A
All
right
did
I
press
the
buttons
is
everybody.
Okay.
This
is
the
January
24th
meeting
of
the
planning
economic
development,
land
use
committee
council
members
present
Jenny
Farrell,
Judy
dough
shape
and
myself
Kathy
Faithie
other
council
members,
joyce
love
and
President
Pro
Tem,
Richard
Conte
and
today
we
are
discussing
ordinance,
number
39,
111
18,
an
ordinance
amending
chapter
375
of
the
unified.
A
B
Initially,
the
size
reduction
for
signs
and
residential
districts
freestanding
signs
was
four
feet
was
proposed
down
from
20
feet.
There
was
some
discussion
on
that.
It
was
suggested
to
be
raised
to
six
feet
and
it
seems,
like
that's,
been
adjusted
on
the
ordinance
here
and
also.
There
was
previously
a
note
to
require
non-conforming
uses
to
produce
their
sign
size
where
F
signs
no
larger
than
two
square
feet
that
was
also
removed
and
to
fall
into
the
proposed
six
square
feet,
and
then
I
just
had
a
couple
of
comments
on
yeah
I.
B
Think,
overall
we're
a
great
born
on
the
same
page
with
the
ordinance.
They
only
changed
with
respect
to
the
notes,
there's
a
note
to
add
its
labeled
one.
A
I'm
just
I
mean
I
think
that
we
would
prefer,
for
the
sake
of
consistency,
to
have
that
either
number
two
or
five
and
then,
which
would
you
prefer
I
I.
B
It's
a
little
bit
subjective,
I,
would
probably
add,
as
determined
by
the
chief
planning
official
payment,
is
usually
the
one
conducting
the
review
of
the
applications,
otherwise,
maybe
shorten
up
that
sentence.
Bank
someone
there
is
gonna
need
to
make
a
judgment,
call
well
default.
That
would
probably
rest
with
the
chief
planning
official
might
be
helpful
to
just
indicate
that
okay.
C
B
C
C
It
was
done
in
their
town
that
will
accommodate
a
concern
raised
by
bread
that,
in
some
cases,
I
think,
especially
in
town
town
house
kind
of
areas
that
you
might
want
a
wall,
something
at
least
been
like
above
the
door
and
that
it
would
look
more
appropriate
and
it
stretched
a
little
bit
more
of
the
width
of
the
building.
I.
Think
yeah.
B
I
mean
in
some
case
you
have
a
pre-existing
sort
of
sign,
band
or
area
where
the
sign
would
go
in
the
building
and
six
feet,
and
some
a
census
is
six
feet,
may
look
rather
small
or
not
fit
within
that
footprint,
whereas,
if
you're
in
a
if
it's
a
residential
building,
that's
converted
to
a
commercial
use,
it
may
be
more
appropriate
to
have
a
smaller
sign.
That's
hanging
from
the
porch
or
something
of.
B
And
I
was
just
add
with
respect
to
signage
in
general,
you
know,
I,
think
that
there's
really
no
one
right
size
for
a
sign,
there's
a
number
of
building
types
and
setbacks
and
things
that
affect
what
signage
is
appropriate,
so
I
think
we're
still
in
some
cases
we'll
see
some
applications
for
area
variances,
which
may
be
appropriate.
I
think
we
can
continue
to
refine
this
as
we
move
forward.
So.
A
B
B
I
think
previous
sign
ordinance,
it
was
very
poor.
I
mean
I,
think
you
could
spend
as
much
time
as
we
spent
on
the
whole
code
and
drafting
a
sign
ordinance.
You
know
we
were
responding
to
improving
the
ordinance
that
we
had
as
well
as
a
smaller
component
of
a
larger
project.
The
u.s.
do
as
well
as
there
was
a
recent
Supreme
Court
decision
reading,
Gilbert
that
you
know.
In
fact,
a
lot
of
the
other
sign
codes
in
the
area.
B
Probably
don't
comply
with
that
decision,
because
it
really
speaks
to
how
you
have
to
regulate,
sign
content.
All
the
same.
You
can't
say,
for
instance,
that
a
political
sign
can
stay
up
six
months
after
the
election,
but
I
don't
assign
for
an
event
at
a
church
has
to
be
removed.
You
know
two
days
after
so
I
mean
it
really
content.
We
can
regulate
size
and
aesthetic
content.
We
can't
regulate
the
actual
words
or
the
colors
in
thanks.
You.
B
Does
to
create
some
challenges
for
regulating
temporary
science,
which
I
think
is
still
being
fleshed
out.
I've
had
a
number
of
people
bring
out
Wilson
we
put
up
this
huge,
temporary
sign
or
in
the
case
of
a
project
for
a
building.
That's
under
construction
I
mean
it
may
be
appropriate
for
a
certain
period
to
have
that
temporary
sign
up,
but
you
can't
necessarily
treat
the
Construction
sign
different
than
another
type
of
science.
So
I
think
we're.
Maybe
you
know
the
provisions
you
know
depending
on
how
the
law
shakes
out.
A
B
D
B
E
D
A
B
A
A
C
Up
with
a
sign
that
was
20
square
feet
on
New,
Scotland,
Avenue
and
I
got
a
number
of
comments
about
that.
We
also
had
a
sign
for
the
chiropractic
office
that,
when
I
objected
to
the
fact
that
you
know
it
was
advertising
services
that
are
not
rendered
there
and
that
specifically
against
our
sign
ordinance.
This
is
the
one
they
covered
it
up,
Christine
that
was
deemed
to
be
acceptable,
and
my
concern
is
that
there
was
no
restriction,
then,
for
how
long
something
like
that
could
be
left.
C
C
To
take
into
consideration
that
other
language
that
Chris
was
relying
on
because
there
is
other
language
it
says
when
there's
a
conflict
you're
supposed
to
go
with
a
more
restrictive
sign,
ordinance
language
and
that's
specifically
in
the
same
ordinance,
so
I
think
that
this
language
that
I
proposed
here,
adding
in
the
ability
for
and
that
one
of
the
issues
was
mr.
Lovejoy
said
we
don't
have
the
ability
to
take
down
sign
that
is
out
of
compliance
or
absolutely
etc.
C
So
we
could
have
vacant
businesses
all
the
time
to
simply
covering
up
a
sign
like
this
and
allowing
it
to
exist,
and
so
the
goal
here
was
to
make
it
clear
that
it
can
be.
It
should
be
removed.
It
is
obsolete
or
unsafe
or
insecure,
or
as
a
menace
to
the
public
I
added
in
language
that
was
taken
out
of
almost
verbatim
at
what
was
taken
out
under
the
prior
sign
ordinance,
I
included
them
here,
because
I
had
science
in
same
way.
C
C
C
E
C
Now
there
may
be
some
residential
area,
it's
kind
of
hard
to
do
a
one
size
fits
all
because
you
know
in
town
house.
You
know
they
they
might
townhouse
development.
They
might
want
a
bigger
silent
and
a
six
square
feet,
but
I
what
I
was
doing
is
looking
for
something
that
was
a
compromise
that
would
not
be
offensive
being
next
to
your
house.
C
Areas
not
so
out
of
character
to
it
was
an
angel'
area
and
there's
to
some
extent,
depending
on
the
way
the
sign
was
designed.
So
that's
why
I
agreed
to
the
six
square
feet
and
then
I
felt
like
the
non-conforming
use
issue.
My
point
there
was
both
conforming
uses
and,
for
example,
in
a
home
office
would
be
limited
to
one
square
feet.
Why
are
we
allowing
on
employment
as
a
great
but
for
non-conforming
use
that
actually
has
a
business?
That
is
larger?
C
It's
probably
that's
something
a
little
bit
larger
and
so
I
rethought
that
and
then
the
people
Brad
raised
it
I
said
jamón.
So
I
did
so
that's
pretty
much
I'm
fine
with
the
recommendation
with
regard
to
these
changes.
I
am
noting
that
and
Jared
you're
gonna
have
to
help
me.
So
if
you
shelf
to
this
amendment,
I
am.
C
A
C
A
B
Right,
it
goes
three
to
five
right:
oh
there's,
a
four
son
wall
signs,
mixed-use
districts,
32
square
feet,
I'll,
204,
I,
think
the
five
that's
missing,
I,
think
that
speaks
to
having
one
sign
and
loop,
the
projecting
sign
in
lieu
of
another
type
of
sign,
but
I.
E
E
E
B
B
I
mean
if
I
think
most
of
the
schools
are
zoned
any
would
any
not
in
residential,
just
I,
think
they're,
mostly
in
mixed
use,
neighborhood
edge
districts
or
up
from
there,
although
we
have
had
particularly
with
LED
signs
or
scrolling
signs
mean,
there
are
desires
for
schools
and
churches
to
have
those,
and
we
do.
We
did
kind
of
limit
that
too
20%
of
the
sign
in
certain
districts
and
not
allowed
in
other
districts,
so
I
mean
that's
something
that
you
know
may
be
something
to
consider
in
the
future.
B
C
I
had
also
previously
recommended
that
we
reduced
the
height
of
the
sign,
I
think
the
three
feet
and
then,
when
I
was
going
on
to
take
you
to
Churchill
I
decided
that
the
five
feet
could
be
a
great
height
so
most,
even
if
it
wasn't
considered
a
temporary
sign.
My
childhood
City
for
sale
signs
are
going
to
fall.
All
the
business
and.
