The Committee discussed the pre-budget release breakdown. The committee also reviewed Local Law K-2020 and Ordinance 16.82.20. Local Law K-2020 enacting the waste collection fee law is currently written, the Treasurer’s Office produces and sends a bill for the fee to each owner of each property subject to it. Ordinance 16.82.20 is for the owner of 105 Third Street that would like to purchase the lot to expand his yard.

issue

administration
of
it,
which
we
really
need
to
get
it
off
of
our
new
world
system,
the
erp
system
and
get
it

tax
billing
system

not

positive

administratively

can

that
yet.

I
don't
want
the
legislation
to
be
acted
on
at
the
next
meeting
or
in
the
near
term,
we're
still
working
through
some
of
those
issues,
but
we
are
extremely
hopeful
that
we
can
actually
place
the
waste
collection
fee
bills
on

property
tax
bills
in
january,
as
opposed
to
billing
them
out
separately
through
the
erp
system.

a
time
in
the
you
know
down
the
road
in
the
future
where
it's
convenient
for
us,
we've
been
delayed
the
last
two
years
and
getting
out
the
waste
collection
bills,
one
once
because
of
the
the
ransomware
attack
two
years
ago
and
then
covet
this
year,
along
with
a
whole
host
of
other
administrative
problems
that
were
essentially
created
by
the
state,
as
well
as
I.t
problems
in
generating
the
bills,
so
that
that's
the
reason
why
we
want
to
put
this
and
at
least
have
it,
set
up
and
teed
up
so
that
we
can,
you
know,
move
on
if,
if
we're
administratively
able
to
do
it
with
our
tax
billing
software
provider.

The
other
issue,
I
think,
I

one
of
the
one
of
the
key
issues
in
doing
it
and
putting
on
tax
bills,
is
that
we
have
to
align
the
late
fee
structure
of
the
waste
collection
fee
bills
with
the
tax
bills.

it's
administratively
impossible
to
put
it
on
to
the
tax
bill.
We
have.
We
have
to
continue
doing
the
separate
billing,
which
has
proven
our
system
basically
is
not
really
meant
to
handle
a
billing
of
this
magnitude
on
on
the
erp
system.

really
different
software
to
to
handle
a
billing
like
this.
It
was
manageable,
with
6000
bills
generated
for
multi-units.
It
has
been
extremely
difficult,
essentially
marrying
four
to
five
software
different
software
components
into
one
bill.

been,

a
very
difficult
this
year.

other
thing,

see
what
I
leave
out,
I
wanted
to
change
the
the
fee
structure,
late
fees
for
for
this
year,
and
also,
I
guess
if,

we

move
on

late
fees
going
forward,

received

lot
of
feedback
from
individuals
who
are
pleading
poverty
due
to
covet
and-
and

the

economic
situation

look

acquiescence

eliminate

late
fee
for

if

send
out
the
bills,
there's
some
information
on
that
forms,
an
ability
to
challenge
appeal,
etc.

it's
a
good
question
and
I
think
what
we're
going
to
end
up
having,

for
for
a
certain
subset
of
people
who
we
have
every
year,
we're
going
through
it
right
now.
We
would
probably
have
to
either
refund
people
whose,
for
example,

the
issues

will
have
to
invariably
deal
with
is
if
the
charge
is
on
the
bill.

entitled

enhance
star

year

every
single
waste
collection
fee
bill
payment

office,

which,
unlike
the
property
tax
bills,
which
we
can
direct
the
lock
box,
because
it
has
the
scan
line
at
the
bottom?

can't
get
that
scan
line
in
the
bottom
of
the
waste
collection
feed
bills
to
in
order
to
have
have
them
work
through
key
bank,
the
way
that
we
do
with
the
tax
bills.
So
it's
an
enormous
administrative
burden.
Here
we've
hired
temporary
health.
We
call
former
employees
to
help
get
us
through
the
the
hump
and
we're
still
getting.
You
know,
probably
four
to
five
hundred
bills
a
week
and
it's
a
lengthy
process.

it's
something
that
we're
gonna
have
to
figure
out
how
to
deal
with
the
good
thing
and
why
I'm
not
that
concerned
about
it,
particularly
for
2021,
is
that
because
we're
dealing
with
all
the
exemptions
and
everything
right

pretty
good
and
pretty
clean
lists
to
work
from
on
who
has
enhanced
our

has
a
private
hauler,
who
has
their
rop,

doesn't

rop

on
the

star
is
essentially
based
on
the

waste
collection
fee
bills
are
due
or
when
enhanced
star
comes

So
these
are
the
administrative
issues
that
we've
had
to
work
through,
but
I
think
at
least
for
2021.

we're

have
very
clean
addresses
and
we've
been
doing
and
I've
been
doing
an
enormous
amount
of
address
cleanup
on
these
bills.
So
I'm
feeling
pretty
good
and
I'm
also
another
another
big
changes
has
come
from
that.
The
state
has
actually
finally
provided
us
without
difficulty.

Basically,
the
the
list
for
the
enhanced
star
recipients-
it
was
very
difficult
last
year
and
was
very
difficult
for
most
of
this
year,
which
is
another
one
of
the
reasons
why
the
bills
didn't
come
out
until
july,
but
I
think
that
a
change
in
state
law
was
made
to
actually
expressly
permit
this
dispensation.
This
information
to
localities,
because
we're
not
the
only
ones
in
the
city
of
albany
that
have
exemptions
based
on
enhanced
star
eligibility.

localities
do

So
his
main
things
that
that
was
the
key
component,
because
when
this
whole
thing
started,
eligibility
for
enhanced
star
was
essentially
listed
on
our
own
database
of

assessor's

changes
in
enhanced

and
going
from
receiving
a
essentially
a
tax
abatement
on
your
tax
bill,
as
opposed
to
getting
a
check
from
the
state,

system

bottom
line

think
we
feel

lot

reaction

expense

like
revenue
decrease
in
police
details
even
show
that
on
the
expense
side,
that
kind
of
thing
or
the
hiring
freeze

spending
freeze,

was
something
we
were
doing
directly
covert
related
this
this
this
forecast
is
through
august,
so
it
just
makes
more
sense
now,
because
I
can
forecast
more
accurately
where
I
think
we're
going
to
finish
the
year
for
all
the
the
budget
accounts.

just
this
one
is
everything
this
one

every
line
in
the
budget
and
where
it's
going
to
finish
roll
up
and
where
I
believe
is
going
to
finish
rolled
up
into
one
to
give
us
a
more
clearer
picture
of
the
entire
budget.
So
we
know
how
how
much
reserves
we're
going
to
have
to
we're
going
to
have
to
use
to
balance
at
the
end
of
the
year.
So
that's
why
it
looks
a
little
bit
different.

What
I
what
I
can
say
with
this
is
it
is:
it
is
an
improved
forecast
from
what
was
sent
to
the
council
prior.
So
we
we
did.
We
one
of
the
big
issues
and
this
detail
is
available
upon
request.
One
of
the
differences
this
year
is,
we
had
seen
we've
seen
almost
a
million
dollar
increase
in
our
pharmacy
rebates
from
previous
years,
so
we
signed
a
new,
a
new
contract
with
our
with
our
health
insurance.
I
they're
just
they're
health
insurance
consultants,
and
we
joined
this
this
pharmacy
group.

So
we
are
expecting
to
see
larger
pharmacy
rebates
moving
forward,
and
I
was
as
surprised
as
anyone
when
I
got
a
couple
of
500
000
checks
within
the
first
month
of
really
signing
this
new
deal
with
them.
So
that
was
a
big.
That
was
a
big
help
and
there
were
some
other
are
some
areas
that
actually
aren't
affected
by
covid
that
we
that
we
have
performed
well.
So
we
did
see
some
pickups
in
in
in
that.
So
really.

What
I
I
believe,
we're
looking
at
for
2020
is,
if
you
go
down
to
the
bottom,
with
the
revenue
and
it's
an
expense
piece,
you'll
see
that
I'm
really
looking
at
a
total
gap
of
around
7.4
million
dollars.
This
is
a
forecast
still
with
a
full
quarter
to
go,
so
it
is
subject
to
change,
but
I
think
we're
going
to
finish
writing
that,
in
that
you
know,
seven
to
eight
million
dollar
gap
range,
which
means
that
we
really
that
we
really
do.

at
this
point
we're
looking
at
just
using
reserves
to
balance
out
2020
and
at
this
point
it's
less
than
what
we
had
originally
anticipated.
So
so,
despite
you
know,
despite
the
cole
but
still
being
with
us,
we
we
have
seen

improved
forecast.

Also,
a
piece
of
this
is
the
the
sales
tax
forecast
isn't
as
dire
either
we
had
budgeted
20
decreases
for
q
for
q2,
q3
and
q4.

It
looks
like
from
what
we're
hearing
that
q3
is
going
to
be
more
in
the
10
percent
range,
so
we
were
able
to
to
be
a
little
more
optimistic
on
our
sales
tax
forecasts
as
well.
So
so
we
have
seen
some
improvement
there,
which
is
why
we
see
a
slightly
better
number
than
what
I've
shown
in.

you
know,
so
we
think
we
are
feeling.
Obviously
we
didn't
anticipate
using
seven
to
eight
million
dollars
of
reserves
for
2020,
but
we're
not
looking
at
at
those
at
those
drastic
cuts
that
we
had

were
fearful
of
back
in
in
march
and
april.

The
hiring
freeze
and
the
spending
freeze
have
been
have
been
effective
as
well.
Unfortunately,
you
know
we
had
obviously
dgs
had
some
issues
with
that
we
had
to
adjust
to
when
it
was
a
bit
a
bit
hard
for
some
of
the
for
some
of
the
departments.
But
you
know
we
are
we
it's
just.
It
was
something
that
we
needed
to
do
and
and
has
had
an
impact
on
our
bottom
line.

having
said
that,
where
we
stand
now,
it
looks
like
we
even
with
even
with
the
use
of
this
fund
balance,
we
should
have
about
10
million
dollars
of
reserves
left
for
2021,
god
forbid
they're
needed
so
for
2021
we

keep
a
similar
plan
in
place
if
we're
still
seeing
the
same
effects
of
covid
and
that's
generally,
what
we're
looking
at
for
20
for
21.

a
budget

you

forth
of
how
we

districts

difference
is
their

cuts

primarily
one
for
school
districts,
they're
in
line
with
the
state
budget,

they're
happening
in
in
their
in
their
budgets
like
ours,
but
we've
had
we
took
action
back
in
april.

had
built
up
our
reserves
over
the
last
four
years,
that
that
isn't
the
situation
that
we're
in
and
one
you
know,
one
of
the
things
that
we
all
know
is
that
we've
survived
on
less
reliance
on
state
aid
than
all

other
large
municipalities
in
new
york
state.
So
we
the
hit
we're
taking
this
year,
is
not
it.
It
didn't
have
as
as
drastic
and
impact,
so
we
do
feel
confident
that
a
similar
plan
for
for
2021
would
be
appropriate.

revenue

up

million
off
of
that
five
million
number
and
that's
your
actual
number

artificial
