Description
The agenda was discussed.
A
We're
back
in
caucus
from
our
executive
session.
That's
our
thursday
november
12th
caucus
of
the
albany
common
council
getting
right
into
the
agenda.
It's
it's
it's!
The
new
stuff
is
is
light,
but
we
we
have
those
budget
ordinances
to
deal
with.
So
looking
at
ordinances,
skip
local
laws
or
hell.
Actually
we
probably
will
be
doing
local
law
k
after
the
finance
meeting.
It's
held
right
now,
but
currently
local
laws
are
held.
B
B
A
So
so
we'll
be
doing
it,
then
so
under
local
laws.
I
don't
have
it's
agenda.
Item
number
six
that'll
be
up
for
a
vote.
A
Okay
at
monday's
meeting,
the
rest
of
the
local
laws
are
held
then,
on
to
ordinances
introduced.
It's
42,
12,
1,
12
20..
It's
ordinance
authorizing
the
sale
of
51
b,
chav
of
a
couple
of
just
it's
going
to
finance
or
own.
This
will
be
introduced.
That's
mr
howie's
it'll
be
going
to
finance.
A
Okay,
that's
42,
112
20r!
You
can
see
where
I'm
at
right.
You
guys
all
have
the
agenda.
Okay,
all
right!
Let's
go
into
finance
and
within
that's
it
for
the
ordinances
introduced
under
ordinances
held.
There
are
a
number
of
them
that
are
on
the
active
calendar
at
this
point.
Have
we
gotten
through
all
of
them,
ginny.
B
We
have
gotten
through
most
of
them.
We,
the
remaining
ones,
we're
going
to
be
discussing
this
evening
and
there's
the
big
one
that
we're
going
to
be
dealing
with
tonight
is
27.10
27.
The
budget.
A
So
I
let
me
just
so
under
ordinances
held
prior
to
to
those
budget
ones,
we'll
have
agenda
item
11
by
mr
robinson
and
that'll
be
for
the
sale
of
vacant,
one
on
my
third
street
that
passed
that
passed
out
of
committee
and
then
the
next
item
is
agenda.
Item
14
by
miss
love,
that's
47!
First
street,
that's
authorizing
the
sale
to
thomas
lacy
and
then
next,
under
ordinances
held,
is
agenda.
Item
number
17
by
myself
that
will
be
sale
of
to
genesee
street.
A
A
You
allowed
it
to
pass,
but
you
wanted
more
information
on
whether
or
not
we
were
getting
the
fair
market
value
basically
of
the
property.
We.
A
It
was
of
value,
okay,
yeah,
okay,
and
so
just
I,
I
received
an
email
from
marisa
francini,
the
corp
council,
probably
around
five-ish
regarding
it,
and
she
says
that
and
knows
normally
in
those
instances,
because
remember
it's
it's
it's
an
easement
to
allow
for
the
the
construction
of
ada
compliant
ramp
on
on
this,
this
property
she
said
in
those
most
senses.
A
Is
they
normally
don't
charge
for
those,
and
actually
ask
me
if
I
wanted
to
to
negotiate
with
with
with
the
business
to
try
to
come
up
with
with
the
value?
So
if,
if
we
don't,
if
you
want
to
make
sure
the
value
is
fair,
but
in
these
instances,
when
we
normally
do
these,
we
don't
usually
charge.
I
I
would.
A
I
would
suggest
that
we
don't.
I
mean
it's
it's
construction
and
it
it's
constructing
an
ada
compliant
ramp,
attaching
it
to
the
business
and
brett.
If
you
want
to
chime
in
you
can
or
or
jr
you
you
all,
can.
D
Yeah,
I
think
that
was
essentially
our
understanding
again,
I
think
in
the
agreement
itself
for
the
easement
between
the
city
and
the
property
owner.
I
think
it's
listed
as
one
dollar
just
so
there's
you
know
an
in-kind
transfer
there,
but
again,
I
think,
as
kelly
said,
the
usual
practice,
especially
in
this
situation,
where
it's
a
small
business
looking
for
an
upgrade
to
their
property
and
to
bring
their
property
into
ada
compliance.
I
think
it's
usually
a
nominal
amount.
C
Well,
if
that's
our
policy
yeah,
it's
it's
important
for
us
to
treat
everybody
equally,
you
know
or
equitably
with
regard
to
transferring
an
asset
or
whatever
our
policies
are.
With
regard
to
different
things.
I'd
raise
the
issue
because
of
sidewalk
cafes.
You
know
we
do
charge
for
temporary
use
of
our
city
sidewalks
and,
and
that's
why
I
had
anticipated
that
there
would
be
some
sort
of
value
associated
with
this,
and
that's
why
I
wanted
to
know.
D
As
far
as
I
know,
that's
how
we
treat
everybody,
that's
what
I've
been
told.
Obviously
my
own
personal
experience
begins
and
ends
with
this
particular
transaction
with
regard
to
it
for
now
anyway,
but
I
can
certainly
try
to
find
out
if
we
have
a
little
more
institutional
knowledge
on
that.
I
had
discussed
it
with
marisa
and
that
her
feeling
was
the
same,
that
this
was
the
way
that
we
usually
do
it,
but
I
can
try
and
dig.
C
I
guess
I'm
wondering
if
we've
ever
charged
for
this
kind
of
thing
and
if
so,
why?
Why
and
how
is
this
different,
but
I'm
you
know,
if
that's
what
we're
doing,
then
that's
what
we
do.
C
So
I
think
that
that's
enough,
if
you
could
you
know
if
you
could
shoot
us
an
email
when
you
can
confirm
that
sure.
E
E
Land
over
on
myrtle
avenue
and
moore
street
to
albany
med,
doing
a
similar
thing
on
a
much
larger
scale.
But.
A
C
A
Have
to
wait
for
me
yeah
and
it
it's
not
it's
not
a
matter
of
not
caring.
I
mean
it's
just
look
at
the
circumstance
and
again
I
I
understand
you
know
equity
in
in
doing
things
the
same
throughout
and
being
fair
to
everyone
which,
in
the
past
hasn't
always
happened,
not
necessarily
with
this
administration
but
previous
administrations.
D
And
the
only
other
one
I
found
immediately
in
my
search
of
our
records.
I
know
when
I
was
drafting
this
particular
ordinance
was
excuse
me
yeah,
it's
an
ordinance
when
I
was
drafting.
This
ordinance
was
the
one
that
mr
igo
referred
to,
granting
some
property
to
albany
med
and
I
believe
we
did
not
charge
or
recharged
a
very
nominal
fee.
In
that
case,
okay,.
A
Thank
you,
mr
williams.
Thank
you.
So
the
plan
is
to
to
move
it.
If
you
can
get
further
information
for
us
that
that
would
be
great
okay,
so.
A
Then,
after
that
we
have
the
finance
ordinances,
which
ginny
did
you
want
to
say
any
more
about
them
or
just
move
on.
A
All
right
so
after
that,
after
the
finance
ones,
the
the
rest
of
the
ordinances
are
held
and
on
to
resolutions
introduced,
there
are
a
number
and
they're
all
for
it's
104
1120
through
109
1120.
They
will
be
going
to
the
planning
committee
for
review.
It's
richard
berkley,
serena,
joyce,
white,
martin,
daley,
raja
rice,
gill,
paige,
barnum
and
jeff,
queen
they're,
all
there's,
maybe
two
one
appointment
and
the
rest
of
reappointments
to
the
bza,
and
with
that,
that's
it
the
rest
of
the
resolutions
on
the
midship.
F
Thanks,
I
I
I
have
significant
concerns
with
these.
I
think
there
are
three
reappointments
and
three
new
members,
and
this
is
gonna-
be
a
hell
of
a
planning
committee
meeting
to
try
to
do
these
all
six,
which
is
not
the
way
you're
supposed
to
do.
F
D
Were
for
both
councilmember
conti-
and
I
have
been
discussing
this
with
j.r.
G
I
I
actually
richard,
I
don't
think
that
has
been
triggered
the
second
reappointment,
because
you
can't
appoint
and
then
reappoint
in
the
same
nomination.
G
Yeah,
that's
where
I
that's,
where
I
was
talking
with
brett
that
I
think
that
the
the
reappointment
portion,
the
second
portion,
is
actually
not
correct.
It's
a
violation,
so
we
can
take
it
as
this
is
my.
This
has
been
my
legal
interpretation
that
we
could
just
take
it
for
just
the
2020
and
then
the
mayor
can
re
issue
another
one
for
2021.
For
after
that,.
F
G
F
All
that
big
an
issue,
but
there
is
still
a
problem
with
the
staggering
the
other
problem
is
that
there's
there's
a
significant
geographic
imbalance
in
these
appointments
of
the
you
know.
If
we
do
these
of
the
seven
members
of
that
one,
four
of
them
will
come
from
the
center
square.
Hudson
park,
neighborhood
one
is
from
kenborough
triangle
area,
one
is
from
pine
hills
and
one
is
from
the
15th
ward,
not
sure
which
neighborhood
that
is.
But
there
is
a
you
know
when
we
try
to
create
some
geographic
balance
and
representation.
F
F
So,
as
you
don't
toss
any
incumbent
off,
but
as
positions
become
vacant,
then
you
come
into
compliance
with
the
provisions
of
the
general
city
law,
we're
at
a
unique
opportunity
right
now
to
be
able
to
do
that,
and
I
really
think
we
should
have
more
of
a
serious
discussion
and
consideration
of
reducing
the
bza,
which
has
significantly
less
responsibility
now
under
the
usda
than
it
did
before.
A
lot
of
that's
been
moved
over.
The
planning
board.
F
80
percent
is
over
the
planning
board
now,
rather
than
continuing
this
large
seven
member
board,
which
is
not
consistent
with
the
general
city
law,
we
should
really
look
at
going
in
the
other
direction
so
that
that
is
something
that,
depending
on
how
the
these
we
come
up
with
the
decision.
The
consideration
of
this,
how
I
vote
on
some
of
these
nominations
may
also
reflect
you
know
my
feelings
about
the
importance
of
trying
to
look
at
reducing
the
size
of
the
zoning
board.
F
So
those
are
the
concerns
I
have
when
I
put
them
on
the
table.
So
everybody
understands
them.
It's
geographic
and
balanced
the
need
to
really
reduce
the
size
and
the
there's
still
a
staggering
issue
here
for
one
of
the
appointees.
F
F
H
Yeah,
I
just
want
to
respond
to
council
members
sentiment
as
it
relates
to
having
a
busy
day
for
I'm
just
curious.
Can
you
just
tell
me
who's
members
of
the
planning
committee
by
any.
A
Chance
of
the
planning
are
you
there,
I
mean,
I
don't
have
it
right
in
front
of.
H
Okay,
no
I'm
just
curious.
Do
peop.
Do
members
of
the
planet
committee
believe
that
is
too
much
to
review
and
support
those
recommendations.
I'm
just
curious
for
the
individuals
who
are
actually
on
that
committee.
Do
they
believe
that
is
too
much.
H
H
Next
thing,
I
would
like
to
talk
a
little
bit
about
the
diversity.
You
know
the
you
know
the
council
member
made
a
point
about
geography
and
balance,
but
I
also
want
to
say
that
there
is
diversity
as
it
relates
to
women
being
on
that
committee.
There
is
people
of
color
on
that
committee.
We
have
serena
white,
we
have
rija,
we
also
have
richard
berkley.
All
these
individuals
are
well
accomplished.
Their
resume
speaks
for
themselves,
so
I
don't
have
a
problem
voting
and
supporting
these
appointments.
H
I
believe
that
they
represent
the
best
of
what
albany
has
to
offer.
They,
they
understand
zone
it
laws,
they
understand
zoning
and
I
believe
that
they
represent
the
diversity,
the
rich
diversity
that
exists
here
in
the
city
of
albany.
So
I
just
want
to
share
that
out.
There
yeah.
H
A
And
just
so,
you
know
in
our
leadership
meeting
we
did
talk
about
the
staggering
and
we
did
talk.
You
know
have
conversations
about
issues
with
those
appointments,
so
we're
trying
to
sort
through
it.
A
F
Can
I
just
just
raise
one
more
point
with
the
are
we
go,
so
all
the
budget
items
that
are
on
the
calendar?
Are
they
all
going
to
come
up
for
a
vote?
Then
we
don't
we're
going
to
discuss
those
in
finance.
B
F
Okay,
all
right,
I
I
just
on
a
different,
totally
different
issue
and
I
think
I
emailed
leadership
earlier
today
about
it
and
make
membership
when
we
record
these
meetings
and
when
we
live
stream
on
facebook
or
on
youtube,
if
you're
not
participating
through
the
video
you're,
not
showing
up
on
facebook
or
youtube.
There's
no
like
right.
Now,
I'm
looking
at
the
screen-
and
I
see
you
know
for
joyce
or
corey.
F
I
see
they're
here
I
see
a
you
know
a
black
box
with
their
name
in
white,
but
if
you're
looking
at
this
for
on
facebook
or
youtube,
live
or
archived,
you
don't
see
that,
and
so
you
don't
know
that
those
members
are
there
possibly
or
that
they
might
just
be
participating
by
audio.
I
don't
know
if
that's
a
problem,
you
know,
because
then
it's
not
an
accurate
archived
recording
of
the
meeting,
because
when
I
was
looking
at
the
finance
meeting,
I
was
watching
that
earlier
today.
F
From
monday
you
know
there
were
all
of
a
sudden.
There
were
members
who
were
popping
up
and
saying
things
and
making
motions
that
I
had
no
idea.
They
were
there
because
they
didn't
show
up.
So
I
think
it's
important.
You
know
that
you
really
you
do
it
by
video,
so
the
public
can
see
who's
there
and
it's
a
more
accurate
reflection.
F
A
An
observation
yep,
thank
you
richard.
You
brought
that
to
my
attention.
I
jumped
into
a
meeting
that
I
had
it
was
like
a
finance
meeting,
and
so
when
I
was
in
it-
and
I
said
something
I
was
there
but
then
I
disappeared
after
and
I
jumped
in
and
out
you
know
I
was
thinking
I
just
turned
off
my
video
so
for
members
and
and
I'm
not
sure
from
a
legal
standpoint,
jr
and
I'll
finish
up
real,
quick
jenny.
Thank
you.
A
B
But
we
have
a
lot
of
stuff
that
was
going
to
be
on
this
call
and
they've
been
waiting
for.
