is

application
made
on
behalf
of
gallagher's
worthing
limited
for
a
new
premises,
license
at
a
proposed
licensed
restaurant
and
takeaway
to
be
known
as
donna
de
les
to
be
situated
at
121
montague
street
worthing.

I've
given
a
brief
description
of
montague
street
and
the
immediate
surrounding
area
and
I've
attached
at
appendix
a
a
plan
of
the
area
and
some
photos
of
the
the
venue
and
surroundings
also
attached
to
the
report.
There's
a
plan
of
the
the
building
itself,
a
copy
of
the
application,
the
representations
made
by
the
responsible
authorities
and
the
representations
received
from
the
public
and
I've
also
included
some
of
the
details
of
the
mediation
conducted.

As
already
indicated,
the
standard
consultation
process
attracted
eight
representations
from
the
public
and
two
from
the
responsible
authorities,
these
being
sussex
police
and
the
council's
environmental
protection
team.
All
the
representations
are
included
in
full
with

reports
appendix

and
the
relevant
representations
received
arc.

happened
there

as
the
police
representation
in
the
environmental
health.
Environmental
protection
team
made
a
number
of
comments
regarding
the
potential
for
public
nuisance
issues,
with
the
premises
operating
so
late
in
the
vicinity
of
residential
premises
and
eight
members
of
the
public
made
a
number
of
comments
in
their
representations,
and
these
are
attached
at
appendix
e
of
the
report.

I
should
point
out
that
some
of
the
points
that
are
made
are
relevant
and
some
not
relevant
to
a
licensing
committee's
consideration
and
accordingly,
members
will
need
to
carefully
exercise
their
judgment
with
regard
to
how
much
weight
they
give
to
some
of
the
points
made,
and
I
should
emphasize
that
we
are
now
simply
looking
at
the
authority
to
sell
alcohol
from
this
premises
in
accordance
with
the
licensing
objectives,
and
members
should
not
be
looking
at
other
issues
such
as
local
demand
for
a
cafe
a
restaurant
kitchen
extraction,
parking
congestion,
local
immunity
or
any
other
planning
issue.

mediation,
the
lysing
acts,
2003
encourages
mediation,
and
I
can
report
that
the
mediation
between
the
applicant
and
the
police
has
been
successful
with
the
applicant
volunteering.
The
conditions
requested
by
sussex
police,
which
you
can
see
at
8.2
of
the
report
and
these
would
become
enforceable
conditions
on
any
license.
Members
may
grant,
together
with
those
that
volunteered
in
the
applicant's
operating
schedule
and,
of
course,
the
mandatory
conditions.

as
a
result
of
these
conditions,
being
volunteered,
sussex
police
have
withdrawn
their
rep,
their
representation,
their
objections
and,
in
addition,
as
a
result
of
these
representations,
as
a
result
of
these
conditions
and
the
change
to
the
hours
proposed,
the
environmental
protection
team
and
two
local
residents
have
withdrawn
their
representation
representations.
