in

money
dollars

bonding
ordinances

sheet

Finance
Committee

upon
all
the
conversations
that
we
had
on
all
the
presentations,
we
thought
the
following
action
with
regard
to
the
AFT
vehicle's
planet
support
staff
vehicle.

was
some
discussion
about
potentially
reducing
it,
so
that
we
would
prevent
the
funding
of
six
of
the
eight
the
Finance
Committee
felt
like
based
on
mileage
and
condition,
etc.
I
That
sufficient
justification
was
made
to
actually
bond
the
full
amount.
Of
course,
I
think
the
fact
that
they
pull
the
press
on
us
helped
encourage
us
to
not
I
want
to
say
quibble
about
us
hundred
thousand
dollars.
Although
every
dollar
saved
is
what
we
have
made
a
change,
this
particular
bond
ordinance
had
to
account
numbers
associated
with
it
because
previously
because
bonding
organisations
were
separate
for
command
staff
and
the
support
staff,
those
were
combined
into
one
ordinance.

We've
gotten
approval
to
eliminate
one
of
the
account
numbers
so
that
we
don't
wind
up
having
these
silos
again.
It's
essentially
very
similar
kind
of
vehicles
that
we're
looking
to
purchase
with
this,
but
we
have
been
noticing

that
some
of
our
passenger
vehicles,
we
were
citing
the
wrong
provisions
of

local
finance
law,

we're
making

truck

not
spent

funds

not
bond
for
that,

treasurer
was
looking
for
some
savings
last
chance
and
we
could
have
pulled
that
back,
but
it
was
again
agreed.
We
should
allow
them
to
keep
to
that
schedule.
So
this
was
passed
out
of
committee
with
a
UMass
recommendation
for
$600,000
for
the
rescue
squad.
Any

us
to
leave

pushing
but
considering
the

that
we're

close

cushion

preclude
them
from
buying
everything

potentially

someplace

purchase
one
dump,

the
dump
trucks,
but
because
the
price
of
dump
trucks
are
kind
of
the
couldn't
purchase

net
result
is
that
there
is
a
seventy
four
thousand

additional
reduction,
so
that
comes
out
to
two
hundred
and
ninety
three
dollars
and
changed,
and
so
we
passed
it
out
with
reducing
their
request
by
the
amount
of
money
that
essentially
there's
they
have
that
otherwise
would
provide
them
with
a
push
in
part
of
my
frustration
is
chair
of
the
Finance.

very
hard
to
keep
track
of
all
this
money
that
is
sitting
in
little
pockets
appearing
there

these
prior
bonding
accounts

just
want
them

use
it
and

current

the
impression
that
generally
exist.
In
most
other
municipalities,
they
don't
have
as
many
borrowing
requests.

have

done
some
sweet,

in
some
cases
what
we're
doing
is
we're
simply
saying:
oh,
that
money.
Isn't
you
being
used
for
anything,
so
we
can
take
it
and
we
can
use
it
to
pay
off
our
debt
service
as
well,
but
some
in
some
cases
the
department's
want
to
hold
on
to
this
money
because
they
may
use
it
for
things
like
vehicle
purchases.
So
ok,
let's
go
ahead
and
let's
use
make
sure
if
they
use
that
out
and
offset
against
that
our
client
request.

the
total
winds
up
being
one
point:
nine,
six,
six
million
dollars
and
the
bonding
ordinance
has
been
amended
in
appropriate
places
to
reflect
that
pain
and
that
was
reported
out
of
committee
with
that
and
then
maintained
honestly
any
questions
for
purchases
of
replacement
equipment.
The
bonding
request
was
six
hundred
four
hundred
fifty
nine
thousand
dollars.
They
actually
have
over
one
point
five
that
city
in
an
account.
However,
almost

point
three
of
that
is
for
the
trash
carts
that
they're
supposed
to
be
purchasing
and
fifty
thousand
is
for
a
trailer
for

large
trailer.

they
do
have
essentially
have
to
subtract
that

have

dollars
in
unencumbered
accounts
and
uncommitted
accounts.

so
we
passed
this
out
of
committee
with
reducing
the
amount
by
that
hundred
and

thousand
dollars
so
that
the
bonding
ordinance
we
passed
out
of
committee
unanimously
is
now
a
two
hundred

eighty
eight
thousand
dollars

recreation

has
made

pass
act

bonding

to
do

make
sure
that
the
short
circuit,
the
Recreation
Department,
have
any
questions.
So
next
one
is
on
bridge
improvements.
The
request
initially
was
for
1.5
million
dollars
with
mr.
manos
consent.
We
have
reduced
it
to
1
million
dollars.
It
was
passed
out
of
committee
with
a
favorable
recommendation
with
with
the
change
in
the
title
on
that
amount.

He
had
provided
us
with
documentation
saying
that
there's
change
orders
on
the
waterfront
bridge
and
the
Henry
Johnson
Boulevard
bridge,
and
that
after
clearing
out
the
accounts-
and
we
have
gotten
a
lot
of
confirmations
from
the
treasurer's
office
regarding
accounts
being
zeroed
out-
that
the
actual
need
was
a
little
over
$600,000
I
asked
him.
Why?
Then
he
needs
it.
This
was
the
additional
four
hundred
thousand
dollars
and
he
says
well,
there's
actually
that's
just
the
change
orders
there's
actually
additional
work.
That
needs
to
be
done.

They
haven't
begun
to
address
some
of
the
issues
with
pedestrian
bridge
over
the
railroad
tracks.

needs
to
be
done

that
he's
anticipating
that
that
it
will
be
potentially
more
than
four
hundred
thousand
dollars.

his
request
was
