ongoing
issue
regarding,
what's
going
on
in
the
West
Hills
section
of
the
city.

nuisance,
property
and
trying
to
shut
the
business
down,
I
was
hoping
that
councilman
Robinson
would
be
here
to
hear
my
comments,
but
no
matter
leadership
is
here,
so
I

address
it

them

monitored
the
situation
at
the
meeting
that
was
held
on
Henry
Johnson
last
week.
I
couldn't
attend,
but
I
certainly
will
be
at
the
last
at
the
next
one
and
I
like
to
put
forward
to
to
this
council
again.

example
of
lack
of
focus
and
lack
of

on
the
issue
at
hand.

store
didn't,
kill

particularly
on
the
street,
where
I
reside.
There
are
businesses
there
to
have
a
massive
part
of
a
problem
with
loitering.

we
well
know,

had
a
major
meeting
in
that
area
over

the
issue.

call

businesses
nuisance
properties
as

advance

anti
littering
ordinance
in
this
city,
because

not
closing

anti
loitering
ordinance

city

life-saving
piece

legislation

right

just

see
which
legislature
has
the
courage

advance

legislation

introducing
the
resolution
on
December
11
2019,
the
Indian
Parliament
passed
a
Nuremberg
type,
citizenship
law
that
discriminates
against
us
and
disenfranchises
the
minorities,
especially
the
Muslims.
At
the
previous
council
meeting
just
two
weeks
ago,
some
of
us
talked
about
an
impending
genocide
and
detention
camps.
As
a
consequence
of
this
law
passed
in
India,
we
did
not
expect
our
fears
to
start
manifesting
so
quickly.
I
In
the
last
five
days,
the
capital
of
India
New
Delhi
witnessed
an
unleashing
of
a
program
against
the
Muslims
by
Hindu
extremists,
while
President
Trump
was
an
official
visit
to
India.
The
level
of
violence,
supported
and
perpetrated
by
the
state
machinery
on
the
streets
of
Delhi
was
a
reminder
of
a
similar
violence
against
the
six
in
1984
against
the
Muslims
in
2002.
The
involvement
and
complicity
of
our
Prime
Minister
Narendra
Modi
in
Gujarat
in
2002,
was
the
basis
of
the
denial
of
his
u.s.
I
Since
the
United
States
adopted
a
Genocide
Convention
in
the
wake
of
the
Holocaust
world,
leaders
have
failed
to
prevent
the
deaths
of
millions
from
Basra
and
Cambodia
to
Rwanda
and
Darfur,
not
just
because
they
have
lacked
the
political
will
to
intervene,
but
also
because
of
the
norm
of
genocide
itself.
By
setting
the
bar
of
for
intervention
too
high,
the
international
community
has
stuck
itself
in
a
catch-22
by
the
time.
It
is
clear
the
genocide
is
occurring.
It
is
often
too
late
to
stop
it.

Bosnia

1999
the

servers,
all
three
humanitarian
interventions
occurred
after
thousands
of
people
had
been
killed
and
many
more
had
been
injured
or
displaced,
and
all
three

them
was
successful
in
saved
thousands

None

these
cases
amounted
to
a
true
genocide
where
hundredaire
hundreds
of
thousands
were
already
dead
at
that
time
of
intervention.

importantly,
none
could
become
a
genocide
because
intervention
stopped
the
killing
at
an
earlier
stage.

BJP
led
by
Prime
Minister
Narendra
Modi
every
day,

hear
horrific
stories

India

systematic
state-sponsored
violence,
police
brutality
and
anti-muslim
discrimination.
What

you

when
your
country
of
birth-
and
we
call
her
mother
India,
rejects
you?
Where
do
you
go
when
the
country
you've,
loved
and
cherished
all
your
life
and
is
meant
to
be
your
safe
haven,
denounces

very
existence?

see
my
friends
shed
tears
and

their
deep
anguish
and

anguish,
but
my
despair
does
not
compare.

Hindu

gods

approved

current
ruling
party

a
pro
Hindu,

anti
Muslim
environment.

safe

walk

streets

unafraid
of
being
lynched
by
an
angry
Hindu
mob
in
broad
daylight.

can
walk
out
the
door
in
the
morning,
knowing
I

return
home
to

family,
safe
and
alive.
This
benefit
does
not
extend
to
my
Muslim
friends
in
the
new
India.

citizenship
Amendment
Act
in
the
National
Registration
of
citizens
passed
by
the
Indian
government
in
December
2019
will
not
haunt
me
like
they
haunt
my
Muslim
brothers
and
sisters.
Unlike
them,
I
will
never
be
asked
to
produce
papers
to
prove
my
allegiance
and
my
citizenship
to
my
country
of
birth.
What
a
terrible
and
shameful
privilege

Council

support
the
resolution
to
oppose
the
Indian
citizenship,
Amendment
Act
and
the
National
Registration

state
of

have

unable
to
register

cases,
and
perpetrators

the
violence
are

rewarded
with
political
appointments.

diaspora,
to

their
stories,
so

world
know

injustice
and
the
systematic
persecution
that
is
leading
the
worst
so-called
largest
democracy
into
a
state
of
anarchy

BJP
government,
headed
by
Prime
Minister
Narendra
Modi,
is
backed
by
a
Hindu
supremacist
group
called
RSS.
The
founders
of
RSS
are
inspired
by
the
Nazis
and
their
aim
is
to
establish
a
hindu
nation
based
on
an
upper
caste
system.

international
wing
of
RSS
is
making
inroads
in
us
and
peddling
faceless
ideology
by
contributing
to
political
campaigns
and
hosting
events
at
government
offices,
including
congressmen
and
law
enforcement
departments.
As
part
of
an
immigrant
community.

appreciate
the
inclusivity
of
the
city
of
Albany,
which
has
provided
us
this
platform
to
sound
the
alarm,
the
global,
progressive

Aggregation

this

climate
crisis
joining
the
CCA
is
an
efficient
way
for
Albany
to
lower
its
carbon
footprint.
The
most
recent
studies
say
we
need
to
lower
our
carbon
footprint
by
over
7
percent
each
year
to
stave
off
the
worst
of
the
climate
crisis.

It's
not
easy
to
lower
carbon
emissions
by
that
much
so
we
need
to
make
use
of
all
of
the
easy,
efficient
ways
we
have
to
do
this.
Joining
the
CCA
is
an
efficient
way
for
Albany
to
lower
its
carbon
footprint
and
one
fell
swoop,
except
when
we're
hearing
about
really
extreme
weather
or
dramatic
forest
fires,
the
climate
crisis
doesn't
intrude
into
our
consciousness
as
much
as
it
should.

there

are
a
lot

residents
still
in
Albany
who
don't
see
it
like
the
crisis

it
is,

of
them

unhappy
about
being
switched
out

National
Grid,
the
CCA
raid.

us

know

crisis
need
to
do
our
best
to
raise
awareness

we're
doing

worried
about
supporting

CCA
before
we
know
what
rates

result

voting

favor
of
local
Lobby
doesn't
bind
the
city

accept

rate

get
a
chance
to
get
a
good
rate

green
energy.
As
part
of
this
CCA,
the
city

vote
again

this
before
residents
get
the
chance
to
take
advantage

CCA

experiencing

India

extremely
tragic

unfortunately
it's

new
story,

story

Modi
government
is
systematically
cracking
down
on
not
only
Muslims,

religious
minorities,
dal
'its
women
unions,
all
kinds
of
different
groups,
and
so
for
this
council
to
stand
strongly
in
favor

a
resolution.
To
stand
up
to
this
oppression
is
very
welcome.

speak
from
very
personal
experience
that
when
I
led
a
group
to
India
in
2018
that
nine
of
the
12
of
us
were
deported
from
the
Indian
Airport,
because
we
are
a
Christian.
This
is,
unfortunately,
a
very
common
occurrence
that
Christians
and
other
religious
minorities
experience
when
they
try
to
in
enter
India,
and
they
are
very
nervous
in
India
about
standing
up
to
an
extreme
Hindu
nationalist
agenda
which
suppresses
the
rights
of
all
religious
minorities
and
also
people
who
don't
even
identify.

India
stands
as
a
beacon
for
two
cracy
and
for
religious
freedom.

is
a
constitution

envelops
a
secular
state

not
seek

institutionalize

expense

to
weaken
the
Constitution
and

oppress

CCA's

the
past
two
years.
When
many
environmental
advocates
first
began
to
hold
community
meetings
on
the
topic,
the
council
unanimously
passed
a
resolution
back
in
September
2018
to
pursue
and
explore
involvement
in
the
CCA.

The
next
step
for
each
municipality
is
to
pass
a
local
law
authorizing
the
creation
of
a
CCA
program
and
it
spells
out
how
the
program
will
be
implemented
with
community
specific
revisions.
This
plan
will
be
carefully
reviewed
public
service
commission,
our
local
lobby
of
2020
authorizes
mega
energy
to
put
out
a
request
for
proposals
from
for
bids
from
energy
suppliers.

it
could

very
similar
to
what
we
have
with
National
Grid
now
important
part
here

when
we
get
those
bids,
prices
fluctuate

quickly.

the
turnaround
is
only
about

hours

they
must
respond
in
this
very
short

already
excluded
from
this
legislation,

big

did
their
lobbying
to
get
out
of
this
whole
thing

it

passed.

a
basic
sense
of
unfairness
that
we're
putting
this

venture
of
going
green
on

backs
of
poor
people,
and
that's
the
unfair
thing
about
it

voting
presence
until
that
problem
is
remedied

frankly,

can't
follow
the
logic
of
why
the
council
can't
be
involved
in
approving

contract

a
48-hour
rush

something

sensibly

three
year.

how
they
comply
with

with

pricing

terms

well-thought-out
plan
to
make
sure
that
the
energy
supplier,
that
the
aggregate
the
CCA
chooses
is
the
absolute
best,
and
so
it
is
to
avoid
the
kind
of
problems
that
you're
talking
about.

idea

why
just
48
hours
it
has
to
do
with
the
pricing
of
electricity.
These
prices
are
volatile,
they
go
up,
they
go
down.
You
have
to
lock
into
a
price
within

short
period,

remember

our
administrator
mega
energy,
is
dealing
at
the
same
time
with
13
other
municipalities
who
are
also
locking
in
at
the
same
time.
They
just
don't
have
the
flexibility
to
extend
that
period.

ordinance.
Thirty-Four
point

one
point:
19
in
relation
to
vital
statistics,
fees
and
unanimous
reported
that
out
with
a
favorable
recommendation
and
also
discussed
resolution,
11.20
1.20
are
in
relation
to
the
recognizing
the
Albany
Common
Council
legislative,
black
and
Puerto
Rican
Hispanic
Caucus,
and
move
that
that
out
of
committee
without
recommendation.

without
getting
too
much
into
all
of
this,
so
under
current
law
and
provisions,
the
public
health
law
of
the
fees
that
local
bureaus
of
vital
statistics
or
local
health
department's
can
charge
are
capped
at
$10
per
record
of
that
fee
has
not
been
increased
since
1991
actually
1991,
it
was
increased
from
$5
to
$10,
but
has
been
capped
since
then.
At
the
same
time,
the
fees
that
the
State
Department
of
Health
can
charge
have
gone
from
$10
up
to
$30.

There
are
a
couple
of
localities
that
have
received
permission
to
increase
their
vital
records
fees
at
an
amount
up
to
what
the
State
Health
Department
is
allowed.
Last
year,
the
state
legislature
adopted
legislation
which
actually
was
initiated
by
Pryor
common
Council
authorizing
the
city
of
Albany
to
increase
their
fees
up
to
that
amount,
the
ordinance
before
us
would
only
increase
the
fees
from
$10
to
$15.

And
it
recognizes
the
increased
you
know,
mandates
placed
on
our
Office
of
Vital
Statistics
and
the
costs
of
operation
to
try
to
provide
additional
revenue
to
you.
Well
cover
the
cost
of
that
service.
I
want
to
note
a
couple
of
provisions
in
here
to
address
some
concerns.
First
of
all,
under
state
law
fees
are
not
charged
for
birth
or
death
records
that
are
used
for
school
entrance,
employment,
certification
or
for
purposes
of
application
for
public
assistance.

Monroe
County,
which
is
the
home
of
Rochester
Onondaga
County,
which
is
the
home
of
Syracuse
and
Tompkins
County,
which
is
the
home
of
Ithaca,
all
increase
their
fees
to
$30,
which
we
are
not
doing.
Chemung
County
increased
to
$15
an
hour.
We
go
the
city
of
us,
we
go
to
$15,
which
is
what
this
ordinance
proposes.
In
addition
for
the
city
of
New
York,
which
is
always
treated
differently
as
far
as
health
department's
go
there,
their
fees,
basic
fees,
are
also
$15.

I
want
to
note
another
kind
of
peculiarities
with
the
city
of
Albany,
because
the
major
hospitals
in
this
in
the
area,
Albany,
med,
st.
Peter's,
Lawson
Memorial,
are
all
located
here.
Every
birth
and
death
that
occurs
within
those
hospitals,
regardless
of
residence,
is
registered
with
our
departure
of
final
statistics.
What
that
means
is
that
approximately
based
on
it
on
a
analysis
that
the
city
clerk
did
approximately
65
to
70
percent
of
the
requests
that
we
receive
for
vital
records
are
from
non
city
residents.

So
the
committee
did
discuss
that
we
had
a
good
conversation
with
our
city
clerk.
We
do
have
needs
based
on
increased
mandates
that
hopefully
this
revenue
will
help
offset,
and
that
is
why
we
made
the
committee
unanimously
recommended
approval,
and
so
I
asked
for
your
positive
support
tonight
as
well.

issue

not
come
as
a
surprise,
as
I've
expressed
my
concerns
and
also
opposition
to
many
of
my
colleagues
in
here
at
caucus
and
also
outside
of
caucus,

it's
RB
hill

Pine,
Hills,
New,
Scotland
or
Washington
Park.
One
thing
that
our
residents
have
in
common
is
that
whenever
the
city
of
Albany
has
an
opportunity
to
nickel-and-dime,
though
they
would
take
full
advantage
and
for
those
who
are
not
familiar
with
the
term
nickel
and
dime,
it's
actually
to
take
small
amounts
to
damage.

Someone
here
in
the
city
of
Albany.
80%
of
our
residents
are
living
paycheck
to
paycheck,
with
the
unemployment
rate
as
high
as
22
percent
in
certain
neighborhoods,
the
media
income
in
the
city
of
Albany
is
45,000
and
80%
of
our
seniors.
Our
fixed
income
with
these
facts
I
cannot
support
a
50%
increase
for
individuals
to
retrieve
their
birth
certificates
or
death
certificates.

This
is
not
a
a
basic
human
Isabelle
service,
because
not
all
municipalities
provide
the
service.
We
do
have
a
Bureau
of
Vital
Statistics,
which
does
this
vibe
euros.
The
vital
statistics
are
supported
by

fees
that
they
charge
for
birth
and
records
and
certifications,
etc.
I
do
want
to
note
that,
upon
birth,
a
certificate
of
birth
is
provided
without
cost.
So
again,
just
to
put
that
more
in
Clark,
you
know
perspective.
What
we're
talking
about
is
when
someone
needs
a
certification.
Actually,
it's
not
really
a
birth
certificate,
but
it's
a
certification
of
birth.

For
some
purpose
it
could
be
for
a
passport.
It
could
be
of
you
know
a
funeral
director
for
death
or
it
could
be
for
employment
purposes,
and
then
you
would
need
a
certification
of
birth.
I
actually
had
to
get
a
certification
of
my
birth
a
couple
of
years
ago
for
passport
purposes,
because
what
I
had
was
a
photostat
people,
don't
remember
that
a
photostat
of
my
birth
certificate
from
the
New
York
City,
Health,
Department
and
I,
was
applying
for
passport.

In
addition,
since
1991
additional
mandates
and
responsibilities
have
been
placed
on
bureaus
of
biostatistics
or
requirements
for
the
production
of
these
certifications,
which
have
increased
cost
and
demand
and
again
that's
another
reason
why
we
are
asking
for
an
increase
in
the
fee,
so
this
is
and
and
I
just
want
again.
We
emphasize
the
numerous
exemptions
in
state
law
that
already
apply,
including
for
school
entrance
and
employment
purposes
etc,
and
the
authority
which
the
city
clerk
does
exercise
in
cases
where
it
might
be
a
financial
hardship.

support

portion
of

space
cannot
be
taxed

generate
revenue
needed
to
pay
for
services,

the
state
occupies
majority
of
the
properties,
tens
of
thousands
of
state
workers,
much
of
whom
live
outside

city,
commute

our
city,
using
our
roads
and
streets
and
depend
on
our
city
government
to
maintain
them
without
contributor.

cent
to
the
upkeep
that
cost
is
paid
by
us.
The
taxpayers
of
Albany,
hosted
state
government
puts
a
greater
cost
to
the
city
than
the
state
has
compensated
us
for.

Historically,
even
the
amount
that
we
are
accident
for
does
not
cover
the
cost
of
Hostess
state
government.
Yet
we
asked
for
12.5
million
dollars
as
a
matter
of
fairness,
to
recognize
that
our
city
has
a
heavy
burden
that
similar
sized
cities
don't
have
and
that
we
need
the
state
to
act
as
a
partner
and
better
assist
the
city
with
the
challenges
of
hosting
state
government.

suggested
that
this
funding
request
is
a
handout
or
bailout

but
that
is
demonstrating.
False
Albany
has
done
every
day
it
can
to
cut
cost
and
increase
revenue.
City
government
expenditures
have
been
cut
year
after
year.
We
have
ax
large
tax
exempt
entities
to
provide
financial
assistance
to
the
city,
as
recommended
in
the
state's
financial
Pia
pfm
report.
Only
to
get
commitments
from
them
and
not
have
them
follow
through
Albany
is
doing
all
that
it
can
to
straighten
out
its
finances.

Albany
is
looking
at
raising
property
taxes
by
unprecedented
20
to
25
percent.
If
we
don't
receive
this
12.5
million
dollars
or
another
option
would
be
to
go
into
state
receivership,
which
will
cost
the
state
significantly
more
than
what
is
being
requested.
These
are
two
scenarios
that
our
residents
do
not
deserve.
Our
city
and
state
should
work
to
avoid.
Our
city
has
proven
its
case
time
and
time
again
for
the
12.5
million
and
permanent
capital
city
funding.

her
staff
tireless
effort

work
with

the
New
York
State
Department

Transportation
to
conduct
the
study
on
the
feasibility
of
removing
interstate
787
and
replacing
it
with
the
traffic
features

will
allow
easier
access
to
the
Hudson
River
waterfront
and
provide
reasonable
traffic
operations.

787
has
accelerated
our
city's
decline
in
population
from
its
peak
in
1950
across
the
country,
cities
are
increasingly
re-examining
their
coastal
highways
and
I
decided
ultimately
to
tear
them
down.
As
a
result,
they
are
seeing
new
development
that
increased
the
tax
base
and
growing
tourism
opportunities
at
over
50
years.

787
is
approaching
the
point
where
it's
going
to
need
major
investments
needed
to
continue
its
safe
usage.

Considering
what
other
cities
are
doing
with
their
waterfront,
it
seems
to
be
more
prudent
to
start
with
a
clean
slate
use,
the
money
that
would
be
presumably
used
to
make
upgrades
to
perhaps
build
a
more
pedestrian
and
bicycle
friendly
Boulevard
in
this
place.
That
will
benefit
our
city
more
than
the
existing
highway.
The
study
is
a
great
start
to
establish
the
facts
and
strategies
before
determined
our
city's
position
on
this
matter.
