and,
furthermore,
the
recommendation
that
you've
just
made
excellent
can
I
have
a
proposer
for
both
of
these
recommendations
accounts.
This
element,
lovely,
can
I,
have
a
secondary
Council
of
Wales
excellent.
Can
I
have
a
share
of
hands
to
see
if
we
are
all
in
agreement?
A
Yes,
we
are,
it
is
anonymous,
slash
unanimous
and
with
that
I
think
that
is
the
only
agenda
item
of
the
day.
The
proposal
is
carried
many
thanks
so
at
just
before
eight
o'clock
I
declare
the
meeting
close
safe
journey
home.
Bye-Bye.
