canals
County
area
went
to
Centauri
High
School
Tristan's
got
a
little
different
history
as
far
as
getting
into
law
enforcement
is
almost
his
entire
family's
in
law.
Enforcement
and
I've
actually
worked
with
his
family
for
quite
some
time.
As
his
father
is
the
sheriff
in
canals
County.

Blanca

married

daughter
he
also
graduated

I'm
excited
to
be
here.
I've
joined
the
CRP
team,
I
used
to
work
over
at
Crossroads
turning
points
for
15
plus
years,
so
changing
things
up
a
bit
I've
been
in
the
valley
for
over
20
years
and
I'm
excited
to
be
able
to
provide
resources
and
support.
So
I'm
glad
to
be
here.
Welcome.

Summit
in
Washington
DC
last
week,
which
was
really
a
great
Summit.
We
learned
a
lot
heard.
Some
great
presentations
got
to
meet
some
other
sites,
hear
what's
going
on
in
the
country
around
diversion
deflection
and
just
be
part
of
that
is
exciting.
Hearing
what's
coming
down
from
the
federal
government
as
far
as
changes
in
some
laws,
and
things
like
that
were
regarding
to
helping
people
who
are
struggling
with
substance,
use
mental
health
issues
and
trying
to
get
them
more
connected
to
helping
those
issues
versus
you
know
putting
them
through
our
traditional
system.

So
today,
our
time
this
year
from
last
year,
our
referrals
have
increased
by
617
percent,
which
is
phenomenal
and
huge
and
again
I
contribute
that
to
all
of
our
partners,
our
partner's
willingness
to
collaborate,
willingness
to
help
people
reach
out
and
work
with
us
too,
as
a
team
working
together
to
help
people
has
been
really
significant
and
the
impact
that
we're
able
to
provide
and
the
people
that
we're
serving.
So,
as
you
know,
we
do
our
lead
our
lead
program
with
the
lead
funding
from
the
BHA.
L
As
far
as
our
referrals
with
our
pregnant,
ladies
and
because
of
our
ability
to
implement
the
cosap
pathway
and
work
with
our
health
care
providers,
8.3
percent
of
our
referrals
have
been
through
been
pregnant,
women
and
then
60
of
those
were
homeless,
and
so
talking
about
a
significant
impact
for
a
parent
and
also
trying
to
get
them
connected
to
resources.
As
many
of
those
as
well,
we've
been
able
to
get
them
to
treatment
with
their
child.
L
So
then
there's
no
separation
of
the
child
with
the
mom,
so
they
can
maintain
that
family
unit
and
that
Bond
and
helping
them
transition
back
into
the
community
once
they've
completed
treatment
and
then
finding
them
housing.
So
once
they're
back
here
in
the
community,
helping
them
stabilize
by
finding
them
stable
housing,
and
so
that
was
significant
for
us,
it
wasn't
something
that
we
were
tracking
before
with
lead
when
we
opened
it
up
at
the
coast
up.
That
was
some
a
trend
that
really
stuck
out
for
us,
and
so
that
was
significant.

But
the
thing
with
Alamosa
I
appreciate
is
your
guys's
willingness
to
really
think
about
how
we
also
can
help
our
homeless
and
unsheltered
population,
because
a
lot
of
that
unstableness,
of
course,
you
know,
contributes
to
their
inability
to
be
successful
in
life
and
you
know,
fill
safe
in
their
own
in
their
own
spaces.
So
the
other
thing
that
we
noticed,
of
course,
is
the
increase
of
the
homelessness.
So
there
is
a
lot
of
increase
of
our
population,
our
participants
that
we
serve
that
are
homeless
and
also
struggling
with
severe
mental
illnesses.
L
Since
we
started
in
2018,
we've
had
some
of
our
participants
who
were
referred
to,
as
in
the
very
beginning,
who've
had
some
continued
struggles.
We've
noticed
that
use
on
their
mental
illness
is
significantly
kind
like
their
mental
health
is
declined
significantly
because
of
it,
and
so
now,
where
we
serve
them
before,
where
we
serve
them.

So
the
increase
in
the
fentanyl
use
with
our
substance
are,
with
our
participants,
has
been
significant,
so
we've
tried
to
stock
ourselves
more
with
naloxone
and
Narcan
fentanyl
test
strips
the
other.
One
is
xylazine,
so
xylazine
is
popping
up
and
we
are
seeing
it
and
it's
being
reported
with
participants
use.
So
that's
another
test
strip.
We've
tried
to
purchase
and
provide,
so
we
have
it
on
on
hand
for
our
participants,
but
that's
probably
the
most
update
I
had
for.

The
only
thing
kind
of
tying
back
into
the
conference,
as
well
as
some
of
the
shifts
that
we're
seeing
nationally
is
a
growing
use
of
what
people
call
peers
and
peers
can
be
used
differently
depending
on
what
program
they're
they're
working
with.
But
it's
it's
someone
with
lived
experience.
That's
going
to
be
working
with
the
population
that
that
program
is
is
working
with,
and
so
that
could
be
substance
use
that
could
be
mental
health.
That
could
be
homelessness,
just
any
type
of
lived
experience.

Awesome
and
they
do
have
a
significant
impact
being
able
to
have
that
lived
experience
to
relate
to
someone
when
they're
struggling
and
there
might
be
fears
of
wanting
to
reach
out
for
help
or
they're
scared,
and
so
having
somebody
with
that.
Experience
has
been
beneficial
for
our
team
and
I
know.
Our
co-responders
also
really
appreciated
being
able
to
utilize
him
when
he
has
people
he
wants
to
refer
over.
The
only
one
last
thing
I
will
say
is
because
of
the
significant
increase
in
our
referrals.

I
do
like
to
keep
our
case
managers
caseload,
safe
and
fairly
low,
just
because
of
how
intense
it
is
for
our
participants
in
the
work
that
we
do
with
them
right
now.
My
case
managers
are
averaging
between
18
and
25
people
per
caseload,
which
is
why
it's
nice
to
have
Trent
come
on
board
to
help
us
out
and
we
will
be
hiring
additional
case
managers.
So
again,
the
increase
in
referrals
is
is
a
good
thing
for
us,
but
you
know
the
need
is
definitely
there
so
and.

Then,
before
we
jump
to
corresponder,
Carrie
did
talk
about
the
percentage
that
are
homeless
and
it
just
we
are
in
this
housing
crisis
and
it's
for
Workforce
housing.
It's
for
housing,
that's
at
250
000,
but
it's
also
for
housing
as
you're
trying
to
exit
homelessness
and
try
to
stabilize
and
try
to
do
those
types
of
things
and
and
I
know
it
can
be
a
political
Hot
Potato.
C
But
when
you
talk
to
our
key
Partners
in
the
community
and
no
and
by
key
Partners,
it's
our
partners
who
are
involved
in
the
justice
system,
our
partners
who
are
involved
in
health
care,
Social
Services.
Anything
like
that.
This,
this
need
for
housing
is
very,
very
critical
and
and
to
try
to
start
repairing
some
of
the
other
items
and
connecting
to
resources
on
a
regular
basis.
It's
almost
impossible
to
do
that
without
housing,
and
so
I
know
with
our
crhdc
project.

That's
not
that's
not
entry
level,
but
it's
the
workforce
and
and
the
amount
of
that
housing
project,
as
well
as
the
airport
housing
project
that
can
be
targeted
more
for
those
that
might
have
barriers
into
getting
into
the
market.
Housing
are
some
really
critical,
first
steps
and
it's
we
can
put
resources
to
trying
to
help.

I'd
love
to
give
you
guys
numbers
right
now
we're
in
the
process
of
working
on
those,
but
what
I
can
tell
you
is
they've
been
called
out
numerous
times
a
week,
but
on
top
of
that,
they
also
follow
up
with
the
individuals
that
they
that
they
work
with
so
and
we're
constantly
having
meetings
to
better
relationships
with
our
our
outside
resources.
So
I
think
we're
doing
a
pretty
good
job
with
that.

So
these
are
options
that
we
didn't
have
in
the
past
and
I
really
think
it's
important
that
we
keep
going
the
direction
we're
going
because
it
is
helping
the
community
it's
helping,
a
certain
population
and
it's
helping
my
officers,
it's
helping
dispatch
and
that's
something
that
we
need,
because
our
our
call
volumes
a
little
high
for
a
small
department.
But
it
has
helped
I.

C
And
there
have
been
instances
where
some
people
have
been
hospitalized
type
of
situation
and
that
to
be
able
to
navigate
that?
For
the
health
and
safety
of
that
individual
is
a
really
big,
complicated
thing
and
so
they're,
taking
the
some
of
the
lower
level
all
the
way
up
to
trying
to
navigate
those
more
serious
ones
as
well.

Yeah
I
mean
on
I
guess
closing.
It
is
extremely
nice
to
have
individuals
that
are
professionally
trained
for
this
type
of
lingo,
which
I'm
not
exactly
trained
for
so
it
can
kind
of
go
right
over
my
head
sometimes,
but
to
have
the
corresponders.
You
know
they're
with
us
and
understand
that
type
of
lingo-
it's
it's
fantastic,
so
I
couldn't
ask
for
more
other
than
keep
this
program
going
because
we
need
it.
So

measure
success

level

this
was
successful
and
I
guess
just
sort
of
that
idea.
Obviously,
I
have
to
assume
it's
not
100.
So
is
there
a
point
where
you're
like
okay,
this
isn't
working
I'm,
just
curious
a
little
bit
how
that
works.

it's
very
very
individualized,
so
it
depends
on
each
individual
person,
because
our
case
managers
truly
are
meeting
everyone
where
they
are
in
their
situation
and
depending
on
what
their
needs
are
really
depends
on.
What
that
looks
like
for
them,
because
everybody's
goals
are
different,
so
it
is
very
individual
based
their
goals
are
driven
by
what
they
need,
what
they
want.
It's
not
driven
by
what
we
think
that
they
need
and
so
trying
to
measure.

How
to
make
appointments?
How
to
advocate
for
themselves
when
they're
going
out
in
the
community
and
then
once
they're
there,
and
we
are
there
just
to
support
them
and
they
can
take
off
and
fly
and
do
on
their
own.
Then
we're
just
the
cheerleaders
in
the
background
and
we're
just
there
to
support
them,
and
you
know
if
they
stumble
and
they
fall.
They
know
they
can
come
back
and
we
just
help
pick
them
up
and
carry
them
for
it
again,
and
so
it's
just
maintaining
that
stability
for
themselves.

So
I
think
the
other
key
part
and
they
they
trained
us
on
this
from
the
very
beginning.
But
it's
something
we
always
have
to
remind
ourselves
is:
there's
not
going
to
be
statistics,
it's
not
something
where
we're
going
to
say.
80
percent,
you
know
have
achieved
X
type
of
situation,
and
so
everything
Carrie
just
said,
but
we've
also
tried
to
modify
a
little
bit
of
what
we're
tracking
to
have
better
language
as
we
communicate
with
the
public,
and
so
some
of
it
is.

But
this
one
person
said
as
someone
who's
working
with
these
programs,
you
have
to
get
comfortable,
knowing
there's
going
to
be
more
losses
than
successes,
but
these
are.
These
are
challenging
issues
and
and
as
a
society,
our
structures
weren't
set
up,
and
these
are
the
ones
who
were
falling
through
those
cracks.
And
so
you
have
these
major
institutions
that
know
what
they're
supposed
to
be
doing,
but
they're
walled
off
and
we're
working
with
individuals
that,
for
the
most
part,
have
been
falling
in
between
that
and
how
do
we
lift
them
back
up?

And
so
it's
it's
hard
like
we're.
Never
going
to
have
statistics
to
say:
80
have
done
X,
Y
and
Z,
but
we're
trying
to
get
more
to
where
we
can
say.
We've
had
20
positive
life
advances.
You
know
this
quarter
or
five
or
whatever
that
might
be
type
of
situation,
so
we
can
have
better
language
of.
Is
it
worth
it
type
of
situation?
So.

If
you
don't
have
one
more
question
sort
of
tied
into
this,
so
if
I
remember
correctly,
when
we
started
this
part
of
it
was
because
so
many
people
were,
it
was
the
revolving
door
going
into
jail
because
I
kept
shoplifting
or
doing
certain
things.
So
on
that
level,
do
you
feel
so?
If
it's
is
sort
of
that
focus
of
up,
do
you
see
the
police
or
somebody
recommend
it?
Are
you
able
to
measure
that
side
of
it?
So
in
that
sense,
are
they
doing
less
crime?

mean
what
I'm
looking
at
are
specifically
Alamos
a
PD
referral,
so
there's
only
so
many
that
I
can
actually
look
at
you
as
far
as
or
give
you.
As
far
as
a
an
actual
example,
I
mean
I.
Look
at
some
of
the
referrals
that
I've
made
and
I
could
tell
you
that
that
some
of
those
right
like
Heather,
says
you're,
probably
not
going
to
get
to
that
80
percent
right.

think
you
guys
are
tracking
if
they
reoffend
right,
but
then
also
since
we
opened
up
that
pathway
to
come
in
if
a
healthcare
partner
is
referring
in,
they
may
not
be
having
yet
run
in
with
police.
But
that's
the
point
is
we
want
us?
We
want
to
stop
it
before
we
get
to
that
type
of
thing
and.

Our
goal
is,
we
want
to
keep
communication
with
lead
and
I
think
we
need
to
work
better
on
that
as
an
agency.
As
far
as
contacts
with
clients
right
people
that
have
already
been
referred
into
lead
if
we're
contacting
them
for
other
offenses,
they
need
to
know
the
case.
Managers
need
to
know
so
we're
trying
we're
doing
the
best
we
can
right
now.

a

I
think
it's
been
a
pretty
good
addition
to
the
community
I'm
glad
to
hear
what
you
just
said
about
people
not
offending
as
much
or
not
dealing
with.
You
know
the
same
people
as
much
as
you
did
before
after
they
get
into
the
program,
because
I
didn't
want
to
bring
something
up
tonight
and
I.

You
just
looked
into
this
stuff
I
believe
it
was
Austin
or
somebody
that
had
changed
some
of
their
Municipal
laws
on
panhandling
and
things
like
that
and
and
the
reason
I
bring.
This
up
is
because
lately
I've
had
conversations
with
individuals.
Who've
been
who've
had
really
bad
interactions
with
with
people
that
were
using
drugs
or
other
things,
and
when
they
called
PD
these
hands
were
kind
of
tied.
You
know
there
was
only
so
much
they
could
do
because
they
were
offending
in
a
misdemeanor
way.

I
guess
they
were
drug
use
things
like
that,
but
then
either
before
or
after
PD
got
there,
it
escalates
and
so
I
feel
like
through
some
of
the
laws
that
we've
changed.
Municipally
we've
tied
your
guy's
hands,
and
so
it's
a
conversation.
I
really
think
we
need
to
have
I've
had
these
conversations
with
several
people
in
our
in
our
community
people.

need
to
have
a
conversation
about
I've,
because
I've
had
a
lot
more
people
approach
me
lately
and
it's
not
just
your
normal
panhandling
or
normal
interactions
in
the
alley
with
with
you
with
people,
it's
people
that
are
using
they're,
seeing
them
they're
trying
to
either
help
them
move
on,
because
there's
kids
around
or
whatever
and
the
people
become
volatile
and
there's
really
nothing
that
anybody
could
do
because
they're
breaking
the
line
of
in
a
way
that's
minoring
enough
for
them
to
get
away
with
it.
So.

As
far
as
you
know,
if
they
do
see
someone
shooting
up
what
they
can
do
and
if
you're
in
possession
of
a
certain
amount
that
has
gone
up
and-
and
it's
not
a
municipal
type
of
situation
that
that
we
can
fix
on
some
of
that-
and
maybe
that's
the
conversation
that
needs
to
be
happening
from
a
state
level
perspective
is
is,
is
how
some
of
that
decriminalization
is
occurring
at
the
state
level
and
and
so
as
it
comes
to
homelessness.
That's
an
interplay
between
the
Constitution
and
and
what
we
can
do.

But
again
we
can
have
those
conversations
offline,
but
I
know
the
there's
nuances
in
there
and
it's
frustrating
from
a
public
perception,
because
when
you
see
someone
doing
what
you
think
is
breaking
the
law
and
not
realizing,
maybe
something's
changed
at
the
state
level
or
because
of
Court
decisions
and
how
the
Constitution
is
factored
into
some
of
those
things.
Our
hands
are
tight
as
well,
and
so
it's
it's
it's
a
red
flag
for
us
to
probably
be
trying
to
do
more
education
as
well.

So
it's
not
to
say
that
there's
not
potentially
a
chance
out
there
that
we
need
to
do
a
new
law,
because
I
think
from
a
from
a
continuous
Improvement
perspective,
there's
always
potentially
something
we
need
to
look
at,
but
just
knowing
from
some
previous
conversations,
I
think.
That's
probably
where
a
lot
of
the
frustration
is
coming
from
a
community
perspective.

agree

what
she's
saying
the
problem
right
now,
with
what
I'm
seeing
what
the
officers
are
seeing
are
coming
from
the
state
level,
they've
decriminalized
certain
laws
which
make
make
it
very
difficult
for
us
to.
We
can
enforce,
but
there's
a
little
there's
a
limit
on
what
we
can
enforce
and
what
actually
occurs
with
that.
A
lot
of
these
were
available.
Offenses
just
doesn't
happen,
it's
it's
a
ticket,
so
I,
don't
know
that
this
is.

maybe
that's
something
we
do.
Maybe
we
Lobby
CML
and
start
having
those
conversations,
and
that's
just
why
I
wanted
to
bring
it
up,
and
you
know,
even
with
you
guys
at
these
conferences,
you're
going
to
just
we,
we
talk
about
it
and
we
try
to
understand.
You
know
what
what
we
can
do,
because
allowing
someone
to
keep
doing
what's
harming
them
is
not
necessarily
helping
them
either
and
I'm.

Annie
altsborg
and
I'm,
with
San
Luis
Valley
Great,
Outdoors,
I'm,
newer
to
the
valley
I'm
about
a
month
and
a
half
officially
moving
in
and
I
just
wanted
to
start
off
by
thanking
you
for
welcoming
to
this.
Welcome
amazing
Valley
I
felt
really
really
at
home
here
so
far
and
I've
been
working
with
San
Luis
Valley
Great
Outdoors,
since
January
of
2022
just
remotely
so
pretty
unique
experience.

So
the
heart
of
the
Valley
Trail,
it
was
a
conception
born
out
of
SLV
go
when
we
were
first
created
in
2013..
They
developed
a
community
survey
because
they
wanted
to
understand.
You
know
what
could
SLV
go
do
to
provide
to
the
community,
and
so
we
received
our
responses
and
you
know
they
gathered
the
data
and
they
realized
that
community
members
wanted
a
trail
that
would
connect
different
communities
in
the
San
Luis
Valley,
and
so
that's
how
we
coined
the
term
the
heart
of
the
valley
so
fast
forward
from
2014
to
2022.

You
know
we
started
this
awesome
partnership
with
the
city
of
Alamosa
and
various
other
Partnerships
in
the
valley
with
local
governments,
non-profits,
private
and
federal
governments,
and
so
you
know,
as
this
momentum
grew,
we
actually
kind
of
put
heart
of
the
valley
back
out
on
the
table,
and
so
that's
where
I've
come
in
in
the
last
two
years,
and
so
we've
rece
received
our
first
funding
source
and
that's
from
the
Colorado
State
outdoor
recreation
industry
office,
and
so
that's
allowed
us
to
develop
our
master
plan.
That's
still
in
the
works.
It'll
come
out
this
summer.

overall
welcome
I
I,
hope
you,
the
valley,
lives
up
to
all
your
expectations
that
you've
been
helping
with
over
the
last
couple
years
before
you
got
here
and
I
love
the
phrase
and
I
look
forward
to
not
only
seeing
what
comes
out
of
it,
but
hopefully
giving
the
community
an
opportunity
to
volunteer
to
help
as
well.

For
the
update
from
the
sexiest
Committee
in
the
city,
a
couple
of
things
we've
been
chewing
on,
it's
been
a
it's
been
an
interesting
year
for
Main
Street.
There
we
had
a
couple
of
new
opportunities
across
our
table
that
I'll
elaborate
on
briefly
and
then,
of
course,
continued
focus
on
the
downtown
design
plan,
as
was
published
a
few
years
ago.
O
The
actually,
let's
look
at
the
downtown
design
plan.
First,
because
that's
sort
of
you
know
what
the
committee
is
is
rooted
in
Christmas
lights,
over
the
tops
between
the
buildings
to
help
enhance
Alleyways
and
side
streets
and
in
particular,
San
Juan,
which
is
our
Festival
Festival
Street
looks
like
it's
going
to
happen.
O
Asu
has
pitched
in
on
this
to
assist
and,
of
course,
count
on
Graber
and
and
Woody's
to
with
their
buildings
on
opposite
sides
of
the
street
to
provide
a
place
to
land
those
I've
been
in
contact
also
with
valley-wide
Health,
about
doing
something
across
the
alley
between
my
property
and
and
the
courthouse
see.
If
we
can
light
that
up
and
sort
of
begin,
the
the
low
hanging
fruit
portion
of
of
continued
Downtown
Development.
O
There
are
some
parts
of
that
plan,
they're
going
to
be
very
expensive,
and
but
there
are
some
things
we
can
do
to
make
our
Alleyways
and
our
side
streets
and
our
Main
Street,
more
pedestrian,
friendly,
more
walkable,
more
inviting
without
breaking
the
bank,
and
so
you
know
putting
up
some
festival
lights
and
that
sort
of
sort
of
thing
is
not
expensive
and
not
complicated.
We
just
have
to
remember
to
get
the
right
people
around
the
coffee
table
and
then
you
know
usually
it
happens.
So
that's
going
forward.

We
are
looking
at
Downtown
Development
Area
versus
urban
renewal
area
research.
City
staff
has
done
an
amazing
job,
breaking
that
down
into
Layman's
speech
so
that
we
can
try
and
understand
what
we're
dealing
with.
What
we're
trying
to
do
is
come
up
with
funding
mechanisms
for
the
larger
projects
like
Alleyway,
Redevelopment
and
others
that
are
in
the
plan
and
trying
to
figure
out
which,
if
any
tool
is
the
best
one
to
put
forward
that
one.

What
another
idea
that
was
thrown
out
was
a
common
consumption
area,
so
we're
talking
about
during
festivals
or
during
Fridays
being
able
to
walk
around
with
the
beer
that
has
proved
to
be
an
interesting
sort
of
a
tussle.
We
have
several
restaurant
owners
that
are
on
the
Main
Street
committee
and
while
everybody
likes
the
idea
of
being
able
to
go
from
one
venue
to
another,
there
are
a
couple
of
sticky
wickets.
The
first
one
is
the
liability
related
to
service
and
where
that
liability
is
pinned.
O
If
there
is
an
incident,
that's
not
entirely
clear,
there's
also
a
security
component
that
has
to
be
brought
into
it
and
that
security
component
could
be
as
simple
as
IDs
and
wristbands
or
it
could
be
as
complex
as
paid
staff
walking
the
street
so
we're
trying
to
thresh
those
things
out.
So
we
can
decide
if
it's
something
we
really
even
want
to
do.
I'm
a

And
I'd
like
the
idea
of
being
able
to
go
from
one
place
to
another,
but
I
also
understand
that
when
there
is
more
opportunity
and
more
exposure,
I
mean
that's
not
absolutely
the
best
thing
at
this
moment
for
our
community.
So
those
are
the
questions
we're
weighing
slowly
in
our
community.
In
our
committee
we
had
one
of
the
questions.

Another
question
we've
been
chewing
on
is
some
version
of
vacant
building
tax
or
some
mechanism
to
take
owners
or
properties
that
are
vacant
perpetually
vacant
and
figure
out
how
to
incentivize
activity
in
those
buildings.
In
the
example,
I
like
to
use
is
the
HobbyTown
building
because
it
sat
vacant
for
a
long
time
and
the
previous
owner
of
the
building
who's
a
nice
guy,
but
wasn't
motivated.

We
passed
the
street
funds
tax,
but
if
we
were
fully
occupied
downtown,
we
would
have
had
that
money
already
anyway,
so
we
had
to
pay
pass
a
tax
on
the
citizenry
to
fill
a
hole
created
by
empty
storefronts,
see
how
I
connected
the
dots,
okay,
so
I'm,
a
pretty
conservative
guy.
So
this
one,
this
one's
a
little
bitter
in
my
mouth,
because
I'm
trying
to
figure
out
what
do
we
do?
O
How
do
we
incentivize
a
property
owner
to
do
something
with
their
private
property?
Maybe
they
don't
want
to,
and
maybe
they're
not
motivated
to.
So
that's
a
question
that
we're
chewing
on
because
we
have
to
balance
the
needs
of
the
community
with
the
rights
of
the
individual
property
owners
you're
following
okay,
we
also
talked
about
food
truck
the
current
food
truck
regulations.
We
toss
those
around
for
a
couple
of
meetings.

We
didn't
think
the
current
regulations
really
should
change,
but
maybe
some
flexibility
for
special
events
like
First
Fridays.
You
know
that's
open
for
discussion,
Mr,
Jason
Trujillo
said
First.
Fridays
he's
normally
packed
anyway
and
has
trouble
keeping
up
with.
What's
going
on
in
going
on
in
there,
other
restaurant
owners
I
have
walked
down
and
talked
to
have
said
about
the
same
thing,
to
be
very
careful
about
balancing.
You
know
the
capital,
investment
of
a
brick
and
mortar
restaurant
against
a
lower
barrier
to
entry
mechanism
like
a
food
truck

Another
tool
that
could
complement
it
is
if
a
building's
been
sitting
vacant
for
x
amount
of
time,
so
maybe
a
year,
then
it
maybe
we
need
to
have
access
from
a
minute
from
an
inspection
perspective
and
that
might
be
able
to
try
to
reduce
the
amount
of
neglect
that
might
be
happening
and
we
might
be
able
to
at
least
be
made
aware
of
some
issues
and
and
Spark
some
repairs
to
be
made.
So
those
could
be
two
tools
that
go
well
together.
Yeah.

That's
right,
so
one
of
the
things
we
tossed
around
was
okay,
so
as
a
as
a
building
is
left
to
neglect
and
it
decays,
then
of
course
it
becomes.
You
know
almost
valueless.
The
the
HobbyTown
building
was
probably
two
years
from
being
a
pocket
park
because
of
the
amount
of
water
that
was
coming
into
it,
and
so
we
kind
of
got
lucky.

People
get
into
them
and
that's
where
you
know
your
fire
start.
That's
where
your
serious
local
crimes
problems.
You
know,
Fester
I,
think
I
think
it's
reasonable
to
say
that
no
responsible
owner
of
a
structure
wants
it
to
fall
into
disrepair
and
from
that
basis,
and
expanding
on
on
Heather's
point
a
little
more
yeah,
maybe
there's
a
Time
fuse
where,
after
we
can
come
up
with
a
mechanism
to
do
an
annual
inspection,
make
sure
that
it
is
still
in
code
for
where
it
was
when
it
was
last
used.

got
I,
got
a
real
problem
with
telling
people
what
to
do
with
their
property.
You
and
me
both
you
know
in
if
we
do,
we
gotta
do
it
delicately
and
and
find
a
way
how
we
can
meet
them,
halfways
or
whatever
you
know,
to
send
somebody
an
inspector
building
and
and
force
them
to
tear
it
down
or
do
something
with
it.
I
I,
don't
think
we
want
to
go
that
direction.

think
we
want
to
work
with
them
with
with
the
people,
and
you
know,
we've
gone
through
some
tough
times
and
and
we
live
in
an
Express
Valley
as
it
is,
you
know
so
to
try
to
put
together
the
funding
to
redo
some
of
these
buildings.
It's
it's
hard,
you
know,
and
so
we
we
just
got
to
be
careful
and
I
know
that
even
like
downtown,
you
know
it's
it's
hard.
When
you
have
a
a
building,
that's
been
vacant
for
a
while,
but
I
I've
noticed
going
driving
down
there
that
they
are
doing
some
stuff.

old
Oscar
Building
looks
like
somebody's
working
on
that
they've
got
to
date.
It
they.
They
start
doing
there,
the
old,
the
the
lumber
yard
that
they've
we've
done.
That
they've,
you
know
they're
starting
to
put
together,
but
sometimes
the
funding
is
not
there
and
and
I
could
see
if
some
of
these
people
that
are
not
from
here
that
are
out
of
state,
you
know
I
could
see
that,
but
you
got
to
be
careful
how
we,
how
we
we
approach
these.

We
want
to
try
to
get
the
units
built
as
quickly
as
possible,
so
we
can
get
Grant
funds
dedicated
to
behavioral
health
and
the
wraparound
Services
get
people
into
the
housing
all
of
that
type
of
stuff,
so
it
took
a
while,
but
thankfully,
with
with
Steve's
leadership,
he
went
ahead
and
kind
of
did
some
of
the
bidding
ahead
of
time.
So
we
were
opening
the
the
bids
the
same
time.

We
got
the
contract,
and
so
thankfully
we
tried
to
put
as
much
forward
as
we
can
from
a
time
frame,
so
that
is
gonna
start
happening
once
we
award
the
bids
I
wanted
to.
Let
you
guys
know
that
we
have
this
unique
opportunity
for
the
back
nine
irrigation.
As
you
know,
Andy
was
successful
in
receiving
half
million
dollar
grant.

For
that,
when
we
made
contact
with
the
the
professional
companies
that
do
the
work
they
were
booked
until,
like
2025
type
of
situation,
which
doesn't
work
that
well
from
a
grant
perspective,
and
it
doesn't
work
as
well
when
we
started
this
year,
seeing
the
system
really
start
to
fail,
I
think
we
had
two
or
three
major
breaks
more.
We
had
a
lot
of
breaks
that
took
a
lot
of
Staff
time
and
kind
of
jeopardized
the
turf
out
there
at
the
same
time.
So
we
have
a
unique
situation.

did
go
out
for
a
a
bid.
The
low
bid
had
a
community
pull
out,
and
so
they
would
be
able
to
do
it
this
year,
type
of
situation,
or
else
we're
going
to
have
to
wait.
So
the
only
reason
I'm
bringing
it
up
right
now
is
they
were
94
000
above
what
our
budget
estimate
was
and
what
you've
approved
from
a
budget
perspective.

If
we
can
meet
our
grant
requirements
at
the
same
time
and
the
amount
of
staff
time
on
fixing
breaks
and
the
back
nine
is
going
to
cost
us
more
than
that,
so
we're
going
94
000
above
a
1.3
million
dollar
project,
so
I
wanted
to
share
that
next
week.
You
guys
need
to
drink
some
caffeine
because
we've
got
a
busy
week
next
week
and
so
I
just
wanted
to
make
a
reminder
on
Monday.
We
are
starting
with
the
joint
dinner
with
County
Commissioners.
That's
at

District

meeting
that's
being
held

that
starts

budget
work
session,
and
so

the

meeting
starts
at
six
here
then
Thursday.
You
don't
have

is
our
public
budget
meeting
though

This
is
where
we
present
kind
of
the
overview
of
the
annual
budget
to
get
some
public
feedback.

our
art
reception,
which
is
going
to
be
held
at

San
Juan.
That's
the
new
Boys
and
Girls
Club
office
building
right
there,
that's
at

30!
So
that's
where
the
public
can
come
and
meet
the
artists.
We
recognize
our
artists
who
are
participating
both
in
the
rotated
art
as
well
as
art
fest,
where
they're
they
come
with
their
tents
and
sell
their
art
on
that
Saturday.

also
present
the
art
appreciation
award
at
the
Arts
reception,
and
so
that's
Friday
night
at
5,
30
and
then
Saturday
is
Art
Fest
all
day
and
then
we
do
going
into
the
next
week.
You
do
have
a
work
session
before
your
regular
meeting,
which
is
a
budget
work
session,
and
so
there's
a
lot
coming
up.

sure
you
drink
your
coffee

we
got
we
got
some
late
nights
coming.
The
other
thing
I
just
wanted
to
share
is
from
a
code
enforcement
perspective.
Some
of
our
trucks
are
getting
kind
of
banged
up
going
down
Alleyways
or
on
certain
streets
like
a
street
sweeper
or
trash
trucks,
because
of
limbs
hanging
lower
than
what
they're
supposed
to
so
we
are
going
to
be
sending
very
nice
letters
out
to
Property
Owners,
reminding
them
of
their
responsibility
to
trim
their
trees
to
be
above
certain
Heights.

couple
hundred
locations,
and
so
those
letters
are
going
to
go
out.
It
gives
them
plenty
of
time
like
a
month
and
a
half
to
start
making
progress
on
it
and
that
they
can
call
us
if
they
have
any
questions,

so,

you

any
calls,
we
just
need
some
of
these
areas
the
limbs
to
to
be
removed.
So
we
can
get
our
vehicles
in
in
order
to
do
City
business,
and
so
with
that
