premises
is

the
immediate

the

via
the
venue.

reaffirms

role

regard

objectives

council's
licensing

That
may
be
considered
particularly
relevant,
though,
as
always
I
must
point
out
that
the
whole
policy
as
a
whole
must
be
considered.

or
as
I've
already
indicated,
the
standard
consultation
process
attracted
six
representations
from
the
public
and
one
from
a
responsible,
Authority,
Sussex
police
and
all
the
representations
are
included
in
full.
With
the
report,
the
relevant
representation
received
is
considered
to
relate
to
the
statutory
licensing
objectives,
the
prevention
of
crime
and
disorder
and
the
prevention
of
public
nuisance
and
Sussex
police
made
a
representation
listing
a
number
of
conditions
that
they
consider
a
required
to
enable
this
premises
to
meet
the
licensing
objectives.

If
members
were
of
a
mind
to
Grant
a
license,
and
these
are
attached
as
appendix
D
of
the
report
and
a
Worthing
Pub
watch
is
one
of
the
members
of
the
public
that
made
representation
and
they
highlighted
the
importance
of
membership
of
Pub
watch
to
address
crime
and
disorder
issues
in
and
around
licensed
premises.

Five
local
residents
made
a
number
of
comments
in
their
representations,
and
these
were
attached
to
the
pendix
E
of
the
report,
the
main
issue
being
noise
and
disturbance
from
the
existing
operation
at
10,
High
Street.
Some
of
the
points
made
are
relevant
and
some
are
not
relevant
to
the
licensing
committee's
consideration.

Accordingly,
members
will
need
to
carefully
exercise
their
judgment
with
regard
to
how
much
weight
they
give.
Some
of
the
points
made
and
I
should
emphasize
that
we
are
looking
at
the
the
authority
to
provide
license
licensable
activity
at
this
new
premise,
in
accordance
with
the
licensing
objectives,
and
members
should
be
careful
when
considering
issues
associated
with
the
with
the
10
cocktail
bar
and
and.

10
will,
under
a
new
name,
continue
to
operate
in
under
its
own
existing
premises
license
so
mediation.
The
licing
ACT
obviously
encourages
mediation
and
I
can
report
that
the
mediation
between
the
applicant
and
the
police
has
been
successful
with
the
applicant
volunteering,
a
comprehensive
list
of
conditions
that
were
requested
by
Sussex
police,
which
you'll
see
at
8.2
of
the
report,
and
these
would
become
enforceable
conditions
of
any
licensed
members.

May
Grant,
together
with
those
volunteered
in
the
app
in
the
applicant's
operating
schedule
and
as
a
result,
Sussex
police
have
obviously
withdrawn
their
objections
and,
in
addition,
as
a
result
of
the
agreement
between
Sussex
police
and
the
applicant
wielding
Pub
watch
have
also
withdrawn
their
representation
regarding
further
mediation
with
the
local
residents.

I'm
aware
that
the
applicant
has
contacted
all
five,
but
this
has
not
produced
any
agreements
that
I'm
aware
of
in
section
9
of
the
report.

The
committee's
attention
is
directed
to
the
aspects
of
the
act
and
this
application
that
members
should
consider
when
coming
to
a
decision,
including
the
full
statutory
licensing
objectives.
The
council's
statement
of
Licensing
policy,
the
guidance
to
the
Act
issued
by
the
Home
Secretary
and,
of
course,
the
relevant
representations
from
all
the
parties
and
any
mediated
agreements
reached
and
and
listed
under
that
section
at
9.3,
are
the
options
that
are
open
to
the
committee.
We're
making
their
decision
and
section
9
also
emphasizes
members
obligation
to
give
reasons
for
their
decision.

area
behind
the
premises
which
I
live
in,
with
the
exception
of
a
few
guest
houses,
is
residential
and
it's
a
designated
Conservation
Area.
It's
quiet
and
there
is
a
sense
of
enclosure.

as
I
was
saying,
there
is
a
quiet
area
and
it's
a
sense
of
enclosure,
in
contrast
to
the
surrounding
busy
main
roads
and
Brighton
Road
and
the
high
streets,
and
so
our
late
night
premises
such
as
the
proposed
gin
tub
bar,
which
is
open
seven
nights
a
week
until
the
early
hours
of
the
morning
is
disruptive
in
terms
of
both
noise
and
the
potential
increase
of
anti-social
Behavior
due
to
late
night
drinking,
and
of
course
that
would
affect
local
residents
in
terms
of
their
well-being
and
the
noise
levels.

proposed
opening
times
seven
weeks,
seven
nights
of
the
week
from
1am
Sunday
to
Wednesday

Thursday

Sunday,
with
both
live
and
recorded
music,
is
excessive
and
to
the
best
of
my
knowledge,
are
the
drinking
establishments
and
cocktail
bars
located
nearby
all
closed
by
midnight
or
earlier.

night
license
will
create
significant
additional
noise
and
again
increased
likelihood
of
antisocial
behavior
on
Five
Nights
of
the
week
during
the
week
when
people
are
working
trying
to
go
to
bed
early

previously,
the
Gin
tub

Brighton
was
subjected
to
its
license
being
revoked
and
I
understand
that
that
has
now
been
resolved
and
is
Under
New
Management.
But
for
me
that

set
a
worrying
precedent
in
terms
of
The
Proposal

opening
a
second
premises
in
Worthing
located
so
close
to
a
residential
area.
