Weston,
so
even
those
big
city
parks
in
that
parking
there
are
instances.
This
is
more
particular,
probably
to
Washington
Park,
where
there
are
special
events
in
the
park
that
continue
during
that
snow
emergency,
and
then
it
blocks
the
availability
of
that
parking
and
create
a
significant
problem
which
happened.
This
last
Norma
you
see
in
Washington
Park.
This
happens
very
rarely
because
you
know
when
this
event
happened.
Last
time
it
happened
was
the
prior
administration,
where
they
were
told
to
suspend
the
event
when
the
snow
emergency.
F
E
Uses
yeah:
no,
we
eventually
the
mayor's
office
into
being
whatever,
but
there
wasn't
a
problem
because
people
are
not
allowed
they'll
be
blocked
from
parking
in
the
park,
and
that
is
listed
as
one
is
the
available
expenses
I,
don't
know
that
it
really
impacts
any
other
area,
but
you
know
you
know.
Lincoln
Park
is
also
this
is
this
is
no
one
I
think
with
the
packing
some
special
effect
during
that
time,
when
Princess
listed
twice,
it's
a
different
one,
one
down
four,
though
so
soon
I
will
go
to
committee.

Know
between
7:00
and
8:00
p.m.
rather
than
just
at
8:00
p.m.
and
the
way
it
was
worded.
I
don't
have
in
front
of
me.
It
says
transition
from
the
odd
to
the
even
and
it
should
say
from
the
evening
to
talk.
So
it's
just
a
really
something.
You
know
what
Dave
gallon
was
putting
too
the
alerts
to
this
last
emergencies.
You
noticed
that
is
tough
and
it
was
just
a
total.

A
It's
gonna
be
MC
89,
it's
a
resolution.
It's
a
CD,
3G
support
resolution,
it's
actually
in
here
and
it
allows
City
to
submit
or
what
the
HUD
for
release
a
punch
for
CDBG
home
plans
to
all
their
funding
I.
We
usually
do
it
in
tune.
It
got
away
from
me
and
so
I'm
doing
it
now
as
an
MC,
then
90
is
Judy.
You
want
to
speak
to
that.
A
B
A
G
D
A
B
So
this
is
I
once
a
simply
asking
the
city
to
take
enforcement
action
to
enforce
a
restrictive
covenant
that
is
applicable
to
the
post
office
properties.
The
restrictive
covenant
was
filed
two
weeks
before
we
passed,
the
us
do
their
and
then
the
there
was
an
issue
with
the
zoning
of
these
properties.
They
were
proposed
to
be
zoned,
predominantly
RM,
which
this
is
kind
of.
Like
you
know,
we've
had
the
issue
out
in
the
Pine
Bush
area
and
at
least
one
or
two
other
areas
where
people
want
separately.
B
To
be
no
more
than
three
stories
when
you're
next
to
an
art,
one
area,
so
at
the
time
we
didn't
have
a
different
way
of
zoning.
These
properties
they've
previously
they
previously
were
limited
to
two
and
a
half
stories
for
garden
apartments.
For
those
that
particular
lot,
there
was
general
agreement
that
it
was
inappropriate
to
allow
four-story
buildings
on
those
Lots.
So
the
solution
that
Chris
Spencer
came
up
with
is
have
the
owner
file
a
restrictive
covenant.
B
That
would
was
basically
saying
if
you
own
this,
if
you
passed
the
zoning
ordinance
with
this
zoned
as
RM
and
mu
and
C
for
the
stuff,
that's
along
New,
Scotland
I
will
limit.
I
am
limiting
agreeing
to
limit
the
height
of
the
buildings
to
three
stories
in
the
RM
and
three
and
a
half
stories
in
the
MU
NC
I've
expressed
some
frustration,
as
this
application
has
wound
its
way
through
the
planning
board.
B
It's
been
pointed
out
to
me
that
our
us
do
does
not
have
the
planning
board
actually
enforcing
restrictive
covenants,
but
the
restrictive
covenant
that
is
attached
to
this
resolution.
That
expressly
says
the
city
can
enforce.
So
this
would
be
asking
the
city
directing
the
counsel's
office
to
take
whatever
action
is
necessary
in
order
to
enforce
this
restrictive
covenant.
I
wanna
note
that
restrictive
covenants
is
also
a
mechanism
that
has
been
used
in
other
ways
in
the
city
and
so
I
think
that
this
has
a
bit
of
a
precedent.
B
Chris
Spencer
has
talked
about
enforcing
a
long
term
the
affordable
housing
restrictions
when
we
approve
an
extra
story.
So
if
we're
not
going
to
enforce
those,
then
we
ought
to
know
that,
but
I
think
it's
appropriate
that,
since
our
passage
of
the
us
do
the
residents
in
that
area
and
I
myself
dropped
my
opposition
to
this
being
zoned
as
RM,
because
it
wasn't
going
to
be
four
storeys.
It
was
only
going
to
be
three
stories
that
we
should
have
people
and
gal.

I
C
I
And
when
the
Wonder
core
was
created
in
1987
to
finance
the
project,
there
was
a
finance
agreement
set
up
with
the
participants
being
that
the
city,
the
Finance
Authority
and
the
mortarboard.
So
every
time
you
do
a
project
finance
agreement,
so
the
paper
I
passed
out
are
really
just
the
projects
that
are
included
in
this
amendment
to
the
finance
agreement.
We're
going
to
be
issuing
totally
a
half
million
dollars
in
bonds
through
the
PMC
about
a
long
fun,
but
this
financing
I
would
be
a
more
country.
We.
F
I
I
I
But
say
they
came
fresh
from
2014
I
think
in
2015
I
actually
went
to
the
Finance
Committee
in
the
Common
Council.
We
talked
to
the
folks
at
that
point
about
the
probability
that
we
had
had
a
rate
increase
since
24,
yet
how
long
ago
of
seven
years
ago,
and
then
we
would
likely
be
looking
at
potentially
a
series
of
smaller
increases
over.
I
I
I
I
I
I
The
city
of
Albany
has
a
ms4
stormwater
permit
the
Albany
Water
Board
administers
that
permit
from
the
city.
As
part
of
that
we
are
members
of
the
stormwater
coalition
of
Albany
County
they're.
Also
most
of
the
towns
and
cities
are
members
I
think
we
pay
twenty
three
thousand
dollars,
so
the
water
park
think
that
to
be
a
member
of
that,
and
then
we
share
information
for
audits
with
EPA
e-tec
best
practices.
We
also
do
some
service
to
get
the
formatting
of
our
structures
so
the
way.
I

One
general
is
to
generalist
three
four
HR
and
all
of
these
are
budget
neutral,
with
the
exception
of
the
mapping
geologist,
but
that
is
within
the
water
department
budget,
so
they're
just
going
to
increase
the
money.
The
revenues
there
in
order
to
accommodate
that,
so
all
revenue
neutral,
passed
out
of
committee
with
the
last
set
of
recommendation
you
nicely
okay,.
C
C
C
People
to
us
and
that
kind
of
thing,
so
if
everybody
is
interested
in
that,
then
we
can
move
forward
with
that
with
Danielle.
To
possibly
just
have
them
come
here
and
do
the
interviews
here,
I
heads
up
that
with
the
year-end
close
outs
we
are
hopefully
going
to
make
the
clerk's
office
especially
look
a
little
bit
better,
replace
the
carpeting
there,
which
is
quite
old,
I'm,
really
rooting
to
have
that
falling
apart,
kitchen
cabinetry
perhaps
replaced
and
hopefully
replace,
Michele's
carpeting
it
as
well.
Although
that
bright
red
carpeting
is
lovely,
perhaps
it
needs
to
go.

The
beauty
and
I
talked
to
door
said
imma
make
this
quick
I
talked
to
Dorsey
earlier,
and
we
we
talked
a
little
while
about
trying
to
do
something
in
honor
of
this
child
that
got
killed
and
doing
something
like
having
major.
Doesn't
they
on
his
birthday
and
celebrate
each
year
and
doing
something
for
children,
but
it's
something
that
they
need
to
be
ironed
out,
I'm,
just
throwing
it
out
there,
but
the
major
precesses
funeral
is
Monday
in
a
set
metropolitan,
Baptist
Church,
the
whatever
we
do
after
that
will
be.
