Description
Meeting to discuss legislation before the committee. Discussions include ordinance 2.21.22 and resolutions 35.41.22R or 48.51.22R
A
Can
I
add,
I
can
add,
sergio.
B
No,
I'm
just
asking
you.
I
know
you
said
that
that
you
was
gonna,
send
the
sponsors.
I
mean
the
people
that
did
the
special
application.
He
was
gonna,
send
them
an
invite,
but
it
was
okay.
A
C
C
I'm
gonna
call
order
the
may
force
general
service
health
and
environment
committee
to
order.
C
C
Of
albany,
I
did
see
frank
and
commissioner
studio
mundiada,
so
we're
going
to
start
off
with
council
members
anane's
legislation,
so
council,
member
ananna.
You
want
to
speak
on
behalf
and
we'll
go
from
there.
E
Yeah,
thank
you.
Street
trees
play
an
important
role
in
our
city.
They
provide
shade,
stabilize
soil,
soak
up,
storm
water
and,
most
importantly,
beautify
our
neighborhoods.
E
Currently
tgs
forestry
division
is
responsible
for
all
aspects
of
trees,
related
issues
on
public
right-of-ways,
including
tree
planting
dead,
tree
removal,
stomp
removal
tree
trimming.
Numerous
other
concerns
regarding
city-owned
trees
to
encourage
planting
currently
in
the
city.
The
city
will
underwrite
one
half
of
the
cost
of
purchasing
and
planting
the
trees.
E
This
program
relies
on
the
interest
of
a
property
owner
to
be
effective
and
must
opt
in
does
when
a
street
tree
is
removed.
Unless
the
property
owner
proactively
approaches,
city,
city
hall
or
approaches
dgs
no
replacement
tree
is
planted.
This
has
resulted
in
many
streets
in
albany
not
being
planted.
Many
trees
not
being
planted
predominantly
streets
and
neighborhoods,
which
builders
are
owned
by
out
of
town
property
owners,
and
we
know
those
neighborhoods.
E
This
is
an
equity
issue.
Let's
face
it.
Neighborhoods
without
street
trees
in
the
city
are
those
with
high
poverty
rates.
Those
were
economic
and
investment
challenges
so
to
ensure
that
street
trees
are
replaced
were
removed.
I'm
proposing
this
ordinance
to
require
a
tree
or
trees
that
have
been
removed
by
the
city
to
be
planted
by
the
city
of
albany,
for
a
full
cost
to
replant
the
owner
of
the
property
from
which
of
a
tree
or
trees
are
removed,
must
submit
a
request
to
the
city
forestry
requesting
that
such
tree
not
be
planted.
E
F
I
guess
I
would
just
ask
what
the
current
policy
is
now
with
the
city
as
far
as
when
they
take
down
a
tree.
G
G
You
know
they
haven't
been
so
we're
starting
to
look
at
these
these
areas,
with
it
kind
of
in
a
different
with
a
different
set
of
eyes
and
we're
going
in
and
through
this
2025
program,
the
street
tree
fund
that
we've
created
and
other
things
we've
been
and
generous
grants
that
we've
received
we
are
actually
going
in
and
we
are
planting
in
areas
that
are
not
it's
not
prompted
by
a
resident
asking
for
a
train
for
another
property.
G
What
we're
doing
is
we're
sending
them
a
letter
sending
the
people
that
the
property
that's
in
front
of
their
house
or
their
area
we're
sending
a
letter
and
basically
stating
that
if
you
want
to
adopt
a
tree,
we'd
love
for
you
to
do
that,
but
we're
gonna
we're
paying
for
the
cost
of
the
true
we've
done
that
in
many
cases,
what
we
like
to
call
it
is
the
astrazeneca
letter.
You
know
how,
on
the
the
the
on
tv,
they
say
if
you
can't
afford
your
medication
astrazeneca
can
help
we're
doing
that.
G
Basically
telling
people
listen,
we'll
we'll
pay
for
the
tree,
but
what
we're
asking
people
is
to
love
them
if
they
can,
but
in
certain
areas
we
know
people
aren't
going
to
love
them.
They
don't
want
them.
They
don't
care
if
they're
there.
So
we
need
to
come
up
with
a
plan
and
we've
done
that
we're
working
with
the
pine
hills,
neighborhood
association
on
an
arpa
grant,
we've
actually
signed
on
to
their
to
their
request
to
look
at
areas
on
hudson
alberon
places
of
those
areas
that
are
really
just
asphalt.
G
Jungles
that
you
know
we're
going
to
go
in
and
we're
going
to
work
with
with
them
of
creating,
basically
a
pilot
program
of
how
we
can
do.
We
can
put
trees
in
those
areas
and
us
deal
with
the
maintenance
of
the
trees.
What
can
we
use?
What
well?
One
of
the
things
we're
looking
at
is
the
is
the
flex
pavement
that
we've
used
in
other
areas,
possibly
using
that,
so
that
would
help
stop
the
overgrowth
and
the
and
the
weeds
and
what
would
still
help
with
the
watering
and
things
of
that
nature.
G
So
we
are
looking
at
a
lot
of
these
different
things.
We
actually
I'll
be
honest
this.
This
is
an
excellent
ordinance.
You
know
an
ordinance,
a
change.
We
we're
on
board
with
it.
We
think
it's
a
good
idea.
The
only
thing
that
we
do
need
to
keep
in
mind
is
that,
where
it
says
not
always
can
a
tree
be
put
back
in
the
same
taste
place,
it
was
taken
out
because
these
trees
were
planted
60
70
years
ago.
G
The
trunks
have
taken
over
underneath
so
sometimes
it's
difficult
to
replace
right
in
the
same
place,
but
replacing
close
to
it
next
to
it
anywhere
we
can.
That
is
what
we're
trying
to
do.
We
do
that
a
lot
with
the
trees
that
are
planted
as
part
of
an
engineering
project,
one
of
the
road
project
contract
one
contract
two,
when
we
have
to
take
trees
out
trees,
don't
usually
go
back
in
the
exact
same
place
that
they
were,
but
they
they're
to
the
left
to
the
right,
they're
adjacent
to
those
areas.
G
H
You
cover
everything.
This
is
a
good
piece
of
legislation,
it
it
codifies.
What
we'll
be
doing.
We
just
asked
for
consideration
on
the
amendment
to
whenever
possible
tree
could
be
replaced,
we're
also
finding
a
lot
of
these
trees
are
sitting
on
top
of
gas
lines
which
kills
the
tree
and
so
again
with
a
little
amendment
that
whenever
possible,
I
have.
We
have
no
problem
with
this.
With
this
ordinance.
C
H
Well,
we
a
lot
a
lot
of
it
is
being
funded
by
a
a
a
pool
that
we
have.
We
have
we
have
received
donors
for,
but
I
think
the
course
front
correctly
for
wrong
is
about
175
dollars
per
trade.
G
It's
it's
actually
well.
The
full
cost
of
a
tree
is
about
300
a
little
over
300,
so
175
would
be
like
our
end
of
it
in
a
situation
where
it's
an
adopt-a-tree
so
and
that
doesn't
include
any
any
maintenance
in
the
in
the
second
and
third
year.
G
When
you
know,
if
you
don't
have
an
owner
that
wants
to
adopt
it
and
love
it
and
water
it
and
make
sure
that
it's
not
getting
strangled
with
trash
and
things
of
that
nature,
and
we
have
to
do
it
that
could
be
that
cost
can
be
upwards
to
a
thousand
dollars
over
the
first
three
years
of
the
tree
being
planted.
But
again
we're
we're
working
on
that.
We
know
that's
going
to
be
the
case.
We
know
that
there's
going
to
be
trees
in
areas
where
there
isn't
going
to
be
somebody
to
adopt
them
right.
G
C
I
just
want
to
mention.
Last
friday
I
went
to
the
on
arbor
day
the
mayor
spoke,
and
I
was
amazed
at
all
the
partnerships
that
we
have
in
the
city.
You
know
throughout
the
state,
the
non-profits,
the
norman
scale,
all
these
groups
that
we
have
that
are
working
with
the
city
to
really
to
get
more
trees
in
the
and
I'm
go
ahead.
I
don't
frank
you
want
to
talk
about
that,
but
I
just
thought
it
it's
a
great
program
that
we
have
going
with.
G
Close
to
100
trees
were
planted
in
lincoln
park
as
on
that
arbor
day,
and
then
there
was
an
additional,
I
want
to
say:
20
25
trees
that
were
planted
in
washington
park
on
a
on
the
fa.
That's
saturday,
so
arbor
day
fell
on
a
friday
and
then
I
think,
the
next
day
on
saturday
they
planted
another.
It
was
a
partnership
with
there's.
Albany
goes
green,
which
is
a
committee
of
the
company
fund
for
education.
G
It's
been
going
on
for
11
12
years.
It's
a
great
organization,
great
people.
They
got
the
students
from
toast
involved
and
they've
planted
tons
of
trees
over.
You
know
lots
of
trees
over
the
last
few
years.
It's
been
very
good
and
then,
of
course,
either
friends
of
the
norman
skill
they're,
a
part
of
that
as
well
and
and
they
have
a
few
other
colleges-
ain't
rose
it.
It
really
is.
It
really
was
a
great
event
and
dec
actually.
G
Normally
in
years
past,
dec
has
had
their
own
arbor
day
event,
but
they
wanted
to
partner
with
us
and
be
a
part
of
our
arbor
day.
Event,
which
I
thought
was
that's
a
testament
into
what
we
do
here
in
the
city
of
albany,
not
just
what
dgs
does,
but
what
we
all
do,
all
these
organizations,
everybody,
the
schools
and
everybody
else.
So
I
was
pretty
proud
of
that.
C
Thank
you,
councilmember
robinson
question
or
comment.
I
Yes,
thank
you,
a
question
about
the.
If
someone
doesn't
want
a
tree
replaced
once
it
is
removed,
how
how
does
the
owner
probably
going
to
go
about
making
that
request?
Is
there
a
form
that
they
would
fill?
Would
they
go
to
the
website?
Would
they
give
the
commission
or
call
and
how
easily
can
they
access
it?.
G
Okay,
so
we
don't
actually
we're
not
going
to
replace
a
tree
anytime.
We're
going
to
put
a
tree
in
we're.
Gonna
ask
permission
basically,
even
though
it's
city
property-
and
we
can
put
it
in,
we
send
letters
out
to
every
property
not
to
the
and
it's
not
even
to
the
owners,
not
just
the
owners.
We
send
it
to
the
residents
because
in
a
lot
of
cases
we,
you
know
it's
in
front
of
what
these
rentals.
You
know,
we
don't
just
send
it
to
the
owners
of
the
properties.
G
We
send
it
to
the
to
the
rent
to
the
people
who
live
in
the
property,
and
we
say
you
know
what
we're
looking
to
put
a
tree
in
front
of
your
property
it.
This
is
the
type
of
tree.
We
recommend,
you
know,
would
you
love
it
we'll
pay
for
it?
But
would
you
love
it?
Would
you
be
you
know?
And
if
they
say
no,
we
absolutely
don't
want
it
there.
Then
it
doesn't
go
there.
G
You
know
we
respect
the
wishes
of
the
residents,
because
we've
seen
far
too
often,
where
a
resident
that
doesn't
want
a
tree
and
we
plant
the
tree.
They'll
kill
the
tree
they'll
do
everything
they
can
do
to
get
rid
of
that
tree
in
front
of
their
house.
So
we
don't
want
that.
That's
not
good
for
the
trees,
it's
not
good
for
anything.
So
that's
how
we
do
it
so
there's
no
form
to
opt
out.
Usually
we
send
them
a
letter,
and
with
that
letter
they
then
will
say
they
will
then
say
in
the
letter.
G
It
says:
contact
us
at
this
email
address
or
call
this
number,
and
let
us
know
if
you,
if
you
don't
want
it
and
if
they
do
that,
then
we
do
that
if
they
don't,
we
put
it
in
now
in
cases
where
somebody
says
I
never
got
the
letter,
I'm
sorry,
I
don't
want
it
there.
We
have
taken
trees
out
and
transplanted
them
elsewhere,
and
we
have
done
that.
I've
done
that
a
couple
times
in
the
past
couple
years,
so
we
could
continue
to
do
that
as
well.
I
Gotcha
and
you
said
that
you're
sending
letters
out
to
the
residents
now,
is
there
a
certain
radius
that
you
send
the
letters
to
based
on
where
the
tree
is
placed
are.
How
does
that.
G
Oh,
we
actually,
no,
we
send
the
letter
to
the
homeowner
in
front
of
the
property.
So
let's
say
it's:
you
know
the
property
that
we've
identified.
We
send
them
a
letter
stating
that
we
would
like
to
put
a
tree
in
front
of
their
property
and
we
ask
them:
will
they
love
it?
Will
they
be?
You
know,
and
then,
if
they
don't
want
it,
they
let
us
know.
G
Otherwise
we
move
forward
and
we
do
it,
but
as
far
as
removals
of
trees,
if
large
amounts
of
trees
like
when
we
do
contract
one
and
two
when
trees
have
to
come
out
because
of
a
project,
we
do
a
three
to
four
block
radius
as
we
do
to
let
people
know
about
the
actual
project
itself.
This
is
something
that
really
just
started
a
few
years
ago.
I
think
actually
around
the
time
that
commissioner
peninsula
started
is
when
we
started
to
do
this,
is
that
you
know
we're
letting
people
know
exactly
so.
G
If
we're
taking
trees
down,
then
we
do
a
two
or
three
block
for
each
around.
We
try
to
do
like
a
square
around.
You
know
where
the
trees
are
coming
down.
One
tree
if
one
tree
is
coming
down
for
a
reason
that
may
only
go
to
the
property
owner
or
a
couple
of
houses
around
it,
but
if
a
full
amount
of
trees
like
if
it's
going
to
be
a
whole
street,
the
trees
are
coming
out
because
of
again
because
of
an
engineering
project.
We
we
tell
people
that
far
away.
D
No
sorry,
I'm
I'm
a
little
bit
late.
I
was
walking
my
dogs
and
there
was
an
issue
in
the
neighborhood,
so
my
apologies-
maybe
this
was
asked
already,
but
do
we
have
financials
frank
on
on
the
the
actual
class
of
the
city
for
for
the
tree
replacements?
G
D
G
H
H
Roughly
it's
about
three
hundred
dollars
per
tree.
The
175
is
our
share
when
somebody
wants
to
adopt
a
tree
and
then
we're
talking
about
replacing
some
trees
where
some
areas
where
the
cost
will
be
absorbed
by
the
city.
We
do
have
a
funding
mechanism
where
donors
and
participants
and
supporters
are
contributing
to
the
tree
fund,
which
we
we
could
tap
into.
We
need
to.
D
C
Does
anybody
else
have
any
comments
or
questions
or
concerns?
If
not,
can
I
get
a
favorable
recommendation
for
ordinance,
2
21-22.
F
I
just
have
one
question:
oh,
go,
go,
sorry,
do
we
need
to
make
that?
Are
we
going
to
make
that
change
that
the
commissioner.
F
H
We
will
the
audience
is
fine.
We
have
no
problem
with
it,
but
we
like
to
have
an
amendment
to
it
where
it
says.
Whenever
possible,
the
tree
will
be
planted
in
front
of
the
house
at
times.
That
cannot
happen
a
driveway,
a
gas
line.
Other
thing:
if
we
could
just
add
that
sentence
in
there
we're
okay
with
it,
we
have
no
problem
with
it.
G
C
Say
it
again,
I
are
you.
E
Fine
with
the
of
it
at
this
moment,
of
course,
I'm
fond
of
it,
but
I
just
like
everything
has
to
be
written,
like
which
section
does
he
want
me
to
add
it
this
way,
yeah
attorney,
it
would
have
been
very
helpful,
but
you
know,
of
course
it
sounds
good,
but
I
don't
want
it
to
prohibit
other
trees
from
being
planted
because
of
this
hindrance,
but
I
just
want
to
make
sure
yeah.
G
Let
me
let
me
say
this
councilman
anani,
basically,
what
it
is
isn't
where
applicable,
of
replacing
the
trees.
We
want
to
replace
a
tree
every
you
know
when
we
plant
another
tree
or
trees
when
we
remove
absolutely
but-
and
we
want
to
cover
the
cost.
Obviously
it's
that
it
doesn't
go
in
half.
We
don't
want
it
to
go
to
be
said
that
it's
going
in
the
same
location,
because
it
can't
always
go
in
the
same
location.
G
That's
the
only
thing,
so
I
think
part
where
it
says
the
owner
of
the
property
from
which
a
tree
or
trees
was
removed.
Pursuant
to
section
345
of
this
chapter
may
submit
requests
okay.
Well,
we
said
that's
fine
too,
and
it
just
talks
about
about
the
forester
requesting
that
such
tree
not
be
replaced.
G
E
C
G
Exactly
it
can't
go
in
the
same
spot
most
most
times,
but
listen.
Let's
say
it's
it.
It
was
at
the
to
the
right
of
the
driveway,
but
it
can
go
to
the
left
of
the
driveway
or
it
can
go.
It
can
go
down
just
a
couple.
You
know
I
mean
it's
a
larger
area.
You
can
go
down
a
little
bit
a
couple
feet
down.
It's
all.
G
Basically,
what's
underneath
you
know,
you
don't
want
to
plant
a
tree,
that's
not
going
to
die
because
it's
not
going
to
take
root,
and
so
that's
one
of
the
issues
that
we
have
and,
like
sergio
said,
there's
also
a
a
thing
when
you're
when
you're
dealing
with.
If
there's
a
gas
line
or
there's
whatever
you
know,
we
just
sound
good.
I
would
add.
G
C
Okay,
all
in
favor
of
resolution
221.22
as
amended
taking
motion
dab
some
left.
Second.
C
With
a
favorable
recommendation-
yes
I'll
second,
it
all
in
favor,
aye
aye
any
oppose
all
right.
Thank
you,
commissioner
and
frank
and
who's
on
the
committee.
So
he's
going
to
stick
around.
I
guess
all
right!
Thank
you
all.
Now,
let's
go
to
resolution
35,
4122
r
by
councilmember
robinson.
C
Just
to
let
you
know,
I
looked
at
the
legislation
on
the
honorary
committee.
11
2a,
everything
qualifies
legally.
So
if
you
want
to
speak
on
behalf
of
it
go
ahead,
councilmember
robinson.
I
Oftentimes
in
most
cultures,
names
are
attached
to
destiny,
and
so,
when
we
think
about
the
street
renaming
for
jewel,
love
and
grace
love,
their
names
are
what
they
embody
to
the
people
of
the
community
and
the
people
of
the
city.
Jew
love,
as
I
asked
miss
joyce,
and
for
more
information
about
him.
She
tells
me
that
he
was
just
a
lovely
individual.
I
He
had
care
and
concern
for
his
people,
and
he
also
was
one
of
the
first
black
individuals
in
the
city
of
albany
to
receive
his
exterminator
license,
and
I
never
had
the
pleasure
of
knowing
him,
but
just
by
you
know
his
children
and
his
also
by
the
mannerisms
of
miss
joyce.
We
can
tell
that
you
know
he
was
a
person
who
was
about
love
care
and
concern.
I
Miss
grace
love.
She
was
a
member
of
my
church
of
the
metropolitan
new
testament
mission
baptist
church
and
she
was
a
sweetheart
and
she
was
a
mother
to
the
community,
a
mother
to
the
neighborhood
as
she
accepted
anyone
into
her
home.
She
fed
them.
She
clothed
them.
She
bathed
them
and
made
sure
to
make
sure
that
individuals
had
a
place
to
stay
and
that
they
had
a
home
of
love
to
come
to
come
to
to
go
to.
So
a
lot
of
information
is
in
the
resolution.
I
So,
if
there's
any
questions,
I
can
answer
any
questions
at
this
time.
C
I
just
want
a
question
for
joyce
love:
did
your
father
work
for
local
law,
local
steeler
workers,
union.
C
And
we're
still
going
to
have
this
street
the
same
one
as
a
the
resolution
says
lark,
first
and
lark.
Is
that
what
we're
going
to
do.
C
B
B
Okay,
I'm
gonna
make
this
quick.
This
resolution
is
about
charles
and
edna
howard,
their
daughter,
jody
jerry,
howard,
requested
a
street,
be
named
after
the
mother
and
father.
Mr
howard
migrated
from
alabama
over
60
years
ago
one
and
he
landed
in
rochester
from
rochester.
He
met
his
wife
and
moved
to
albany,
where
they
were
members
of
mount
alvarez
baptist
church
where
they
served
where
they
served
in
ministry,
the
both
of
them
and
the
mother
was
in
the
choir.
B
They
had
three
children,
two
is
deceased,
they
they've
been
living
on
clinton
avenue
over
50
years
and
the
daughter
thought
that
she
would
like
to
honor
them
with
a
street.
We
have
a
problem
with
the
street.
B
The
street
where
she
live
at
was
already
named
after
teleroma's
cleaners
last
year,
so
she's
requesting
that
the
street,
up
by
teleramas
up
by
malcolm
x,
park
that
corner
there
to
hawk
straight
street,
be
named
after
her
mother
and
father.
Mr.
C
B
B
Street
is
dania,
I
think
it's
dub.
I
will
go
tomorrow
and
look
for
sure.
Okay,
I
had
her
text
here,
but
now
I
can't
find
it.
C
C
So
we're
going
to
have
to
amend
the
resolution
to
say
large
street
2.
I
believe
it's
dove
or
swan.
B
I
wouldn't
let
danielle
know
for
sure
tomorrow,
all
right.
C
Nope,
like
I
said
I
read
both
of
them.
They
both
qualify
and
I
assume
this
is
both
yours
first
I
know
the
legislation
says
you
can't
do
more
than
two
street
names
in
a
year,
so
this
is
the
first
one
we
are
doing
the
year.
So
can
I
get
a
motion
as
amended
for
resolution
48
51
22r,
as
amended
with
a
favorable
recommendation.
C
Any
pose
any
abstentions.
Thank
you
for
the
record.
I
did
talk
to
bill
trudeau
and
he's
willing
to
do
the
ceremony
signings
as
soon
as
you
guys
can
do
so.
That's
all
set
up.
B
So
I
will
get
with
the
howard
family
to
set
up
a
date
and
councilman
robinson
can
decide.
When
he's
gonna
do
his.
He
already
have
one
coming
up
very
soon,
so
he
just
can
decide
when
he's
gonna
do
his
thanks.
Yep.
