society

Albany

Board
of

express

grief
about
the

channel
at
Albany
being
closed
down
for
about
six
months
or
more
and
I
have
come
to
various
meetings
held
in
this
building.

resolutions
to

problem,

library
run

manage

director

Capital
District
cannabis
consortium.

more
than
two
years,
we
have
been
pleading
not
only
with
the
with
the
oversight
board,
but
with
the
Common
Council.
In
order
to
address
the
debacle
of
the
public
access
studio.
Now
we
are
tired
of
being
ignored.

with

November
of
2016
I
went
on
an
interview
for
the
public
access
board
position
with
Dorsey
with
Vivian
and
with
the
chairman
of
the
board
Mario.
At
this
interview,
I
explained
what
the
issues
were
with
public
access.

two
board
members
that
were
hired
instead
of
me
have
done
nothing
to
enforce
or
fulfill
their
fiduciary
responsibilities.

members

the
Common
Council
I
think
that
they
should
pay
attention
on
October
25th,
the
Empire
State
Board
of
producers
sent
the
ad-hoc
committee
a
letter
offering
our
services
to
help
manage
the
studio
for
free.
We
have
a
full
team
of
IT
techs
producers,
directors,
web
builders,
everything
that's
needed
for
the
studio
and
we
haven't
had
a
response
other
than
who's
on
the
board
from
Dorsey
and
then
bit
we
have
been
ignored
because
I
am
on
the
board.
So
if
you
don't
like
me,
that's
your
problem.

resident
in
Albany

I

people,
and

to
serve

next
step
is
to
petition
this
state
and
the
federal
government
to
address
this

started

New
York
Music
Awards,
which
is
a
platform
for
unsigned
local
artisans
in
our
area,
and
we
give
them
the
platform
to
perform.
We
help
them
with
our
marketing
promotions
and
distributing
so
maybe
from
regional
locally.
They
can
get
national
and
regional
exposure.

We've
also
started
like
an
urban
poetry
forum
called
bar
walls,
New
York
and
it's
basically
urban
poetry,
I've
been
associated
with
the
channel
18
for
almost
three
years
now,
in
the
three
years
that
I've
been
involved
with
the
station,
I
want
to
say
two
and
a
half
years,
there's
been
in-house
turmoil.

try
not
to
get
too
much
into
the
politics.
Cuz
I'm
I'm
into
results
like
she
said
earlier.

don't
want

talk
about
it.
I
want

be
about
it,
that's

I
do,

us
not
having

proper
access

studio
equipment.

it's
just
depriving

area

maybe

month
or
two
ago,

was
fortunate
enough
to
record
the
Albany
land
bank
and
the
opportunities
that
it
brings
to
my
urban
community
and
that
and
that
footage
is
still
sitting
in
a
camera
locked
up
in
the
station.

learned
how
to
make
money
legally
off
my
music
and
I
love,
giving
the
opportunity
to
anybody
who
has
the
ambition
and
the
desire
to
not
get
disillusioned
by
what
the
streets
have
to
offer,

you
are
doing

major

let

rephrase
that
a
major
injustice
happening
to
community
not
having
bad
enough
that
they
don't
even
know
that
the
station
is
there

what's
available
to
us.

why
we're
not

not
having
the
access

somebody.

willing

effort
to
bring
awareness

things

influence

elements

hip-hop

home

based
on
those
four

children

gravitate

things
cannot

done

neighborhood

on

and
judge
with

hundred

fifty
people
doing
a
rap
battle,
no
problems.

that

So
this

something

I

love
to
continue
to
do.
I'm,
a
big
part
of
the
station
and
the
station
is
not
there.

don't
really
want
to
get
too
much.

politics

station
being

people

of
these
people
are
in
violation
of

Islamic
Hispanic,
indigenous

LGBTQ
people,
hate
speech
and
threats

accomplished

resolve.

country
is
not
the
bastion
of
freedom
that
someone
like
to
pretend
that
it
is
until
such
time
we
exist.

government

education

direction

of

in

bad

people

wants

good
direction
and
actually
one
of
them
is
right

The
vice-chair
of
the
peg
oversight
board
should
become
the
chair
because
he's
been
doing

show
every
week
he
really
wants
public
access
to
go
in
a
good
direction.
So
all
we're
asking
is
that
the
people
on
the
oversight
board
the
peg
board,
be
people
who
wanted
to
go
in
a
good
direction,
and
anybody
who
does
not
they
should
not
be
on
that
board.

One
of
the
problems
with
our
bus
stops
is
that
cars
are
often
parked
in
the
bus,
stop
which
I
guess
it's
not
really
illegal.
We
talked
to
officer
Brian
Holley
of
the
police
about
it
and
he
said
well.
They
won't
write
any
tickets
unless
there
actually
are
signs
saying
don't
park
between
signs
or
no
parking
here
to
corner.
So
you
know
that
basically,
the
police
and
the
parking
authority
have
their
hands
tied
down.
They
can't
stop
people
from
parking
and
bus
stops.

Now
this
causes
a
problem
for
the
people
who
have
trouble
getting
on
to
the
buses,
because
the
buses
can't
pull
up
to
the
corner
or
up
to
the
curb
where
the
people
are
waiting.
The
people
have
to
go
out
into
the
street
and
they
have
a
much
bigger
step
to
step
up
into
the
buses,
because
the
buses
can't
pull
up
to
the
curb
and
and
winter.

It
also
means
that
they
can't
plow
out
the
bus
stop
right
now.
In
winter,
C
DTA
is
responsible
for
shoveling
out
the
bus
shelters,
but
the
homeowner
or
the
business
owner
is
responsible
for
shoveling
out
the
sidewalk
and
the
area
between
the
sidewalk
and
the
curb.
Nobody
really
is
responsible
for
now.
You're,
just
not
too
long
ago,
passed
an
ordinance
that
the
home
owner
or
business
only
owner
only
has
24
hours
after
the
end
of
the
snowstorm
to
shovel
the
sidewalk,
which
I
did
speak
in
favor.

However,
you
didn't
address
the
issue
of
who
is
responsible
to
shovel
from
from
from
the
sidewalk
to
the
curb
in
front
of
a
bus,
shelter
that
just
hasn't
been
addressed
at
all.
Basically
also
that
is
a
complaint
driven
issue
and
if
nobody
complains
about
the
sidewalks
not
being
shoveled,
it
just
doesn't
get
shoveled
and
I
also
have
heard
from
some
people
that
they've
called
several
times
saying
that
the
sidewalk
isn't
shoveled
in
front
of
a
particular
house,
and
nothing
is
done
about
it.
I've
heard
of
that
happening
too.

Now
the
the
area
between
the
sidewalk
and
the
curb
is
where
there
often
is
a
big
snow
bank,
because
that's
where
the
plow
leaves
a
big
Bank
of
snow
and
there's
nobody
who
is
responsible
for
shoveling
it.
This
doesn't
make
sense
and
in
the
area
between
the
curb
and
where
people
actually
board
the
bus,
especially
if
they,
if
the
bus
can't
get
up
to
the
curb
that
area.
They're,
often
our
ridges
of
snow
left
by
the
snow
plow.

So
that's
another
problem
there
and
another
thing
that
the
area
between
the
sidewalk
and
the
curb
is
a
problem
to
some
people,
people
with
disabilities,
people
in
wheelchairs
even
in
spring
summer,
and
fall
because
in
a
lot
of
places,
that
area
is
grassy.
There's
there's
grass
and
in
many
cases,
there's
just
a
pole
with
a
sign
on
saying,
bus,
stop
and
there's
no
concrete
slab
there
at
all.
Now,
if
you're
in
a
wheelchair,
it's
hard
to
get
a
wheelchair
over
grass
and
well
it's
hard
to
get
a
baby
carriage
over
grass
for
that
matter.

to

people

with

court

court

people
permission
to

in

line
between
being
persistent

annoying

to

crossing

aware
that

a
small
part

all

issues

dealing

problems

channel
Albany
and
I
have
not
seen
any
progress
so
I'm
getting
the
feeling
that
my
words
are
falling
on
deaf
ears,
hoping
that's
not
really

case.
Here's
another
attempt
to
urge
you
all
to
make
this
better
I'm,
trying
to
figure
out
what
you're
trying
to
accomplish
here.
We
need
a
goal.

If
you're
trying
to
disenfranchise
the
creativity
of
many
of
the
citizens
in
Albany,
then
you've
succeeded
if
you're
trying
to
cause
friction
among
some
citizens
of
Albany.
Then
you've
succeeded
if
you're
trying
to
reduce
government
transparency,
then
you've
succeeded
if
you
are
trying
to
give
me
the
silent
treatment
and
frustrate
the
good
people
of
Albany
who
are
involved
with
moving
channel
Albany
forward,
then
you've
conceded.

if

are
trying
to
hire
a
new
studio
coordinator,
you
have
not
succeeded
if
you
are
trying
to
get
the
peg
access
oversight
board
back
in
operation
by
reappointing
that
Common
Council
appointees.
So
we
can
sign
the
oaths
of
office
and
move
forward.
You
have
not
succeeded
and
if
you
want
the
peg
access
oversight
board
to
continue
to
do
the
business
that
authorized
to
conduct
and
I'm
afraid
to
say
you
have
not

want
the

equipment

vast
majority
of
these
amendments
are
technical
amendments,
simply
errors
in
inputting

formatting,

minor
improvements
in
formatting.

little
bit
more
about
those
kinds
of
amendments,
but
from
a
fiscal
standpoint,
there
are
several
amendments.

identified
three
areas
of
revenue
which
we
were
included
in
the
budget
and
error
that
are,
we
will
not
be
realizing
this
coming
year.

addition,
after
discussions
with
the
administration
regarding
the
actual
costs
of
the
waste
collection,
curbside
collection
program,
we
determined
that
the
revenues
for
that
program
should
be
reduced
by
a
hundred
and
three
thousand
three
hundred

forty-four
dollars,
and
that
is
based
upon
a
per
unit
cost
of
a
hundred
and
fifty
six
dollars
that
is
incorporated
into
this
particular
amendment.
We
did
include
some
of
the
revenue
addition
to
that
revenue
for,
in
anticipation
of
late
fees
based
upon
the
city's
experience
with
that.

So
for
these
revenue
reductions
totally
over
two
hundred
thousand
dollars,
we
needed
to
find
offsets
and
in
conversations
with
the
administration,
we
have
agreed
that
it's
appropriate
to
increase
the
sales
tax
revenue
that
is
anticipated.
There
have
been
a
six
hundred
thousand
dollar
reduction
in
the
proposed
budget
for
sales
tax
revenues
based
upon
where
the
first
and
second
quarter
returns
were
for
2017.

Projecting
that
forward,
it
seemed
appropriate
at
the
time
of
the
budget,
was
introduced
or
actually
developed
for
printing
to
actually
have
a
$600,000
reduction
since
the
printing
of
the
budget
that
we
have
recovered.
A
lot

loss
made
up
for
a
lot
of
that
lost
revenue,
and
so
it's
a
little
bit
more
reasonable
to
expect
that
we
will
not
incur
that
kind
of
deficit
next
year,
looking
geard
on
year
to
year
experience.

forty

dollars
is
being
added
back
in
for
revenue
that
still

allows
basically

dollars

sales
tax

our
sales
tax
revenue

the
future,

so
I
still
think
that
this
is
prudent,

is
a
half
million
dollar
reduction

next

additional
revenue

there's
an
additional
revenue
line:

Jas
car
theft
prevention
grants
has
been
increased
by
sixteen
thousand
two
hundred
and
thirty
two
dollars
and
expenditures
for
the
retirement
contributions
have
been
reduced
by
one
hundred
and
four
thousand
two
hundred
sixty
eight
dollars,
and
that
is
based
upon
actual
projections
provided
by
the
comptroller's
office.
So
you
know
the
the
information
that
we
get
continues
to
be
somewhat
of
a
moving
target,
so
we
are
comfortable
with
that
over
a
hundred
thousand
dollar
reduction
to
offset
the
other
revenue
losses.

also
identify
two
areas
in
which
the
division
of
youth,
the
Department
of
Youth
and
workforce
are
expecting
some
revenues
and
Housing
and
Community
Development
is
expecting
some
additional
revenues,
and
so
those
have
been
added
to
the
revenue
line
and
then
on
the
expenditure
side,
those
monies
are
being
put
in
contracted
services
until
the
determination
is
made
as
to
where
those
might
be
best
used,
particularly
in
enhancing
salaries
through
the
ena
process.

note
that
there
are
also
amendments
regarding
the
count
Common
Council
budget
that
I'm
going
to
leave
to
mr.

note
that
we
will

of
the
technical
amendments
is.

eliminating
subcategories

supervisory
clerical,
professional
technical
sup

totals
because
it's
noted
that
that
has
created
some
problems
with

allocation
of
salaries
and
some
errors
that
we
have
experienced
with
dealing
with
a
new
ERP
system.

council
members

changes

need

the

grant
will

forthcoming

calendar

salient
features
of
this
particular
budget.
The
proposed
2018
budget
actually
decreases
expenditures
by
over
a
half
a
million
dollars.
This
is,

top
of

six
a
three
point:
six
million
dollar
reduction
that
was
built
into
the
2017
budget
for
over
a
four
million
dollar
reduction
in
the
budget
in
the
city's
budget
since
2016.

is
very
impressive
in
these
times,
but
also
necessary
in
light
of
the
city's
high
property
tax
rate
and
continuing
fiscal
challenges.
These
this
reduction
has
been
achieved
by
the
elimination
of
some
full-time
equivalent
positions
and

vacancy
savings
that
was
recommended
by
the
pfm
group
report
and
which
resulted
in
over
a
million
dollar
reduction
in
salaries
in
the
2018
budget,
although
at
the
same
time
it
includes
a
number
of
salary
increases
for
union
members
as
a
result
of
several
contracts
and
a
2%
increase
for
non-union
employees
of
the
city.

budget
also
includes
six
hundred
twenty
thousand
dollars
in
one-time
revenue
for
the
sale
of
the
Queens
property
over
six
hundred
thousand
dollars,
reduction
in
retiree
health
insurance
and
almost
a
quarter
million

revenues
and
savings
are
largely
offset
by
some
increases
in
workers,

and

cases
