ordinance
number

been
drafted

Councilman

O'brien
and

support

other
members
of
the
council.
Also,
a
key
element
of
this
proposed
ordinance
is
a
thousand
foot
buffer
from
the
boundary
line
of
a
household,
a
home,
a
residential
residence
or
a
group

living
residence,
a
religious
institution,
a
school
or
a
park.

Citizenship
Act
passed
in
India,

to

electoral

burden

not
on
the

attention

government

India
and
its
leader

Narendra
Modi

he
was
overlooking
a
brutal

There
are

number
of
problems
with
private
plasma
clinics
in
the
United
States
you're
only
allowed
to
sell
your
you're
allowed
to
sell
your
plasma
two
times
a
week.
Hospitals,
the
Red,
Cross
and
other
public
entities
only
allow
voluntary
donations
every
28
days.

There
is
too
high
a
risk
to
donor
health
with
too
frequent
donations.
Frequent
plasma
selling
will
hurt
your
immune
system.
In
other
words,
you
will
get
sick
and
you
will
become
immunosuppressed
trust

don't
want

will
pay?

doctors,

code,

permits,
expired

understand

have
it
in
front

I
see

it's
inspired

never

practice

the
dozen

this
rental
property
and

courtesy.

Indian
Parliament
passed
the
citizenship
Amendment
Act,
which

first
time
uses
religion
as
a
criteria

Indian
citizenship.

law
violates
India's
secular
Constitution
and
has
been
challenged
in
its
Supreme
Court.

Despite
protests,
the
comment
continues
to
bulldoze
and
has
built
nazi-like
detention
camps.
The
situation
continues
to
worsen

hour
and
the
day
and
as
the
government
is
becoming
increasingly
dictatorial

anti
minority,

laws

triggered
fears
of
marginalization
and
disenfranchisement

minority

15%

country's

billion

response

been
supportive

passing
resolutions
concerning
laws
passed
in

far-off
country
as
its
authority
to
introduce,
adopt

amend
or
repeal

to
the
local
laws
in

that
the

functions

protect

laws

minorities

protests
in
the
country
have
been
met
with
police
brutality,
charges
of
sedition
and
extrajudicial
internment.

US
Congress
members

senators
have
already
little
written
letters
to
the
US

Relations
committees.

letter
was
published
by
senators,
Graham
and
others
condemning
these
actions
by
the
Government
of
India
congresswoman

put
forth
the
resolution
in
the
US
Congress,
which
highlights
religious
persecution
in
India,

local
Congressman
Paul
Tonko

cosigner
on
this
resolution.

condemning

actions

put
forth

Council

local

together

latest
steps

first
learned
that
CSL
wanted
to
build
a
plot
or
wanted
to
go
into
an
empty
store
in
Hannaford
Plaza
and
make
it
a
blood
donation
center.

Plasma
logistic
center-
it
keeps
it
there
for
six
months
before
it
sends
it
off
to
Australia
and
that's
where
the
manufacturing
comes
in.
They
call
it
fabric
national
or
something
like
that.
But
anyway,
that's
where
the
plasma
is
turned
into
the
farm
pharmaceutical
products.
So
we
became
familiar
with
that
and
we
also
became
familiar
with
there
were
problems
attendant
with
many
of
these
centres.

enormous

made

billion
dollars
in
sales
in
2017.
At
this
time
it
has
over
200
plasma
donation
centers
in

United
States
blood
is
money,
it

big
business,
but

found
that

centers

most

that

increased
crime

need
for
it
for

police
presence

our

balance
required
to
keep
cities
places
that
people
of
all
ages
and
backgrounds
wish

need
livable
residential
neighborhoods
as
well
as
economic
activity.
The
city
of
Albany
I
realize.
Most
of
you
here
know
a
lot
more
about
it
than

The
city
of
Albany
unified,
sustainable
development,
ordinance,
which
was
adopted
in
2017,
recognized
that
equally
important
to
economic
development
and
reinvestment
was
the
need
to
protect
and
preserve
the
city's
residential
neighborhoods
and
to
promote
the
city's
public
health
safety
in
general
welfare
and
the
us
do
spelled
out
these
requirements
for
neighborhoods
and
welfare.

its
purpose

The
proposed
ordinance

Councilman
O'brien
supports
these
purposes.

concerns

reports

other
cities

sanitary

precaution

the
city
of
Albany
can
take

maintain

neighborhoods

interfering

sustainable

aggregation.

commend

council

investing

energy

the
steps
necessary

bring
Albany
into
the
aggregation,

we
do
recommend
that
the
city
pass
the
enabling
law
local
lobby

that
it
can
participate
in

RFP
for
the
aggregation.

law

allow
us
to

nuclear
and
or
a
hundred
percent
green
energy,
it
has
that
promise
that
potential

can't
think
of
anything
more
impactful.
We
can
do
to
address
the
climate
crisis.

city
spent
a
lot

time

lot
of
money
to
switch
10,000
streetlights
to
LED
that
reduced
our
carbon
footprint
a
lot
according
to
NYSERDA
joining
the
aggregation
would
be
the
equivalent
of
switching
five
hundred
and
sixty
thousand
lights
to
LEDs.
So
that's
we
spent
a
lot
of
money
to
do
ten
thousand.

have
to
spend
no
money
just
to
do
the
equivalent
of
switching
to
five
hundred
and
sixty
thousand
lights.
That's
56
times
the
punch
NYSERDA
considers
joining
a
CCA,
a
high
impact
action
item
in
their
clean
energy
communities

will
be
the
most
affordable
way
for
people
in
our
city,

Capital
Region
to
access
renewable
energy

York
as

its

no
thought
even
of

blood
plasma
Center
shortly,
but
our
ordinance,
of
course
had
the
provision
in
it
for
our
amending
it.
That
was
provided
for
because
we
realized
that
things
were
going
to
come
up.

existing
uses
we,
we
had
passed
a
comprehensive
plan,
comprehensive
2030
plan
in
2014
and
stated
in.
That
was
the
concept
that
we
were
trying
to
streamline

code,

cognizant

preserving
what
has
naturally
involved
as
the
neighborhood
uses
that
existed
that
have
come
to
exist
in
Albany
and
among
these
was
some
commercial
uses,
never
a
blood,
plasma,
Center
and,
of
course,
a
blood
plasma.
Center
is
a
center
that
solicits
donated
not
donation,
solicits,
plasma
for
pad
and
I'm
holding
up
copy.

So,
at
the
time
when
the
applicant
made
its
application,
it
went,
of
course,
to
the
Planning
Department
who
refused
them.
They
said
the
planning
work,
who
was
the
principal
author
of
the
USD
R,
so
he
knew
something
at
what
he
spoke
said.
It
cannot
be
done
without
an
amendment.
I
went
to
the
Zoning
Board
back
in
2018
and
they
declined
it.
They
sent
it
back
over
to
the
Planning
Department,
where
initially
the
Planning
Director
in
December
posted
a
amendment.
He
sent
it
to
the
council,
and
actually
it
was
in
November.

The
council
was
disinclined
to
entertain
the
motion
in
any
fashion
really
and
it
got
tabled
in
committee
and
then
the
applicant
applied
for
a
de
novo
hearing
in
front
of
our
Zoning
Board
in
October
of
this
year
and
our
Zoning
Board,
the
planning
director
came
into
the
Zoning
Board
and
he
said
it
requires.
An
amendment
requires
an
ordinance.
It's
not
an
office,
it's
not
a
medical
clinic
and
it's
not
retail.

So
the
Zoning
Board
sat
on
it
for
two
months.
They
issued
a
decision
and
they
said
it's
light
manufacturing,
which
I
found
to
be
a
rather
unusual
determination
because
nothing
is
manufactured.
Now
I
was
on
the
council
that
adopted
to
us
do
and
we
were
putting
categories
in
like
like
light
manufacturing,
and
that
was
obviously
meant
to
be
the
kind
of
low
impact
manufacturing
that
existed
within
the
city.
We
never
even
discussed
blood
plasma,
nor
would
I
in
for
in
any
event,
have
considered
blood
plasma
as
a
manufactured
item
as
a
mere
commodity.

So
since
the
plant
since
the
Planning
Board
rendered
that
decision-
and
they
put
it
in
writing
and
filed
it
on
February
11th
I
felt
the
immediate
necessity
of
doing
what
we.
What
the
planning
director
said
was
needed
to
pass
an
ordinance
I
have
submitted
my
ordinance
last
year
and
felt
the
need
then
to
call
it
out
of
the
committee.
We
had
a
discussion
about
it
at
the
caucus
for
the
last
meeting
and
most
many
I
think
most.
The
council
members
agreed
with
me
that
we
needed
to
pass
an
ordinance
to
define
this
subject.

This
shall
not
include
a
blood
plasma
Center
and
it
does
to
settle
offs
to
thousand
foot
settle
off
that
Chris
penser
originally
recommended
that
has
been
adopted
by
many
many
years,
not
all,
but
many
and-
and
it
also
addresses
some
of
the
deficiencies
in
the
original
ordinance
that
provided
for
outdoor
queuing,
so
I'm,
asking
and
I
think
it's
necessary
at
this
time
to
pass
it.
That's
why
I'm
calling
that
committee
tonight

I
just
want
to
note
a
couple
of
other
things.

it's
not
a
universal,
although

think

whole
concept

be
looked
at
very
carefully.

think
some
people

pointed
out

public
comment

think
it
takes
advantage
of
underprivileged
people
who
aren't
up

money.

there
are
health
hazards
associated
with
donating
blood
twice
a
week
and
getting
paid
far
less
and
you
were
promised
so

your
support
on
this.

think
it's
necessary
and,
as
many
of
the
speakers
have
said,
a
very
reasonable
way
of
handling.

for-profit
medical
companies

making
tons

money
taking
poor
people's

law

organs

exploits

as

to

issue
with

company
