The Committee reviewed Ordinance 9.61.20 which is this zoning map amendment proposes to rezone parcels located at 90 Second Avenue, 88 Second Avenue, 86 Second Avenue, 84 Second Avenue, 76 Second Avenue from Mixed-Use Neighborhood Edge (MU-NE) to Mixed-Use Campus/Institutional (MU-CI), as well as rezone parcels located at 8 Leonard Street, 10 Leonard Street, 12 Leonard Street, 4 Leonard Street, 15 Scott Street, 13 Scott Street, 11 Scott Street, 9 Scott Street, 7 Scott Street, 10 Krank Street, 15 Krank Street, 1 Scott Street, 10 Scott Street, 8 Scott Street, 6 Scott Street, 4 Scott Street, 33 Krank Street, 37 Krank Street, 45 Krank Street, 32 Leonard Street, 17 Leonard Street, 16.5 Leonard Street, 24 Leonard Street, 22 Leonard Street, 20 Leonard Street, 18 Leonard Street, 2 Leonard Street, from Townhome (R-T) to Mixed-Use Campus/Institutional (MU-CI).

keep

is
something

triple
net
zero
project

unique

done

triple
net
project

United
States,
let
alone
in
New,
York,
State
and
so
Albany
will
be
on
the
forefront
of
really
amazing.
Sustainable
development
and
the
triple
net
comes
from
energy
sustainability
in
the
areas
of
water
energy.
And
what
am
I
blank?

waste

waste?

take
you
through
the
triple
net
components
a
little
further
in
the
slides
and
so
where
there
is
economic
risk,
but
also
the
need
to
replace
an
area.
What
municipalities
typically
occur
is
an
increase
in
either
density
for
less
or
in
height
for
projects,
and
it
helps
just
make
the
project
economically
feasible.

to
point
out
at
the
top

maybe
Hills,
I,
like
these
with
the

Lots,
15

16-

the
only
two
properties
that
we
don't
either
own
or
have
under
contract
to
purchase.

only
covers
the
lot
that
you
see
here

large
lot
under
our
control
and
I'll
show
you
the
outline
of
the
design
at
a
little
bit
later

but
just
one
to
put
that
kind
of
bug
in
your
ear,
because
I
know
change
it,

forcing
anybody
out

their

We
own
all

properties.
There
are
tenants
in
some
of
the
properties
and
those
tenants

been
offered
space

facility.

issues

neighbors

raised
is
it
just
a
concern
about
what's
the
impact
of
rezoning
and
how
does
it
affect
my
parcel
and
obviously
it's
the
two
persons
where
the
we
don't
own

property

we
don't
have
it
under
control
where
those
questions
are
arising,
the
uses
won't
change.
Their
single-family
home
will
remain
a
single-family
home
at
some
point.

they
decide
to
sell,
then
the
new
owner
or
if
it
decided
to
convert
their
property,
they
would
have
a
little
bit
more
flexibility
in
the
use
and
it
did
was
we
compared
the
existing
zoning
uses
and
the
proposed
zoning
uses.

you'll
see

These
are
identical,
uses
they're
the
same
as
it
exists
presently,
and
they
will
be
the
same
under
the
proposed
zoning
and
most

seventy-six
project
components

this
list

things
that
we
can
do.

really

grocery
store
that
was
not
allowed
within
this
zone.

are
the
uses
that
are
conditionally
permitted
uses
and
that
for
secret
purposes,
if
any
of
these
types
of
uses
came
before
the

project
never
happened,

you
had
already

the
property
and
somebody
wanted
to
come
in
and
proposed.

the
school
would
need
to
go
through
the
conditional
access,
so
it
would
undergo
its
own
project
specific
seeker
in
order
to
determine
if
it
was
feasible,
next
slide,
and
then
these
are
kind
of
all
the
other
uses
that
didn't
fit
nicely
in
one
of
two
categories:
they
weren't
identical
to
what
we
had
and
they
weren't
conditionally
permitted
uses.
They
all
have.
You
know
a
few
different
environmental
impacts,
and
we've
highlighted
this
both
on
this
slide,
but
also
in
a
letter
that
was
submitted
this
morning
to
planning
that
you
will
have
jr.

Urban
agriculture
is
just
an
accessory
use
in
the
zoning,
but
in
a
final
zone.
If
the
rezoning
occurs,
it's
a
permitted
use
but
to
no
adverse
impacts
to
having-
and
so
so,
we've
kind
of
listed
that
it's
important
to
note
that
of
these
used
it
most
of
them,
don't
actually
fit
within
the
site.
So
a
lot
of
them
are
allowed
as
accessory
uses
and
you'll
see
that
in
the
third
line.
So
you
can't
in
nursery
but
its
own.
It
needs
to
be
an
exciting
and
you
can
have
a
drive-through
on
its
own.

It
obviously
needs
some,
and
so
so
the
accessory
uses
and
many
of
these
other
uses
simply
wouldn't
fit
within
the
site
because
they
either
would
need
a
principal
produce
along
with
them,
or
this
I
just
isn't
configured
right.
So
the
hospital
will
never
go
at
this
site
because
it's
just
simply
not
big
enough.
It's
located
on
a
slope
for
me,
since
nobody
would
ever
choose
to
site
a
hospital.

other
thing
that
Planning
Board
asked
us
to
do
was
to
set
that
building
down
to
take
off
layer
that
front
part
running
along
2nd
Avenue
and
to
flip
it
onto
one
of
our
back
buildings.
That's
located
on
on
the
slope
and
so
we've
taken
off
a
portion
along
2nd,
Avenue
and
you'll
see
this
coming
and
we
flipped
it
on
to
building
B.
So
building
B
has
a
portion,
that's
8,
storeys
and
a
portion,
that's
7
stories.

So
there
are
a
bunch
of
standards
that
we
need
to
meet
in
order
to
be
able
to
be
granted
a
an
amendment
to
your
code
to
begin
with,
and
then
you'll
see,
there
are
two
additional
criteria,
so
I've
listed
the
criteria
or
the
standards
at
the
top
with
letters
and
then
our
responses
in
the
rest
of
it
and
I'll
just
kind
of
try
to
try
to
flow
through
these.
So
they're
consistent
with
your
comprehensive
plan.

their
course
of
that
first
floor,
dedicated
to
STEM
education
and
right
from
it
there'll
be
a
daycare
center.
We,
this
will
create
a
super
vibrant
urban
center.
This
type
of
building
is
really
unique
and
unusual
as
you'll
see
what
Kelsey
takes
you
through
it.
It's
got
all
kinds
of
kinds
of
interesting
components,
including
a
hydroponic
garden,
we're
proposing
that
you
decommission
Scott
Street,
so
we
can
create
pedestrian
areas
so
that
people
on
a
beautiful
night
be
hanging
out
and
walking
through
the
area,
their
notes
of
multimodal
transportation.

The
first
is
kind
of
you
know
what
we
hope
the
building
will
be,
and
the
second
is
a
reduced
scale,
size
which
shows
the
two
properties
outlined
in
red,
where
the
owners
have
no
interest
in
selling,

so,

changes
we'll
go
with
a
different
design,
the
one
depicted
on
the
left
and
if
they
remain,
then
the
building
simply
gets
faced
into
a
smaller,
smaller
scale.
Next
changed
conditions,
so
so
here
I
think
your
code
provisions
are
a
little
wary
about
changed
conditions.

We
actually
think
our
changed
conditions
will
be
a
huge
positive
for
this
area.
We
are
taking
all
of
the
properties
that
are
currently
shaded
in
gray,
those
are
vacant
properties
and
we're
turning
them
into
some
vibrant
vibrant
center.
So
we
actually
think
that
change
is
good
and
we'll
show
you
some
pictures
in
the
next
slide
of
what
currently
exists
on
the
property
and
next
slide,
and
this
is
what
will
occur,
and
this
I
love
this.

the
next
standard
is
whether
this
addresses
a
demonstrated
community
need
and
I'm,
not
sure
that
we
could
document
this
even
better.
If
we
had,
you
know
thought
of
this
20
years
ago,
but
in
July
of
20
2007,
the
city
of
Albany,
adopted
this
capital
south
plan
and
really
the
plan
was,
was
a
plan
to
get
private
investment
into
the
South
Bend
and
in
the
13
years.

Since
this
plan
has
been
enacted,
no
significant
private
development
has
been
offered
in
the
South
End,
and
so
the
city
and
recognition
of
that
actually
in
November
of
this
past
year,
hired
Mr
B
group
in
order
to
analyze
this
plan
and
kind
of
look
at
what
are
the
parts
of
the
plan
that
really
make
a
lot
of
sense.
What
are
the
components
that
have
changed?
How
is
our
city
changed
in
the
13
years,
since
this
plan
was
developed,
and
so
the
MRB
group
will
actually
be
creating
a
new
South
Kent
neighborhood
plan.

So
it's
clear
that
the
city
has
been
behind
development
in
the
South
End
and
certainly
a
seeking
investment
and
actively
trying
to
pursue
that.
So
we
believe
we
fully
meet
this
standard
next
slide
and
so
compatibility
of
uses
or
efficient
development
and
logical
and
orderly
development
patterns.
I
think
these
two
go
hand-in-hand
you'll
see
on
the
left,
the
apartment
variety,
so
we've
got
everything
from
studio
apartments
to
penthouse,
suites
to
three-bedroom
units,
two-bedroom
units
and
one-bedroom
units,
and
some
of
the
three-bedroom
units
are
actually
a
two-bedroom
unit
with
an
additional
studio
attached
to
it.

Restaurant
educational
components
will
include
the
stem
and
the
daycare,
as
well
as
an
aquaponics
garden,
which
we
think
will
be
a
huge
educational
opportunity
for
people
within
all
of
the
city
to
come
and
kind
of
learn
about
how
you
know
how
aquaponic
gardens
you
know
the
fish
are
swimming
down
below,
and
the
kids
will
be
able
to
look
through
a
glass
wall
and
see
the
fish
and
the
fish
waste
helps
fuel.
The
garden
which
has
grown
up
above
the
water,
so
very,
very
interesting,
unique
components.

So
the
next
standard
is
significant
adverse
impacts
on
the
environment
and,
as
Stephanie
said,
the
this
project
is
targeting
to
achieve
the
highest
levels
of
sustainability
with
Triple
Net
Zero,
and
will
also
incorporate
elements
of
passive
house
design,
and
so
this
section
view
kind
of
shows
some
of
those
components.
So
there's
going
to
be
solar,
canopies
above
each
of
the
buildings,
there
will
also
be
canopy
or
solar
panels
on
some
vertical
faces
of
the
buildings.

will
be
air
vents
here
to
bring
in
natural
air,
for
the
passive
house
design
a
potential
for
wind
turbine
and
then
just
really
unique
components
to
achieve
the
Net,
Zero
water
and
waste,
and
so
because
of
this
type
of
design,
we
will
be
significantly
reducing
environmental
impacts
overall.
So
when
it
comes
to
air,
we
don't
anticipate
any
negative
impacts.
In
fact,
the
sustainable
components
will
significantly
reduce
carbon
emissions,
which
will
improve
overall
air
quality.

There
will
be
green
roof
areas
on
portions
of
the
lower
building,
roofs
and
all
of
that
vegetation
on
site
will
help
to
absorb
sound
and
then,
in
addition,
the
two
loading
docks,
which
will
be
one
along
Leonard
Street
and
one
along
crank
Street.
Those
have
been
strategically
located
where,
on
this
west
side,
here,
there's
already
a
vegetated
buffer
that
exists
and
then
also
on
the
crank
Street
side.
As
you
can
see,
the
majority
of
the
houses
actually
have
frontage
along
the
downhill
Odell
Street
side,
as
opposed
to
crank
Street.

So
we
strategically
located
those
loading
docks
in
that
way
and
then,
in
addition,
as
required
by
the
code
there,
we
will
be
providing
a
densely
vegetated
buffer
at
both
of
the
entrances
to
those
loading
docks
to
help
to
absorb
sound.

addition,
the
hours
of
operation
for
the
commercial
uses
will.

we've
discussed,
the
project
will
be
designed
to
achieve
net
zero
water
design,
and
to
do
so,
we
first
will
be
reducing
potable
water
demand
by
application
of
very
efficient
technologies,
and
then
we
will
be
balancing
that
demand.
That's
drawn
from
the
city
infrastructure,
with
on-site
reuse
for
gray,
water
and
irrigation,
as
well
as
on-site
treatment
for
reuse
and
overall,
that
will
significantly
reduce
the
discharge
to
the
city's
combined
sewer
system.

stormwater
the
configuration
of
the
the
site
and
how
we're
proposing
subsurface
parking
structures
beneath
building,
there's
gonna
be
two
levels
between
building
B's
and
C,
as
well
as
two
levels
beneath
building
a
so
that
subsurface
design
actually
allows
us
to
design
all
of
the
courtyard
areas
to
basically
function
like
green
roofs,
and
so
they
will
have
vegetated
areas
as
well
as
storage
areas
to
both
treat
and
detain,
stormwater
and
so
to
achieve.

project
will
actually
capture
and
store
the
entire
100-year
storm
event
in
these
air
areas
for
reuse
on
site
and
then,
in
addition,
we're
also
proposing
a
separate
off-site
storm,
sewer
extension
within
Seymour
Street,
and

greatly
reduce
the
discharge
to
what
currently
exists.

the
combined
sewer
system
along
the
adjacent
roads.

amendment,

opposed
to
just
a
zoning
amendment,
has
two
additional
criteria.
The
first
is
compatibility
with
existing
or
proposed
uses,
and
we,
you
know,
as
you
can
see,
from
the

on
the
left.

existing
zoning
already
has
all
of
that
shaded
area.
That's
in
light
blue
is
already
a
mixed-use
allowable
zone,
and
so
we
are
simply
asking
to
carry
that
mixed-use
down
through
the
project
site
into
the
current
Park
area,
where
the
Charter
School
is
in
the
park
in
the
ball
fields,
and
then
two
streets
away.

project
site

adequately
served
by
public
facilities.

existing
bus
route,
six
that
runs
along
2nd
Avenue
and
we're
only
a
quarter
mile

proposing

improvements
for
the
bus,
rapid
transit
line,

have
a
stop
actually
at
the
intersection
of
Elizabeth

balconies,

noise,

pollution
or
basis
of
really

urban
settings
is
really
a
big
problem
and
what
these
balconies
do
is

break
up
the
sound
as
opposed
to
imagine

glass
building

is
purely
reflective

bounces
everything
right
back
at
you,
this
diffuses
that
sound
it
keeps
the
Sun
off
of
the
facade
so
that
when,

South
Sun
is
rising
on
a
day
like
today,
that
facade
is
in
shade
and
it
just
it
also
just
so
happens
that
when
you
assemble
a
modular
building,
you
can
use
these
balconies
to
bolt
it
together.
But
that's
that's,
that's
the
purpose
of
them.

a
net
zero
building
means
that
it
has
to
make
it
it

make
as
much
energy
as
it
uses
and
I'll
tell
you
that
we've
been
working
at
this
for
a
long
time

been.
We
have
never
been
able
to
get
Net
Zero
outcome
from
buildings
over
four
storeys.
This
is
the
first
time
we're
up
to
eight.
In
this
case,
we
can
average
around
seven
eight,
and
this
is
the
first
time
we've
been
able
to
do
it.

been
able
to
do
it
because
the
solar
panels
are
really
efficient,
efficiently,
constructed
and
thought
through
and
we're
getting
better
and
better
at
making
buildings
that
that
are
energy
efficient.
So
one
of
the
things
that
this
building
can
do
a
Kelsey
pointed
out
that
it
has
these.
These
air
that's
run
through
it
and
it
moves
a
great
deal
in
in
the
spring
in
the
fall.
It
can
move
a
great
deal
of
air
through
the
building.

You
know
rather
completely
a
great
deal
of
air
passes
through
the
apartment,
and
that
has
a
lot
of
great
uses.
It
makes
for
a
much
healthier
interior.
You
know,
particularly
since
we
know
something
about
how
viruses
hangout
and
air
these
days,
but
it
also
takes
cooking
odors
and
all
the
things
that
build
on
out
of
the
apartment,
but
during
the
spring
in
the
fall
it
allows
us
to
shut
down
the
air
conditioning
and
the
heating
for
a
total
of
four
months
because
of
the
amount
of
shading
the
amount
of
insulation
and
so
forth.

the
building
becomes
open
to
the
world
around
it
and
then
so
that's
it's
a
kind
of
comprehensive
way
of
integrating
all
these
features
and
attaining
a
Net
Zero
outcome,
and
you
know
it's
it's
it's
done
digitally
as
well.

one
of
these
building
components
is
modeled
and
tested
according
to
how
the
Sun
will
hit
it
and
how
the
dishwasher
will
add
heat
to
the
Interior
Department
and
use
electricity
as
it
runs.
So
it's
a
it's
a
very
comprehensive
program.

other
thing
we
probably
ought
to
talk
about
is
the
water
systems.
So
I've
really
I
have
received
an
education
on
this
building
because
the
the
evolution
of
water
systems
and
our
built
on
our
cities
is
really
interesting.
Subject.
That's
really
just
starting
to
you
know,
really
push
us
along
and
it
across
the
world.
Now
the
most
progressive
positions
people
are
taking.
Is
this
idea
distributed
water
treatment
systems?

That
is
that
you,
instead
of
having
a
single
large
water
treatment
system,
that's
for
municipal
that
covers
a
useful
area
that
we
start
to
break
down
our
water
treatment
systems
for
sewage
in
according
to
smaller
parcels,
so
that
we
can
always
have
capacity
and
we
can
in
particularly
like
Albany
or
you
know
where
I
live
in
New
York,
the
the
combined
sewer
overflow
is
constantly
putting
discharging
everything
from
pharmaceuticals
and
micro
plastics
into
our
water
systems,
including
raw
sewage.
This
building
won't
do
that.
It
holds
all
of
these
things.
It
filters
it's
black
water.

stream-
you
know
in
terms
of
recyclables
in
terms
of
organics
and
compostables,
and
we're
also
what
we're
looking
at
using,
for
instance,
a
assistance
using
Sol
right
now,
where
the
things
that
you
actually
throw
out
that
are
not
recyclable,
get
weighed
and
you
get
charged
a
modest
amount
for
throwing
them
out.
So
it's
kind
of
disincentive,
so
there's
a
variety
of
things
that
we're
using
to
get
to
that
triple
zero
business.

detriment

HUD

have
non-recourse
permanent
debt
loans
as

financing
through

to

engaging

in

financing
through
our

invested

flexibility
in
terms

technology,

used

sophisticated

For
instance,
the
heating
and
cooling
is
an
electric
heat
pump
and
it
has
controls
that
allow
the
heat
to
her
into,
for
instance,
be
moved
from
one
side
of
the
building
to
you
know.
So,
if
the
sun's
shining
on
the
south
side
and
it's
cold
on
the
north
side,
that
system
can
actually
balance
the
heat
demand
across
the
building.

that's

that's
that's
known
technology,
but
it's
being
used
with
a
little
more
sophistication
here,
because
this

the
way
the
sensor
systems
set
up
rotating
solar
panels,

been

a

solar
thermal
glycol
panel

want

look

historically

historic

want

tell

what,
in
the
south
end
alone,
there
is
no
private
development,
complex
living
quarters,
it's
all
public
housing.

we

our
due
diligence
and
make
sure
those
things,
but
I
want
people
to
be
positive
about
this,
but
beat
about
it
and
understand
historical
context
of
this
and
in
the
community,
like
the
South
End
that
has
been
ravished
crime,

unemployment
rate
is
high.
The
medium
income
in
the
South
End
is
probably
$20,000.

a
project,
a
developer
come
in
and
not
just
come
in
a
kid
from
the
neighborhood
partner
up
with
another
kid
from
the
neighborhood

team
they
put
together
and
provide
a
private
development
of

at
not

just
where
people
are
going
to
live,
but
efficiency
and
energy,
letting
people
in
those
communities
who
generally
don't
think
about
green
space

means

saving

that

want
more
development

challenged

invest

neighborhood

work
as
hard

they

been

sure
this
project

members

we

with
them

in

excitement

project

needs

investment

that
