extender
of

system
without

actually
giving
combat
veterans
in
much
higher
exemption
than
were
allowed
to

state
law.

we're
doing
right
now

definitely
will
pursue

legislative
fix
when
I
talk

application
pending

the

Board
to
establish

plasma
location

the
Hannaford
plasma,
which
is
located

Ave
in

city

Albany.

to
our
attention
that
councilman
O'brien
may
ask
the
Common
Council
to
attempt
to
intervene
in
the
Planning
Board
process
this
evening
by
passing
resolution

As
a
Common
Council
is
aware,
there
has
been
considerable
debate
surrounding
this
project.
The
objections
to
the
project
are
largely
based
on
a
belief
that
blood
plasma
donation

permitted

is
somehow
immoral
and
issue
which
is
beyond
the
common
councils
controlled,
as
is
permitted
and
regulated
by
both
state
and
federal
law.

client
has
invested
in
the
planning
of
this
project
and
has
followed
the
city's
procedures
to
obtain
approvals.
Any
attempt
by
the
Common
Council
to
request
that
the
Planning
Board
deliberately
delay
its
consideration
of
a
properly
submitted
application
would
be
violative
of
my
clients,
property
rights
and
the
city's
own
procedures.
The
Planning
Board
is
authorized
to
act
on
lawful
applications
and
is
obligated
to
apply
current
applicable
law
to
those
applications.

would
also
note
in
the
midst
of
the
coab
at
nineteen
pandemic,
one
of
the
treatments
being
explored
is
convalescent
blood,
plasma
or
plasma
from
recovered
COBIT
19
patients
to
treat
those
who
are
infected.
The

oppose
this
project
are
not
likely
to
mention
this
in
their
comments,
which
are
usually
filled
with
false
claims
regarding
blood
plasma
and
completely
ignore
its
medical
benefits.

one
of

many
examples

the
benefits:
a
blood
plasma
which
treats
a
variety
of
blood
diseases
such
as
hemophilia,
notably,
the
proposed
resolution
does
not
appear
in
this
evenings
meeting
agenda,

it's
listed

by
resolution
name
with
no
description.
The
real
party
is
affected
by
this
resolution.
My
client
was
not
given
any
notice
that
their
rights
would
be
discussed
and
perhaps
impacted
at
tonight's
meeting.

is
important
because,
as
noted
in
my
February
20th
20/20
correspondence,
the
prior
deliberations
regarding
both
blood
plasma
collection
centers
have
been
shrouded
in
secrecy
with
a
lack
of
public
notice.
Regarding
the
common
council's
deliberations
and
at
least
one
instance
in
which
we
believe
the
open
meetings
law
was
violated.
This
is
a
continuation
of
this
pattern,
which
is
contradictory
to
the
open
and
public
manner
in
which
legislation
should
be
discussed
and
passed.

Lastly,
it
is
a
particular
concern
that
councilman
O'brien
asked
this
council
to
intervene,
not
an
all
Planning
Board
business,
which
would
be
beyond
the
councils
past
and
its
own
right,
but
only
with
respect
to
my
clients,
application.
This
disparate
treatment
is
arbitrary
and
unjust
on
its
face
and
should
not
be
tolerated
or
condoned
by
the
Common
Council
councilman
O'brien
is
acting
as
a
private
litigant
and
asking
the
legislative
body
to
perform
acts
which
are
outside
of
its
powers
in
furtherance
of
his
private
litigation.

up
in
public
forums
and

to

state
budget
includes
a
three
billion
environmental
bar.

sure
we
advocate

share
of
the
resource
to
further
improve
our
local
environment.

around
the

people
are
commenting
upon

smog

places

shut

once

through

current
crisis

climate
crisis

homelessness

susceptible

impossible
to
do
so
as
long
as
people
faced
homelessness.

government

to
be
responsive

crisis
and

unified
courts

quickly
relieving
the
struggle

elected

are
faced

supports
job
creation

anything
about
it,

first
time
somebody
said
something
to
them
about
supporting
unionized
workers
in
the
city
of
warming,
which

think
is
super
important
and
that's

core
beliefs

all
workers
should
be
unionized
to
make
sure
they're,
not
you
know
abused.

also
started
off
the
presentation
shown
a
charter
school
now.

understand
you
know,
there's
a
big
discussion
going
on
about
charter
schools,
but
I
know
that
most
charter
schools
are
not
unionized
and
you

you
study

system
charter.
Schools

not
take
kids
with
needs
so
coming
up
and
showing
us
eight
or
nine
charter
schools
that
they
help
bond.

hit
home

me
that
we
need
to
change
the
dialogue
with
this
nonprofit
group

that's
why

voted

have

problem
with
giving
my
two
year
extension
and
have
them
come
back
every

years,

them

not
a
good
thing
and
we've
seen
that
with

about
by

unusual
times
that
we're
in
with
the
pandemic,
there
are
several
courses
proceeding
on
the
issue
of
blood
plasma
center
at
Hannover.
Plaza
one
is
a
challenge
to
the
BCA
decision,
where
they
reversed
a
previous
decision
and
found
that
the
USD
L
allowed
for
blood
plasma
centers
as
some
sort
of
a
manufacturing
process.

That
decision
has
the
subject
of
a
citizen's
challenge,
not
just
by
myself
but
by
multiple
other
citizens
and
petition,
signed
by
numerous
neighbors,
involving
not
the
concept
of
using
plasma
for
medical
purposes,
but
specifically
the
siting
of
this
in
the
Hannaford
Plaza,
so
that
process
was
moving
along
and
guns
and
the
challenge
the
court
challenge
to
the
open
meetings.
Law
violations,
as
well
as
to
miss
construction
of
the
us,
do
that
Board
of
Zoning
Appeals,
basically
overrode
the
planning
director
who
was
the
author
of
the
USDA
who
said
it
required
an
ordinance.

The
issue
is
not
the
good
or
bad
of
the
uses
of
blood
plasma
or
the
legality
of
the
uses
of
blood
plasma.
We
all
concede
that
it's
legal
and
none
of
us
any
of
us
opposes
medical
uses
for
blood
plasma,

there
are
many
legitimate,
lawful
uses
which
the
city
has
an
absolute
right
to
over
oversee
in
terms
of
where
they
are
located.

it
highly
unlikely

they
would
ever
turn
to
pay
plasma
sites

fully
agree
with
that
paid
plasma
sites
are
just
not
the
site

likely

to
a
level
or
giving
plasma
to
the
level
that
the
paid
plasmasites
encourage
you
to
do

make
the
$400

month

they
say

weakens

immune

likely
to
contract
the
virus,

actually

citizens
at
risk

blood
plasma,
this
discussion

not
about
the
benefits

blood
plasma.

about

when
they
take

into

chances
of

patient

shock

much
they
