Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Well,
I'm
the
chair,
Richard
Conte,
okay,
so
quickly.
What
local
law
B
basically
does
is
really
put
in
code
current
provisions
of
the
open
meetings
law,
but
adds
an
additional
provision
which
requires
prior
notice
of
the
public
notice
of
meetings
time
and
place,
but
also
adds
in
a
provision
that
the
notice
must
also
include
the
meeting
agenda.
A
B
Impetus
for
pushing
this
forward
there's
certain
boards
that
have
a
tendency
of
introducing
they
give
out
a
meeting.
They
say
this
immediate
meeting
and
they
put
an
agenda
up,
but
then
they
add
items.
You
know
two
days
before
the
meeting,
instead
of
giving
a
full
weeks
notice.
The
other
thing
that
I
really
wanted
to
look
at
and
I
talked
to
Jared.
We
don't
know
how
to
do
it
in
a
way
that
won't
affect
the
whole
city,
because
there
are
certain
area.
B
Is
the
common
counsel,
for
example,
we'll
get
hit
with
an
MC,
something
that
is
so
urgent
that
we
gotta
pass
it.
So
it's
trying
to
craft
something
that
if
you
put
up
I'll
use
the
planning
board
as
an
example.
If
they
put
up
up
this
is
the
floor
plan
for
this
building
and
you
look
at
it
and
you
find
problems
with
it
and
then
you
show
up
the
meeting
and
the
that
whole
plan
is
different
than
what
you
had
studied
a
week
before.
That's
what
I
was
looking
at
in.
C
B
It's
not
fair
to
the
people
who
come
to
the
meetings,
because
they
only
give
you
three
minutes
to
talk
as
the
public
and
sometimes
the
decisions
are
made
that
night
and
there
might
be
a
serious
problem
and
you
didn't
have
a
chance
to
look
at
it
because
it
was
just
posted
that
day.
So
that's
what
I
was
thinking.
A
And
this
wouldn't
address
that,
because
the
only
issue
there
would
be
say
it's
a
you
know:
125
Main
Street
is
on
the
agenda
and
when
it
was
put
out,
the
plans
that
were
filed
had
a
certain
floor
plan
for
125
Main
Street.
That
was
in
advance
that
the
public
looked
at
everything
else
and
then
at
the
meeting
the
developer
submits
a
new
floor
plan.
Well,
what
was
on
the
agenda
was
the
application
for
125,
Main,
Street,
correct
and
so,
but.
A
A
A
Remember
because
I
wrote
that
part
that
was
to
the
effect
that
any
new
application,
materials
or
documentation
that
was
provided
by
an
African
Adam
at
a
public
at
the
public
meeting
that
was
not
previously
part
or
available
to
the
public
that
the
board
would
have
to
make
that
information
available
to
the
public
and
couldn't
take
any
action
that
night.
Something
to
that
effect
basically
said
that
you
know
you
can't
just
come
in
and
it
possibly
be
subject
to
another
public
hearing.
A
C
D
To
bza
and
the
guys
are
asking
a
guy,
a
question
say
about
a
fence
or
whatever
at
least
as
well.
You
know,
would
you
consider
moving
back
like
I,
say
yeah?
Absolutely,
because
you
know
instead
of
3
feet
from
here,
go
back
5
feet.
He
says
yes,
now,
you're
gonna
wait
a
whole
other
week
for
something
like
like
that.
You
know
it's.
B
A
tough
yeah
young
if
people
would
have
would
play
by
kind
of
the
guidelines.
You
know
I
hate,
making
tighter
guidelines
and
that's
what
you
know
well,
one
of
the
main
reason-
and
you
know
with
this
war
right
now
and
then
will
work
for
12
men
as
it's
written
is:
we've
had
cases
where
on
5:30
on
a
Friday
night,
they
said
you
know,
Monday's
meeting
we're
gonna
bring
up
this
thing,
so
this
at
least
gives
us
a
week
to
be
able
to
look
at
it.
A
So
maybe
this
is
step
one,
but
I
just
want
to
go
back.
Remember
there
is
a
provision
already
in
the
code
for
planning
board.
That's
section
42
181,
which
says
that
notice
an
agenda.
Every
Planning
Board
meetings
shall
be
provided
to
the
Common
Council
at
least
one
week
prior
to
any
meaning
of
the
planning
board.
B
C
B
A
Okay,
remember
that,
and
so
they
did
pull
it
and
it
was
on
I
guess
the
workshop
agenda
last
week,
maybe
or
this
last
week
and
probably
the
next
public
hearing-
will
be
coming
up
on
I,
don't
know
if
that,
if
their
website
is
up
yet
with
having
the
applications
available,
but
they
did
based
on
this,
they
did
pull
it
back.
I
I
just
got
an
email
today
from
planning
with
the
upcoming
BCA
HRC
and
planning
board
agendas.
They
didn't
have
a
chance
to
look
at
them,
which
includes
public.
D
F
When
you
look
at
the
world
of
government
right,
you
want
to
make
sure
that
the
public
or
participated-
and
they
have
adequate
time
to
look
through
information
that
the
city
officials
are
putting
out
there,
so
they
could
come
and
come
make
a
decision
that
they
are
well-informed
on
so
I
just
want
to
thank
the
sponsor.
This
is
a
good
public
policy
and
I'll
be
supportive.
F
A
A
A
Yeah
well,
he
dresses
this
issue
because
now
the
complaint
the
past
was
that
our
agenda
has
had
everything
that
was
on
the
calendar
and
nobody
knew
what
was
happening
for
the
life
right.
So
with
the
active
calendar,
we
now,
you
know,
publish
an
advanced
extent.
We
know
it
what's
going
to
be
taken
up
off
of
that
calendar,
so
that's
something
we
tried
to
do
in
terms
of
MCS.
There
are
always
issues
you
know
that
come
up
that
caveat.
Is
there.
D
C
D
A
D
A
Just
because
it
also
changes
it
can
change
so
it
the
initial
one
is
our
best
estimate
and
there's
one
caveat
for
me
of
what
so,
if
there's
something
that's
employment
from
caucus.
So
if
there's
something
in
committee,
that's
coming
up
prior,
we
put
that
on
the
active
calendar
with
that
is
dependent
on
something
like
that.
So
it's
something
that.
A
B
Into
the
reason
behind
this,
just
to
let
you
know
was
there
was
a
planning
board
meeting
announced
Friday
at
5:30
for
the
following
week.
I
think
was
Monday
or
Tuesday
the
following
week
and
it
was
like
kind
of
snuck
in
we
felt
we
didn't
have
enough
time
to
put
into
the
pants
first
weekend.
I
could
call
people
that
were
involved,
big
citizens,
who
wanted
to
talk
about
what.
H
B
And
this
has
happened
at
the
playing
field
where
development
comes
in
with
a
whole
new
set
of
plans
you're
there
and
your
verdict
testified,
and
they
said
well
you're
using
the
wrong
plans.
These
are
our
latest
plans
and
that's
happened
and
we
don't
know
legally
how
to
deal
with
brought
it
up
at
door.
Jerry
talked
to
Richard
and
you
know.
A
A
That
basically
said
something
to
the
effect
when,
when
new
documents
or
are
provided
by
an
applicant
at
a
board
meeting
that
weren't
part
of
the
original
application
that
they
have
to
be
made
available
to
the
public
or
if
they're
submitted
prior
to
they
have
to
be
made
available
in
advance.
Something
like
along
those
lines.
H
Here's
so
here's
an
interesting,
maybe
work
around
this
issue.
You
don't
necessarily
even
sometimes,
documents
are
being
represented
and
including
us
some
times
where
you
know
significantly
changing
legislation
or
something
like
that
at
a
meeting
I'm
wondering
if
what
we
want
to
do
is
say
something
to
be
effective.
You
can't
act
on
an
application
or
an
issue.
I.
A
D
D
H
H
D
H
C
H
C
H
C
C
D
Know
everywhere
in
a
society
discussion
today
says
the
point
is
to
get
density.
I
said
not
dense
the
you
know,
so
he
says
so
because
if
people
want
to
be
walkable,
people
want
to
walk
to
where
they
work
across
the
street
and
I
didn't
want
to
get
to
the
whole
issue.
How
many
people,
who
really
thought
that
working
st.
Peter's
were
gonna
move
into
these
apartments
and
I?
You
know
they're.
H
D
H
Say
anything
about
increasing
the
density?
That
is,
if
that's
what
we're
going
to
condense,
then
let's
rewrite
the
code
and
get
us
to
pass
that,
but
we're
not
passing
that.
So
that's
that's!
A
B
I've
started
looking
into
the
2030
plan
to
see
where
density
is
the
end-all
be-all
and
our
comprehensive
plan
and
I'm
having
some
difficulty
finding
that
I've
certainly
found.
C
E
It
will
affect
your
life
at
some
point
or
another
or
will
affect
your
neighbor.
So
I
think
it's
a
common-sense
resolution.
Overall,
maybe
some
details
or
specifics
need
to
be
involved
or
needs
to
be
updated,
but
I
do
like
it.
Overall
people
like
mr.
Simpson,
who
is
here
tonight,
myself,
Charles
Hobart,
Robinson
Marlon
Anderson
Keith
Irish
Vincent
Mugu.
So
we
go
to
these
meetings
all
the
time.
E
We
probably
checked
the
agendas
a
couple
times
a
week,
but
there's
people
that
come
to
meetings,
it's
their
first
meeting,
they're,
not
sure
when
the
meeting
is
where
it
is.
What's
on
the
agenda
in
first,
what's
on
the
agenda
for
committee
meetings
has
already
been
updated,
so
I
think
putting
it
actually
into
the
language
of
the
law
to
make
sure
that
continues.
E
Some
of
you
may
remember.
My
first
meeting
was
in
July,
actually
July
3rd,
2017
and
I
came
just
to
observe
I
didn't
give
public
comments
or
anything
like
that.
The
next
meeting
I
went
to
I
gave
public
comments
that
was
July
17th
and
I
had
this
impression
that
they
were
every
other
week.
Well,
this
is
kind
of
on
me,
but
funny
story.
The
next
quote-unquote
meeting
I
attended
was
July.
31St
2017
I
walked
up
the
City
Hall
hold
on
the
door.
E
Nothing
happened
so
again
in
my
vent
on
me
at
the
time,
but
I
was
unaware.
That
was
the
first
and
third
Mondays.
He
said
every
other
Monday.
So
anything
we
can
do
to
increase
public
awareness
and
I
think
this
is
a
very
similar
mr.
Hawley
to
local
law,
a
with
which
pass
I
believe
unanimously.
So
I'm
fully
in
support
of
this
and
I
hope
it
passes
tonight,
five
to
nothing
and
then
presumably
next,
council
meeting
fifteen
and
nothing
also
just
quick
majority
consent.
I
totally
understand
the
purpose
to
that.
E
When
a
resolution
or
ordinance
is
deemed
for
majority
consent,
just
have
a
paper
copy
out
on
the
counter
at
the
meeting
or
post
it
online
as
soon
as
you
know
about
it,
so
that,
even
if
it
is
only
three
days
or
two
days
or
one
day
or
an
hour,
people
have
access
to
that
rather
than
having
access
five
minutes
before
they're,
scheduled
to
speak
at
the
council
meeting,
so
I
hope
it
passes
unanimously.
Thank
you.
A
Yeah,
it
does
think
about
majority
percent
again.
If
an
ordinance
is
added
to
an
agenda
by
majority
consent,
it's
not
unless
there's
unanimous
consent.
It
cannot
be
that
night,
so
I
think
that's
a
safe
safeguard
their
the
majority
consent
for
the
most
part
of
really
more
like
non-controversial
type
resolutions.
That's.
A
I
A
C
A
A
A
A
I
think
it
was
maybe
in
2010
or
something
that
you
know
you
would
go
to
a
be
a
hearing,
and
then
the
applicant
of
developer
come
in
with
new
plans,
whatever
that
weren't
always
available
that
the
board
would
take,
and
then
they
act
on
it
I'm
pretty
sure
that
there
was
some
language
that
was
added
in
that
I,
actually
I
think
I
made
it
been
sponsored
that
tried
to
deal
with
that.
So
I'm
gonna
go
back
and
I
have
hard
copy
of
the
old
zoning
ordinance.
H
G
G
A
C
A
H
H
A
Possible,
it
might
be
there
because
I
remember
there
were
some
of
these
issues.
Yeah
and
I.
Think
we
you
and
I
were
discussing
with
Chris
back
then
about
some
stuff.
We
were
trying
to
get
back
in
and
I
think
it
was.
Some
of
the
provisions
on
conditional
use
permits
were
that
we
were
trying
to
carry
over
from
the
old
ordinance
on
special
use
permits.
I,
don't
know
if
this
was
there
or
not,
but
there
was
some
provisions
same
thing
with
the
nuisance
provisions
which
they
that
I'm
not
what
they
think
what
they
did
with
them.
