Description
The Committee will have a Finance, Assessment and Taxation committee meeting followed by full Council budget Caucus.
A
Good
evening,
everyone
welcome
to
another
exciting
finance
committee
meeting.
We
are
hopefully
towards
the
end
of
our
budget
finance
committee
meetings
for
those
of
you
watching
on
facebook
that
are
feeling
sad
about
that.
Don't
worry!
This
is
a
busy
committee
we're
going
to
have
at
least
one
meeting
in
december,
but
we
are
going
to
give
our
committee
members
a
bit
and
staff
a
bit
of
a
break,
so
I
would
like
to
we
have
committee
members
judy
deshay,
alfredo
ballerin
mike
o'brien
with
us,
I'm
sure
we'll
have
more
join
up.
A
We
also
have
council
members,
joyce
love,
kathy
fahey,
richard
conte
council,
president
corey
ellis.
We
are
joined
by
our
incredible
staff,
danielle
gillespie,
michelle
andre
jr
riccardo.
We
also
have
the
amazing
budget
staff.
We
are
joined
by
not
just
one
nick
tonight.
We've
got
both
in
the
house.
We've
got
nick
riley
and
nick
blaze
and
from
the
mayor's
office,
david,
gallon
and,
of
course,
the
incredible
brett
williams
from
corp
council's
office.
A
I
think
richard
if
you
are
comfortable
with
with
it.
Maybe
we
can
start
with
your
mc,
so
we
have
a
couple
things
that
will
be
coming
on
tonight
as
mcs
that
we're
not
going
to
they're,
not
formal
ordinances
or
resolutions
that
we
can
pass
out
of
our
committee.
But
we
can
kind
of
note
that
we
support
them.
A
Resolution
110.1112.20
r,
which
has
the
salary
adjustments
in
them
all
of
which
we
did
discuss
in
different
pieces,
so
it
should
be
something
that
is
familiar
to
everyone.
A
Of
course,
we
have
staff
here
to
answer
any
additional
questions
you
might
have
and
then
we're
also
going
to
discuss
ordinance,
43.11,
12.20
r,
which
is
also
going
to
be
an
emcee
which
discusses
bza
membership.
Although.
A
I'm
not
sure.
Let
me
just
note
that
committee
member
jamel
robinson
is
here,
as
is
president
pro
tem
kelly
kimbrough.
B
A
B
So
the
bca
changes
would
be
appropriate
for
a
planning
committee
meeting
and.
A
Well
then,
let's
wait
on
that
and
we'll
talk
about
it
in
caucus.
I
agree,
so
why
don't
we
go
right
into
the
salary
adjustments
resolution?
One
ten
point,
one
one,
twelve
point:
twenty
r,
we
did
discuss
it
on
thursday,
but
there
were
a
few
changes
that
were
coming
through
it.
There
were
several
versions
that
were
sent
out
today
and
the
the
most
recent
one
was
sent
out.
Are
there
any
questions
with
that?
Any
concerns
to
note
what.
C
A
A
Yes,
and
actually,
if
jr
you
don't
mind,
there
is
a
version
that
that
we've
been
looking
at
kind
of,
and
I
think
he
is
ready
to
send
that
out.
I
don't
know
if
that.
D
A
Ready
to
go
yet
jr
or
not,
it
should
be
so
we
can
look
at
it,
although
I
don't
know
if
that
is.
A
A
A
And
I
apologize
for
the
confusion
on
that.
That
was
actually
in
my
interest
in
streamlining
things.
A
A
B
Judy,
I
just
want
to
note
I'm
realizing
that.
First
of
all,
I
want
to
make
sure
people
know
that
there's
there's
been
a
significant
correction
in
the
totals
on
on
this,
and
I
think
that
we
have
it
correct
at
this
point,
but
I'm
also
noticing
that
we
provide
an
explanation
for
all
the
changes,
except
for
the
change
to
the
mayor's
salary.
B
And
I'm
wondering
if
anybody
you
know
thinks
that
maybe
it's
appropriate
for
us
to
explain
to
the
public.
Why
we're
changing
the
mayor's
salary,
which
we're
really
kind
of
not
doing.
A
That
that
would
be
best
to
discuss
in
a
public
meeting.
I'm
glad
you
brought
it
up.
Okay,
I
think
it
does
make
sense
to
have
it
in
there.
I'm
not
sure.
Maybe
if
staff
can
speak
to
why
it
wasn't
included
in
there.
C
Sure
I
this
is
nick
here,
nick
blaze
from
the
budget
office.
That
was
one
that
we
did.
I
didn't
think
honestly
needed
an
explanation,
because
we
reduced
the
mayor's
salary
line
to
reflect
what
it
would
be
if
she
were
to
take
1552
an
hour
for
the
year
in
solidarity
with
the
lowest
paid
city
employees,
but
it
was
pointed
out
that
it's
not
appropriate
to
permanently
decrease
the
salary
for
that
elected
position
per
the
charter.
C
So,
although
she's
still
going
to
elect
to
do
that,
this
is
just
restoring
her
salary
to
the
previous
level,
as
required
in
the.
C
B
B
B
B
C
Or
I
believe
that
any
city
employee
could
elect
to
take
an
amount
less
than
their
position
is
authorized
for,
provided
it's
in
within
the
confines
of
new
york
state
and
any
federal
labor
laws.
But
what
those
position
salaries
have
to
be
said
at
that's:
what's
talked
about
in
the
charter,
so
that's
why
we
just
have
to
bring
it
back
up
and
that
just
explains.
Why
we're?
Why
we're
doing
that.
A
It
is
kind
of
a
complicated
thing
to
communicate.
Do
any
other
committee,
members
or
council
members
have
any
feelings
on
this.
E
F
Yeah,
I
would
agree
with
corey
or
judy,
because.
A
A
B
So
I
have
language
possible
language.
The
mayor's
salary
is
being
increased
in
the
budget
to
reflect
the
fact.
The
mayor's
salary
cannot
be
legally
reduced
in
the
budget
comma,
but
that
she
can
voluntarily
take
a
reduction
outside
of
the
budget
as
she
plans.
H
B
A
Think
that
I
think
no,
the
city
of
charter
should
be
mentioned.
B
J
Can
I
just
suggest
maybe
saying
the
mayor's
salary
is
being
increased
in
the
amendments
to
the
budget,
just
because
it's
a
little
confusingly
worried
how
it's
saying
that.
B
J
H
B
B
B
I
B
A
H
A
Okay,
so
I
wanted
to
get
specifically
judy
and
richard's
input
on
this
to
ensure
that
we're
doing
this
in
a
correct
way
to.
A
B
J
Yeah
that's
correct.
I
was
sent-
I
I
don't
remember
off
the
top
of
my
head
by
whom
an
example
of
how
we
had
done
it
last
year
after
we
had
talked
about
it
in
the
committee
meeting
and
was
asked
or
suggested
that
I
put
it
together
in
this
way.
So
I
mean
this
essentially
takes
all
of
the
information
that
was
in
amendment
a
and
just
synthesizes
it
into
the
text
of
the
ordinance.
A
I
J
Mean
in
beyond,
I
should
mention
as
well.
There
are,
I
think,
two
alterations
from
what
had
been
attachment,
a
both
of
which
council
member
doshet
had
requested
suggested.
However,
you
want
to
look
at
it
and
I
think
they
are.
J
Yep
item
e
and
then
in
item
j
we
changed
the
language
there
a
little
bit
to
reflect
the
probably
soon
to
be
new
reality
of
the
waste
collection
fee.
Late.
J
B
You
know
there'll
be
lists
here,
a
and
b.
So
I
is
business
of
adopt,
adopting.
B
B
They
get
voted
down
and
that
was
kind
of
like
the
point
that
richard
was
making
is
that
the
amendments
are
to
the
mayor's
budget.
So
you
know
you
can
choose
you
can
make
the
decision.
You
just
want
to
put
the
mayor's
budget
forward,
as
is
or
maybe
you
want
to
have
these
amendments,
and
usually
everybody
gets
to
vote
on
the
grouping
of
amen.
You
know
the
amendments
as
as
they
have
been
grouped
together
and
then
the
ordinance
moves
forward
either
without
those
amendments
or
not.
There's
so
there's
a
process
that
we
go
through.
B
Is
it
beneficial
to
it?
Does
it
create
problems
to
not
go
through
that
process
and
now
establish
a
new
process
where
the
committee
is
voting
out,
the
budget
ordinance
with
the
amendments
and
and
now
you
vote
up
or
down
on
the
entire
budget
on
the
floor,
you
vote
up
or
down
on
the
entire
budget
as
amended,
and
you
don't
get
to
vote
on
the
any
of
the
individual
amendments
so.
A
I
will
say
in
one
of
our
recent
budget
meetings
and
one
of
the
things
that
caused
this
confusion
was
that
we
also
talked
about
how
difficult
it
was
to,
when
looking
at
past
budgets,
to
have
these
additional
amendments
which
go
ahead
mike.
F
Yeah
and
it's
been
a
totally
open
process-
and
I
haven't
heard
any
council
member
state
that
they
disagree
with
any
of
these
amendments,
we're
making
being
all
put
into
one
attachment.
So
I
would
think
it's
okay
and-
and
yes,
I
guess
there
were
some
critiques
of
the
whole
process
being
ferguson.
B
So,
as
richard
pointed
out
normally
what
should
be
happening
when
you
pass
the
ordinance
is
when
you
pass
the
ordinance
you
you
put
the
ordinance
on
the
floor.
You
make
an
amendment.
If
that
amendment
goes
in,
then
the
official
version
of
the
ordinance
should
be
as
amended
with
those
changes
within
the
text
of
the
ordinance
ditto.
You
know.
So
if
we
did
amendment
a
and
amendment
b,
that
is
what
should
be
happening
and
so
that
process
got
a
little
garbled.
B
I
guess
I
do.
I
wasn't
aware
of
the
fact
that
we
didn't
have
those
official
documents
frankly
until
until
brett
was
saying
something
about
it.
The
other
day
I
didn't
know
that
there
was
was
not
a
final
as
amended
for
any
of
these.
Generally.
B
Whenever
there's
you
know
amendments
made
on
the
floor
it
it
is
supposed
to
be
then
the
final
document
as
amended,
that
is
recorded
and
appears
in
the
minutes,
etc.
B
A
B
G
F
F
J
J
As
I've
a
crutch,
I've
leaned
on
several
times
throughout
this
process
is
that
this
is
my
first
budget,
so
I
I
guess
I
did
it
this
way,
because
this
is
how
the
ordinance,
which
last
year
was
33,
101
119,
was
passed
at
the
time.
That
was
the
ultimate
version
that
was
passed.
So
I
went
off
that
example,
and
we
had
discussed
at
one
of
the
meetings
last
week,
synthesizing
this
all
and
avoiding
the
use
of
attachments
in
the
future,
just
for
the
sake
of
clarity.
J
So
what
I'm
hearing
perhaps
and
correct
me
if
I'm
wrong
here,
is
that
the
ordinance
gets
presented
in
sort
of
a
blank
form
just
saying
you
know
with
attachment
a
or
whatever
and
then
the
final
version
after
passage
synthesizes
the
the
amendments
into
the
body.
J
J
G
F
A
D
I'm
sorry,
if
you
know
the
legislation
number
I'm
in
my
desktop,
I
can
look
for
it.
If
you
give
me
a
number
and
possibly
send
it.
D
D
Well,
that
would
be
great.
Was
it
an
adjustment
to
the
senior
legislative
aide
position
in
december
12th
of
2016.?
Is
that
the
one
that
sounds
good,
all
right,
I'll,
send
it
to
you.
A
So
if
I
could
just
get
some
clarity
right
now,
it
seems
like
we're
talking
about
several
things,
and
maybe
everybody
else
is
fully
caught
up,
but
I
myself
am
a
little
confused
by
exactly
where
we
are
so.
Are
we
discussing
the
process
by
which
we
are
amending
the
budget,
whether
it's
an
attachment
or
not?
A
As
best
we
can
streamline
things
for
historical
accuracy.
I
think
that
discussion
that
we
had
last
week
made
a
lot
of
sense
unless
there
is,
as
mike
pointed
out,
unless
there
is
a
big
issue
with
it.
Of
course
I
don't
want
to.
I
think
that
we
also
have
to
be
careful
about
not
limiting
council's
power
or
things
that
we
can
do,
but
we,
I
guess,
that's
my
two
cents
on
it.
I
think
it
it's
important.
If
it's
difficult
to
go
back
through
past
budgets,
I
think
that
that's
actually
significant
something.
F
G
A
Joe
always
the
voice
of
reason,
yeah,
I'm
inclined.
B
The
other
thing
I
okay,
so
there's
an
issue
with
the
formatting
that
what
then,
what
danielle
sent
me
is
not
actually
the
budget
amendment
but
something
we
did
subsequently.
So
I
don't
we're
we're
amending.
You
know
the
the
whole
formatting
thing
is
like.
I
don't
understand
why
some
of
it's
in
an
excel
spreadsheet
and
some
of
it
is
laid
out.
B
Generally,
you
list
your
your
increases
and
then
your
decreases,
but
that's
the
way
I
was
taught
you
know.
B
B
I
have
now
missed
places,
so
the
other
thing
is
did.
Where
is
this?
I
had
talked
about
there
being
explanations
for
these
changes.
B
And
there
are
things
like
we're:
adding
a
bullet
for
a
million
dollar
tax
levy
increase
that
is
not
explained
here.
Are
we
increasing
that?
Are
we?
Are
we
on
our
own,
adding
in
a
hr
journalist
position
at
a
rate
of
45
000,
without
coming
up
with
the
money?
For
that
so.
H
B
D
D
B
So
there
so
there
are
specifically
changes
in
this
document
that
I
don't
you
know,
as
I
pointed
out
in
the
meeting
that
I
thought
would
be
good
from
a
historical,
an
explanation
to
the
public
purpose
to
have
some
explanation
in
here.
So
I
take
it
that
the
decision
was
made,
that
that
was
not
necessary
and
if
that's
the
decision,
you
know
I'm
just
pointing
out
that
that
was
something
that
was
discussed.
I
thought
it
was
going
to
be
done,
but
maybe
that
was
an
assumption.
I
have
to.
A
Say
judy,
I
don't
remember
you
discussing
that
in
a
meeting
I
do
remember.
I
saw
an
email
from
like
four
o'clock
that
you
mentioned
that
in,
but
I
I
personally
don't
remember
that
from
the
meeting
and
I
apologize
because
I
that
is
something
that
I
completely
did
not.
That
did
not
register
for
me
in
my
notes.
J
For
what
it's
worth,
that
would
be
why
I
didn't
make
those
changes
to
the
sponsors
memo
either,
because
I
I
didn't
remember
that
particular
portion
of
the
conversation
at
the
committee
meeting
again.
It
may
have
happened
and
I
as
well
just
happened
to
miss
it.
But
that's
why
there's
no
changes
like
that
in
there,
because
I,
I
didn't
didn't
recall
that
being
asked.
B
You
didn't
get,
no,
you
didn't
get
it.
That
was
to
kelly
ginny
and
j.r.
G
G
F
G
G
F
B
Well,
this
is
two
different
formats
right
we're
doing
changes
in
two
different
styles
here
in
the
same
document.
B
B
A
A
A
I
I
think
I'm
I'm
having
issues
following
you
so,
and
I
apologize
for
that.
If
you
mean
the
graph,
that's
a
very
easy
fix
that
I
believe
jayara
has
already
done.
Is
there
another
inconsistency.
H
B
All
right
all
right,
so
not
the
way.
I
would
do
it,
but
I'm
not
you
know
I
I.
B
I
think
the
explanations
would
have
been
helpful.
Maybe
I
should
have
emphasized
that
point
more
last
week,
but
that
again
does
not
stand
in
the
way
of
the
legal
appropriateness
or
the
rationale,
for
you
know
the
justification
for
actually
moving
forward.
It's
just
it's
in
our
heads.
We
know
and
don't
ask
me
about
it.
Two
months
from
now.
A
I
think,
and
I'm
happy
to
discuss
with
j.r
and
brett-
I
I
think
we
can
vote
on
the
budget
and
if
it
doesn't
seem
impossible
to
to
add
in
some
explanations
after
the
point.
But
this
allows
us
to
not
have
to
come
back
for
a
second
meeting
and
move
forward.
D
Madam
chair,
I
I
did.
I
do
have
council
member
conti
on
the
line
and
I
don't
know
if
there's
a
question
for
him
still
and
fantastic,
please
we
can
hear
you
hello.
Can
you
hear
them?
Okay,.
B
The
I
was
asking
richard
how
he
felt
about
the
different
formatting,
but
now
jr
is
taking
care
of
the
different
formatting
for.
D
B
A
I
am
great
fantastic
and
then
we
still
have
resolution
number
110
1
112
20r.
Did
we
fully
discuss
that?
I
think
we're
as
a
committee
we're
comfortable
with
that
as
well.
B
A
A
A
So
also
this
evening
we
will
be
voting
on
our
budget
intent
resolution,
which
was
also
set
up.
Were
there
any
additional.
A
And
again,
thanks,
oh
great
big
thanks
to
richard
who
is
not
officially
here
with
us
but
and
judy,
for
they
did
quite
a
bit
of
editing
and
work
on
that.
B
There
were
a
couple
edits
that
I
had
suggested
that
I
still
think
minimally
are
necessary.
I
mean
you
know
you
don't
have
to
adopt
everything
that
I
have
recommended,
but
on
the
top
of
page
three
we
talk
about,
it
should
be
further.
The
capital
plan
should
be
further
improved
to
include
regular
reporting
of
the
and
I
had
put
in
initially
when
I
had
made
these
amendments
progress,
but
it
came
out
process.
So
we
really
want
progress
of
the
capital
projects
and
expenditures
is
what
we're
looking
for.
A
B
With
regard
to
page
on
page
three,
I
don't
know
if
this
is
just
my
odd
preference,
but
in
last
sentence
it
says
these
monthly
reports
are
in
addition
to
and
not
a
substitute
two
I
would
usually
use
the
word
for,
and
I
don't
I
don't
know
or
not,
a
substitute
for
the
more
comprehensive
quarterly
reports
from
the
treasurer
still
strikes
me
as
odd
to
say:
keep
the
word
two
in
there.
B
I
agree
yeah
and
the
next
at
the
beginning,
the
next
one
the
budget
contains,
and
s
is
missing,
yep
down
in
police
reform.
B
This
was
an
edit
that
was
kind
of
picked
up,
but
misinterpreted
there's
a
dash
in
the
second
sentence
after
police
reform,
and
that
was
actually
a
deletion
of
a
comma
that
comes
out.
Looking
like
it's
a
dash
in
red,
so
so.
B
B
B
A
Great
and
just
a
quick,
I'm
just
not
able
to
find
where
the
process
or
the
very
first
change
that
you
at
the
top
of
page
two.
Oh
it's
the
top
of
page
two
that
that's
my
problem.
I
was
looking
at
page
three
and
I
could
not
find
it.
Okay,
top
of
page
two.
A
Okay,
I'm
gonna
put
those
in
jr
is
working
on
the
ordinance
and
I'll
send
those
over
to
him
and
we
should
be
ready
to
go.
Thank
you
all
very
much.
A
Yes,
we're
not
going
to
be
vote,
we're
going
to
be
voting
on
all
of
them
that
pass
through
the
committee.
We're
not
going
to
obviously
the
street
the
sidewalk
and
the
ada
compliance
for
the
street
and
sidewalk
we're
not
going
to.
Those
will
probably
go
to
the
committee
in
the
december
meeting
that
I
talked
about
and
and.
A
A
So
so
with
that,
why
don't
we,
I
give
everybody
five
minutes
to
stretch
your
legs
and
grab
a
quick
snack
before
our
caucus.
Thank
you
all.
So
much
and
I'll
see
you
in
just
a
few
minutes.
A
I
believe
michelle
sent
out
the
the
next
meeting.
