regard

this
meeting,
this

draft
budget
and
also
the
results
of
the
public
service
grant
assessments
the
application
process
in
the
grant,
the
evaluation
that
has
gone
on
and
so
we're
going
to
start
with
talking
about
the
a
CDA
budget.

our
CDBG
budget.
It
looks
probably
familiar
to
most
of
you
from
who
have
been
on
the
committee
since
last
year.
The
top
portion
is
our
full
allocation.
The
three
point,
four

one:
we
get
some
funding
back
into
us
from
different
loans
and
things
that
we
make.
The
estimate
on
that
is
90,000.
That's
a
low
estimate,
because
we
want
to
make
sure
that
we
don't
go
over
any
of
our
budget
caps
when
we
do
the
full
amount

Albany
they
they
get
funding
to
do
small
business
technical
assistance
with
businesses
located
in
our
different
focus
areas
around
the
city.
They
also
do
the
Vega
grant
funds
from
us
to

facade
improvement
program

staff
funding.

that

directly
to
the

assistance,

program,

Coalition-

helps
with

senior
veterans,

shelter
that

veterans

house

SRO

fund
a
sorrows
with
the
homeless
funding
that
you'll
see
the
ESG
funding,
so
we
have
to
fund
that
through
CDBG
SRO.

choose

for
funding

submitted

application
to
us
with
just
a
different
name
and
no
change.

board

through
that
RFP
process.

you
generally
don't.

decisions

emphasize
this
funding,

especially
if
there
is
more
applications
than
there
is
funding,
and
you
need
to
be
cutting
back
based
upon
some
sort
of
programmatic
kinds

issues

gut
is
that
we
probably
from
a
legal
standpoint,
do
not
want
to
be
tweaking
or
looking
at
potentially
reducing
any
of
the
ones
that
have
been
approved
for
the
full
amount.

my
point,
which
is
why
I
just
wanted
to
focus
on
those.

them

back
to
January

funds

we

have
some
program
funds
from

we
could

towards

there
are
getting

funds,
only
the
30
thousands
gonna
show
up
on

budget.

that
I
asked
Fay
about
some
of
the
priorities
that
we
discussed
when
I
was
wearing
my
other
hat
as
chair
of
the
Finance
Committee,
about
where
the
council
might
like
to
see
some
money
spent.

example,
one
of
my
pet
peeves
is
having
homeowners
pay
for
their
share
of
having
a
street
tree
put
in
front
of
their
house
works
fairly
well
in
my
neighborhood
I
offer
to
contribute,
but
a
lot.
You
know
at
least
50%
of
the
people
who
get
Street
trees
are
paying
that
homeowners
share,
but
some
people
take
advantage
of
my
opportunity
offer
to
go
ahead
and
do
it.
You
need
to
do
the
homeowner
share
to
encourage
more
trees
where
you
have
landlords
or
people
of
low
income.

parts
of
my
board
that
would
qualify,
but,

addition

your
thinking

terms
of
people
in

neighborhood

get

small
stipend

summer

the
neighborhood

they're
a
lot
more
restrictive
than
our
CDBG
funding,
they're
strictly
to
be
used
for
housing.
No,
no
neighborhood
improvements,
no
organizations
except
for
organizations
that
are
called
Chodos
and
that's
the
community
housing
development
organizations
and
HUD-
requires
that
at
least
15%
of
our
allocation
every
year
be
given
to
be
awarded
to
those
particular
organizations.
They
have
to
go
through
a
certification
process
that
have
depends
on
their
board,
like
a
third
of
their
board,
has
to
be
community
members.

it's
all,
there's
a
lot
of
different
regulations
based
on
it,
a
habitat,
the
Southend
Improvement
Corporation
and
the
Albany
Housing
Coalition
are
the
only
three
Chodos
that
we
have
right
now.
Albany
Housing
Coalition
has
funding
from
us
to
to
do
the
three
they're
doing
three
homes
up
on
Clinton
Avenue,
to
provide
veteran
housing
and
they're
going
to
start
on
that
very
soon,
so
they
didn't
apply
to
us
for
any
additional
funding,
because
they've
they've
got
that
project
and
it
was
enough
for
them.
At
this
point,
habitat
has
some
additional
homes
been
sharing.

All
that
we'd
like
to
work
on
in
South
and
Improvement
Corporation.
They
were
in
new
chotto
for
us
last
year,
they're
moving
along
on
the
properties
that
they
use
the
funding,
for
they
don't
have
a
particular
property
identified
right
now,
but
we
did
keep
funding
available
to
them
for
when
they
identify
that
property.
There's
a
lot
of
regulations
based
on
us
being
able
to
commit
funding.

can't
permit
it
until
we
know
exactly
what
the
address
is,
so
it's
just
held
aside
for
them
for
now,
let's
see,
and
then
we
use
the
funding
again
for
our
bigger
homeowner
rehab
programs
and
our
programs
for
landlords
that
they
rent
to
low
tamati
and
come
individuals.
It's
just
a
another
rehabilitation
program,
and
then
this
H
IP
is
called
a
home
improvement
program.
It's
a
grant
application
for
developers
who
are
applying
for
the
low-income
housing
tax
credit
funds
for
bigger,
affordable
housing
projects
a
lot
of
time,
the
state
when
they
apply
to
that
funding.

one
because
they
they
tend
to
ask
for
home
that
you
actually,
they
always
ask
for
like
three
or
four
hundred
thousand
dollars,
but
we
don't
generally
have
that
much
available.
Therefore,
the
bigger
projects
like
when
Livingston's
middle
school

turned
into
the
housing.
The
you
know
the
senior
housing
they
came
to
us
for
funding
for
that
housing
visions
when
they
did
Sheridan
home.
You

just
kinda.

a
low-income
housing
tax
credit
program

So
it
would
be
also
it's
kind
of
honestly.
It's
like
a
small
amount
of
funding
for
a
big
impact
because
most
of
the
time
they're
providing
at
least
50
or
more
affordable
housing
units
and
then
the
rest
is
the
other
staff.
They
have
a
small
home.

home
has
a
small
amount
of
admin
that
we
can
charge
to
it
and
I
want.

Developers
can
apply
for,
but
actually
smaller
developers
can
also
apply
for
our
target
program,
which
is
the
tenant
assistance,
rehabilitation
program,
so
say,
there's
a
a
landlord
or
a
small
developer
that
has
two
or
three
different
houses
in
one
location.
They
can
apply
to
that
funding
from
us
and
be
supported
that
way.

Individuals
or
people
who
are
at
risk
of
being
homeless
and
there's
an
organization
or
an
entity
called
the
COC,
which
is
the
continuum
of
care
and
they
provided
guidance
to
us
and
assistance
to
us
on.

spent,
whether
it's
spent
more
on
prevention
or
more
on
shelters,
they
always
pretend
to
prefer
that
up.

of
it
goes
towards
shelters,

county
does
a
lot

organizations
make

spending

funding

it.

ask
for
several
hundred
thousand
dollars

the
time
