B
This
is
being
introduced
by
mr.
Flynn
and
we'll
start
with
him
to
give
us
an
overview
of
just
wanting
this
and
need
for
it
at
first
I've
seen.
Rushing
so
much
to
get
you
out
here.
Present
are
members
of
the
committee.
Mr.
O
Brien
myself
shall
I
go
Gini
Pharaoh
and
the
will
show
a
name
also
Richard
Conte,
so
we
will
take
it
from.
Thank
you
all.
C
Thank
you.
I
just
want
to
start
off
by
saying
for
the
record
that
I'm,
not
the
one
who
is
negotiating
a
contract
with
the
towing
companies.
That's
the
mayor's
job,
my
job
I'm,
just
allowing
the
mayor
to
negotiate
a
contract
with
the
Toto
companies.
If
they
haven't
had
a
raise
since
2006,
you
also
haven't
had
a
contract
I
believe
in
a
year
or
two
years
they
haven't
had
a
contract.
C
C
D
C
F
F
They
all
informed
me
that
Joe
we
can
give
you
a
contract,
but
everything's
going
to
be
exactly
the
same
as
what
it
is.
There's
no
way
that
we
can
do
anything
without
approval
from
the
Common
Council.
As
far
as
rates
goes
increases
and
everything
else,
so
we
were
kind
of
like
our
hands
are
like
this.
You
want
to
be
signed
to
the
same
thing
that
you've
had
for
so
long,
where
you're
almost
losing
money.
F
What's
getting
to
that
point,
or
you
just
keep
going
and
doing
business
and
hope
and
pray
that
something
like
this
will
happen
and
you'll
have
the
ability
to
have
an
increase
and
everything
without
having
your
hands
tied,
because
you
just
signed
for
no
reason.
It
was
kind
of
like
this.
It's
been
that
way
for
four,
so.
D
G
G
Comparison
of
other
municipalities
to
the
city
of
Albany.
It's
such
the
comparing
apples
to
oranges
right
when
you
look
at
the
density
that
the
city
of
Albany
had
you
have
city
towns
like
Gilbert,
for
example,
when
you
look
at
how
the
tops
individual
company
might
have
to
go
their
toll
car
there's
nowhere
close
to
the
amount
of
cars
that
are
being
told
here
in
the
city
of
Albany.
G
So
again,
the
people
were
gonna
bear
the
brunt
of
this,
like
I,
said
we'll
be
working.
Families,
not
particularly
college
students
here
in
Austin,
noting
people
that
are
benefited
from
this
increase
will
be
the
tow
companies.
This
is
not
something
that's
needed
to
balance
the
budget,
we're
not
providing
a
single
service
and
also
to
the
sponsor
actually
said
to
that.
The
only
person
that
could
negotiate
this
have
a
contract
is
their
mayor's
office.
I
like
that
trip.
Have
you
spoken
to
the
mayor
about
this
stuff?
Okay,
that
masks
me
again.
G
Noticed
all
the
way
you
guys
are
not
the
tow
companies
are
not
in
the
contract.
They're
still
being
you
know,
tow
companies
are
still
towing
residents
here
in
the
city
of
Albany.
That
has
not
changed
and
I
believe
that
that's
a
broader
conversation
that
we
need
to
also
have
why,
even
though
they've
cut-
or
why
are
people
not
coming
here
to
do
business
with
the
city
and
also
another
conversation
I'd
like
to
open
with
forward,
is
that
maybe
the
city
of
Albany
need
to
look
at
ways,
maybe
weave
it
together,
towing
company
of
business.
G
Going
to
look
forward
to
having
again
like
I,
said
the
toilet,
the
current
restructure,
dismantle
it's
enough
about
the
term
and
it's
not
just
our
talents
when
the
costo
there's
days.
That
has
to
be
there,
that's
another
of
being
that
someone
will
have
to
pay
very
too
often
many
people,
70%
of
Albany
residents,
are
living
paycheck
to
paycheck.
So
if
someone
wears
that
there
I
guess.
D
C
G
It
can
be
catastrophic.
I've
witnessed
people
that
have
gone
to
homelessness.
There
are
individuals
that
email
me
because
of
some
of
the
piece
that
you
have
to
pay
when
it
caused
our
little
shop.
So
again,
I
will
be
voting.
No
and
I
urge
all
my
colleagues
to
do
the
same
and
I
will
have
more
questions.
I
can.
F
Number
one:
you
are
correct
about
college
kids.
You
have
to
realize
that
the
volume
there's
probably
about
two
hundred
thousand
college
kids
that
come
into
this
area
that
don't
live
here
whatsoever.
They
infiltrate
last
week
into
Albany
st.
Rose
everything
else.
None
of
these
people
reside
in
Albany,
County
nobody's
people
pay,
Albany,
County
taxes,
none
of
them.
They
don't
live
here,
they're
here
temporarily
and
then
also
when
the
semester
is
over
with
they
leave.
F
I
F
F
Because
that's
that's
one
of
my
arguments.
One
of
my
arguments
is
if
you're
so
concerned
about
the
impact
of
families
of
living
paycheck-to-paycheck.
The
Albany
Police
Department
has
already
eliminated
a
whole
Traffic
Division
used
to
be
on
Central
Avenue.
The
people
used
to
go
to
traffic.
They
would
do
their
legal
claims
with
Albany
with
the
Albany
Traffic
Division.
F
They
would
have
a
release
form
and
bring
the
release
form
up
to
dot's
garage
or
whatever
tow
company,
because
they've
already
settled
all
their
business
with
the
only
police
and
they
would
pay
their
tongue
now
Albany
has
eliminated.
Probably
there
was
probably
at
least
25
to
30
people
work
in
that
office.
Now
we
as
the
tow
companies
have
to
be
the
Albany
Police
Department
people
walk
into
my
office
with
they
do
not
have
not
been
calmed
down
by
the
Albany
police
because
they
got
over
a
DWI
parking
tickets
scofflaw
unregistered
vehicle.
F
Now
it
has
been
thrown
upon
us
for
the
last
five
or
six
years
to
make
sure
that
you
paid
all
your
parking
tickets.
You
have
a
pretty
to
cement
a
pretty
receipt
to
make
sure
that
your
car's
registered.
You
have
valid
registration
to
show
me
to
make
sure
you're
a
registered
owner,
Lonnie
Lonnie
Don.
We
as
tow
companies,
have
become
a
police
department
now
also
and
I
hate,
to
tell
you.
F
D
F
F
Been
compensated
for
I've
had
them.
The
colony
police
I
have
an
emergency
bottle
great
on
my
counter
that
I
hate
numerous
numerous
times
because
of
people
who
are
irate,
not
because
that's
garage,
though
not
because
their
car
got
towed,
but
by
the
Albany
Police
Department,
not
by
Dodds
garage.
You
know,
that's
one
thing
that
that's
my
major
major
qualms
here
that
has
been
assumed
at
Albany
has
saved
thousands
of
dollars
by
eliminating
these
people,
who
used
to
have
to
work
there
and
do
all
this.
Now.
F
It's
all
brought
on
to
us,
and
we
with
that,
if
you
wanted
to
not
jeopardize
the
working
person
eliminate
the
25
bucks
that
I
have
to
give
you
every
for
every
tow
keep
the
tow
price
the
same
and
life
goes
on.
We
get
a
$25
increase
if
nothing
happens
from
anything,
but
please
give
us
that,
because
we're
doing
the
work
for
the
Albany,
Police,
Department
and
then
I'm
hanging
you
for
doing
your
doing.
C
K
F
Used
to
be
a
line
down,
Central
Avenue
for
people
to
wait
and
get
their
car
released
during
snowstorms.
Okay
I
had
overtime
up
the
wazoo
by
police,
guys
who
had
to
stay
in
there
and
release
every
single
car.
That
responsibility
falls:
100
percent
on
a
tow
company.
We
have
to
make
sure
every
paperwork
lines
up
every
person's
all--all
ID,
whatever
they
put
on
there.
It
falls
on
the
house,
everything.
B
M
M
F
M
E
I
I
J
E
H
I
I
F
J
A
J
A
I
I
I
What
are
you
talking
about
that?
Why
would
we
do
that?
Where
we
have
to
work
like
knocking
yourself
out
at
the
knees
with
any
negotiation,
it
has
to
go
through
legislation,
so
you
want
to
hit
the
highest
bar
possible.
It
doesn't
make
any
sense
and
then
is
there
any
legislation
needed
to
discuss
taking
that
fee
out
I
mean
that's
kind
of
the
contract,
know
the
kick.
That's.
G
I
G
F
I
G
A
G
F
Last
year
we
got
two
snowstorms
in
a
row
they
go
back
to
back,
it
was
one
storm
was
like
12
inches.
The
next
alum
was
like
15
inches.
We
just
barely
had
enough
people
there
to
clear
a
little
bit
of
the
one
snows
and
the
next
day,
BAM
we
got
hit
with
him
with
another
song.
Albany
went
on,
TV
announced
the
snow
emergency,
the
whole
nine
yards.
Well,
by
the
time
everybody
was
supposed
to
meet
up.
F
F
Cars
were
towed
and
no
streets
were
plowed
I,
don't
you
know,
do
T
when
you
don't,
when
you
don't
tow
the
cars,
the
snow
plow
guys
sit
there
and
wait.
Everybody
waits
so
you're.
Do
it's
you're
costing
you
money
by
trying
not
to
do
what
you're
supposed
to
do?
Yeah
a
plow
cannot
go
down
a
one-way
street
with
a
car
on
this
side
and
a
car
on
that
side.
It's
physically
unpossible
to
plow
that
road.
Until
one
of
the
cars
get
moving,
you
can't
plow
it.
You
got
streets
like
Moore's
muhrtelle,
all
that
other
stuff.
F
It
takes
time
these
people
gots,
they
got
snowed
in
and
they
couldn't
move
their
car
even
if
they
wanted
to
so.
Therefore,
that's
why
we
come
in
there.
We
pull
the
cars
out
and
let
things
go
through
there,
but
what's
happening
is
people
are
going
to
other
places
and
you
can't
blame
them.
You
know
you
go
to
somewhere,
it's
a
tow
30
cars
at
$200,
a
car
and
go
to
Albany
and
told
maybe
eight
cars
at
125,
because
everybody's
knocking
on
doors
and
moving
cars
and
we're
all
just
sitting
there.
K
Was
last
year
another
year
before
I
had
to
come
into
Karma's
all
from
the
traffic
sergeant
was
new
decided
to
come
in
and
we
we
like
Ito
trucks
and
DJ's
cancel
hoods.
They.

J

F
L
M
A
F
The
winching
stuff
that
doesn't
occur
only
on
call
if
you
got
a
car,
that's
often
a
load
or
something
you
have
to
winch
it
out.
That's
why
that's
additional
dollies
are
not
used
anymore.
Dollies
are
flatbeds
dollies
got
replaced
by
a
flatbed
truck
where
you
pull
the
truck
up
and
you
carry
it
before
you
had
to
put
the
wheels
and
the
front
up
and
flip
dollies
on
the
back
to
lift
all
four
wheels
up
and
go
so.
F
Albany
is
a
little
bit
more
yes,
but
there's
a
lot
more
work,
I
mean
I
have
to
keep
I
have
to
pay
someone
to
just
be
solely
in
Albany.
You've
got
a
contract
for
my
contract,
but
it
phone
rings
at
eight
o'clock.
I
want
a
car
I
want
a
tow
truck
here.
I
have
50
minutes
for
to
be
from
there
to
there.
I
can't
have
a
guy
in
Saratoga
telling
me
telling
these
guys
said,
he's
gonna,
be
there
in
15
minutes.
F
So
I
got
to
pay
one
person
to
stay
here
to
cover
this
and
it
pay
another
person
to
go
to
Saratoga
I'm
obligated
to
have
someone
here,
24
hours
a
day,
seven
days
a
week,
no
matter
what,
because
if
that
phone
rings,
I
got
to
be
there
and
if
I
don't
do
that,
I
lose
my
spot
on
a
rotation,
then
I
lose
my
spot
on
the
contract.
All
those
things
are
put
in
there
that
if
I
do
not
get
there
in
time,
they
can
eliminate
me.
Okay,.
F
They
all
have
State
Police's,
25
minutes,
Khamenei
police's
20
minutes.
Gilliland
is
20
minutes,
Albany's
15
in
another
time.
There's
it's
eliminated
now
down
to
Perlman's
us
Roberts
doesn't
really
tolled
for
anymore
bro
I'm,
doing
the
cover
they're
still
on
the
contract,
but
they've
got
so
much
lucrative
business
now
that
they're
down
by
the
port
of
Albany
that
they
don't
know
they
refuse
how
they
blatantly
refuse
sexual
towing
and
I.
Think
that
said,
is
that
dorsum.
J
F
F
K
K
F
K
B
H
L
K
Tow
car
broke
down
over
there,
that's
what
will
show
up
its.
We
tend
to
have
our
big
problems
when,
like
a
block,
rest
won't
beat
on
a
bunch
of
cars,
and
if
we
don't
get
enough
tow
trucks,
we
will
be
there,
you
mean,
and
then
you
know,
block
fresh
starts
when
it
starts
or
if
we
don't
get
the
cars
over
to
even
many
many
parts,
booking
ability.
F
That
all,
but
he
was
at
one
time,
towing
cars
for
the
cities.
It's
the
eighty
things,
but
chief
McArdle
was
the
police
chief
at
that
time
and
that
dad
and
chief
were
friends
and
I.
Remember
this
because
I
was
working
there,
the
chief
came
to
my
father
and
said:
listen.
He
says
they
keep
jumping
over
my
fence,
busting
into
the
cars,
stealing
everything
out
of
the
cars,
damaging
the
cars
and
suing
the
city.
F
The
car
owner
sue
the
city,
because
we
have
a
stack
of
lawsuits
of
this
for
people
who
we
to
impound
our
cars
and
why
they're
in
the
impound
lot,
this
gets
damaged
to
get
damaged,
told
and
everything,
so
the
liability
that
the
city
would
have
to
assume
to
tow
all
these
vehicles
store.
All
these
vehicles
pay
people
all
that
other
stuff.
Is
you.
F
G
F
K
A
G
G
E
A
E
A
Have
streets,
ok,
block
off
fire
trucks,
can't
down
Hamlin's,
can't
down
on
snow
storm?
It's
bad!
It's
very
bad!
That's
the
concern
and
that's
concerned:
everybody
has
to
put
it
in
mine,
then
the
next
okay
is
affordable,
listen,
okay!
Let's
just
we
all
have
to
just
be
realistic
on
it.
What
is
fair
to
everybody?
A
Okay,
and
what's
going
to
keep
our
towing
going
so
that
we
avoid
a
catastrophe
and
some
you
know
whatever
it's
a
snowstorm
with
the
trees
coming
down
or
whatever
you
know
me:
that's
what
no
for
us
to
get
to
merit
to
the
table.
We
can't
negotiate
it.
Okay
and
there's
questions
on
whether
what
we,
what
we
do
with
this
piece
of
legislation,
I
think
Marisa
should
be
able
to
write
it
where
yeah
there's.
No,
there's
no
figures
in
it.
A
Then
maybe
we
need
something
where
there's
time
frames
where
contracts
have
to
be
negotiated
and
put
it
in
law.
I
don't
know,
but
we
we've
gotta
get
this
done.
So
it's
not
up
to
us.
It's
not
up
yeah,
and
you
know
that
you
know
you
just
want
to
bring
it
to
light
that
we
don't
okay,
you
know.
Maybe
we
better
off
on
a
resolution.
We
do
what
we're
doing
ordinance
and
think
it's
vetoed.
You
know
we
say:
well,
we
urged,
is
you
know,
never
doing,
executive
branch
or
something
the
gullet
is
I'm
negotiating
I.
Don't.

Me
to
be
my
concern
with
all
of
this
is
the
actual
negotiation
needs
to
come
from
the
mayor's
office,
and
so
they
should
make,
along
with
the,
of
course,
the
police
department.
But
we
should
get
a
recommendation
from
the
mayor's
office
and
the
police
department
if
they
are
uncomfortable
going
on
record,
because
it's
unpopular
then
guess
what
they're
in
the
wrong
line
of
business
I,
don't
think
the
mayor.

Removed
my
brand-new
Lexus
that
just
cost
me
$70,000
I'm,
you
know
so
the
moment
we
hook
up
to
that
vehicle
at
the
moment.
I
put
a
chain
on
it.
I
am
responsible
for
that
vehicle.
110
percent.
Nothing
comes
back
on
a
city,
nothing
ever
if
any
damage
is
done.
If
there's
a
scratch
on
it,
whatever
it
all
comes
down
to
the
toe
booties,
we
are
responsible.
My
insurance
is
astronomical.

Lot
of
climb

Glenwood
22:08,
now
went
to
two
of
creation.
I
have
severe
reservations
about
this
legislation
and
to
mr.
Flint
credit.
We
have
met
twice
over
text
to
discuss
it
and,
as
I
said,
Public
Safety
Committee
on
Thursday
I,
respect
that
I'm,
not
his
constituent,
but
he's
willing
to
hear
me
out
to
voice
my
concerns.
H
No
disrespect
to
you,
sir,
but
I
have
always
found
tow
companies
the
way
they
practice
to
be
predatory,
tech,
city
and
CEO.
Any
way
I
can
describe
it
and
to
increase
it
a
fee
against
people
that
live
in
downtown
Detroit
on
two-way
streets.
It
might
not
have
areas
to
park.
A
cars
in
that
own
mergency
I
think
is
extremely
unfair.
H
H
A
H
A
Just
like
to
clear
up,
okay
I
think
the
statement
made
was
unfair
about
don't
take
it
personal
I,
don't
think
it's
a
predatory!
It's
not
like
these
guys
been
rolling
around
and
picked
up.
Cars
like
like,
where
you
post
on
a
private
property
that
might
be
predatory,
okay,
ideal
garage
is
over
and
that
to
me
is
predatory.
A
F
I,
you
know,
as
far
as
the
poet's
good
question
like
yeah,
what
this
gentleman
had
to
say
about
about.
You
know
a
grace
period
and
then
being
charged
Sorge
and
stuff.
I
just
listened
to
a
gentleman,
not
recently
I
told
me.
He
had
a
problem
with
his
taxes,
the
IRS
and
things
he
lost
his
job
and
he
was
in
financial
trouble
and
he
had
owed
$3,000
in
taxes
to
the
IRS.
Well,
the
IRS,
also
on
top
of
that
charged
him
fees,
interests
and
filing
stuff
on
top
of
the
original
$3,000
that
he
already
owed.
F
F
F
It
is
for
rather
than
me,
not
getting
paid
whatsoever
and
getting
liable
to
hold
the
car
there
for
four
months
and
not
get
paid
any
money
and
then
take
a
chance
of
sending
it
to
the
junkyard
without
having
repercussions
from
anybody
because
I
jumped
her
car
because
it
set
for
four
months
and
haven't
heard
from
them,
and
then
you
send
it
to
the
junkyard
and
miraculously
to
show
up
on
your
garage
saying
where's.
My
car,
oh
I,
was
intending
to
get
that
car
out,
but
it's
been
four
months.
I
haven't
heard
from
you
so
I.
F
If
I
wasn't
able
to
do
that,
I'd
have
cars
piled
on
top
of
cars,
so
as
far
as
the
great's
period
goes
and
all
that
other
stuff
there's
always
that
always
happens.
It
happens
every
single
day
here,
but
nine
times
out
of
ten
people
come
there
and
they
get
their
cars
out.
They
get
told,
take
a
hike
or.
F
Won't
go.
That's
that
well,
we
I
have
to
have
someone
able
24
hours
a
day.
Seven
days
a
week,
he's
got
25
minutes
to
get
back
to
the
car,
to
the
garage
to
release
the
car
to
that
person.
Okay,
we
have
it
can
be
three
o'clock
in
the
morning
and
someone
can
call
the
number
and
say
I
hear
to
get
my
car
you
have
to
get
up
out
of
bed
drive
over
to
the
garage
and
release
the
car,
there's.
No,
if
ands
or
buts
about
it.
F
As
far
as
the
government
I
can't
do
what
they
do.
Also
wait
hold
on
another
another
question
on
that:
if
your
car
is
towed
for
unregistered
and
you
can't
get
it
registered
till
Monday,
if
you
have
a
driveway
or
any
parking,
that's
not
on
a
city,
you
can
have
your
car
towed
from
the
tow
facility
and
brought
to
there
and
not
pay
any
storage.
So
it's
not
like
your
car
is
in
prison.
