Description
Albany Common Council Meeting - Monday, February 5, 2018 - Featured Legislation - Local Law A - 2018 (Doesschate) & Local Law B - 2018 (Doesschate)
A
C
D
A
Thank
you
today
we'll
be
starting
off,
not
with
public
comment,
because
we
have
a
public
hearing
scheduled
today
on
February
5th
and
like.
If
anyone
would
like
to
speak
on
this
public
topic,
you
can
there's
no
time
limit
on
this
public
hearing,
but
also
anyone
who
would
like
to
speak
on
this
topic
different
from
public
comment.
Council
members
can
ask
you
questions
after
you
speak
in
a
public
hearing,
unlike
public
comment,
so
could
the
clerk
please
read
the
local.
E
Maybe
the
fix-it
and
comes
especially
for
senior
citizens
they're
reliant
on
a
lot
of
them.
Don't
have
a
job
or
only
work
part-time
and
have
very,
very
fixed
income.
Don't
have
enough
money
for,
like
unexpected
medical
costs
and
anything
that
we
can
do
to
subsidize
that
and
move
us
towards
a
system
of
universal
or
single-payer
health
care,
which
this
almost
in
fact
does
pulling
in
support.
Oh
so,
I
hope
you'll.
Consider
that.
Thank
you.
F
F
So,
if
you
were
going
for
the
enhanced
star
and
you
were
in
the
$86,000,
so
maybe
you
got
eighty
six
thousand
seven
hundred
dollars
and
you
don't
qualify,
but
you
have
a
stack
of
medical
bills
that
bring
you
down
to
eighty
four
thousand
or
eighty
five
thousand,
keep
in
mind
that
any
medical
bills
you
have
can
be
applied,
but
you
have
to
pay
for
out-of-pocket
expense,
which
means
that
you
get
no
reimbursement.
I
just
can't
say
enough
about
this.
This
is
a
beautiful
thing.
F
A
G
I
don't
have
to
really
lay
out
my
credentials
here
at
this
table,
but,
as
you
do
or
do
not
know,
I
have
a
very
long,
very
extensive
record
of
leadership
in
this
community
leadership
on
issues
like
education,
leadership,
on
issues
like
community
violence,
leadership
on
issues
like
community
diversity,
leadership
on
issues
of
improving
the
community
business,
you
name
it
I,
have
an
extensive
record
of
leadership.
So
when
I
speak,
I
hope
you
will
hear
me
do
to
that
long
record
of
undisputed
leadership
in
this
community.
G
When
I
say
to
you
as
newly
minted
members
of
the
elected
community
and
make
no
mistake,
it
is
of
the
elected
community.
There's
no
means
of
mandate,
a
public
mandate
or
anything
of
that
nature.
You
are
newly
minted
members
of
the
elected
community
and
with
that,
I
would
hope
that,
as
you
go
forward
that
you
take
the
time
to
lead,
because
that
is
what
this
city
is
looking
for,
you
to
do.
They
want
actions,
not
words.
They
want
leadership,
not
politics.
G
G
We
have
issues
that
have
yet
to
be
addressed
in
this
city
if
people
have
been
crying
out
for
them
to
be
addressed
for
years,
and
that
is
all
due
to
a
continued
lack
of
leadership
from
elected
officials,
we
just
have
a
new
new
crop
of
elected
officials
that,
aside
for
the
last
four
years
and
the
majority
of
them
are
gone
and
with
them
is
their
complete
lack
of
leadership.
On
many
of
the
issues
in
the
city.
All
of
me,
that's
still
stayin
out.
G
So,
basically,
that
is
what
I'm
here
to
offer
and
hope
that
you
will
push
for
it
as
we
go
forward
into
these
next
four
years.
That
shoes
will
be
the
leaders
that
you
have
been
elected
to
be,
and,
of
course,
if
you're
not
I
will
step
forward
to
leave
so
I
wish
you
all
well
I,
wish
you
two
nothing
but
success
and
all
I
access
where
you
to
show
and
prove
your
leadership,
that's
what
this
community
needs.
So
thank
you,
Happy,
New,
Year
and
good
luck.
B
We
would
say
into
a
studio,
keep
the
studio,
that's
more
important,
because
you
can
go
on
the
internet
and
read
the
books
or
whatever.
So
if
we
could
just
keep
the
studio
open,
we
would
really
appreciate
that
we
have
in
Constitution
Bill
of
Rights.
We
have
freedom
of
speech,
freedom
of
the
press
and
if
things
ever
get
bad,
if
you're
ever
getting
brainwashed
by
mainstream
media,
our
channel
could
be.
You
could
tell
the
truth.
If
you
turn
on
six
channel
10,
channel,
13
or
Fox
News
and
they
say,
send
your
troops
into
Canada.
B
We
can
just
say
no.
They
found
oil
under
the
ground
in
Canada.
Don't
do
that
so
we
really
would
like
to
have
public
comments
open
so
that
we
could
have
the
freedom
of
speech
for
the
for
the
public,
access,
TV
and
also
education
and
government
years
ago.
There
were.
There
were
not
many
channels
out
there,
but
now
there
are
so
many
more
channels,
there's
no
reason
to
get
rid
of
16,
17
and
18.
B
B
We
didn't
hire
a
coordinator,
but
if
you
could
just
give
us
some
information
on
when
he
will
start
when
the
studio
will
open
and
if
we
can
just
I
think
it'd
be
great
to
actually
have
two
part-time
coordinators
that
the
one
starts
six
months
after
the
other
one.
So
if
one
ever
leaves
instead
of
the
studio
being
closed
for
eight
months
like
it
has
been,
you'd
still
have
the
other
one
there
for
six
more
months.
So
if
they
are,
you
know
one
year,
you
know
each
year
they
have
to
be
renewed.
B
If
they
were
six
months
apart,
then,
if
one
ever
left
like
Jake
did,
then
you'd
still
have
six
months
for
the
other
one
in
there.
Maybe
he
could
even
work
more
hours
or
whatever,
and
then
the
studio
studio
would
stay
open.
So
if
we
could
just
go
in
a
good
direction,
a
lot
of
us
would
be
real
happy.
Thank
you.
E
Hello
again,
it
feels
like
I
was
just
up
here
good
evening.
Mr.
president,
members
of
the
council,
thank
you
for
the
opportunity
to
speak
before
you
tonight.
A
couple
quick
observations.
One
thing
I
noticed
with
the
last
iteration
of
this
council.
There
was
a
slight
problem
with
attendance.
I,
don't
remember
ever
at
any
meeting
since
July
that
what
was
100
percent
attendance
there's
been
two
meetings
under
this
council.
It's
been
100%
each
time,
so
I
want
to
thank
each
and
every
one
of
you
for
doing
your
civic
duty.
E
Also,
the
pamphlet
here,
the
informational
pamphlet
that
has
a
meeting
dates
and
everything
is
still
2017.
So
if
we
could
get
on
a
2018
version,
I
think
that
would
be
helpful
as
a
reminder
of
what
gun,
violence
and
racism
doing
this
country.
I
would
like
to
point
out
that
Trayvon
Martin
would
have
turned
23
years
old
today.
Now
my
main
comments
I
feel
the
need
to
address
the
comments,
and
one
of
my
fellow
because
Terrance
made
last
meeting
I
want
to
preface
this
by
saying
that
I
do
support
the
overall
views
of
people.
E
Speaking
on
behalf
of
the
peg
access
issue.
This
individual
said
in
essence
that,
because
he
feels
he
was
fired
unfairly,
he
knew
how
the
woman
felt
who
come
forward
about
sexual
harassment
and
assault.
Was
he
fired
unfairly?
Maybe
I'm
not
familiar
with
all
the
details.
Was
he
fired
specifically
because
I'm
speaking
out
about
pega
access,
possibly,
however,
he
was
out
of
line
to
mention
the
me
to
movie
every
time.
E
I
spoken
in
front
of
this
council,
it's
been
in
the
name
of
equality
in
one
form
or
another
black
lives
matter
is
a
very
important
issue
to
me,
as
I
explained
that,
even
though
I'm
white,
it
affects
the
transgender
community,
and
it's
very
personal
to
me.
The
same
can
be
said
for
the
me
to
movement.
In
addition
to
my
desire
for
for
equality
in
general,
sexual
violence
also
greatly
affects
the
transgender
community.
E
This
attempt
to
co-opt
a
social
justice
movement
designed
to
empower
victims
of
sexual
harassment
and
survivors
of
sexual
assault,
sexual
abuse
and
rape
in
compared
to
the
perceived
mismanagement
and
trivial
financial
squabblings
of
a
public-access
TV
station.
It's
not
only
inaccurate
and
insulting
it
is
pathetic.
E
Do
you
want
to
know
what
white
male
privilege
looks
like
it
was
on
full
brazing
on
a
project
unapologetic
display
right
here
in
this
very
room
18
days
ago.
This
trivializing
of
the
trauma
of
sexual
assault
has
infiltrated
every
corner
of
our
society
and
I
I
will
not
hide
repeat:
I
will
not
I
repeat,
I
will
not
sit
by
idly
and
quietly
and
watch
as
it
enters
these
chambers.
This
person
owes
an
apology
to
anyone
who
has
ever
been
a
victim
of
sexual
violence,
and
they
should
be
ashamed
of
themselves.
Thank
you
for
your
time.
H
H
So
about
two
weeks
ago
there
was
a
pothole
formed
in
front
of
my
house
and
I
decided.
I
would
just
let
that
wait.
I
wasn't
gonna
call
four
three
four
City
I
wasn't
gonna
use,
SeeClickFix
I
just
wanted
to
see
if
it
would
get
fixed
on
its
own
and
I
live
on
Washington
Avenue.
It's
a
Main
Avenue
thousands
of
cars
traveling
over
the
course
of
those
two
weeks
and
so
far
nobody
else
has
actually
called
it
in
so
I.
H
Think
I'm
gonna
call
it
in
myself
soon,
but
it
got
me
thinking
about
something
about
once
a
week
all
throughout
the
city,
trash
gets
picked
up,
the
vehicles
come
by,
they
come
to
a
complete
stop
and
the
trash
is
loaded
on
the
back
and
meanwhile
the
driver
is
there
and
has
a
clear
view
of
the
roads
of
Albany
all
the
roads
of
Albany.
The
drivers
can
see
it
over
the
course
of
a
week
with
almost
every
part
of
the
city
there.
H
There
may
be
some
areas
of
Commerce
where
they
don't
travel,
but
even
if
it's
an
80%
solution
over
the
course
of
one
week,
workers
for
the
city
workers
for
dgs
actually
see
all
the
roads
in
Albany
and
they
could
be
using
that
time
when
the
truck
is
stopped
with
some
very
simple
technology
to
just
take
waypoints,
GPS
waypoints,
to
say:
okay,
pothole
here
pothole
here
pothole
here
it
takes
literally
three
seconds
to
do
with
some
phone
apps
or
using
a
secondhand,
GPS
and
I'm
just
wondering
why
we
haven't
tapped
that
technology.
Yet
why
haven't
we?
H
You
know
employed
DGS
to
go
above
beyond
their
spare
time
as
the
vehicle
is
stopped,
it's
three
seconds
per
pothole
and
that
file
could
just
be
transferred
over
to
somebody
in
charge
of
saying,
okay,
here's
where
we
need
to
send
the
crews
out
so
I
just
want
to
pitch
that
idea
to
everybody,
and
if
somebody
needs
me
to
speak
about
the
technical
aspects
of
that
I'm,
an
average
geocache
sure
I
use
GPX
technology
all
the
time.
Just
put
me
in
touch
with
the
right
person.
Thank
you.
Thank
you.
Sorry.
I
All
right
good
evening,
everyone,
my
name,
is
Zachary
Simpson
I,
currently
reside
at
175.
Homestead
Avenue
in
the
city
of
Albany
I
am
co-chair
of
the
group
Friends
of
peg
access.
We
are
united
and
concerned
citizens
committed
to
the
future
of
community
media
in
Albany
and
other
areas
tonight
marks
the
third
time
I
have
come
before
you
to
address
to
address
the
current
state
of
channel
Albany
in
the
pegasus
oversight
board.
To
start,
I
would
like
to
give
a
little
background
on
how
I
ended
up
becoming
a
friend
of
peg.
I
In
September
of
last
year,
I
was
first
made
aware
of
the
closure
of
the
channel
Albany
studio.
I.
Remember
asking
myself
questions
such
as
how
on
earth
can
this
be?
How
can
the
capital
of
New
York
State
have
a
closed
public
access
studio
who
dropped
the
ball
and
allowed
it
to
happen?
So
I
began
attending
meetings
with
a
group
of
show
producers
and
concerned
citizens
and
Friends
of
PEG
access
was
formed.
Our
group
came
to
fruition
after
the
oath
of
office
issue
with
the
oversight
board
members
in
the
studio
being
closed
for
so
long.
I
Needless
to
say,
friends,
a
peg
access
is
here
to
stay.
We
intend
to
keep
a
very
close
eye
on
this
Oversight
Board
and
their
decisions
going
forward.
This
Thursday,
the
Oversight
Board,
is
supposed
to
give
an
update
on
the
vacant
studio
coordinator
position.
We
are
hopeful
that
one
is
selected
soon.
However,
we
need
a
studio
coordinator
with
the
right
experience
and
skill
sets.
We
need
a
studio
coordinator
who
will
hit
the
ground
running
in
order
to
reopen
the
studio
as
soon
as
possible.
This
does
not
seem
the
case
with
the
current
candidate.
I
I
F
Michie
Ragusa
I
go
to
13
Beach
Avenue,
walking
in
New
York
before
this
council
tonight,
our
21
serial
bonds,
approximately
add
up
to
18
19
million
dollars.
I
can't
believe
that,
just
a
few
months
ago,
we
won
before
Governor
Cuomo
and
told
him
that
we
were
hard
pressed
for
money
that
would
need
12
million
dollars
to
hold
the
city
out
of
the
hole
when
they
look
at
these
serial
bonds
that
were
passing
and
look
at
what's
happening
in
the
city.
There
seems
to
be
no
austerity
program
at
all.
F
As
you
look
over
some
of
the
serial
bonds,
there
are
three
serial
bonds
that
buy
vehicles.
Do
I
need
three
serial
bonds
to
buy
vehicles.
Why
is
it
there
just
one
and
are
all
the
vehicles
necessary?
If
you
look
on
the
the
one
here
for
a
new
area
ladder
truck,
obviously
I
assume
that
it's
for
the
fire
department
is
that
necessary,
or
are
we
just
changing
it
out
because
of
age
15
years
and
right,
underneath
that
one
is
a
pumping
apparatus
for
five
hundred
and
thirty
five
thousand
and
again
is
that
necessary?
F
F
Fantasize,
even
passing
these,
these
serial
all
of
them
and
then
there's
a
another
one
of
each
H
storage
tank
for
two
for
the
landfill
I
have
$700,000.
Is
that
going
to
be
used
tomorrow
as
soon
as
they
buy
it?
Had
they
bought
it?
Is
it
being
used,
or
is
it
going
to
be
used
at
a
future
date?
The
landfill
had
such
a
short
span
left?
Why
are
we
spending
$700,000
on
some
storage
tank
I?
Don't
know
what
to
say.
F
J
J
You
were
passed
a
an
ordinance
just
recently,
making
it
so
that
that
everybody
has
to
have
their
sidewalks
shoveled
within
24
hours
after
the
end
of
a
snowstorm.
But
you
did
absolutely
nothing
about
about
requiring
that
a
pass
be
cleared
by
a
bus,
stop
from
the
sidewalk
to
the
street,
that
is
an
old
man.
Slam
that
nobody's
responsible
for
shoveling,
see
DTA
is
only
responsible
for
shoveling
out
this
bus
shelter
and
the
the
property
owner
is
only
responsible
for
shoveling
the
sidewalk.
J
Nobody
has
the
responsibility
of
shoveling
from
the
sidewalk
to
the
curb,
and
the
city
is
only
responsible
for
shovel
for
cleaning
the
street.
Basically
now,
even
in
the
summer,
some
of
the
bus
stops
are
unsafe,
especially
for
people
in
wheelchairs
people
with
mobility
issues,
because
a
lot
of
the
bus
stops
do
not
have
any
concrete
slab
by
the
bus.
Stop
at
all.
A
lot
of
them
have
just
grass
with
a
pole
on
with
the
that
says,
this
is
a
bus
stop
and
the
number
of
the
bus
line
that
stops
there.
J
Since
there's
no
concrete
slab,
you
can't
get
a
wheelchair
up
on
over
grass
very
easily.
Another
issue
is
that
the
curb
cuts
are
often
in
the
wrong
place.
The
curb
cuts
are
not
the
bus.
Stop
a
person
in
the
wheelchair
would
have
to
go,
get
off
the
bus
and
go
down
in
their
wheelchair
to
wherever
the
curb
cut
is,
and
in
which
case
a
lot
of
times
it's
the
corner
and
that
isn't
safe,
because
the
person
in
the
wheelchair
isn't
up
high
enough,
but
the
drivers
can
always
see
him
or
her.
