B
Okay,
welcome
everyone
to
our
thursday
september
10th,
albany
common
count,
council
caucus
prior
to
our
council
meeting
for
the
record
present
our
president
ellis
majority
leader,
jenny,
farrell
council
members,
conte
go
hoey,
ballerin,
love
o'brien,
along
with
our
staff,
danielle
gillespie,
john
raphael
ricciardo,
and
michelle
andre,
along
with
corp
council
brett
williams.
Did
I
forget
anybody?
B
That's
in
the
room,
no,
okay,
all
right
so
jumping
into
the
agenda.
We
have
the
public
hearing
for
joyce's,
miss
love's,
ordinance,
10
6120.
We
will
be
having
the
public
hearing.
However,
we
won't
be
voting
on
it,
we're
awaiting
a
secret
recommendation
and
determination
from
planning
from
our
planning
department.
A
B
I
said
that
we
will
be
having
the
public
hearing,
but
we're
awaiting
a
secret
recommendation
from
planning
jr.
You
want
to
kind
of
chime
in
there
to
kind
of
explain.
What's
what's
going
on.
A
Yeah
we're
just
waiting
for
the
planning
department
to
make
their
their
secret
findings.
No,
they
schedule
part
they
sent
us
part
two,
but
not
the
recommendation
whether
it
should
be
neg
deck,
negative
declaration
or
positive
declaration.
We
haven't
received
that
yet.
B
Okay,
all
right.
Next,
the
approval
of
minutes
from
a
previous
meeting
will
be
our
I'll,
be
offering
our
august
17th
meeting
minutes
for
passage.
B
All
right,
then,
on
to
consideration
of
ordinances,
ordinance,
17
19.
Excuse
me
1791
20
by
council
members
holy
and
o'brien.
That
will
be
a
referral
to
planning
I.
I
know
we
were
having
a
conversation
on
whether
or
not
the
there
had
to
be
a
public
hearing
and
mr
prachardo.
Can
you
speak
to
the
conversation
and
discussion
around
the
public
hearing.
A
F
Yeah,
so
I
did
some
research
on
my
own.
I
also
spoke
to
amy
levine
in
our
office
and
we're
both
of
the
opinion
that
it
probably
should
have
another
public
hearing
by
virtue
of
both
the
usdo
and
the
general
city
law.
The
usdo
says
that
any
proposal
to
amend
the
text
of
the
usdo
requires
a
public
hearing
and
then
the
general
city
law
says
that
the
council
may
only
amend
its
zoning
regulations
quote
after
public
hear
public
notice
and
public
hearing.
F
You
know
I
I
understand
the
counter
arguments
and
I
think,
there's
some
merit,
but
at
the
end
of
the
day
this
is
an
entirely
new
ordinance.
It
covers
some,
but
not
all,
of
the
same
topics
as
actually
more
accurately.
I
think
it
covers
more
topics
than
the
previous
ordinance.
F
So
by
virtue
of
those
facts
I
think
they're
dissimilar
enough,
and
I
think
that
simply
because
it's
an
entirely
new
ordinance
that
probably
needs
to
have
another
public
hearing.
B
Okay,
thank
you,
mr
williams.
Mr
conti,
would
you
please.
G
Yeah,
I
just
want
to
address
this
issue
of
the
general
city
law
provisions.
I
I
think
an
argument
that
aside,
I
think
an
argument
under
the
usq
can
be
made
that
we
don't
need
the
hearing.
But
I'll
put
that
aside,
the
general
city
order
general
city
law
provisions
when
I
read
them
seem
to
refer
to
basically
rezoning.
You
know
changes
in
zoning
or
in
zoning
districts
and
not
text
amendments,
and
I
will
note
that,
prior
to
the
usdo
anytime,
we
did
a
text
amendment
to
the
zoning
ordinance.
G
So
why
should
there
be
a
change
in
how
we
treated
text
amendments
and
the
requirement
of
public
hearing
preview
sdo
versus
post
usdo
as
far
as
the
general
city
law
goes,
which
again,
I
think
in
reading?
It
really
relates
to
rezones
and
changes
in
district
lines.
So
I
think
there's
a
different
interpretation
and
some
kind
of
a
change,
pre
and
post.
B
Thank
you,
mr
conte.
So
it's
going
to
be
referred
to
planning
and
we're
really
trying
to
figure
out
the
the
hearing
issue
for
scheduling
purposes.
So
we
have
enough
time
to
notice
it.
So
we
can.
We
can
have
a
further
discussion
offline
about
this
right.
Now,
it's
slated
to
to
be
sent
to
planning
for
discussion
all
right,
we'll
come
back
to
the
discussion
of
the
hearing,
all
right.
B
So
moving
on
to
the
next
ordinance
ordinance
1891-20
by
miss
councilmember,
frederick
it'll,
be
a
referral
to
parks
and
recreation.
B
Ordinance
regarding
the
mayor's
executive
order
and
emergency
declared
because
of
covert
it
has
to
do
with
the
board
of
contract
and
supply.
We
had
an
ordinance,
7,
33
20
earlier
that
we
passed
that
expired.
This
is
going
to
replace
that
by
the
way,
this
is
an
emcee,
but
it
also
has
to
be
passed
by
unanimous
consent
because
we're
introducing
it
and
passing
it
on
the
same
evening.
B
So
any
any
questions
on
that-
and
we
talked
about
this.
B
G
B
Okay,
so
that
was
that
ordinance,
and
that
was
by
financed
by
miss
farrell
you
you
have
that
ms
farrell,
you
got
that.
H
B
Next,
we
did
have
ordinances
held
on
our
active
calendar
for
miss
loves
coordinating.
This
was
item
number
10,
but
again
we
spoke
about
that
earlier.
So
we'll
move
on
to
consideration
of
resolutions.
B
We
have
one
by
miss
fahey
on
behalf
of
planning
and
actually
just
pausing
for
a
second.
I
also
like
to
recognize
that
miss
fahey
mr
flynn
and
miss
frederick
have
also
joined
us
along
with
deputy
city
clerk
deshaun
burke,
okay,
so
this
resolution
is,
is
excuse
me
reappointment
of
daniel
kirk
david
off
as
a
member
of
sustainability.
B
The
idea
was
that
we
were
we're
not
going
to
send
it
to
committee,
but
we're
going
to
have
them
stop
in
to
to
caucus
to
speak
with
members
like
we
did
with
the
the
other
re-appointees.
Is
that
correct?
Then?
Okay,
would
you
miss
fahey.
I
Yes,
absolutely
is
mr
davidoff
here.
B
I
I
76
91
20.
thank.
B
You,
okay,
all
right
next
would
be
resolution
77,
91,
20.,
that's
going
to
be
a
referral
to
finance.
That's
the
the
ordinance
we
discussed
for
a
good
bit
at
our
last
caucus
regarding
the
skyway
project.
So
that's
going
to
be
a
referral
to
introduction
and
a
referral
to
finance.
B
E
B
Next,
we
have
78
resolution
78
9120
r
by
miss
miss
frederick
mr
ballerin,
it's
to
recognize
the
spanish
heritage
month
and
that
will
be
a
pass.
We
we
agreed
that
all
members
were
going
to
be
co-sponsors
on
that
at
our
last
caucus,
okay,
so
next
resolution
79
91
20
by
also
by
ms
farrell,
it's
a
resolution
congratulating
saint
rose
on
its
100th
anniversary.
B
That
will
be
a
pass.
All
members,
with
the
exception
of
mr
johnson,
are
co-sponsors
on
that.
K
B
Okay,
next
resolution
by
mr
anani-
that's
80,
91,
20
r
and
it's
resolution
call
on
congress
to
provide
national
funding
for
the
cure
violence
program,
which
I
don't
see,
mr
amani
here.
That
will
be
a
pass
and
memory
serves
me.
We
are
all
co-sponsors
on
that,
based
on
our
discussion
at
our
last
caucus.
B
We're
in
the
other
room
up
there,
so
okay,
that
was
80..
Okay.
Next
next
resolution
by
myself
on
behalf
of
public
safety,
is
81.
B
9120R
and
it's
we're
looking
to
pass
this,
it's
a
resolution
approving
the
monitors
authorized
and
suggested
by
the
community
police
review
board
to
do
their
their
investigations
there
I'll
be
offering
that
for
passage.
B
Okay,
next
under
resolution
tell.
A
L
A
B
B
Investigators,
next
on
to
under
resolutions
held
the
resolution,
75
8220,
which
is
mine.
B
E
B
B
B
The
retention
schedules
that
will
be
a
pass.
There
was
discussion
around
making
some
amendments
by
mr
o'shea
and,
with
that.
G
Yeah,
I
don't,
I
don't
think
you
got
to
82
90
120,
or
did
I
miss
that
the
reappointment
of
zach
garafola
to
the.
J
F
B
Okay,
that's
gonna,
be
by
me
resolution
82,
91,
20r,
reappointing,
zach
barathwa
is
a
member
of
community
police
review
board.
We
will
refer
well,
actually
it's
just
a
reappointment
so
again,
we'll
we'll
hold
it
and
get
zach
to
to
stop
into
a
caucus
and
have
a
you
know.
Just
give
us
some
brief
updates
and
then
reappoint.
B
A
B
And
since
I
already
did
the
resolutions
hell,
I
mean
I'll
go
back
I'll,
go
back
after
after
mr
draffalo's
resolution
introduction
go
back
to
the
resolutions
held
item
number
11
by
myself,
75
82
23
important.
Excuse
me
the
hiring
of
the
monitors.
B
Hold
hold
up
one.
Second,
that's
not
the
monitors
resolution.
75
8220
is
the
retention
schedule
which
I
spoke
about
before,
hopefully
not
thought
out.
Okay,
so
that's
that's
where,
and
I
just
discussed
that.
So
if
anyone
has
questions
or
comments,
let
them
fly
otherwise
that
that's
it
for
the
agenda.
K
Did
did
you
guys
figure
out
mr
johnson.
B
B
B
A
A
Kelly,
I
think
mr
hoey
has
his
hand
up.
L
Yeah
I
just
wanted
to
touch
base
and
I
could
have
done
it
offline.
I
guess,
but
I'm
just
thinking
about
it
now
I
was
hoping
to
have
the
the
head
of
the
fire
department
union
and
the
police
department
union
were
two.
I
think
there's
two
come
in
and
talk
to
the
public
safety
committee
about
if
there
is
cuts
like
we're,
seeing
with
the
school
system
we're
going
to
be
dealing
with
the
cuts.
Next
I
mean
20.
L
I
just
like
to
know
what
their
attitude
is
on
minimum
staffing
for
safety
reasons
stuff,
like
that,
it's
just
to
get
a
full
picture,
not
just
listen
to
management
or
you.
D
L
B
It's
not
scheduled
yet
it's
it's
still
in
the
works,
mr
holly.
I
know
you
sent
that
email
like
a
week
and
a
half
two
weeks
ago,
but
it's
we're
working
on
it.
We'll
get
we'll
get
we'll
get
them
in
to
have
that.
That
discussion.
N
Tom,
I
know
for
the
fire
department
because
of
overtime.
It
actually
would
cost
the
city
more
to
lay
off
people
so
and
I
believe,
we're
in
a
similar
situation
with
police.
L
Again,
I'm
so
freaked
out
about
the
schools.
You
don't
know,
you
know
my
wife's
granddaughter
is
going
into
first
grade.
First,
they
told
her
she's
staying
home
now,
she's
going
max
is
in
eighth
grade
and
he's
it's
all.
Gonna
be
virtual
and
they're
firing
222
people
most
of
my
rank
and
file.
Two
are
mcs.
So
I
worry
because
I
this
is
like
the
canary
in
the
coal
mine.
Oh
absolutely,.
N
No,
with
good
reason
with
there's,
I'm
not
saying
it's
not
it's
it's,
it's
all,
very,
very
scary,
the
different
things
that
can
happen.
B
And
so
would
that
be
maybe
at
some
point
we
should
try
to
get
the
folks
back
in
from
the
district
to
kind
of
give
us
some.
Some
idea
of
you
know
to
have
a
discussion
and
and
give
us
information
on
how
this
the
great
unknown
is
gonna
kind
of
play
out.
I
know
there
are
a
lot
of
unanswered
questions
and
I
think
we
we
should
have
a
conversation
about
that.
N
Also,
to
possibly
see
how
the
city
can
help,
I
mean
what
are
the:
what
are
the
resources
that
we
can
do
to
help
what's
happening
with
our
kids.
L
I
know
derek's
a
teacher,
I'm
wondering
what
the
impact
is
having
kids
from
7th
grade
through
you
know,
12th
grade
doing
virtual
learning
and
will
they
be
sitting
at
their
desk
in
their
house
on
the
table?
Will
they
be?
You
know,
what's
going
to
happen
and
I'm
very
very
concerned-
and
you
know
what
at
some
point
I'll
talk
to
derek
about
it.
M
Mr
johnson,
thank
you.
Thank
you,
sorry
about
that,
but
in
in
terms
of
we
don't
know
what
to
expect
in
this
coming
this
upcoming
school
year,
and
we
could
only
hope
that
going
virtual
is
going
to
be
beneficial
to
the
kid
we
know
it's
not
going
to
be
the
same
as
them
being
in
person
learning
because
of
the
great
jobs
that
our
teachers
do
each
day.
So
our
you
know
we're.
M
We
got
a
plan
and
we're
going
to
move
forward
with
it
and
we're
we're
going
to
try
to
provide
the
families
as
much
support
as
we
can.
B
So,
mr
johnson,
you
inquired
about
having
legislation
on
for
tonight.
There's
nothing
on
okay,
so
we're
all
set
with
that.
B
Thank
you
and
with
that,
mr
president,
I
will,
unless
someone
else
has
anything
within
this
caucus,
we'll
move
forward
with
our
meeting.
K
C
The
pieces
of
legislation
where
everyone
is
listed
as
a
co-sponsor
are
you
just
gonna,
do
a
quick
voice
vote
or
do
you
want
me
to
do
a
roll.
K
F
Is
it
hispanic
heritage
month.
C
B
Gotcha
and
then
also
that
80,
mr
hernandez,
the
the
calling
on
the
united
states
congress,
the
funding
for
pure
violence.
Yes,
that's.
K
Do
we
have
anybody
in
the
queue
for
public
hearing
at
all?
You
know
danielle.
K
We
will
now
start
alumni
common
council
meeting
september.
The
10th
2020.
welcome
to
our
albany
common
council
meeting
and
can
a
clerk
please
call
the
roll.
K
C
D
O
M
C
M
E
H
C
K
Thank
you.
Can
you
put
up
our
flag,
so
we
can
say
the
pledge
allegiance
and
then,
after
that,
we'll
have
our
moment
of
silence.
K
K
K
K
Thank
you
pretty
sure
it
was
a
tape
delay
in
some
people's,
but
that's
okay.
Now
we're
entering
to
our
public
hearing
doing
this
public
sharing.
If
we
have
any
one
of
us
to
speak
on
his
orders,
they
can,
and
at
that
time
they
do
speak
different
than
public
comment
period.
Council
members
can
ask
the
person
who
speaks
during
public
hearing
any
questions
they
so
choose
with.
That
being
said,
can
the
clerk
please
read
the
ordinance
for
public
hearing.
C
K
Since
we
have
no
one
wishing
to
speak
at
this
time
during
this
public
hearing,
we
will
consider
this
public
hearing
closed.
Mr
kimbrough,
this
ordinance
will
be
going
to.
B
K
Thank
you.
Thank
you.
So
much
for
that
and
now
we're
going
to
move
into
our
segment
of
public
comment
period
tonight,
I'm
adam
clark,
can
you
please
call
the
sp
first
speaker.
K
Yeah
we
can
hear
you.
This
is
common
council
president
corey
ellis,
you
are
in
a
public
comment
period,
section
of
the
meeting
you
can
talk
about
any
subject.
You
wish
for
five
minutes
at
the
four
minute
mark.
I
will
let
you
know
that
you
have
one
minute
left
at
this
time.
Council
members
cannot
comment
on
what
you
talk
about.
If
they
choose
to
comment,
they
will
do
so
at
a
later
time
during
the
agenda
of
tonight's
council
meeting.
So
with
that
being
said,
proceed.
J
J
We
are
the
country's
second
largest
racial
or
ethnic
group,
and
spanish
is
the
second
most
spoken
language
in
the
united
states.
Hispanics
have
contributed
to
american
life
since
the
american
revolution,
fighting
in
every
war
since
then,
and
currently
having
over
1.2
million
hispanics
serving
in
the
u.s
armed
forces.
J
Latinos
today
continue
to
advance
communities
across
the
country
as
small
business
owners
veterans
teachers.
Public
servants,
among
many
other
professions
notable
mentions
include
sonia
sotomayor.
As
the
first
hispanic
woman
in
the
united
states
supreme
court
lin
manuel
miranda
responsible
for
the
famous
hamilton
play
and
alexandria
ocasio-cortez,
the
youngest
woman
to
ever
serve
in
the
united
states
congress.
J
J
There
is
historical
precedent
for
the
challenges
the
latinos
are
facing.
As
past
generations
of
hispanics
endured
bigotry,
discrimination
and
violence
as
well
in
the
1930s,
the
mexican
reputation
act,
president
hoover
supported
deported
one
million
mexican
americans
for
supposedly
stealing
u.s
jobs
in
1954
president
eisenhower
launched
operation
which
forcibly
removed
hundreds
of
thousands
of
undocumented
immigrants
from
the
us.
J
These
are
just
two
among
the
laundry
lists
of
administrative
actions
against
the
hispanic
community.
Hispanic
heritage
month
has
become
a
spectacle
of
electoral
politics
and
academic
promotions
for
diversity
and
inclusion.
Our
elected
officials
can
do
more
than
eat
taco
bowls
and
speak
of
their
love
of.
M
J
C
K
K
K
B
Thank
you,
mr
president,
offer
the
minutes
of
our
august
17
2020
meeting
for
approval.
K
I
Thank
you.
Mr
president,
the
planning
committee
met
on
august
27th
on
ordinance
96120,
that
is,
the
76
project,
a
zone,
change
from
our
residential
townhouse
to
mixed
use,
community
institutional
that
was
voted
out
of
committee
to
the
council
with
no
recommendation,
and
we
also
reviewed
resolution
72
8120r,
and
that
has
to
do
with
the
the
secret
process:
environmental
quality
review
process
on
this
project,
and
that
was
held
in
committee.
We
will
meet
again
this
monday,
the
14th
on
this
resolution.
E
The
general
services
committee
will
have
a
joint
meeting
with
parks
and
recreation
on
september
28th,
which
is
a
monday
to
discuss
the
future
of
the
golf
course
with
an
eye
towards
a
number
of
recreational
opportunities,
and
we
have
invited
and
expect
the
attendance
of
the
dgs,
commissioner,
his
deputy
francioli,
the
golf
course
superintendent
and
the
commissioner
and
jonathan
jones,
the
recreation
commissioner.
E
B
Thank
you.
Mr
president,
public
safety
committee
met
we
had
an
emergency
meeting
on
friday
august
21st
to
discuss
the
recent
gun,
violence
and
try
to
come
up
with
a
plan
to
deal
with
it.
We
had
the
police
department
in
they
discussed
some
of
what
they're
doing
and
some
other
community
agency
community
agencies
discussed
their
thing
also,
and
we
ended
up.
You
know
coming
up
with
some
good
ideas
for
how
we'd
we
deal
with
this,
including
the
violence
prevention
task
force
that
was
for
the
friday
august
21st.
B
Then
we
also
met
monday
august
31st
to
discuss
ordinance,
15
8120.
It's
ordinance
regarding
surveillance
technology
used
here
in
the
city
of
police
department,
public
police
departments
involved.
B
In
that
also,
we
had
a
pretty
good
discussion
and
plan
further
discussions
so
that
legislation
is
being
held
pending
that
further
discussion
and
getting
some
clarification
and
working
through
some
issues
and
also
in
that
meeting
again
we
revisited
the
the
gun,
violence
issue
and
we
discussed
the
reconvening
the
gun,
violence,
task
force
and
the
violence
task
force,
and
so
we
came
up
with
some
ideas
and
and
on
on
how
to
do
that
and
we're
gonna.
B
Be
issuing
the
cfa
to
to
to
pull
some
folks
into
into
that
process
and
sit
as
a
part
of
that
task
force.
That's
in
the
works.
Thank
you.
K
Thank
you,
miss
pharaoh
and
demis
fahey
glenn
is
pharaoh.
N
77
91
20
are
the
skyway
resolution
and
then
we
also
have
a
wild
ride
of
meetings
upcoming.
I
will
just
mention
the
september
ones,
we'll
be
meeting
on
thursday
september
24th
to
discuss
the
pre-budget
release
breakdown.
We
will
also
be
discussing
local
law
k
of
2020
ordinance,
number
16,
82,
20.
N
resolution
number,
68,
72,
20,
and
and
that's
it
and
then
we'll
be
meeting
on,
I
believe
the
25th
as
well
to
talk
about
the
five
year.
Oh
sorry,
the
23rd
about
the
five-year
capital
plan.
I
K
Thank
you,
miss
vegan,
seeing
there
is
no
other
standing
committees,
we
will
move
on
to
the
agenda
ordinance
introduced.
Mr
holy.
L
Thank
you,
mr
president,
I'd
like
I
noticed,
ordinance,
17,
91
20
and
would
like
it
introduced.
Thank.
B
This
is
the
mc
yes,
correct,
miss
pharaoh.
Are
you
you're
going
to
do
that.
N
Sorry
about
that,
mr
president,
I
I
noticed
for
introduction
and
passage
ordinance
number
19,
91
20.
B
Yeah
I'll
just
yeah,
so
thank
you,
mr
president,
for.
B
Hello,
I
asked
that
we
add
ordinance
number
19,
91
20
to
our
agenda
by
majority
consent.
B
O
K
Thank
you.
Motion
passes
since
she's.
Already
read
the
ordinance
miss
farrell
laurier
render
ordinance.
Can
the
clerk
please
read
the
ordinance,
but
but.
C
B
Now,
but
this
is
because
we're
intro
in
it
and
passing
it
on
the
same
night,
it
has
to
be
by
unanimous
consent.
So
I'll
make
the
motion
that
we
move
to
pass
ordinance,
19,
91,
20
by
unanimous
consent.
L
K
E
G
C
C
E
E
C
M
Before
I
say
yes
can,
I
just
click
know
exactly
what
I'm
saying
yes
to,
because
I'm
kind
of
confused
as
to
what
actually
just
happened.
I
just
I
heard
something
with
the
mayor
and
and
yeah,
so
I
didn't
get
the
full.
That's
why
I
didn't
raise
my
hand
one
way
or
another,
so.
N
This
is
an
extension
of
the
the
ordinance
that
we
did
for
the
contract
and
supply.
N
They
were
having
issues
with
the
way
jeremy,
and
this
is
extending
those
that
the
needs
for
kovid,
which
again
I'm
touching
this
up
royally,
but
it's
an
extension
of
an
ordinance
that
we've
done
in
the
past
to
allow
the
board
of
contract
and
supply
to
still
function
in
this
copit
environment.
It's
a
shortened
time.
It's
a
it's
finite,
we're
not
it's
not
forever.
It's
just
to
allow
them
to
continue
to
function
during
covid.
C
E
C
I
M
C
L
N
It's
we're
not
voting
on
it
tonight.
K
Next
miss
mr
ballerin,
mr
fredericks,
I
don't
know
which
one
you
wanted.
O
B
H
Okay,
I've
I've
been
having
some
technical
issues.
I
want
to
thank
all
well.
Thank
you,
council.
President
ellis.
I
want
to
thank
all
of
my
colleagues
for
co-sponsoring
this
resolution.
I
want
to
thank
sonya,
frederick,
the
youngest
latina
ever
to
be
elected
in
the
albany
or
in
the
albany
county
for
co-sponsoring
this,
I
think,
more
than
ever
today.
H
It's
important
that
we
not
just
celebrate
the
latino
culture
that
we
not
just
celebrate
the
you
know
what
we
bring
to
the
food
and
the
dancing,
and
you
know
the
history,
but
we
also
recognize
the
contribution
that
the
latino
community
has
given
to
our
city
and
to
our
country.
H
H
H
O
Thank
you,
mr
president.
I
also
want
to
thank
all
council
members
for
co-sponsoring
this
resolution
very
important
that
we
officially
honor
hispanic
heritage
month
in
the
city
of
albany.
We
have
a
growing
population
of
hispanics
within
our
community
and
we
also
are
a
sanctuary
city
here,
and
you
know
to
echo
the
sentiments
of
council
member
ballerin.
O
We
did
not
get
to
experience
latin
fest
this
year.
It's
usually
a
celebration
that
happens
at
this
time,
a
great
time
for
a
community
to
come
together,
but
outside
of
which
is
you
know
it's
sad
to
see
that
we're
not
celebrating
today
but
outside
of
just
celebrations
and
experiencing
the
culture.
We
also
need
to
stand
with
our
hispanics.
O
Our
current
president
is
trying
to
remove
undocumented
immigrants
from
the
census
count.
Our
current
president
is
trying
to
end
daca.
Our
current
president
is
trying
to
do
heinous
acts
at
the
border,
so
we
need
to
all
stand
with
our
hispanic
and
latino
community
here
in
albany
and
our
nation,
and
thank
you
all.
E
C
N
I
just
wanted
to
note
that
the
college
of
st
rose
has
been
an
integral
part
of
our
city
for
100
years,
and
it's
made
a
huge
impact
for
the
the
professors
that
work
here
and
all
the
support
staff
that
work
here
to
the
students
that
come
to
the
college
and
then
stay
and
become
albany
residents.
So
we're
very
grateful
for
the
positive
influences
that
they've
had
in
our
city
and
look
forward
to
many
years
of
a
lot
more
collaboration.
K
P
Mr
nani
yeah,
thank
you.
Thank
you,
mr
president.
Just
want
to
congratulate
the
college
of
saint
rose
they're,
quite
frankly,
they're
the
pride
and
joy
of
the
pine
hills
neighborhood,
the
students
that
live
here,
the
intellectual
capacity
that
they
you
know
they
exuberate
here
in
the
community.
Whether
it's
a
cleanup
in
the
neighborhood
saint
rose.
Is
there
whether
it's
donating
to
a
food
pantry
saint
rose?
Is
there
whether
it's
you
know,
mentoring,
a
student
or
tutoring,
a
student
saint
rose?
P
Is
there
and
quite
frankly,
they
remind
me
like
they
all
stay
commercial
like
a
good
neighbor
saint
rose
is
there,
so
I
just
want
to
congratulate
them
on
100
years
here
in
our
city.
Thank
you,
mr
president.
Thank.
E
C
K
G
E
C
C
C
B
J
K
Resolution
passes
continue
on
with
resolutions
reduced.
Mr
nani,
are
you
ready
go
ahead.
P
P
P
Since
2012,
the
cure
violence
program
has
been
used
in
new
york
city
as
a
model
to
address
gang
violence
and
reduce
retaliatory
killings
by
including
community-based
organizations
and
workers.
To
help
out
to
interrupt
violence
in
their
communities
also
noted
that
this
program
in
new
york
city,
as
well
as
in
many
other
cities,
are
requesting
federal
funding.
P
P
Cities
and
states,
as
it
relates
to
the
crime
that
we're
witnessing
from
a
distance.
We
want
to
take
a
meaningful
action
and
ask
congress
to
appropriate
the
funding
to
fund
programs
like
cure
violence
in
albany
and
other
cities
across
the
country.
Here
in
the
city
of
albany,
there's
been
over
100
shootings,
14
homicides.
P
We
have
a
gang
related
problem
here
in
the
city
and
we
have
organizations
like
snug
and
cure
violence,
organizations
that
are
doing
everything
that
they
can
to
dismantle
some
of
the
violence
that
we're
witnessing.
But
to
do
that,
we
need
the
federal
funding.
We
need
the
funding
to
get
bodies
out
in
the
streets
to
get
staff
in
the
neighborhoods
to
talk
to
the
community
and
also
to
encourage
individuals
to
take
a
better
path
when
some
type
of
infraction
has
been
levied
upon
them.
So
I
want
to
thank
all
my
colleagues
for
supporting
this
resolution.
P
This
is
not
a
civil
bullet,
but
it's
a
step
in
the
right
direction
and
these
financial
times
that
we're
in
we
need
federal
assistance.
We
need
federal
assistance.
So
I
want
to
thank
all
my
colleagues
for
supporting
this
resolution
and
I
hope
that
this
violent
crimes
and
the
shootings
that
are
plaguing
our
city
comes
to
an
end
soon
enough
is
enough.
Thank
you,
mr
president.
J
B
Thank
you,
mr
president,
I
notice
resolution
81
91
20r
and
ask
for
his
passage.
C
H
C
G
M
B
Thank
you,
mr
president.
I
know
this
resolution
82
9120r
and
asked
that
it
be
intro
and
held
okay.
B
Thank
you,
mr
president,
I
notice
resolution
75
82
20r
and
ask
for
it
as
amended
and
ask
for
its
passage.
M
C
G
O
I
A
C
C
K
Yeah,
oh
okay,
sorry
frieza
resolution
passes
sorry.
My
thing
keeps
freezing
having
trouble
with
my
internet
tonight.
Moving
on
to
miscellaneous.
D
Earlier
today
the
county
caucus
met
with
the
d.a
and
he
gave
a
good
analysis
of
what's
going
out
there
going
on
with
all
the
violence
in
the
community,
and
I
want
to
know
if
we
can
get
him
to
come
and
talk
to
us
about
the
violence,
the
numbers
and
the
people
that
the
the
offenders
that
keep
doing
the
monitors.
This
keep
shooting
and
stuff.
Like
that,
I
mean
how
many
people
are
in
the
court
system,
how
many
people
that
went
to
prison
for
this
already.
K
M
Yes,
I
just
wanted
to
talk
about
at
a
time
when
our
residents
have
concerns
and
questions
just
the
idea
of
the
automation
that
the
city
has
turned
to
is
just
it
just
makes
people
feel
a
certain
type
of
way
when
they're
reaching
out
to
the
mayor's
office
or
reaching
out
to
dgs.
M
You
know
after
work
hours
and
they're
getting
a
recording,
and
you
know
I
could
understand
a
recording
after
work
hours,
but
you
know
I'm
finding
that
if
you
call
during
the
day
time
you're
getting
the
recording
too
so
we
understand
that
covet
is
is
present
in
our
community,
but
I
don't
think
that
you
know
people
have
to
leave.
Concerns
on
voice
messages
is
resident
friendly.
M
So
I
just
I
want
to
say
something
about
that,
because
I
just
see
our
city
going
to
automation
and
it's
it's
it's
just
you
know
a
lot
of
times
in
in
residents
times
in
need
is
very
insensitive,
so
I
I
wanted
to
say
something
about
that
tonight.
Thank
you.
Thank
you.
B
Yeah,
just
popping
back
to
what
miss
love
said,
you're,
requesting
that
we
get
the
da
in
to
talk
to
us.
Okay,
correct,
okay,
we'll
have
we'll
make
that
that
request
to
get
him
into.
B
No
one,
if
no
one
has
anything
further
a
motion
to
adjourn.
