the
two

councils

the
scale

resources

had
final
settlement,

announced

announce

there

marginal
changes
as
a
result
of
final
settlement

pounds
better
off
and
worthing

better
off.
As
a
result
of
that,
I'm
not
proposing
to
amend
any
of
the
budget
papers
that
are
going
to
counsel
in
a
couple
of
weeks,
time
happy
to
take
any
questions
that
members
have
on
the
papers
before
them.

that
the
inflation
figure
that
you've
allowed
there
two
percent-
are
you
still
satisfied
that
represents
a
sufficient
figure.

councils
will
struggle

offer

percent,

negotiation
goes
and
there
is
some
risk
to
our
energy
budgets
going
forward,

have,
to
a
certain
extent,
mitigated

risk

committing
to
short,
fixed
term
contracts,
so
we're
not
expecting
to
experience
those
inflationary
pressures
until
the
latter
part
of
2223,
and
we
do
have
inflation
provisions
within
the
budget
to
help
mitigate
against

increases.

know
that
we're
in
financially
challenging
times

challenging

aren't
going

ease
over
certainly

next

48
months,
and
until
we
know
really
where
we're
going
coming
out
of.
Hopefully
this
pandemic
into
endemic
and
everything
else.

tax

welcome
and
something
that
we

continue
in
that
way.

this

proposal

the
town

known
developer,

strong
track

involvement

the
site

our
key
objectives
in
terms
of
engagement,
sustainability,
design
and
design
quality
can
be
steered
jointly

council
in
conjunction
with
a
developer,
as
opposed
to
selling
the
site
onwards.

been
very
strong
support
for
the
pre
from
pre-application
for
a
cinema
on
the
site,
and
it
was
really
strongly
supported
at
the
planning
application
stage
when
we
got
outline
consent
prior
to
undertaking
this
and
prior
to
identifying
that
we
want
to
cinematic.
The
council
undertook
a
study
which
identified
that
there
is
strong
demand
for
three
to
five
extra
screens
in
the
town
and
that
that
would
not
affect
the
dome
cinema
and
the
seafront
if
they
were
delivered
jointly
with
the
connect
theater
on
this
site.

That
part
that
sort
of
identified
that
approximately
a
hundred
thousand
trips
per
annum
are
taken
by
worthing
residents,
out
of
the
town
to
chichester,
to
brighton,
to
other
places
for
cinema
provision.
Now
the
the
average
spend
of
a
cinemagoor
is
about
35
000
pounds
per
trip
and
at
that
number
of
trips
is
approximately
three
and
a
half
million
pounds
leaving
the
worthing
economy.

I
can't
predict
now,
there's
a
you
know,
a
lot
of
epistemic
uncertainty
about
what
is
going
to
happen
with
cinema.
So
we've
taken
this
cautious
approach
that
says
yes,
we'd
like
to
deliver
cinema
provision
in
the
town,
but
if,
if
the
cinema
figures
and
cinema
trend,
I
suppose
for
people
going
to
the
cinema
doesn't
bounce
back,
it
means
that
we
can
flip
the
site
and
we're
not
left
with
a
stranded
asset
or
a
white
elephant.
So
we
felt
we
really
want
to
provide
this.

If
we're
we're
not
quite
confident
yet
that
cinema
demand
will
remain
we'll
bounce
back
to
where
it
was
before
the
pandemic.
We
feel
this
approach
give
us
gives
us
the
opportunity
to
see
what
happens
to
understand
the
pandemic
as
it
winds
down
hopefully
and
to
make
a
clear
decision
at
a
future
date.

it
keeps
on
the
table.

table

organization
they're
known
as

difficult
organization
to

the
demand
out

and
we
tested
that
with
the
market
to

appetite
for

examination
in
public
last
november,
we've
had

inspectors
initial
advice
letter
which
is
appended
and
really
does
give
the
council
a
very
clear
steer
on
what
changes
to
the
plan
are
necessary
to
ensure
a
sound
and
legally
compliant
plan,
and
that's
what
we're
after
it
has
taken
a
lot
of
work
over
a
number
of
years.
To
get
to
this
point,
and
the
inspector
has
overall
supported
the
council's
spatial
strategy.

are
two
significant
changes
to
the
plan
that
are
set
out
in
the
report.
One
is
the
deletion
of
the
local
green
space
designations
for

two
gap
sites
on
the
west
side
of
the
borough
and
the
deletion
of
a
proposed
site
at
titan

lane
in
relation
to
the
the
local
green
space
designation.
The
inspector
has
expressed
some
concern
because
they
are
large
tracts
of
agricultural
land
and
it
felt
that
that
conflicted
with
national
planning
policy
guidance.

significant

inspector
has
supported
and

comment
about
the
designation
as
green
gaps,

is

to

allocating

site
for
development

terms

small
site

particular
environmental
constraints
being
adjacent
to
the
engine
woodland
and
also
affecting
partially
a
local
wildlife

significant
with
the
removal
of
that
site
in
housing,

dwellings.
There
have
already
been
replaced
by
larger
sort
of
higher
density
schemes
that
we've
approved
just
leading
up
to
the
examination.

good
news,
the

local
plan,
is
progressing.
We've
appended
the
main
modifications,

there
is
a
requirement
to
recommend

full
council
that
the
main
modifications

approved
for
public
consultation,

six-week

only
comment
on

changes
if
they
didn't,

any
other
aspect
of
the

are

envisage

the

brownfield
sites.

puts

at
risk

having
no
local
plan
that
is
substantiated

a
planning
inspector,

see
developers
come
in
and
build
what
they
like

in

see
in
horsham
and
mid
sussex
at

moment.

not
even
a
question
relating
to
the
paper
before
us
today.
So
I'm
really
disappointed
to
think
that
this
late
in
the
day
that
worthing
labor
group
wants
to
rip
up
the
local
plan
in
that
respect,
because
it's
a
fundamental
part
of
the
structure,
that's
there,
mr
appleton,
I'm
grateful
for
the
report.

They've
worked
with
diligence
and
the
fact
that
there's
been
no
major
bounce
back
from
the
planning
inspector
other
than
clarifying
that,

we've
tried
to
push
for
that
extra
boundary
to
get
that
extra
protection
to
those
green
spaces,
he
said
well
you're,
pushing
your
boundaries.
You're
outside
of
the
local
plan,
come
back
and
play
by
the
rules.
We've
pushed
really
well
and
again,
the
other
part
of
it,
the
fundamentally
changed
about
titan
or
woods.
It's
very
easy.

colleague
has
spoken
about
brighton.

We
know
that
brighton's
local
plan
didn't
get
through
the
very
first
time
because
of
they
didn't
turn
over
every
stone
they
didn't
put
in
all
of
those
really
difficult
sites,
and
yet
we
did.
We
looked
at
tick
norwoods,
we
reduced
the
numbers,
we
said
well,
actually
we
could
get
something
in
there
and
the
inspectors
come
back
and
said
no
you're
pushing
the
boundaries.
So
we
have
done
that
and
the
fact
that
the
challenge
hasn't
come
back
to
yourself
and
the
team
to
this
council
is
all
credit
to
the
fact
that
we've
applied
that
due
diligence.

we're

number
of
years
down
the
line
and
if,

we
push
too
hard
and
don't
get
to
that
point
of
the
sign
off
by
challenging

starting
to
rewrite
