A
Okay,
this
is
the
August
9th
2019
did
I,
say:
August
January,
9th
2019
meeting
at
the
Planning
and
Economic
Development
Committee,
the
council's
planning
and
economic
development
committee
committee
members
present
Judy
do--she,
Ginny,
Farrell,
Derrick,
Johnson,
Alfredo,
Balor
and
other
council
members,
president
Joyce
love
a
Wasilla
nanny
and
staff
Jared
Pellerin
and
welcome
everyone.
We're
here
to
discuss
ordinance
3262.
A
B
B
B
B
B
C
A
look
at
this
and
I
also
did
some
listening
to
the
recording
of
the
PBY
meeting,
because
there
were
a
couple
things
in
this
that
I
thought
were
not
addressed,
or
that
we
were
a
little
unclear.
The
first
thing,
I
want
to
note
is
that
in
listening
to
that,
it
does
appear
as
though
they
have
addressed
a
lot
of
the
comments.
D
C
E
C
But
it's
only
you
know
it's
an
insignificant
portion
of
that
and
I
thought
that
he
might
have
to
get
involved
in
some
specific
limitations
of
uses,
etc.
But
the
accessory
use,
I
think
really
does
take
care
of
that
two
things
that
I
do
want
to
know
that
they
were.
There
are
two
typos
in
this
that
we
need
to
correct
yeah.
C
But
in
terms
of
substantive
issues,
mr.
Spencer
did
state
when
we
were
discussing
about
having
this
in
mixed
use
community
highway,
and
we
talked
a
little
bit
about
that.
That
would
include
the
hand
for
Plaza,
but
probably
not
because
of
the
thousand
foot
restriction
now,
but
it
would.
It
then
include
the
price
rep
replies
or
the
Home
Depot,
Plaza
and
and
some
other
things,
and
he
said
that
he
would
be
amenable
to
perhaps
striking
that
he
is
concerned.
So
he
said
that
I'm
talking
about
what
he
said
on
the
mm-hmm.
F
F
D
C
A
One
one
could
comment
about
that:
the
hospital
as
far
as
the
accessory
used
and
I
didn't
have
a
chance
to
look
at
it.
One
of
my
concerns
is
when
you
do
link
it
to
a
hospital.
There
still
can
be
a
lot
of
neighborhood
impacts.
So
I'm
not
you
know,
I
use
the
example
of
up
and
falling
Medical
Center.
They
have
various.
A
In
the
past,
there's
been
or
set
over
the
Capitol
district
psychiatric
center
to
when
there's
not
when
the
programming.
There
have
been
issues
with
individuals
who
have
used
some
of
the
services
at
both
Albany
med
and
Capitol
district
psychiatric
center,
and
then
they've
had
impacts
on
the
nearby
neighborhood,
because
individuals
with
substance,
abuse
issues,
mental
health
issues.
There's
there
have
been
some
neighborhood
impacts
on
that,
so
I
wasn't
sure
it
was
accessory
use
that
would
be
for
the
campus
institutional
zoned
area.
A
C
C
Bright
with
neon,
specifically
and
and
maybe
some
of
the
other
locations,
if
maybe
what
we
want
to
do,
is
even
where
there's
an
accessory
use
require
the
accessory
use
to
specify
the
number
of
visits
in
it
and
essentially
have
the
accessory
use,
also
be
subject
to
a
conditional
use
that
hasn't
been
done.
What
does
have.
A
E
C
C
H
A
C
There
are
some
jelly
and
he
had
also
indicated
that
he
would
help
help
them
find
another
location
that
it
is
a
three
year
lease,
and
you
know,
certainly
one
of
the
reasons
why
we're
here
looking
at
this
particular
change
to
the
zoning
code
is
because,
what's
going
on
in
the
current
location,
so
we
want
to
let
you
know
either
severely
limit
that
which
isn't
done
in
this
or
you
know
where
I
don't
think
sufficiently
or
we
or
we
want
to
require
them
to
move
there.
Your
current
location,
mmm-hmm.
So
that's,
that's
the
big!
H
G
H
B
B
A
H
D
H
H
G
But
but
but
afraid
of
weaving
giving
them
we
can.
Why
are
we
giving
them
another
year
when
we
keep
telling
him
and
the
mayor,
you
were
saying
the
mayor
told
me
they
need
to
start
moving.
Anthony
was
there
and
all
anyway
was
willing
to
work
with
them
to
try
to
what
a
real
estate
person
to
try
to
find
something
because
and
they
threw
out
different
ideas.
You.
G
Would
see
what
the
thing
is?
You
know
they
know
they
need
to
be
off.
The
street
ya
know
I
I'm,
not
saying
me
and
then
I'm
not
I'm,
not
trying
to
be.
You
know
try
to
be
me
no,
but
they
need
to
be
off
the
street
where
the
cars
can
pull
up,
go
in
and
don't
hold
up
traffic,
and
you
don't
see
six,
seven
hundred
people
or
two
or
three
hundred
people
at
one
time,
I'm.
G
Every
day
I
write
to
live
every
day,
mm-hmm
cuz,
it's
the
area
I
represent,
and
you
see
all
these
strange
faces
and
you
see
a
fighting
name
CBS
and
the
guy
who
owned
a
story.
He
put
a
better
Seville
surveillance
camera
in
his
store
on
the
corner
over
there
yeah
because
of
all
the
activity
is
going
on.
Cbs
is
hit
hard
I,
wasn't
that
it.
B
F
E
B
B
D
B
B
I
know
we're
fine
right
if
they're
sequestered
in
their
property,
that's
often
because
in
publications
it's
not
worth
to
buy
so
I
can
see
if
we're
in
that,
both
through
prostitution,
solicitation
and
drug
dealing,
and
then
this
the
ability
that
that
property
owner
has
no
way
to
control
the
outside
of
the
public
rather
by
the
sidewalk.
That's
where
the
problems
all
occur.
B
So
if
you
had
a
property,
let's
say
the
West
Gate
Plaza,
we're
not
suggested
it
goes,
but
rather
egress
to
the
property
to
the
cube
in
general
and
then
the
egress
and
access
to
the
clients
could
be
controlled.
You
would
provide
yourself
a
much
better
buffer
to
the
community
ills
that
it
would
bring
as
a
result
of
all
of
these
people
from
outside
the
city
coming
in
by
Medicare.
So
it's
just.
B
A
A
H
H
B
G
G
B
B
G
B
F
C
D
A
I
F
I
A
G
A
I
F
A
F
I
H
A
I
G
F
I
A
A
I
A
I
I
Mixed
use
community
highway
and
the
reason
I
left
that
in
there
as
a
conditional
and
is
really
because
those
tend
to
be
in
many
cases,
lots
where
potentially,
you
can
have
a
pad
site
where
it's
just
a
single-use
building
with
a
large
parking
lot
and
now
a
lot
of
businesses
in
there.
So
then,
in
addition,
what
we
did
was
we
added
that
the
facility
must
be
200
feet
from
any
other
use
either
on.
C
C
I
A
A
With
people
with
substance,
abuse
issues
and
Mel,
and
some
with
serious
mental
health
issues
that
have
had
an
impact,
negative
impact
on
the
neighborhood
of
various
times
and
so
with
an
accessory
use,
or
we
were
talking
about
the
possibility.
Could
we
also
have
that
big
conditional?
In
addition,
yeah.
I
D
I
C
I
I
A
I
I'd
have
to
you
know:
I,
don't
have
my
zoning
in
front
of
me,
so
I'd
have
to
look
at
the
definition
of
Hospital,
so
an
urgent
care
or
something
like
that.
You
know
that's
a
subsidiary
of
a
hospital.
You
know
Ellis
and
well.
Many
men
have
a
lot
of
those
urgent
cares
right.
So
I
think
we'd
have
to
go
back
to
our
definition
of
hospital.
I
would
say
you
know
off
the
top
of
my
head.
C
F
C
I
C
I
I
C
I
A
H
I
H
I
H
H
I
I
I
C
I
I
Bit
different,
so
they
would
I
think
they
could
generally
meet
most
of
the
standards
just
off
the
top
of
my
head
for
use
in
an
area
of
variance
I'd.
Rather
do
that's
one
of
those
unique
conditions
or
unique
circumstances,
rather
than
try
to
modify
this
and
weaken
it
so
much
to
allow
them
to
continue,
and
rather
have
them
go
seek
Benton.
But
you
know
there
is
the
risk
that
they
have
to
relocate.
I
Okay,
but
again
it
sounds
like
they're,
not
serving
a
huge
population.
So
I
don't
know
what
what
other
services
they
provide.
I,
don't
think
it
would.
You
know,
wouldn't
affect
any
of
those
and
so
I
don't
know
what
their
investment
is
in
order
to
be
able
to
dispense
a
deal
with
the
methadone
issues.
I
I
I
Building
for
a
commercial
use
and
it's
a
single
used
building,
it's
gonna
be
pretty
tough
to
say
that
has
to
be
turned
into
residential
within
a
year
right.
But
if
you
know
or
something
that's
really
just
a
lease
and
there's
not
a
lot
of
office
fit-out
and
there's
not
a
lot
of
other
investments
that
go.
You
know
they
didn't
redo
the
parking
lot.
They
didn't
do
all
sorts
of
things
they,
they
least
they
don't
rent
I.
Think,
there's
probably
you
know
it's
probably
a
safe
bet
that
their
investment
is
much
less
than
something.
I
C
I
H
A
H
F
I
Oftentimes,
those
leases
are
somewhat
tied
to
an
investment
that
the
landlord
is
making.
So,
if
he's
doing
it
fitting
out
an
office
for
a
particular
use,
they'll
say
oh
I'm,
willing
to
put
all
these.
You
know
enhancements
into
the
building,
provided
you
sign
a
five
or
ten
year
lease,
so
there
may
be
some
of
that.
But
again
we
can
have
that
conversation
with
the
property
owner,
but
I
think
you
know
it's
one
of
the
things
I.
I
You
know
before
this
and
I
didn't
get
a
chance
to
do
this
before
we
didn't
map
this
so
generally,
what
we
do
is
we
reach
out
to
Corp
counsel,
make
sure
you
know
if,
first
of
all,
I
don't
think
we
can
zone
something
like
this
out
of
existence.
I
think
there
are
some.
You
know
particular
issues
with
doing
that,
but
we
do
have
to
at
least
go
through
the
exercise
of
trying
to
map
it
out
and
see
if
there
is
actually
location,
a
location.
Oh.
I
D
F
I
C
A
C
C
Was
an
open
question
the
last
time,
and
essentially,
what
we're
saying
is:
is
we're
willing
to
go
forward
with
that
being
a
conditional
requirement
conditional
use
permit
for
that
people
I
mean
so
that
would
allow
currently,
for
example,
price
trapper.
Thank
you,
Plaza
West,
Gate
Plaza
is
community
highway
right.
I
But
then
there's
the
provision
that
it
has
to
be
at
least
200
feet
from
any
other
use
of
the
applicable
lot
for
an
adjacent
line.
So
that's
it
so
the
idea
there
was
if
there
was
a
community
highway
lot,
that
was
a
standalone
pad
ready
site
that,
had
you
know,
park
surrounded
by
parking
lots,
that's
kind
of
an
ideal
site
for
something
like
this
serve
this
population
and
they
don't
have
the
impact
with.

H
I
Yeah
I,
don't
recall
when
we
wrote
this
cuz
I
had
before
we
did.
The
USDA
I
did
a
marijuana,
dispensary
and
I.
Don't
I
can't
recall
it.
I
know
a
lot
of
your
language.
I
had
in
that
were
the
things
that
was
promoted
by
the
New
York
state
law,
mm-hmm
and
I.
Don't
know
if
all
of
that
got
carried
into
here
so
I'd
have
to
I'd
want
to
pull
that
back
up
to.
