we

hear
what
you

to

because
we
have
all
of
the
work
that
we
need
to
do.
We've
not
had
a
comprehensive
resoning
in
our
school
system
for
40
years,
so
it's
time
to
get
really
busy.

they

zones

our
elementary
middle
and
high
schools,
and
they
also

proposed
zones

elementary
middle
and
high
school
and
I
want
to
stress
the
word
proposed,
because
we
have
several
more
Community
input
sessions
and
several
more
public
board
meetings
before
the
board
votes
on
any
resoning
plan,
and
that
is
scheduled
to
happen
on
November
7th.
So
there's
still
a
lot
to
be
done
before
any
of
this
is
finalized.

a

everybody

that's
exactly
where
I've
been
coming
from
and
have
been
working
on
for
the
last
several
hours
or
so.

make
sure

what
we
present
is
accurate
data
and
we
want
to
make
sure
that
the
numbers
that
we're
presenting
are
is
data
that
is
appropriate
to
make
decisions
and
for
when
people
are
looking
at.
It

exactly

actually
reflects
and
looks,
looks
like
so
as
we
go
through
this
presentation.
It
will
be
a
reminder,
but
I
do
want
for
people

that,

we

updates

are

prioritizing

fiscal
responsibility

efficiency,

facilities,
transportation
and
Personnel,
as
we
have
looked
through,
looked
at
all
data
as
it
relates
to
comprehensive
rezoning.

There
are
some
things
that
we
wanted
to
take
into
consideration
that
have
served
as
constraints
barriers
that
we
have
to
consider,
and
those
are
the
transportation
challenges
that
we
have
throughout
the
district
where
our
our
bus
routes,
our
satellite,
stops
for
magnets
number
of
children
who
are
riding
the
bus
number
of
drivers
that
we
need
to
hire.
Where
are
you
know
our
walk
Z
zones
for
students,
as
well
as
Hazard
areas
where
students
would
have
to
cross
roads?
All
of
those
challenges
are
taken
into
account,
as
well
as
our
school
capacity.

So
where
are
we
able
to
have
students
attend
school
in
terms
of
brick
and
mortar
buildings
versus
having
Portables
on
site,
and
so
we
want
to
think
about
the
financial
cost
of
having
additional
Portables
on
campuses
and
then
looking
also
at
our
magnet
and
program
enrollment
at
schools
and
the
capacity
that
we
have
at
schools
and
how
that
changes
and
fluctuates
based
upon
the
number
of
students
who
we
have
enrolled
in
particular
programs.

we
look
at
school
capacity,
the
numbers

before
you
now

the
elementary
school
level
are
really
based
upon
again
the
data
that
was
released
on
February
10th
2023.
So
this
is
from
last
school
year
and
at
the
end
of
that
survey,

is
what
is
reflected,
and
so,
as
we
look
at
the
the
data
and
the
outlines
for
each
of
that,
we
also
will
be
providing
and
updating
this
and
you'll
be
able
to
make
some
comparisons
right
in
the
chart
where
we
will

our
capacity
of
schools,
the
enrollment
and
the
percentage
enrolled,
222,

and
beside
it.
You
will
also
see
the
2324
as
of
a
2423,
so
those
comparisons
will
be

then
you'll
also

current
numbers

they're
going
to
be
reflected

has

order

so
that
data

consistently
being

working

As
of
yesterday

data

this
school
year
was
shared
with
that
agency,
so
that
we
are
able
to
develop
maps
that
are
coincide
with
current
numbers.
So
you'll
see
our
Middle
School,
enrollment
I,
didn't
say
it
for
elementary
school.

But
of
course
you
can
look

and
see
that
these
are
categorized
or
outlined,
with
the
highest
percentage
at
the
top
moving
downward

so
Fort
Clark
you'll,
see
at
the
middle
school
level
is
at
100
10%
capacity.
We
Define
our
capacity
or
over
capacity
at
schools
at
being
90%
or
greater.

So
any
of
those
schools
that
are
at
90%
or
higher
are
cons,
schools
that
we
really
have
to
look
at
and
see
where
we
can
make
shifts
in
order
to
create
balance
in
the
district,
as
we
do
that
we
have
to
think
about
what
other
additional
construction
projects
might
we
have
going
on.
We
have
to
think
about.

our
schools
where
bu
haltz
is
leading
the
charge
with
124%
enrollment
Newberry
at
105,
Gainesville
High
School
at
94,
and
so
definitely
we
know
that
there
is
a
lot
a
lot
of
students
on
some
of
our
campuses,
whereas
there's
lots
of
room
for
students
on
other
campuses,
and
that
is
what
we're
trying
to
create
is
a
a
greater
place
of
balance
across
the
district
across
schools.
So
the
zone
maps
Jackie
has
described
already
for
you,
but
there
will
be
zone
maps
for
each
level.

Here
is
just
more
or
less
a
flattened
map
that
you
can
see
where
the
Shaded
area
reflects
the
actual
Zone
lines
for
2425,
wherein
the
black
borders
are
the
current
Zone
lines,
and
so
we
will
have
a
map
here

elementary
proposed
zones
as
well
as
middle
school
and
then,
of
course,
High
School.
Those
proposals
are
shared,
but
the
interactive
map
matches
this.
So
what
will
change
as
we
move
forward?
Is
that
the
data
that
was
presented
with
drmp
on
yesterday?

Will
it
will
take
about
two
weeks
before
that
data
is
able
to
reflect
new
maps?
But
then
also
we
will
have
to
have
the
time
to
pull
the
data
that
actually
aligns
with
those
maps
in
terms
of
demographics
for
students.
And
so,
as
we
move
forward,
we
have
the
ele.
We
had
Elementary
have
Middle
School,
I
utilize
middle
school,
because
it's
one
of
the
ways
in
which
we
I
think
can
see
clearest,
probably
just
because
of
the
color
depiction.

We
see,
Westwood
in
the
center
beside
maain
and
Fort
Clark,
and
so
you'll
see
Fort
Clark
in
the
light
blue
maain
in
the
darker
blue,
more
F,
further
north
and
then
Westwood
in
the
center.
And
so
when
you
look
at
that,
you'll
see
that
those
black
lines
as
I've
said
earlier,
are
the
boundaries
for
each
of
the
school
zones.
But
the
red
is
the
proposed
zone
line
for
Westwood,
which
means
that
there
will
be
students
who
are
currently
attending
Fort
Clark
in
maain.

That
would
then
tend
attend
Westwood,
and
so
we
want
to
make
sure
that
people
understand
that.
That's
that
expansion
there
as
we
continue
to
move
forward.

We
want
to
make
sure
that
we
are
looking
at
the
considerations
of
the
district
Revitalize
facilities
such
as
littlewood,
coming
back,
we
say
coming
back
online,
but
reopening
in
2526,
with
increased
seat
counts
at
their
school
I,
also
noted
on
Tuesday,
and
would
like
to
reiterate
that
we
do
realize
that
in
the
current
maps
that
were
just
shown
and
I
should
have
shared
this
on
the
elementary
one,
we
realized
that
the
line
for
littlewood
is
incorrectly
drawn,
and
so
it
appears
right
now
that
littlewood
would
be
over
capacity
in
the
rezoning,
but
that
line
will
need
to
shift,
and
so
those
Corrections
have
actually
already
been
made
and
will
be
reflected
in
the
updated
Maps.
D
Also,
we
want
to
look
at
other
revitalized
facilities
such
as
Westwood
that
will
be
coming
reopening
on
in
next
school
year,
2425,
and
so
our
students
will
be
at
that
school
site,
and
we
want
to
keep
that
in
consideration,
as
well
as
the
impacts
on
enrollment
data.
For
us.
D
We
know
that
when
you
see
the
numbers
projected
and
shared
for
the
23
24
school
year,
it's
kind
of
difficult
you
all
kind
of
thinking
about
three
school
years
at
one
time,
but
in
our
current
school
year,
which
is
2324,
it's
important
to
note
that
you
will
see
decreases
in
enrollment,
and
so
our
school
district
as
a
whole
has
had
some
decrease
in
enrollment,
and
that
would
be
reflected.
And
so
some
may
look
at
that
and
say.
Well,
then
we
don't
need
to
reone
anymore.
D
But
again
we
have
to
think
about
the
projection
in
the
future
and
not
just
currently
what
is
happening
today
and
so
taking
into
account
expansion
of
school
voucher
programs,
the
increase
of
charter
schools
and
also
options
that
exist
for
parents
to
enroll
their
children
in
homeschool,
private
or
virtual
school,
and
then
the
consideration
of
how
are
we
looking
at
the
process
and
procedures
that
we're
using
for
our
magnet
programs
so
and
dual
enrollment?

So,
for
instance,
if
you're
in
high
school-
and
we
have
have
allowed
200
kids
right
into
a
a
magnet
program,
we
would
be
thinking
about
if
that
school
were
over
capacity.
Would
we
reduce
the
seat
count
for
enrollment
in
the
magnet
program
at
the
Freshman
level,
for
any
students
who
are
currently
attending
a
school
currently
in
a
magnet
program?
D
Despite
the
changes
in
the
zone
lines,
those
children
will
be
allowed
to
complete
the
magnet
program
that
they're
currently
enrolled
in,
and
so
we
want
to
make
sure
that
parents
understand
understand
that,
and
so
we
are
looking
at
a
lot
of
the
procedures
that
we're
using
another,
for
instance,
would
be
students
who
are
in
a
magnet
program
at
a
school
and
they
withdraw
from
the
magnet
they
should
be
returning
to
their
Zone
school
and
so
making
sure
that
we
look
at
that
to
keep
kind
of
the
spaces
just
balanced
across
the
board
and
that
we're
aligning
with
actually
the
rules
that
have
been
set
forth
for
our
programs
and
attendance
at
our
various
schools.

So,
as
we
revisit
the
objectives
and
our
anticipated
outcomes,
the
first
goal
that
we
have
is
to
make
sure
that
we
have
enrollment
that
is
balanced
across
our
district,
that
we're
looking
at
school
capacity
that
we're
utilizing
our
buildings
to
the
best
of
our
ability.
As
we
think
about
the
actual
Financial
impact
of
what
we're
doing
and
acting
fiscally
responsible
and
making
sure
that
we're
efficient
in
our
process,
so
we
are
keeping
in
consideration
again
active
developments
as
well
as
facility
transportation
and
Personnel.

Finally,
I
just
want
to
conclude
with
some
sessions
that
we're
having
moving
forward
as
we
were
at
Hawthorne
a
couple
of
days
ago
and
now
here
today
at
Howard
Bishop,
as
we
move
forward
next
week,
we'll
be
at
Santa,
Fe,
High,
School
and
canapa,
and
then
in
October,
we'll
be
at
in
the
swag
area.
The
Family
Resource
Center,
Newberry,
High,
School
and
ghs
and
then
significantly
believe,
for
everyone
is
our
Schoolboard
meeting
dates.
Our
first
hearing
or
reading
is
on
September
19th
at
6
p.m.
at
the
Schoolboard
meeting
October
17th.

We
will
have
a
public
hearing,
an
opportunity
to
hear
from
individuals
in
the
community
and
then
on.
The
7th
of
November
will
be
the
second
reading
and
the
time
at
which
we
would
be
asking
for
board
members
to
vote
upon
the
comprehensive
rezone
lines
that
we
have
presented,
and
so
at
this
time,
I'm
going
to
turn

at
this

I'd
like
to
invite
anybody
who
wants
to

diversity.
Matters
I
am
concerned
about
the
lack
of
the
diversity
in
the
new
zoning.
Maps
I
totally
understand
the
current
Financial
challenges
of
the
district,
as
well
as
the
transportation
challenges,
and
hopefully
the
financial
challenges
will
go
away
in
the
next
couple
of
budget
Cycles.
However,
these
zones
will
likely
be
in
place
for
the
next
20
years.
I
heard
Dr
McNeely
said
this
hasn't
been
done
in
40.
E
Hopefully
it
won't
take
that
long
again,
but
we
need
to
be
realistic
that
these
are
kind
of
permanent
things
that
we're
about
to
put
in
place.
So,
given
the
past
history
of
our
district
and
our
nation
in
general,
Whenever,
there
is
a
large
population
of
non-white
students
in
schools.
E
Those
schools
get
less
resources,
our
es,
meaning
they
have
less
certified
teachers,
they
have
the
worse
facilities,
it
takes
longer
to
give
improvements,
and
all
of
this
impacts,
student
achievement
and
I
fear
that
these
new
maps
will
continue
to
contribute
to
the
achievement
Gap
that
we
already
have
and
set
us
back
as
we're
trying
to
overcome
that,
and
also
for
the
good
of
our
community.
We
need
our
schools
to
have
diversity
school.
You
should
go
to
people
who
who
look
like
everybody,
not
just
a
monolith.
E
So
I,
especially
in
our
high
schools,
I
I,
want
to
see
what
the
demographic
comparisons
are
for.
What
we
currently
have
versus
the
proposed,
as
well
as
the
economic
status,
with
free
and
reduced
lunch
of
what
we
currently
have
and
then
what
is
proposed,
because
what
I
don't
want
to
see
is
more
concentration
of
poverty
and
that's
exactly
what
it
looks
like
that.
We're
doing,
especially
to
Eide
and
also
probably
Lincoln
Middle.
E
School
during
the
initial
input
assessments,
I
had
asked
about
guidelines
for
zoning
exemptions
to
be
explained
with
the
new
maps
and
I
have
not
been
able
to
find
that
information
on
the
website.
So
please
put
that
somewhere
where
parents
can
find
it
accessible.
E
I
would
ask
that
the
district
give
exemption
preference
to
students
who
want
to
stay
at
their
current
schools
before
they
allow
students
who
have
never
been
at
that
school
to
come
there,
and
also
that
when
an
exemption
is
granted,
it
is
for
the
duration
of
the
remaining
of
their
time
either
in
middle
or
high
school
and
I
would
like
to
ask
that
the
board
passed
a
policy
concerning
certified
teachers.

So
we've
had
a
lot
of
kids
last
year,
who
went
a
whole
year
with
no
certified
teacher
I
would
like
for
them
to
not
be
able
to
have
that
ever
again.
So
if
a
kid
doesn't
have
a
certified
teacher
in
second
grade,
then
especially
for
the
remainder
of
their
Elementary,
that
from
every
year
on
out,
they
have
to
have
one,
because
we
are
doing
a
great
disservice
to
our
kids.
Me
just
two
more
seconds.

The
other
question.
I
have
is:
when
will
the
next
set
of
maps
when
will
they
be
presented
after
all
the
feedback
sessions,
and
if
that
stuff
can
be
added
in
the
FAQ
section?
That
would
be
really
helpful
because
the
the
information
on
the
zoning
isn't
quite
user
friendly,
at
least
not
to
me.

East
Side
schools.

really
see
this.
That's
not.
This

not

school
board
problem.
It's
a
county
and
City
the
problem
because
they
keep
agree
to
De
development
over
to
the
West
Side.

we're
not
going
to
have
schools
on
par,
and
we
can't
even
get
development
here
on
the
east
side
and
so
I'm
concerned
about
that,
because
I'm

say
I
feel
like
the
West
Side
parents
are
not
going
to
want
to
have
their
kids
bust
over
here
on
the
east
side,
because
there's
only
two
choices:
either
you
build
new
schools
on
the
west
side
or
you
going
to
have
to
have
schools
on
the
West
Side
come
to
the
east
side,
where
Theo
the
schools
are
not
overcrowded.

There
is
no
other
choice
and
I
don't
see
them
going
to
have
that
to
happen
and
and
then
a
third
choice
which
I
am
firmly
gu,

a
closure
of
East
East
Side
schools
and
they
going
to
be
bust
over
to
the
west
side
to
the
new
schools.
What
what
other
choice
is
there
to
have?
And
we
have
to
be
realistic
and
you
talk
about
diversity.
The
neighborhoods
are
not
diverse.
So
where
are
you
going
to
be?
If
that's
one
of
your
priorities
from
the
last
school
board?

get
diversity,
because
when
it
comes
to
diversity-
and
you
tell
them
parents
on
the
West
Side,
you
want
to
be
diverse

you

have
their
kids
bust
over
here.
So
you
could
be
a
diverse
schools.
It's
going
to
be
a
problem,
but
then
I
I
don't
see.
There
was
no
problem
with
when
Duvall
was
closed
and
Waldo
was
closed.

two
children
currently
zoned
for
Parker.
One
of
them
is
attending
this
year
and
the
next
one

attending
next
year,
hopefully,
and
we're
being
rezoned
to
Foster.
We
live
in
Pleasant,
Street,
neighborhood
and
I
feel
like
there's
a
huge
gap
in
transportation
between
those
two
schools.
The
distance
may
not
be
that
much
further,
but
the
transportation
options
are
way
different.

Our
our
goal
would
be
to
walk
or
ride
bikes
to
that
school
and
it's
just
not
feasible
with
Foster

came

see

school
as
much

anything
else

quite
impressed
by
what
has

done
with
combining
the
new
buildings
and
the
old
buildings.
But
I
could
say
something
about
where
I
live,
which
is
actually
way
on
the
west
side
of
the
county
in
in
the
area
that
served
by
the
Newberry
schools
and
I.

Guess
the
whole
General
concept
of
what
you're
doing
there
see
or
is
proposed
to
be.
There
seems
to
make
sense
to
me
because,
basically,
at
least
on
the
elementary
level,
some
kids
are
being
chopped
off
or
some
sections
of
town
are
being
chopped
off
and
sent
to
Archer.
Some
sections
are
being
chopped
off
at
the
North
End
and
going
to
I
think
it
was
Herby
and
then
also
what
happens
to
the
middle
SCH,
school,
kids
and
high
school
kids,
or
at
least
the
elementary
kids
when
they
move
up.

They
end
up
staying
basically
in
the
same
cohort
of
kids,
that
the
kids
that
sent
to
Herby
now
will
be
sent
to
Santa
Fe
High
School,
for
example.

think
the
overall
concept
looks
pretty
good.

mention
is
the
road
that
I
live
on
just
happens
to
be
right
on
the
border
of
where
this
is
going
to
occur
on
the
North
End

Newbury
Elementary
School
Zone,
and
it
almost

that
road
just
happens
to
be
a
three
mile
long
dead
end
that
kids
on
either
side
of
the
same
road
should
go
to
the
same
school,
because
otherwise
you'd
have
to
have
two
buses
going
there
and
making
a
u-turn
at
the
end.
